‘Basyang’ kills 4 people in Surigao mining town

SAN FRANCISCO, Agusan del Sur -- Tropical storm Basyang wrought deadly havoc in the neighboring mining towns of Surigao provinces killing four people buried in a landslide, disaster rfescue officials said.

Basyang (international name Sanba) slammed the east coast of Mindanao Tuesday with gusts of 75 kilometers an hour.

Dad echoes PCCI concerns on ‘quality’ of SHS graduates

CAGAYAN de Oro City-A councilor echoed the concerns of the Philippine Chamber of Commerce and Industries (PCCI) on the job readiness of graduating senior high students who will complete this March.

Councilor Romeo Calizo said that not one school in this city is offering all the complete senior high strands – academic, arts and design, sports and technical/ livelihood.

Along this line, Calizo is proposing that the City Council committee on education led by his colleague Suzette Daba launched an inquiry on the matter and invite stakeholders to shed light on the issue such as the regional governor of PCCI Ma. Teresa Alegrio and representatives from the City Schools Division of the Department of Education (DepEd), the implementer of the K-12 curriculum which adds up two years in high school, aptly called senior

high.

Daba said the inquiry will be made next week after the City Council gave the go-signal.

Earlier, the PCCI central office in Manila was concerned that the 80 mandatory hours of corporate immersion were not enough for the senior high students to experience adult employment life and get them merged into society.

Tagumenyos pitch ideas for Metro Davao development By: Tagum City Information Office

TAGUM City—Tagumenyos got a peek of the future of Metro Davao, and pitched in ideas for its further improvement.

Last February 6, 2018, the City Government of Tagum welcomed representatives from various local government units, government agencies, and local entrepreneurs, to the Mindanao Development Authority’s 2nd Consultation of the Metro Davao Master Plan, which was held in the New City Hall Atrium.

Part of the activities lined up during the event was the Overview of the Metro Davao Urban Master Plan, a summarized report from the previous consultation last November 20, 2017.

The grouped delegates were asked to participate in a workshop on Community Resource Planning based on their city of residence. The event was headed and facilitated by Arch. Felino “Jun” Palafox, Jr., the president and founder of Palafox Associates and Palafox Architecture.

Palafox, the leading architect for this master plan, openly stated that Metro Davao has high development potential, actually insinuating that by 2050, Metro Davao could be a potential candidate for the

PRO9 to undergo revalida on performance governance reporting LAKEWOOD, Zamboanga del Sur, -- After having complied with the requirements for the initiation and compliance stages, the Police Regional Office IX is now geared towards completing the third-level “proficiency stage” of the Performance Governance System (PGS).

Thus disclosed Ronald B. Lledo, vice chairman of the Regional Advisory Council (RAC-9) during the 1st RAC mobile conference recently held at Alindahaw Resort here. He said PRO9 will undergo a full performance audit and unit revalida or performance governance reporting in Manila on February 20.

The PGS is a tool for good governance which helps the organization to focus on strategy and manage its effective implemen-

tation.

The four key indicators of PGS are initiation, compliance, proficiency and institutionalization, with the end view of transforming the PNP into a highly capable, effective and credible police service.

Lledo said PRO9 is now in the proficiency stage of PNP P.A.T.R.O.L. Plan 2030.

“The RAC would like to see the cascading of our best practices in this part of the region so that we will be able to present this during the revalida which is scheduled on Feb. 20 in Manila,” Lledo said.

He also underscored the crucial role of the RAC saying that the council is not to lawyer for the PNP in the revalida, but to pinpoint where they can improve and better themselves for

the future.

The Regional Police Strategy Management Unit made a 15-minute powerpoint presentation showcasing the best practices of PR09 and the different provincial and city councils, where the RAC officers critiqued the methods and practices used in their respective places.

The accomplishments of the PRO9 and RAC will be presented by no less than the regional director, Chief Superintendent Billy Beltran during the revalida.

BUTUAN CIT Y, – The Philippine Statistics Authority (PSA) will conduct a Crops Production Survey (CrPS) to generate basic production statistics for crops other than p a l ay an d c or n at t h e national, regional and provincial levels. Fruits, Vegetables and Non-food and Industrial Commercial Crops (NFICC) are three commodity groups for other crops sub-sector. It covers more than 200 crops of which 19 are considered major crops.

It also releases data on volume of production, area planted/har vested

and number of bearing trees/hills/vines.

CrPS is undertaken nationwide in a quarterly basis. It is conducted during the last ten days of the second month of the current quarter, which is simultaneously collected with Farm Price Survey.

The survey uses Sampling Design in which farms are classified into small and large farms according to area planted to a specific crop. For large farms, a maximum of five (5) plantations are covered based on the cutoff area. While for small farms, the top five (5)

producing municipalities based on the volume of production are chosen through Key Informant (KI) Approach.

A pedagogical perspective for school leaders NEVER underestimate the pedagogical perspective for school leaders and also teachers. The pedagogical knowledge is a must for those involved in education process and management.

Without such background of knowledge schools will be mismanaged pedagogically. This is imperative that school leaders and teachers, especially in secondary schools, implement such a knowledge when managing their schools.

The teachers of high school, for example, pedagogical knowledge is required to be attained before starting the teaching and learning process in the classrooms. The senior high schools students are in their puberty period so that they behave in the classroom in several attitudes. The more varied their backgrounds of

lives, the more difficult to manage them in the classroom. Their period of life is between their teenager (immature) and getting to be mature. In that psychological atmosphere, teachers should be able to handle the classroom process pedagogically.

It is not easy to let the students’ in their puberty period. In general, their psychological condition needs well –developed mentally.

Therefore, the learning process should be more interesting and fascinating in terms of both the materials being presented and the methods of teaching. Pedagogically, the classroom can be well managed when the learning process is based on the pedagogical perspectives.

In the education perspective, we have materials (subjects), method of teaching

(based on the teaching and learning strategy), and the teaching aids facilitating the learning process. These factors are psychologically to be adopted in the classroom interaction. Otherwise, the students get frustrated and the learning process get bogged down. The students get discouraged because of mismanaging the classroom without considering the pedagogical concept.

It is common that the teachers of senior high schools find themselves difficulty in implanting the knowledge to their students.

They soften find problem when they lead the class process while teaching a certain subject or materials. In that case, they are supposed to have failed in managing the classroom process. This can be due to the absence of pedagogical

perspective. So, it is clear that pedagogical knowledge and skill is a must for those who become the teachers of senior high schools.

Another important consideration is the school leaders and policy makers. They also need the pedagogical perspective because they also manage the schools, making the policies. These policies will impact the school teachers and the students as well. For example, when they prepare all the infrastructures for teaching and learning process, they have to design based on pedagogical considerations.

Jueteng is a fraud, a scam

-oooJUETENG IS A FRAUD, A SCAM: I hope this column reaches the millions and millions of Filipinos who still place their bets in the native numbers game called jueteng: jueteng is a fraud and a scam, and the term used to describe its draws (supposedly to determine the winning two-number combinations, which locally is called “bola”) signifies nothing but pure and simple trickery by jueteng operators. Not only that there is no draw, but that, they themselves dictate, by sheer whim and fancy,

which numbers will win.

According to the testimony given by a former ranking officer of the Philippine National Police (PNP) to the Senate on Monday, February 12, 2018, draws to determine jueteng’s winning combinations, supposedly known through or with the use of small balls painted with numbers, are absolutely non-existent, and are not really resorted to or conducted by jueteng lords or operators.

What is more, if jueteng lords find out that a particular combination has drawn plenty of bets, they would make sure, at all cost, that the combination is not allowed to win. Jueteng lords will announce other winning combinations, after checking out from their computers that there are no bets on

those combinations or, if at all, the bets are minimal.

-oooSTL, MERE FRONT OF JUETENG LORDS: But there are far more earthshaking disclosures that the former PNP officer gave to the Senate on Monday.

One is the fact that STL (or small town lottery) draws by the Philippine Charity Sweepstakes Office (PCSO) is actually being used to enhance jueteng operations.

STL was established by law in the country several years ago with the end in view of ultimately stopping jueteng.

The problem was that, the bets collected by official STL collectors were not entirely being remitted to the government through the PCSO. Only around 20% of STL collections daily was being given to the PCSO.

About 80% of STL collections were being diverted to the jueteng lords.

How did this happen?

Well, it was like this: STL was also allowed to be run and operated by personalities fully identified as jueteng lords in the Philippines.

One of those implicated last Monday was Rodolfo “Bong” Pineda, a jueteng operator of long standing in the whole country, who is the husband and father, respectively, of the governor and vice governor of the province of Pampanga.

A four year old girl was seriously hurt in a car accident. She had lost so much blood that she would probably die. Her only hope was for someone else to give her blood. But her blood type was very rare and the doctors did not know if they could find anyone in time with her same blood type who was also willing to give their blood. Then, they discovered that the girl’s 7 year old brother had the same blood type as hers.

The doctor led her brother into his office to tell him that his baby sister was very sick and unless she received some blood, the angels would probably

need to take her to heaven.

The brother’s eyes filled with tears. For a few moments, he tried to hold back his strong feelings of fear and sadness, then he said softly to the doctor: “I’ll give my blood to my sister.”

Later, as the young boy watched his blood going through a tube into his sister, he became even more nervous and afraid. The doctor could see the little boy’s fear and told him: “It will be over very soon.” The boy started to cry and said: “So now is when I’m going to die.”

From the very first time the doctor had asked this boy to give his blood for his sister, the young boy

thought it meant he needed to give ALL of his blood and die so his sister could live.

Yet this little boy loved his sister that much, He was giving his life for her.

Did you know Jesus Christ did even more than that for you? Even though He is God Himself, He loves you and me so much He gave His perfectly innocent life so we could finally be forgiven and live forever with Him. God humiliated Himself by becoming a human being to die for all our wrongs.

The senior high years were created by DepEd to allow graduating students options not to pursue college but rather work in the corporate sector since they would have turned adults by then.

The PCCI’s criticism was met by criticism of its own by the labor sector though who claimed that the business group was using the situation to take advantage of free labor through the student immersions.

‘K-12 work immersion program adequate’ An official of the Department of Education (DepEd) on Thursday said the agency maintained its stand that the number of hours in the work immersion program of K to 12 students was sufficient.

“While we respect the comment of the PCCI (Philippine Chamber of Commerce and Industry) about the in-

adequacy in the number of hours for work immersion of senior high school (SHS) students under the K to 12 curriculum, the DepEd maintains its stand,” DepEd Undersecretary Tonisito Umali told reporters in an interview.

He said that for one, the 80 hours work immersion requirement was just the minimum. The number of hours could be 240 or 320, depending on the track that the student takes.

“Furthermore, we have an inter-agency council composed of DepEd, the Commission on Higher Education (CHED), the Technical Education and Skills Development Authority (TESDA), and the Department of Labor and Employment (DOLE).

We discuss issues like this,” explained Umali, adding the council would look closely into this system.

Umali emphasized that the K to 12 curriculum was designed in a way that graduates would have the competencies to be ready for work or business, or to proceed to college.

He added that the certificate of competency that the SHS graduates would get was the same kind of certificate being given when there was no K to 12 curriculum yet.

Students would also take the same type of exams to get that certificate of competency, he said.

SHS grads job-ready Grade 12 Senior High School graduates are jobready due to the work immersion program included in their curriculum, the Department of Education (DepEd) said on Monday.

The first batch of Grade 12 students are expected to graduate in March, completing the K to 12 Basic Educa-

tion Program.

The department made the statement following the concern of the Philippine Chamber of Commerce and Industry (PCCI) on the minimum number of training hours required from SHS graduates.

“The K to 12 program has equipped the students with the values, knowledge and skills that the industries need.

Our strong partnership with different industries would also enable our graduates to strike a balance between theory and practice,” DepEd said.

Based on DepEd Order (DO) no. 30 series 2017 or the Guidelines for Work Immersion, students are required a minimum of 80 hours of

work immersion. The agency also pointed out that under the law, someone below 18 but older than 15 years old must spend maximum of 40 hours per week and no more than 8 hours per day during work immersion.

DepEd explained the student’s practical experience is not limited to 80 hours because schools may have several delivery models depending on the students’ needs, the school’s capabilities and compliance to the DO no. 30, the Department of Labor and Employment and the Technical Education and Skills Development Authority.

With the varying delivery models that schools may have, they may choose to offer different number of hours

(80, 240 and 320), according to DepEd, adding that the schools may design their delivery model depending on the situation or concern.

The DepEd regional office is in charge of approving the delivery model.

“Work immersion may be conducted in different ways and time frame as needed by the students. This provides them the opportunity to be familiar with the work environment, and enable them to apply their competencies in areas of specialization in these environments,” DepEd said.

The agency also noted that the DO no. 30 would also help students develop their practical skills and work ethics. (PNA)

Davao City declares Trillanes ‘persona non grata’ DAVAO CITY -- The city council here on Tuesday declared Senator Antonio Trillanes as “persona non grata” for portraying the city the most dangerous in the Philippines and likening Dabawenyos to North Koreans who are easily brainwashed by President Rodrigo Duterte.

The city council also declared New York-based Filipina businesswoman Loida Lewis as persona-nongrata. Lewis was recently accused as one of those allegedly behind the International Criminal Court’s (ICC) decision to investigate the extrajudicial killings in the Philippines.

Vice Mayor Bernard Alag explained in an interview that as persona non grata, Trillanes is not welcome in Davao City.

DAVAO CIT Y -- The Davao city government is now polishing its final preparations for the hosting of the Davao Regional Athletic Association (DAVRAA) Meet on February 17 to 23.

City Sports Division head Michael Denton Aportadera said they are now 85 percent ready as the city finalizes the logistical needs for the athletes and other delegations.

“As t ime go es by, whether it’s a weekday or weekend, the City Engineer’s Office and the Department of Education never stop working in addressing the issues on playing venues, billeting areas,” Aportadera said during Monday’s Kapehan sa Dabaw at SM City Annex.

In every classroom, recognition of pupils work is so valuable that we need emphasis to it.

A classroom is an important place for students, it is a place where they attain maximum level of learning. When students step into a classroom, they make judgment about the type of class they’ll be having, with a teacher doing a hands-on learning activities.

Posting and Displaying Student’s Work offers two important impacts on classroom management: Reinforce and motivate students by recognizing their best work product and model the sort of work that you want students to create.

“Best Practices” dictate that you use your bulletin boards. Too often, teachers evaluate each other by how clever their bulletin boards are, especially at the beginning of the school year. Many teachers dip into their own pockets and buy bulletin boards already made.

about learning and fully engaged in special projects.

Al-ag asked that if Trillanes’ basis was 2015 data of the PNP, why would the Department of Interior and Local Government (DILG) award Davao City with a Seal of Good Governance (SGLG)? The DILG then was headed by Secretary Mar Roxas, an ally of Trillanes.

“We even received five million pesos cash reward from DILG as part of the award,” Al-ag continued.

Al-ag emphasized on peace and order as one of the core assessment areas.

The other two cores are business friendliness, and competitiveness and environmental management.

“I think Mr. Trillanes is confused about his role as a senator of our country.

A senator is mandated by our Constitution to legislate policies to preserve and protect the lives of the Filipinos,” he said.

“What are you doing Mr. Senator? Instead of preserving our lives, you are destroying our city.

Instead of protecting the Dabawenyos, you are mocking the intelligence of Dabawenyos,” Al-ag quipped.

Al-ag challenged the Filipinos in Chicago to visit Davao City. “Try riding our taxis, our jeepneys, try walking in our streets in the middle of the night, try eating in restaurants and karenderyas, try going to our police stations,” he urged.

“And if you feel and think that Davao is a city of murderers and rapists as what Mr. Trillanes declared, I will refund all your travel expenses plus pocket money going back to Chicago,” he added.

This is a petition for Correction of Entry in the Birth Certificate filed by the herein petitioner, JUVY JUMALON-REQUINA. Petitioner was born to spouses Montgolfier P. Jumalon and Diosdada G. Jumalon. However, the registration of the facts of his birth was only done on November 20, 1984 by her mother. Unknown to her, her mother registered the Date of her birth as 15 March 1962 instead of 15 March 1966 as it can be gleaned in all her documents of importance. Hence, this petition for correction of entry. Furthermore, there is also an error in the entry of the Date of Marriage of her parents, as it was entered as September 25, 1981 instead of October 21, 1965 as reflected in the Marriage Contract of her parents. In the same Birth Certificate, under Entry No. 2 of the SEX of the child, the two spaces for 1. Male and 2. Female were both marked as “X”:, that gives confusion as to the real gender of the child. That the “X” entered in the space of Male should be deleted, as the petitioner is obviously a FEMALE. That the petition is filed in good faith and is not intended to conceal the commission of a crime and/or defeat the investigation and prosecution of the same. But its sole intention is to straighten her record of birth, to avoid confusion and future inconvenience that it may cause.

South Cotabato allots P237-M for priority infra G E N E R A L S A N TO S CITY -- The provincial government of South Cotabato has allotted some P237.68 million for the implementation of priority infrastructure projects this year.

Vicente Ayongao, acting head of the Provincial Engineer’s Office (PEO), said Thursday these comprised 24 projects that were set for funding and implementation under the province’s 20 percent Local Development Fund (LDF) for 2018.

He said 17 of the projects involved the upgrading of road networks, two each for construction of multipurpose buildings and water systems, one each for the construction of a lying-in clinic and curve gym, and the fabrication of drilling

equipment for indigenous dikes.

The PEO’s construction and maintenance division was currently preparing the programs of work of the projects, he said.

“We’re targeting to complete these requirements early to fast track their full implementation,” he said in a media forum.

Ayongao said the implementation of 25 LDFfunded projects worth P72,694,880 were also ongoing as of end January.

He said these comprised of horizontal and vertical structures that were approved under the 2017 infrastructure program.

Dominguez cites implementation of Japan-funded infra projects LAPU-LAPU CITY - Department of Finance Secretary Carlos Dominguez III cited on Monday the progress of the discussions on infrastructure and economic cooperation between the Philippines and Japan which demonstrates the strong commitment of the two countries to the “fast and sure” implementation of the Duterte administration’s flagship infrastructure projects.

MANILA -- Reforms on tax system and bureaucracy rolled out by the Duterte administration helped to have a better environment for businesses in the Philippines, top executive of Hong Kong Chamber of Commerce of the Philippines, Inc. (HKCCPI) said.

HKCCPI President Anthony Chan said the lower personal and corporate income tax rates under the Comprehensive Tax Reform Program (CTRP) of the administration is boosting the country’s attractiveness to investors.

The Tax Reform for Acceleration and Inclusion (TRAIN) Act has been implemented at the start of the year, which lowers personal income tax, while the government is now pushing for the CTRP Package 2 aiming to reduce corporate income tax.

“The tax reform, especially the reduction in income tax rates, also makes the Philippines more attractive and investmentfriendly,” Chan said.

“We also see the current administration really mean to cut or weed out corruption that tremendously encourage investment and job creation,” he added.

The business group’s head, on the other hand, wishes that the Congress will pass the bill on ease of doing business.

Chan, on other other hand, said businesses and Filipino workers were thriving in the country under the Duterte administration.

“Investors from Hong Kong investing in manufacturing sectors employing workers with higher than minimum wage and decent working conditions, that’s we share the view that generally the people are better off under the current administration,” he said.

It was disclosed that Bong had been the one in control of STL in several big provinces of the Philippines, including Camarines Sur, and those under the political jurisdiction of Central Luzon, Pampanga among them. This information, Sen. Panfilo Lacson said, clearly showed glaring violations of the law that created STL, which envisioned the participation of other, though less prominent, businessmenplayers.

In the Senate hearing on Monday, it also came out that in Camarines Sur alone, some P5 million are being collected on a daily basis by the combined operations of STL and jueteng.

But, reports that PCSO had been officially releasing show that only P61 million a month are being reported as income from STL. This would mean that STL remittances did not even reach P2 million a day.

The question last Monday was this: why did the PCSO allow this system to proliferate, resulting in huge losses to the government courtesy of jueteng lords who were permitted

to operate as STL operators too? The answer here would be very clear, even from the point of view of a mere horse rig driver: someone is profiting from the millions of money that were not being remitted to the PCSO and to the government, from the PCSO itself. I wonder who these are?

National Food Authority Regional Director Fernando Nunez informed the committee that there is enough supply of NFA rice in the region for the next 48 days.

He added that last week President Rodrigo Duterte approved the importation of 250,000 metric tons of rice amounting to P5.7 million to augment the NFA’s supply.

Out of the 15 regional offices, only eight regions will receive an allocation of imported rice and Region 10 is one of them, he said.

“We assure the public that there is nothing to worry about,” he stressed.

The committee on trade, NFA, COPCC and the Department of Trade and Industry (DTI) agreed to work together as a technical working group headed by the NFA director, to conduct inspections, monitor and act on violations of retailers in relation to rice trading in the city.

During the meeting, the NFA director thanked Councilor Goking for immediately acting on the matter.
