Magnitude 5.9 quake jolts Siargao By ROEL CATOTO MindaNews

GENERAL Luna, Siargao Isl and--R esidents and tourists here scampered for safety and ran out from their homes and resorts as a magnitude 5.9 earthquake struck not far from here. According to the Philippine Institute of Volcanology and Seismology (PHIVOLCS), the quake of tectonic origin occurred at 7:55 p.m. with its epicenter 28 kms southeast of this municipality and a depth of 19 kms. PHIVOLCS said in its earthquake bulletin that it was not expecting damage but aftershocks were expected. As of 9 p.m., 12 of such aftershocks already occurred, ranging from magnitude 1.9 to 4.7. Eastmincom chief wants to adopt Caraga peace zone initiative DAVAO CITY -- The chief of the Eastern Mindanao Command (Eastmincom) said military units should address issues in conflictaffected areas under the peace zone concept, with Caraga region as the benchmark for the initiative. Major Gen. Felimon Santos Jr. said he personally witnessed the positive results from the peace and development concept in Caraga during a visit with military units under the 4th Infantry Division (ID) on Wednesday. The 4th ID’s peace and development concept in Caraga was an initiative of its former commander, now Armed Forces of the Philippines (AFP) Chief of Staff, Gen. Benjamin Madrigal. Madrigal also headed Eastmincom before assuming the AFP chief post. Santos, who took the helm of the Eastmincom last month, said he wants to

adopt the same concept in other regions and ordered all units to start establishing peace and development zones. “Facilitate and work for convergence to address concerns and resolve issues in conflict-affected areas through the Peace and Development Zone concept,” Santos said Friday. Santos said the initiative should be a joint effort of the Regional Development Council (RDC) through the whole-of-nation approach. “Declaring areas as Peace and Development Zones is a good template that will facilitate the achievement of durable peace in the region,” he added. Mayor Sara, DPWH chief vow more roads to decongest traffic DAVAO CITY -- Mayor Sara Z. Partnership between city, DOH-CHD for 2019 AOP seen SUPPORTING health reforms that will benefit the city’s constituents, the 18th City Council headed by Vice Mayor Raineir Joaquin V. Uy on Monday approved an ordinance authorizing City Mayor Oscar S. Moreno to enter into and sign the Terms of Partnership with the DOH-Center for Health Development-Northern Mindanao for the implementation of the 2019 Annual Operation Plan (AOP) of the city. It was learned that the AOP is part of the threeyear Local Investment Plan for Health (LIPH), which is the key instrument in forging the DOH and LGU’s partnership to carry out the Fourmula One Plus for Health.

Facebook in Germany

I was glad and satisfied learning just an hour ago, that Germany’s antitrust watchdog restricts Facebook’s data collection via other sites. Facebook faces restrictions in Germany on its collection of data from other sites that it owns like WhatsApp. The social media giant intends to appeal, claiming the watchdog underestimated the competition it faced. Sure, I didn’t expect another reaction. But, is the social media giant abusing its market? Fact is: the company will only be able to use data from various non-Facebook programs and apps that it owns, such as WhatsApp and Instagram, with explicit user consent. Currently, Facebook bundles together

much of the information it gleans from users across its various platforms. Allow me quoting Mr. Andreas Mundt, president of the antitrust watchdog in Germany, who said yesterday (Thursday, February 8, 2019), “In future, Facebook will no longer be allowed to force its users to agree to the practically unrestricted collection and assigning of non-Facebook data to their Facebook accounts”. Of course, the ruling, which came after a oneyear investigation, does not yet have legal force and Facebook has a month to appeal the ruling, which it says it intends to do. “ The Federal Cartel Office underestimates the fierce competition we face in Germany, misinterprets our

compliance with the GDPR, and threatens the mechanism European law provides for ensuring consistent data protection standards across the EU,” Facebook said. Well, while living in the Philippines, I am with Facebook since ten years now. Several friends of mine deleted already their Facebook accounts because they worried that the tech giants are getting more and more out of control. But, aren’t all of us already sitting in a glass house? And here the thing: WhatsApp and Instagram can still collect data from their respective users; however, pooling this information with a user’s Facebook data will only be allowed if that user provides their consent. double standard? Facebook can only collect data from third-party websites, such as interfaces that have a “like” or “share” button, with the user’s permission. If consent is not given, Facebook can only collect the data to a very limited extent. The Rape of Manila remembered

74 years ago to the day (Feb. 11), the battle to retake Manila from Japanese hands (Feb. 3 to Feb. 29, 1945) was raging. On the 8th day, “a squad of Japanese soldiers entered the Red Cross Building and proceeded to shoot and bayonet everyone in the building, including staff doctors, patients and young babies, nurses and refugees. Nurses pleaded for the lives of the mothers with newborn infants, but all were bayonetted or shot. Then the attackers ransacked the building for food and supplies.” That was the testimony of Modesto Farolan, at that time the acting manager of the Red Cross. Farolan survived the

incident and later testified before the War Crimes Commission which was convened by General Douglas McArthur as soon as Japan surrendered. This and other similar massacres, committed within a two-week period in February 1945, resulted in the death of 100,000 civilians - roughly 1 out of every 4 residents of Manila at that time. According to historians, The Rape of Manila was surpassed only by the Rape of Nanking which resulted in the death of around 300,000 Chinese civilians during the Sino-Japanese War. Among the victims of the Manila massacres were the immediate family of

the late President Elpidio Quirino, who lost his wife and three children. On December 7, 1945, the fourth anniversary of the bombing of Pearl Harbor, the War Crimes Commission handed down its verdict after 3 months of almost daily hearings. General Yamashita and some of his top aides were found guilty and later executed. Admiral Sanji Iwabuchi who was directly responsible for the Rape of Manila did not undergo trial. He committed ritual suicide together with his staff when Intramuros fell. General Homma - held responsible for the atrocities during the Bataan Death March - was extradited from

Japan, was sentenced and likewise executed. More than a hundred junior officers were imprisoned in the New Bilibid Prison. 18 were hanged. But in an amazing turn of events, the rest were subsequently pardoned by President Elpidio Quirino. Filipinos, who were crying for more blood, were outraged by Quirino’s pardon of the Japanese. Killings have abated K E E N obs er vers have noticed that recently primetime news on national television no longer report drug related killings though drug related arrests continue unabated leaving many to conjure a possible change in the administration’s policy in its fight against illegal drugs. If indeed there is such a change in policy, it is a welcome development. Many are tired with those killings of suspects that hogged media’s headlines on a daily basis since the launching of the bloody campaign against illicit drug trade in 2016. While the people are behind the war on drugs, they did not endorse it to be bloody. The prevailing sentiment is that it should

be carried out with less blood or with no spilling of blood if possible. The current situation proves that the war on drugs can still be carried out without it being bloody. The campaign should not be halted but not as gruesome as it used to be since its early stage until the end of last year. PIKIT, North Cotabato-Among the seven towns in North Cotabato where residents voted Wednesday on the proposed inclusion of 67 villages in the Bangsamoro Autonomous Region in Muslim Mindanao (BARMM), Pikit stands out for losing 22 of its 42 barangays to BARMM. Only Barangay Balatican out of the 23 proposed for inclusion voted “no.” The 22 barangays that voted “yes” and whose proposed inclusion was approved by a majority of the voters in the entire town, include Rajah Muda, base of the Eastern Mindanao Front in Camp Rajah Muda, the third largest camp of the Bangsamoro Islamic Armed Forces (BIAF), the soon-tobe-decommissioned armed wing of the Moro Islamic Liberation Front (MILF). They also include Barangay Nabundas, the village of Mayor Sumulong Sultan and Barangay Fort Pikit, where the national historical landmark and the municipal hall on a hill are located. As a post-Liberation baby, my very first encounter with a Japanese occurred when I was already 3 years old. He was a kind Japanese Shinto priest who came to our home after visiting Japanese war criminals confined in Bilibid. At that time, my father, Dr. Alfredo M. Bunye, was the jailer of the Japanese. The slowly diminishing number of survivors may have forgiven. But they have not forgotten. In 2015, Lourdes R. Montinola, a survivor, relived

her own experience during a lecture held at the Ortigas Library. Earlier, she wrote her book entitled “Breaking The Silence”. In 1995, on the 50th anniversary of the Rape of Manila, survivors led by former Ambassadors Juan Jose Roche and Miguel Perez-Rubio erected a simple memorial – Memorare Manila 1945 - which has since stood in the heart of Intramuros. In decades past, students needed little knowledge on reading, writing and arithmetic to be considered educated. For the vast majority of students nowadays, that’s no longer the case. The educational system these days necessitates the completion of a list of subjects to be taken up by the students in order to move on to higher education. In the Philippines, Senior High School students are required to take up 12 core subjects with specialized ones according to their track and are added with a couple of applied subjects. At the Barungis Elementary School in Barangay Barungis, Dimacaling Alpong, 58, carried his grandddaugher Bai Linang, his 9th grandchild who is “almost one year old,” while waiting for his wife to finish voting. Bai Linang’s mother, Dimacaling said, is a teacher in the school and was busy with her election duties. Dimacaling hopes Bai Linang will never experience war in her lifetime. “Kami na lang makaranas, huwag na sila” (We have experienced that. Spare them). Gulam Guimbalanan, 52, barangay captain of Kabasalan, said being part of the BARMM will bring an end to wars and displacements. “Wala nang gyera, wala nang bakwit” (No more war, no more evacuees), he said. Hundreds of mujahideens – many of them first time voters – trooped to the polls in the villages often mentioned as the places of origins of residents who seek refuge in evacuation centers in the cycle of wars here. Among them was their commander — Acmad Abas — more popularly known as Kumander Jack, head of the Eastern Mindanao Front based in the MILF’s Camp Rajah Muda, who was accorded special treatment (as MILF chair Al Haj Murad Ebrahim was on January 21 in Sultan Kudarat, Maguindanao) at his voting precinct in the Rajah Muda Elementary School. Teacher Mohanie Abas, a poll clerk in one of the clustered precincts near where the MILF commander voted, said more voters turned up at the plebiscite than in the barangay elections in May last year. Help for Bravo’s group After the overwhelming votes for “no” to the inclusion of the six municipalities to the Bangsamoro government, the provincial government will extend help on Macapaar’s abaca farming in Barangay Tamparan in Munai. Despite the latest video of Macapaar surfaced in social media, threatening the province, mentioning coastal municipalities, saying that “his men were already deployed in the area.” “Ang panawagan ko lang na sana naman si Commander Bravo ay i-respeto kung ano man ang resulta ng mga tao,” Dimaporo said. “We have plans of helping him, we are still keeping it to ourselves, sana ay tatanggapin niya ang tulong na ibibigay namin to help him. He has abaca plantation,” she added. The provincial government can extend this help with the help of Sec. Galvez. Ready for a reconciliation Meanwhile, Rizalda said he will accept the result of the plebiscite even if “yes” votes lost in his own town. He is also open to a reconciliation. “As I have observed, the plebiscite was peacefully and successfully done and the victory of ‘no’ votes is overwhelming. Everybody went out and participated, and that must be respected,” Rizalda said in an interview. After the plebiscite, Rizalda hopes that the genuine and lasting peace will prevail in Lanao del Norte. “I hope that the group of ‘yes’ and ‘no’ supporters will be united and move on, help one another,” he added. Since the announcement of the result, Rizalda said, he has not received yet a call or a reaction from Macapaar’s group. But he prayed that there will be no violent reactions from the group of Macapaar now that they did not succeed with their dreams to be included in the Bangsamoro

regional government. Low voter turn out With the overwhelming 789,157 votes for ‘no’ over 490,748 for ‘yes’ votes, the contested six municipalities -Pantar, Baloi, Tagoloan, Munai, Tangkal and Nunungan, will not be included in the Bangsamoro regional government under the Bangsamoro Organic Law. With the 69% voters turn out, or 242,667 voters who actually voted, Provincial Election Supervisor Atty. Joseph Hamilton Cuevas, the chairman of the PPBOC, said it is low to what the Commission on Elections expected. Cuevas, however, said it is the normal turnout in the province during regular elections. “Mas mataas ang voters turnout na inexpect natin ngayon kasi plebisito,” Cuevas added, declaring that the plebiscite in Lanao del Norte is the most peaceful, orderly and successful plebiscite “in the country.”

We are planning to hold a caravan to show our gratitude to everyone that supported the BOL,” he said. Midsayap would be left with 44 villages with the inclusion of the 13 villages to the BARMM. Results of the canvassing of the municipal plebiscite results were slated to be flown to Manila on Friday for submission to the National Plebiscite Board of Canvassers, which shall officially declare the results. The BARMM will replace the 28-year-old ARMM. On January 21, majority of ARMM voters ratified Republic Act 11054 or the Organic Law for the Bangsamoro Autonomous Region in Muslim Mindanao, popularly called the Bangsamoro Organic Law (BOL). Cotabato City voted for inclusion in the BARMM. The 80-member Bangsamoro Transition Authority (BTA) which will govern the Bangsamoro and exercise all powers and functions of the Bangsamoro Government during the three-year transition period has yet to be appointed by President Rodrigo Duterte. RA 11054 provides that the Bangsamoro Parliament “may create, divide, merge, abolish, or substantially alter boundaries of municipalities or barangays in accordance with a law enacted by the Parliament.” But even granting that the BTA will be constituted this month as MILF chair Al Haj Murad Ebrahim hopes, it will still not be able to attend to the creation a new town or merge it with contiguous barangays in Maguindanao before the May elections because it has yet to pass its own Bangsamoro Local Government Code. RA 11054 mandates the BTA to accomplish these “priority legislations”: the Code of Parliamentary Rules and Procedures, Bangsamoro Administrative Code, Bangsamoro Tax and Revenue Code, Bangsamoro Electoral Code, Bangsamoro Local Government Code, Bangsamoro Education Code, Bangsamoro law for Indigenous Peoples, Bangsamoro Civil Service Code. A NorthCot town hall under BARMM? MindaNews asked Mayor Sultan on Thursday what will happen to Pikit’s town hall when Barangay Fort Pikit where it belongs, has voted to join the BARMM? Sultan said they will file a formal request that given its historical value, the town hall and the plaza be made part of the adjacent Barangay Poblacion. Pikit was the site of the first Agricultural Colony in Mindanao established by law in 1912, its first batch of colonists or what would now be referred to as “settlers” and often generically referred to as “Christians,” arriving here on June 17, 1913 from Cebu. Colony no. 1 was composed of 120 colonists who were given lands in the villages of Ladtingan, Calawag, Ginatilan, Panicupan, Manding and Inug-ug . Five more colonies were set up in 1914 and 1915 in Paidu Pulangui, Silik, Makasendeg, Pagalungan and Talitay. Panicupan and Makasendeg are among the 22 barangays that will be part of the BARMM. Nabundas, the village of Mayor Sultan, is also one of the 22. Since Nabundas will be joining the BARMM, MindaNews asked the mayor about his political plans considering he will no longer be qualified to run for Pikit mayor by 2022.
