SPMC has cold storage facility for Pfizer vaccines By ANTONIO L. COLINA IV MindaNews

DAVAO CITY -- The Southern Philippines Medical Center (SPMC) in Davao City has a cold storage facility that can meet the -70 degrees Celsius temperature requirement of the vaccines manufactured by the US-based Pfizer. Mayor Sara Duterte said in her program over Davao City Disaster Radio (DCDR 87.5) on Monday that the SPMC’s cold storage facility can accommodate the Pfizer vaccines that will be delivered by the national government by the end of this month. She said the local government is currently conducting an inventory on available cold storage facilities that can store other COVID-19 vaccines with similar ultracold storage requirements as Pfizer’s. “But for all other vaccines

that don’t need similar storage requirements, we can use our regular freezers or chillers,” the mayor said. She said she has yet to know how many doses of the Pfizer vaccines will be delivered to Davao for this month from the national government. These initial doses will be given to frontline health workers of SPMC, the primary medical institution that caters to COVID-19 patients in the city. The city has procured AZD1222, the vaccine jointly developed by the British firm AstraZeneca and Oxford University, which will be delivered by the third quarter of this year, and has initiated talks with Janssen Pharmaceuticals of Johnson & Johnson (J&J) to procure additional vaccines. Urgent action needed as very young adolescents pregnancies soar

SEVEN young adolescent girls aged 10-14 years old gave birth per day in 2019. The Philippine Statistics Authority has announced that births among young adolescent girls below 15 years old went up by 7% compared to 2018, while the total number of Filipino children who became mothers in 2019 increased slightly to 62,510 from 62,341 in 2018. The Commission on Population and Development (POPCOM) has also warned that this is the ninth year since 2011 that this

statistic has continued to rise. This alarming rate could even have increased further during the pandemic. According to the University of the Philippines Population Institute and UNFPA, teenage pregnancy in the country may increase by an additional 18,000 as a result of barriers to services because of COVID-19 restrictions. In addition, the unmet need for family planning can increase to 2.07 million by the end of 2020, a 67% increase compared to 2019.

Aboitiz opens application for college scholars POVERTY is not an excuse for failing to get a good education and realize one’s dreams. This is true for Harold O. Sapues, a farmer’s son, now a Certified Public Accountant (CPA) who was an Aboitiz scholar for eight years. The 25-year old who graduated top of his class (Bachelor of Science in Accountancy) at the University of Cebu - Banilad Campus in 2015, was the fifth among a brood of seven and the first in the family to obtain a diploma. Five years later, the young CPA is now a Certified Tax Technician for a multinational corporation, and pursues a Master’s Degree in Business Management at the University of San JoseRecoletos in Cebu. “I owe a lifetime of gratitude to the Aboitiz Foundation for helping me and my family build a better quality life through education,” Sapues shared, recalling how both his parents constantly reminded him about the value of education. While poverty, according to Sapues, is what held his parents (a farmer/parttime factory worker and a housewife) back, killing their beliefs and aspirations in life, it is also poverty that propelled them to dream big for their children.

The scholarship which started in 2000 has so far assisted nearly a thousand students. It provides a comprehensive benefit

package which includes full tuition fee coverage, monthly allowance, and board review fees for degrees that require board exam after graduation. To qualify for the program, applicant must be a full-time incoming freshman of an eligible college or university, must be pursuing a degree identified by the Foundation, has a general weighted average (GWA) of at least 88% with no failing grade and incomplete grade, and does not have a record of any form of disciplinary action. One must be able to accomplish the application form and submit the requirements on time. Applicants must also submit a certified true copy of their senior high school report card, recommendation letter and GWA/GPA certification (with percentage equivalent) from the Principal and certifications supporting leadership experience and awards received. Community involvement must be attached in the online application form. The screening process includes panel interviews. Interested applicants can apply online through the Aboitiz Foundation website at aboitizfoundation.org. Application period is from January 29-March 15, 2021. Qualified applicants will be notified by the end of April.

been the subject of massive exploitation of the rich and the powerful. But this time, they have awakened as they are advancing their firm resolve to collectively fight to protect Abaga Ta Bayug (Mindanamora Falls) in Talakag, Bukidnon which they believe is a very sacred creation of Magbabaya (the Creator). Well, what else is new?

The massive exploitation of the resources which once upon a time been the domain of the IPs has been happening not only in the Philippines but worldwide. That process of deprivation is called the “enclosure of the commons.” The word “enclosure” describes the physical exclusion of the IPs from their commons (land) though being a common property of the IPs to be owned and controlled by the rich and the powerful. Lands which were formerly the ancestral domain of the IPs are now owned and controlled by the rich and the powerful. This is concretely showcased in the hundreds of thousands of hectares of the choicest of lands in rich but poverty-stricken island of Mindanao now transformed into big plantations which are planted with high value crops to supply the consumerist lifestyle of the people in the advanced countries. This is a paradox in an agriculturallyrich country that cannot even produce enough basic staples such as rice and milk for its people. A clown at the LTO

THE Land Transportation Office has joined the opposition. The only difference is that the officials are more efficient in winning more enemies against the Duterte administration than the likes of VP Leni, Kiko, Trillanes, and the rest of the cabal who had been salivating to oust the President. The opposition in fact is not lifting a finger and had been very quiet as the LTO top guns are in a freewheeling imposing atrocious regulatory fees, and from nowhere suddenly resurrected and implemented the long-forgotten child car seat law. At first, The LTO came out with the imposition of inspection fees on vehicles and penalties if re-inspection fails. Senator Grace Poe came out with her usual criticism. Then came the child car seat regulation. It’s a double whammy, in fact, triple, considering the fact that we are in a pandemic, businesses are closing and people are losing their jobs. Noticing that the opposition had an ally within the government and doing the wrecking job and alienating the people from the administration any way they kept quiet and let the

LTO do the job for them. Nobody complains about inspection fees. But raising the fees when we are in a crisis mode is a classic anathema. Insensitive and idiotic. As if that was not enough, here comes the resuscitation of the child car seat law for children 12 years old and below. It’s a law authored by J.V. Ejercito which was never implemented. From out of the blue, LTO announced it will be enforced. Suddenly we saw LTO and traffic personnel checking on vehicles. But there was confusion because even the head of the LTO, Clarence Guinto, has cobwebs in his brain. A 12-year old cannot sit on the front seat and neither will he fit in the child seat. In a cavalier manner, he tells motorists to just buy bigger cars. My gosh, if President Rodrigo Duterte is looking for a clown, there is someone within his beck and call. He can ask DOTR Sec. Art Tugade to summon one. Director Guinto is oblivious to the moves of the government to dispense or suspend fee increases in both public and private enterprises. Sen. of the President, earnestly appeals to Meralco to go slow on their disconnection notice. He pleaded to impose price control on vital food commodities. Now he asks LTO to put a brake on the child car seat directive and the imposition of fines. Perhaps Guinto should concentrate on solving the problem of why it takes years to issue car plates and why we pay for registration stickers and not getting one. Guinto should rein-in whatever he plans to do. In the case of the child car seat law, there was not even a bit of information about how, when, and what the law is. It is a law only for a particular segment - private vehicle owners. How can one take along a 12-year old child and below for travel onboard a jeep, bus, and tricycle? There’s still a great debate but maybe Director Guinto can tell us how to comply. Hope he will not say, “go buy a flying saucer”.

The Alternative Learning System (ALS) is a parallel learning system in the Philippines that provides a practical option to for Filipino outof-school children in special cases and adults (OSCA) who wish to finish elementary, junior or senior high school. evaluation, the participants were also given the opportunity to explore and present their recommendations for the new school year. The rationale is to come-up with more evidence-based solutions and improve sense of ownership among the ALS teachers’ program implementation across their respective Community Learning Centers. The event was topped-off with the Public Schools District Supervisor of Opol, Mr. Roie Ubayubay, Ph.D. and Mr. Andrian Tecson’s inspirational messages and update on the enactment of Republic Act No. 11510. Ultimately, every Alternative Learning System learner deserves a first-class second chance – is the message that these developments and innovations made possible by the national, regional and division ALS leaders down to the Opol District ALS implementers convey to the ALS clientele. That while many aspects of life were put on hold by the pandemic, the flight to quality learning continues. HOW IS IT TO BE A 21st CENTURY TEACHER By MARY JOCELYN C. MANONGAS As a SEAMEO Innotech Guro21 teacher-learner, I have significant learning insights on the critical attributes of the 21st Century Education. Those attributes serve as my guide in helping my students achieve their goals in life. As a 21st Century Learner, I learned the value of giving myself time to enhance not only my personal needs but also my professional aspects to gain more knowledge, skills, attitudes and values (KSAVs) to share with my students. As the saying goes, “We cannot give what we do not have!” Through enhancing myself personally and professionally, I can create more plans for the improvement of my students’ competences and I can give more for their developments to become lifelong learners. I belong to the old school where the teacher is the main actor of the classroom. As I earned years of experience in teaching and had attended trainings and seminars, I became better in my teaching-learning. From being a discussion teacher to modeling teacher, I slowly learned to become a facilitator in the classroom and hopefully later to become a more confident facilitator/ delegator teacher. It was not an easy transformation since I was older, and older people tend to resist change and also I am a second courser. I only earned 18 education units and took the Licensure Examination for Teachers on August 29, 2004. Luckily, I passed the LET and had my MAED units. I did not have a formal review for the licensure examination and only rely on the knowledge and information I learned from my master’s degree course, personal readings and the actual teaching experiences and trainings. At first it was difficult to control kids when they are doing activities by groups. A few would go out of the classroom when they saw I was busy entertaining other groups. I realized after reading the Guro21 Manuals, during our Guro21 chat sessions’ discussion and doing my assignments that I still need to practice more the skills of the 21st Century teacher who is not only a facilitator/ delegator but someone who inspires my learners to become lifelong learners. The main activities that we engaged in during the SEAMEO Innotech Guro21 Course were discussions and exchange of bright ideas from LOTS of HOTS in our four chat sessions, assignments for Module 1 (School Head-approved and photo-documented PLLP Matrix and the accomplished PLLP Matrix discussed with your School Head and documented with pictures with his/her inputs and signature and Reflection Paper) and assignments for Module 2 (Video-documentation of the Teaching Demonstration and the accomplished 21st Century Classroom Facilitating Skills Questionnaire, Professional Development Plan (PDP) and the Classroom Management Plan (CMP) that were submitted as one file to my FLT via the iFlex site. The course contents were very much relevant and applicable in helping me to enhance my competencies as a 21st Century teacher. It helps me think of better ideas and ways to accommodate the learners of the 21th century. This course is timely because learners nowadays are technology oriented and would very much enjoy learning especially when they engage in different meaningful activities. Meaningful activities for them are those that they can relate in their daily life activities and experiences. Learners will find pure discussion or just viewing something, boring and they will not listen anymore and do something else instead. As a 21st century teacher, I must find ways to motivate my learners and make use of their learning styles to achieve a higher degree of competency. When learners are more comfortable and can relate the activity to their daily life experiences, they can perform well or learn more using their learning styles. Being a teacher nowadays is very challenging because students are different from the time I started teaching. Reading the Guro21 modules and participating in out class chat session discussions with my Flexible Learner classmates and Flexible Learning Tutor made me realized the importance of updating myself personally and professionally every now and then for me to better fit in the education system of today and to help my students to become 21th century

lifelong learners. This course has given me more motivation and confidence because I am better equipped with the right Knowledge, Skills, Attitudes and Values (KSAVs) that are necessary in managing my students well and to help them achieve their goals in life. My PLLP and PDP helped me create my classroom management plan and matrix that would cater the special needs of my students to achieve more in life. To be able to achieve all these, I drafted my Action Plan. This plan serves as guide in implementing my Personal Lifelong Plan (PLLP), Professional Development Plan (PDP), and Classroom Management Plan (CMP) for each year of the estimated five year plan to achieve my goals. There are lots of challenges or difficulties that I have experiences during this course duration. The first and foremost challenge was prioritizing. I was turn between my teaching (preparing my DLL and IMs) and the many additional works that goes with it and studying my Guro21 modules 1 & 2 and making my course assignments. There were times that either of the two responsibilities of being a teacher and a student is less prioritized. Although e have discussed and learned from our chat sessions and readings how it is to be a 21th century teacher, still it is difficult and stressful in the real scenario. The other challenge was the unstable internet connection, the weather that affected the network signal, the two weeks when our chat sessions were postponed and the gadgets I was using also posted a problem. There was a time when I did not have with me my laptop and I had to use my android phone for our last chat session. It was the most difficult situation because of the limitation of an android cell phone application compared to a computer application. Although the online class session is favorable because I do not see my FLT and classmates face to face and I can say anything I want without hesitation or feeling shy, it has its disadvantage. During the chat session I always have a connection problem and the FLT questions are gone before I fully comprehend it. It was difficult to pull back or back read the question because the answers of my classmates keep on coming. They were such clever people. On our 2nd chat session, the weather was not good. It rained so heavily that the internet connection was affected. I cannot send my answers as fast I as I could. The system logged me out and I had to log in several times to send my answers and read the next questions posted by our FLT. Then on the 4th chat session, I only have my android cell phone to use and it was the most difficult and stressful experience I had. I was not able to give my best during that time and I did not find time to send my 4th session learning insights due to heath problems (eye problem). It is really a fast moving world there in the internet chat (virtual) room where students were having discussions. I was glad that out FLT re-send his questions for us. He knew we find it difficult to get hold of the questions for a longer time. The FORUM was a plus because we were given a chance t express our ideas there. Or FLT informed us to send our learning insights in the FORUM if we were not able to express our ideas during the chat session discussion. It is good enough venue to express ourselves, especially to students like me who can express more through writing than oral recitation. Personally, I favor the Internet class/ chat sessions because I can easily and confidently type and send my answers without feeling conscious. It was an awesome experience especially that my Flexible Learning Tutor is really an expert with HOTS and my classmates are quite smart, too. I had to double time to study to be able to cope up. I had to really analyze how I was teaching and had to observe/recall the behavior of my students towards my teaching style. The course really made me think deeply on tin my own classroom. The whole duration of the course really made me realize my capability as a teacher-learner and I understand more of the behavior of my students. I became more tolerant and really strive to find ways to be a teacher that inspires learners and develops them into lifelong learners and later on in life to become productive citizens in their community.

It is highly recommended to use these videos to replace traditional lecture-style direct instruction, freeing us

The key is empowering educators to build their own high quality instructional videos. Seeking innovations in learning, we inhabitants of the Information Age reflexively turn our eyes to technology. Rightly so, given the vast improvements technology has brought to our lives. But an innovation is a different way of doing something that is also a better way of doing something. In education, an innovation is a deviation from the standard practice even equal or lesser amounts of time

and resources. Innovation does not always involve a mechanical, electronic or digital device. To condense a few historical narratives, we may say that Benjamin Franklin discovered electricity. Thomas Edison invented the light bulb. John Travolta danced to innovative disco lights. Or more to our point, Alan Turing discovered computing. Steve Jobs invented the iPad. And educators made use of the iPad in blended learning. If proved more effective than the standard practice of teacher-directed, face to face instruction, blended learning is an innovation in learning. So any new device is really just an invention. updating. The dissemination and use of ICT in schools nationwide, both in the public and private sectors, has come to be seen by education policymakers as a significant opportunity. They are attracted to the prospect that ICT can improve student achievement, extend access to schooling, increase efficiencies and reduce costs, prepare students for lifelong learning and train them for a globally competitive workforce. It must be emphasized that ICT plays an important role in reaching these goals. But millions of children and adolescents also help an ill or disabled parent, grandparent or sibling with dressing, bathing and mobility. They give medications, change bandages, operate equipment, act as interpreters in conversations with health care providers — all the things adult caregivers can find challenging. These responsibilities can

lead to useful skills, such as the ability to manage multiple tasks and express empathy. A young person’s caregiving experience may lead to a career in medicine or social service. However, being a caregiver also takes time from schoolwork, after-school activities and keeping up with friends. For some, food is in short supply, and parents have lost jobs. If these youngsters are not given appropriate support, they can be at high risk for physical and mental problems that can last well into adulthood. This is not a new phenomenon. It has always been part of living in multigenerational families.

This way may cause additional problems. Rebooting your computer correctly involves two steps – shutting down your computer and then starting it up again. When you reboot/restart your computer, it will lose power during the process and start up again on its own. IN line with its commitments to achieve the Sustainable Development Goals by 2030, the Philippine government seeks to reduce child mortality (or under-5 deaths) by two-thirds to 27 per 1,000 live births and maternal mortality by three quarters to 52 per 1,000 lvie births. Here in the country, the number of under-5 deaths has been halved in the past 20 years, making that goal somewhat realistic. It is now the challenge of the future administration come July on how to sustain that. That’s because deaths among children below five years old are still admittedly highest in the poorest sectors of society, whether you are in Luzon, Visayas or Mindanao. The inequities in child and

maternal health are most profound in geographically isolated and disadvantaged areas of the Philippines but are also found in urban settings as well, specifically in slum areas. This is caused by poor health practices, lack of access to information, financial or geographical barriers and weak childservice delivery systems, among others. Under-nutrition in the Philippines is a serious problem as well. The damage to health, growth and brain development of children affected by chronic undernutrition - stunting in the first two years – is often irreversible, impairing them for life and leaving them with lower chances of finishing school and becoming highly productive adults ultimately.

The exclusion of the IPs from access to resources that had been their common property or held in common; 2. The creation of “surplus” or “disposable” people (the IPs) by denying rights of access to the commons that sustained them; 3. The creation of private property by the enclosure of common property; 4. The replacement of diversity that provides for multiple needs and performs multiple function with monocultures that provide raw material and commodities for the market; 5. The enclosure of minds and imagination, with the result that enclosures are defined and perceived as universal human progress, not as growth of privilege and exclusive rights, for a few and dispossession and impoverishment of the many. MONUMENT IN HONOR TO “MINALWANG” This Landmark is a tribute to “Minalwang” a male juvenile Philippine Eagle rescued from its captor in Barangay , Minalwang , Claveria , Misamis Oriental in October 2011. The Philippine Eagle (Pithecophaga jefferyi) , a critically endangered species described by the late famous American aviator Charles Lindbergh as the “air’s noblest flier”. “Minalwang” leave us lessons about are Greed , Social Injustice and Wildlife Conservation. The death of “Minalwang” denotes the greed of human beings. The stress from his capture by locals who wanted money for the bird greatly contributed to his untimely expiry. Illegal trade in wildlife is the world’s third largest illegal business after narcotics and gunrunning. For Minalwang and other eagle like “Hinelaban” depicts human greed. On the other hand “Minalwang” also represents poverty as a result of social injustice and lack of education. Another eagle named Kagsabua from Bukidnon was killed and eaten by a local farmer. Minalwang like Kagsabua was akin to a martyr giving us awareness on how vicious is the consequence of poverty and ignorance. This landmark bring to mind how important education is in preserving our wildlife. Should we still want our children to see our precious eagle alive, then it is high time to let them leave in the wilds where they belong. This Landmark is a memoriam to what we have lost and important event not to be forgotten for us to be always cognizant on the importance of wildlife conservation. Philippine Eagle symbolizes the health of the wildlife in the eco-system, such that our protection secures the health of the communities in the future. This landmark cannot be made possible without the help of our fellow kuya in CLAVELAND EAGLES CLUB 2017 INC., the owner of the lot MR.
