AGAYAN de Oro City--President Rodrigo Duterte has confirmed plans to put up on a military camp in Marawi City.

CAGAYAN de Oro City-Unidentified suspects gained entry in a farming house in the remote village of Kimaya in Jasaan, Misamis Oriental and killed an old couple who were sleeping, the police said Wednesday.

Inspector Rogelio Labor, the town police chief of Jasaan , identified the victims as Victorio Ipolan, 72 and his wife Adelaida, 68, both farmers.

He said that the couple were found in the pool of blood beside their bed in the house small store with several stabbed and hacked wounds on their bodies.

Labor said that Adelaida’s sister reported to the police in Jasaan when she found the lifeless bodies of the victims when she visited the house Wednesday morning.

The sister reported that she paid a visit to her sister’s house Wednesday, but curiously peeped on a small hole to investigate when she noticed that the small store was closed, Labor said.

Labor said that robbery, land dispute and a grudge between the couple and the workers are now being considered as the possible motive of the killings.

‘Some’ gov’t passport application privileges being sold: DFA official DEPARTMENT of Foreign Affairs (DFA) Undersecretary Jose Luis Montales on Tuesday bared that “some” endorsement privileges given to government employees were found out being sold to applicants in need.

“Some they falsify the endorsement, some get authentic endorsements but for a fee,” he said in an interview broadcasted online. “Some endorsements from government agencies are being sold.”

Montales said the DFA had already uncovered some agencies involved but at the moment they were not at liberty to disclose.

On the other hand, he vowed the DFA would pursue those implicated in the selling once investigations conclude.

“We will go after them and file criminal cases against them. We don’t know if we will go against the ap-

plicants because sometimes out of desperation they (resort) to those things,” he said.

To be fair, he said some applicants were cooperative in pitching information about the scammers.

Meanwhile, he acknowledged that frauds utilizing the social media were prevalent but decried this was not enough to affect the “integrity” of their online appointment system. Asked why won’t the DFA discontinue the endorsements, he said “it is under consideration.”

For the meantime, he noted that the National Bureau of Investigation had already been tasked to probe on, not only the government officials involved, but also, individuals from the private sector advertising they could get clients passport appointments.

HOT press machine to make life a little easier for producers of engineered bamboo has been developed by the Department of Science and Technology – Forest Products Research and Development Institute (DOST-FPRDI). The hot press was designed to cut the production time of engineered bamboo products.

Engineered bamboo is produced by binding together fibers, particles, strips or slats of bamboo with the right adhesive.

Used worldwide to make attractive panels, floors, furniture and handicrafts, it is often stronger and less prone to warping than equivalent solid woods. In the Philippines, about 10 companies make engineered bamboo products on a small

scale.

Grace Poe and her fellow senators are still using their precious time investigating “fake news” from the Internet. The issue there is very simple. If a piece of information is “fake news”, people will surely come to realize that it is fake and is totally useless. They will then readily forget about it, and would no longer be bothering themselves about it one second more.

Yes, Filipinos are now greatly intelligent, especially those who have the ability to access and use the Internet and social media.

If they have the capacity to go online, read materials coming from it and then post their own comments and perceptions on a host of things, they sure would know, too, if a piece of news is fake or not.

Because of this, the source of the fake news would not really last long. It would die a natural death, for no one will be patronizing them

anymore. This is the reason why I am saying Poe and her fellow lawmakers simply wasted long hours in their hearings on the matter. It would have been better if what they focused on was the fraudulent refusal of telephone companies to provide faster Internet connections despite their exorbitant fees from hapless customers.

-ooo LITTLE GIRLS IN TARLAC CITY INFLAMED WITH ONE ANOTHER? Times have indeed changed.

I was at the Starbucks in Tarlac City yesterday (January 30, 2018) after attending a court hearing at the Municipal Trial Court in Cities there. As I was writing this column, I couldn’t help but notice two young girls who were seated at a table directly in front where I was seated. Clearly, they were engaged in some kind of courtship, if they were still “not amorously related” to each other yet.

I believe they were still in their teens---15 or 16 years old perhaps. But, they were so bold because the place where they were literally “romancing” one another was in full public view. They were holding each others’ hands, touching the sides of their upper bodies and their faces, and were staring into one another’s eyes

in a way that only lovers would do. Their feet were entangled with one another below their table, and God knows what else those feet were touching!

They are still students, because they were still in their school uniforms. All these prompted me to think: were these two girls gallivanting, having escaped from their classrooms earlier, just so they can rendezvous at Starbucks? Did their parents (or even their teachers and the authorities from their school) know that, instead of studying, they were on their little tryst, with their fellow girls yet? Times have indeed already changed!

-ooo RP ON ITS WAY TO BECOMING A NATION OF BASTARDS: The proposed law granting churches in the Philippines the power to invalidate the marriages of their members is truly earthshaking. According to reports about the proposal authored by a lady lawmaker from Central Philippines, annulling marriages by churches have the force and effect of a court annulment.

Wow. Does the lawmaker know that in the country today, there are thousands and thousands of churches in existence? Indeed, if all of these churches would be

given the right to nullify marriages entered into by Filipinos, no Filipino family where the parents are still married to one another would remain.

I am sure, if this proposal is passed, it would lead to the destruction not only of the Filipino family but of the entire society as well.

We will become a nation of bastards, or children of men and women who lived together without the benefit of marriage. Many Filipinos would become children of sin, literally, whose morality would be dictated by their having been born into a family not blessed by marriage. May God forgive all of us!

Charter change and Mindanao CAGAYAN de Oro City-Charter Change is now an all too familiar refrain. The pattern is eerily recognizable: Proponents, usually with the tacit or explicit support of the current dispensation, would float the idea and test its acceptability and take initial steps to prosecute a plan of action.

The political opposition and citizen organizations, emboldened by a supportive public opinion, would then mount countermoves to oppose the initiative, causing enough political heat to force the proponents to backtrack, and wait for the next opportune time to reintroduce the issue. We saw this in the Ramos and Arroyo administrations and we are seeing some of that now in the age of Duterte.

The difference is that we have a popular President who made federalism a centerpiece, alongside the war against drugs, of his campaign. And from a timing point of view, the proposal for charter change is being pursued early enough for issues to be worked out. There is of course the 2019 elections to

worry about but that in my view is actually good. As I have written elsewhere, I think a new Constitution should take effect after the 2022 elections under a new President.

We should hold the 2019 elections as scheduled and governed under the 1987 Constitution. By that time, the Consultative Committee appointed by President Duterte would have a draft text already. We could elect at that time a limited constitutional convention who can then compete a new Constitution by 2020 to be sent to the people for approval in a plebiscite shortly after.

For Mindanao, charter change is critical. Although I take the position that the current draft of the Bangsamoro Basic Law (BBL) is a good text and needs only a few more revisions to pass constitutional scrutiny, the aspirations of our Bangsamoro brothers and sisters can never be fully realized except in a federal context. It is still however good policy to move forward on the BBL now and not wait for federalism so that

the peace agreements with the Moro Islamic Liberation Front (MILF) and Moro National Liberation Front (MNLF) can be completed.

But if in fact federalism is adopted for the whole country, which to me is really nothing but regional governance, amendments to the BBL may be required.

For Mindanao also, once the debate on federalism is launched, we must be sure that this is really what we want and we are willing to pay the costs of an additional layer of government and whether we can bear the costs of regional and local governance even if we keep the bulk of our revenue.

There are a couple of regions in Mindanao that may not require infusion from the national budget if they get to keep most of its revenue but many of our regions will not be able to survive without national support. One should not assume that the richer regions of Luzon, Visayas and our very own island would be willing to share their revenue with our poorer regions. I hope that our academic institutions will pay

attention and do the necessary cost-benefit analysis of the various options being proposed for federalism.

Last week, President Duterte finally appointed the members of the Consultative Committee that he has tasked to review the 1987 Constitution and propose constitutional amendments or even a new constitution if warranted. It’s a good committee, led by retired Chief Justice Reynato Puno, although it needs more women and representatives from the basic sectors.

Mindanao is well represented in the Committee.

In fact, the members from our island could be the most influential.

There are the political giants of my hometown Cagayan de Oro, people I trust and admire – Reuben Canoy and Nene Pimentel.

I have known both all my life, as both were colleagues, political allies, and friends of my parents. I have been listening to Canoy’s Perspective radio program since the 1970s and I remember listening, enthralled by its eloquence, to his inaugural See mindanao, page 11

Davao’s measles outbreak, toll reaches 11 in January DAVAO CITY -- Suspected measles in Davao City has already claimed 11 lives as of January, the City Health Office (CHO) reported.

Based on November 7 to January 23 report of the Department of Health (DoH) 1I Epidemiology and Surveillance Unit, CHO chief Dr. Josephine Villafuerte said the diagnosis of those who died was suspected measles.

But she said the blood samples of the 11 cases were already sent to Research Institute for Tropical Medicine (RITM) in Metro Manila for validation and confirmation.

“We are still waiting for the results,” she said.

For the period reported, Villafuerte said the city recorded 252 cases of which 16 were confirmed of the disease.

In the report from Nov. 7 to 30, 2017, Villafuerte said there were 23 people with suspected measles. The number

rapidly increased to 140 from December 3 to 31, 2017.

From January 4 to 13 this year, CHO recorded 42 cases and rose to 47 from January 14 to 23.

She said that with the alarming record, the CHO immediately conducted Outbreak Response Immunization (ORI) especially to the children in different barangays across the city.

DOH 11 is assisting the CHO in terms of logistics and the vaccine supply that will be injected to children.

“One case of measles could lead to an outbreak. Most especially, if the immunity is low because the coverage of immunization is also low,” she said.

She explained that the measles virus will immediately spread and anyone could be infected especially those people who have low immune system. PNA

Davao City in search of ‘economic zone’ sites DAVAO CITY – The Davao City government is scouting for a property where it could establish a governmentowned economic zone with direct access to port and airports.

City Planning Chief Ivan Cortez admitted that land consolidation for an economic zone of at least 20 hectares is a big challenge to the city government.

Usually ecozones should be between 40 to 100 hectares, he said.

“Given that the city does not have big tracts of land near the sea, this initiative should fully involve the private sector to move it (ecozone plan) forward,” he said.

(DCIPC) head Lemuel Ortonio said the establishment of an ecozone is one the priorities of the city.

Ortonio said the city is in talks with private land owners in the northern part of the city where ports, airports, and industrial companies are located.

Cam claims President and Atong Ang are ‘friends’; Solon commends PCSO officials Really?

This was the reaction of Philippine Charity Sweepstakes Office (PCSO) General Manager Alexander Balutan on the claim of former jueteng bagwoman-turned-whistleblower Sandra Cam, now a PCSO director, that President Rodrigo Duterte and notorious gambling lord Charlie “Atong” Ang knew each other very well.

“Atong Ang and President Duterte are friends,” Cam bragged during a hearing conducted Wednesday by the Committee on Games and Amusement at the House of the Representatives led by Paranaque Second District Rep. Gus Tambunting.

Cam and her gambling lord friend have been dropping the name of the President and even his Special Assistant Bong Go since they started to attack and vilify the current PCSO leadership of unfounded and baseless corruption

allegations.

At the hearing, Balutan reiterated that Ang who was then accompanied by Cam on September 14, 2016 to his office made a P200 million monthly offer as payment to operate the Small Town Lottery (STL) nationwide.

Bultan said he rejected the offer and immediately reported this to the President.

Cam denied there was such an offer.

Cam said that during her recent trip to Bicol, Pres.

Duterte admitted that he asked Ang to go to PCSO in September 2016 to help them. She said it was even Duterte’s close aide, Bong Go who told her to accompany Ang to meet the PCSO officials.

The President visited Albay on January 29 immediately after his visit in India to check on the situation of Mt. Mayon evacuees and the evacuation centers.

“I would like to reiterate the offer of Mr. Atong

Ang. He is offering P200 million per month for the STL operation of the whole country,” Balutan revealed to the committee.

Balutan said Ang went to his office sometime in September 2016 with Cam claiming they were sent by the President.

“Sabi n’ya (Ang), ako ang mag-iisip ng formula pero I’m offering P200 million a month for the whole operation of STL,” said Balutan, who later brought Ang and Cam to then Chairman Jose Jorge Corpuz. “’Pag isa lang po ang n a g - m on op ol i z e n it o, walang PMRR (Presumptive Monthly Retail Reciepts), wala tayong usapan na percentage (If only one person will monopolize the STL, no PMRR, we won’t have any percentage to speak of ),” said Balutan.

DENR seeks more multi-sectoral action to attain zero waste

MANILA -- The government is seeking further multisectoral action for zero waste in the country, which the National Solid Waste Management Commission (NSWMC) said generates over 10 million tons of waste annually.

Zero waste is “an advocacy that promotes de-

signing and managing of products and processes to avoid and eliminate volume and toxicity of waste and materials,” noted NSWMC. NSWMC is a body, which the Department of Environment and Natural Resources (DENR) chairs.

“Saving the environment is most effective if all sec-

tors of society work as a team,” DENR Secretary Roy Cimatu said Thursday (Jan. 25) at the 2018 Zero Waste Month celebration and 4th Eco-Waste Management Summit in Metro Manila.

Cimatu raised the urgency for action, saying solid waste poses harm to people and the environment.

Such harm, the secretary pointed out, included en-

vironmental pollution and illnesses due to unsanitary conditions in solid wastelittered areas.

Republic Act 9003, known as the Ecological Solid Waste Management Act, states that solid waste refers to “all discarded household, commercial waste, non-hazardous institutional and industrial waste, street sweepings, construction

110.8 hectares gov’t lands distributed to farmers in Surigao Sur FARMERS who have been tilling government lands for years in a town in Surigao del Sur have all the reasons to celebrate this year as the Department of Agrarian Reform (DAR) facilitated the distribution of their certificates of land ownership awards (CLOAs) last Tuesday, January 30.

A total of 61 agrarian reform beneficiaries (ARBs) received their respective CLOAs that covered around 110.8 hectares of government lands that are part of barangays Anahao, Bago, Badong, Lindoy and Bangsud all in the town of Tago, Surigao del Sur. DAR Undersecretary for Field Operations Office Karlo S. Bello said that this is the beginning of continued agricultural development in the province of Surigao del Sur. “President Rodrigo Roa

Duterte ordered us (DAR) to give the farmers what is due to them. He wants to make good on his promise to uplift the economic lives of our landless farmers that is why he wants to hasten the distribution of lands in the countryside,” Bello said.

Bello revealed that last year, the DAR has improved its performance. “We were able to accomplish in three months what the past administration can do in nine months,” he pointed out.

Bello also added that the President Duterte wants individual titling of lands for the beneficiaries, not the collective CLOAs. The Undersecretary also recognized the collective effort of the DAR personnel in this province for helping the farmers achieve their dreams.

by Surigao del Sur Governor Vicente Pimentel who lauded DAR for the continuing support to the farmers in the area.

Pimentel also challenged the ARBs to develop their farmlands to show that the efforts of DAR are not wasted.

Provincial Agrarian Reform Program Officer II Benjamin Mataksil said that they will double their efforts in empowering the farmers especially now that President Duterte has expressed full support to the department.

The CLOA distribution on Tuesday was also covered by the Public Assistance and Media Relations Service (PAMRS) of DAR Central Office headed by Director Leomides R. Villareal.

DepEd is keen to note that the K-2 basic education program

has equipped them with values, knowledge and skills that communities, businesses and industries need.

Work immersion is a key subject under the SHS curriculum that may be conducted in different ways and timeframe as needed by SHS learners.

The subject will provide learners with opportunities to become familiar with the

workplace: for employment simulation and to apply their competencies in areas of specialization/applied subjects in authentic work environments.

Specifically, DepEd Order 2017-30 or Guidelines for Work Immersion provides learners with access to industry partners’ facilities and employment simulation where they are given opportunities to apply their competencies, gain practical industrial skills

and develop good work ethics and values relevant to pursuing further education and/or joining the world of work.

A learner is required to render a minimum of 80 hours for work immersion.

Consequently, as provided by law, a child below the age of 18 but older than 15 must spend a maximum of 40 hours per week and no more than eight hours per day in the work immersion venue.

The reservation was named after Pvt. Fernando Keithley, an American soldier killed by Moros in Marawin in 1903. It has since been renamed as Camp Amai Pakpak, a Maranao hero who died while resisting the Spanish colonizers in the early part of the 19th century.

Maranao groups such as Tindeg Rano and Moro Consensus Group have questioned the government’s plan to set up a second military base in Marawi.

Nearly fifty years later, I still look up to these giants, as I do their contemporary Bono Adaza.

I also know and look up to Roan Libarios, former UP Collegian editor and Integrated Bar of the Philippines (IBP) president, and Antonio Arellano, famous for his being part of the Davao Three (he is the only survivor now of the magnificent Davao lawyers that Marcos detained illegally in the waning years of the dicatorship, as Larry Ilagan and Marcos Risonar have already passed to eternal life) but also a stand out regional prosecutor and peace advocate.

Roan and Tony are progressive individuals, with a solid understanding of both national and Mindanao issues.

I welcome of course the three individuals in the Consultative Committee that represent the Bangsamoro people. One wished there was also a Lumad representative also.

My proposal is for the Committee to do its job deliberately and independently. But as Chief Justice Puno has proposed, it might be good to later still have a hybrid Constitutional Convention established to finalize and adopt for approval of the people a new Constitution.

From my standpoint, the root of the continuing political friction is the universal distrust over a dysfunctional system and over politicians in general.

More than the concerns for the costs, there is therefore a need to restore credibility.

If untold billions of pesos are dissipated because of corruption and official profligacy, why not spare a few billions to craft a Constitution that will eradicate this scourge in the first place? The benefits that the country will derive from a responsive and credible constitution are immense compared to the disadvantages that will accrue from a half-baked, hastily written Constitution that does not inspire confidence. In this respect, a Constitutional Convention, even a hybrid one, is better than a Constituent Assembly.

The ultimate objective of constitutional change is not to gratify the political ambitions of the few and perpetuate an oppressive system but to address and rectify once and for all the structural problems of the society. The goal is to bring about prosperity and justice. Indeed, the political struggle over Charter Change should be seen in its broader context; not to dwell so much on a myopic view of the whole drama, that is, treating it solely as a challenge to the present government but rather on its more important aspect – the proposed changes.

The primordial issues then are: whether to shift from presidential to parliamentary (abandoning the imperial presidency we now have), unitary or federal or something in between (greater local autonomy in a system where power is truly decentralized), to open up the economy to foreign investments by removing the restrictive economic provisions of the Constitution (which I think is not a yes/no proposition but something that should be addressed strategically given the challenges of globalization), and to expand the Bill of Rights given new technologies and challenges.. All of these issues have to be resolved if Mindanao, if the Philippines is to move forward and Charter Change, done properly, could lead us to a

better island and country.

The initial development of the site is the renovation of the old Marawi City Hall, converting it into a new Marawi military camp headquarters building.

Located on the top of the hill, the new camp would become a stronghold of the Philippine Army’s infantry units to prevent the re-entry of ISIS-backed groups here and to protect civilians from any security threats.

Duterte recognized the bravery of soldiers and policemen who fought to liberate Marawi from the Maute terrorist group.
