Christmas around the world opens in Tangub City TANGUB CITY, Misamis Occidental--A new set of Christmas symbols featuring 14 landmarks of select countries have been put up by the local government of Tangub City at the City Plaza for its 2019 Christmas Symbol Festival.

Thousands joined in the countdown including national, regional and provincial line agencies.

As guest speaker to the event, Presidential Communications Operations Office (PCOO) Secretary Jose Ruperto Martin M. Andanar said the creativity of this event has brightened the city and given joy to the residents and to everyone who comes to visit.

It has been 27 years since the first-ever lighting ceremony of the Christmas Symbol Festival in Tangub.

PRO 10 launches Higalang Pulis Mobile Library ILIGAN CITY -- Police Regional Office (PRO) 10 Director PBGen Rolando B. Anduyan led the launching of PRO 10 Higalang Pulis Mobile Library at Sitio Limunsudan, Brgy Rogongon, this city, on December 3.

The mobile library is targeting schoolchildren and out-of-school youth to help them gain basic knowledge, teach them good values and patriotism, and mold them to become good and responsible citizens of the society.

The Mobile Library was attached to a patrol car with a makeshift bookshelf placed at the back of the vehicle.

CAGAYAN DE ORO CITY – Some 200 building permits have already been issued from about a thousand building permit applications from Marawi City residents displaced by the conflict between state forces and armed extremists in Marawi City in 2017.

This, as close to 400 residents have filed a class suit against government officials on Wednesday for the delay in the return of internally displaced persons (IDPs) affected by the conflict in Marawi.

However, Roderick Iba-

ñez, of the National Housing Authority, said the issues in the legal action are being addressed by the Task Force Bangon Marawi (TBFM).

In a briefing here last week, Ibañez said they have received more than a thousand building permit applications from structure owners inside the “most affected area” (MAA) or “ground zero”.

He said some 200 building permits have already been issued while the rest are still on process, with certain delay as clearing of unexploded bombs in the area continues.

He said that only prop-

erty owners who are in the Kathanor system and the social cartography of the Department of Environment and Natural Resources will be granted the building permit.

In the same press briefing, Secretary Eduardo del Rosario of the Housing and Urban Development Coordinating Council (HUDCC), also the Task Force Bangon Marawi (TFBM) Chairperson, said those who can present proof of ownership will be given building permit to resolve the overlapping claims on properties in Marawi.

Huili Fund: where art thou?

HUILI Investment Fund Ma n a g e m e nt C o. Lt d (Huili Fund) has earlier announced that it is ready to pour in US$4 billion for the country’s first fully integrated steel mill at the Phividec Industrial Estate in Tagoloan, Misamis Oriental.

Yet the year is about to end and no single nail is visible on the site — a 350 hectare Phividec property formerly occupied by Hanjin, but for political reason, or otherwise, this Korean shipbuilding conglomerate packed unceremoniously their bags early on before it hit the ground running.

Now here comes another billion dollar investment that seems already eaten

up by time.

Because if we have to go through by the timeline for this project, the gestation period had already lapsed due to the rules that keep changing in the middle of the game.

Moreover, this steel project, a flagship of the Duterte administration appeared to have hit a corporate snag early even before the project could pour in its initial money.

This investment is targetted to generate about 10,000 jobs from the region.

Upstream and downstream industries about 40,00050,000 jobs.

Earlier, a MOA signing was forged between Huili Fund Philippines Presi-

dent Jun Hou; Phividec Administrator Atty. Franklin Quijano; Misamis Oriental Governor Yevgeny “Bambi” Emano ; and Simple Homes CEO and President Robertino Pizarro for the lease with option to purchase the 350-hectare property at Phividec.

Huili Baowu CISDI Integrated Steel Mill (HBCIS) is formed by China’s three leading companies – Huili Fund, Baowu Steel Group Corporation Ltd (China Baowu), and China Mettalurgical Group Corporation’s subsidiary, CISDI Group Co Ltd. (CISDI).

It was reported that China Baowu, the new technical partner to operate the steel mill, currently ranks

first in China and second in the world as the largest steel producer in the world measured by crude steel output.

China Baowu is suppose to apply its state-of-art, green and intelligent technology in this steel plant.

Meanwhile, it’s hard to know with scientific precision how people conceived of time in the past, as experiments in time perception have only been conducted for the last 150 years.

Physics tells a different story. However much time feels like something that flows in one direction, some scientists beg to differ.

In the last century, my very favored Albert Einstein’s discoveries exploded our concepts of time. He showed us that time is created by things; it wasn’t there waiting for those things to act within it. He demonstrated that time is relative, moving more slowly if an object is moving fast. Events don’t happen in a set order.

There isn’t a single universal “now”, in the sense that Newtonian physics would have it.

It is true that many events in the Universe can be put into sequential order – but time is not always segmented

MOST of us tend to think of time as linear, absolute and constantly “running out” – but is that really true?

And how can we change our perceptions to feel better about its passing?

While becoming 66 already, I use think about my age. Yes, it’s only a number.

I know. “Time” is the most frequently used noun in the English language. We all know what it feels like as time passes. Our present becomes the past as soon as it’s happened; today soon turns into yesterday.

If you live in a temperate climate, each year you see the seasons come and go.

And as we reach adulthood and beyond, we become increasingly aware of the years flashing by.

While keep on thinking about age and its consequences, I came along with Claudia Hammond, author of Time Warped: Unlocking The Secrets Of Time Perception.

She wrote that although

neuro-scientists have been unable to locate a single clock in brain that is responsible for detecting time passing, humans are surprisingly good at it. If someone tells us they’re arriving in five minutes, we have a rough idea of when to start to look out for them. We have a sense of the weeks and months passing by. As a result, most of us would say that how time functions is fairly obvious: it passes, at a consistent and measurable rate, in a specific direction – from past to future.

Of course, the human perspective of time may not be exclusively biological, but rather shaped by our culture and era. The Amondawa tribe in the Amazon, for example, has no word for “time” – which some say means they don’t have a notion of time as a framework in which events occur. (There are debates over whether this is purely a linguistic argument, or whether they really do

MINDA launches water supply program DAVAO CITY -- The Mindanao Development Authority formally launched the Mindanao Water Supply Program with the Department of Interior and Local Government and the Development Bank of the Philippines in a simple ceremony in a hotel this city.

8 Imported vehicle sales up 5% in October: AVID

MANILA--The Association of Vehicle Importers and Distributors, Inc. (AVID) booked a 5-percent increase in the sales of imported vehicles in October, driven by a higher demand for light commercial vehicles and passenger cars.

In a statement, AVID said it sold 7,320 units in October versus the 7,000 units sold the previous month.

Sales, however, declined slightly by 3 percent or 71,396 units sold year-todate in October compared to the same period last year.

But AVID is optimistic the automotive industry’s performance will make headway in the last two months of the year.

NEDA Board approves 1st phase of Mindanao Railway project

MANILA -- The National Economic and Development Authority (NEDA) Board on Friday confirmed the approval of the TagumDavao-Digos segment under the first phase of the Mindanao Railway Project.

According to a press release from the Department of Transportation (DOTr), the NEDA Board’s confirmation came following prior approval from the NEDA Investment Coordination Committee – Cabinet Committee for the project.

In a message sent to reporters, DOTr Assistant Secretary Goddes Hope Libiran said the project would be funded through official development assistance (ODA) from China and was estimated to cost PHP81.69 billion.

She added that the

groundbreaking for the project would begin in the first quarter of 2020.

by China as it requires a project contract agreement before a loan agreement follows.

He added that the Department of Finance would be responsible for obtaining the loan after the signing of the project contract agreement for the MRP phase one.

DOTr Secretary Arthur Tugade said the project wou ld spur e conomic growth in the region as he

thanked the NEDA Board for the approval. “ This builds on the dream of President Rodrigo Duterte to generate development in Mindanao through an efficient rail system that will not only move people throughout the island of Mindanao but will also generate needed economic growth,” Tugade said.

Sales of light commercial vehicles (LCV) grew 6 percent month-on-month with 4,689 units sold for October compared with the 4,413 units sold in the previous month.

However, a slight dip of 4.3 percent in year-to-date sales was recorded with 45,536 units sold versus the same period last year.

Ford leads this segment with 16,522 units sold, followed by Hyundai with 12,331 units, and Suzuki with 12,267 units sold since the start of the year.

Sales in the passenger cars (PC) segment also grew by 2 percent month-onmonth (MOM) with 2,591 units sold in October. Hyundai maintains its industry leadership in this segment with 1,457 units sold in October alone, followed by Suzuki with 690 units.

AVID’s year-to-date sales for PC dipped by 3 percent with 25,133 units sold from 25,821 units sold during the same period last year.

Sales of commercial vehicles (CV) segment declined by 7 percent with 40 units sold in October.

But CV sales surged by 87 percent to 727 units in the first 10 months of the

year compared to 389 units sold last year.

In a report during the activity launching, ICADAC has presented that from January to November 14, 2019, forty-three clients were assisted and processed for admission to Iligan City Drug Treatment and Rehabilitation Center at Sitio Fatima, Barangay Abuno.

Out of this number, 20 were admitted for in-house treatment.

In coordination with the City Health Office (CHO), it also conducted a pre-screening drug testing to 5,357 individuals, broken down to 1,280 job order applicants; 3,871 Tokhang responders/ surrenderers undergoing

community-based rehabilitation program (CBRP); 190 recovering drug dependents (after-care enrollees); and 16 barangay personnel.

Dr. Meteoro has confirmed that nine barangays were declared drug-cleared while two barangays, Kalilangan and Panorogangan, were declared drug-free.

Another program that was introduced and was opened in October was the Facility-Based Drug Rehabilitation with Dr. Ray P. Sage, as the program director.

The facility is inside the Bureau of Jail Management and Penology (BJMP), Brgy.

Tipanoy. There are 16 detainees with orders from the court to undergo six months of in-house treatment. The rehabilitation will no longer be transferred to government rehabilitation centers but the program will be brought inside the Iligan BJMP facility for three months only.

I remembered distinctly where and how Duterte answered Pangilinan. In a speech during the anniversary celebration of NEDA at its main headquarters in Jose Escriva st. in Ortigas, Pasig City, the President ordered Pangilinan to return the frequency and pay the government otherwise he will dispatch a team of BIR examiners to look into his firms. The dubious contract entered into by MWSS and the concessionaires are well within the expertise of Duterte being a lawyer.

Instinctively as a lawyer he personally reviewed the contract and discovered how onerous and lopsided were the provisions that he blew his top. Later he learned that for years consumers are being billed by the conces-

sionaires and made to pay for a sewerage project which was inexistent.

But there is merely the tip of the iceberg.

Late in 2016, I Googled MWSS and was aghast to read about the extent of corruption in the agency.

Its function as a regulatory body of the concessionaires had been effectively caponized. The members of the Board of the Metropolitan Waterworks and Sewerage System are paid by the concessionaires. Their monthly take and perks are quite hefty I learned later that there was a mad scramble to be on ‘board’ when the Duterte took over the helms of the government. Thus, the first time President Duterte inquired about the impending shortage of water supply in Metro Manila MWSS even attempted to defend the concessionaires.

Since the President is into the warpath, he might as well drag MWSS and the Local Water Utilities Authority (LWUA) into the chopping board. Why LWUA? That could be answered with a question. How come LWUA allowed the sale of dozens of water utilities/districts and to whom? President Duterte will be surprised to discover a lot more and he should be prepared for some disappointment.

Water, a vital natural resource, is the lifeblood that strengthens the stranglehold of the tentacles of oligarchs.

A Department of Water can take over the functions of MWSS, LWUA and the National Water Regulatory Board. But that for how long? Will an emergency power granted to the President by Congress solve that?

The last time emergency power was recommended to solve the horrendous traffic at Edsa, the lawmakers literally slept on it and Duterte gave up on it. Ironically, Duterte gets unconditional support in his war against the oligarchs from one of the pillars of the opposition, Lito Atienza. But where are the rest of those who claim are champions of the rights of the poor? The professional street marchers and barkers? The Church?

The running priests? Why are they so conveniently silent in this battle against oligarchy?

A word of advice for those who want to test the mettle of the President, the man you earlier referred to as one from the boondocks. He is actually the first Tanodbayan investigator assigned in Mindanao to probe into crimes and corruption in the bureaucracy. Later he was appointed Assistant City Fiscal is known today as Assistant City Prosecutor. So there you are. The members of the oligarchy who had been smarting and lording it over politicians and decision-makers for having underwritten their political campaign and vices, you better settle your debts to the government and reform.

DAVAO CITY --Authorities uprooted and burned some 10,000 hills of fully-grown marijuana plants worth PHP2 million in Lombong Sitio Tagbaloyan, Barangay Tubaon in Tarragona, Davao Oriental on Thursday.

In an interview on Friday, Philippine Drug Enforce-

ment Agency-Region 11 Director Antonio Rivera said the marijuana was allegedly planted and cultivated

by Melindo Malintad and his son Jurel.

“When the team arrived, the suspects were no longer seen at the area,” Rivera said.

Rivera said the operation was jointly conducted by composite teams from

PDEA-11, Philippine National Police (PNP), and Armed Forces of the Philippines (AFP).

Rivera said the samples of the uprooted marijuana plants were brought to their office for tagging and inventory.

Charges against the suspects, who remain at-large, were being prepared. (PNA)

Salvador said these deportees usually arrive here aboard a commercial ferry from Malaysia via the city of Sandakan in Sabah.

The deportees, from the port, are housed at the Processing Center for Displaced Persons (PCDP) of the DSWD in Barangay Talon-Talon where they will be processed.

The PCDP can accommodate a maximum of 800 deportees and the maximum

number of days they stay in the center is one week.

Those who are from nearby provinces are sent home two or three days upon arrival at the center.

Undocumented Filipinos are sent home from Malaysia as the Malaysian government has intensified the crackdown on illegal migrants.

More Filipinos, who are staying illegally in Malaysia are expected to arrive in the country in the coming months.

However, the number of deportees this year from Malaysia is lesser compared to that of last year, which was over 10,000. (PNA)

DSWD aids over 6K deportees since January

ZAMBOANGA CIT Y The Department of Social Welfare and Development (DSWD) has processed and assisted a total of 6,680 deportees since January this year.

Ivan Eric Salvador, DSWD regional information officer, told the Philippine News Agency that the social welfare office has so far spent some PHP34.4 million to addressed the needs of the deportees.

Salvador said the funds were used for food, transportation, personal effects, medical, clothing, footwear, program with assistance to the LGUs.“I make sure that these resources will really go for the benefits of our constituents, not only on water projects but all projects of the MINDA,” he said.

Ano even offered to help the development of Mindanao by serving as conduit to other line government agencies, and people’s organizations focusing more on development so that Mindanao will have lesser security problems.

For his part, Atty. Rogelio Garcia, board member of the DBP assured their oneness unity with the government in addressing the water problem.

“Agrarian Reform Beneficiaries or ARBs are formed into ARBOs or Agrarian Reform Beneficiaries Organizations. It is through these organizations that support programs and services of DAR are coursed through,” Villareal said.

Last September, four cooperatives of ARBOs in Surigao del Sur were provided with common service facilities worth PHP1.3 million by DAR, through its Agrarian Reform Community Connectivity and Economic Support Services (ARCCESS).

The facilities include four coffee dehullers and a coffee roaster, Villareal said, adding that DAR also provides infrastructure support to its beneficiaries, such as the construction of farm-to-

Moreno creates City Cemetery & Memorial Park Board MAYOR Oscar S. Moreno has issued Executive Order 195 creating the City Cemetery and Memorial Park Board to ensure the maintenance of order and compliance with environmental sanitation standards at

the Bolonsori public cemetery, Headed by Engr.

Almarco C. Brito with City Councilor Edgar Cabanlas as vice chairman, the Board recently conducted an ocular inspection at the site and reviewed

the design for the redevelopment of the cemetery, including the resettlement of some settlers who are currently residing within the property.
