COWD will not oppose entry of water cooperative By MARK FRANCISCO Correspondent

CAGAYAN de Oro City-The manager of the Cagayan de Oro Water District (COWD) assured the public yesterday that it won’t oppose the entry of a newly-formed cooperative consortium’s desire

to compete with the beleaguered governmentoperated utility and offer water services here. COWD manager Rachel Beja said they understood that the law does not provide them monopoly of water provision in their service area and any entity could

LTFRB-10 readying to pilot PUVMP in Oro By GERRY LEE GORIT Correspondent

CAGAYAN de Oro City--In response to doubts raised by certain sectors on the readiness of the Duterte administration to implement the Public Utility Vehicle Modernization Program (PUVMP), the Land Transportation Franchising and Regulatory Board 10, here, is set to roll-out, this month, a display center that will

cater operators with the modern PUVs to replace their old jeepneys. LTFRB-10 Regional Director Aminoden Guro said no cash will be involved in the transaction. “It will be swapping of vehicles,” he said. Guro said several transport companies have already manifested willingness to provide the modern type See pilot, page 11

LTO to start issuing license plates in 2018 THE Land Transportation Office (LTO) will start issuing license plates by March next year, assuring motorists it will proceed with the procurement in accordance with the law. In a statement Thursday, the LTO said it has issued a notice of award to the winning bidder in the procurement of license plates

worth P978.8 million last December 1. The winning bidder Trojan Computer Forms Manufacturing Corporation and J.H. Tonnjes E.A.S.T. GmbH & Co. KG Joint Venture will provide the performance security with the initial delivery of license plates scheduled sometime See start, page 11

cities whose water district has grown so much that it has practically covered to serve almost a total of its population at 82 percent.” Over the weekend, 15 water cooperatives agreed to pool their resources together and invested P150 million to hire technical experts

and construct distribution lines, ready to serve the city in 2018 as an alternative to COWD. Councilor Teodulfo Lao, chair of the committee on public utilities who was briefed by the consortium, reported that the cooperatives will also put up their

own water treatment plant and sell their product at P8 per cubic meter or P2 less than what COWD gets from its supplier, Rio Verde Water Consortium, Inc. The surprise move of the cooperatives came at a time when the Regional See entry, page 11

NBI to resume anti-drug operations JUSTICE Secretary Vitaliano Aguirre II ordered the National Bureau of Investigation (NBI) to join the Philippine Drug Enforcement Agency (PDEA) and other law enforcement agencies in anti-illegal drugs operations. In Department Order No. 778 issued Wednesday, Aguirre granted NBI the authority to conduct investigation and case build-up for violation of Republic Act No. 9165 otherwise known as “Comprehensive Dangerous Drugs Acts of 2002”. “The NBI through its Director, Atty. Dante Gierran is directed to submit a monthly report to the office undersigned on its current activities related to implementation of this order,” Aguirre said in his order. This order revoked DO 670 dated October 13, 2017 which directed NBI to leave to PDEA all operations against illegal drugs. On Tuesday, President

Rodrigo Duterte signed a memorandum ordering the Philippine National Police (PNP) and other law enforcement agencies to rejoin the government’s anti-illegal drugs campaign. Aside from the PNP and NBI, the Armed Forces of the Philippines, Bureau of Customs, and Philippine Postal Corporation will also provide active support to PDEA which will remain as the lead agency in the anti-drug war. The new order supersedes an earlier memorandum issued by Duterte on Oct. 10, 2017, directing “NBI, PNP or any and all anti-illegal drugs task force to yield to the PDEA as the sole agency in the conduct of operations of all those who are involved in, or connected to illegal drugs.” The issuance of the October memorandum aims to pinpoint precise accountability following allegations from some sectors that summary killings of anti-illegal drugs suspects

have been perpetrated by law enforcement agencies, including the PNP. In ordering the PNP and other law enforcement agencies to rejoin anew in the war against illegal drugs, the President said that while PDEA has made significant strides in the government’s anti-illegal campaign, the agency “has been seriously hampered in performing its huge mandate by lack of resources, specifically agents, and operatives who can penetrate drug-infested areas down to the municipal and barangay levels.” The memorandum likewise said there had been a notable resurgence of illegal drugs in the Philippines as well as crimes committed since the PNP and the other law enforcement agencies yielded to PDEA the conduct of all anti-illegal drugs operations. Inclusion of security in subdivisions needed

There are crimes committed in the city’s subdivisions. Usually, the crimes committed in subdivisions, especially in high-end and middle-income subdivision are crimes against properties. Crime against properties are robbery, thief and burglary cases. Then, there is the crime against persons, too. The crime against persons are homicide, murder, and rape. Unless the crime against property involved a large amount or damaged, the incident is not usually reported to the police. ers. Mind you, the suspects reportedly raped the wife in the presence of the husband or in the presence of the parents, in case of daughters. There is no reason that these crimes could be committed in subdivisions, which are supposedly secured and safe. It turns out that the culprit is simply “security lapses.” The security lapses in subdivisions occurred partly because of defective local legislations and the neglect of subdivision developers. The defective legislation starts at the moment the subdivision developer files an application for approval of the permit with the local city council. In the case

of Cagayan De Oro City, the city council has the committee on land estate and realty development. At the moment, the city’s committee on lands estate and realty development simply review the civil and engineering requirements of the application to operate/ develop a subdivision into a housing project. While the committee also examines the other requisites, the committee failed to consider the importance of the security requirements of the proposed subdivision. There are rape cases committed in subdivisions that are only exposed when the suspect(s) is finally arrested. There is this contention that the family of the rape victim would not report the case to the police for fear of public ridicule and mockery. In some police files, the rape case involved the wives and daughters of known personalities who reside in the subdivision. Other victims of the rape cases are wives of foreign-

the institution of marriage among Filipinos through a law that would officially and formally permit the living together of a man and a woman even if they were not legally married in a church, or by a mayor, or by a judge? That way, Speaker Alvarez, there wouldn’t be any need anymore for anyone to file a case for annulment, and spend precious pesos for lawyers, just to set aside their marriages. For as long as the unmarried husband and the wife would agree to separate, there would no longer be any stumbling block to their separation, since they were not married in the first place. -oooWHAT DOES MARITAL SEPARATION MEAN FOR THE FAMILY? What is more, if Alvarez and his

cohorts who seem to be against the sanctity of marriage in the Philippines would be able to come up with a law that would legally permit men and women enamored with one another to simply enter into live-in relationships, why, that would even solve the long festering problem of illegitimate children, or the “bastardos” or “bastardas” in the vernacular. If there is no longer any requirement for a man and woman to marry, all of their offspring would now become legally legitimate. Each and every child would already be vested with equal rights, with the capacity to use the surnames of their fathers, if they are so minded, no longer needing to file any prior judicial action to compel recognition. But, what would this kind

of a system where there are no more marriages, or where annulments have become easier to secure, mean for the Filipino family? Would this not push all the more the destruction not only of the Filipino family but of the entire Filipino race as well, on account of the easier way by which our countrymen can turn their back on their duties and responsibilities as married men and women? -oooTHE DEVIL IS THE ARCHITECH OF MARITAL SEPARATION: As I see it, the need to annul a marriage arises if the couple fails or refuses to uphold their bounden duties towards See marriage, page 5

Think A Minute

Fairytale or Fact?

Think a minute… There was a man who thought he was going crazy, so he went to the doctor for an expert opinion. The doctor examined the man and told him: “I have to agree with you. You’re crazy.” But the man got angry and said: “I want a second opinion!” So the doctor said, “OK, you’re ugly too.” Sometimes we don’t want to hear the facts. A survey in America showed that 90% of Americans say they believe heaven is real, but only 25% of those same people say they believe hell is a real place. That’s like saying you believe there is light but no darkness, that there is right but no wrong. Common sense tells

you that doesn’t make any sense! Just saying a place is not real doesn’t make it true. It’s like saying the North Pole is not real just because we don’t think so. The fact is Jesus Christ talked about hell much more than he did heaven. He said hell is a real place that’s full of the worst pain and endless suffering for everyone who rejects His good life by choosing to live their own way instead of the true way He created us to enjoy. Jesus repeatedly explained that the reason He came to give His innocent life was to pay the penalty for all our sins. God the Son came to save us from suffering in hell forever, even though it cost Him

His own divine life. You see, we can’t say we believe Jesus Christ spoke the truth about some things, but that He lied about other things like hell. He can’t be God and be a liar too. Remember, since God is perfectly good and pure, it’s simply not possible for Him to live together with any kind of wrong or evil. Otherwise, He wouldn’t be God! Just like light and darkness cannot be in the same place together. But if we want God to leave us alone, He will. After all, He’s the One Who gave us our freedom to choose in the first place. He will never force us to love Him and live the way He created us to enjoy.

Jhan Tiafau Hurst

Jesus said that even though our body dies, our soul will live forever—either in heaven or in hell. So it’s up to us to choose whether we want Jesus’ gift of forgiveness and way of living, or our own way. Heaven or hell. But you’re the only one who can send yourself to hell, because God’s already done everything He possibly can so you don’t go there. The choice and risk is yours. Just Think a Minute…

always consider the inclusion of the security components of the any proposed subdivision in accordance with the number of the houses and residences. The inclusion of the security components would compel all subdivision developers to comply with the requirements otherwise the application would be disapproved. With the various crimes (some reported, others not), committed in subdivisions, it is time for the city council to pass a resolution to strictly include the security components in all applications for the development of the subdivision. This is necessary as a deterrent factor in the commission of crimes in the subdivision. After all, most crimes committed in the subdivisions are due to security lapses. For instance, the case of the shooting of Dr. Ricardo E. Rotoras, President of the University of Science and Technology of Southern Philippines (USTP), was a classic example of security lapse. The lack of adequate security personnel to secure the residents of the Golden Glow Subdivision in Upper Carmen was the primary factor that contribute to the unhindered shooting of Rotoras. One could not imagine a middle-income subdivision hiring two security guards,

acting as relievers, only for the main gate. No matter, how good the assigned two security guards at the main gate, they could not secure the entire subdivision or their presence would not make any difference for a committed criminal. Well, one could not blame the developers, after all there is no law requiring them to strictly comply with the security requirements in the development of subdivisions. After all, the hiring of the security personnel has been already the lookout of the residents. Wary of their security status, sometime the subdivision residents hire security personnel only for a “show.” There is a subdivision here with security guards assigned only at the main gate. But, these security guards are not actually working for the security of the residents. The security guards are after only on any vehicle that would enter the subdivision. The guards would collect a measly entrance fee of P 5.00 for every vehicle -cars or motorcycles. Mind you, the entrance fee was reportedly collected for the monthly salary of the security guards. The hell! Perhaps, these security guards are not licensed security guards. Perhaps, it is all incumbent on the Regional Civil Security Unit (RCSU) to inspect the security guards assigned in subdivisions to find out if these secu-

Friday, December 8, 2017 rity guards are licensed or not. A security guard cannot obtain licenses, unless he or she comply with all the requirements mandated under Section 4 of Republic Act 5487 (Private Security Agency Law) Rule 1, Declaration of Policy. It is also important to determine if the security guards are working under licensed security agencies or whether the firearms issued to them are serviceable and licensed too. Sometimes, this is necessary because there are also cases where the security guards are the “persons of interest” on unreported crimes in the subdivision. The subdivision developers and the homeowners should also be consistent with the payment of salaries of security guards. At present, the security guards are paid in accordance to the Minimum Wage Law at a daily rate of P 318.00 (Cagayan De Oro City), excluding overtime and holiday fees. The security guards are covered with SSS, Philhealth, and Pagibig. Thus, it is not fair for a security guard to get only a monthly contract of P 10,000. Such exploitative rate is unfair to both the security guard and the security agency. Any subdivision developer who wants to consult on security matters, the CYNOSURE could be contacted anytime. ‘Talakayan sa PIA’ tackles education growth in response to ASEAN By Jasper Marie Oblina-Rucat

CAGAYAN DE ORO CITY – Department of Education (DepEd), Commission on Higher Education (CHED), Technical Education Skills and Development Authority (TESDA) and Department of Labor and Employment (DOLE) in Northern Mindanao have gathered in one episode of ‘Talakayan sa PIA’ on 5 December 2017 at Limketkai Luxe Hotel in Cagayan de Oro City to discuss about the changes in education sector in line with ASEAN integration. Education Program Supervisor and Senior High School Coordinator of DepEd region 10 Dr. Ninian Alcasid shared that there had been significant change in the basic education in the country beginning the implementation of K to 12 program. With the addition of Junior and Senior high

school, students are being prepared for the real world of work, entrepreneurship and higher education. According to Alcasid, DepEd crafted Philippines Qualifications Framework to align with ASEAN Qualifications Reference Framework particularly with K to 12. Among the preparations for ASEAN include improved basic education, improved competitiveness of Filipino professionals, and explore complimentary venture between foreign and local professionals. The graduates of the program will not only be mere graduates of basic education but also equipped with skills and knowledge to take the next road, said Alcasid. These graduates now have the option to be part of the skilled work force if they choose the tech-voc path or entrepreneurship or go on with higher education

if they choose the academe. Meanwhile, CHED has also prepared an outcomes based curriculum in line with ASEAN and in effect of K to 12. Natalie Igot, supervising education program specialist of CHED 10 said that since junior and senior high school of K to 12 would now take up the first two years of college, CHED has crafted a different curriculum to cater to the changes of education in the country. Igot shared that they are giving orientations to various colleges and universities region wide to implement new curriculum in 2018 for new freshmen from K to 12. They will no longer have the subjects that were taught in the previous curriculum for freshmen year but they will be given general education that will fit all types of courses. Guangdong companies eye ASEAN market thru Belt & Road By Jelly Musico

ZHUHAI CITY -- An official of Yuren Agricultural Aviation showed to the visiting foreign journalists how their agricultural drones are being used to spray fertilizer and to monitor crops. Yuren was just one of the many big companies that took opportunity to promote their products during the recently-concluded 21st Century Maritime Silk Road Forum on international communication and Guangdong companies going global in Zhuhai City. Jeff Yi, overseas sales director of the company, said the Belt and Road Initiative is a grand platform to expand business abroad particularly in countries covered by the Association of Southeast Asian Nation (ASEAN) bloc. In the Philippines, Yi said one client from Davao bought agricultural drones from them to spray banana plantation. “We are hoping to expand our business in the Philippines and other Southeast Asia countries,” Yi said. one another, towards their children, and towards the Filipino society as a whole. Couples separate because they no longer value their togetherness and unity, and family no longer holds any meaning for them. But this was not the way of life that Filipinos grew up with. This was not the teaching that we received as Christian believers. If we are professing our faith in Jesus, we know that we cannot allow what God has put together---mainly, the man and woman who became husband and wife--to separate, according to

Friday, December 8, 2017

His command. Indeed, it is not the will of Jesus that husbands and wives divorce. This is the command of the devil. The devil abhors a strong marital union and relationship, because this marital strength gives rise to godly and therefore righteous members of the family. The devil would like the couple to separate because it would then be easier to bring them to adultery and concubinage, and for their children to be drawn to destructive vices that lead them to hell. Give your pardon The Gospel of Jesus Christ (December 8, 2017-Friday) Matthew 18:21-35” For this reason the kingdom of heaven may be compared to a king who wished to settle accounts with his slaves. “When he had begun to settle them, one who owed him ten thousand talents was brought to him. But since he did not have the means to repay,

his lord commanded him to be sold, along with his wife and children and all that he had, and repayment to be made. “So the slave fell to the ground and prostrated himself before him, saying, `Have patience with me and I will repay you everything.’ Let us put in this way: if God counts your mistakes from the beginning, are

you sure that you are worthy to be forgiven? The answer probably not but for God you deserve to be forgiven because his love is greater than your trespasses. Seventy times seven: In Theology this is an endless forgiveness to be given to anyone because healing within begins in forgiving someone. The more hatred you possessed; the

more wounds it creates in your heart.I notice many times that we are liars because we pray the Our Father constantly and in this prayer, there is asking forgiveness from God as we forgive those who trespass against us. You know what? This is abused many times and in fact, this leads us to more sins. We lie to God on this prayer because

we have enemies not yet forgiven. Take note, for you to become worthy of God’s forgiveness, give your pardon to anyone. They deserved forgiveness even how grievous their offenses towards you. Do not think the damage has been done in your life but the repair and healing of your inner wounds. You are healed if you know how to give

Bro. Edcel L. Closas your forgiveness as what God is doing in your life.

FIRST IMMERSION OF KNHS EIM SENIOR HIGH STUDENTS By Rusty Bartolata

Kiwalan National High School has Twenty Six (26) Eligible and Qualified Electrical Installation and Maintenance (EIM) Senior High Students. The work immersion is a hands-on

experience in partner institutions or establishments whose work requirements are related to their specialization. In this case, the school partnered with Iligan City Engineers Office, Electrical Department, located at Pala-

o, Iligan City, to develop in students the knowledge and skills and provide relevant learning experiences by giving them the exposure to the actual workplace setting and additional learning resources. Upon the start of the immersion, Iligan City Human Resource Management Office requires the school KNHS to submit the required documents as their policy. The following documents are as follows: Personal Data Sheet, Barangay Clearance, Parent Consent with Notarized by the public or private legal

attorney. The students were oriented at CHRMO for the rules and regulations before they will be endorsed to the City Engineers Office. After endorsement from the CHRMO, the CEO oriented the students with regards

to the safety policies of the department. The said program was exciting and encouraging for both students and the parents for it is the first batch of the K to 12 program who will be deployed and exposed to the real world of work according to their field of specialization. Work Immersion is defined in the Department of Education (DepEd) Order

No. 40, series of 2015 as the part of the Senior High School (SHS) Curriculum consisting of 80 hours of hands-on experience or work simulation which the students will undergo to expose them to the actual workplace setting and to enrich the competencies provided by the school under the supervision of the School Head and the designated personnel of the Partner.

EVEN though polar ice half a world away will melt, it can still affect the countries surrounding us and even the Philippines. Our waters particularly our seas will rise for a few inches, thus decreasing our reclamation areas.

We know that being an archipelago, majority of our population live in the coastlines. For instance, the Arctic may be located in Europe but the declining number of glaciers there has spawned drought in California which is located in the United States. Houseboats sank on lakebeds, groundwa-

ter supplies dwindled and thousands of fish are baked to death. That’s because changes in the Arctic don’t stay in the Arctic. Driven mostly by rising levels of atmospheric carbon dioxide due to the shaving ice, it will make some regions such as North America drier. Research proves that

carbon dioxide levels have an effect on other parts of the world that are far from the glaciers. In modeling runs with low ice condition, the Arctic’s global influence quickly became apparent. With less ice, the Arctic reflected less of the sun’s energy out into space leading to a surplus of heat there.

Selangor Fruit and Vegetable Trade Union in Malaysia is expected to buy 300 units from Yuren next year. Guangdong, located in the southernmost part of mainland China, has irreplaceable geographical advantage as China’s Belt and Road maritime gateway to Southeast Asia and other parts of the world. “Taking the forum as a platform, Guangdong will make better use of its advantages as a hub in the Belt and Road Initiative to facilitate exchanges and promote development with countries along the maritime silk road,” Zheng Yanxiong, executive deputy director of publicity department of

Guangdong province said. Guangdong ranked first among all China provinces in terms of gross domestic product (GDP) for the last 28 years with GDP hitting RMB7.95 trillion in 2016. According to Ministry of Commerce data, Guangdong’s actual investment in the Belt and Road countries reached USD4 trillion in 2016 or a 65.3 percent increase from previous year. Foreign journalists, mostly from South Asia and Southeast Asia, visited some of Guangdong’s big companies like Gree Electric Appliances Inc., Ninestar Corporation, BY-HEALTH and Jinwan Smart Manufacturing Corporation. Journalists also visited Pearl River Piano Co., and Baiyunshan Chenliji, a pharmaceutical company which holds Guinness World Record as the oldest operating pharmaceutical company with 417 years history, in Guangzhou. Pearl River Piano vice manager said they have sold over two million pianos since 2001, including 135,000 in 2001. “We are confident that our market in Southeast Asia will improve under Belt and Road. It’s a great platform that would help local companies to reach foreign market,” Karen Chen, vice manager of Pear River Piano, said. Local and foreign delegates have also visited Hengqin Island, which is being developed as national area and pilot-free trade zone, and the Hong KongZhuhai-Macao Bridge. Once completed, the bridge will become the longest cross-sea bridge in the world with 55 kilometers length, including the six-kilometer tunnel that crosses the Linging West and Tonggu channels. D u r i ng t he for u m , Guangdong companies have been encouraged to study and learn the laws and policies as well as cultures of countries along the Belt and Road to assure hasslefree trades. On the other hand, media delegates have called for more collaboration to make sure that people along the Belt and Road countries will be informed properly and in transparent manner. Belt and Road is an ambitious economic integration platform initiated by President Xi Jinping in 2013 with five conceptual pillars – policy coordination, connectivity of facilities, unimpeded trade, financial integration, and strengthened people-to-people ties. Last May, Philippine President Rodrigo Duterte attended the first Belt and Road Forum for International Cooperation, a move that has further enhanced China-Philippines relations. (PNA)
