BARMM official wounded in Cagayan de Oro shooting

CAGAYAN DE ORO CITY: An alleged village official of the Bangsamoro Autonomous Region of Muslim Mindanao (BARMM) was wounded in a shooting in-

cident during a “drug buy bust” in upper Carmen here Saturday morning.

The suspect was identified as Moamar Habib, also known as “Kabayo,” reportedly a village official of Maguing, Lanao del Sur,

part of the BARMM. His unidentified companion escaped and is now an object of a police manhunt.

Authorities brought Habib to the city’s J. R. Borja General Hospital in Carmen, this city, for treat-

CAMP NAVARRO, Calarian, Zamboanga City- Moro National Liberation Front (MNLF) chairman Muslimin Sema who was newly reinstalled by the Central Committee of the front visit the Western Mindanao Command vowed to continuously collaborate and support the peace efforts of the government.

Sema and his affiliates paid a courtesy call to WestMinCom Commander Lt Gen Corleto Vinkuan Jr, at the command headquarters in Camp Navarro, Calarian, Zamboanga City recently , MNLF official told the Mindanao Daily.

At this time, J. Pacana street was the only road connecting the Cagayan seaport to the center of the town so the Bautista family and their neighbors had reason to fear they could be in the line of fire of Japanese aircraft and warships which would target this key facility for bombing, shelling or shelling.

The family moved to Balingasag aboard a truck of the Department of Public Works and Communications (now the Dept of Public Works and Highways).

When they moved to Balingasag, the Bautista family only brought with them a modicum of their daily needs.

“We only brought some clothes and daily essentials,” Mr. Bautista recalls. “During wartime, you don’t bring along with you your furniture, only your bare essentials.”

Staying with the Bautista family in Balingasag were their former neighbors in Licoan, the families of the late Dr. Jacinto Frias and Pacalioga families.

However, even when the Bautista family already moved to Balingasag, they did not completely abandon their residence in Puntod and would come down to check on it from time to time.

“In fact, the sisters of my mother who had a restaurant, was still running the business though now most of their customers were military personnel since most of the civilians had already evacuated out of Cagayan at that time,” he noted.

An insider member of the MNLF Central Committee suggest that considering only three years term to fill up the position of a new MNLF Chair, they should have designate Officer-in-Charge of the front to allow him continue and pursue to vision and mission of the front . Once the term of the OIC expire, then an formal assembly must be held to elect a regular chairman of the MNLF. Among the next in-rank qualified contender to succeed Sema is Punduma Sani Vice Chairman for Military Affairs concurrently and among others, sources further discloses.

Living nearby at the Ilogon Compound was Dodong’s neighbor and schoolmate, 16 year old Jesus “Jake” Bongato Ilogon, the eldest son of Pastor Ilogon. Like Dodong, he was also a student at the Misamis Oriental High School where he was a fourth year high school student when the war broke out.

His parents immediate concern was sending his mother in law, Maria Dumanon Bongato back home to Butuan. “Popo Deya” wanted to be present in Cagayan whenever her daughter gave birth. Fortunately, the elder Ilogon managed to get her aboard the last trip of the Mindanao Bus Company to Odiongan, Gingoog, Misamis Oriental, since the military had already commandeered all public transportation for its mobilization. From there she hitched a ride to Butuan aboard an Army truck courtesy of Lt. Francisco Conde of Butuan.

“By the second and third week of December, 1941, all our neighbors and relatives in Licoan had already evacuated out of town. Papa’s family was still in Licoan because Mama was due to deliver anytime in January 1942,” the younger Ilogon wrote in Memoirs of the Guerrillas: The Barefoot Army, his memoirs of his time as a guerrilla during the second world war.

Unfortunately, the baby was still born and failed to

survive the stress and rigors of running to a cottage in Balacanas where the family sought shelter whenever the Japanese bombed the Patag airfield.

“It was terrifying sometimes,” Ilogon wrote. “We were trembling with fear upon hearing the drone of the bombers and the earth shaking explosion of bombs. With Patag so near, Licoan could be the next target. It was not a Merry Christmas nor a Happy New Year, being the only people left in Licoan, with Mama in labor, and constantly in terror of the bombings.”

In the second week of January, the family finally evacuated to Laguindingan, Alubijid in a truck owned by Vicente Mendoza driven by Roman Escobido.

“We were the last to leave Licoan,” Ilogon recalls. “The belongings were loaded in sleds pulled by carabaos from Laguindingan to Lapad. The piano was the heaviest item.

German Andugo, a migrant from Bohol and one of Mendoza’s stevedores, was requested to stay behind and watch the house during the Japanese occupation.”

Already in Lapad, were their friends and relatives from Cagayan – the families of Tiano, Bacarrisas, Abellanosa, Dael, Bautista, Dy, Llanderal, Salcedo and Boquiren, By this time, Davao was already occupied by the Japanese and there was heavy fighting in the Bataan peninsula. In May 3, 1942 the Kawamura Detachment, an elite unit of the Imperial Japanese Army’s 5th Koi (Carp) (鯉兵団, Koihei-dan) Division, landed on Cagayan and barely a week later, the Visayas-Mindanao Force of the United States Army in the Far East (USAFFE) under Maj. Gen. William Sharp surrendered.

When World War II broke out in Cagayan, Misamis

TODAY, December 8, 2020 marks the 79th Anniversary of the start of World War II in the Philippines.

Actually, as reckoned from the international date line, it was just a few hours after the infamous attack of the Japanese Navy on the US Naval Base in Pearl Harbor, Hawaii.

Filomeno Avancena Bautista Jr., one of the remaining eyewitnesses of that day, recalls it was a Monday when they were informed by their principal, Federico Ablan, after their usual morning flag ceremony at the Misamis Oriental High School that war had broken out with Japan.

“We were all sent home to join our families. But Boy Scouts were asked to don their uniforms and help direct traffic. Armed forces were in high state of mobilization.”

busy planning to evacuate elsewhere.”

“People became disoriented and confused, many did not know what to do

next,” said Dodong, as he is known to his friends and relatives.

“People were considering moving to places such

as Tibasak thinking the Japanese would not bother to go into such places.

Sendong became the de fact evacuation place of people from Cagayan,” he recalls.

“However, our family was never interested in that since we already had our farm in Balingasag.”

During this time, the poblacion was moved to Pagatpat. Town officials moved their offices to the Canitoan-Pagatpat area, which was already considered a distant location during that time.

Kagay-anon residents had good reason to be disturbed by news of the outbreak of the war with Japan. Besides having the Macabalan wharf which was the major seaport of entry to Mindanao from the Visayas, Cagayan also had a pursuit airfield at Patag (present day Patag Golf course and Camp Evangelista) and it was also the terminus of the Sayre Highway (also known then as Highway No. 3) which was the sole link between Northern Mindanao and the Davao area. THE Licensing Executives Society Philippines (LESP) and Intellectual Property Office of the Philippines (IPOPHIL) recently signed a Memorandum of Understanding, formalizing a relationship and cooperation that has existed for many years, and which LES hopes will endure for years to come.

Under the MOU, LESP and IPOPHL, among others, will jointly organize a certification course or advanced learning program on licensing of intellectual property rights in the Philippines.

The MOU, inked on the occasion of LESP’s annual general meeting, was signed

by Atty. Bienvenido A. Marquez III, current President of LESP and IPOHL Director-General Rowel A Barba, and witnessed by Atty. Patricia A.O. Bunye, past president of LESP and of the Licensing Executives Society International (LESI).

“The mission of LES may be summed up in its tagline: ‘Advancing the Business of Intellectual Property Globally’,” Bunye said. “Certainly, by cooperating with, and supporting IPOPHL, LESP not only advances the business of

IP, but also contributes to a larger national development agenda through IP.” IPOPHL has been very proactive in the pandemic, bringing it operations and procedures online. There has been almost no disruption and its stakeholders are able to transact via email and the IPOPHL’s website.

Bunye (this writer’s daughter) recently received the Award of Achievement from LESI. LESI is composed of 33 national and regional societies of intellectual property professionals committed to advancing the business of intellectual property globally.

She was LESI’s president in 2016-2017, the first Filipino, first Southeast Asian, and only the third woman to hold the position. Bunye is senior partner, head of the Mining & Natural Resources, and Energy practice groups, and deputy managing partner of the leading law firm Cruz, Marcelo & Tenefrancia.

She is also involved in another professional organization (Diwata-Women in Resource Development, of which she was founding president), where one of their flagship projects is to help indigenous women.

Such a structural flaw has given way to the massive exploitation of our natural resources that saw the wanton decimation of our forest, agricultural and marine ecosystems.

The much-sought social change has come under the present dispensation of Presidnt Mayor Rodrigo Roa Duterte thru cooperativism.

From being exclusive and colonial, the paradigm shift now is towards inclusive and democratic. This has become imperative especially in resource-rich Mindanao,

the land of the brave and the free. As the root cause of poverty is social injustice and the powerlessness of the people, empowerment has now come by harnessing the collective power of the people through cooperativism so that those in the margins will be drawn i8nto the mainstream of development processes.

Why must there be a Cooperative Revolution? Well, amidst the battle-cry for social change dawns upon all of us a simple reflection particularly on what is so glaring, that is, on the state of the environment.

A century ago, threefourths of the Philippines were wooded with some 17 million hectares of natural forest. Today, only half a million hectares are left. As our dipterocarp forest goes, so goes our mega-diversity composed of billions of living organisms, many of which have become extinct even before being discovered.

The few loggers have amassed tremendously from the massive plunder of our forest and whose rakings have created a strong cabal of vested interests including politicians and those who are tasked to enforce environmental laws. If indeed

no one is above the law, they must now be made accountable for committing the biggest plunder of all times. One shipment alone of logs would earn a logger 360 million pesos, the Philippines having the finest timber in the world.

Our once rich vast agricultural lands have become addicted to chemical-dependent conventional agriculture that is only successful in polluting our watersheds and in further impoverishing the peasantry as big agri-business corporations have robbed the rural communities of their farming.

Our marine ecosystem fares no better as fishing communities continue to suffer from high poverty rate as the bays’ ecological integrity is fast vanishing due to the destruction of the mangroves and coral reefs. Massive siltation and pollution are giving the final death blows to the marine and fishery life. In fact, of the 13 major bays, 10 are already described as biologically dead causing hunger and malnutrition to the coastal communities.

ALORAN, MISAMIS OCCIDENTAL – Nine towns from the first district of Misamis Occidental received agri interventions from the Department of Agriculture in Northern Mindanao on Thursday, November 26, 2020.

DA-RFO 10 Regional Executive Director Carlene C. Collado handed P17.61 million worth of agri interventions under the first congressional district office of Representative Diego C. Ty, who was represented by Nesty Gonzales.

Collado said, DA’s support to the local government units is part of the initiatives of the government in escalating productivity in terms of agricultural development to ensure food security.

The provincial local government of Misamis Occidental received 1 unit four-wheel drive tractor worth P1.2 million under DA’s rice program in support of their rice farmers.

Meanwhile, the towns of Panaon, Calamba and Lopez Jaena received one unit each of mobile rice mill with a total amount of P1.19 million, and 1 unit ridingtype direct seeder worth P1.98 million for the town of Jimenez.

Under DA’s Special Area for Agricultural Development (SAAD), P7.71 million of agri inputs were provided to the towns of Aloran, Panaon, Concepcion, Baliangao and Sapang Dalaga.

Such inputs includes garden tools, biologics, agricultural machineries, tools, organic fertilizers, corn and vegetable seeds with an aim to increase efficiency and combat scarcity among the marginalized sectors.

With DA’s Philippine Rural Development Project (PRDP), a P3.5 million assistance was turned over to Paglaum Multi-Purpose Cooperative of Plaridel, which comprised of 1 unit cacao facility, 1 unit combined solar/mechanical dryer, and 15 metric tons of wet cacao beans.

The sub-project aims to achieve at least 70 percent of the total production of good quality fermented beans with the use of GMP-compliant fermentary and drying facility, increase the annual net income of the coop, increase farmer-members’ net income and generate more jobs for the enterprise.

Sharing blessings is not an ordinary thing. According to one philanthropist, sharing a blessing is a dignified act worthy of emulation. Being worthy of emulation is reaching the state of unconditional bliss. – The sharer may not consciously feel this happiness, but the recipient of the kindnesssees this happiness in the sharer’s eyes. This forgoing notion significantly establishes the words “Only those people who are truly happy can share their blessings as sharing a blessing is a sharing of goodwill”.

Touched by the moving words above, I am brought to a vivid reminiscence. I remember a picture of generosity, a sharing of goodwill, which heartened some one hundred (100) students of ligan City National High School (ICNHS). In the eyes of these students glowed the fervor of gratitude as they received learning kits from the student government of the aforementioned school as it embarked on a meaningful cause, “Alay sa Kabataang Mag-aaral” in the month of July 2019.

“Alay sa Kabataang Magaaral” was a project of the student government of Iligan City National High School (ICNHS). This project was conceived by the body guided by the aspiration of reaching out to help some students with their learning resource needs, so they would be more

inspired to learn more and work for what they desire to be in the future. As the adviser of the ICNHS Student Government, I witnessed the radiance of gratitude reflected in the eyes of the recipients who were students from the regular curriculum, open high school, and the alternative learning system (ALS). I beheld the glitters of happiness in the eyes of the officers and members of the student government as they reap satisfaction of their noble and generous purpose from their undertaking of “Alay sa Kabataang Magaaral”.

The project “Alay sa Kabataang Mag-aaral” had undeniably left an unforgettable mark in the history of the student government of INCHS. Its evocation can foster a positive attitude within the ICNHS students. The ideal for which it stands can nurture a feeling of trust – of the students in the student government and a feeling of confidence – of the student leaders who come to leadership or goes out of it.

“Alay sa Kabataang Magaaral”, regardless of the time it was done, is certainly a sharing of blessing that nurtures the spirit of compassion.

It is surely an experience of unconditional bliss for the advocates of the abovementioned project- a reach out of the ICNHS Student Government towards the commitment of service.

YEAR-on-year headline inflation rose to 3.3 percent in November from 2.5 percent in the previous month and was slightly higher than the BSP’s expected range of 2.43.2 percent for the month.

The resulting year-to-date average inflation rate of 2.6 percent was within the Government’s target range of 3.0 percent ± 1.0 percentage point for the year. Likewise, core inflation—which excludes selected volatile food and energy items to measure underlying price pressures—increased to 3.2 percent year-on-year in November from 3.0 percent in October. Month-onmonth seasonally-adjusted inflation also went up to 1.0 percent in November from 0.4 percent in the previous month.

Inflation pressures in November were traced mainly to higher inflation for food items. Yearon-year inflation rates for fish, fruits, and vegetables increased due to weatherrelated supply disruptions while the African Swine Fever (ASF) continued to

adversely affect pork supply, which led to higher price increases for meat. At the same time, inflation for alcoholic beverages and tobacco also increased in November. By contrast, non-food inflation edged lower as year-on-year inflation rates of most major commodity groups slowed down in November compared to the previous month.

The latest inflation outturn remains in line with the BSP’s prevailing assessment that inflation is likely to settle within the lower half of the target band for 2020 up to 2022, with the balance of risks to the inflation outlook still tilted toward the downside owing largely to potential disruptions to domestic and global economic activity amid the ongoing pandemic. Looking ahead, the BSP will remain watchful of economic and financial developments to ensure that its primary mandate of price stability conducive to balanced and sustainable economic growth is achieved.

People see its magnificence, yet many of them lack appreciation of what makes the tall buildings stand with pride; what gives the bridges hold the weights of jeepneys and trucks; or what crafts the electric posts to gracefully hold the wires, bulbs, and lamps that make the world shine in the night. If truth to be told, this art that makes tall buildings into a state-of-the-art, that gives strength to bridges to endure heavy weights, or that provides electric posts the potency to go against gravity still remains a hidden entity. This art of hidden wealth- welding, though known by some, is still unappreciated by many.

The 21st Century comes

as a pool of technology. The vital components of technology demonstrate the great advantage brought about by the art of welding. Though hidden to some who do not appreciate its great value, it has created sensations in house styling and decorating; in other words, it has paved the way to architecture- the art of designing and constructing buildings, giving us our houses, markets, malls, offices and schools. In addition, welding improves our transportation. As engineering revolutionized in the 21st Century, vehicle companies, like car companies, begin to realize that they need their production to not only work harder, but also smarter. Here, the art of welding comes to play.

It has brought efficient vehicles which make business on the go and employees on the track of their time.

From automobiles to airplanes and bridges to buildings, welding keeps a country’s economy going. While many people do not always notice every weld under the roof or behind the walls in a neighborhood, welding plays an integral role in keeping people safe and advancing their quality of life.

DAVAO CITY – The Presidential Communications Operations Office (PCOO) held the first national broadcast of Laging Handa public briefing in the Mindanao Media Hub (MMH) here on Saturday, led by PCOO Secretary Martin Andanar with guests Senator Christopher Lawrence Go and Department of Budget and Management (DBM) Secretary Wendel Avisado.

to the public particularly in the whole of Mindanao, especially those in areas with no or weak signal.

He also said its establishment is timely since most people are not going out due to the coronavirus pandemic.

“Congratulations for having this Mindanao Media Hub. It is like the BBC where print, radio, TV, and online are under one roof.

I am proud to have this facility as there are a lot of municipalities and provinces

with weak signal can benefit from it,” Go added.

He also hoped that a state-of-the-art media hub will also be established in Cebu serving the entire Visayas Island.

“I hope it will not end here and I hope we will also have the Visayas Media Hub since it is deemed necessary during these time,” Go added.

Currently, the easiest and safest possible way to traverse in going and out of the Island of Camiguin is through the means of ferryboat/barge, yet other unscrupulous and hardheaded people used pump boats as their means of transportation to carry passengers and other commodities which is vulnerable to accidents when not properly regulated by the local government unit (LGU).

Pump boat operation is beyond the regulatory and supervisory power of Coast Guard and MARINA. Thus, its sea worthiness is not guaranteed.

Likewise, during this pandemic, the Provincial Government of Camiguin is strictly implementing Health Protocols to protect its constituents and is also looking into the activities of the pump boats for this could be their alternate way to travel in order to evade the strict compliance of Health Standards imposed by the Province.

Thus, this Ordinance is enacted in order to stop and discourage passengers to use pump boats as their means of transportation and to ensure public safety.

PROVINCIAL ORDINANCE NO. 2020-159 “AN ORDINANCE PROHIBITING PUMP BOAT OPERATORS TO CARRY INBOUND AND OUTBOUND PASSENGERS IN THE PROVINCE OF CAMGUIN. Be it enacted by the Sangguniang Panlalawigan of Camiguin, in session assembled: SECTION 1. TITLE. This Ordinance shall be known as the “REGULATION ON PUMP BOAT OPERATION ORDINANCE OF CAMIGUIN OF 2020”.

SECTION 2. DEFINITION OF TERMS. As used in this Ordinance, the following terms shall mean:

PUMP BOAT. An outrigger canoe powered by a small gasoline or diesel engine which has a gross of not more than three (3) tonnage.

OWNER. A person whether the owner, the mortgagee, trustee or a possessor of a pump boat engaged in the carriage of goods or passenger.

OPERATOR. A person who is entrusted either by the owner, mortgagee or trustee to operate, sail or navigate the pump boat carrying goods or passenger.

PASSENGER. A person who embark in a pump boat, with or without consideration, purposely to get in or out from the province. Any person embarked in a pump boat not part of the fishermen or for leisure purposes is deemed passenger.

LEISURE. Any inbound and outbound travel of a pump boat, except registered or recognized fishermen/fisherfolks, without the approval from Provincial or Municipal Tourism Office.

Section 3. REGULATIONS.

Section 5. PENALTY. In case of violation of Section 3 hereof, the violator shall be penalized as follows: a. Owner - Five Thousand Pesos (P5,000.00) and/or one (1) month imprisonment in the discretion of the court. b. Operator - Three Thousand Pesos (P3,000.00) and/or fifteen days imprisonment in the discretion of the court. c. Passenger - Two Thousand Pesos (P2,000.00).

As the economy rebounds and some countries are gradually opening their economies, Labor Secretary Silvestre Bello III invited jobseekers to take advantage of the online job fair, which offers a wide range of local

and overseas vacancies from more than 600 domestic companies and 15 licensed recruitment agencies.

Bello said the labor department is adopting a virtual job fair system in compliance with government restrictions on mass gatherings.

The e-jobs for local placement is being undertaken with the collaboration

with digital portal Mynimo. com and the Public Employment Service Offices (PESO) across the country.

There are also career talks with employers and industry leaders aimed to help job applicants find unique opportunities and job vacancies, as well as encourage a better understanding of each company’s work culture.

What really inspires me in my profession is my pupils who strengthens and upholds me in making a much reliable and successful job.

As a teacher, I shared not only my knowledge and ideas but also my whole being. I thought that in a long run of being a teacher, only my pupils are the ones who will learn something instead. I, also learned such significant attitudes from them which are the eagerness and perseverance to achieve, in their early age, knowledge regardless on how hard the economy is. By this, as their second mother, I am much more willing to give them care, comfort and values they could bear throughout their journey in life. A very much substantial factor one must endure and the ones I am extended to them.

We teachers, as possible, appease the reality of pressure the children while learning.

NOW, THEREFORE

Be it ORDAINED by the Sangguniang Panlungsod in the City of Malaybalay that:

SECTION 1. TITLE. This Ordinance shall be known as “Anti-Noise Ordinance of the City of Malaybalay”.

The TWG is composed of Land Transportation Franchise and Regulatory Board-10, Land Transportation Office-10, Cagayan de Oro City Police Office, Traffic Management Group, Highway Patrol Group, and Roads and Traffic Administration.

Aminoden Guro, LTFRB-10 regional director, said the TWG is mindful of the pandemic in crafting its recommendations.

Guro said one of the conditions that the TWG has come up with is for Angkas to apply for a permit from the city government first before they can approve the motorcycle-hailing provider’s application.

It can be recalled that the Department of Transportation (DOTr) has green-lighted Angkas to resume its operation, on recommendation from the national inter-agency task force last month.

The DOTr has allowed Angkas and other motorcycle-hailing firms MoveIt and JoyRide to operate in Metro Manila, Cebu City, and Cagayan de Oro. In this city, each of the player is permitted to operate a maximum of 3,000 units or a total of 9,000 bikes.

So far, only Angkas has applied for a permit to operate here with at least 804 units, as of Feb. 3, 2020.

Angkas was supposed to officially start ferrying passengers early this year here, but it did not push after Pres. Rodrigo Duterte declare a nationwide health emergency following the increase in the number of coronavirus cases in the country in March.

Guro said among the factors that the TWG is studying is the use of protective barrier between the driver and his pillion, and the the requirement of passengers to use their own helmet.

He said this is to keep in mind the threat of the coronavirus which could be transmitted from person to person.

For his part, city councilor Romeo Calizo, chairman of public order and safety, and roads and traffic management, said the city government must discuss Angkas’ application with experts so aspects such as traffic congestion and pollution could be given consideration.

City councilor George Goking, chair of the trade and commerce committee, said he welcomes the operation of Angkas and other groups to give the riding public less expensive option.

Jerome Angcolo, Angkas city manager for Cagayan de Oro, said they are targeting to go back on the road within the month.

He said their application’s status is “pending since there are documents and processes we need to comply first before we can resume our operation here in Cagayan de Oro.”
