6th ID produced 677 new breed of soldiers CAMP SIONGCO, Maguindanao – The 6th Infantry Division welcomed the 677 new breed of soldiers as they graduated from military training today, November 28, 2019, at Barangay Semba, Datu Odin Sinsuat, Maguindanao.

6th Infantry Division and Joint Task Force Central Commander Maj. Gen. Diosdado C. Carreon graced the graduation ceremony of Candidate Soldier (CS) Classes 575, 591, 599, 600 and 601 of 2019.

Andanar to help improve education in MisOcc TANGUB CITY, Misamis Occidental--Presidential C ommunic ations Operations Office (PCOO) Secretary Jose Ruperto Martin M. Andanar said he would give his full support to the thrust of the local government of Misamis Occidental to improve the status of education in the province.

In a press conference, Andanar cited education as the greatest equalizer in society.

Based on the findings of the local government, there

are only a handful of high schools in the province, specifically in areas affected by the communist group.

The tendency, Andanar said, is for the students to drop out due to lack of schools in the area.

Andanar gave assurance that he will be working together with the national government to add more high schools in the province of Misamis Occidental.

OZAMIZ CITY, Misamis Occidental - The Department of Health (DOH) Center for Health Development Northern Mindanao (CHD-NM) in collaboration with all local government units of Misamis Occidental has launched the polio outbreak response immunization campaign here at Ozamiz City Health Office, Function Hall.

The campaign dubbed, “Sabayang Patak Kontra Polio’’ aims to cover children under five years old to stop the polio outbreak.

Delivering the message of City Mayor Sancho Fernando Oaminal, Chairman on the Committee of

Health, Councilor Catherine Lim said, “With more than 50, 000 thousand targeted children to be vaccinated, Ozamiz City has so much at stake in the fight to prevent polio.”

“We need to take the campaign against polio seriously,” she said.

Outstanding Xavier Ateneo Sports Heroes:

Antonio Ma. “Choly” Gaston The Cagayan Cyclone who became the Blue Eagle King

E

XCEPT perhaps for his relatives, very few alumni of Xavier UniversityAteneo de Cagayan (Xavier Ateneo) today remember one of the greatest basketball players to come out of their alma mater.

Antonio Ma. "Choly" Gaston, (HS '49 BS '53) originally came from their Hacienda Sta. Rosalia in Manapla, Negros Occidental. He is related to the family of the former mayor of Cagayan de Oro and Misamis Oriental Governor Segundo Gaston and still has relatives living in Cagayan de Oro until today.

“He is mom’s second cousin, the son of the owner of Hacienda Sta. Rosalia, where the touristy Chapel of the Cartwheels is located” said his niece Connie Gaston Falcon-Lahorra.

“That’s the venue of our reunions in Manapla, Negros Occidental. He is also the elder brother of Msgr. Guillermo ‘GG’ Gaston.”

Choly (for some reason, spelled Chole in the Ateneo de Manila sports archives) as he was known to everyone, was born in 1930.

He played high school varsity basketball in the then Ateneo de Cagayan in 1946-1948.

“Tito Choly and his brother Tito Toy (Victor) both studied in Xavier

and played basketball for the school because this was right after the war and they could not go to Manila,” recalls his niece Mayee Fabregas.

When he moved to Ateneo de Manila for his college education he was promptly recruited into the Blue Eagles Senior Varsity where his fiery style of playing earned him the moniker “The Cagayan Cyclone.”

As described by Rick Olivares in his article “Post War Blues II The Legend of Moro, Choly, and the Quest for the Holy Grail of Collegiate Sports in his blog “Bleacher’s Brew”, Choly who was all of 5’4” , was team captain of a vertically challenged 1952 AdM Blue Eagles starters featuring 5’4” Oscar Battalones and the 5’5” Freddie Campos with Ole Orbeta as the tallest Blue Eagle at 5’11.

“The Blue Eagles were built for speed and fast and furious excitement.

They were the Ginebra San Miguel of their time for their popularity extended beyond the gates of Ateneo’s Padre Faura campus where its perimeter was still littered with crosses from the war dead,” Olivares wrote.

Three women’s journey to their first Palanca

WRITERS often urge other writers to keep writing, even when inspiration is thin. For three women who found themselves at the receiving end of wonderful news of their first Palanca award, this nugget doesn’t get any less value over time.

Reine Arcache Melvin, who flew in from Paris to receive her Grand Prize medal for the novel The Betrayed, started writing fairy tales at 7 with an old typewriter gifted by her grandfather. She spent her childhood in Sta. Ana, where reading and writing became her escape and harbor.

“The early years of writing were fun because I didn’t think of myself as a ‘writer’ – I was just making up stories,” she said. “Later, writing became more selfconscious, and the journey often difficult, too often marked by self-doubt and the need to balance earning a living, raising a family, and finding space for the solitude to dream and write.”

Despite this, Reine – or Bonnie as she is fondly known – has published many short stories, essays, and translations in the United States, France, and the Philippines, coedited literary reviews in New York and Paris, edited an anthology of contemporary Philippine poetry, and published two books: A Normal Life and Other Stories and her winning piece The Betrayed. The story of two sisters who love the same man, which threatens to lead them to betray not only each other but also their father and the ideals he died for, The Betrayed was published by the Ateneo de Manila University Press in October 2018 and has won the National Book Award for Novel in English from the Manila Critics Circle. The 38th National Book Awards took place on November 23, 2019 at The National Museum of the Philippines.

“Writing heightens everything I experience outside my desk because I start to really, really pay attention.

Everything feeds the writing.

There is so much goodness and heartbreak and courage and grace in so-called ordinary lives, and writing is a way of honoring that, of questioning what it is to be

human, of what it is to try (or even fail) to be a good person in an increasingly violent world,” Bonnie said.

Ilokano writer Remedios S. Tabelisma-Aguillon had a vaguely similar experience.

She got so engrossed with mothering her five kids and teaching in the public secondary school that writing never crossed her mind.

It wasn’t until 2014 when her husband died and she was overcome with sorrow that her journey as a writer commenced. “I began pouring out my grief by writing about our life together, how blessed I am for having him as my husband, how he made our home a place of joy for me and our children,” she said.

Since then, Remedios has written award-winning stories, as well as articles for the regional magazine Bannawag. Her short story Naisangsangayan a Sangaili (Guest of Honor), which tells of a poor woman bent on marrying her children to opulence only to commit a grave case of misjudgment, bagged the third prize in the Ilokano category of the 69th Carlos Palanca Memorial Awards. Remedios now resides in Cagayan de Oro City with her fourth child and his family, while earning a Ph.D. degree in Educational Administration and Supervision at Cagayan de Oro College - PHINMA. Meanwhile, Daisy Ruth Oñate Sohne, third prize winner in this year’s Short Story for Children category for The Accidental Adventure of Bubalus Bubalis, recalled that she began writing poems, songs, and picture book stories when she was younger. “My teachers have been the people I’ve known and the books I’ve read. I have a wall full of books on writing.”

Her winning work is a tale about a hardworking carabao from Palawan, who, while waving goodbye to its owner who is leaving for America, gets pushed into the boat and ends up in the American Embassy in Manila. Currently based in Texas, USA, Daisy is a new entrant to the Palanca Awards and is grateful for the opportunity to be part of Philippine literature, fervently hoping that each child who reads her story

will enjoy it.

She dreams of writing a great Filipino novel, one that will “enlarge the heart that reads it,” and is currently working on two novels with Filipino characters, with one set in Manila in the 60s, the other in America.

Needless to say, all three women were thrilled and honored to be recognized among the nation’s literary luminaries.

“Winning this prestigious award means so much to me because it’s kind of like a heavenly encouragement to keep on writing,” Daisy said. “Words matter.

No matter your age. Why? If by a kind word you can keep a heart from breaking, then you must write or say it. Write for the joy of it.”

There’s no denying the ton of opportunities that open for winning authors.

For one, prospects of publishing and selling their art suddenly abound, what with proof of validation from a distinguished roster of judges from the Filipino literati. More importantly, however, each recognized work contributes to the treasure trove of Philippine literary gems that the Palanca Awards maintains, the total number of which has now reached 2,499.

Asked for some tips, Bonnie has a simple advice for aspiring Palanca awardees – one that she’d also tell herself. “We all have a story, and we discover it as we write. Show up at our desks, every day if we can.

Inspiration comes from the working, not vice-versa.”

“Sometimes, the right words are dropped from the sky to us. But most of the time, we have to dig deep and hard for them.

Don’t give up! Keep digging.

They’re there,” Daisy said.

These sentiments were also echoed by Remedios.

“Keep writing and keep on sending your entries to the Palanca Awards. Never get tired. Your reward is waiting for you.”

This year Kay is shooting for the universe as her famed

accessories is being worn by current Miss Universe Philippines Gazini Ganados.

The collaboration with Gazini and her team started when Kay attended the ARISE Mindanao fashion show held in October 27 at the Manila Marriot.

ARNOLD Acebedo known as Datu Subang is the Chieftain of the 10,000 memberManobo Tribe in Sibagat, Agusan Sur who in the late 80s up to 1999 had been bannering armed struggle as a means of correcting social wrongs committed against the Indigenous People. Indeed, his battle-cry then zeroed-in on transforming a highly skewed societal order that brought to the fore the truism that once they were masters of land that their ancestors used in the spirit of sharing and service, living in oneness with nature, giving high reverence to the grandeur of all forms of God’s creation which was only theirs to protect for the coming generations.

He thought then that why must a few with much too much while the many

who are poor have much too little be allowed to exploit the ecosystems, at the expense of his people who have been living sustainably in the forest ecosystem for thousands of years. These loggers have massive rakings as one shipment of logs will earn a logger 360 million pesos which they used to buy votes and thereby becoming mayors, congressmen or governors.

Why must he caused the massacre of all life forms in order for him and his people to live. The ecosystem is not the surrounding – he is part of that surrounding, so he thought as natural law speaks of oneness and inter-connectedness of all of God’s creation.

Thus, from cutting trees illegally, his tribal people saw a great transformation in their chieftain to become a strong defender of the forest. Thus, in 2004, he built in their community the Natural Greening Primary School in Sibagat, educating the young tribal generation of the wonder of Nature and that no scenario on earth can be more beautiful than the blooming of the flowers, the ecstasy of a flying bird or eagle, the radiance

emitted by the forest as all of these are the manifestations of the unseen Being, the Creator called God. Nothing can be more amazing and beautiful that what nature offers and nothing can be uglier that what the egoic mind of man can create, the cities!

Allow to present “My Side”, meaning Manila Water Side. In the interest of full disclosure, let me state that I am an Independent Director of Bank of the Philippine Islands which is related to Manila Water by virtue of their common ownership

by Ayala.

As a BPI Director, I am very familiar with the bank’s corporate governance culture which is very much aligned to that of Manila Water, as well as to other members in the Ayala group. The Ayala Group culture emphasizes leadership, excellence, integrity, teamwork, customer orientation and sustainable

development that goes beyond the bottom line.

From where I sit, these are the pure, true and unadulterated facts.

- In 1997, the Philippine Government, led by President Fidel V. Ramos, solicited bids for concession agreements with Metropolitan Waterworks and Sewerage System (MWSS) to address the water crisis in Metro Manila.

- At that time, MWSS was no longer capable of maintaining viable operations due to technical inefficiencies and enormous financial debts.

- The Government unilaterally determined the terms of the Concession Agreement, which were bidded out on a take or leave it basis.

- The Concession Agreement contains a procedure for the adjustment of the water rates in accordance with the MWSS Charter.

- The Republic of the Philippines undertook to respect the procedure which is under the full control of the MWSS from beginning to end.

- In 2009, the administration of President Gloria Macapagal Arroyo extended the Concession Agreement up to 2037 upon recognizing the compelling need for more water and waste water investments.

- Manila Water was one of many local and international corporations which responded to the Government’s call for public-private partnership meant to solve the water crisis.

- Manila Water offered the lowest fee to serve as concessionaire of MWSS, which decided to pay the fee with the water tariff to be collected by the concessionaire.

- Manila Water was subsequently awarded the Concession Agreement for the East Zone.

- Manila Water has diligently discharged its obligations as concessionaire of MWSS, spending over P166 billion to improve water and wastewater services. Under the extended agreement, Manila Water commits to See FACTS, page 11

When failures come

FAILURES do happen in our lives. They can happen everyday, and many times during the day. They may not be big failures. They are usually small ones. But they are somehow like a constant feature of our life.

We should not anymore be surprised by this fact of life, and much less, held captive by them.

We should know how to handle them. Not only that, we should know how we can derive some good from them. That’s because our failures can actually channel great things for us. They can be a blessing in disguise.

In this life, we are supposed to be clever as serpents while remaining simple as doves. (cfr. Mt

10, 16) That’s the advice Christ gave his disciples in dealing with the drama of life. And this advice can be more concretely specified by developing in us that skill of knowing how to let go and to move on when we suffer failures.

We should not forget that there are many other more pleasant possibilities than getting stuck with our failures. As one saint would put, when one door closes, then open another one. In life, there are actually many doors that we can open.

If we have the proper attitude, if we are with God, we would know that our life possesses an infinity of possibilities. The spiritual and supernatural character of life makes that possible,

since it transcends the limitations of the material and natural dimensions of our life.

We always have to remember that God is always on top of things. Nothing happens outside of his providence no matter how messy things can get in our life. There’s a time for everything, we are told. (cfr. Ecclesiastes 3, 1-8) This should always be in our mind so that we do not overreact when failures come.

What we ought to do is to go immediately to God and to refer things to him. He will be the one to reassure us that everything will just be fine. Nothing happens without him knowing and allowing it to happen. And

if he allows it to happen, it is because there is a greater good that can be derived from it. In God’s math, the gains far outweigh the losses.

Of course, what this greater good is can escape our understanding, given our limitations. And that’s why we have to activate our faith. Otherwise, we would confine ourselves to our own limited understanding of things that can make us suffer unnecessarily. Of See FAILURES, page 11

SSS pensioners with advance 18 months pension to receive 13th month pension on Dec. 10 THE state-run Social Security System (SSS) said on Friday that its thruthe-bank pensioners who availed the advance 18 months pension will receive their 13th month pension starting December 10, 2019.

SSS President and Chief Executive Officer Aurora C. Ignacio said the releases are part of the P12.71 billion 13th month pension disbursements to over 2.83 million SSS pensioners this year.

“As of 5 December, 45 of our 62 partner banks have already credited the 13th month pension to the bank accounts of our regular pensioners wherein the earliest recorded was on November 18,” Ignacio said.

“Today, we are expecting the remaining 17 banks to credit the said benefit,” she added.

Meanwhile, the 13th month pensions of more than 14,000 pensioners paid thru-checks were already released to the postal office last November 26, 2019.

The SSS has also sent a letter to the Postmaster General to expedite the delivery of the said pension.

“We are happy to provide an additional financial resource during this holiday season to our pensioners who during their working years have contributed to the success of the pension fund,” Ignacio said.

The SSS started granting 13th-month pensions in 1988 to enhance its pensioners’ benefits.

(Philexport), recognized the top Philippine companies for their noteworthy export performance in 2018 during the National Export Congress (NEC) held at the Philippine International Convention Center (PICC) in Pasay City on December 06, 2019.

Moreno creates City Cemetery & Memorial Park Board

MAYOR Oscar S. Moreno has issued Executive Order 195 creating the City Cemetery and Memorial Park Board to ensure the maintenance of order and compliance with environmental sanitation standards at the Bolonsori public cemetery, Headed by Engr.

Almarco C. Brito with City Councilor Edgar Cabanlas as vice chairman, the Board recently conducted an ocular inspection at the site and reviewed the design for the

redevelopment of the cemetery, including the resettlement of some settlers who are currently residing within the property.

The plan also covers the proper interment of human remains to prevent possible contamination of water sources within the cemetery and nearby areas.

The board’s membership consists mostly of leaders in the private and civic sectors in keeping with Mayor Moreno’s development agenda of inclusive governance.

- This includes an additional two million customers from the poor and marginalized sector, who used to buy vended water in buckets or pails delivered by vendors in pushcarts.

- Prior to Manila Water, 63% of every liter produced never reached the intended customer because of broken MWSS pipes and pilferage. Manila Water was able to reduce “system loss” or non-revenue water to only 11%. This is at par with international standards of water distribution efficiency.

- An ADB study says the reduction in system loss is equivalent to having built a new water dam!

course, there will always be suffering involved, but we sometimes suffer beyond what is necessary because of our lack of faith.

We have to realize that there are many things we do not know. And the things

that we know usually are those that favor our own subjective view of things.

We cannot have a completely objective view of everything.

Only God the creator has that. We should just trust him, just as we usually trust our elders even in things that we do not quite understand.

That’s what faith is all about.

So let’s see to it that we are not unnecessarily detained or distracted by our failures. We have to learn how to let go and move on. Better still, we have to assume that more supernatural attitude of letting go and of letting God resolve the issues that still grip us.

If we have done our part and still face a blank wall, then let God do things for us. We know that we cannot and are not expected to solve everything in our life. Our death, for example, is something we can never avoid and undo. But God takes care of it.

It would be good if everyday, as we suffer the usual failures, we would immediately let go and move on. If one door closes, let’s open another one. We may have better luck there. And with it, we can make up for our failures somehow.

There are four confirmed positive poliovirus patients not only in our region 10 but also in the neighboring regions such as BARMM and Zamboanga.

“We are very concerned that polioviruses are now circ ulating in Manila, Davao, Lanao del Sur, and Zamboanga,” she said.

To stop this outbreak, she said, “We aim to reach at least 95% of children under five years of age for vaccination, irrespective of their current vaccination status, to stop the spread of polio.”

“We will work closely to achieve this target. We need Bayanihan [community-spirit] from everyone – the parents and caregivers, mayors, governors, community and religious leaders, health workers, volunteers, and media partners,” she explained.

Vaccination is provided for free at health centers and involves three doses of polio drops and one injection.
