Masons offer P1 million reward v Rotoras killers THE Free and Accepted Masons of the Philippines is giving P1 million reward money for the arrest of the suspects behind the killing of University of Science and Technology of Southern Philippines (USTP) President Dr. Ricardo Rotoras.

The 48-year-old Rotoras was gunned down by three unidentified suspects in front of his residence in a middle-income subdivision in Upper Carmen in

Cagayan de Oro City at dawn on Saturday (December 2).

“The Masonic community offers P1 million on top of other rewards for information leading to the immediate capture of the murderers of VW Ricardo Rotoras,” said the group in a press statement.

Oro councilors optimistic court, PCC to look into water district deal

KORONADAL City--Leaders of church, militant and environmental groups condemned the killing of a tribal chieftain and three other family members in an alleged encounter between communist rebels and the Army’s 27th Infantry Battalion in Lake Sebu, South Cotabato on Sunday afternoon, claiming the four were civilians and not members of the New People’s Army (NPA) as alleged by the military.

The military claimed Datu Victor Danyan of Sitio Datal, Barangay Ned in Lake Sebu, chair of the T’boliManobo S’daf Claimant Organization (TAMASCO), his sons Tantan Jr., and Artemio, and son-in-law Dodoy, were NPA members.

TAMASCO has been opposing coal mining and coffee plantation ventures in their village.

DAVAO City––There is a need to intensify counseling services for adolescents and parents to curb the increasing number of youth attempting suicide in Davao Region, an official of the Commission on Population (POPCOM) 11 said.

Citing the Young Adult Fertility and Sexuality (YAFS) study in the Davao Region on “Suicide Attempts, Self-Esteem, Level of Happiness, and Life Satisfaction Among Youth in Davao Region,” POPCOM 11 regional director Bai Agnes Sampulna said in press conference Monday that the suicide ideation among the youth in the region grew faster at 13.4 percent compared to 8.7 percent in the national level in 2013.

PH soldiers undergoing urban warfare training in Singapore Around 40 Filipino troops, some of them veterans of the five-month fighting in Marawi City, are now undergoing urban warfare training with their Singaporean military counterparts.

Lt. Col. Ray Tiongson, Army spokesperson, said the training started Monday and would end on December 15.

He added the training would concentrate on these topics: -Train the trainers training; -Subject matter expert exchanges on urban training facilities; and -Subject matter expert exchanges on urban operations curriculum design.

“The trainings are two-fold, they are going to teach us but we are also sharing what we experienced and learned from Marawi campaign. Learning in this kind of environment, we will be able to enhance our capacity and capability,” Tiongson said.

The Army’s need for more urban warfare training was emphasized during the five-month campaign to neutralize the Maute-ISIS terrorists in Marawi City.

It said youth with suicidal thoughts have lower self-esteem, lower life satisfaction, and are less happy.

Sampulna said the common reasons for the increasing number of children thinking of ending their lives include, among others, poverty, family problems, emotional neglect from parents, sexual abuse and discrimination against bi-

Most of those who committed suicide did it by wrist slashing (62.2 percent) and hanging (22.5 percent), she said.

Sampulna said she is also wary of the growing number of children who engage in premarital sex that can result in unwanted pregnancies because this could also push the young women to commit suicide “because of shame.”

A briefer released by POPCOM 11 showed that 16.7 percent of the youth aged 15 to 19 years old have begun childbearing while 4.4 percent of them have engaged in sex with someone they met online or through text messaging.

Kids, elderly bear brunt of Marawi siege – volunteers

THE siege of Marawi City staged by Islamic Stateinspired militants led by the Maute brothers and Abu Sayyaf leader Isnilon Hapilon may already be over, but more stories of anguish and hardships suffered by civilians are just beginning to unfold.

Khuzaimah Maranda, Project Coordinator of Tapukan Farmers Movement for Progress and Concord Inc., and ta volunteer of Teach Peace Build Peace Movement Lanao Area, last Saturday shared with journalists attending a forum on “Reporting Marawi, Reporting ‘Violent Extremism’” snapshots of the plight of Maranao children whose families spent the first few days of the conflict in their home city.

One of them, a young boy who sold peanuts in Padian in Marawi City, walked towards the highway and reached Marantao town but while there, had to flee because the armed men attacked Marantao, forcing him to move to Bacolod-Kalawi town.

She said another girl from Ground Zero who sought refuge in Balo-i town in Lanao del Norte has been separated from her father for months because as a result of the siege “the father could no longer recognize his children.”

One child saw a militant behead a Christian in Barangay Padian, Maranda said.

Aged between 7 and 13 years old, those children “didn’t expect that war could be this brutal,” she said.

“Another child would faint whenever she heard the song ‘Bangon Marawi’,” she said, adding that she and her colleagues witnessed it themselves.

TALACOGON, Agusan del Sur--Nearly a dozen former members of the New People’s Army (NPA) received an immediate cash assistance from the Provincial Social Welfare and Development (PSWD) during a ceremony held in the town of La Paz recently.

The former NPA rebels, who surrendered to the 26th Infantry Brigade (26IB) recently, received P5,000 each through the government’s Comprehensive Local In-

tegration Program (CLIP).

Aside from the immediate cash assistance, the rebel returnees also undergo livelihood trainings, and will also receive remuneration for each of the firearm that they surrendered.

“Leave the movement and live peacefully with yout love ones,” said Mayor Lim in his speech.

On the other, Col. Andres C. Centino, commander of the 401st Brigade, congratulated the former rebels for taking the step towards a peaceful life and be integrated back to the society.

“The collaboration between the Local Government Units and the Philippines Army in Agusan del Sur continues to come to fruition,” said Centino.

We should not forget that even before the Noynoy Aquino government allowed the use of Dengvaxia as a supposed cure for dengue in the Philippines, many already expressed their opposition to it. The opposition came not only from

Jesus taught that there is absolutely nothing that any person can do, whether it’s going to church or giving money to the poor, that is good enough to reach God’s standard of perfect goodness from the heart.

You see, if God can

forgive and accept me into heaven just because I’m a good person, then Jesus was either a crazy lunatic, or a liar! Because Jesus Himself said that He, God the Son, He had to die and give His own perfect life to pay the penalty for all our wrongs, so He could forgive us and make us His children.

So friend, just going to church cannot save you and me. Giving money to the poor cannot earn us God’s gift of forgiveness and new life.

There is nothing or no one in this world who can make us good enough and acceptable to our perfect Creator…only God the Son Himself.

DPWH orders return of P4.8 billion RROW fund for Region 12 GENERAL Santos City-The Department of Public Works and Highways (DPWH) has pulled out around P4.8 billion in road right-of-way (RROW) funds for Region 12 in the wake of the alleged multibillion scam involving fake claims in this city and the neighboring areas.

Deputy House Speaker and South Cotabato second district Rep. Ferdinand Hernandez said Tuesday DPWH Secretary Mark Villar ordered the return of the funds from the region to the central office pending proper validation of the RROW claims.

He said the move was in response to a letter that he and the eight other House members from Region 12 submitted to Villar regarding the fake RROW claims and settlements in the area.

“He (Villar) pulled out the money so it would be returned to the central office. Right now they’re carefully looking at all the (RROW) claims,” he said in an interview over Brigada News TV here.

Hernandez cited that their July letter focused on the pending P4.8 billion worth of RROW claims in Region 12.

It was signed by South Cotabato first district and General Santos City Rep. Pedro Acharon Jr., Sultan Kudarat first district Rep. Suharto Mangundadatu, Sultan Kudarat second district Rep. Horacio Suansing Jr., Sarangani Rep. Rogelio Pacquiao, Maguindanao first district and Cotabato City Rep. Bai Sandra Sema, North Cotabato first district Rep. Jesus Sacdalan, North Cotabato second district

Rep. Nancy Catamco and North Cotabato third district Rep. Jose Tejada.

The region comprises the provinces of South Cotabato, Sultan Kudarat, Sarangani and North Cotabato, and the cities of General Santos, Koronadal, Tacurong, Kidapawan and Cotabato.

He said the letter was based on a complaint received by Rep. Acharon regarding supposed fake RROW claims and settlements in the city.

Hernandez said they immediately reported the matter to Sec. Villar, urging the latter to look into the complaint to protect government funds.

By then, he said they were informed that the DPWH regional office already received some P4.8 billion for the settlement of pending RROW claims.

Owing to this, Hernan-

dez said they asked Sec. Villar to stop the processing of pending RROW claims involving the P4.8-billion funding until they are convinced of the legitimacy and whether the claimed amounts are reasonable.

“We wanted to make sure that all claims would be properly validated and audited to make sure that the valuations are correct and the money would be paid to the rightful claimants,” he said.

Aside from the pullout of the RROW funds, Hernandez said Villar ordered changes in the procedures regarding the claims.

It involves the conduct of separate stringent validations by the district and regional offices of all RROW claims.

Justice Secretary Vitaliano Aguirre II disclosed two weeks ago an alleged scam involving some P8.7 billion

in RROW settlements in the city and neighboring areas based on supposed fictitious and fabricated documents.

He has directed the National Bureau of Investigation to investigate the scam, which was based on revelations made by whistleblower Rodolfo Catapang Jr. Catapang, who hails from this city, said the fake claims were made by a syndicate that he was previously a part of and allegedly involved prominent personalities, among them Eldon Cruz, brotherin-law of former President Benigno S. Aquino III. The ongoing investigation has included former Department of Budget and Management secretary Florencio Abad and former DPWH secretary Rogelio Singson. (MindaNews)

President Duterte banks on OFWs as Partners of Government

President Rodrigo Roa Duterte on Tuesday, December 5, expressed confidence that he can count on overseas Filipino workers (OFWs) to be partners of government in providing a comfortable life to Filipinos.

“I am confident that you will remain steadfast partners of government in promoting the Filipino’s greatness in the international community,” the Chief Executive said in his speech as he graced the 2017 Model OFW Family of the Year Awards held at Malacañan Palace.

He urged OFWs to work hand in hand with the government in the endeavor to provide a more prosperous and comfortable life for their family and for the future generations of Filipinos.

“By working together, we shall build a Philippines where opportunities abound and citizens are empowered to realize their aspirations,” he said.

During his speech, the President also discussed the measures he implemented to improve the plight of Filipinos working abroad.

“Well, of course ngayon, the first thing that I really did was to order o hintuin itong tanim bala. Let’s start with this, small things,” he said, referring to the alleged bullet-planting scheme in airports.

Construction projects up 1.1% in Q3 2017

MANILA – Approved building permits from July to September 2017 increased by 1.1 percent to 36,076 from 35,684 in the same period in 2016, data released by the Philippine Statistics Authority (PSA) on Tuesday showed.

Although the number of construction projects increased, its value fell by 6.5 percent to PHP72 billion in the past quarter from PHP77 billion in Q3 2016.

Highest number of building permits approved in third quarter (Q3) this year was from residential projects with a total of 26,227 projects or 73 percent of the overall building permits approved last quarter.

Residential projects approved in Q3 2017 amounted

to PHP36.5 billion, lower by 7.9 percent in the same period a year ago.

Non-residential building permits reached 5,231 valued at PHP30.8 billion in Q3 2017 from 4,641 projects at PHP31.8 billion.

Addition to existing structures went up by 17.2 percent to 1,176 projects with a total value of PHP1.0 billion, while alterations and repairs to existing structures likewise increased by 9.5 percent to 3,442 amounting to PHP3.8 billion.

The National Capital Region accounted for the largest number of approved building permits in Q3 2017, sharing 8.5 percent of total construction; followed by Central Visayas, sharing 8.4 percent; and Davao Region at 7.1 percent. (PNA)

LOS BAŇOS, Laguna – The Department of Science and Technology’s (DOST) Industrial Technology Development Institute (ITDI) said Tuesday its cacao processing technologies are at par with ASEAN standards.

DOST-ITDI’s Food Processing Division supervisor, Ma. Dolor L. Villaseñor, said the cacao, including the “tablea” and cocoa, processing technologies are designed to help industry players.

The ITDI-developed technologies and the cacao bean roaster have been devised

to speed up the production and improve the quality of cacao-based chocolate, as well as reduce production costs.

“The cacao processing technology that the DOSTITDI developed can produce cocoa that is smooth and less acidic than the ones commercially available,” Villaseñor said during the DOST-ITDI Technology Offering Series held recently at the DOST complex in Bicutan, Taguig City.

On the other hand, the ITDI-developed cacao bean roaster has better features than the traditional roast-

ers because it is easy to use and affordable at only about PHP600,000, compared to its imported counterpart which costs up to PHP 1 million.

“We’re targeting the local licensed fabricators for this cacao bean roaster technology,” ITDI’s Rufino T. Barcala Jr. said.

ITDI developed the bean roaster to make the equipment locally available and more affordable to the small and medium enterprises (SMEs).

The newly developed technologies are in line with President Rodrigo Duterte’s

call during the ASEAN Business and Investment Summit (ABIS) 2017 to bring attention to investment opportunities and directions for inclusive growth, especially for micro, small and medium enterprises (MSMEs).

According to 2015 data, the country produced 14,000 metric tons (MT) of cacao, 12,000 MT of which came from the Davao region.

Local entrepreneurs can avail of these technologies through licensing agreements with DOST-ITDI, which offers technical services for various industries.

IPs join forum on entrepreneurship BU T UA N C I T Y— T h e Department of Agrarian Reform (DAR) recently conducted an entrepreneurship forum for the indigenous peoples (IPs) to help increase their income from their enterprise operations.

Some 200 IPs belonging to various tribes attended the forum hosted by the DAR’s Project Convergence on Value Chain Enhancement for Rural Growth and Empowerment (ConVERGE), a flagship project of the International Fund for Agricultural Development (IFAD).

DAR Regional Director Felix Aguhob, who is also the project’s Regional Manager explained that ConVERGE aims to promote sustainable livelihood activities of farmers and IPs based on key commodities of Mindanao regions, such as rice, rubber, coffee and cassava among others.

“The forum expects to integrate the IPs in the entrepreneurial activities of ConVERGE. We are targeting not only the IPs

but also the women and the youth to benefit from the project,” said Aguhob.

Aguhob said under the project 30 percent increase in income is expected to include at least 15 percent of the indigenous peoples in areas where it is possible.

IP communities are among the priorities for the implementation of development programs and services under the administration of President Rodrigo Roa Duterte.

In his first State of the Nation Address (SONA) last year, President Duterte recognized the issuances of Ancestral Certificates Domain Titles (ACDTs) to various IP groups in the country that served as legal tools to improve financially, economically and socially their respective communities.

Before this Court verified joint petition for the approval and registration of the Divorce filed by the petitioners and alleging among others.

That petitioners are husband and wife respectively in a marriage performed under Civil rites on April 4, 2008 at Mandaluyong City, both petitioner’s had been converted to Muslim and thereby embraced Islam Religion as their new found faith, by virtue of their respective intellectual choices which were duly registered with this court, both of them can be served with summons and other legal processes relative to this case at their residence at Poblacion Salvador, Lanao del Norte and Purok Manuang, Tubod, Iligan City respectively;

That said marriage did not last long due to lack of love and affection until the relationship manifested incompatibility and sustained misunderstanding between petitioners and reached the point of irreconcilability and they separated from each other for four (4) years,they decided to separate live physically in bed and board thereby, executed Memorandum of Agreement in order to formalize their separation. Since their separation, they had never been communicating or supporting either financially or emotionally to each other,neither minding each other affair’s; Petitioner’s seek judicial decree of divorce, thereby, severing their marriage bond on April 4, 2008, so that they will have free hand to do what a single man or woman could do without marital burdens. Reconciliation between them had already been diligently employed but all proved futile.

WHEREFORE, finding this petition to be sufficient in form and substance, set the initial hearing of this case on December 22, 2017 at 9:00 a.m at which time, date and place. Any interested party may appear and show why the petition should not be granted. Let copy of this Order be published in a news paper of General Circulation in the City of Iligan once a week for three (3) consecutive weeks at the expense of the petitioners.

Davao Light customers experience power interruptions due to heavy rain The heavy rain coupled with strong winds has caused service disruptions in the various areas served by Davao Light and Power Co. yesterday, December 5.

Customers in Bangkal, Matina, Downtown, Buhangin, Sasa and other major areas within the city have experienced power interruptions. Upon survey, tree branches that touched the power lines have been the major cause of the power interruptions. Reported flooded areas as well were manually shut off for safety purposes.

The Davao Light crew tried to restore power at the earliest possible time. However, trimming works have been delayed due to the continued outpouring of rain. The response efforts of the electric ut i lit y’s emergenc y crews were hampered in view of the heavy traffic brought about by flood waters in several main thoroughfares. This resulted to a longer restoration of power in the affected areas.

To avoid this event from happening again, Davao Light urges cooperation from its customers especially to tree owners to allow trimming of their trees and to not plant trees near power lines.

The company has a trimming crew that goes around its franchise to check and respond to vegetation concerns near its power lines. For trimming requests, please contact 229-DLPC (3572).

DAVAO CITY -- The Philippine’s flag carrier expanded its operation in Davao City to accommodate more clients and its adjacent municipalities and provinces.

Philippine Airlines (PAL) president and COO Jaime Bautista said the opening of the new branch is their way of manifesting their commitment to continue serving their riding passengers from Davao and the adjoining municipalities.

PAL now has three branches in Davao City. Davao, he said is PAL’s busiest route with eight daily flights from Manila and two to three flights daily to Cebu.

“We are planning to expand operations in Davao although we already started the Davao-Tagbiliran route,” he said.

He said PAL is planning to operate a Davao-Siargao route as the airline firm eyes to increase its presence from Davao to more destinations in Luzon, Visayas, and Mindanao.

City gears up for lumad caroling DAVAO CITY -- The Davao City Social Services and Development Office (CSSDO) is gearing up for the visit and caroling of lumads in the city.

The different tribes from the city hinterlands and neighboring provinces come down to the big city for their annual caroling despite an assurance from the city authorities that events would be held in their respective communities.

CSSDO head Ma Luisa Bermudo said the social workers are now assessing

the lumads from different barangays since the convergence would start on December 7 and ends on December 20.

“We do it (assessment) simultaneously since last week so that we can execute it smoothly,” she said.

Bermudo said the city would have nine shelter areas in Marilog and Paquibato, even as the CSSDO opened a shelter in Baguio district located in Barangay Tambobong.

PRRD to unveil pro-poor program in Davao DAVAO CITY – President Rodrigo Roa Duterte is expected to attend the launching of “Biyaya ng Pagbabago” (Graces of Change) at the Freedom Park in Davao City on December 9.

The Biyaya ng Pagbabago is an inclusive pro-poor program which stresses grassroots empowerment and participatory governance.

The Biyaya is the Poverty Alleviation Program of the office of the Cabinet Secretary under Secretary Leoncio Evasco Jr. and is aligned with the realization of the objectives of the Philippine Development Plan (PDP) 2017-2022.

The goal of PDP 20172022 is alleviating the poverty rate of the country from 21.6% to 14% or an

estimated 6 million poor at the end of the Duterte administration.

This is achieved through the following outcomes: government services that are more responsive, adequate, effective and timely delivered to those who need it most, raised capacity and empowered communities in participatory governance, an implemented “whole-

government” sector and area specific poverty alleviation strategy.

DOJ orders probe THE Department of Justice (DOJ) on Monday ordered the National Bureau of Investigation (NBI) to investigate the killing of the head of a state-run university here.

In his Department Order 764, Justice Secretary Vitaliano Aguirre II directed the NBI to conduct an investigation and case build-up on the death of Dr. Rotoras, “and if evidence so warrants, to file appropriate charges thereon.”

Aguirre said he has delegated NBI Director Dante Gierran to look into the killing of Rotoras, president of the USTP. He also headed the Philippine Association of State Universities and College (PASUC) at the time of his death.

Rotoras was gunned down by still unidentified assailants outside his home at Golden Glow North, a posh housing subdivision in Barangay Carmen, this city, on December 2.

Aguirre also ordered Gierran to submit a report to the Office of the Secretary on its “current activities related to the implementation of this Order.”

NBI-10 Regional Director Sally Hans Barbaso said that local agents have been deployed to gather information on the case.

“Even before I received the order, we started initial investigation on the case.

We can investigate motu propio,” Barbaso said in an interview Monday afternoon.

Barbaso said the agency is closely coordinating with other law enforcement agencies.

Meanwhile, a holy mass was held for Rotoras at the USTP gymnasium Monday morning.

USTP teacher Nef Luczon said about 2,000 people, composed of the school faculty and staff, students and visitors, occupied the 1,500-capacity facility to attend the mass.

Luczon said Rotoras’ remains will be brought to the USTP gymnasium for viewing on December 6-8.

Work double time Senate President Aquilino Pimentel III has asked the Philippine National Police and other law enforcement agencies to “work double time to arrest the killers” of Rotoras “and unmask the mastermind.”

“I am alarmed and outraged by this latest attack on our law-abiding and dedicated public servants. I urge the police to work double time to arrest the killers and unmask the mastermind,” said Pimentel, who hails from Cagayan de Oro City.

“We are a peace-loving society and killings of this nature must be stopped.

The police must do its job to protect and secure the people against rouge elements of society,” he said,

adding that Rotoras was a “big loss” to the people of Cagayan de Oro City.

Rotoras was president of the USTP since 2006 and was elected president of the Philippine Association of State Universities and Colleges (PASUC) for the fourth consecutive term.

Lawyer James Judith, the legal counsel of city councilors Teodulfo Lao Jr., Enrico Salcedo and Reuben Daba, said they have employed a two-prong approach in addressing the issues now hounding the COWD and its transactions with Rio Verde and MetroPac. Lao is the committee chairman of public utilities, Salcedo heads the cooperative committee, and Daba chairs the social services.

First, Judith said, they wrote the Phil. Competition Commission (PCC) on Nov. 15 asking it to investigate the COWD-MetroPac JVA alleging that “there is the apparent cartelization of the local water industry between the two companies in the purpose of maintaining the desired water rate to their advantage at the rate of P16.35 per cu. m. [cubic meter], thus P5.90 per cu. m. higher than the COA disallowed rate of P10.45 cu. m. and restricting competition for that matter.”

The councilors noted that there may be “collusion” between MetroPac and Rio Verde to “jack up the water rate and restrict the competition.”

They also alleged that COWD and MetroPac did not submit for review and approval to PCC the Bulk Water Supply Agreement (BWSA) the two companies signed.

“MetroPac submitted an unsolicited proposal to COWD and then the BWSA was awarded to them. That sounds like a done deal,” Lao said.

He said they see the JVA as “disadvantageous” since it was not published in local and national papers.

Lao said a public notice should have been published in all the Cagayan de Orobased papers since it’s the city’s residents who are the end-users of the water deal COWD made with MetroPac. But Beja said there were other players who expressed their interest when MetroPac submitted its unsolicited proposal to COWD in 2015.

The proposal mainly offered a joint venture with COWD. According to a report, MetroPac received the notice of award for the bulk water supply project on March 23, which will have a lifespan of 30 years, and renewable for another 30 years.

In a previous interview, Beja has assured the water district will not have the same problems it is experiencing with Rio Verde, saying that although under the JVA COWD will pay MetroPac P16 per cu. m., the utility will not pass it on to its customers.

But with or without the bulk water supply from MetroPac, Beja said the next water rate increase may take effect two years from now.

At present, a residential consumer pays P218 for the first 10 cu.m., or 10,000 liters of water, or 2 sentimos per liter.
