SENATOR Sonny Angara is set to file a Senate resolution seeking to honor the cop who gave his life to save several students from an armed assailant in Misamis Oriental. In filing the resolution, Angara noted how Police Master Sgt. Jason Magno made the ultimate sacrifice when he used his body to cover a grenade thrown by a man, who ran amok inside the Initao College campus in Barangay Jampason, Misamis Oriental. “Master Sergeant Magno responded to the call of duty to protect the lives of civilians. Without thinking of his own safety, he used his body to cover the grenade, saving more lives

but tragically losing his own in the process,” he said in a statement Thursday. “It is only proper that the Senate recognizes Magno for his heroism. It is men like him who represent the best of the PNP (Philippine National Police) and Filipinos as a whole,” Angara said. Magno and Master Sgt. Alice Balido were among the first responders when a man wielding a bladed weapon and a grenade entered the school campus and threatened the students and faculty of the school. Bong Go condemns kidnap-slay of 16-year-old girl in SoCot GENERAL Santos City--Senator Christopher Lawrence “Bong” Go condemned on Thursday the abduction and brutal killing of a 16-year-old girl in Banga town, South Cotabato province. Go called the kidnapping and slaying of Barbie Bernardino Inocencio as very disturbing and urged authorities to give immediate justice to the victim. The senator said he personally followed the case since Barbie was found dead on Wednesday afternoon, two days after she was reported missing. “I called up RD [Police Regional Office-12 director] Corpus while I was in Malacañang last night and offered a P100,000 reward for any information that could lead to the arrest of

the suspects,” he said in an interview over Radio Mindanao Network in Koronadal City. Barbie, a Grade 10 student of the Notre Dame of Banga, was reported missing by her mother late Monday after she failed to return home from school and eventually losing contact with her. She was found past 2 p.m. Wednesday with her hands tied and placed on a sack in a waterway in Purok Bagong Silang, Barangay Punong Grande in Banga. The principal suspect identified as Richard Romo Gumilid, reportedly her mother Babyn April’s boyfriend, was killed in a joint police operation in Isulan town, Sultan Kudarat early Thursday. Go said the incident has

strengthened his resolve to push for the restoration of death penalty for heinous crimes and drug-related cases. “Dapat may balaod para maundang (There should be law to stop these crimes),” he said, adding that he already filed the proposed measure in the Senate. He said the move is being backed by fellow Mindanaon senator Ronald “Bato” dela Rosa and other colleagues in the Senate majority bloc. Aside from Senator Go, an unnamed businessman from Koronadal City, the office of Banga Mayor Albert Palencia and the office of South Cotabato Rep. COTABATO CITY – Anti-narcotics operatives arrested five persons allegedly engaged in illegal drug use and peddling during a law enforcement operation in Barangay Rosary Heights 13, Cotabato City Wednesday. The operation, led by the Philippine Drug Enforcement Agency in the Bangsamoro Autonomous Region in Muslim Mindanao (PDEA-BARMM, resulted in the arrest of five persons inside a suspected drug den around 4 p.m. in the barangay. PDEA-BARMM Director Juvenal Azurin identified the arrested principal suspect as 46-year-old Lovella Fernandez Dela Cruz alias Ella, the alleged drug den maintainer. Also nabbed were her alleged cohorts identified as Sheena Fernandez Dela Cruz, 34; Exel Fernandez Dela Cruz alias Ambok, 18; Jonathan Paraba Dela Cruz, 23; and Jay-Ar Rivera Larinton alias Jayjay, 22. “The operation was launched after receiving information from residents about the existence of a drug den and regular pot session among drug den clients in the area,” Azurin said in a statement. Confiscated during the operation were 11 sachets of suspected shabu, weighing scale, mobile phones, and drug money, he said. The suspects are now in PDEABARMM custody while charges for violation of RA 9165 (Comprehensive Dangerous Drugs Act of 2002) are being prepared against them. Killing the oligarchs

IT’S just like David fighting Goliath. The goliaths here are the oligarchs and how to kill them is a matter that involves political will. They are heartless operators of Maynilad and Manila Water who have been salivating the country’s natural resource (read: water) via onerous deals long time before DU30 came to power. The recent ruling of the Permanent Court of Arbitration in Singapore has surprisingly caught the PH government with its pants down — and out, literally!

And outrage was the only reaction so far of Malacanang over that decision, directing the government to pay Manila Water billions of pesos for the nonimplementation of water rate increases. The irony of it was the stupidity of our lawmakers in entering a contract inimical to the interest of the people. Under our Constitution, all natural resources including water, belong to - and are owned by - the state. It is a given fact that water is for the use, enjoyment, and welfare of the

citizens. No pun intended here but simply for the interest of the greater mass. Water is life and therefore its use is painted with public interest. In fact, water is a privilege and must not be abused by the few, to the dismay of the many. More so, water is not a commodity, but a necessity to stay alive. And most importantly, water is not a money making venture, but a public service per se. In this case, the proper delivery of water, as a basic service has not been fostered but thwarted to the

Master plan

THINK a minute. Ben Banneker was a respected African-American scholar who became a brilliant mathematician, designer and engineer. In fact, Ben was appointed by the U.S. Secretary of State to a top team of engineers to design the master plan for a modern city. The group of international engineers was led by French architect Charles L’Enfant, whose grand plan was to be used for this modern masterpiece that included both artistic beauty and the latest technology in transportation and communication. Unfortunately, for this genius architect L’Enfant, he

soon was accused of trying to control the plan for his own purposes. So before the land had even been surveyed, the chief engineer and architect returned to France, taking the government’s plans with him. With their city plans now gone, the U.S. Secretary of State called an emergency meeting of all the city commissioners and engineers, including Ben Banneker. In the meeting, Ben shocked them all by assuring them that he had thoroughly studied L’Enfant’s maps and plans and Ben was quite certain he could remember every detail. At first, the committee did not believe that anyone

could keep in their mind all the complex designs and drawings of an entire large city! To memorize the architectural details of just one building would be amazing enough. But Ben began to precisely draw all of the original plans he still had in his mind… and that beautiful modern city was built entirely from Ben’s memory, which Secretary of State Thomas Jefferson, who later became the president, had trusted. In fact, you may have even visited this city. For the plans that Ben Banneker carried in his mind were for Washington, D.C., the capital of the United States.

Greetings of Peace to All! Thank God for arriving safely and hope He will keep us safe the rest of the time. Nice to see old faces (as young once upon a time) and new ones (as those who will also grow old) Sixte en ye ars ago, seven networks organized the Mindanao PeaceWeavers (MPW). It took us sometime to find appropriate name for the group. Since we came from different religious and cultural groups, different sectors, different organization with different concerns, we realized that we were a tapestry or i nt e r w ov e n g roup s with common interest for peace, thus MPW.

S ome of t he p e ople who joined us in the launching of the MPW have already returned to their Lord. Those who are alive today are already dyeing. Some are dyeing bl a ck … brow n … ot h e rs are going back to childhood still growing their hair. Others decided to retire for good. But the good news is that many are still very active. The issues then that promp t e d u s t o c om e together included: Pe ace and s e c ur ity : The hostilities and violence created by war. 2 . D i s p l a c e m e nt of communities 3. Structural violence and poverty In response, MPW envisions to promote unity, information-sharing and coordination among peace advocates in the are as of humanit ar i an prote c t i on , p e a c e an d human rights advocacy, peace talks and ceasefire monitoring, and peace building. Today, we are facing

essentially the same iss u e s but u n d e r a n e w political landscape 1. There is a signed peace agreement between the MILF and GPH – the Bangsamoro Autonomous Region in Muslim Mindanao (BARMM) 2. The stalled peace t a l ks b etwe en t he National Democratic Front (NDF) and GPH (Government of the Philippines) in IP areas 3. Martial Law 4. Era of extremism 5. Displacement 6. Poor social cohesion 7. Structural injustices To face these challenges, networks are growing in number, in many cases membership are overlapping or areas of concerns on top of each other or geographical operation crosscutting each other. As we attempt to s t re n g t h e n o u r M P W, we need to consider all these emerging developments. After 16 years, we can ask ourselves, what have we contributed to achieve

our goal; 2. What are our strengths and what had been the best practices that we can continue; 3. We ask ourselves, w hich way now? C onvergence, collaboration, identifying our niche, or finding where we can be of relevant and effectivewhere we are good at; 4. What do we want to achieve in the coming years 5. What shou ld t he n atu re of M P W b e t o achieve that goal? 6 . Id e n t i f y p o w e rinterest groups that we can work with. 6th ID produced 677 new breed of soldiers CAMP SIONGCO, Maguindanao – The 6th Infantry Division welcomed the 677 new breed of soldiers as they graduated from military training today, November 28, 2019, at Barangay Semba, Datu Odin Sinsuat, Maguindanao. 6th Infantry Division and Joint Task Force Central Commander Maj. Gen. Diosdado C. Carreon graced the graduation ceremony of Candidate Soldier (CS) Classes 575, 591, 599, 600 and 601 of 2019. The Candidate Soldiers took their oaths last June 1, 2019 composed of 600 males and 85 females, where 299 came from 52nd Engineer Brigade in Bukidnon, 12 from 54th Engineer Brigade in Zamboanga City, 16 from 4th Infantry Division in Cagayan de Oro City, 10 from 10th Infantry Division in Compostela Valley, 15 from 11th Infantry Division based in Sulu, and 323 from

the 6th Infantry Division in Maguindanao. After they underwent 6 months of rigorous military training, 677 have passed and completed the training composed of 592 males and 85 females. Their training was divided into 3 phases facilitated by the Division Training School of the 6th ID, which are the Transfor-

Gov’t exploring all options in water deals: DOJ JUSTICE Secretary Menardo Guevarra on Thursday said the government is exploring its options in provisions found within the agreements between the government and water concessionaires Maynilad and Manila Water. In a message to newsmen, Guevarra said the government is “more interested in getting a new deal than in compromising the arbitral award” issued by the Singapore arbitration center which awarded billions to the firms. Guevarra stressed that the contracts are not ironclad and noted that “there is a contractual provision on amendments to the concession agreement”. The DOJ chief likewise explained that under law, the government cannot be held hostage to unlawful provisions. “The state is not estopped by the mistakes of its agents, especially if the acts committed are constitutionally or legally infirm. and the statute of limitations does not apply if the act sought to be set aside is void for being contrary to law or public policy. In any event, there is a standard separability clause that leaves other valid provisions effective,” Guevarra said. “Our legal remedies are not mutually exclusive,” Guevarra said, noting that the Office of the Solicitor General is contemplating judicial remedies locally and/or abroad. BSP bags first and only Civil Service Gold Award for HR management

THE Bangko Sentral ng Pilipinas (BSP) received the first ever “Gold Award” for human resource (HR) management from the Civil Service Commission (CSC) during ceremonies held on 28 November 2019 in Puerto Princesa City, Palawan. BSP Governor Benjamin E. Diokno said, “With this award, we accept the CSC’s challenge that we at the BSP should not rest on our laurels, but instead, continue to be bold and relentless in finding ways to improve our services, both internal and external.” The central bank bagged the award under CSC Resolution No. 1900822 dated 16 July 2019, after qualifying for the highest maturity level of 4 under the CSC’s Program to Institutionalize Meritocracy and Excellence in Human Resource Management (PRIME-HRM) in government agencies. Established in 2012, PR I M E - H R M ai ms to transform government HR management from being

administrative and transactional to being strategic and developmental, particularly in the four core areas of Recruitment, Selection and Placement; Performance Management; Learning and Development; and Rewards and Recognition. Under CSC rules, receipt of level 4 under PRIME-HR means a government agency’s processes are focused on continually improving performance through both incremental and innovative improvements; quantitative process improvement objectives are regularly updated to reflect changes in agency objectives and are used to manage process improvements; HR is helping drive the agency’s business decisions on people, data, and insight; and HR strategy is part of the agency strategy. MANILA -- The rise of the November 2019 inflation rate will be among the factors that Philippine monetary officials will look into during their last policy-rate setting meet for the year on December 12. Bangko Sentral ng Pilipinas (BSP) Governor Benjamin Diokno, in a tweet after the release of the November 2019 inflation report Thursday, said the 1.3 percent inflation in the 11th month this year is within the central bank’s forecast. He is referring to the 0.9-1.7 percent projection of the central bank for the

November 2019 inflation rate. He explained that the latest figure, which is higher than the 0.8 percent last October, “accords with (the) outlook of a gradual pickup to target midpoint in 2020-21.” T h e p ol i c y - m a k i ng Monetary Board (MB), in its rate-setting meet last November 14, slashed the central bank’s average inflation forecast for this year to 2.4 percent from 2.5 percent but kept the 2.9 percent average inflation forecast for the next two years. “BSP’s Monetary Board will consider new data and potential risks at its meeting next week on 12 December 2019,” Diokno added. Relatively, the BSP, in a statement, attributed the faster inflation rate last November to higher prices of electricity, liquified petroleum gas (LPG), gasoline, and select food items. DTI inks partnership with PACUCOA to promote Philippine Quality Award in Educational Sector

THE Department of Trade and Industry (DTI) enters into a partnership agreement with the Philippine Association of Colleges and Universities Commission on Accreditation (PACUCOA) in a bid to promote the Philippine Quality Award (PQA), the highest level of national recognition for exemplary organizational performance, to higher educational institutions (HEIs). The Memorandum of Agreement (MOA), which was signed by DTI Undersecretary Rafaelita Aldaba and PACUCOA Chairman Dr Conrado E. Inigo, Jr. during the 30th General Assembly of PACUCOA members, outlines the areas of collaboration between both parties, particularly

in the promotion of PQA framework to PACUCOA member institutions, training of accreditors to become PQA assessors, and alignment of PACUCOA accreditation standards to PQA Criteria, among others. “We recognize PACUCOA as our major partner in advocating quality and performance excellence in the educational sector. Both the DTI and PACUCOA believe that continuous improvement is key to achieving high standards of education among its members. By aligning the PQA Framework with the PACUCOA Accreditation Standards, we can ensure that the gauge of performance and quality for colleges and universities is comparable with the global

We envision the alignment of PQA Framework and PACUCOA Accreditation Standards as a starting point to foster the culture of innovation in colleges and universities in the country. With this, we aim to attract more schools to participate in the PQA assessment process.” Competitiveness Bureau Director Lilian Salonga said. The PQA has Education Criteria for Performance Excellence, which specifically caters to the educational sector, includes seven integrated and interconnected categories, namely: 1) Leadership; 2) Strategy; 3) Customers; 4) Measurement, Analysis, and Knowledge Management; 5) Workforce; 6) Operations and 7) Results. Since the establishment of PQA, there were 13 academic organizations that have been recognized for Mastery, Proficiency, and Commitment to Quality Management levels of recognition. (see list below) PACUCOA, on the other hand, is a governmentrecognized accrediting organization that provides quality, relevant, effective and timely accreditation

services to educational institutions through highly professional board of directors, accreditors and secretariat, and updated, accurate and clean accreditation materials, which meet local and global requirements. As of 2019, PACUCOA has 210 accredited institutions and 1,842 accredited programs nationwide. PACUCOA was a recipient of PQA Recognition for Commitment to Quality Management in 2013. issued by President Fidel V. Ramos on October 3, 1997, the Philippine Quality Award is given to organizations in the private and public sectors which excel in quality and productivity. Lanao Sur provincial govt bucks military camp in Marawi CAGAYAN de Oro City-Saying that it would create animosity and hostility, the provincial government of Lanao del Sur added its voice to the growing opposition to the establishment of a new military camp in Marawi City. In a resolution passed last Monday, the Lanao del Sur provincial board rejected the military’s plan to set up a new camp on top of the old City Hall in Marawi. “A new military camp may create animosity towards the military, offend cultural sensitivities and transgress private rights,” the board resolution said. Gov. Mamintal Adiong Jr. also signed the resolution of the Sangguniang Panlalawigan. Adiong and the provincial board asked President Rodrigo Duterte to reconsider the planned establishment of a new camp “or at

least modify it.” Task Force B angon Marawi chair Eduardo del Rosario said the military plans to set up a ten-hectare camp on the east side of Marawi on top of the old City Hall. Del Rosario said the new camp, which will house an Army battalion, will provide an additional security for Marawi City to prevent a repetition of the 2017 siege when hundreds of Maute-ISIS militants were able to control the city for five months. “There will be now two camps in Marawi. The new camp will guard the east side while the old camp where the 103rd Infantry Brigade is located will be on the west side,” Del Rosario told reporters in Cagayan de Oro last week. Del Rosario said a technical panel from the Armed Forces of the Philippines is now reviewing the feasibility

of the new camp. He said it would be up to the panel to approve or reject the new military camp. Marawi residents have criticized the establishment of the new camp saying that the money that would be spent for it should be given to affected residents who have yet to return to the former Main Battle Area (MBA). Maranao groups have gathered more than 100,000 signatures from residents who signified they are against the establishment of a new camp. Aside from the Lanao del Sur Sangguniang Panlalawigan, the Bangsamoro Transition Authority of the Bangsamoro Autonomous Region of Muslim Mindanao and the Marawi City government also passed resolutions opposing the military camp.
