Arrest warrant vs. transport leader based on ‘rule of law’

MANILA -- The warrant of arrest issued against Pinagkaisang Samahan ng mga Tsuper at Operator Nationwide (PISTON) national president George San Mateo is based on the rule of law and not a form of harassment or intimidation as claimed by a certain

activist group, Malacañang said Tuesday.

A Quezon City court has ordered the arrest of San Mateo for leading a transport strike on Feb. 27, 2017.

“I think he was warned that as a holder of a franchise, a certificate of public convenience (CPC), it is criminal and it is illegal for them to participate in any tigil pasada,” he said.

CAGAYAN de Oro City -- Members of the New People’s Army (NPA) attacked the Municipal Police Station (MPS) of the town of Binuangan, Misamis Oriental province, around 3:15 a.m., Sunday, December 3, wounding four police officers.

A report from the Regional Police Office 10 (

Xavier Ateneo, Climbs Insurance Coop ink partnership to offer executive education program

Xavier University - Ateneo de Cagayan and Climbs Life and General Insurance Cooperative joined forces to design the modules for an executive education program to respond to the training needs of coop leaders.

In the signing of the memorandum of agreement on November 21 at The VIP Hotel, the two parties agreed that the executive education program will be conducted

by Xavier Ateneo’s School of Business and Management through the Climbs Institute of Financial Literacy.

“Xavier is very pleased that we have entered into this partnership with the Climbs.

One of the key principles of the Jesuit mission is lifelong education and part of it is offering executive education programs,” said Xavier Ateneo president Fr Roberto "Bobby" C Yap SJ. “We are happy that we are doing this with the Climbs. ...

Xavier believes in the values of cooperatives . Through this executive education

program, we will be able to improve the financial literacy and management of our coops,” Yap added.

“We embark on this program precisely to help our coop leaders, members, and their management staff to enhance their [management]

Kidapawan City Councilor Ruby Padilla-Sison confirmed the release. She and some members of the Sangguniang Panlungsod joined the group who witnessed when the NPA rebels turned over Catalan to his family.

Sison said the top ranks of the NPA issued the release order after they found no reason to continue holding Catalan as a prisoner of war.

They said they have waited for so long after the NPAs released on Sept.

Clashes force 11,600 residents of remote NPA frees NorthCot cop Maguindanao town to leave homes held captive for 110 days KIDAPAWAN CITY – As most relief efforts are focused on Marawi, 11,600 people have also been displaced from their homes for months in a remote municipality of Maguindanao due to armed clashes.

Tomoko Matsuzawa, head of the International Committee of the Red Cross’s (ICRC) office based in Cotabato City, said the evacuees come from the municipality of Shariff Saydona Mustapha, a municipality created only in 2009.

Data from the local police showed the residents were displaced by the ongoing fighting between government forces and armed groups operating in the area.

The clashes, w hich started last August, were also monitored in Barangay Salbu in Datu Saudi Ampatuan, Barangay Pagatin in Datu Salibo, and villages from Mamasapano and Shariff Aguak, all in Maguindanao.

On Saturday, Matsuzawa said the ICRC, with support from the Philippine Red Cross, provided the IDPs food and other supplies, which would last at least 15 days.

Matsuzawa said that while the attention over the recent months has been mostly focused on the Marawi conflict, several communities in Maguindanao have also been seriously affected by armed clashes.

“We remain concerned about their plight as they have been displaced for more than three months,” she said.

The evacuees had been

deprived of basic necessities as intense fighting continues in the area, the ICRC said.

Some residents, however, had returned home to plant rice and other crops but are staying closed to the roads so they could flee anytime the clashes would erupt, the ICRC added.

“These families have reduced the number of meals to two per day, and also limited them in variety. It is important that as people try and restore their lives, they receive basic support to do so,” Matsuzawa said.

PH ranks low in innovation index—PIDS The Philippines needs to beef up its innovation capacity. Recent data show it has not scored well in the Global Innovation Index (GII), ranking fifth among seven ASEAN memberstates and 73rd among 127 countries.

According to Philippine Institute for Development Studies (PIDS) Senior Research Fellow Jose Ramon Albert, this po or p erformance can be attributed to the low amount of public expenditures on research and development (R&D), inadequate number of research scientists and engineers, inadequate infrastructure,

restrictive regulations that hamper the conduct of research, and the weak linkages of firms engaged in innovation activities with government and the academe.

“While the Philippines has had a slight increase in R&D expenditure as a percentage of the gross domestic product (GDP) in recent years, it spends only less than a fifth of one percent of the GDP,” Albert explained further during the seminar on Measuring and Examining Innovation in Philippine Business and Industry held at PIDS recently.

The United Nations

Educational, Scientific, and Cultural Organization recommends that developing countries spend one percent of their GDP on R&D, Albert said. The Philippines’ spending level falls below that of Singapore (2.4%) and Malaysia (1.3%) and even that of Thailand (0.5%) and Viet Nam (0.2%).

Albert noted that the low spending issue on R&D activities is an old concern that reflects the little priority to science, technology, and innovation in the country.

To foster innovation in the Philippines, Albert, citing his 2015 Sur vey

of Innovation Activities, stressed the importance of human capital investment.

“R&D spending will have little impact without a vast pool of well-trained engineers and scientists, and human resources. For instance, China’s progress can partly be attributed to its decision to open up to innovation and invest in human capital,” he said.

According to Albert, the government will need to actively promote the free exchange of ideas and flow of knowledge from outside companies.

“Establishments, especially large firms, need to be stimulated to cooperate for innovation rather than being averse to networking with their competitors.

Improving networking and promoting linkages and collaboration among the government, industry associations, and universities and research institutions must be pursued vigorously and should be given far better budgets than what is currently available,” he said.

Further, Albert proposed that government should look into regul ator y f r ame work s , as regulators may have a tendency to focus more on implementing regulations (that may not be always applicable to changing environments) than prioritizing the ultimate goal of public welfare.

“One can only look at the current regulator y scrutiny of the LTFRB over Grab and Uber, as an

example. Regulators and legislators have to seriously examine the extent to which regulations are becoming barriers to innovation and encouraging monopolistic positions in a market,” he commented.

Albert also urged the adoption of a ‘whole of gover nment appro ach’ to widely promote and encourage innovation in the Philippines.

“National government agencies, local government units, and legislators need to work in tandem with academe and the business sectors to foster innovation. The government needs to provide more leadership in bringing people and institutions together, and it is important to have one voice over the cacophony of discordant voices we may hear from various government entities,” he pointed out.

In particular, Albert enjoined government to focus on: (a) removing barriers and bottlenecks to innovative initiatives in regulatory frameworks; (b) providing meaningful and impactful support to innovators; (c) investing in required technology, research infrastructure, and R&D researchers; and (d) carrying out appropriate reforms in education, the investment climate, and trade.

Halal chicken factory to rise in Maguindanao BULUAN, Maguindanao -- Local officials here are set to inaugurate the firstever “pure” halal dressed chicken factory being built in this provincial capital town.

Maguindanao Boardmember Jazzer Mangudadatu said the halal dressed chicken production area will be the first of its kind in Maguindanao, in the Autonomous Region in Muslim Mindanao and probably in the country.

The provincial lawmaker toured local journalists to the factory site on Sunday. He said the facility is expected to be completed before the end of this year and to be inaugurated in February to coincide with the 3rd “Inaul” (Muslim Woven Cloth) Festival.

Once operational, the young Mangudadatu said the factory could process an average of 30,000 pieces of dressed chicken daily.

ASEAN experts gather in Laoag City to tackle urban resilience to climate disasters Research and development experts from across Southeast Asia will gather in Laoag City this week to participate in a three-day regional forum focusing on the need to build more resilient cities amid the challenges posed by climate change.

The forum, dubbed the ASEAN 2017 Forum on Urban Resilience to Climate Change and Disaster Risk Reduction Management Strategies, will be held on December 5-7 in Laoag City.

Department of Environment and Natural Resources (DENR) Secretary Roy A. Cimatu said the forum would serve as a platform for ASEAN countries to discuss plans on attaining urban resilience to climate change and disaster risks.

The DENR is organizing the forum through its Ecosystems Research and

Development Bureau (ERDB), as part of the events celebrating the 50th founding anniversary of the ASEAN, which is being hosted by the Philippines.

With populations in urban centers worldwide expected to balloon to at least 2.5 billion by 2050, urban resiliency has become an urgent agenda, according to Cimatu.

“Urban populations are drivers of global warming and, consequently, climate change. Disasters are happening, and we may yet experience more if we continue with our current practices,” he stated.

Studies have shown that more than half of the world’s population is in cities and this could increase up to 66 percent by 2050.

Cities also use

about 75 percent of all natural resources while contributing to 67 percent of energy consumption and 71 percent of carbon emissions.

“The effects of our decisions and actions as part of an urban ecosystem transcend boundaries. We need to discuss the vulnerability of urban areas, and we need to discuss it now in this forum,” Cimatu stressed.

The forum will open with messages from the host country’s officials and dignitaries, including Cimatu, Philippine ASEAN representative Ambassador Elizabeth Buensuceso, and Ilocos Norte Governor Imee Marcos.

The opening ceremonies will be followed by plenary sessions on climate change impact assessment, green growth strategies, policies, and disaster risk reduction

management strategies, along with the opening of an exhibit on urban resilience.

Top ASEAN urban resilience leaders have been invited as speakers and facilitators in the forum, which is divided into four main sessions.

The first session will discuss tools and methodologies in assessing climate change impacts, with topics touching on air, water use, river pollution, industrial greenhouse gas emissions, and landslide vulnerability.

Session Two is on urban resilience and green growth strategies.

Before this Court verified joint petition for the approval and registration of the Divorce filed by the petitioners and alleging among others.

That petitioners are husband and wife respectively in a marriage performed under Civil rites on October 16, 1999 at Iligan City, both petitioner’s had been converted to Muslim and thereby embraced Islam Religion as their new found faith, by virtue of their respective intellectual choices which were duly registered with this court, both of them can be served with summons and other legal processes relative to this case at their residence at Purok 4, Buru-un, Iligan City respectively;

That said marriage did not last long due to lack of love and affection until the relationship manifested incompatibility and sustained misunderstanding between petitioners and reached the point of irreconcilability and they separated from each other for seven (8) years,they decided to separate live physically in bed and board thereby, executed Memorandum of Agreement in order to formalize their separation. Since their separation, they had never been communicating or supporting either financially or emotionally to each other,neither minding each other affair’s; Petitioner’s seek judicial decree of divorce, thereby, severing their marriage bond on October 16, 1999, so that they will have free hand to do what a single man or woman could do without marital burdens. Reconciliation between them had already been diligently employed but all proved futile.

WHEREFORE, finding this petition to be sufficient in form and substance, set the initial hearing of this case on December 28, 2017 at 9:00 a.m at which time, date and place. Any interested party may appear and show why the petition should not be granted. Let copy of this Order be published in a news paper of General Circulation in the City of Iligan once a week for three (3) consecutive weeks at the expense of the petitioners.

It is a reality that most of the time, the importance of extra-curricular activities is often disregarded by students and even by the parents. That is why there is a need for teachers to orient parents and learners well about the true value and benefits of participating in extra-curricular activities in school. The problem is that most of the time, parents have misconceptions that joining extra-curricular activities is an interruption or distraction to the students’ academic undertakings.

Parents would think that extra-curricular would only minimize students’ concentration and interest towards their studies and their focus would be deviated into something that is less worthwhile. The operating teams in the Joint Anti-Criminality and Terrorism Operation on Saturday arrested five wanted persons. The wanted persons were identified as Mary Joy Collado; Elmer Ibia for grave slander;

DAVAO CITY – The Office of the Participatory Governance and the different chapters of the Kilusang Pagbabago kicked off Friday the Biyaya ng Pagbabago caravan in Ifugao, Mountain Province and will end in Davao City on December 9.

Undersecretary Joselito Libres said the caravan brings government services and programs to the people.

Biyaya, which means gift, is part of the vision of the Duterte administration for greater people participation for economic inclusivity and foster participation in governance.

Biyaya ng Pagbabago is spearheaded by the Office of Cabinet Secretary Leoncio Evasco, who heads 12 agencies, such as the Philippine Coconut Authority, National Housing Authority, among others.

The caravan involves a multi-sectoral and multiagency service. It brings programs to the grassroots so that people know how to access them, claim the benefits of government programs especially livelihood.

“If people know how to access the different programs of the government especially those in the rural communities, they will be liberated from poverty,” Libres said.

“The President is persistent in addressing the issue of poverty,” he added.

The Biyaya ng Pagbabago partners with Kilusang Pagbabago (KP) in delivering the government programs.

Alexander “Rocky” Balili, lead convenor of KP, said KP is a mass convergence of people and organizations from the grassroots, Indigenous Peoples and the Urban Poor. KP is more known as support groups of President Rodrigo Duterte’s campaign against illegal drugs, criminality, corruption, and poverty.

“It is an organized sector affected by poverty. We train people on how to access government programs,” Balili said during the Kapihan sa PIA Friday.

Balili said a nation is mature if people are more educated and successful if people are active in claiming government programs.

He, however, admitted educating and teaching the people to claim government programs require hard work.

But Libres and Balili said the administration achieved first steps in fulfilling campaign commitment that would liberate people from poverty.

Balili hinted at the President’s fight against corruption by minimizing service delivery mechanism; implementing the 72-hour period of processing documents; the Lingap program of Davao is now offered to indigent families nationwide; and the download of projects are done directly to the people instead of the local government units.

The attacked was led by Manuelito Satur alias “Ka Musong” and a.k.a. Jakem of SDG GF4B and Platoon ADA led by Oscar Romania, alias “Amboy” and platoon PPH led by Alias “Makong Mansigyaw,” Gonda said.

“The NPA terrorists failed on their attack on the police station (Binuangan MPS) and failed to get their (policemen) firearms, and retreated to the hinterlands, because our PNP personnel fought hard and defended their police station despite the NPA strength,” Gonda said.

The Wounded in Police Operation (WIPO) due to shrapnel from the M203 Riffle grenade coming from the NPA attack were identified as Police Senior Inspector Dante Hallazgo, chief of police, Senior Police Officer 1 Ramonito Zambas, Police Officer 3 Alberto Bernadas and Police Officer 1 Joshua Satur.

“An undetermined number of NPA terrorists were wounded, as blood stain evidence where left at the withdrawal route of the enemy. The enemy withdrew utilizing two forward trucks, forcibly taken, traversing the route going to Barangay Kitamban, Misamis Oriental,” Gonda said.

Personnel from the Misamis Oriental Police Provincial Office, along with those from the Regional Mobile Force Battalion (RMFB), Provincial Mobile Force Company (PMFC) and from the Provincial Intelligence Branch (PIB) immediately reinforced the station under attack and conducted hot pursuit operation.

Police Chief Superintendent Timoteo G. Pacleb, regional director of PRO-10, directed the “strengthening and hardening of targets” as security measures in all camps, police stations and vital installations, even as he urged the “will to fight” to defend police stations at all cost.

Pacleb, who immediately visited and conducted ocular inspection and checked the welfare of the Binuangan MPS personnel, express his profound gratitude to the police personnel of Binuangan for a “job well done in fighting the NPA terrorist during their attack at Binuangan Municipal Police Station.”

The 4th Infantry Division of the Philippine Army, based in this city, for its part, said, “This another failed terror attack is a big

slap to the NPA leadership.

Emano, however, credited the SGLG award to the people of Misamis Oriental and to the entire workforce of the provincial government.

In accepting the SGLG award, Emano expressed the gratitude to the dedication of the provincial government employees, the SGLG award could never be attained. Emano admitted that without the cooperation of the people of Misamis Oriental, the SGLG award would be impossible.

Indeed, one of the important factors of a successful governance is the cooperation of the constituents.

Without the cooperation of the people, no amount of effort could succeed. Nevertheless, the cooperation could only succeed when the people believed and trust the leadership.

In a governance where the officials are perceived to be corrupt, the people would always suspect the good intention of the public official.
