4ID slams NPA for minor’s death CAGAYAN de Oro City-The 4th Infantry Division (4ID) of the Philippine Army condemned the New People’s Army (NPA) for the death of a minor combatant in a fresh encounter sitio Shiohan, Barangay Malinao, Gingoog City. Last November 30, the troops of 23rd Infantry “Masigasig” Battalion, 402nd Infantry “Stingers” Brigade under the 4ID encountered a group of Communist NPA Terrorist (CNT) in the hinterlands of sitio Salvacion, Barangay Manila de Bugabos, Butuan City that resulted in the death of a 16-year-old Litboy Talja Binongcasan. BUTUAN CIT Y – The province of Surigao del Sur needs more classrooms and teachers to meet the growing educational need as the population in the province is fast increasing. This was emphasized by Surigao del Sur 1st District Representative Prospero A. Pichay, Jr., in an interview

with Philippine News Agency on Sunday (December 1). “My priorities for next year will be on education and health,” Pichay said. Pichay added that the new budgeting scheme of the government, which is on a cash basis, added difficulties in getting more classrooms to build and new teachers to hire.

“Before we used to get around 20 to 30 classrooms. Now we only got five classrooms,” Pichay said. He emphasized that the population in Surigao del Sur is fast increasing, considering that the province is among the fastest-growing community in the country. “In 2017, we have 200 new items for teachers in elementary and high school.

This year we only got around 20 items for teachers,” Pichay said. Next year, he said Surigao del Sur will be allotted with a small number of new items for teachers. “I cannot understand the logic. CAGAYAN DE ORO CITY-The Department of Trade and Industry (DTI) Northern Mindanao is preparing to complete the establishment of all Negosyo Centers in the region by 2020. This was announced during the first Regional Negosyo Center Conference held on November 26 in Mallberry Suites Business Hotel, Cagayan de Oro City. Negosyo Center is DTI’s program responsible for promoting ease of doing business and facilitating access to services for Micro, Small and Medium Enterprises (MSMEs). DTI is keen on achieving its target of opening 94 Negosyo Centers with 85 already established across the region: 5 in Camiguin, 21 in Bukidnon, 20 in Lanao del Norte, 13 in Misamis Occidental and 26 in Misamis Oriental. On the other hand, no less than P10,481, on average, was needed to meet both the basic food and non-food needs of a family of five in a month. This amount is the poverty threshold. Food threshold is the minimum income required to meet the basic food needs, satisfying the nutritional requirements set by the Food and Nutrition Research Institute (FNRI) to ensure that one remains economically and socially productive. On the other hand, the poverty threshold is the minimum income required to meet the basic food and non-food needs such as clothing, fuel, light and

water, housing, rental of occupied dwelling units, transportation and communication, health and education expenses, non-durable furnishing, household operations, and personal care and effects. Poverty incidence is the proportion of poor families to the population; those whose income falls below the poverty threshold or those who cannot afford to provide for their basic needs. BAPS brings a drastic drop in poverty rates Migz Zubiri disclosed that the province of Bukidnon made quite a jump in the Poverty Survey after the 1st Bukidnon Anti-Poverty Summit was convened in 2016, where convergence strategies were formulated

This is a venue where we can exchange ideas; set aside politics and find commonalities in our desire to help the people of Bukidnon; forge partnerships among our local government units and national government agencies; work in close partnership with the private sector and civil societies and strengthening these linkages with various programs,” he said. VALENCIA CITY, Bukidnon--The Philippine Statistics Authority (PSA) reported that the latest results of Poverty Incidence Survey lifted out the province of Bukidnon from the top ten on the list of poorest provinces. In a report during the 2nd Bukidnon Anti-Poverty Summit (BAPS) 2019 led by Senate Majority Leader Juan Miguel “Migz” Zubiri in Valencia City on November 8, Supervising Statistical Specialist Brenda Lynn Castro of the Philippine Statistics Authority said Bukidnon ranked 19th in 2018—from No. 4 in 2015—on the list of poorest provinces in the whole country. She said that four of the five provinces in Northern Mindanao showed a

decrease in poverty incidence. These provinces are Bukidnon, Camiguin, Lanao del Norte, and Misamis Occidental. “Of these provinces, Bukidnon posted the biggest drop of poverty incidence, bringing down to 32.1 percent in 2018 from its recorded poverty inci-

DENR 10 intercepts wing van truck loaded with illegally cut forest products

DEPARTMENT of Environment and Natural Resources Region 10 (DENR 10), through its Community Environment and Natural Resources Office (CENRO) of Initao, intercepted a Wing Van Truck loaded with illegally cut forest products coming f rom Talakag, Bukidnon on November 29, 2019. Personnel from CENRO Initao and Philippine National Police (PNP) Lumbia Station intercepted the truck loaded with assorted sizes of illegally cut logs at around 5:00 AM following an information they have received from a concerned citizen dawn of the same date. Based on the Police Blotter, the intercepted truck is registered under the name of Mr. Dwight Cezar O. Sambulay from Block 9 Lot 23 Scions Kauswagan, Cagayan de Oro City. Upon arrival of the responding PNP personnel, the unidentified driver of the said truck had already evaded and left his driven truck which is now in the custody

of DENR 10 CENRO Initao along with the illegally cut forest products. Mr. Gerry C. Palarca, Forest Ranger of DENR 10 CENRO Initao, said that the truck was intercepted after the driver failed to present any valid documents to prove that the transport of the logs was legal. In a statement, Secretary Cimatu said that the intention of the agency is to maintain the forest and the only way to fulfill this is to prohibit the cutting of native and indigenous trees. In doing this, culprits must be apprehended. The strategy enunciated by Secretary Cimatu is to concentrate on illegal logging activities by being relentless in apprehending the illegal loggers. “If prevention fails, we apprehend,” he added. #TayoAngKalikasan

Compressed workweek voluntary; no cuts in benefits - DOLE

THE labor department yesterday reminded the private-sector workers and employers that the compressed workweek should be based on voluntary agreement of both parties and that it should not result in diminution of the existing benefits of the employees. Labor Secretary Silvestre Bello III said there is an existing DOLE advisory which recognizes the agreement between employer and the employees to implement the compressed workweek. “The compressed workweek is not mandated, but we have existing guidelines on this. Its effectivity and implementation should be voluntary. We do not force them to implement the work scheme, because this is part of management prerogative. Both parties have the autonomy to reach an agreement as long as it does not violate our labor laws,” Bello said. Also, the benefits of the employees should not be reduced due to the implementation of such work arrangement, he added. Department Advisory No. 4 Series of 2010 defines the compressed workweek as a flexible work arrangement where the normal workweek is reduced to less than six days, but the total number of work hours per week shall remain. The normal workday is increased to more than eight hours, but not to exceed 12 hours, without corresponding overtime premium.

The concept can be adjusted accordingly depending on the normal workweek of the company, the advisory further states. There are a lot of considerations in adopting flexible work arrangements, but Bello said the scheme aims to improve business competitiveness and productivity. It also aims to give both employers and employees the flexibility in work hours which is compatible with business requirements and the employees’ need for a balanced work-life, he added. He also said that in case there are complaints, the company and the workers may agree to revert to the previous normal work arrangement. aldm

How You Can Minimise Plastic Usage

MINIMISING our use of plastics means looking for all the ways plastics have infiltrated our daily lives. From shopping bags to food packaging to bottled drinks, there are opportunities in many areas of your life and travels to limit your use of disposable plastics. Although there are exciting innovations underway aimed at undoing some of the damage from plastics in the environment, travellers still play a very important role in limiting the amount of plastic consumption in T&T. Here are four ways to lower your impact on the countries and communities you visit on your travels. Bring your own water bottle. Buy a portable water bottle and then invest in travel-sized water purification systems. Options

include: decontamination tablets, sterilizing through UV light (like the SteriPEN), and filtering straws (like the LifeStraw). Research the differences in water purification options and select the one that fits your travel style. Buying and disposing of bottled drinks accounts for a huge portion of plastic consumption when travelling. Disrupting this habit makes a powerful statement about your commitment to minimising your use of plastics. Carry your own collapsible tote. Just as grocery stores are pushing for shoppers towards reusable bags, you can carry a tiny tote in your purse and use it when buying souvenirs. Many of these totes fold into themselves, making it compact way to eliminate the need for de-

structive plastic shopping bags — which you likely don’t need anyway once you’re back at the hotel packing your suitcase! Refuse small shampoo bottles from hotels. Invest in quality reusable toiletry containers and refuse the single-use shampoo and soaps provided by the hotel. Since it’s difficult to avoid using plastics altogether, it’s important to assess the amount of plastic per use. Using your own containers is an effective way to ensure you’re limiting the amount of plastics you consume on vacation. Recycle when possible. Look for opportunities to throw recyclables in designated bins, or ask if your hotel has a recycling programme. Often, even if the city or town does not offer recycling

programmes, your guesthouse or hotel collects and recycles plastics. If that’s the case, toss plastics in your bag throughout the day and recycle once back at your accommodations. We are all charged with protecting the planet from the devastating effects of plastics. Cousteau summed it well: “No matter how remote we feel we are from the oceans, every act each one of us takes in our everyday lives affects our planet’s water cycle and in return affects us.” Consider the magnitude of the plastics problem, and take steps to reduce your plastics consumption.

You want to become a priest? JUST visited a seminary recently. It moved me to see a good number of young boys dreaming of becoming priests one day. I consider it a miraculous phenom, since who in the world today, in his right mind, so to speak, would like to become a priest? Priesthood is nothing less than hard, thankless labor from Day 1 up to the end. There´s celibacy, there´s endless requests for this and that, duties and responsibilities far outrun rights and comforts. Priests are supposed to be everything for everyone, for they are meant to embody no less than Christ himself, and not just any Christ, but Christ as head of the Church. The distinction is fine but crucial, involving a whole world of practical consequences. As such, we, priests,

should understand that we are the first to be addressed by Christ when he said: ¨If any man will come after me, let him deny himself, and take up his cross daily, and follow me.¨ (Lk 9, 23) Any understanding of the priesthood that does not have this indication as an essential element is simply wrong. So we, priests, should understand that we are always at the crossroads. Depending on what we choose — since things also depend on us — we can either be on the side of the perks and privileges that go with priesthood (and they can be a lot), or on the side of suffering and even of a daily crucifixion as Christ clearly spelled it out. All of us, Christ´s faithful in the Church, really need to pray a lot and exercise faith and hope all the time, be-

cause for priests to be truly priests, and not just looking and acting like priests, but priests who fully correspond to the demands of their vocation and of their sacred order, nothing less than a first-class miracle is needed. Like any human being, priests also have to contend with the usual enemies of God and of our souls — our own flesh, the world and the devil. In fact, given our delicate position, our struggles can be more daunting and tricky. The demons are real, mind you, and not theoretical or a mere ascetical device. Besides, concupiscence, laziness, complacency are very much embedded in our system. Then, there´s vanity and all forms of pride and conceit. Then, there´s hypocrisy and pretension. We can always do a Judas

anytime. Or a Dorian Gray or a Jekyll-and-Hyde. In fact, recent history is mired by all sorts of clerical scandals that lend credence to this point. And the world! One would be stupidly blind not to see the many temptations and occasions and structures of sin around, all oozing with almost irresistible allurements. The formation of priests should be thorough and never-ending. Of course, it has to start in the family, the primal seedbed of vocations, but it really has to go systematic, serious and on-going in the seminaries See PRIEST, page 11

HK Yellow wins like EDSA

MOST people around the world that took notice of the recent elections in Hong Kong were surprised by the “landslide” win of the Yellow movement in Hong Kong. I call that movement Yellow because it is very similar to the Yellow movement that instigated and triumphed the 1986 “color revolution” in the Philippines. THE Philippine Induction Smelting Industry Association (PISIA) presented the induction furnace (IF) technology for steel-making to the Department of Trade and Industry (DTI) last 25 November 2019 in Makati City. The presentation highlighted the advantages of using IF for steel-making in terms of equipment performance, energy consumption, production cost, environmental protection, and pollution prevention and control. IF is used for melting iron, steel, copper, aluminum, and other precious metals through heating an electrically inducting object, in this case a furnace, by electromagnetic induction. Due to the absence of electric arcs or electrical breakdown of gas in the heating and melting process, IF is able to produce steel and alloy that are low in carbon and occluded gases, without affecting the quality. Once molten, the high frequency magnetic field can be used to stir the hot metal thereby making the process clean and free of contamination. Mr. Benjamin Co of Wan Chiong Steel Corporation clarified misconceptions on the use of IF in the manufacture of steel. One major concern is the banning of IF in China. For this, Mr. Co stated, with emphasis, that

there is no banning of IF in China. He said that these IF steel plants were closed for reasons of overcapacity and not being able to cope with regulations, among others. He further emphasized that the equipment from these closed IF plants in China cannot be used in the Philippines because these are not compatible with our existing power infrastructure. Philippine power lines require 60 hertz of frequency while China power lines require 50 Hertz frequency. “The presentation of the PISIA about IF is highly appreciated by the DTI for this will be part of the technical papers that will be studied and validated by the agency in aid of decision-making

and policy formulation relative to the IF technology. In fact, RA 11201 provides a six-month deadline for the transition,” he added, noting that it has been four months after that deadline. WITH what happened in Initao last week, I think it is high time for DepEd as well as the private education sector to include security as part of their disaster preparedness. In any school campus, it is important to determine suitable shelter in place locations and lockdown rooms in a facility before an incident. Knowing what characteristics make a room more conducive to shelter in place or secure in place helps to avoid danger during an incident. Shelter in place and secure in place notifications are based on the pending threat to the community.

Both instructions are intended to put effective barriers between the population and the threat. The difference is in the type of threat and what kinds of actions are suggested. Shelter in place mans to take immediate shelter where you are within a facility or structure to provide protection. Certain situations such as a weather emergency, environmental hazard or local emergency require sheltering in place. A multitude of hazards can require sheltering in place but in general, shelter in place is appropriate when conditions outside are unsafe and a higher degree of protection is available inside.

If the protesters succeed in breaking the police that would mean the end of the order in Hong Kong and achievement of the goal of the anti-government forces to destabilize the situation for their own complete victory. One predicament of the Hong Kong SAR government is the naiveté of many of its politicians who want to appear “balanced” but end up being used by antiHKSAR and anti-China elements. This was clearly shown in the Brookings Institute interview with Christine Loh on “Hong Kong’s precarious future” (YouTube). While she tried very hard to explain many things in a fair manner, she failed to raise the problem of the West’s interference. Specifically, Loh failed to raise the “new Cold War” declaration of Jimmy Lai, a major leader and billionaire funder of the Yellow movement, and the “no end game” and “infinity war” announcements of Joshua Wong, both of which can be viewed on YouTube. She also failed to mention the countless meetings and photos of these protest leaders with American political hawks. A comprehensive study of the Hong Kong electoral phenomenon would require

a book, which many are certainly making now. In this piece, I just wanted to draw attention to the many similarities between the Philippine EDSA-1 experience and the UP “Diliman Commune” and the Hong Kong Yellow protest victory. In the Philippines, the mass hysteria ousted one regime and replaced it with the “democracy icon” Corazon C. Aquino. Thirty years of Aquino’s “democracy” followed, but the Philippines only became poorer and chaotic. Reality finally set in and finally, a poorer and hungrier people, who had become disillusioned with “democracy”, replaced that Yellow icon with an antithetical leader and political philosophy – President Rodrigo R. Duterte. President Duterte announced his country’s “separation from the United States” and pivoted to China and Russia. He launched a deadly serious anti-illegal drug war, fearing that his country was on the verge of becoming a “narco-state.” But instead of support, the US has dubbed him a “human rights fiend”. Unfortunately for the US, this “HR fiend” is leading the Philippines to become the second-best performing economy in the ASEAN with Chinese support. The persistent dream of the core of the Hong Kong Yellow movement is to be one with Britain and American. This will not happen. Hong Kong is part of China … and nothing is going to change that. And anyway, it is only a matter of time before both Britain and the US recede into second class powers even as China continues its rise. Eventually, Hong Kong will seek to hitch its star to China as it becomes the biggest economy in the world. Hong Kong is but one of the “Two Systems” in the “One Country, Two Systems” modality. The current chaos in Hong Kong shows which of the two systems is not working well in serving its people. The Hong Kong opposition wants badly to duplicate the current Philippine political system. On the other hand, the Philippines is trying to distance itself from the chaotic liberal democracy that it inherited from the Americans to a more disciplined democratic system. How ironic! and other Church structures meant to help priests in this regard. Indeed, the whole people of God in the Church should somehow feel the responsibility of helping priests, especially in their spiritual and moral needs, much than their material needs. A culture that hesitates to

correct priests when we clearly are taking the wrong path is not a good culture. Priests should never be left alone, especially in their spiritual and moral life, which is the very foundation of their priesthood. Those who don´t realize this can practically show they may not meant for the priesthood. No one becomes a priest on his own, but rather because he is called. The nature and character of the priesthood is God-given, through Christ in the Holy Spirit, and in the Church. To live it, no one can just invent his own way. He has to realize he always needs God, the Church, and others to help him. The distinctive, even unique way one lives it should not nullify the fact that it has to be lived as Christ wants it, and as the Church now regulates it. This is a take-it-or-leave-it proposition. We should always pray for our priests, and take care of them. We should also give due ongoing attention to how seminarians are prepared for the priesthood and how priests are sustained in their priestly life and ministry. There will always be new ideas and timely initiatives in this regard. It may sound like an exaggeration, but it´s undeniable that we priests ought to be no less than Christ himself, head of the Church. Anyone who sees and listens to a priest should see and hear Christ.

On health, Pichay said President Rodrigo Duterte already signed into law the increase of the hospital bed capacity of the Adela Serra Ty Memorial Medical Center from 200 to 500 beds. He said that with the signing of the law, the hospital will have an increase in allocation next year in the amount of P50 million.
