PNP creates Task Force Dr. Rotoras By CRIZ DIAZ Executive Editor with GERRY LEE GORIT and MARK FRANCISCO Correspondents
THE Cagayan de Oro City Police Office (Cocpo) on Saturday created a task force that will investigate the killing of Dr. Ricardo Rotoras, the president of state-owned University of Science and Technology of Southern Philippines (USTP). Senior Supt. Roy Bahian, chief of the Cagayan de Oro City Police Office (Cocpo), said the task force was created eight hours after the shooting to determine the
cmyk
motive of the killing and identify the suspects and the mastermind of the shooting. The lead agency is the Cagayan de Oro City Police Office (Cocpo) with the Criminal Investigation and Detection Group (CIDG) and the National Bureau of Investigation (NBI) as members. Bahian said the 48-yearsold Rotoras, also the incumbent President of the Philippine Association of State Universities and Colleges (PASUC), was shot dead at close range by three unidentified gunmen when the official went home about
1:00 a.m. Saturday from a party held in an outskirt hotel here, Bahian said. Bahian said that the suspects may have waited for the victim to come home and might have prior knowledge that Rotoras was attending a party. Jonathan Mabaylan, the driver of Rotoras, told the police that Rotoras came out of the car and walked toward their house while he negotiated the vehicle to park when he noticed that the official was sprawled to the ground. “I saw Rotoras USTP President Dr. Ricardo Rotoras’ gesture during a recent Masonic event. NOTICE TO THE PUBLIC The City Government of Iligan (“City”) recently announced, with pomp and fanfare, the consolidation of title and ownership of the National Steel Corporation (“NSC”) properties under its name by way of the auction sale held on 19 October 2016 where the properties were allegedly forfeited in favor of the City. This claim is not true.
14, 2004 and afford the latter full relief from the payment of interests and penalties.
Notice is given to the public that there is a valid Stay Order dated 30 November 2006 issued by the Securities and Exchange Commission (“SEC”) in SEC Case No. 12-996956, which specifically enjoined the Iligan City Treasurer and her agents from enforcing Warrants of Levy against, and/or to conduct any public auction of, NSC properties.
This Court also notes that in the Notice of Delinquency, defendant City Treasurer of Iligan lumped into a single figure plaintiff’s alleged deficiency taxes for each item stated therein for the period 1999 to 2016. This made it impossible to separate the tax deficiencies subject matter of the Decision from plaintiff’s other alleged deficiency taxes.
The City likewise conducted the auction sale to answer for NSC’s tax arrears from 1999 to 2016 without clearing NSC of all its real property tax liabilities up to 14 October 2004 and affording it full relief from payment of interests and penalties under the Decision dated 07 October 2011 issued by Branch 57 of the Regional Trial Court of Makati (“Makati court”) in Civil Case No. 10-639, which was affirmed by both the Court of Appeals and the Supreme Court and has attained finality on 09 February 2016.
As earlier stated, this Court finds that defendants still included the same tax deficiencies subject matter of the Decision during the auction sale.
Since defendants failed to first deduct plaintiff’s tax deficiencies, including interests and penalties, up to October 14, 2004, the auction sale was not only in defiance of the Court’s Decision but is patently erroneous and should be corrected at the earliest opportunity. For these reasons, the auction sale was prematurely conducted and should be nullified.“
The Omnibus Order continues to be valid and has not As the auction sale was held in defiance of the said been overturned. Decision, the Makati court issued an Omnibus Order dated 04 April 2017 in Civil Case No. 10-639 declaring as null Notwithstanding the Makati court’s Omnibus Order voidand void the auction sale of NSC properties held on ing the auction sale, the City and its agents have continued 19 October 2016. The Omnibus Order pertinently reads: to foist upon the unsuspecting public its false claims of ownership over the NSC properties. “This Court has rendered a Decision directing defendants to clear plaintiff’s tax liabilities up to October 14, 2004 and Thus, the Makati court issued an Order dated 13 Octoto afford plaintiff full relief from the payment of interests ber 2017, directing the Register of Deeds of Iligan City to and penalties. annotate and carry-over the annotation of the Omnibus Order dated 04 April 2017 in Civil Case No. 10-639 to all Apparently, defendants still included in the deficiency titles it will subsequently issue stemming from the following taxes covered by the auction sale plaintiff’s tax arrears up titles of NSC’s properties until such time as the Decision to October 14, 2004 in violation of this Court’s Decision. dated 07 October 2011 in Civil Case No. 10-639 has been Thus, the auction sale, having been held in violation of the fully executed by the defendants and all related incidents Decision and without complying with the Writ of Execution, are resolved with finality: is null and void. In the case of Securities and Exchange Commission vs. Interport Resources Corporation, the Supreme Court held that any step of the SEC, an administrative body, in defiance of an order issued by a court of competent jurisdiction is not only sufficient ground for contempt but is void. Moreover, as correctly pointed out by plaintiff, judicial decisions form part of the law of the landand acts executed against provisions of laws are void. In this case, the Decision was affirmed with finality by no less than the Supreme Court and therefore formed part of the law of the land. As acts in defiance of law are The investing public is, therefore, advised to exercise void, defendants’ conduct of the auction sale without first due diligence and take necessary steps to verify the true status of the NSC properties before transacting with the complying with the Decision is both illegal and void. City Government of Iligan in relation to these properties. In addition, the auction sale was prematurely held, hence, null and void. The Decision mandated defendants NATIONAL STEEL CORPORATION to clear plaintiff’s real property tax liabilities up to October

Sarangani played host to Mindanao Week of Peace celebration By Myrna Almonia Datu Correspondent
PROVINCIAL Capitol, Sarangani province--One is a governor, the other a peace worker and the last, a rebel leader. Though differing in beliefs and ideologies, they sat side by side, exchanging light banter and anecdotes, as the cheers of more than 300 residents reverberated across the jampacked gymnasium here. Sarangani Governor Steve Chiongbian Solon, Presidential Peace Adviser Jesus Dureza and Bangsamoro Transition Commission (BTC) Chairman Mohagher Iqbal were the main guests of honor of the Mindanao Week of Peace celebrations. Coming from various parts of Mindanao, the three gentlemen came together to express their unequivocal commitment to long-lasting peace and genuine development in Mindanao. Governor Sultan Pax S. Dureza noted that Mindanao is a melting pot of cultures, religions and traditions, a reality that must be acknowledged by all. “Mindanao is very diverse,” he said, citing Sarangani as a perfect example of how people can set aside personal differences and reach a “convergence point.” “You deal with the Moros, the Lumads and Christians,” Sec. Who ordered the killing of Rotoras?
THE shooting to death of Dr. Ricardo Rotoras, President of the University of Science and Technology of Southern Philippines (USTP), saddened the peace-loving people of Cagayan De Oro City. Rotoras, who was also the President of the influential Philippine Association of State Universities and Colleges (PASUC), was shot by three unidentified suspects while he was about to enter his house in “Golden Glow Subdivision,” a middle-income subdivision in Upper Carmen here about 1 a.m. Saturday morning. The university honcho has just attended a party somewhere in downtown Cagayan De Oro City and has just stepped out of his car when waylaid by the

also inadequate. While the CCTV might provide some important leads of the possible suspects in the shooting incident, the clarity and technical capability of the CCTV to identify the possible getaway vehicle. The incident is also a wake-up call to government and private individuals who are holding sensitive positions. There is a need to appreciate the hiring of highly trained “driver security.” It is admitted that security is very expensive because the higher the stake, the higher the vulnerability. It is, however, worth. Had Rotoras employed a “security driver,” his chances of surviving the shooting could be higher.

Anyway, who could be the mastermind of the shooting of Rotoras? One of the most critical questions was the motive of the shooting. The motive of the shooting could be something more than taking the life of someone with a larger than life dreams. The law enforcers should closely look into this and expect that some “fall guys” might be employed to conceal the real identity of the mastermind. The family has reportedly provided some clues because Rotoras reportedly confided that he has been receiving “death threats.” See Killing, page 11

gunmen. Rotoras died of eight fatal gunshot wounds, most of them fired at a closer range on his head. Rotoras wife escaped unharmed because she went home ahead early Friday evening. Police investigators said that the suspects may also have knowledge that Rotoras was attending the party and waited for his return. The incident, once again, compelled us to reconsider a review of the security measures of the middle and high-end subdivisions in the city. signals of the present development nowadays provide us the clue toward such speculation. Let’s investigate the business world in our entire environment. A few years ago, we had a teller division in banking industries. Now, we have eye-witnessed that all transactions can be done digitally. Everything can be done electronically. Paying in cash for the shopping transaction can be done electronically. Drawing and saving the money can
also be done electronically. All these kinds of banking transactions can be done in real time without seeing the teller staff in the counter. The phenomenon above has implication towards education in banking science. The teller staffs that have been formulated in a curriculum will no longer be rewarded in the future for the students in a college of banking. Even, there will be more banking functions that can be replaced with the technological instruments. A few years ago, we had a postman delivering the mails to every house or offices. Now, all the information transactions can be sent using electronic mails (e-mails). The position of a postman has disappeared, except when delivering a package. But, it is also clear that some functions in those post offices will no longer be used.
How about in education? The great technological MOOC (Massive Open Online Courses) is one of the examples of education product rationalization. When talking about rationalization, technology can be utilized. All the learning process can involve thousand attendants. Imagine when such huge participants are taught using the traditional way of teaching. It is so obvious that rationalization is identical to huge efficiency. If the function of a teacher or faculty members can be replaced with technological instrument, the news about this disappearing function can come true. Sooner or later, any functions in education industries can also be replaced with technological instruments. In that perspective, there is a dilemma in See EDUCATION, page 11

Important issues only
IN LESS than a month, the world will celebrate the birth of Jesus Christ, the king of all kings. By tradition, there will be parties and family reunions everywhere and lots of food and drink will add to merrymakings. December is described as the most wonderful month of the year as it involves people of all ages. Colorful Christmas trees and lovely decorations and lanterns will prevail the atmosphere as the cold air of the month shows its significance. The joy of Christmas is more an attraction to young children who expect gifts from parents and relatives. Over the years, I enjoy more the Christmas songs and caroling that breaks the serenity
of the nights. Absolutely, Christmas is a religious affair thus we must honor Jesus Christ in the church. 000 It is a sad thing that world peace is threatened badly by north Korea’s latest firing of an intercontinental ballistic missile that flew near the edge of the Philippines. It horrified the Japanese people since it landed near its area. Observers said it is an utter provocation and the matter could trigger a big war among nations. It is feared that as North Korea improves its developing of a bigger missile, it might endanger the safety of the United States. The United Nations, which was alarmed by the situation
thought the matter was a defiant of measures. It is said to convene to solve the problem peacefully. To me the race of missiles, nuclear weapon and the like are part of world advancement. The only problem is when these deadly weapons are in the hands of foolish people. 000 I laugh sometimes to think that while the world is facing big problems, our country and some of our leaders go on discussing politic and nonsense issues. We have not even taught our people what to do in case a big conflict will develop among world powers with the use of powerful deadly weapons. Millions are going to die in such magnitude of

On the proposed establishment of a Mindanao Wholesale Electricity Spot Market 1. The extension of the Philippine Wholesale Electricity Spot Market (WESM) to Mindanao or, stated another way, the incorporation of the Mindanao Grid into the Philippine WESM, is legally and technically possible only when the Visayas-Mindanao Interconnection Project (VMIP) is implemented. Since the National Grid Corporation of the Philippines (NGCP) estimates that the VMIP can be completed only by 2022, it will be only then that a Mindanao Wholesale Electricity Spot
Market can be established within the framework of the Electric Power Industry Reform Act of 2001 (EPIRA). 2. Therefore, if a Mindanao WESM is to be established before the completion of the VMIP in 2021, it must be established as an independent WESM, physically and operationally isolated from the Philippine WESM. In order that this can be done, an enabling law must be passed directing the Department of Energy to establish a voluntary WESM in Mindanao that is
independent of the Philippine WESM. 3. The Mindanao WESM must be established only if it can be shown to result in the reduction over the long term of the prices or rates paid by consumers for bulk power supply, as compared with projections assuming the current situation of power supply rates in Mindanao. 4. The Mindanao Coalition of Power Consumers (MCPC) takes the position that the enabling law for the isolated Mindanao WESM
Think A Minute
How to debate with your mate
Think a minute. A wise marriage counselor asks every couple wanting to get married if they have had a real argument yet. Often they answer: “Oh, no! We love each other. We never fight!” This marriage counselor tells every couple to fight first before they get married. He says that when couples disagree, they must learn to listen and understand each other’s feelings so they can solve their differences and forgive each other each time they disagree. A very important skill in building a happy marriage and life together is learning how to debate with your mate. But there are rules you must follow to have a fair, good debate, so you will still be close friends afterwards. First, before you start, both of you should agree to stick only to that issue. Don’t bring up past
problems and hurts. Second, remember that your goal is not to win the argument, but to understand each other’s feelings. In other words, TUNE IN. Really listen to what each other is thinking and feeling. Try to understand how you are causing them to feel hurt or wronged. Put yourself in their place and see things from their side. Remember, feelings are not right or wrong, but they are very real to your mate. So how your wife or husband feels should be important to you. Third, never argue and talk about personal, private matters in front of other people. Number four, stop the fight if either of you loses control of your anger or words. And the final rule on how to debate with your mate is TONE DOWN. This means we must try to stay calm,

must have the following provisions: 4.1 The Mindanao WESM must be a voluntary market and not a mandatory market, to be participated in by distribution utility companies, generating companies, and other parties at their own discretion. 4.2 The operation of the Mindanao WESM must be governed by least-cost economic dispatch (LCED), in which the prices of the generating plants submitting an offer to be dispatched are determined by their rates as approved by the ERC in the case of generating plants with existing power purchase agreements (PPAs) with distribution utility (DU) companies, and determined by their submitted bid in the case of generating plants whose output is not covered by PPAs. The result of LCED is that the generating plants that are dispatched will be paid in accordance with
kind and gentle. They say that 90% of the tension and anger in families is caused by the wrong tone of voice. Many times it’s not what we say, but how we say it. What we say may be right, but how we say it is wrong. We need to kindly and gently say how we feel without attacking and hurting each other with our words. In just one moment, our hurtful words can do years of damage. So why not ask Jesus Christ to take charge of your heart and marriage? He will help you start communicating with your mate both honestly and kindly. Then you will both win each debate, and only become happier, better friends. Just Think a Minute.
their approved rates or will be paid as bid, unlike in the Philippine WESM where the price for all energy dispatched at each hour or bidding interval is the highest bid that is accepted by the Market Operator at that interval. 4.3 The participation in the Mindanao WESM by distribution utility companies (electric cooperatives and investor-owned DUs) should be approved by the majority of their consumers in the case of the Investor-owned DUs and by the majority of their member-consumerowners in the case of the electric cooperatives. 4.4 The enabling law must include implementable safeguards and stringent penalties that could effectively militate against collusion in the Mindanao WESM 5. The MCPC will support the establishment of an isolated Mindanao WESM if the foregoing conditions

Maramag coffee producers earn big, win big with DOST Coffee producers in Bukidnon used to struggle reaching buyers. Now, the DOST-assisted enterprise Kape Maramag is their globally competitive ally for smooth-flowing income.
Kape Maramag is all about big earnings and high scores these days. Not only is it making Php 40,000 to 60,000 a month, it also won in the internationally judged Kape Pilipino (KP) Green Coffee Quality Competition last March, scoring a whopping 83.75 out of a hundred. But before the numbers came rolling in, the coffee farmers in Maramag, Bukidnon were struggling for years in selling their produce. What sparked their inspiring progress was an initiative to organize, supported by agencies such as the Department of Science and Technology (DOST). Cream of the coffee crop A Robusta coffee with dark chocolate and floral notes – that’s how international judges described Kape Maramag during the coffee quality contest held in Cavite. With this richness, it’s hardly any wonder that the product topped the Robusta category in the national competition. The product’s score of 83.75 also raised Kape Maramag to Specialty Grade, pushing it to a high-demand global market. Following their national breakthrough, the Kape Maramag team,
led by its president Imelda PaulicanMendoza, joined the Philippine delegation to the Global Specialty Coffee Expo in Seattle, Washington just this April. It was a remarkable international debut for Philippine coffee, prompting enthusiasts to conclude that Bukidnon coffee is truly ready for the world. All the while, the Kape Maramag enterprise in Maramag, Bukidnon has been consistently grinding up some lavish results. “We used to have monthly sales of just Php 20,000,” recalls Mendoza. “These days, that goes up to Php 40,000 to Php 60,000 a month.” A win-win enterprise Kape Maramag may be a star in the Philippine coffee industry, but the true beauty of this enterprise is in its roots and its growth. The community-based enterprise is managed by the Maramag Rural Improvement Club Federation (RICFed), a non-government organization composed of about 1,050 members. And these members are women – mothers and homemakers who organized themselves with the assistance of the local government
of Maramag and the Department of Agriculture. “Our organization believes that women should be functional economic partners and should play a vital role in community development,” Mendoza says. In April 2012, with the help of government and non-government partners, the Maramag RICFed started running Kape Maramag as its flagship livelihood initiative. The enterprise was meant to revive the local coffee industry by adding value to the coffee produce of the area. Thus, Kape Maramag’s operations were mostly roasting, grinding, and brewing to produce good-quality coffee. This created a unique opportunity for Maramag coffee farmers to finally have a steady buyer. The enterprise started out with just a hundred kilograms of coffee beans and an endless supply of persistence. They tapped the farmers in their town, offering to purchase their produce at a better price on a per-kilo basis, in contrast to the bulk purchasing of existing buyers such as Nestle. And the farmers favored Kape
Maramag: they no longer have to worry about producing less during off-season farming months, because the Kape Maramag enterprise offers a premium price even for smaller volumes. Today, the enterprise continuously roasts 30 to 50 kilograms of coffee every week, and their fastselling coffee products never stay long on their shelves. At the same time, Maramag farmers who are also members of the federation have found a reliable buyer for their produce – and consequently, a reliable source of income. 5 industries push for single ID system By Leslie Gatpolintan
MANILA -- Five industries are pushing for various regulations, including implementing single business identification (ID) system, in a bid to make it easier to do business in the country. These are chemicals, housing, logistics, power and public transportation industries which are participating in the Modernizing Government Regulations (MGR) program. MGR is a comprehensive national regulatory reform program being implemented by the Development Academy of the Philippines (DAP), in cooperation with the National Economic and
Development Authority (NEDA). Arnel Abanto, head of DAP’s Center for Productivity and Development, said these sectors are submitting the same documentary requirement to multiple agencies as proof of business registration, and multiple copies to a single agency. “MGR suggests using a single business ID that can be authenticated easily, in lieu of submitting Securities and Exchange Commission (SEC) registration, articles of incorporation, constitution and by-laws and business profile,” he said during the MGR public forum Tuesday.

Apart from the single ID system, Abanto said these industries also recommended the need to develop an online interagency information system or database through which the “business information can be shared, accessed and/or obtained for assessment and verification of requirements.” He said they also pushed for the strengthening of the Anti-Red Tape Act (ARTA) and the creation of regulatory reform oversight body. Abanto added the oversight body will administer and coordinate with regulatory agencies in rationalizing the relevance of potential and existing regulations. “If there is no oversight
body that looks into delivery of these regulatory functions, these are what we are experiencing now –the accumulation of so many regulations and the quality of regulations. We have seen regulatory failures in recent past,” he said in an interview. Meanwhile, the MGR also supports the goals of sustaining socio-economic growth and making it inclusive through improving the ease of doing business, especially for small and medium scale businesses. “If you are able to identify those bottlenecks for enterprises to develop and grow certainly, small businesses will be motivated to have their own business,” he added. (PNA)
tween Kape Maramag and local coffee farmers is paired with support from various government and non-government partners. One important partner is DOSTRegion X (DOST-X), through the Provincial Science and Technology Center (PSTC) of Bukidnon. In late 2014, Kape Maramag saw the need to enhance their production and their products. Fortunately, they discovered that they could seek the help of DOST’s Small Enterprise Technology Upgrading Program (SETUP), a program that assists micro, small, and medium enterprises (MSMEs) through science and technology. The very next year, PSTC Bukidnon implemented a SETUP project for Kape Maramag, providing the science and technology interventions that the enterprise needed: a coffee bag packaging machine, a moisture tester for coffee beans, shelf life analysis, and packaging and labeling design development and initial execution. “Through SETUP, we were
able to improve our packaging and even produce another coffee product which is instant coffee,” adds Mendoza. Previously, Kape Maramag only offered freshly roasted coffee on-site at their kiosk near the town’s bus station. But now, with a growing variety of products and better packaging, they have reached farther and wider markets, including Manila, Cavite, Cotabato, and Surigao. Mendoza asserts that the boost in their sales was because of DOSTSETUP. “SETUP really helped a lot in achieving our goals as entrepreneurs,” she enthuses. The growth of Kape Maramag has come to mean not only the popularity of a single enterprise, but more importantly, a better, more sustainable source income for the Maramag coffee farmers. It is proof that when citizens work proactively with each other and with appropriate partners, the resulting success will be rich and utterly satisfying. (Hyacinth J. Tagupa/DOST-X)

Quake hits Lanao Sur, Bukidnon COTABATO City--A series of earthquakes hit Wao, Lanao del Sur early Friday, including the first which was recorded at Magnitude 5.1, the state volcanology office here said. In a bulletin, the Philippine Institute of Volcanology and Seismology (Phivolcs) said the first tremor struck at around 2:57 a.m. and traced four kilometers east of Wao and had a depth of nine kilometers. No immediate report of casualties or damage to properties, the Phivolcs said.
Intensity 5 was felt in Wao and nearby town of Kadingilan in Bukidnon, Intensity 4 and 3 in in Pangantukan and Maramag, Bukidnon, respectively. Intensity 3 was felt in Cagayan de Oro City. At about 3:06 a.m., Intensity 2.7 also shook Wao and felt at Intensity 3 in Kadingilan town. Six minutes later, another tremor was reported by Phivolcs. All were tectonic in origin. On September 24 this year, a series of strong earthquakes rocked parts
of Mindanao capped by the magnitude 5.4 quake that was traced in the town of Wao. The quakes damaged properties, infrastructures and houses, Phivolcs said. Following Friday’s tremors, the Office of Civil Defense in the Autonomous Region in Muslim Mindanao (OCD-ARMM) deployed teams to Wao to assess the situation and to determine what intervention the office can extend to affected residents. A report culled from the Philippine News Agency
PARANG, Maguindanao -- For the second time this week, police authorities have seized illegally cut forest products after having been tipped off by locals about the transport of hot logs. Chief Insp. Erwin Tabora, Parang town police chief, said five cargo trucks loaded with illegally cut forest products from the towns of Barira, Buldon and Matanog, were flagged down at around 3 a.m. Saturday at a checkpoint here. Tabora identified those arrested as Alimudin Zainal, 45, cargo truck owner, and his drivers Ali Macauyag,40, Baginda Omar, 30, Yasser Ramalan, 35, Morsin Oting, 38, and Ali Capal,40, all residents of Matanog. The seized cargo trucks and forest products are now
in the custody of police in Barangay Poblacion while the suspects who failed to produce documents for the transport of the illegal logs are detained at the police lock-up cell. Late last month, the Parang PNP also confiscated forest products amounting to PhP7 million in a police checkpoint. Owners of the seized high quality lumber could not produce legal documents. Tabora lauded local
residents of Matanog and Parang, Maguindanao for actively supporting the police in implementing forest laws with the help of personnel from the Department of Environment and Natural Resources in the Autonomous Region in Muslim Mindanao. Tabora said police authorities are awaiting court decision where to bring the confiscated forest products. (PNA)

Alvarez named Dujali during the mass oath-taking of PDP-Laban members on Thursday in Panabo City, Davao del Norte where he also promised to give more infrastructure projects, hospitalization assistance – charged to him when they are confined at Davao Medical Center, and free medicines. Alvarez led the mass oath-taking of new mem-

He noted lack of infra projects for District 2 compared to the neighboring province of Compostela Valley which has massive infrastructure projects, like the construction of a six-lane widening and road concreting initiated by their congressmen. “Si Vice Governor Dujali ang inyong duolon, siya na’y mo-trabaho, magestorya mi ani sa Kongreso kanunay with Comval Con-
gressman Ruwel Gonzaga (You just approach Vice Governor Dujali and he will work for it. We always talk about this in Congress with Cong. Gonzaga),” Alvarez said. Dujali has been groomed by Alvarez as his congressional bet in District 2 for 2018 elections. Alvarez also promised ABC president Jose Relampagos sone P4 million allocation for an infra project for Barangay Salvacion. PNA

Biblical reflection
Be good, be good, be good The Gospel of Jesus Christ (December4, 2017-Monday) Matthew 13:54-58”He came to His hometown and began teaching them in their synagogue, so that they were astonished, and said, “Where did this man get this wisdom and these miraculous powers? Is not this the carpenter’s son?
The right attitude is; your goodness is continues even to the undeserving individual around you. Be good as your naturalism. God appreciates your goodness once you are not selective in doing it. Anyway, not all people like this attitude. The reason as far as I am concerned to this is because the boundary between you
and that person is broken already. How many times that you never respect a certain individual? Take note, they are still human beings who are prone to sins and temptations. You need to pray for them instead condemning them. On the other hand, the Pharisees looked at the origin and disposition of Jesus instead the good
things Jesus did in public. The truth is; we are easily recognized the low aspects, weakness rather than the strengths and achievements of a certain person. We must value his good contributions to our lives. We must be grateful in his good doings toward us. Remember, good doings are easily forgotten but the bad do-
9
ings are hard to forget. Look at the positive side of everyone rather than his weaknesses in life. See anyone the way God sees each one of them. Have God’s perspective in looking anyone. Have God’s views in treating anyone. Have God’s understanding in relating to anyone. Be good, be good, be good because God is

Pinamula’s Best Practices By: Lynlyn A Saliling Kinder Teacher Pinamula Elementary School
The Department of Education (DepEd) in the Philippines effectuate pupil’s awareness about production of good food, through vegetable gardening within the scope of EPP subject in the elementary, in order to nurture sustainability of scarce resources in localized and contextualized ways. I believe this awareness on sustainable development increases the need for pupil’s protein requirement to eat vegetables in order to be healthy. As mandated, every school should have Gulayan sa Paaralan for the school to at least maintain their beautification. They even give a free seeds to the school to be implanted because I know this Gulayan sa Paaralan will give a great benefit to all specially to the pupils, teacher/s, including also the stakeholder’s and the community as well. The “Gulayan sa Paaralan” served as one of the
best practices of Pinamula Elementary School which catalyse a vital benefaction for its feeding program. Pre-reflective awareness in responding to government mandates like sustainable development, and malnutrition was a valuable piece for proximal innovation led the Pinamula Elementary School Gulayan sa Paaralan’s creation. Stretched consciousness of teachers catapulted a transcendent vision for change and innovate organic fertilizers and pesticides in the enhancement of garden yields. Through this, a passion for environment, a coordination of the non-government organization was forged and protention for successful maintenance of the garden was regarded an anticipated proposal for action. Success in vegetable gardening was an attribute of passion in a seamless element of stretched consciousness for sustainable development.

It is a different experience we have in other companies.” Mr. De Lara has been an accredited seller of the company since the pre-selling of Primavera Residences started. One of the things that he commends about IDC is their eagerness to reach out to their sellers.
“As I work online, there are sales I lost because of some developer’s delay in answering my inquiries. Luckily, IDC has been very helpful in my online business because, in a just matter of minutes, they can answer me promptly. Whenever I ask for documents I need in selling, IDC answers me immediately, “ he said. When talking about the edge of the company over other developers, Mr. Shim Suan, who also serves as the national director of COREB (Cagayan de Oro Real Estate Brokers) said: “IDC is really close to us, and that’s what we like about them. There is no barrier between the company and its people. They don’t choose who they like and want to serve.” A pioneering seller, Ms. Catalina Carretas shared her excitement when selling Primavera Residences for the first time. “We were very
excited to sell the Primavera project because it is the first condo in Cagayan de Oro. My husband and I were able to close a sale because our client also wanted a condo unit for his investment. We were very happy to be selling the first condominium in the city. Knowing that the condo is a green building, we were steps ahead of other developers because of Primavera’s unique characteristics.” To Ms. Aurora “Christine” Tenchavez, a Licensed Real Estate Broker, Appraiser and Consultant, the edge of Primavera projects is their green features. With that alone, it has all the advantages over other condominium developments. “Selling the Primavera projects is not scary at all because of its location and green features. It definitely has the advantages that most clients or buyers will look for”, said Ms. Reprisima
Guerrero/ RCGuerrero Realty. She added, “I have passion in selling. I learned to love my work because I know it will pay off in the long run. What I could also advise to young sellers that selling is not about getting your commission alone. The after service is very important. Make your clients happy and satisfied, and they will keep on looking for you”. She also took the chance to encourage every young seller to have confidence and persistence because there will always be challenges along the way. To show more its gratitude to their partners, on Monday, November 6, 2017, IDC took the chance to celebrate its deep partnership with its sellers and brokers by organizing an event that would recollect memories and past experiences. Some sellers were given a platform to speak out their thoughts in growing with the company.

Killing... from page 4
If the family could provide the positive identification of the suspects, it would not take long before the suspects could be arrested. At any rate, the killing of Rotoras challenges the capability of the law enforcers’ capability to solve the murder. The issue here not because Rotoras is a prize member of the community. The issue is that when people like Rotoras is no longer safe, how much more for ordinary people like us? At a young age of 48, a brighter future for the infantile USTP lies ahead with Rotoras at the helm. The USTP was established on Aug. 16, 2016 by virtue of Republic Act 10919 through the “amalgamation” of the Mindanao University of Science and Technology (MUST) in Cagayan De Oro City and the Misamis Oriental State College of Agriculture and Technology (MOSCAT) in Claveria, Misamis Oriental. It was former Congressman Rufus Rodriguez, who pursued the passage of Republic Act 10919 that made the USTP today. Rufus brother, Congressman Maximo Rodriguez, has also continued the unfinished projects of the USTP and is now extending support for the expansion of the university in Misamis Oriental. Being one of the 19 leading state universities in the country, the USTP has maintained its Level 1V Status as a State University (Highest Distinction) as adjudged by the Commissions on Higher Education (CHED) and the Department of Budget and Management (DBM).

education. The curriculum designed today might be very quickly useless in the very near future. What are listed in the curriculum will no longer be relevant to the real life in the near future. This dilemma must be discussed seriously by all the education leaders. Policy makers, university presidents, school head masters should think hard about their students’ future. It is time for them all, to work creatively and efficiently. The prospect of the students is a priority. Curriculum should be based on the long future prediction. Otherwise, the materials deigned in it will not be relevant by the time the students graduate from their colleges or schools. There are some possibilities to be done. First, it deals with the upgrading. This upgrading is related to the teachers or faculties. They should always be involved in technology utilization. The fields of sciences should be adapted to the technological development. Secondly, the policy makers should work handin-hand with the school principals or university presidents. They should
have a great design nationally regarding the education system. Schools and colleges or universities throughout the country should become the national government’s responsibility. Education is related very much to the strategy of national development for the human resources. The wrong plan of this strategy will make the whole nation left behind in any aspects. In the long run, chaos in a variety of life dimensions will be the crucial problem nationally. `more buildings that can help the farmers as well as the IPs,” Pancho said Friday. She also said with more buildings to be established, the more jobs will be generated which can help the indigenous people in the area. Meanwhile, Digna Sandoval, head of Institutional Development Division of Department of AgricultureBureau of Agricultural Research (DA-BAR), said the Multipurpose R&D building is part of the Institutional Development Grant (IDG) by their agency in support to the regional stations under BAR. DA-BAR funded the P4 million worth multipurpose R&D building which plays a vital role in providing farmers the means of access to the various farming technologies generated from the works of the R&D community. BAR’s IDG program supports the acquisition of scientific and information technology equipment; including the establishment and renovation of R&D facilities of the National Research and Development System for Agriculture and Fisheries-member institutions. During the groundbreaking on Wednesday, DA-BAR Director Nicomedes Eleazar represented by Sandoval, stressed that BAR supported the R&D edifice to provide conducive working environment for the researchers. Eleazar hopes that the building will serve its purpose of fostering an environment that will facilitate the easier adoption of new technologies that contribute more effectively to tackling the emerging challenges in agriculture, not only in this region, but in other places as well. Duterte is pushing for the immediate passage of the Bangsamoro Basic Law (BBL) in Congress. He emphasized that the proposed law is anchored on the principle of convergence and inclusivity. “It is important [for all] to support the BBL,” Sec. Dureza said, as he called on the people of Sarangani to help lobby for the law’s passage. He likewise stressed the importance of “social healing,” specifically in dealing with victims of the Marawi crisis. “Relationships have been broken. You have to repair these relationships,” Sec. Dureza said. He explained that even though physical structures have been rebuilt but the social fabric of the community is not mended, residents will find it difficult to fully recover from the adverse effects of the conflict. “Rebuilding relationships take [more] attention, [more] effort,” Sec. Dureza pointed out. For his part, Iqbal said that the MILF is “undoubtedly committed to [achieving] long lasting peace in Mindanao.” “The only visible way ahead is to pave the way for peace, not war,” the top MILF leader said. Iqbal said that the MILF leadership was very happy with the outcome of the recently concluded Bangsamoro Assembly held in Camp Darapanan, Maguindanao. During the assembly, President Duterte reaffirmed his full support for the law that aims to finally “address the historical injustices against the Bangsamoro.” Iqbal said that the MILF is supportive of the Duterte Administration’s initiative to shift to a Federal form of government. But he said that he wants the BBL to be approved by Congress first before the transition to Federalism happens. In the meantime, Gov. Solon stressed that “in war, there are no winners. All are losers.” He said that his province is very supportive of the BBL, as “it will bring peace to our land.”

891 (70%) responded YES; 322 (26%) said NO while, 51 (4%) had no answer. Taking into account its 3.6% margin of error, Survey Ng Bayan principal analyst, Dr. Gil Ramos said the positive results are still remarkably high. “We could deduct 3.63% from 70% YES and arrive at 66% in support of a revolutionary government, and add 3.62 to26% NO and arrive at 30% against declaring a revolutionary government,” said Dr. Ramos adding that even in this “worst case scenario,” there would still be 2 out of 3 Filipinos in favor of the said revolutionary government. This month’s results reflect a remarkably significant increase from 42% in June 2016, weeks before President Duterte assumed office. A second round of survey was also conducted in August 2016, where 66% said they were willing to accept a revolutionary government; 28% said they were unwilling; and more than 5% were neutral.
