The Duterte administration’s efforts to significantly cut down poverty rates are moving full steam with the signing of laws such as the Magna Carta of the Poor.

B efore the law was signed, data from the Philippine Statistics Authority (PSA) showed that some 5.9 million Filipinos were pulled out of poverty in

2018, as poverty incidence fell to 16.6 percent from 23.3 percent in 2015.

At this rate of development, Socioeconomic Planning Secretary Ernesto Pernia said it is “possible for poverty incidence to further drop to “10 to 12 percent” by 2022, which is slightly lower compared to the current administration’s

target to bring it down by 14 percent by the end of Duterte’s term.

SSS, PNP arrest school board member for non-remittance of contributions

The state-run Social Security System (SSS), in partnership with the Philippine National Police (PNP), arrested a member of a school's board of directors in Rodriguez, Rizal during the conduct of one of its aggressive collection efforts held last October 23.

Authorities successfully served a warrant of arrest to Alicia V. Cachero, a board member of Divine Saviour Montessori School, due to the non-remittance of social security contributions of their employees, a violation of Republic Act (RA) 1161 as amended by RA 8282 o Social Security Law (now RA 11199 or the Social Security Act of 2018).

“We hope this serves as a message to erring employers to comply with their obligations under the law.

We will not allow the disregard for the social security protection of our members,” SSS President and Chief Executive Officer Aurora C. Ignacio said.

Cachero, along with other board members Jesus N. Nartatez, Fatima L. Nartates, Manuel V.

Cachero and Brian Nartatez, have contribution delinquencies of more than P300,000 which is compromised of the social security contributions of around 35 employees.

Also subjected to the operations on the same day is Yolanda C. Puno of Cradle Top Learning School, located in the same municipality, with contribution delinquencies of around P155,000. The team, however, has failed to serve the warrant to Puno because she was not around during the said operation.

As of this writing, the Divine Saviour Montessori School has partially settled underpayments amounting to P20,739.67, while the Cradle Top Learning School plans to avail of an installment payment scheme. Both employers are in coordination with the SSS San Mateo Branch to settle their outstanding delinquencies.

China Airlines sets Taipei-Cebu flights by March 2020

CEBU CITY -- The MactanCebu International Airport will have a direct service from Taoyuan International Airport in Taipei, Taiwan starting on March 29, 2020.

Avigael Ratcliffe, corporate communications junior manager of GMR Megawide Cebu Airport Corporation (GMCAC), said that China Airlines is all set to launch the six direct flights to Cebu every week.

She said the airlines “will operate the Taipei-Cebu route using Boeing 737-800 aircraft with 150 economyclass and eight business-class seats”.

The flights, she said, will depart every Monday, Wednesday, Thursday, Friday, Saturday and Sunday with the Taipei-Cebu (CI705) flights arriving Cebu at 10:35 in the morning, and the Cebu-Taipei leaving the Mactan airport at 11:35 in the morning.

to 29 flights starting March 29, 2020. It is the national carrier of Taiwan and Cebu is its second destination in the Philippines after Manila,” she said in a statement sent to the Philippine News Agency over the weekend.

Aside from China Airlines, three other airlines –EVA Air, Tigerair Taiwan,

and Philippine Air Asia– offer direct Taipei-Cebu flights.

She said foreign and local passengers will have now more options to connect to other international destinations as China Airlines operates about 1,400 flights weekly to 102 cities across Asia, Europe, and North America.

Travelers, she added, will have more flexibility in planning their itineraries with the airline’s early departure and afternoon arrival schedules.

In line with its new flights for Cebu, China Airlines is now offering promotional fares with economy class return airfares that can be booked via its website. (PNA)

DTI offers online early registration in just 3 easy steps

ONCE again, Department of Trade and Industry reminds all new and existing business establishments to check the validity of their business name registrations before applying or renewing for mayor’s permit comes January to avoid experiencing any hassle or penalties.

To avoid long queues, applicants can register or renew their business name in the convenience of their homes using their mobile phones in just 3 easy steps.

Sole proprietors can simply log on to the Business Name Registration System’s (BNRS) website at bnrs.dti. gov.ph and follow the steps: (1) apply for new/renewal; (2) pay online; and (3) download the certificate of registration.

The online platform is par t of the agenc y’s efforts to provide business establishments the ease of doing business.

Business names that are renewed within 90 days after expiration will make additional payment of 50% of the scope’s amount as penalty.

On t he ot her hand, business name application or renewal processed in any Negosyo Center or DTI office will only take around 15 to

30 minutes to be processed.

The certificate is valid for 5 years.

Applicants both new and for renewal only need to comply three requirements: ( 1 ) du ly - a c c ompl i s h e d business name registration form; (2) one (1) valid and active government-issued ID with applicant’s full name,

signature and photograph; and (3) registration fee.

The registration fee depends on the scope of the business applied: P200 for barangay level; P500 for city or municipal level; P1,000 for regional level; and P2,000 for national level. All business registration fee must also include a P30 documentary

stamp.

For individuals who are requested to file a business name in behalf of the business owner, the following are required: (1) filled-out application form signed by the owner; (2) authorization letter signed by the owner; and (3) original valid IDs of the owner and representative.

Not corporate interest but that of the people

As pronounced by the highest law of the land, “In a democratic and republican State, sovereignty resides with the people and all governmental powers emanate from them.” Indeed, in a democracy, the public influences policy and then the government carries out actions determined by the public. However, this is not so regarding the existence of so-called Electric Cooperatives.

“Vox Populi, Vox Dei!” (The voice of the people is the voice of God). Thus, in 2012, the MCOs (memberconsumer-owners) of the Davao del Norte Electric Cooperatives (DANECO) voted YES to be a true cooperative by registering with

the Cooperative Development Authority (CDA) by a vote of some 50,000 with only 1,000 voted to remain with the National Electrification Administration (NEA).

The counting in that referendum lasted until 2:00 O’clock in the morning and when this was reported to me, all those thousands of members present were rejoicing because their respective capital shares would be recognized and that DANECO would finally be true to the DNA of cooperativism which is members-owned.

That is actually an undeniable truth. Each MCO has already paid in their more than 50 years of existence

capital shares which when computed will not be less than P50,000 each taken from their monthly billings under amortization of loans and reinvestment. Each MCO should by now be receiving patronage refund of not less than P10,000 every year, knowing that an electric cooperative is earning so much out of its operation of giving light to some 150,000 households in the Davao del Norte Area.

Unfortunately, this did not happen as their registration with CDA has not been recognized all these years. I found out that a very influential corporate entity is very much interested to own DANECO using its strong influence

to derail any effort to have it members-owned. All of those top political officials who before were for its registration with CDA suddenly just turned around as I heard the outpourings of support from that corporation during elections.

All those passionately advocating to rectify a social wrong have stop their advocacy. And why not? As of today, nine leaders had gone to the Great Beyond, having been murdered for just fighting for what is right, what is true and what is just. Speaking Out

The quintessential hero

AMONG all of our heroes, Dr. Jose Rizal, whose martyrdom we are honoring today, is without any doubt the most written about.

But one can never get tired leafing through Rizaliana materials. There is always something new, something interesting to learn about him. Here are some interesting bits and pieces: A very prolific writer, Rizal wrote two immortal novels, Noli Me Tangere and El Filibusterismo. He also authored 18 poems, the most famous of which is Mi Ultimo Adios. Rizal hid the manuscript of Mi Ultimo Adios inside an alcohol lamp which was later turned over to his families. Another possible obra maestra, but irretrievably lost, was hidden inside the sole of his shoes. Alas, the shoes were destroyed by the elements when, after his execution at the Luneta,

Rizal was buried in an unmarked tomb in Paco.

Also among his works were hundreds of essays and letters. What is probably not so well known is the fact that he also wrote his version of the Filipino folklore entitled “The Monkey and The Turtle.” This he did, to emphasize the need to develop the reading habit among the young.

Rizal’s version saw print in Trubner’s Oriental Record in London in July 1889, just two years after the publication of his first novel “Noli Me Tangere”.

Rizal was cool-headed.

But there was a time when he almost fought a duel with two other famous kababayans – Antonio Luna and Wenceslao Retana. Rizal and Luna almost dueled because of a girl – Nelly Boustead, a beautiful mestiza of English and Spanish descent. Luna felt that he

had a first claim on Nelly Boustead but Boustead appeared to be becoming infatuated with Rizal. In fact, Boustead later became one of the many girlfriends of Rizal.

In one boys’ night out, Luna reportedly got drunk and said nasty things about Boustead. There are different versions of who challenged whom. Luna was known for his fiery temper and could have challenged Rizal. But Rizal was not one who would back out in defending his or a friend’s honor. Cooler heads were reported to have intervened.

When Luna regained sobriety, he realized his mistake and apologized to Rizal.

Luna’s brother, Juan, also apologized to Rizal. Philippine history could have been drastically altered had the duel taken place. The two were good both with the sword and the pistol.

Had the duel taken place, it would certainly have been fatal to either or both.

In the case of Wenceslao Retana, Rizal was offended by an article written by the historian. In the offensive article, Retana hinted that the Rizals were ejected by the Spanish authorities from their ancestral property in Biñan for non-payment of taxes. Retana subsequently issued a public apology and the duel was called off. Retana and Rizal later became very good friends.

During his years in Germany, Rizal was known to frequent beerhouses. The German variety, of course, was not the seedy kind. It was more like a clubhouse See HERO, page 11

Prepare to be a sacrificial lamb

To be very realistic in life, we have to be ready and eager to become a sacrificial lamb. This is not bad news.

This is Good News. Let me explain.

Our problem is that, unfortunately, the expression, sacrificial lamb, has suffered a great diminution of appreciation in the world today. It is simply considered in the context of practical advantages and disadvantages of a given situation.

Obviously, with that frame of mind and only and exclusively with that attitude without any other higher

consideration, no one would like to be a sacrificial lamb.

Even the commonest of common sense would be averse to that idea. Everyone would like to flee from that predicament as much as possible.

But the phenomenon of sacrificial lamb actually has a very wonderful significance. Our Christian faith tells us that given who and what we are, we have been taught right from the beginning of humanity, that we need to offer a sacrifice as a way of expressing and affirming the truth that we come from God and we also

belong to him.

God, our Father and Creator, has been the one who teaches us about this duty. He has also equipped us in our nature so that we can comply with this duty that only shows the intimate relation we have with God. In short, God, who is love, has been teaching us, who are his image and likeness, how to love.

This whole business of offering sacrifices is actually the language of love.

It acts out the dynamics of love which is that of mutual self-giving between the lover and the beloved.

In the beginning, the sacrifice was made by offering things. This started, when man was still in the state of original justice, as something easy and spontaneous to do. But with the entry of sin, this offering of sacrifice became more and more difficult and complicated to do.

SSS, PCIC ink MoU for coverage of farmers and fisherfolks The Social Security System (SSS) has forged a partnership with the Philippine Crop Insurance Corporation (PCIC) on December 19 for the social security coverage of farmers and fisherfolks in the Philippines.

Executive Officer Aurora C. Ignacio and PCIC President Jovy C. Bernabe signed a memorandum of understanding (MOU) for the promotion of SSS programs and the provision of social security protection to farmers and fisherfolks.

Indonesia’s Islamic State University holds training for Islamic education for Muslim in Mindanao

I

ndonesia’s Islamic State University Surabaya in collaboration with the Ministry of Religion and Ministry of Foreign Affairs of the Republic of Indonesia organized a training for Islamic Education for Muslim in Mindanao held at the House of Indonesia, Juna Subdivision, Matina, Davao City on December 16-20, 2019.

The objective of this collaboration is to develop the curriculum and facilities of Madrasah by sending educators from Indonesia to help increase the teacher human resources especially in the areas of Mindanao.

The program focuses on the Effective School Improvement: Developing Plans for Lighthouse Madaris. The trainers which

consists of professors and facilitators, as well as representatives from the Ministry of Religion and Ministry of Foreign Affairs.

The program is to carry out the development of transforming the madrasah education curriculum system in Indonesia which is considered successful in implementing religious education along with the expansion of knowledge in other fields. This collaboration is also part of Indonesia's efforts to assist the Philippines and strengthen the bilateral relations through religious education from different areas Mindanao region.

This program is a follow up of the intent between the Ministry of Religious Affairs of the Republic of Indonesia

and the Department of Education of the Republic of the Philippines with regards to Islamic educational cooperation signed on January 2018.

Topics discussed during the training are: Change Management, Madaris Leadership, Integration Science and Religion, Vision Building, Teaching and Learning Practice and Learning Environment, Teamwork and Professional Learning Communities, Developing a Healthy Madaris, Developing Lighthouse Inspiration through Inspirational Wudhu and Motivational Shala, Planning Madaris Development Initiative and Action Plan for Sustainability Development.

MANILA -- Optimism among Filipino businessmen rose in the fourth quarter of 2019 due to the holiday and the harvest seasons, but consumer confidence slipped due to higher commodity prices.

AN ORDINANCE REGULATING THE OPERATION OF BUSINESS ESTABLISHMENTS SELLING AND/OR SERVING BEERS,LIQUORS,AND OTHER ALCOHOLIC BEVERAGES IN THE CITY OF MALAYBALAY , AND PROVIDING PENALTIES FOR VIOLATIONS THEREOF

WHEREAS, Section 5, Article II of the 1987 Constitution provides that “ the maintenance of peace and order, the protection of life, liberty and property, and promotion of the general welfare are essential for the enjoyment by all the people of the blessings of democracy “;

WHEREAS, Section 16 of Republic Act No. 7160, otherwise known as the Local Government Code of 1991 provides that “every local government unit shall exercise the powers expressly granted, those necessarily implied therefrom, as well as powers necessary, appropriate or incidental for its efficient and effective governance, and those which are essential to the promotion of the general welfare”;

WHEREAS, Section 458 (a)(1)(v) of the same Code likewise empowers the Sangguniang Panlungsod to “enact ordinances to maintain peace and order by enacting measures to prevent and suppress lawlessness, disorder, riot, violence, rebellion, or sedition and impose penalties for violation of said ordinances;

WHEREAS, in the interest of public order and safety and to ensure that the City of Malaybalay will remain as a safe and fun destination, it is imperative to regulate the selling and/or serving of beers, liquors, and other alcoholic beverages in the city;

WHEREAS, in view of the alarming incidence of alcohol-related crimes and to re-inforce the City’s drive against public drunkenness, the government of the City of Malaybalay deems it necessary to strictly regulate and implement the selling and/or serving of intoxicating beverages in the city; NOW, THEREFORE:

BE IT ORDAINED BY THE CITY COUNCIL OF MALAYBALAY CITY IN REGULAR SESSION ASSEMBLED, that:

SECTION 1. This Ordinance shall be known as the “Ordinance Regulating the Operation of Business Establishments Selling and/or Serving Beers, Liquors, and other Alcoholic Beverages in the City of Malaybalay”.

SECTION 2. For purpose of this Ordinance, the term “alcoholic beverages” shall mean any drink which contains ethyl alcohol or ethanol as an active agent, including but not limited to beers, liquors, spirits, wines, locally distilled alcohol drink such as, but not limited to tuba, lambanog, basi, etc. and cocktail.

SECTION 3. No person or establishment shall sell liquors, beers, or other alcoholic beverages to persons below legal age. Likewise, no person or establishment shall serve in its establishments said beverages to a minor to order, drink or consume beers, liquors, or other alcoholic beverages in hotels, beer houses, fun houses, motels, family KTV BARS, restaurants, food houses, stores, and the like.

SECTION 4. All persons or establishments selling or serving beers, liquors or other alcoholic beverages, and the like that causes intoxication are hereby prohibited to sell or serve the same beginning 1:00a.m. Until 7:00 o’clock in the morning. The drinking and consumption of the same within the establishments and within the same time period are also prohibited.

SECTION 5. Any violation of the provisions of Sections 3 and 4 of this Ordinance shall be penalized as follows, without prejudice to the prosecution

In case of inability to pay fine, he/she shall render community service for eight (8) hours. This no-contest does not apply to subsequent offenses. b.

Second Offenses – Administrative Fine of Five Thousand Pesos (5,000.00) or imprisonment of one (1) month, or both, at the discretion of the court, plus suspension of the business permit for three (3) months; c.

Third Offense or more – Administrative Fine of Five Thousand Pesos (5,000.00) or imprisonment of six (6) months, or both such fine and imprisonment at the discretion of the court, plus revocation of business permit; If the violation is committed by a corporation, partnership or association, the President and/or Manager thereof shall also be personally liable.

If the violation is committed by a single proprietorship, the owner and/ or Manager thereof shall also be personally liable.

If the violator is committed by the costumer for drinking and consumption of alcoholic beverages within the establishments and within the same time period despite the plea of the establishment not to do so anymore, he or she shall be penalized, as follows; a.

First Offense – a Fine of One Thousand Pesos (1,000.00) ;

No-contest Provision – the violator who wish not to contest his/ her liability may pay the fine within three (3) from citation for the offense with the City Treasurer before the institution of formal charges. In case of inability to pay the fine, he/she shall render community service for eight (8) hours. This no-contest provision does not apply to subsequent offenses.

b. Second Offense – a Fine of Three Thousand pesos (P3, 000.00) and/or imprisonment of one (1) month at the discretion of the court.

c.

Third Offense or more - a fine of Five Thousand pesos (P5, 000.00) and/or imprisonment of three (3) months, or both such fine and imprisonment at the discretion of the court.

SECTION 6. Within thirty (30) days upon approval of this Ordinance, the City Mayor shall cause the issuance of the Implementing Rules and Regulations (IRR) as are necessary for the effective implementation of the Ordinance. The following offices shall formulate the necessary Rules and Regulations for its effective implementation and are hereby tasked to monitor and inspect the strict compliance of this Ordinance:

a. Malaybalay City Police Station

b. City Legal Office

c. City Prosecutors Office

d. President of Liga ng mga Barangay of Malaybalay

e. City Treasurers Office

f. City Business and Licensing Office

SECTION 7. All existing ordinances related and not inconsistent to the purpose for which this Ordinance has been passed and approved are deemed incorporated. Those that are inconsistent are hereby repealed or amended.

Among the different types of trading firms, business sentiment by importers and domesticoriented firms were more buoyant as they anticipated an increase in sales and higher demand on pharmaceutical products, and food and beverages during the holiday and harvest season.

“That is where we can see the effect of the trade war indirectly,” BSP Deputy Governor Francisco Dakila, Jr. said during the same briefing.

Among the selected economic indicators, businesses expected the

peso to strengthen against the US dollar, inflation rate to increase, and for interest rate to ease further in the last quarter of the year.

On the other hand, CI, under the consumer expectation survey (CES), declined to 1.3 percent from the previous quarter’s 4.6 percent.

Respondents traced the drop in their optimism to higher prices of commodities, low or no increase in salary/income, increase in household expenses, and high unemployment rate.

Their spending outlook on basic goods and services were broadly steady for the first quarter of 2020 at 37.1 percent from 36.2 percent in the previous quarter.

“This indicates that respondents who expect

to spend more on goods and services outnumbered those who said otherwise,” the BSP report said.

The result of the CES also showed that households that have savings declined, with the percentage declining to 36.3 percent from an alltime high of 37.5 percent last quarter.

The respondents said they were saving to prepare for emergencies, health and hospitalization, education, retirement, business capital and investment, and purchase of real estate.

Households with overseas Filipino workers (OFW) who alloted remittances for savings increased, but those who allocated funds for investments went down.

The Magna Carta of the Poor (Republic Act No. 11291), signed on April 12 mandates the State “to adopt an area-based, sectoral and focused intervention to poverty alleviation where every poor Filipino must be empowered to meet the minimum basic need through the partnership of the Government and the basic sectors”.

Duterte also signed on April 17 an act institutionalizing the Pantawid Pamilyang Pilipino Program (4Ps) (R.A. No. 11310), the national poverty reduction strategy and human capital investment program that provides conditional cash transfer to poor households for a maximum period of seven years to improve the health, nutrition and education aspects of their lives.

Accessible social services To ensure that every Filipino, especially, the poor have equal access to quality healthcare, Duterte signed the Universal Healthcare Act of 2019 (R.A. 11223) which automatically enrolls all Filipinos under the government’s health insurance program.

Under the law, coverage will be expanded to include free consultation fees, laboratory tests, and other diagnostic services.

Duterte also signed into law a bill (R.A. 11210) that extends the maternity leave of female workers in the country from 60 to 105 days with full pay.

All working mothers in the government and private sector are guaranteed with 105 days of paid maternity leave credits, with 7 days transferable to fathers while an additional 15 days of paid leave will be granted

to single mothers, according to the law.

Complementing these measures is the Malasakit Center Law (R.A. 11463), which expands the accessibility to the government’s medical and financial healthcare services’ through the Malasakit Centers, that will be built in all public hospitals in the country.

To cut bureaucratic red tape in government, Duterte also ordered state offices to finish all transactions in just hours.

For the farmers To open up the country’s rice market, Duterte signed the Rice Tariffication Law (R.A. 11203) on February to switch the current quota system in importing rice into a tariff system, where rice can be imported more freely.

Panelo has insisted that holding bilateral negotiations between the Philippines and China is currently the “most effective” way to resolve the dispute over the West Philippine Sea. Water woes Alleged “onerous” provisions found in water concession agreements entered into by government with Maynilad and Manila Water angered Duterte, who refused to allow the government to pay the two water firms for damages.

Duterte began questioning the alleged onerous provisions after the Singapore-based Permanent Court of Arbitration issued separate decisions, compelling the Philippine government in 2017 to pay PHP3.4 billion to Maynilad and in November 2019 to compensate PHP7.39 billion to Manila Water for the losses the two firms allegedly suffered due to non-implementation of increases in water rates.

Saying the water deals “mirror” the Anti-Graft and Corrupt Practices Law or Republic Act 3019, Duterte threatened to sue them for economic sabotage.

Duterte asked the Department of Justice and Office of the Solicitor General to craft new water concession agreements that are “favorable to the State and the Filipino people” and also floated the idea of ordering the military to take over the operations of the two water concessionaires.

The Metropolitan Waterworks and Sewerage System (MWSS) had revoked the approved 15-year extension of concession agreements with Manila Water and Maynilad that are supposed to expire in 2037 which means the two firms only have until 2022 to operate since the 2009 resolution extending the 25-year con-

cession deals signed in 1997 is considered ineffective.

The President will make a major announcement in relation to the alleged onerous contracts on Jan. 6, 2020, according to Malacañang.

Peace talks situation Duterte permanently terminated the government’s peace talks with the Communist Party of the Philippines (CPP) on March 18 saying the communist guerillas could talk peace with his successor instead.

The CPP-New People’s Army (NPA) has been tagged as a terrorist organization by the United States, the European Union, United Kingdom, Australia, Canada, New Zealand, and the Philippines.

Duterte later created a new panel, to include representatives from different sectoral groups, local government units, and the military, to supervise localized peace engagements.

The Retooled Community Support Program is continuously being implemented in areas with vulnerable populations to ensure the improved delivery of basic services.

However, Duterte on Dec. 5 bared that he has directed former government chief negotiator and Labor Secretary Silvestre Bello to talk peace with CPP founder Jose “Maria” Sison hopeful to re-open negotiations with CPP’s political wing, the National Democratic Front (NDF).

Bello said that peace talks could resume by the second or third week of January 2020, but the government and the communist rebels have yet to agree on the negotiation’s venue.

No 4th Martial law Despite possible attacks by communist guerillas in the future, Duterte, on Dec. 10, backed security officials’ recommendation not to extend the martial law, following the weakening of the terrorist and extremist rebellion.

Even without martial law in place, Duterte was optimistic that the state forces can maintain peace and order in Southern Philippines.

Oro port shares Christmas cheer to stranded passengers, fire victims

OME 280 passengers stranded at the Cagayan de Oro Port in Barangay Macabalan due to inclement weather brought about by Typhoon “Ursula” (International name: Phanfone) were fortunate they have a sympathetic port management office quick to react to their plight.

Instead of proceeding to their intended destinations in Cebu and Bohol, the affected passengers had to spend Christmas Eve at the Cagayan de Oro Port due to Coast Guard travel advisories restricting travel due to the typhoon.

However, they did not miss the traditional Noche Buena when the Port Management Office of Misamis Oriental/Cagayan de Oro (PMO MO/C) quickly organized an instant Fellowship

on Christmas Eve activity for them.

Besides providing free meals to the stranded passengers starting with lunch on 24 December, the PMO, with the assistance of the Cagayan de Oro Police Office (COCPO) Precinct 5 and other generous donors, prepared a “Noche Buena” for all. A short program was also instantly organized, which included games, and dance numbers from youngsters among the passengers themselves.

In continuing promotion of the PPA’s Serbisyo at Malasakit, Malasakit pouches containing foldable pans, hand towels, and other necessary toiletries were distributed to the senior citizens.

Earlier, the PMO also distributed to some forty (40) families who were victims of the fire last August 2019 in partnership with the

local chapter of the Pambansang Tinig at Lakas sa Pantalan, PPA Employees’ Union; Sunrise Multi-Purpose Cooperative; and, Rotary Club of Cagayan de Oro (Mother Club) on 21 December 2019.

Although some of the families already re-built their homes in the same area, most were still living under makeshift tents along the road proximate to the PMO’s Gate 5.

Each household received a container loaded with rice and other goods, while their children received toys and separate treats of candies.

The impromptu Noche Buena prepared by PPA PMO MisorCDO for 280 stranded passengers at the CDO Port last Christas Eve.

Since it was early in the morning, the PMO personnel and members of the Rotary Club provided meals to all individuals including the little children.

After the giftgiving and feeding, the PMO personnel extended their time to bond with the children who in return, showcased their talents in dancing and cheering. They also enthusiastically participated in various games organized by the PMO. Following the fire last August which PPA PMO MisorCDO personnel led by Port Manager Bong Kids of the stranded passengers rendered dance and occurred as the Butaslac distribute X’mas loot bags to children of stranded cheering numbers in appreciation of PPA’s warm-hearted new Passenger passengers at CDO Port during X’mas eve.

For the chairman of CDA who is fighting for it to be truly a genuine cooperative is now facing a case in the Sandigan Bayan, for what? For doing his job as Chairman of an office that had been created by the Constitution “to advance the viability and growth of cooperatives as instruments of social justice, equity and economic development.

It is a great social injustice to front itself as a cooperative when it is not, by not recognizing the members’ ownership of this multi-billion peso utility. The recognition of MCOs’ ownership will be a great liberation force to liberate the poor from the bondage of poverty.

If only the ownership will be recognized of some 11 million MCOs in all the 119 electric cooperatives nation-wide with a critical mass of some 55 million Filipinos, equity will be had in a country where only 200 families control 73% of the economy.

Let us go back to history.

In the late 60s, our very own Vice President Emmanuel Pelaez wanted to electrify the rural areas as during that time, electricity was just confined in the urban areas, i.e., CEPALCO in Cagayan de Oro, DAVAO LIGHT in Davao, MERALCO in Manila. A group then of senators and congressmen went to the United States to learn on what could be the best way to electrify the rural areas. They were amazed to discover that in the United States, it is the consumers who are the owners for being cooperatives.

This is so because electricity is means to life (just like water and air) and should not be a means to enrich the capitalists.

And so that was in the mindset of our legislators when they enacted the Rural Electrication Law that it should be owned and managed by the MCOs, thus, cooperativized. The USAID then provided a grant of 800 million dollars to start the Philippine rural electrification through cooperativism.

But their cooperativising technique was just a gimmick for truly, the so-called electric cooperatives are just cooperatives in name, based on a landmark 2003 decision of the Supreme Court in the case of PHILRECA Vs. Department of Finance.

These so called electric cooperatives began their fake existence during the height of martial law regime when President Marcos then issued Presidential Decree 1645 (named after M-16 and Caliber 45) and provided powers to NEA under Section 357 (named after Magnum 357). Such was not surprising as NEA then was under an AFP General of the military as Secretary.

After the EDSA Revolution, such social wrong was attempted to be rectified and so NEA was given 3 years to turn over all the Electric Cooperatives to CDA, as the sole registering agency on cooperatives. But such did not happen.

All of those years, all the past administrations where carrying out actions that benefit corporate and financial interest. Indeed, the power in a democratic state resides with the people but how come such is being taken from them by big corporations? Under the present dispensation, the 11 million MCOs are hopeful that due attention be given to rectify a great social injustice that is victimizing a critical mass of some 55 million Filipinos who are now shouting “let justice be done ‘till heavens fall!

Subsequently, towns, streets, plazas, schools and other institutions have been named after Rizal.

Statues and busts of Rizal have been built not just in the Philippines but also in prominent foreign cities.

Celebrations of Rizal Day have been observed in various communities in the years after Rizal’s execution. Here is one celebration as described by Ignacio O. Bunye, my paternal grandfather. (Translated from the original Tagalog) “Residents of Alabang (Muntinlupa) were active participants in the organization called “Ikalalaya” – one of the earliest organizations which actively advocated and supported a movement to honor Rizal. In 1910, “Ikalalaya” organized a simple program commemorating the national hero. A likeness of Rizal, fashioned out of clay was paraded in the streets of Alabang on top of a baby carriage.

Behind the carriage was the 9-man band of Victorino Porciunkula. The parade ended at the house of G. Moral where a ‘salu-salo’ was hosted by Germogenes Arciaga and Salustiano Bragat.

“The following year, on the birth anniversary of Dr. Rizal, a much bigger parade which started from Sukat and ended at Tunazancillo (the whole length of Muntinlupa) was held. The occasion was graced by Lope K. Santos, Governor of Rizal, Honorio Musni and Board Member Silvestre Apacible.”

It was John the Baptist who pointed out Jesus to us, calling him the Lamb of God. “Behold, the lamb of God, behold him who takes away the sins of the world.” (Jn 1,29) Christ is the one who bore all the sins of man, showing us the way of perfect love.

On the other hand, PCIC shall include social security protection as one of the major topics during its briefing/orientation for farmers and fisherfolks.

Also, they can refer to cooperatives and associations to SSS for coverage and promotional activities of their respective members.

BDO celebrates with overseas Filipino families in Davao, pushes for financial education

“Raising their financial knowledge should start at the onset, meaning, we teach them what they can do with their hard-earned money by allocating a portion to savings and looking for investments which can serve their long-term goals,” said Gloria.

BDO Remit visits universities to teach young adults, whose parents may be an OF, to take care of the money remitted to them. It also does financial education activities in various barangays to orient people, particularly the unbanked, about the importance of being a part of the formal banking system.

“Apart from these efforts, we also continue to participate in the predeparture orientation seminars (PDOS) done by the Overseas Workers Welfare Administration (OWWA), by helping the departing OFs to have a better financial behavior,” noted Gloria.

Since starting the financial education advocacy in 2014, she said BDO Remit

has noticed a significant improvement in the saving approach of the OFs as indicated by the growth in their monthly savings.

“They are saving more now and they know their priorities and goals. For us, this improvement is a testament that this advocacy of ours is working well for them,” added Gloria.

BDO Remit currently has two million BDO Kabayan Savings account holders, a product it introduced in 2006 to encourage OFs and their beneficiaries to save and eventually allow them to qualify for other banking products such as loans, as their lives flourish.
