Earthquake victims opted to remain in evac camps KIDAPAWAN City--Almost a month since the last big earthquake hit the province of Cotabato, eight evacuation camps in three quake-hit barangays in this city still remain even after the city government has ordered the return of quake victims to their homes.

Mayor Joseph Evangelista, during the interagency and multi-sectoral meeting on Friday, said the return of those internallydisplaced persons is part of their efforts to decongest the number of evacuation

sites in the city.

This as the move to rehabilitate the damaged structures is underway, said the mayor.

“We will complete the rehabilitation efforts the soonest. I want it done immediately because I don’t want any delay in the rehabilitation and reconstruction efforts, just like what is happening in Marawi City and in areas hit by super typhoon Yolanda in the Visayas region,” he stressed.

Youth to govt: Hold major carbon emitters accountable YOUTH climate strikers and civil so ciety organizations are calling on the government to hold major carbon emitters responsible as they march in Manila for climate justice on Friday.

The march is part of the Global Climate Strikes Movement, which takes place ahead of the UN climate conference in Spain next week.

Yout h g roup s a re taking to the streets in several other cities, including Davao, carrying a common message of justice for climateimpacted Filipino communities.

“Filipino youth refuse to inherit a dying planet and a sunken country.

We are demanding climate justice,” said Mitzi Jonelle Tan, lead convenor at the Youth Advocates for Climate Action in the Philippines.

Tan said: “We are fed up with the willful ignorance of multinational companies and world leaders of countries that are contributing the most to environmental degradation and the climate crisis. We will not stay in our classrooms when the threats to our country and to Filipinos are so clear and apparent.”

Ahead of the climate strikes, young Filipinos are also hopeful that the Commission on Human Rights (CHR) will release a favorable resolution on its investigation into the responsibility of 47 of the world’s biggest investorowned fossil fuel companies for human rights impacts resulting from climate change.

The inquiry is the first of its kind in the world and its resolution is expected

to become a precedent for future climate litigation in the Philippines and in other countries.

“For the future of our children and the coming generations, we remain steadfast that the CHR will announce a resolution holding fossil fuel companies responsible for human rights violations,” said Katherine Culaba, Education Officer at Sentro ng mga Nagkakaisa at Progresibong Manggagawa (SENTRO).

“The climate crisis can be addressed, but only if we hold the culprits responsible for the damage they’re inflicting.”

Greenpeace is supporting the call for climate justice and is demanding that companies most responsible for the climate crisis be held accountable for climate harms.

“The Philippines is in a climate emergency— corporations most responsible for this crisis should not be allowed to continue operating business-as-usual with impunity,” said Marian Ledesma, Greenpeace Philippines coordinator for the Climate Justice Campaign.

“Today’s young people are relentless in their efforts to demand solutions to the climate crisis. Greenpeace honors these young Filipinos who are at the forefront of the call to bring justice to people whose rights to shelter, food, livelihood and a dignified life are being violated by fossil fuel companies who put profit over people. They are not just fighting for themselves, but for everyone,” said Ledesma.

Oro govt partners with 5 schools for waste recycling CAGAYAN de Oro City-The local government has recently signed an agreement with 5 public schools to implement the national program on waste recycling.

This after the 19th City Council in its regular session last Monday, presided over

by Vice Mayor Raineir Joaquin V. Uy, enacted an ordinance allowing Mayor Oscar S. Moreno to enter and sign the memorandum of agreement (MOA) with the City Central School, Cugman Elementary School, Balubal National High School, Father William S. Masterson Elementary School, Canitoan National High School and the Department

of Environment and Natural Resources-Environmental Management Bureau in Region 10 (DENR-EMB-10).

The Power, a daily newsletter of the City Council, said the collaboration is for the establishment of the National Ecosavers Program (NEP) with funding support from DENR-EMB-10 in the amount of P25,000 per school.

The agreement, it said, will directly involve the elementary pupils and high school students where they learn the critical role of every citizen, even at a young age, to take part in collective efforts to protect the environment.

Under the agreement, the DENR-EMB-10 shall provide technical support to facilitate assistance to the schools in the formulation and implementation of the NEP, establishment of Materials Recovery Facility (MRF) linking with junk shops for the marketing of recyclable wastes and determination of waste diversion as a result of the systems introduced.

For its part, the city shall provide counterpart resources to assist/augment the implementation of the MOA by designating a project officer who will facilitate coordination and implementation of the

project.

The city will also conduct regular monitoring on the progress of the activities, submit quarterly accomplishment/progress and final reports, as well as financial/liquidation report of the NEP, among others.

Finally, the schools shall conduct information, education and communication campaigns among the students, school officials, faculty and other support staff. It shall likewise document the experiences in implementing the program focusing on lessons learned, best practices and recommendations in See WASTE, page 11

BROADLY speaking, educational activities can be split into two categories – life skills and professional skills. While it is true that the 12 years in basic education culminating in junior high form the learning of a child, the years starting in Senior High, vocational education and eventual tertiary education will mold his or her career.

The life skills that we all need to learn and the way we learn them have remained relatively constant across the ages – how to communicate, socialize and survive. But you can argue that today’s education system anywhere in the world, whether you’re in the Philippines or England, is skewed toward the second category. It’s the teaching of professional

skills and it’s this category that will face the greatest opportunities and challenges over the next 50 years.

While educators prepare students for lives of learning, it’s more true to say their role is to prepare students for lifelong careers. But while that was a relatively simple task in the past, it’s now much more difficult. Today, technology is replacing human intellect. There are now digital paralegals, digital transcriptionists without any need for human intervention. That’s why I believe the educational system must acknowledge and adapt to this fact.

There must be continuing drastic changes in our day-to-day teachings in our curricula.

Academic competitions hone students’ minds

ACADEMIC competitions are considered extra curricular activities because they’re really not part of the syllabus of a particular grade. They are activities organized by entities outside of the school system who invite school administrators to send in their brightest students to compete with the brightest students of other schools in a particular place. Although champs of these academic competitions are not determinants on how a student gains a spot in the honor roll, they certainly become pride of the school where they enroll. This morale factor can also help other students sharpen their minds and strive to be the champions of more upcoming academic competitions.

Just last Friday, there were two extra-curricular

academic activities that I have witnessed at SM City Cagayan de Oro. In the morning, more than 200 students simultaneously held a letter writing activity intended for the next President of the country.

This activity was also held in 73 other locations in Central Mindanao. This activity helps a student finesse his penmanship and revive a once-upona-time common everyday skill called handwriting.

In the afternoon, the Department of Trade and Industry sponsored a quiz show focusing on the topic of consumers’ welfare since this month happens to be Consumer Welfare Month.

All these tilts and more will help boost the minds of our students and hopefully become sharp leaders and members of society in the future.

CAGAYAN de Oro City-Councilor Maria Lourdes S. Gaane is pushing for the implementation of Republic Act 10028, otherwise known as the “Expanded Breastfeeding Promotion Act of 2009.”

RA 10028, which was signed by President Gloria Macapagal Arroyo on March 16, 2010, provides incentives to all government and private health institutions with rooming-in and breastfeeding practices.

In a meeting last Wednesday, Gaane, chair of the City Council committee on health and health insurance, discussed the implementation of establishing breastfeeding room in all public markets in the city.

Under the law, the agency is required to establish breastfeeding room and provisions of lactation breaks (40 minutes every eight hours).

The City Health Office has already informed the

City Economic Enterprise Department (CEED), and other selected offices of city government to comply with the breastfeeding room requirement.

During the discussion, Marfe Dacoco of the CEED said the office already identified a breastfeeding area at the first floor of Cogon Market as suggested by the committee during its meeting last November 20.

She said the CEED plans to develop a vacant stall at

the rice and corn section as a breastfeeding area based on the specifics required under the law.

At the East and West Bound Terminal Public Market (EWBTPM), Jocelyn Peñalosa said the City Mall also provides a breastfeeding room for its clients. She said the office has decided to convert portion of the abandoned Substation of Police Precinct No. 7 for the purpose.

Fake news and education

I was surprised when I received a message on the messenger from one of my friends, who did not want to be named. He was nervous about the fake news in newspapers in his country: the Philippines. I think it is different from that in my own country, Indonesia. Almost all of the fake news were predominantly disseminated by the social media and websites. They used their pseudo names, during the presidential campaign.

In that case, I gave an opinion using education as the panacea. I once wrote an article about fake news, in Indonesia Post, in Indonesia, on 27/05/2017. It was during the presidential campaign with two candidates: the incumbent: President Jokowi and the opponent candidate: Prabowo

Subianto. In that article, provided it with a panacea: Making the people literate. I believed that there are three possibilities for the people towards the fake news.

The first possibility, I believe that the news may not be taken seriously. They don’t care or even they don’t read it. The second possibility, fake news can be very viral: rolling and bulldozing then framing an opinion.

The readers can be in a bigger number, following it and get trapped, thinking it as the real news. But, the third possibility is that some might respond to the news but they analyze it profoundly. This is very special for the people with highly educated. Therefore, the response to the fake news depends on the ability to read individually.

Reading skill has a level.

The first level is Reading the lines, which is reading what the written sentences are. The ability to read only on reading the lines will be bad if the readers’ educational, social, and cultural backgrounds are very low.

Finally, it ignites the emotion and blazing.

The second reading ability is reading between the lines. A clever reader can judge the language of writing in the text not only what is written in each sentence.

They are well literate. They can interpret words, sentences in a more complete context in a paragraph and even a whole text. For the readers of this ability class, they will produce a better analysis than the first-level readers. I believe they may not get irritated but they may also be still in doubt: depending on how fanatic

they are with their presidential campaign.

The third, the readers who have the ability to read beyond the lines. This type of readers, not only literally understand the meanings of each word and sentence.

They can precisely read beyond the lines. They are able to analyze the text being read with various references they have read: Global Knowledge Of course, they are not trapped. They will inform others to disseminate another good news or information: telling the public that the news is fake.

Cachuela, (known in city hall as the “Little Big Mayor”), immediately went to work. The heavy-set 51-year-old engineer, who also has an MBM degree, previously served as Planning Officer/Zoning Administrator before becoming City Administrator, a post he has held since 1999.

Cachuela convened TFD members to discuss strategies on clearing road networks and sidewalks.

Priority areas such as M.L. Quezon Street, Alabang Viaduct and Alabang-Zapote Road were targeted for the first phase of 24-hour clearing operations. Second phase targets included NHA Southville 3, Katihan, Rizal, Baybayin (Poblacion to Bayanan), Bautista, and Pleasant road.

Be quick on the rebound

I BELIEVE we all commit mistakes and suffer some failures in life. And certainly we feel bad about it.

We just have to make sure that we do not stay long brooding over them and letting ourselves to sink to sadness and depression. We have to learn how to bounce back to happy normal life as quickly as possible.

There is much more to life than wasting our time getting stuck with our mistakes and failures. Getting stuck there can mean we are quite proud, too attached to our ideas and likes, and not seeing a wider picture that only God in his providence can give.

Life is like a game. There are rules to follow, goals to reach, deadlines to meet,

issues to resolve. There are challenges to face and dreams to pursue. There are just so many tasks and other concerns to mind. Of course, we have to score as many points as possible, but life can have other turns.

We just have to come out with game plans and strategies, availing of the pertinent tools and instruments. And yet despite all the preparation and our best efforts, including the exercises needed to acquire a can-do attitude, we know that we can still fail.

We have to learn how to cope with this eventuality, quickly learning many lessons we can derive from our mistakes and failures. We have to realize that there actually are many precious

lessons we can learn from our mistakes and failures that cannot be found when we are succeeding in life.

As long as things are always related to God, everything will work out for the good. (cfr. Rom 8, 28) As a consequence, we just have to learn how to be sport and game about all this, and move on as quickly as possible. No use spending too much time dwelling on why we committed the mistake or why we failed.

Like any sportsman, we have to have a good inventory of our assets and liabilities, our strengths and weaknesses and strategize them to our best advantage. Of course, we should try to do something about our handicaps, aiming at

knowing how they can be taken advantage of.

This means that we have to undertake an ongoing training and formation program to equip us adequately for the game of life. And given how present developments are, that training has to be constantly updated. Yes, we need to always retrain ourselves to acquire new skills that are more attuned to the current needs.

Coco oil organic certification: multi-stakeholder working group convened THE Department of Trade and Industry (DTI) led by the Foreign Trade Service Corps (FTSC), the Philippine Coconut Authority (PCA) and the United Nations Conference on Trade and Development (UNCTAD) met with various coconut oil industry stakeholders for the assessment of organic certification in the coconut oil value chain in the country on 25 November 2019 at Makati Diamond Residences.

“Coconut is a million dollar earner. It is one of the country’s biggest commodity in terms share in production and export shares but the industry is virtually challenged.

Coconut farmers remain poor and the sector continue to be vulnerable to climate change”, underscored PCA Administrator Roel Rosales in his address welcoming the 60 participants from various government agencies, international organizations, farmers associations and private companies joining the 1st TWG meeting on the Assessment of Organic Certification in the Coco-

nut Oil Value Chain in the Philippines.

THE state-run Social Security System (SSS) on Thursday said more than 60,000 Filipinos in South Korea will soon enjoy the benefits of social security coverage and protection both from their host and mother countries following the signing of the bilateral agreement between the two countries last 25 November 2019.

During the sidelines of President Rodrigo Duterte’s visit to South Korea for the ASEAN - Republic of Korea Commemorative Summit, five agreements were signed including the Social Security Agreement (SSA) that will address social security coverage of Filipinos in South Korea and Koreans in the Philippines.

“After almost 15 years, we are very glad that we have finally secured an agreement with South Korea that will ensure the protection of social security rights for the benefit and welfare of the respective nationals of both

countries,” SSS President and Chief Executive Officer Aurora C. Ignacio said.

PRRD: China’s co-ownership of PH power grid purely business

MANIL A — Fi lipinos should not be alarmed over China’s co-ownership of the National Grid Corp. of the Philippines (NGCP), a private consortium that manages and operates the Philippines’ power grid, President Rodrigo Duterte said on Friday.

In an interview with CNN Philippines, the President said China merely intends to earn money and has no intention to control the Philippines’ power transmission infrastructure.

“My answer to that is very simple. It’s a business so why would China cut it President Rodrigo Duterte

(power grid)?” he said.

“Ang China tumulong lang. Nagmagandang loob kasi gusto rin niyang may kakampi sila kasi puro kakampi ng Amerikano.

(China just helped us. It acted in good faith because it wants to improve ties with other nations since most of them are Americans’s allies).

So they are trying to help everybody,” Duterte added.

China’s State Grid Corp. controls 40 percent of the NGCP, which supervises the management and operation of the country’s power transmission lines owned by state-owned National Transmission Corp.

Justice Antonio Carpio on Tuesday said Beijing’s coownership of the NGCP should be a “cause for concern” because it has the capability to shut down the Philippines’ power grid.

In response, Chinese Foreign Ministry spokesperson Geng Shuang said such claim was “completely groundless,” while the NGCP clarified that State Grid Corp.’s role is limited to being a “technical adviser.”

MANILA -- The Philippines has won its first diving destination award, besting eight dive powerhouses at the 2019 World Travel Awards (WTA).

During the WTA Grand Final Gala Ceremony held recently in Oman, the Philippines surfaced as the 2019 World’s Leading Dive Destination, prevailing over eight other places nominated under the same category -- Azores Islands, Bora Bora

in French Polynesia, Cayman Islands, Fiji, Galapagos Islands, Great Barrier Reef in Australia, Mexico, and the four-time and previous title holder Maldives.

Palawan’s prestigious Amanpulo Resort also emerged victorious as the World’s Leading Dive Resort at the gala event.

“Dubbed by marine experts and scientists as the heart of marine biodiversity in the world, our country is home to the highest concentration of coral reef life

Sports Tourism Awards an inspiration

PHILIPPINES’ top sports tourism destinations, events, and organizers were recognized in the prestigious 3rd Sports Tourism Awards at the Grand Wing of Resorts World Manila, Newport City, on November 26, 2019.

Running away with the top award as Destination of the Year was Clark Freeport for organizing and supporting well over 200 sporting events in the free port zone last year alone. BUTUAN City--Police shot dead a hostage-taker here Friday morning after three hours of negotiation failed, saving the life of a 12-yearold boy.

The hostage-taker, Michael Belarma Puerto Gallera, boarded the Surigao Transport Corporation Bus while it was parking at a bus stop and immediately snatched the victim, the Surigao City Police Office (SCPO) said in a report Saturday.

Gallera, 40, was armed with a kitchen knife and a screw diver, then took the boy hostage, police said.

“We negotiated for three hours but nothing happened.

I suspect might be suffering from mental disorder because we cannot understand what he was demanding. He was often changing what it was he wanted,” said Lt. Col. Christian L. Rafols II, SCPO chief.

Rafols said the police even met the perpetrator’s demand for a gun at the height of the negotiation.

“We provided him with a handgun. Of course, the gun was unserviceable because we removed its firing pin,” Rafols said.

He said they initially planned to subdue the hostage-taker once he took the unserviceable firearm but

backed out from it because of the enormous risk.

“We provided him again with the second firearm without a firing pin but he was still not satisfied,” the police official said.

Rafols said they decided to shoot Gallera when he tried to stab the victim in the chest.

Gallera succumbed to two gunshot wounds and the boy was safely rescued, police said.

Similar to SSAs that the Philippines has with other countries, the provisions of the SSA with Korea are in line with the State’s policy to afford full protection to labor, local and overseas, as also enshrined in the Universal Declaration of Human Rights stating that every member of society has the right to social security.

Under the agreement, covered members and their beneficiaries may file their claims with the designated liaison agencies of the Philippines and South Korea which will accordingly extend assistance to facilitate the processing of claims.

For example, if an OFW did not meet the qualifying conditions of at least 120 months of contributions to qualify for a retirement pension under the SSS, but was able to pay the fraction through Korea’s NPS, he/ she will still be entitled to the retirement pension, and vice versa, provided that the

benefit due to the member will be paid by the respective systems based on actual contributions or period of coverage. This portability arrangement, which is the core provision of the SSA, will apply to OFWs who will opt to keep their contributions with the Korean NPS. Further, the agreement ensures that a covered person shall continue to receive his/her benefits regardless of the place of residence, either in the Philippines or Korea or even outside the territories of both countries.

Significantly, the signed agreement is in line with the provision of Republic Act 11199 or the Social Security Act of 2018 wherein the compulsory coverage of OFWs is mandated.

During the initial phase, TFD demolished 632 store/ house encroachments on sidewalks, towed 2323 illegally parked vehicles, dismantled 209 illegal terminals, apprehended/ warned 906 illegal vendors, and rounded up 322 street dwellers. The latter were immediately turned over to the Social Services Department for relocation. The confiscated carts of repeat offenders were destroyed.

The strays were impounded in the Muntinlupa Animal Pound facility in Pacwood, Barangay Tunasan. TFD, however, is still grappling with the problem of Meralco posts and Maynilad water meters which have previously been installed on some sidewalks.

According to Cachuela, “(t)he operations were initially met with resistance from parties who behaved as if they have acquired title to the properties which they have illegally occupied for a long time. But consistent and even-handed implementation of the operations allowed us to gain headway.”

TFD tried to soften the blow on displaced vendors by allowing them access to the city’s “Pantawid Pangkabuhayan para sa mga Displaced Vendors” program. They were also oriented to the city’s livelihood programs. Tricycle associations, which were required to relocate terminals away from congested areas, were provided two-way radio sets to facilitate the pickup of passengers at designated points. Barangay Chairmen signed a covenant to keep areas, previously cleared of obstructions, to stay cleared.

Mayor Jaime Fresnedi also created a local road clearing assessment team which aims to monitor and evaluate sustained compliance by the nine barangays.

The DILG recently gave Muntinlupa City a “medium compliance” rating for its participation in the street

and sidewalk clearing operations. Personally, I would be more generous. The easing of traffic of both vehicular and pedestrian traffic as a result of the clearing operations has been palpable. I don’t see pedestrians occupying half a lane of street anymore. In my own case, I have shaved more than 10 minutes travelling from my ancestral house in Alabang to the Alabang viaduct via T. Montillano Street – a distance of less than 500 meters.

But, yes, still more needs to be done especially in the light of the Christmas season and the ongoing construction of the Skyway Extension Project, both of which are already constricting our roadways once again.

though we also have to put a curb on our anger and temper and the other undesirable impulses and outbursts. The art of offense and aggression as well as defense has to be learned properly. We have to know how to accept things as they are, yet always striving to make things as they should be.

We have to learn how to pace properly with the flow and the rhythm of the moment, knowing how to change gears at the right time, when to move fast and when to move slowly. When changes, even drastic ones, have to be made, we should be quick to do them, with due prudence, of course.

Of course, it helps that we bring all these considerations in our prayer so that we would not lose sight of what is most important in all these things. It is for the glory of God that we try our best to win in this game of life, though we should realize that if we truly follow Christ it can happen that winning this game may look like a defeat or even a devastation if seen in merely human terms and worldly criteria.

With God, victory is assured regardless of how things are seen in human terms. That’s when we can echo St. Paul’s words: “I have fought the good fight, I have finished the race, I have kept the faith. From now on the crown of righteousness is laid up for me…” (2 Tim 4, 7-8)

Miracle in Cell No. 7 “Miracle in Cell No. 7” is set to unfold on the big screen this Christmas, and this early, the public’s reaction to this movie top-billed

by Aga Muhlach is nothing short of phenomenal.

On November 12, 2019, the teaser was released in various social media pages of Viva Films and garnered 3 million views in just 5 hours. The views more than doubled to 7 million

in 16 hours, then reached 9.6 million in just 24 hours of its release. Two weeks later, as of Nov 25, 2019, record shows an impressive 18.4 million views across all media platforms.

Is it a miracle to have that kind of enthusiasm from the audience? Maybe not, especially when many are already familiar with the original “Miracle in Cell No. 7”, the heart-wrenching,

highest grossing film in South Korea in 2013 and currently ranks No. 7 in the list of Korea’s highest grossing domestic films of all time.

Directed by Nuel C. Naval (A Secret Affair, This Time), this official entry to the 2019 Metro Manila Film Festival stays faithful to the original plot.

Aga plays a mentallyill man who is wrongfully charged with sexually assaulting and murdering a little girl who happens to be the daughter of a highranking official (Tirso Cruz III). Joselito, the character played by Aga, has a very loving daughter named Yesha (Xia Vigor) who is left with nobody now that he is in prison.

In all his innocence, Joselito wishes to be with Yesha even in prison. With his fellow inmates already softening up on him, they device a plan to smuggle his young daughter inside the cell. Their success in pulling it off, the bond that is formed between Joselito and the men, the affection they have for the little girl, and how she brings out the best in them -- all these put together may be the miracle in cell no. 7.

Their strong connection lives on even years later when Yesha, already

a lawyer (Bela Padilla), is determined to clear his father’s name.

The appeal of “Miracle in Cell No. 7” to Pinoy audiences is not just in the storyline, but in the humor and in the all-star cast as well.

Playing Aga’s inmates are critically acclaimed character actors Joel Torre as Boss Sol, Jojit Lorenzo as Bong, Mon Confiado as Choi, JC Santos as Mambo, and Soliman Cruz as Tatang Celso.

Award-winning actor John Arcilla assumes the role of the prison chief, Johnny.

Aga expressed his gratitude for the experience of working with “such great actors” in a “super fun set”, giving special mention to director Nuel Naval.
