DTI wants to fast-tract EO on PUV modernization THE Department of Trade and Industry (DTI) wants to fast-track the creation of an executive order (EO) to support the supply side of the public utility vehicle (PUV) modernization program.

DTI Secretary Ramon Lopez said a new EO is needed to fund the agency’s

support program for local body makers of modern PUVs. This is aside from the DTI’s plan to reallocate some PHP9 billion for the third player under the PHP27billion Comprehensive Automotive Resurgence Strategy (CARS) Program.

“We need a new EO on that (PUV modernization program) so that we can get the budget as a support for the local manufacturing; for the local assemblers, body makers to supply modern PUVs,” Lopez told reporters.

The DTI chief said the support program for local

assemblers may come later in the PUV modernization program while the replacement of old PUVs may already start as President Rodrigo Duterte targets to kick-off the program in January 2018.

Ayala Business Club CDO, OPS give back with Kawyagan sa Marawi

The Ayala Business Club of Cagayan de Oro and the Oro Photographic Society recently joined hands for a two-day exhibit of Maranao arts and crafts at the Centrio Mall Activity Center on December 1112, 2017.

Dubbed “Kawyagan sa Marawi”, the livelihood exhibit highlighted the artistry of the Maranao people to raise funds for a number of livelihood and psycho-social projects focused on the return of normalcy.

“The need to rebuild starts from building a firm base to stand on and it is imperative to focus on the needs of its citizens and livelihood projects,” said Eric Gabiana, ABCCDO Vice President. “We, the Ayala Business Club Cagayan de Oro Chapter would like to ensure that a torch remains fixed on the positive spirit of Marawi. Work has begun on a number of livelihood and psycho-social projects focused on the return to normalcy, and rebuilding not just structures, but the people, culture, and history of the city.”

“Today, we put a spotlight on the hard work, dedication and ne vere nd i ng re s olve of t he Maranao,” Gabiana said.

“Traditional crafting skills passed down from generation to generation, weaving a cacophony of colors to make beautiful malongs and extravagantly detailed bauls, these are the trades that refuse to be affected by the chaos and uncertainty.”

For t h e i r p ar t , t h e Oro Photographic S ociety played a key role in the realization of the event through their walkthrough exhibit capturing the “sights and ingenuity” of the Maranao People. Dr. Vic Orencia, OPS outgoing president, shared how their members contributed their time and talent to come up with images which were sold during the exhibit to raise funds for the project.

However, Salika Samad , who together with her husband Master Weaver Jardin runs The Maranao Collectibles , admits it is an uphill battle to sustain the traditional arts and crafts of the Maranao.

“Even before the siege started, we were already problems getting young people to get interested in continuing our traditional arts and crafts,” Samad said. “With the higher education many young people are now getting from the Mindanao State University (where she is a graduate), many of them are more interested to pursue other careers outside Marawi City and the Lanao provinces.”

On another aspect, Jardin Samad said they have a constantly growing inventory of fabrics and textiles which many people seem to be appreciative of, but don’t buy.

Kawyagan sa Marawi exhibited hand-made bauls, brassware, handwoven malongs, and other fabrics expertly done by Maranao artisans.

Also featured were traditional Maranao food items like the Pater, Beef Papait, Manok a Pindiyalokan, Beef Randang, Palapa, Bakas flakes, Browa, and Lokatis, which happily were all snapped up before the end of the day by enthusiastic buyers.

“Over the years, Ayala has expanded its footprint across the country, finding innovative and sustainable business solutions for some of the country’s most

important challenges,” said Celerina Rosales– Amores, Ayala Foundation’s Senior Director for Corporate Communications.

The Cagayan river is about to overflow as it reaches the edge of the concrete Marcos bridge giving fears of residents of a repeat of death and destruction when typhoon Sendong hit the place some years ago. More reports revealed that many residents living near the river banks have evacuated to higher grounds while rescue teams and volunteers are patrolling the city to help victims.

Other places in Mindanao such as Bukidnon, Surigao, Agusan, Lanao and as far as Zamboanga areas are also hit by floods.

000 I am wondering how come so many people are killed, nearly every day due to traffic accidents. This is something new that did not exist decades ago. It scares me so much to imagine that motorcycles collide head-on with big trucks when our highways are wide enough to accommodate flow of traffic. Of course, it is big business for funeral parlors, but I am concerned about the tears of widows and orphans who lost their loved ones on account of possible recklessness of motorists.

The government should look into it and make the needed corrections.

belief. It will collide with our church and once more will divide the people. As a matter of right, I am against it not only for being immoral and hair-raising but also dirty. This seems a result of our being a great imitator that anything that looks sensational in advance countries may find a place in our heart. This early, I wish whoever developed this idea better forget it or he can migrate to countries that tolerate it and let him enjoy. Same sex marriage will defeat the reproduction process of mankind.

000 Our country has always been notorious in number of deaths during the celebration of the New Year on account of explosions of firecrackers, Molotov bombs and other explosives like dynamites. I urge the police and other government agencies to be alert to avoid unnecessary casualties during the occasion.

We certainly cannot stop the eagerness of people to be happy and noisy on new year’s eve but we can avoid disasters. Just the

We turn our canals into our garbage pit, we throw our rubbish anywhere we feel like throwing them because we act like datus and bai a labis as if there are people who pick up our trash after us. We patronize plastic in all its forms despite the fact we do not have facilities to recycle it. We have turned a blind eye to the destruction of forest covers.

When I was in Marawi City, there was not a single day that I go home at night from Iligan or Cagayan de Oro that I do not see truckloads of recently cut trees taken out of Lanao del Sur. That has been going on for

decades. Now, the chickens have come home to roost and we would instead find what is our “masosogok” rather than point our fingers to the real culprits and the real issue. (Well, aside from the fact that climate change is real). In a way, that is also right. We have found the enemy. It is us.

So what do we do? Here are my suggestions.

1) Prepare for all-out war. All able-bodied men and women should take up arms, get a shovel and plant trees anywhere there is space. Seriously, planning should have been done when Sendong struck. I wonder how many trees have See TIME, page 11

Think a minute.

You’ve probably heard the expression “A leopard can’t change its spots.” This, of course, is true of leopards.

But is it true of people? Can people change?

Are we humans just creatures of habit? Do we not have any control over our actions and habits?

One guy said, “Bad habits are like a comfortable bed: they’re easy to get into, but hard to get out of.”

Someone else said: “The chains of habits are too small to feel until they’re too strong to break.” So ‘breaking the mold’ of our bad habits takes effort, yet

one of the greatest freedoms in life is the freedom from bad habits. Habits are like the roads we take through life everyday. The problem is that not every road takes us where we need to go.

Actually, our routes through life often become our ruts in life. We end up stuck in them and find it hard to dig ourselves out.

That’s why we must change our bad habits as soon as possible before they become our ‘second nature’.

You see, our habits become our character and our character becomes our life.

As one wise person said: “First we make our habits,

then our habits make us.”

But we humans don’t like to change, do we? So we come up with excuses, like: “I can’t be different; that’s just the way I am.” Or we say: “I was born this way.”

And the good ol’ saying: “You can’t teach an old dog new tricks.” But that’s just it: we’re not dogs or animals.

In fact, we’re the only creatures who have the freedom and power to change and choose the kind of person we become.

So what habits do you need to start changing today? You know, there’s one bad habit you need to change first, that will help

President Duterte confers with local CHRISTMAS SALE officials as TS Vinta hits LanaoNorte UP TO 50% DISCOUNT ON SELECTED ITEMS

TUBOD, Lanao del Norte -- The wrath of Tropical Storm Vinta has devastated the province of Lanao del Norte.

President Rodrigo Roa Duterte took time to be with provincial officials and town mayors as well, in the aftermath of the severe landfall of TS Vinta affecting 12 out of 22 municipalities of Lanao del Norte.

President Duterte in his opening statement expressed his condolences to those who died and to the families who suffered of losing their love ones due to ravaging Storm Vinta.

The President, along with some of the cabinet members, had a briefing with members of the National Disaster Risk Reduction Management Council (NDRRMC) in a presentation- the scenario of the disaster, by the Office of the Civil Defence-Region X, at the function room, Mindanao Civic Center Hotel, Tubod, Lanao del Norte, in the afternoon of 27th December.

As of December 26, 2017, an estimated 8,607 families were displaced with corresponding 36,998 individuals. A total of 95 persons were verified dead, 41 are missing and 14 are injured.

Moresco 1 braces for WESM implementation

LAGUINDINGAN, Misamis Oriental -- Northern Mindanao’s biggest electric cooperative, the Misamis Oriental 1 Rural Electric Service Cooperative (Moresco 1), is all set for the implementation of Mindanao’s Wholesale Electricity Spot Market (WESM) by the second quarter of 2018.

1 institutional ser vices manager Edna Diango said that even as the utility has raised concerns over certain provisions in the WESM implementation, they are obliged to follow the law.

After 12 months of ongoing trial by the Philippine Electricity Marketing Corporation (PEMC), WESM in Mindanao is set to go full blast by the May next year.

It also raised the possibility of a limbo in the usage of electricity supply that had already been contracted in 2013 in the midst of rotational outages yet remain unused to this day due to the mushrooming of power plants in the island between that year to the present.

“What will happen to the unused power supply that has already been paid for if we accommodate the spot market,” Diango asked rhetorically.

Moresco 1 is also in the position to defer the implementation of WESM while the Luzon-Visayas grid has not yet been interconnected to Mindanao’s.

“We have lots of power here. We can sell to the grid in Luzon and Visayas and that will really pull the prices in the spot market significantly down,” Diango said.

But Diango said that in their dialogue with Department of Energy (DOE) officials in Davao just last

week, DOE frowned upon their proposal for the deferment of the WESM implementation.

“They said it was just too costly for the project to be postponed because every infrastructure and system in the trial run by all stakeholders is already in place,” she said.

Once fully implemented, WESM will be a direct competition to conventional electricity generation here that runs from power plants fed directly to the grid.

MANILA -- Bulk of the budget of the Department of Trade and Industry (DTI) next year is allocated to its projects and programs to help micro, small, and medium enterprises (MSMEs) in the country.

DTI Secretary Ramon Lopez said the agency is getting PHP5.8 billion next year under the 2018 General Appropriations Act (GAA) signed into law by President Rodrigo Duterte last week.

He said that this budget was higher from the PHP4.7 billion allocation for the DTI this year.

Lopez said budget for MSME initiatives alone reached about PHP2.0 billion.

Some PHP1.0 billion was allocated for shared service facility (SSF) program, which provides equipment to MSMEs to produce quality products and make the sector more competitive in both domestic and international markets.

The budget was augmented in the Senate with additional PHP800 million for the SSF program.

It was reported by Lopez early this year that the SSF program would be getting PHP200-million allocation for 2018.

With the higher budget for SSF program, the DTI chief said the agency can roll out at least 200 shared service facilities, adding to the current 2,000 facilities nationwide.

“That 200 facilities is like 10 percent of the current,” Lopez said, noting that the 200 facilities will be shared by small-size businesses through cooperatives.

“It’s good enough. We can help more MSMEs,” he added.

Lopez stressed that providing machines and equipment especially to micro entrepreneurs is a “vital ingredient” to help MSMEs grow their activities.

Fire victims to receive assistance from SSI, NCCC, LGU and China DAVAO CITY -- The kin and family of the departed victims of the tragic NCCC Mall fire will receive assistance from the SSI, the NCCC and the local government of Davao City.

“Naa nay amount ang City, Naa nay amount ang NCCC, naa nay amount ang SSI.” (There is an amount from the city, amount from NCCC and amount from the SSI) but they left it to me to announce or not but upon discussions with the city legal, I would not announce the amount to protect the family,” Davao Mayor Sara Duterte-Carpio said in a presscon with the media today, Dec. 27.

About 38 persons were

killed in a tragic fire that occurred at the NCCC Mall in the morning of December 23 which raged until the afternoon of December 24.

Thirty-seven of the killed were SSI call center employees who were trapped in the fourth floor of the building while one was an emergency responder from the NCCC Mall.

Body of one more Davao mall fire victim remains missing DAVAO CITY -- Retrieval operations continued on Wednesday for one missing body inside the four-storey NCCC Mall Davao, bringing the reported casualties from 37 to 38, while a DNA test will be conducted on one of the recovered bodies to determine the identity, City Mayor Sara Duterte said.

In a press briefing in her office Wednesday, Duterte added 36 of the 37 bodies recovered had been identified by the Scene of the Crime Operation – 35 call center agents of Sampling Survey International and a certain Melvin Gaa, a key

custodian of the mall who was also a member of the NCCC Emergency Action Team.

She said Gaa’s body was among those recovered on Monday morning at the lobby of the 4,000-square meter call center facility on the fourth floor.

She said it will take at least a month to get the result of the DNA test, which will reveal if the unidentified body belonged to Mikko Demafeliz or Alexandra Moreno, both SSI call center agents.

Duterte said the family of Demafeliz has already submitted DNA samples

while representatives from the City Social Welfare and Development Office are coordinating with the Moreno family.

She said an interagency task force comprised of the Bureau of Fire Protection, Department of Interior and Local Government, and National Bureau of Investigation will investigate the fire incident while an insurance firm will commission a third party investigator to know what caused it.

She adde d t he city promised the families it will shoulder the expenses of hiring a separate third investigator.

She said the investigation will take a few more days considering the extent of damage.

The fire reportedly started at the furniture section on the third floor at around 9:30 a.m. on Saturday, was declared under control at 8:30 a.m. Sunday, and put out at 5:15 p.m. of the same day.

Duterte did not comment on allegations that the mall’s sprinklers and early warning device did not work pending results of the investigation.

NCCC Mall confirms death of first responder employee DAVAO C I T Y - - T h e NCCC Mall management confirmed the death of one of its employees, Melvin Gaa, a safety officer of the mall who had brought SSI employees to safety on December 24.

NCCC Mall spokesperson Thea Padua said Melvin was identified by his wife Rosela as one of 36 persons recovered by the Bureau of Fire Protection (BFP) on December 25, near the lobby of the SSI offices in the mall’s fourth floor.

Melvin’s identification led SSI to revise its earlier estimate of the employees who died in the fire to 36 persons from 37 persons.

Mayor Sara Duterte says vice mayor-brother wanted to resign earlier DAVAO CITY -- City Vice Mayor Paolo Duterte already wanted to resign from his post out of “delicadeza” after he was implicated in the P6.4-billion shabu smuggling in May this year, his sister and City Mayor Sara Duterte said Wednesday.

The vice mayor, who announced his resignation on Christmas Day, and his brother-in-law lawyer Manases Carpio were dragged into the smuggling controversy as members of the so-called Davao Group.

The shabu shipment came from China and arrived via the Manila International Container in Tondo, Manila last May 16 this year.

The two appeared in a Senate probe last September 7 where they denied a hand in the smuggling.

Mayor Duterte told a press briefing in her office on Wednesday that her brother, who is on his second term as vice mayor since 2013, found it difficult to resign as he did not want to dismay the Dabawenyos.

The vice mayor ran unopposed in the May 2016 general elections.

“He was torn, naglisod sya because maulaw sya sa mga taga-Davao (he was having difficulty because he felt ashamed) because he presented himself during election as vice mayor and

then mo-resign lang sya (he will resign just like that),” she said.

She added the recent controversies where he figured in, including the public squabble with his daughter, Isabelle, on social media pushed the vice mayor to give up his position.

She also dismissed allegations by Senator Antonio Trillanes, a vocal critic of the Duterte administration, that her brother resigned to evade investigation.

“I do not think just because one has resigned he will be exempted from the investigation,” she said.

Before he became vice mayor, Paolo Duterte served as barangay chair of Catalunan Grande in the city’s first district from 2007 to 2013 and Association Barangay Councils in Davao City from 2008 to 2013.

The vice mayor recently traded barbs with Isabelle, his daughter with ex-wife’ Lovelie Sangkola Sumera.

Isabelle drew the ire of the netizens for her “inappropriate” pre-debut pictorial inside Malacañang.

The eldest son of President Rodrigo R. Duterte said the recent controversies where he figured in are

closely tied to his “failed first marriage” with Sumera, the maligning of his reputation after he was dragged into the shabu smuggling case, and public squabble with his daughter.

Painting hope, spreading joy among kids AROUND 180 kids in Maribojoc Elementary School (MES) in Tagolo-an town, Misamis Oriental recently experienced the true spirit of Christmas with the traditional gift giving program of FDC Misamis Power Corporation (FDC Misamis) dubbed as “My Little Bag of Hope” (MLBH).

ASEAN member-states should address challenges in technology, innovation-experts Technology and innovation make lives easier but they pose challenges especially for developing countries.

During the 2017 AsiaPacific Forum with the theme “Integration and Inclusiveness in a Digital Society”, experts talked about the various challenges that ASEAN member-states face as they try to keep up with the fastpaced digital era.

Philippine Institute for Development Studies (PIDS) Senior Research Fellow Jose Ramon Albert pointed out that “technolog y [has] brought change but [has] widened [the] divide” globally, adding that at present, about half of the world’s population still does not have access to the vast resources available on the internet.

This, despite improvements, in internet penetration rates and falling prices for ICT services, according to Albert.

UP School of Economics Professional Lecturer Josef Yap also said that technology has resulted to a rise in income inequality in Asia.

He argued that technological progress, among other things, has opened vast economic opportunities and thus caused “increased returns to human capital and skill premium, with individuals having higher educational attainment and skill endowment able to benefit more from the new opportunities”.

Meanwhile, Out-of-theBox Consultancy Chairman Man-Jung Mignonne Chan recognized the positive effects brought by innovation and technology especially to the manufacturing, commerce, health, and education sectors but also mentioned that these have caused many to fear about losing their jobs.

Military intensifies offensives against BIFF in Cotabato town KIDAPAWAN City––Since the unilateral ceasefire Malacanang recently declared only covers communist guerillas, the Army in North Cotabato has intensified its offensives against a faction of the Bangsamoro Islamic Freedom Fighters (BIFF) which had earlier pledged allegiance to the ISIS. The 602nd Brigade sent at least two battalions in areas in Carmen, North Cotabato to run after the BIFF led by Abu Torayfe, according to Captain Arvin Encinas, spokesperson of the 6th Infantry Division.

Encinas said the BIFF sought refuge in their temporary camps or bases in the mountains of Carmen

and in nearby Bukidnon province.

“We have studied the terrain and we already have the grid coordinates so we make sure we hit our targets,” he explained, stressing there are no more civilians in areas where BIFF members are sighted.

On Thursday, Encinas told media here that at least 11 BFF fighters were killed when they stepped up their hunt against Torayfe and his group at Barangay Tonganon, Carmen, since Monday.

Eight of them were hit during the air strikes and the rest died after Army ground troops engaged them in a running gun battle in Barangay Tonganon.

Encinas admitted, however, that they could not show proof of the supposed deaths since Muslims, when they die, are buried immediately.

On the government side, he said a member of the Citizens Armed Forces Geographical Unit (CAFGU) identified as Proceso Lacuesta was killed while four soldiers sustained slight injuries during the firefight.

US-based CDO-born gospel singer holds show

RANDY Bañas, the Cagayan de Oro-born former advertising executive and now a successful gospel singer based in the United States, held his homecoming concert a day after Christmas at Centrio Mall here.

Bañas played a total of several original compositions, culled from his debut album The Gospel which is available in Spotify and other digital platforms plus CD copies in selected outlets.

During the 7:00 p.m. concert last December 26, Bañas was backed by two front acts – Dayeg 2017 winner Kings, New Life Music Ministry and Bañas’ home church Burning Bush.

Through a variety of styles from contemporary worship to blues, rock and Christian country, Bañas’ music reflects both his Filipino roots and American influence.

and lyric in My God My Everhtying are testament to his wide range of talent and influence. I Will Rejoice, the title track The Gospel and My God My Everything are leading examples that Bañas has a gift to share with the world.

“It is a gift that gives glory to God and simply refreshes one’s spirit with the Lord’s presence,” Bañas said in a pre-concert press conference held at VIP Hotel at the height of tropical storm Vinta last December 22.

Bañas used the situation that no storm can undermine God’s mercy to Cagayanons and at a wider audience, Northern Mindanaoans, and it is in this inspiration that Bañas left the prolific advertising industry altogether to start a life as a music evangelist.

That was in 2015. From thence, Bañas has never looked back. In fact, he has already written 68 godly songs. And counting. photo supplied
