HE humanitarian, development, and advocacy arm of the Catholic Bishops’ Conference of the Philippines (CBCP) has launched a P5.8 million appeal to the Caritas confederation around the world for the victims of Typhoon “Vinta.”

Fr. Edwin Gariguez, Executive Secretary of NASSA/ Caritas Philippines said that the rapid response appeal would benefit 15,000 individuals from five provinces that were hit by the storm.

“Initially, we are launching a 5.8 million pesos appeal for at least 3,000 families (15,000 individuals) severely affected by the devastation of Typhoon Vinta,” he said in a statement.

He said that the appeal would cover the provision of food packs, hygiene kits

and capacity building on emergency preparedness and response to the provinces of Misamis Oriental, Lanao del Norte, Lanao del Sur, Compostela Valley, and Davao del Norte.

After Christmas, the Catholic Church, through Caritas Manila, have already released P1.8 million to the churches in Butuan, Tagum City, Zamboanga Sibugay, Cagayan de Oro City, Iligan City, Marawi City, and Dipolog City.

Vinta leaves 110 dead ‘5 best’ restaurants in Oro named in 2 Lanao provinces, Zamboanga del Norte CAGAYAN de Oro City--At least 110 persons were killed in the two Lanao provinces and Zamboanga del Norte as severe tropical storm Vinta slammed across in the two across Mindanao Friday, dumping rains that triggered flash floods and landslides.

In Lanao del Norte, 56 persons were killed in the towns of Salvador and Tubod, according to the

chiefs of their Municipal Disaster Risk Reduction and Management Office (MDRRMO). Two more were reported killed in Munai town, according to a report posted on the Facebook page of the Lanao del Norte government.

THE City Health Office has named five restaurants as “Best Restaurants of Cagayan de Oro City” this year in recognition of their strict adherence to food and sanitation standards.

Yesterday Once More Ororama Supercenter Annex Building Opens

Thirty six years ago, in February 1981 to be exact, I moved to Cagayan de Oro from my hometown of Zamboanga City to start anew. My first job was as the “official letter writer” of the then Ororama Superstore which had just opened its department store annex along Mortola Street.

Last December 16, I was fortunate to be invited to share another milestone in its storied history with the grand opening of its new Annex Building along Mortola Street on Saturday, 16 December 2017.

But how times have changed lo oking back through the lens of 36 years: the Grand Opening featured celebrity guests Sam Concepcion, The Good Son Actor Mark Rivera and GMA’s Fantaserye Alyas

During my brief tenure with the store from 1981-1985, we were already thinking of inviting Filipino artists to promote what was then another expansion at the former Bahay ni Rosa Restaurant along Mortola Street. Mentioned was then rising Pinoy Folk stars Rey Valera, Freddie Aguilar and Florante, among others.

Last December 16, the audience was much younger considering all featured artists were in their 20s or younger. I doubt if you would have heard the same screams from the audience every time one of the featured stars performed during the 1980s.

And of course, everyone I had worked with during

Pagtakhan pointed out that “Correct and consistent use of condoms with waterbased lubricants remain the most effective method in preventing the spread of HIV, but accessibility and people wanting to have access to these services is still

a huge challenge.”

“A sizable number of condoms procured by the government are largely unknown and untapped by the public, hence sometimes these were put to waste unused,” he added.

Thus, LoveYourself in partnership with Save the Children introduces on Friday (22 December) the Safe Spaces PH at Greenbelt’s My Cinema in Makati City through an adult education dialogue to bring in the idea of a sustainable condom distribution supply chain that is backed-up by technology for public discussion.

Safe Space PH will be partnering with non-discriminatory and sex-positive establishments to serve as “Depots” or safe spaces where a condiment station, a receptacle where condoms with water-based lubricants are dispensed, is installed.

Safe Spaces also ensures seamless supply of condoms for distribution on these Depots.

It will also entail a heavy digital campaign for smart selling of the Depots and the program at large. In addition, Safe Space App is available on Google Play store and App Store to provide a

The first 200 customers with at least P200 purchase at the Dept. Store got P200 gift certificates while the first 500 customers with at least P100 purchase at the Supermarket got gift packs. On top of this, any

amount of purchase from the Fresh Section entitled the first 500 customers to six fresh eggs!

Later, when Ororama also acquired the adjacent lot which previously had a gasoline station, the space was used as the Fast Food Section which was probably the largest during its time. It was also here when Parasat’s Elpie Paras put one of his satellite dishes and hard-core NBA fans woke up at the wee hours of the morning to watch their favorite teams play live.

And most customers still came using the jeepney and motorela, through the J.R.Borja and Mortola entrance/exits, and the small space allotted for privately owned vehicles were often sufficient for their needs.

pers have a parking lot along Mortola street in addition to the parking slots available to them in the old department store building.

But they can now breathe easier with the availability of 60 parking slots in the new Basement Parking of the Annex Building.

The new Annex Building makes Ororama Supercenter one of the largest malls in Cagayan de Oro, in addition to the Rural Bank Building and former hardware store along J.R.Borja Street they have added in the meantime.

Kudos to my wedding ninong and ninang Mr Hong and Mrs Gloria See, and kids Erwin, Michelle and Genevieve for attaining another milestone in Ororama’s storied history.Mabuhay!

DSWD assures support to LGUs needing augmentation

The Department of Social Welfare and Development Field Office X assures the public that the agency is ready to provide support to their local government units affected by Tropical Storm Vinta should the latter need augmentation during their disaster operations. Regional Director of DSWD Field Office X Nestor Briones-Ramos, however said that the DSWD shall only provide augmentation once the calamity fund of the local government units have already been completely utilized.

In Region 10, Tropical Storm Vinta has affected all five (5) provinces which prompted the local government units to declare forced evacuation to several cities and municipalities in the region.

A total of 779 families or 2,921 individuals in Northern Mindanao have evacuated in 18 evacuation centers opened by local disaster risk reduction management offices. As of this writing, Misamis Oriental has 749 families or 2,801 individuals temporarily living inside the 12 evacuation centers

in the province, including Cagayan de Oro City with 6 Evacuation Centers were opened.

El Salvador City has installed one evacuation Center with 88 families or 310 individuals; Lagonglong with 113 families or 440 individuals are staying in two evacuation centers; Gingoog City with 21 families or 84 individuals in two evacuation centers; Claveria with five families or 20 individuals are in one evacuation center and Jasaan has 313 families or 1,159 individuals who are temporarily sheltered in six evacuation centers.

There are 30 families or 120 individuals who are currently staying in one evacuation center in Pangantucan, Bukidnon.

The DSWD Field Office X has activated its Quick Response Team yesterday, December 21, 2017 to monitor and closely coordinate with local disaster risk reduction management council throughout Northern Mindanao for possible augmentation.

An empty egg

Think a minute.

This is a true story about a boy named Philip. Philip was 9 years old in a class of 8-year-olds. The kids in his class were mean and unkind to Philip. They would not talk to him or let him play with them. Philip suffered from a disease called Downs Syndrome, so his face looked a little different and his thinking and talking were slower than the other children’s.

During the week of Easter the teacher gave each child a plastic egg that they could open. Then she sent them outside to find a symbol of new life, such as a seed or leaf, to put inside the plastic egg.

Sometime later all the children gathered around their basket of eggs and watched as the teacher began to open them. One child had put a flower inside her egg.

All the children thought it was a great symbol of new life. In another egg was a butterfly that all the girls said was beautiful.

Finally, the teacher opened the last plastic egg and there was nothing inside it.

One child said, “That’s dumb!” Another kid said, “That’s not fair!” Then the teacher felt someone pulling her hand. It was Philip.

He looked up at her and said: “It’s my egg. I left it empty because Jesus’ grave

is empty. That’s why I have new life.” The whole class was silent. From that day on, Philip was accepted as part of the class. Whatever had made him different was not important or mentioned again.

Just a few months later, Philip died from an infection. On the day of Philip’s funeral his whole class of 8-year-old boys and girls came to say goodbye to their special friend. And each child walked up to Philip’s casket to place beside it their gift: an empty egg.

Friend, if God the Son can make His love so real and understood to a child like Philip, then none of us has an excuse for not

which is traditionally the period of Christmas festivities for Filipino Christians, is fast becoming to be a month of strong rains, devastating floods, and destructive winds in Mindanao? The number of Filipino fatalities from these calamities is truly no longer a joke.

As well, the value of properties and crops that are destroyed when typhoons ravage the Southern Philippine regions is also no peanuts, as the recent examples of Typhoon Urduja and Typhoon Vinta have

Article 7 Section 18 Paragraph 5 of the 1987 Constitution explicitly provides that “Upon the initiative of the President, the Congress may, in the same manner, extend such proclamation or suspension for a period to be determined by the Congress, if the invasion or rebellion shall persist and public safety requires it.

Martial Law was declared in Mindanao on May 23, 2017, because of an actual invasion or rebellion staged by the Maute terrorists in Marawi City. It was constitutionally justified then. Its extension for five months was still legitimate because the battle against the rebels was still raging; the uprising was not effectively suppressed within the two-month constitutionally prescribed duration of Martial Law.

The parameter of an actual occurring uprising to suppress is absent in the third and longer request for extension. The Marawi siege was long over. The prime justification comes out as a new war objective, not a compelling reason to continue a fight on an ongoing uprising which reads, to repeat – To “ensure total eradication of DAESH-Inspired Da’awatul islamiyah Waliyatui Masriq, other likeminded Local/Foreign Terrorist Groups and Armed Lawless Groups, and the communist terrorists and their coddlers, supporters, and financiers.”

Bands of terrorists to include now the NPA are all over Mindanao both in its urban centers and in the countryside. Are we, thus, to expect new Marawilike wars in some cities in Mindanao where some Moro extremists are embedded, and running battles in the countryside with the Bangsamoro Freedom fighters and the NPA guerrillas, in the Cotabato marshlands and in the Caraga and Davao

areas, respectively?

The war may need to soon start to give unquestionable justification for the extended Martial Law before the Supreme Court could rule on a petition.

Considering the expanded target, the war is likely to escalate to Luzon and the Visayas. Certainly, the NPA in these areas will not just be sitting pretty while their comrades in Mindanao are being hunted and liquidated by the security forces of the State.

There will be fighting or uprising in various fronts.

When this happens, expect another request for extension, this time to expand the coverage of Martial Law throughout the land.

With Martial Law in place, the cherished revolutionary government is not farfetched.

It looks a brilliant strategy. But some guys might be biting more than what they can chew without even knowing it.

ADVISORY NO.01 Series of 2017 ADVISORY ON PRODUCTIVITY BASED INCENTIVE SCHEME For the Service Sector WHEREAS, Republic Act 6727, otherwise known as the Wage Rationalization Act of 1989 promotes productivity improvement and gain-sharing measures to ensure the rights of labor to its just share in the fruits of production.

WHEREAS, the invaluable contribution of the workers in the overall improvement of business performance and competitiveness is recognized, including laborproductivity and good behavior, among others; WHEREAS, National Wages and Productivity Commission Guidelines No. 02, series of 2012 adopts the implementation of the Two-Tiered Wage System as a reform within the current minimum wage system and an approach to minimum wage setting which aims to improve the coverage of minimum wages, promote worker and enterprise productivity and address the negative effects of minimum wage policies; WHEREAS, the 2015 poverty incidence rate among families in Region X is at 30.3% and there is a need to augment the income of workers through Productivity Based Incentive Scheme; WHEREAS, RTWPB-X had conducted a series of study and consultative fora on September 8-9, 2016, October 6, 20, and 21, 2016 in the cities of Malaybalay, Gingoog, Cagayan de Oro, Ozamiz, and Iligan, respectively, on the business performance of the service sector operating in the region especially on their contributions to the region’s economic growth, profitability, improvement in labor productivity and increase in employment; WHEREAS,worker’s contributionin the overall economic growth in the region is recognized and their efforts to attain a more productive business operation is promoted, consistent with the government’s policy of achieving higher level of productivity; NOW THEREFORE, by virtue of the authority vested by Republic Act 6727, the Regional Tripartite Wages and Productivity Board of Region X hereby issues this Advisory for the guidance of enterprises which will implement Tier Two or any similar Productivity Based Incentive Scheme.

Section 1.

Coverage

This advisory applies to Service Sector in Region X which includes Transportation, Storage & Communication, Wholesale and Retail Trade, Repair, Financial Intermediation, Real Estate, Renting and Business Activities, Accommodation and Food Services, and Other Services.

Section 2.

Incentive schemes and employers’ capacity to pay

The Board encourages workers and management to jointly develop and implement a productivity incentives program. Companies may create or tap existing labor management structures/committees to design and implement a productivity incentives program indicating its objective, coverage, performance criteria, standards and targets, productivity program, sharing scheme, and frequency of sharing, among others.Further, the amount of the incentives to be given must be within the employers’ capacity to pay. Examples of Incentivizing Schemes are attached in Annex A. Finally, workers and management are encouraged to upgrade or adopt new technologies and innovation in their work processes, with management spearheading the productivity drive and workers supporting improvements in work processes.

Section 3. Technical Support The Board will provide capacity building and consulting services, especially to micro, small and medium enterprises in designing quality and productivity improvement programs and gainsharing schemes. As such, management and workers may avail the technical assistance provided by the Board on how to use the sample incentives schemes.

The Board also offers technical assistance onvarious productivity trainings programs such as5S of Good Housekeeping,Industrious, Systematic, Time Conscious, Innovative, and Strong Value for Work (ISTIV) Modules, Service Quality, Lean Management, Productivity and Innovation Module, Green Productivity, and Work Improvement Measurement such as Time and Motion Study.

Section 4.

Advocacy, Monitoring and Assessment

The Board shall conduct information and awareness campaign on this Advisory and monitor and assess its implementation.

SECTION 4. Penalty - Any establishment owner, lessees, managers or persons-in-charge of the operation of such establishments that fail to comply the above-mentioned regulations shall suffer the following penalty:

SECTION 2. Coverage - The following covers the provisions of this Ordinance: a. All commercial establishments such as department stores, hotel related establishments, restaurants, grocery stores, jewelry shop, hardware, gasoline stations, movie houses, service shops, and any other entertainment joints; b. All industrial establishments such as manufacturing plants,factories and workshops; c. Educational institutions, place of worships or any other religious places, office of firm or company and other catering service^ for the public which are not considered as residential homes; d. Tourism related establishments such as swimming pools and parks; e. Rotundas and other government and non-government owned tourists related establishments.

First Offense

A fine of not less than Three Hundred Pesos (P300.00) Second Offense A fine of pot less than Five hundred Pesos (P5ID0.00), Third and subsequent Offenses A fine of not less than One Thousand Pesos (PI,000.00), and/or ^evocation; of a license to operate, at the discretion of the court.

SECTION f. Enforcement - To sustain and ensure systematic enforcement, the following are mandated to enforce the provisions of j:his Ordinance:

a. Members of the PNP

b. Barangay Officials

c. Deputized barangay enforcers and

d. Anti-littering Task Force They are mandated to issue Citation Tickets against persons, company, corporation, or establishment caught violating this Ordinance.

For barangay officials and barangay deputized enforcers, the issuance of citation tickets to violators of the Ordinance is limited only in their own respective barangay.

SECTION 6. Mechanics of Enforcement - In case there is no person in charge during the committed violation by any establishment, the deputized enforcer shall take a picture of the erring establishment using digital camera or camera phones.

SECTION 7. Citation Ticket System - Violators of this Ordinance shall be informed of their violation and the penalty associated with such violation by means of a Citation Ticket System with the following guidelines:

a. Official Booklets of Citation Tickets shall be issued by the City Government to duly authorized enforcers such as PNP, Barangay Officials, Anti-Littering Task Force, within thirty (30) days of the effectivity of this Ordinance.

b. A Citation Ticket shall be issued to the person/s liable for any violation of this Ordinance upon finding of the violation by duly authorized enforcers cited above.

c. A Citation Ticket shall contain the following information:

i. A checklist of the violations under this Ordinance.

ii. The fines associated with each violation.

iii. The due date for compliance with the obligations imposed by the ticket.

d. When a Citation Ticket is issued to a violator, the violator shall report to the City Treasurer’s Office within three (3) regular business days after such issuance to pay the fine imposed.

e. The City Treasurer Office shall keep a duplicate of all Citation Tickets issued to violators as well as all other records of violations of this Ordinance and protest cases filed.

In the event that the violator fails to pay the corresponding penalty, unpaid Citation Tickets shall be forwarded by the issuing officers to the City Prosecutor’s Office for the filing of the appropriate case.

SECTION 8. Repealing Clause - All previous ordinances, executive orders, rules, and regulations or parts thereof which are inconsistent with this ordinance are hereby repealed and/or modified accordingly.

SECTION 9. Separability Clause - If any article, section, part, subpart, subsection, paragraph, item, sentence, clause, phrase or word of this ordinance shall be held unconstitutional or invalid, other parts or provisions hereof which are not affected thereby, shall continue to enforce and in effect.

SECTION 10. Effectivity- This Ordinance shall take effect ten (10) days after the publication of a local newspaper, as set forth by law.

The lighting must be sufficient enough to provide clear view within the establishment’s premises to help identify obstructions and any potential hazards such as a change in elevation and hiding places; c. Owner/caretaker/manager of any commercial building consisting of more than one (1) shop / stores shall see to it that every single store under the same building complies with the provisions of this Ordinance and leave a portion of their lights outside of each building/establishment open as well d. In the event that the building is vacant or not being occupied, the owner of that building shall be held responsible for putting the security lightings as provided in the provisions of this Ordinance.

Since their separation, they had never been communicating or supporting either financially or emotionally to each other,neither minding each other affair’s; Petitioner’s seek judicial decree of divorce, thereby, severing their marriage bond on January 31, 1992, so that they will have free hand to do what a single man or woman could do without marital burdens. Reconciliation between them had already been diligently employed but all proved futile.

WHEREFORE, finding this petition to be sufficient in form and substance, set the initial hearing of this case on January 12, 2018 at 9:00 a.m at which time, date and place. Any interested party may appear and show why the petition should not be granted. Davao Light Kaibigans share blessings this Christmas Last December 19, Davao Light and Power Co., Inc. employees spent the Christmas season with thirty (30) children from orphanages/ drop in centers and some kids monitored to be working to help improve the living conditions of their families and they were identified by the Department of Labor and Employment XI. There is a plan to launch the mission’s fourth humanitarian aid project, with diabetes screening and prevention as its core service.

As with other humanitarian ventures, partnerships are critical to the success of the “Music & Mercy for Marawi” concert in Virginia Beach and the mission to Mindanao. MMM has received offers of operational assistance from local institutions such as the Southern Philippines Medical Center through its Executive Officer, Dr. Leopoldo Vega, as well as from American nonprofits led by StarMatchFund, a crowd funding platform based in Philadelphia, PA. In Davao City, the mission’s supply shipment will be consigned to Dr. Abdullah Dumama, the Assistant Secretary and Regional Director of Davao City’s Department of Health XI. Pledges of support have been received from Governor Mujib Hataman of the Autonomous Region in Muslim Mindanao, the US-Philippines Society, and other groups.

MUSIC & MERCY FOR MARAWI Songs from the ‘50s to the ‘70s will turn the spotlight on a present-day tragedy half the world away but whose human face hits home for Filipino Americans.

“Music & Mercy for Marawi,” a concert to raise funds for the civilian victims of the Philippine government’s escalating war against ISIS-allied Muslim

militants, will be held on February 10, 2018 at the Philippine Cultural Center, 4857 Baxter Road, Virginia Beach. VA 23462.

The Band of Brothers,

popular young musicians from Manila, will headline the concert and rock the venue with chart-toppers by the Beatles, Herman’s Hermits, the Four Seasons,

Dr Juanny Montero with His Excellency Jose Manuel Babe Romualdez, PH Ambassador to the US at the PH Embassy in Washington, D.C.

and other hit makers of the past.

But for the thousands of displaced Filipinos in Marawi City and surrounding areas on the island of Mindanao, the funds raised could not come at a better time. The humanitarian crisis has not abated.

“I really can’t say when we will be able to finish [the battle],” said Philippine Marines Brig. Gen. Melquiades Ordiales. According to the Red Cross and other sources, the series of firefights that started in May has so far displaced more than 300,000 civilians and claimed over 700 lives.

More than 1,700 residents of battle-zone villages have been rescued to date, but many more were trapped between government troops and the insurgents.

Compounding the rising casualty rate is the specter of hunger, homelessness and disease for young and old, Muslim and Christian.

Marawi’s hospital and emergency facilities have been devastated by the hostilities, crippling services for crisis victims.
