Ororama Supercenter Annex Building Opens

Yesterday Once More

hirty six years ago, in February 1981 to be exact, I moved to Cagayan de Oro from my hometown of Zamboanga City to start anew. My first job was as the “official letter writer” of the then Ororama Superstore which had just opened its department store annex along Mortola Street. Last December 16, I was fortunate to be invited to share another milestone in its storied history with the grand opening of its new Annex Building along Mortola Street on Saturday, 16 December 2017. But how times have changed looking back through the lens of 36 years: the Grand Opening featured celebrity guests Sam Concepcion, The Good Son Actor Mark Rivera and GMA’s Fantaserye Alyas Robinhood Lindsay De Vera at the new Event Center in the second floor. During my brief tenure with the store from 1981-1985, we were already thinking of inviting Filipino artists to promote what was then another expansion at the former Bahay ni Rosa Restaurant along Mortola Street. Mentioned was then rising Pinoy Folk stars Rey Valera, Freddie Aguilar and Florante, among others. Last December 16, the

audience was much younger considering all featured artists were in their 20s or younger. I doubt if you would have heard the same screams from the audience every time one of the featured stars performed during the 1980s. has changed: Patrons who come in early on December 16 (store opened at 8AM) got first dibs at Ororama’s Treats for Firsts tokens and giveaways! The first 200 customers with at least P200 purchase at the Dept. Store got P200 gift certificates while the first 500 customers with at least P100 purchase at the Supermarket got gift packs. On top of this, any amount of purchase from the Fresh Section entitled the first 500 customers to six fresh eggs! Later, when Ororama also acquired the adjacent lot which previously had a gasoline station, the space was used as the Fast

Food Section which was probably the largest during its time. It was also here when Parasat’s Elpie Paras put one of his satellite dishes and hard-core NBA fans woke up at the wee hours of the morning to watch their favorite teams play live. And most customers still came using the jeepney and motorela, through the J.R.Borja and Mortola entrance/exits, and the small space allotted for privately owned vehicles were often sufficient for their needs. Today, motorist-shoppers have a parking lot along Mortola street in addition to the parking slots available to them in the old

department store building. But they can now breathe easier with the availability of 60 parking slots in the new Basement Parking of the Annex Building. The new Annex Building makes Ororama Supercenter one of the largest malls in Cagayan de Oro, in addition to the Rural Bank Building and former hardware store along J.R.Borja Street they have added in the meantime. Moreno appeals to landowners: give way for dike By MARK FRANCISCO

CAGAYAN DE ORO CITY – In the aftermath of tropical storm Vinta which flooded barangays along Cagayan river last Friday, Mayor Oscar Moreno called on all private landowners who still refuse to give way for the Japan International Cooperation Agency (JICA)-funded dike to change their mind. “I call on all barangays located at both sides of Cagayan river to speed up their social acceptance of the project so the dike’s construction would continue,” Moreno said. The dike fronting the city-owned Duaw Park and City Hall itself prevented the floodwaters from rushing onward with Moreno saying that it is a testament of the structure’s integrity and has served its purpose. At around 11:00 a.m., floodwaters caused by rain in the uptown barangays of Bukidnon and Cagayan de Oro pushed downstream, breaching an older dike in barangay Carmen and flooding the communities there. This, as Moreno clarified upon allegations by netizens

in social media that the new JICA-funded dike was still penetrated by the rushing waters. “Duha man na ka dike. Katong naapawan karaan kadto, kining bag-o mao kini ang mas taas. Kung wala pa ni, nangbakwit na kita sa City Hall karon,” Moreno said, referring to the seat of the city government which is located at Cagayan river’s eastern bank. Carmen is situated west. This, even as the mayor reported that there are still many landowners in both banks of the river who still refused to give in for the construction of the dike in their areas. Under law, landowners who refuse to sell their properties will be expropriated. That process takes a longer time. A week ago before Vinta struck, Department of Public Works and Highways (DPWH) 10 spokesperson Vinah Maghinay reported that the mega dike, said to be the longest in Mindanao, will proceed construction next year side by side with the acquisition of affected properties. The Catch-22 of Making Constitutional Amendments

A Philippine Star columnist argues that constitutional reforms cannot be made because the provisions of amendments have many loopholes. This explains why, when called for, change in our framework of governance is next to impossible. The frustrations of previous administrations in giving us a workable governance model--spanning 1992 to the present--are not just due to partisan politics; it is because, among other impediments, some members of the Supreme Court would shy away from voting for such reform. To give you an overview of how efforts to change our constitution were just shredded and went to the trash bin, let me tour you the highlights. During the presidency of Ramos, the

People’s initiative failed because the Supreme Court argued that “there was no enabling law” which the hearing at Congress proved otherwise. Senator Raul Roco, the sponsor of the RA 6750, testified in court to argue that the law was sufficient. There was a voting and it lost one vote. We felt that the process was done right albeit it produced a bitter pill. President Erap made efforts to change only the economic provisions of the constitution, but it never went beyond the study committee. It was reduced to a mere academic exercise when the times called for changes not just in terms of financial “how to”. President Arroyo was more serious in such amendment attempt having or-

ganized a constitutional commission that would debate and study the needed reforms. After drafting the new version, a Concom went around to validate the sentiment of the people who would be affected by the makeover. Then another handicap: the lower and upper houses were not able to vote because the 1987 Constitution was silent about how amendments can be done, whether jointly or separately by both houses. With the history of paralyzed efforts in changing the framework of our society, it should be time to think creatively and decisively. Why pursue change paradigms that did not work several many times? Why repeat the maze that no one can demystify? If there is something to

be marked as urgent, it must be to remodel our system of governance. For sure, transitioning into a federal system is the call of the hour. Certainly, the parlance of different systems must change from the typewriter language into the e-business and the vernacular of inevitable digital currencies, among many. for gladness and elation, and outstanding reaching out to one another. I remember that, even if there were four boys in our brood (our youngest, a sister, was not with us yet) at that time, no one displayed rudeness or sour behavior. I also remember that when the time for eating the “noche buena” would come, Mommy and Daddy would always exert efforts to wake us, all their children, up, so everybody could be at the dinner table to savor the food that the two of them prepared. Then, the premier hit would always be the piping hot macaroni soup of Mommy, and the pork barbecue of Daddy which was marinated earlier with ketchup, soy sauce, and grounded black pepper. -oooC HRISTMAS: GOD’ S GIFT FOR THE SAFETY

For Daddy and Mommy, Christmas is no ordinary day, which must not be celebrated in an ordinary way. Pastil: Maguindanaon food on Christmas COTABATO CITY – Choosing on famous Muslim food, pastil has continued its popularity even on Christmas among ordinary Muslims, even Christians in most parts of Muslim Mindanao region. Pastil remains to be the most popular Maguindanaon delicacy, according to Babo Alay Manabay, a 60-year-old mother whose main source of income is vending pastil. “It’s a poor man’s instant food and you can have it anywhere in areas where Muslims dominate,” Manabay said. “Even nonMuslims love it.” For Manabay, her 35 years of experience in preparing “pastil” had been accompanied with passion and love. She said passion because “I seemed not getting tired of doing it almost every dawn.” “I love preparing it because this is my identity, our identity,” she said, adding anyone loving “pastil” must have a Muslim blood in his or her veins. Bai Aileen Samad, 35, who operates an eatery inside the Cotabato City mega market, said she sells at last 675 to 100 pieces of pastil a day on a regular basis and could reach 150 pieces on some occasions, like market day.

What is pastil? If you have leftover fish, chicken or beef from yesterday’s meal, you can easily prepare pastil. Pastil is made of boiled rice and in the middle topped with ‘kagikit’ – sautéed shredded meat of chicken, beef, or fish that is wrapped with a wilted banana leaf. It can be prepared with only shredded beef, chicken, fish or you can have it all. The more ingredients, the tastier it is. But chicken and fish pastil are the famous here and in Maguindanao. “I don’t use leftovers,” Babo Manabay quickly said when asked if her supplies of “pastil” are freshly prepared. “While it is allowed or practice among Muslims, I preferred newly cooked chicken meat or beef because I am selling it.” With added onion, garlic, ginger and soy sauce, one

can have a sumptuous meal, Bai Samad narrated. “It is a budget meal,” she added. At an average, pastil sells at P7 or P10 a piece, depending on the ingredients and size. Some eateries sell it at P5. “It is best if pastil is accompanied with a hardboiled egg and a coffee for breakfast,” Samad said, adding her clients included ordinary people, government officials, businessmen and Christian market goers. In Tagalog region, pastil can be likened to “binalot sa dahon” food. Ho w e v e r, p a s t i l i s wrapped differently and as Babo Manabay said, it is “prepared with love.” Any Muslim gathering like weddings, birthdays, thanksgiving, pastil is always there where people have different ways of taking it in. Some put in on a plate along with other viands

while others who are economical only add soy sauce and take it like eating a banana. Preparation of pastil is as easy as 1-2-3. With rice already cooked, put the shredded chicken fish or beef then wrapped it with wilted banana leaves like preparing a “suman” (rice cake). Once on vacation or official business in Cotabato City, a trip without taking pastil” is not complete. However, pastil can also be bought anywhere in the country where there are Muslim residents. DTI wants to speed up EO on PUV modernization MANILA -- The Department of Trade and Industry (DTI) wants to fast-track the creation of an executive order (EO) to support the supply side of the public utility vehicle (PUV) modernization program. DTI Secretary Ramon Lopez said a new EO is needed to fund the agency’s support program for local

body makers of modern PUVs. This is aside from the DTI’s plan to reallocate some PHP9 billion for the third player under the PHP27billion Comprehensive Automotive Resurgence Strategy (CARS) Program. “We need a new EO on that (PUV modernization program) so that we can get the budget as a support for the local manufacturing; for

the local assemblers, body makers to supply modern PUVs,” Lopez told reporters. The DTI chief said the support program for local assemblers may come later in the PUV modernization program while the replacement of old PUVs may already start as President Rodrigo Duterte targets to kick-off the program in January 2018. He added that jeepney

operators can get orders from local manufacturers or opt to buy completely build up (CBU) modern PUVs while waiting for DTI’s support program for local assemblers to supply modern vehicles. MANILA - - Five items in the first package of tax reform were vetoed by President Rodrigo R. Duterte after noting that if implemented these provisions will be detrimental to the government and would violate existing laws. Finance Secretary Carlos Dominguez III, in a briefing Friday, said Malacanang will release the copy of the Veto Message but declined to elaborate on the vetoed portions. “The logic was basically to make it more internally consistent,” he said. A copy of the Veto Message showed that the first item to be excluded from the measure approved by the Bicameral Conference Committee last December 13 is the reduction of income tax rate of employees of regional headquarters, regional operating headquarters, offshore banking units and petroleum service contractors and subcontractors. The President, in his message, said he decided to reject Section 6 (F) of the first package of the Bicamapproved tax reform because it violates the Constitution. “While I understand the laudable objective of the proposal, the provision is violative of the Equal Protection Clause under Section 1, Article III of the 1987 Constitution, as well as the rule of equity and uniformity in the application of the burden of taxation,” he said. That particular clause estates that “No person shall be deprived of life, liberty, or property without due process of law, nor shall any person be denied the equal protection of the laws.” The Veto Message explained that this Constitutional provision overrides the consideration “of fairness of the tax system for individuals performing similar work.” “Given the significant reduction in the personal income tax, the employees of these firms should follow the regular tax rates applicable to other individual taxpayers,” it said. Next to be vetoed is the zero-rating on sales of goods and services “to separate customs territory and tourism enterprise zones”, which

is under Sections 31 and 33 of the enrolled measure. These parts of the Bicamapproved bill, the Message said, “go against the principle of limiting the VAT (Value Added Tax) zerorating by direct exporters.” It explained that “the proliferation of separate customs territories, which include buildings, creates significant leakages in our tax system” and “makes the tax system higher inequitable and significantly reduces the revenues that could be better used for the poor.” With regards to tourismrelated businesses, the Message said “the current law only allows for duty and tax free importation of capital equipment, transportation equipment and other goods.” “The TIEZA (Tourism Infrastructure and Enterprise Zone Authority) Law explicitly allows only duty and tax free importation of capital equipment, transportation equipment and other goods (in certain cases and always subject to rules provided by the DOF). Thus, this provision actually grants a new incentive to suppliers of registered tourism enterprises,” it said. Third to be rejected is the exemption from percentage tax of gross sales or receipts amounting not over PHP500,000. The Message explained that this proposal is disadvantageous to the government “and would lead to abuse and leakages.” “The subject taxpayers under this provision are already exempted from the VAT, thus, the lower three percent percentage tax on gross sales or gross receipts is considered as their fair share in contributing to the revenue base of the country,” it said. Another vetoed provision is the exemption of some petroleum products from excise tax “when used as input, feedstock, or as raw material in the manufacturing of petrochemical products, or in the refining of petroleum products, or as replacement fuel for natural gas fired combined cycle power plants.” This proposal, the Message said, “runs the risk of being too general, cover all types of petroleum products, which may be subject to See reform, page 11
