DAVAO City--The government and National Democratic Front (NDF) peace panels in an agreement signed December 21 in Utrecht, recommended the declaation of ceasefire from midnight of December 23, 2019 to 12:59 p.m. on January 7, 2020.

According to the three-paragraph Joint Statement signed in Utrecht on December 21, the government and NDF “hereby announce that they have agreed to recommend to their respective Principals the issuance of a unilateral and reciprocal nationwide ceasefire effective form 00 0H of 23 December 2019 to 2359 H of 07 January 2020.” The parties agreed to “separately

ZAMBOANGA CITY - Nonprofit organizations on Friday donated textbooks and upcycled chairs and tables to Datu Saber Elementary School in Marawi City. Lt. Gen. Cirilito Sobejana, Western Mindanao Command (Westmincom) chief, said Saturday the textbooks and furniture were donated through the “Rebuild Marawi Project,” by the GMA Kapuso Foundation Inc., which teamed up with The Coffee Bean and Tea and Rayomar Outreach Foundation. “The ‘Rebuild Marawi Project’ has bridged access to education and relieved the plight of the young Maranaoans. The military is privileged to share the journey with the GMAKF,” Sobejana said. Sobejana said he has high hopes that the partnership of the three non-profit organizations will produce more endeavors in the future “as we uphold our genuine commitment to help and reach out to a greater number of people.” Phar ida Sans arona, Marawi City School Division superintendent and Datu Saber Elementary School Principal, thanked the three non-profit organizations who donated school supplies and furniture. The two officials said the donated materials will be of big help to the students of the school. The schools were among the learning institutions that were affected in the five-month battle between government troops and the Islamic State for Iraq and Syria (ISIS)-inspired Maute group in 2017. Meanwhile, Rikki Escudero-Catibog, GMAKF executive vice president and chief operating officer, acknowledged the support extended by Westmincom and other partners and sponsors to the rehabilitation project of the GMAKF. BOC-Zambo anti-smuggling campaign nets 18 vehicles By SALVADOR SANTIAGO

ZAMBOANGA CITY -The Bureau of Customs (BOC) has impounded 18 vehicles in the agency’s continued anti-smuggling campaign in this southern port city. BOC-Zamboanga District Collector Segundo Sigmundfreud Barte Jr. said Friday the confiscated vehicles were used by smugglers to transport contraband to this city. Most of the seized contraband, he said, were cigarettes illegally imported from such countries as Malaysia and Indonesia. Barte said they have so far seized millions of pesos worth of smuggled cigarettes and rice since January this year. He advised the owners of the impounded vehicles to seek legal advice since the BOC would not just release the vehicles to them without due process. “We have no choice but

to impound the vehicles since these were involved in smuggling activities. The release of the vehicles will have to pass through the process,” Barte said. He said the government will lose millions of pesos in terms of taxes once smuggling activities remain unabated. However, he said the anti-smuggling campaign in this part of the country would continue and would be intensified in line with the marching orders of President Rodrigo Duterte to curb smuggling activities. Meanwhile, Barte has expressed his gratitude to other government agencies and law enforcement units that supported the BOC in its anti-smuggling campaign in Zamboanga Peninsula. Barte also thanked the informants who provided them timely information that led to several successful anti-smuggling campaigns. (PNA)

BUTUAN CITY -- Intensified military campaign and the implementation of the “whole-of-nation” approach convinced 123 members and supporters of the communist New People’s Army (NPA) to go back into the fold of the law and start a new life in Surigao del Sur province, the Army said. In a statement on Friday, the Army’s 36th Infantry Battalion said the Army’s implementation of the Community Support Program (CSP) also helped the former rebels decide to return to their families and communities. Capt. Jonald D. Romorosa, 36IB civil-military operations officer, said most of the surrenders took place during the third and fourth quarters of the year.

Of the 123 NPA rebels, 10 were regular members, 32 were Militia ng Bayan, five were members of the Sanga sa Partido sa Localidad (SPL), and 76 were mass organization members. Romorosa also cited the support of the local government units (LGUs) in the area and the government line agencies that made the surrender of the former rebels possible. In the same statement, Lt. Wrapping the good, discarding the bad

AS we come close to ending the year, it’s time to wrap up the good and discard the bad. We have seen the best and worst in the three years of the Duterte administration -- all those things that had brought out the best and the worst as a nation struggling in catching up with the rest of the ASEAN economies. What is re-assuring however is that even the worst phase in our lives can change into the most amazing one with great optimism. And what is good news is that the saturation point is not yet felt (not yet, literally!) when it comes to the war on drugs, the anticorruption drive in the bureaucracy, terrorism in our midst, not counting the burning issues that come

day after day without let up. The latest of which was President Trump’s approval on the banning of De Lima accusers, placing the country as if a signature territory of the U.S. Be that as it may, the SWS latest survey result had posted a record high for Duterte, with an 87% approval rating. A noted economist had painted good reasons to be optimistic based on the significant positive gains registered by the national economy in the last two years. This positive economic outcome was founded on Duterte’s promise to eradicate crime and corruption. It brought back people’s belief in good governance, and restored investors’ confidence.

We are now the fastest growing economy in the ASEAN region and this is mainly due to the resurgence of the country’s sound microeconomic fundamentals and growth prospects. The country posted a 6.8 percent growth hike— slightly lower from the government target of 7.1, yet it is one of the most robust growth pace in three years. Duterte’s China unprecedented pivot and the forging of an independent foreign policy, all in one instance had debunked long held myths about PH-US relations, and thus highlighted a promising PH-ChinaRussia partnerships. The substantial improvement in peace and order with 80 percent reduction in drug volume and 39 percent drop in crime.

The peace and order gains represent a decisive effort at ridding the country of specific crime problems never given so much serious attention before. And based on the latest economic forecast models, the country can hit nine percent GDP growth by 2020, with infrastructure spending from 5 to 6 percent of GDP, funded by new taxes and tax efficiencies. Commander Bravo: A transformative warrior

THE all-out war against the moro rebellion in Mindanao launched by then President Joseph Estrada during the onset of the 21st century which saw the mobilization of some 75,000 soldiers to fight some 10,000 critical mass of the Moro Islamic Liberation Front (MILF) North Western Mindanao Front headed by a young brave warrior then by the name of Abdullah Macapaar alias Commander Bravo had brought to the fore the noble cause of the Muslims in the land of the brave and the free in a war described as the second longest war

in the world. Shouting “AllahuAkbar” (Allah is Great) as the war raged then in the hinterlands of sitio Korakora, Baragay Tamparan, Munai, Lanao del Norte, the outpourings of bullets had no match against determined warriors when Commander Bravo narrated to me those battles he led to counter what he described as a matter of self-defense against the many massacres suffered by his people at the start of the 70s when his father Sultan Macapaar led a countervailing force to stop those massacres. He joined the Moro Na-

tional Liberation Front in 1973 and when his father died in a battle in 1978, he became the top commander of the MILF, leading the North Western Mindanao Front with some 5 division commanders and hundreds of front commanders under his command. Narrating to me his tactical and strategical moves during my recent visit in his turf, he exemplified the amazing mastery of the art of war that embraces three main criteria in winning battles: know thyself, know thy enemy and know the terrain, and you will never lose

in any war. Thus, despite the attacks against them by some 75,000 soldiers using high powered weapons and even war planes, he miraculously survived all the rages of battles, firmly believing that if Allah is with you, who can be against you. What was even more amazing was his decision which got the all out support of his division and front commanders to elevate their struggle to a higher level, See WARRIOR, page 11

Chilling out before contradictions

THAT amusing episode about St. Joseph thinking of quietly separating from Our Lady because he found her already with child in her womb before they lived together (cfr. 1,18-25) is a good lesson and reminder that we just have to chill out when faced with some contradictions in life. In any case, worrying and plunging ourselves in discouragement and sadness would not help us any. It would simply make things worse instead, putting us in a position that is prone to more dangers. We have to remember that sadness is always an ally of our enemy. We need to remember that everything is under God’s control. If some bad things happen to us, it must be because there is a reason

and a purpose behind it. We need to see the bigger picture that God provides us through our faith, hope and charity. We should not be guided simply by our own estimation of things. We have to go to God. If we are lucky like St. Joseph, we might be privileged to have an angel explain things to us in a dream. But even if we are not, as is usually the case since extraordinary means are rare and the ordinary means to know the truth are plenty, we should just go to God asking for light, strength and comfort. That should be our instinctive reaction. Ideally, we should not be weighed down by any worry since God takes care of everything. Some Bible passages reassure us of this

truth. “So do not fear,” the Book of Isaiah says, “for I am with you; do not be dismayed, for I am your God. I will strengthen you and help you; I will uphold you with my righteous right hand.” (1,10) And St. Paul in his Letter to the Philippians says, “Do not be anxious about anything, but in every situation, by prayer and petition, with thanksgiving, present your requests to God. And the peace of God, which transcends all understanding, will guard your hearts and your minds in Christ Jesus.” (4,6-7) Still, from the Psalms, we have these reassuring words: “The Lord is my light and my salvation, whom shall I fear? The Lord is the stronghold of my life,

of whom shall I be afraid?” (27,1) Of course, we also have to do our part in resolving our predicaments. Yes, we may worry a bit, but it should not be for long. We may have to suffer a bit, but again, it should not be overdone. If referred and united with Christ’s suffering, ours would strike us to be meaningful, purifying, redemptive, etc. We would end up loving suffering. Let’s remember that as long as we are with God, as long as we believe and love him, everything will always work out for See CHILLING, page 11

But a particular household in Quezon City does not seem to anticipate w hat’s supp os ed to b e the happiest time of the year. Luisa Espina’s daughter, 19-year-old Louvaine Erika, has not come home for a year now. And the whole family who waits for return decided not to put any decorations in their home; t he y s aid t here is nothing to celebrate

about. “As you notice, we do n ot h av e a C h r i s t m a s tree or any decoration. We do not want to rememb er t his o cc asion because this is the second Christmas that she is not here with us,” Louvaine Erika’s mother, Luisa said in an interview with the Philippine News Agency. But unlike a typical Filipino family separated by overseas work, Louvaine is not far. She cou ld prob ably be in the same city, but the youngest member of the family has refused to come home and communicate with them.

She was then a student leader at the Polytechnic University of the Philippines (PUP). SSS Diliman, SSS Cebu receive high customer satisfaction ratings

THE Social Security System (SSS) lauded its Diliman and Cebu Branches for earning 94 percent and 89 percent net satisfaction ratings for its overall service, respectively, in the 2019 Customer Satisfaction Maintenance Survey Report. The survey report is a requirement for the implementation of the ISO 9001:2015 Quality Management System (QMS) to determine the level of satisfaction of customers in ISO-certified SSS branches. “This is a good indicator that our SSS branches meet the requirements needed to maintain the ISO certification and continue to adhere to the international standards in delivering quality customer service despite the high demand and increasing number of members and transactions,” SSS President and Chief Executive Officer Aurora C. Ignacio said. The survey conducted in SSS Diliman showed

that its satisfaction rating jumped by 10 percent as compared to last year. SSS Diliman currently caters to an average of 13,366 walk-in clients daily with over 30,687 average daily transactions. Conducted by the SSS Communication Research Team among 500 respondents transacting in the branch, the survey covered all SSS core processes which are: Registration and Coverage System (RCS); Retirement, Death & Funeral (RDF)/Annual Confirmation of Pensioners; Sickness, Maternity and Disability (SMD); Loan Repayments, Contribution Collection (Tellering), and Salary Loan. The results of the 2019 survey show higher net satisfaction ratings in all core processes as compared to last year. RCS earned 98 percent net satisfaction rating, up from last year’s 94 percent; RDF/ACOP jumped to 90 percent this

year from the 83 percent recorded a year ago; Sickness and Maternity rose to 88 percent from last year’s 85 percent; while Tellering jumped from 83 percent to 97 percent this year. The net satisfaction ratings on Salary Loan got the highest increase among the core processes. It rose by 35 percent from 65 percent in 2018 to 100 percent this year. Followed by Disability which jumped by 34 percent

from 56 percent in 2018 to 90 percent in 2019. SSS Diliman branch received its first ISO 9001 Certification in 2011 for Registration and Coverage System and was recertified in 2014. IT IS imperative for the depEd Secretary to accelerate the sports momentum of this country due to its promising roles in community transformation. It is underscored that there are many sport facilities constructed and rehabilitated during the previous administration. An example of this is the 187M repair of the dilapidated Zamboanga City Sports Complex which served as an evacuation center during the city blockade. However the complex is still inadequate to cater diverse interests of learners. Now, Philippine hosted the 30th SEA Games Multi-sport event with the full support of the current administration headed by Pres. Rodrigo Duterte. The newly constructed sports

infrastructures are built with dining amenities, state-ofthe-art facilities, and clinic for athletes. These arenas shall be an avenue to flourish elite sports in the country. Furthermore, these could be prospective venues for national and international sports events hence could be an opportunity for return investment. Comprehensive Economic Partnership (RCEP) and the Philippine-Korea Free Trade Agreement in 2020 to expand market access for manufactured goods as well as agri-based products. He shared that the Philippines is also working on a free trade agreement with the United Arab Emirates (UAE) and is exploring new export markets in consumer-rich Africa. The trade chief advised that export marketing should be in tandem with increasing the supply to meet the demand of foreign markets. The Q3 export growth performance was strengthened by an 8.6% yoy increase in services exports, which totaled US$ 11.1 billion for the quarter. It was also backed by the 2.4% yoy uptick in the goods exports valued at US$ 13.9 billion. Growth in services exports was boosted by a double-digit increase in exports of travel services due to bigger international tourist arrivals. Aside from travel services, Information Technology and Business Process Management (ITBPM) also contributed to the services exports’ good showing. On the other hand, exports of electronics products, bananas, and forestry and mineral products contributed to the moderate increase in the exports of goods. Goods and ser vices’ exports climbed 3.7% yoy to US$ 70.4 billion on a cumulative basis spanning January to September 2019. Services exports rose by 7.7% yoy to US$ 30.6 billion driven by travel services as well as technical, trade-related, and other business services. Meanwhile, goods exports increased by 0.7% yoy to US$ 39.8 billion primarily because of fruits and vegetables.

Quiboloy denied the alleged rape, qualified trafficking in person, and child abuse cases lodged by a former follower recently at the Office of the City Prosecutor here. City General Services Officer Jalmaida Morales said in an interview that the insurance coverage of the peacekeepers is renewed annually, with the effectivity of the recently handed out insurance certificates commencing on December 14. According to the local legislation, the peacekeepers organization is composed of Purok Leaders of the city. Notably, the 17-year old local legislation specifically stated that the ordinance is only applicable to existing puroks duly created before its enactment in February 2002. The LGU also handed to each of the peacekeepers one sack of rice and a cash incentive of P2,000, as prescribed in the ordinance, and provided them with a two-way hand-held radios to strengthen their peacekeeping activities, especially during emergencies. Torreon alleged that Portugal only fired back at the evangelist following the libel suit lodged against her last Oct.22, 2010 in which the City Prosecutor of Panabo City, Davao del Norte, issued the warrant of her arrest. “This was issued April 29, 2019. The case for libel has been going until today but her lawyer withdrew from the case,” he added. As to the ground of Portugal’s libel case, Torreon narrated that a certain Jose Antonio Tan Bonifacio is spreading malicious comments against Quiboloy on Facebook. He claimed that their camp managed to ascertain that the Bonifacio was actually Portugal. “She already surrendered and posted bail and the case is now on-going in the Regional Trial Court in Panabo City,” he added. Cases filed Torreon said the three cases filed by Portugal were all trumped up charges.

Similar case In October last year, Quiboloy was also accused by a former follower of Kingdom of Jesus Christ for running a “child sex ring.” A television news report said the allegation was made by Kristine Angeles’ counsel to defend his client in a court case where she is accused by a female church member of sexual assault. Lawyer Grant Giventer claimed in court documents that Angeles was just one of several minors forced to have sex with the church leader. However, Torreon, denied these allegations, saying a rival church organization helping Angeles was behind the claims. “The new allegation that Pastor Quiboloy is involved in child sex rape, in behalf of the Kingdom, this charge is a pack of lies. This is not true,” he said, stressing that the accusations are vague. (PNA)

The lawmaker explained that if POGOs will be taxed or a law be passed setting P126 billion as government’s share from the whole POGO sector and allocating the amount for teachers, the pay hike is possible. “Taxing the POGOs to fund the P10,000 teachers’ pay hike clamor would be like ‘hitting two birds with one stone’ or solving two problems at once. I have to confer with House Ways and Means Committee chairman Rep. Joey Salceda to see if this approach is doable,” Siao said. Siao is the author of House Bill 1992 (An Act Upgrading the Minimum Salary Grade Level of Teachers from Salary Grade 11 to 19) which was consolidated into SSL5. He explained that “by labeling the P10K as allowances or add-ons to the basic pay, we avoid the complication of increasing the retirement funding which is attached to the basic pay figure. In fact, in these aspects of our life, what should reign or dominate always are the sentiments of joy and peace. Otherwise, we can say that our life is not as it should be. If it is not a happy life, then it is not the ideal human life, much less a life of a child of God. Yes, we should try to k now and underst and why some contradictions happen in our life. Many times, that is possible. But there can be times when no matter how much we try to understand things, we still fail. That’s when we simply have to trust in God’s omnipotent and merciful providence. In the meantime, we should just chill out and focus on what we are supposed to do in any given moment.

Refresh & NCCC donate Upcycled Chairs to Davao School M ATINA Elementary School in Barangay Matina received an early Christmas treat as Universal Robina Corporation’s (URC) Refresh Mineral Water donated school chairs to the Davao-based school. The chairs are made from used plastic bottles collected during the mineral water brand’s RefreshReturn-Recycle program. “We are really amazed by the project—making chairs out of recycled plastic bottles. It is the first time we saw the process of making these chairs. Thank you for the opportunity,” Jocelyn Lucena, Master Teacher at Matina Elementary School during a turn-over ceremony held in Barangay Matina in Davao City last December 12.
