More than a thousand cops deployed in search and rescue op in Normin

CAGAYAN DE ORO CITY – The Phil. National Police-10 (PNP-10) had deployed more than a thousand law enforcement officers to help government and volunteer rescuers in the search and rescue operations in the region when severe tropical storm made landfall in Mindanao on Friday.

PNP-1- spokesperson Supt. Lemuel Gonda said the police officers were assigned in flood-prone areas to help civilians evacuate from their homes in this city and elsewhere in Northern Mindanao.

City police director Sr. Supt. Roy Bahian said those deployed in Cagayan de Oro were all accounted for

and sustained only minor wounds during the rescue operation.

Meanwhile, the awareness of the people coupled with their harrowing experience with Sendong taught them to heed the order of the city government to evacuate when severe tropical storm Vinta made landfall and affected Northern Mindanao on Thursday and Friday, Mayor Oscar Moreno said.

“The readiness of the community had really resulted to the prevention of loss of lives,” Moreno said during a press briefing at the City Disaster Risk Reduction and Management Department (CDRRMD) following the assessment meeting on Friday evening.

This after Jollibee Foods Corporation and its contractors in nine branches in the region were found to be engaged in labor-only contracting activities.

1 killed as TS Vinta batters Agusan Sur

SAN FRANCISCO,Agusan del Sur -- Flashfloods brought by Tropical Storm “Vinta” battered through three towns in the southern part of Agusan del Sur killing one person who drowned to death by rampaging floodwaters in Bunawan town on Friday morning.

Vinta which took its landfall in Cateel town in Davao Oriental also affected some 5,000 families in Surigao del Sur mostly in the nearby towns of Lingig, Hinatuan,Tagbina and Tago,the Provincial Disaster Risk Reduction Management Council in Surigao del Sur. The flood victims are seeking refuge at the 14

designated evacuation centers in the four towns of the province.

Police in Bunawan town said Jino Agapay Lacaza, 29, died of drowning after he was carried away by the strong currents of floodwaters while gathering woods in a river at the town Poblacion.

31,000 displaced in Davao City due to ‘Vinta’ DAVAO CITY — About 31,375 residents of this city were affected by the inundation brought about by Tropical Storm “Vinta.”

Several low-lying areas in the city were flooded especially those near the major riverbanks in the city.

Thousands of houses went under the water while others were totally washed out by the raging floods.

Residents of Jade Valley in Buhangin were trapped in their houses as the rise of floodwater was abrupt.

Rescuers were immediately dispatched to affected villages. Even Special Assistant to the President Christopher “Bong” Go helped in the rescue of trapped residents Friday evening.

Go rode a jetski as he made rounds on the houses with trapped residents and ferried them to safety.

Aside from the possibility of drowning though, residents of Jade Valley also fear encountering crocodiles after one resident took a video of a crocodile swimming in the flood in the said subdivision.

Jade Valley is located near the Crocodile Park in Maa. It was not clear though if the said crocodile actually came from the said park.

DPWH clears vital roads in Lanao del Sur COTABATO CITY – The Department of Public Works and Highways – Autonomous Region in Muslim Mindanao (DPWH-ARMM) has cleared roads of fallen trees and mud fragments leading to six Lanao del Sur towns hit by tropical storm “Vinta.”

“The highways going to Lanao del Sur are now passable,” Engr. Mustapha Don Loong, DPWH-ARMM secretary, told reporters here.

The severely-affected towns include Bubong Raman, Ditsaan Ramain, Buadipuso-Buntog, Wato Balindong and Tugaya.

Also cleared from mudslides were the roads leading to Poona Bayabao, Lumba Bayabao and Tamparan.

Floodwaters submerged the six towns since Friday due to torrential rains brought by “Vinta” as it crossed Northern Mindanao.

At least 20 people were

reported to have perished from the storm, according to the ARMM’s Humanitarian Emergency Assistance Response Team headquarters based in this city.

ARMM Governor Mujiv Hataman has ordered the ARMM-HEART to deploy rescue and relief units to the storm-stricken towns.

In Maguindanao, floods also inundated the adjacent towns of Pagalungan and Montawal coming from the swollen Kabacan River.

The Kabacan tributary forms part of the Cotabato River Basin that catches water from Bukidnon and Region 10 leading to the 220,000-hectare Liguasan Marsh situated in the triboundaries of Maguindanao, North Cotabato and Sultan Kudarat provinces.

The Maguindanao provincial government is now responding to the needs of thousands of affected families. (PNA)

ZAMBOANGA CITY -- The government has mobilized its resources to provide assistance to thusands of residents displaced by the onslaught of Tropical Storm “Vinta” in several areas of Zamboanga Peninsula.

The Office of Civil Defense (ODC) on Saturday

reported that 42 people were killed while 15 others were missing as the storm pounded the provinces of Zamboanga del Norte, Zamboanga del Sur and Zamboanga Sibugay.

On Friday, the Philippine Atmospheric, Geophysical and Astronomical Services

Administration (PAGASA) hoisted storm warning signal number two over 11 Mindanao provinces including the three Zamboanga areas.

The other provinces covered by the storm warning signal are the following: Misamis Occidental; Lanao

“Two days before the entry of Tropical Storm Vinta into the country, the residents especially those in the shoreline, were advised to evacuate to safe area,” Ochotorena said.

Hits and misses

There never is a good time for tough decisions. There will always be an opposition or something else. You have to pick courage and do it.

Governance is about taking tough, even unpopular, decisions -- Jairam Ramesh WITH just a few winks left, the final curtain would fall with a big bang. Now the big question: had we walked our talk?

With ‘Tapang and Malasakit’ as his battle cry, President Duterte , at 71, takes the brunt of the challenges and intense criticisms as he continue on curbing corruption in government, fight illegal drugs, work for good governance, transparency and accountability in public service.

To date, it’s still unfinished business for President Duterte as he faces 2018 as another year of “do or die” thing. This time, with a trillion budget to spend for his ‘build, build, build’ economic mantra, his resolve to make things happen is shining through, hopefully.

Widely observed in 2017 was the peak of ending the proliferation of illegal drugs but not without issues on allegations of EJKs and human rights violations.

Ending corruption in government, reduce crime index, suppress criminality and put a stop on ISISinspired terrorism, among so many others, are spillover issues and concerns the Duterte administration has to work on feverishly in 2018.

That said, the smoke of corruption still hung heavily on several departments like DPWH, DepEd, Customs, BIR, DENR, and many others.

For instance, the ERC’s abusive and corrupt commissioners, PCSO’s grand Christmas parade in a fivestar hotel and the Bureau of Custom’s in-house gang of thieves, to name a few, has been identified as purveyors of corruption hence the fight in ending malfeasance is nothing but an exhaustive battle against the vultures in government service.

Indeed, Duterte’s clarion call addressed to all public officials, whether they were political opponents or friends, party mates, family or allies had landed in partly on deaf ears, nor it worked effectively as it were.

Pre s i d e nt D ute r te’s brand of governance has gained upside progress though, like paving the way toward a stronger and more competitive Philippine economy. The 10-point agenda of his administration, anchored basically on good and corrupt-free governance has gained a minimal foothold and somehow sustained to the max.

Strides were evident on the sustained growth of the country’s gross domestic product (GDP), finances, competitiveness, investments, labor force and social services.

The country has recorded an average GDP growth of 6.2 percent–the fastest average growth period in 40 years.

The Bangsamoro Basic Law (BBL) could be the

biggest political achievement yet nothing of sorts is definite. BBL was practically put inside a closet, padlocked for a quite a time.

Its revival could only be up, perhaps this 2018.

In fairness, the Duterte administration had scored good points in the crusade against corruption, but the good was not enough for an applaud. In fact, the good was not good enough, not even in solving Metro Manila’s horrendous traffic woes.

So what lies ahead in 2018? This early, expectations run high as we enter a new era of hope, progress and peace in the land.

We are in for drastic changes in governance.

sleep was also around for a final fanfare at the end of the mass.

Miss Romero must have been very disappointed with her student as I dosed in and out of sleep throughout the mass said by Monsignor Benidicto Arroyo. But always, I woke up just in time to hear the good monsignor give his final blessings.

The thought of having hot puto bumbong ready as soon as we stepped out of the prison chapel was incentive enough for me to now stay awake.

In the next nights leading to Christmas, I joined neighborhood kids going caroling. Before we separated, we split the proceeds from caroling and I almost always ended up with 5 centavos and a few pieces of candy. I felt rich.

The homes of prison employees we carolled were decorated by colorful parols or lanterns beautifully crafted by – you guessed correctly – prisoners. Incidentally, some skilled prisoners regularly made good money selling their paintings, woodcarvings and other handicrafts to prison visitors.

On Christmas day, my mother would hire the jeepney of Mang Tanto Arciaga. The whole family, minus my father who had to stay behind, made the rounds of all our ninongs and ninangs based in Manila. By the end of the day, we would have two gray army duffel bags full of wrapped gifts and other

goodies.

Years later, when we were all grown ups, my elder sister ABB, started regularly visiting prisoners on Christmas as well as on her birthday.

Her project to visit prisoners was inspired by the biblical story related in Matthew 25:36 which read in part: “I was in prison and you visited Me.” She called her group Matthew 25.

They would bring food and gifts to selected prisoners, normally the visitor-less and infirm inmates. After she passed away in 2006, I thought that it would be a good endeavor to pursue.

I proposed the idea to the Kiwanis Club of Muntinlupa and that was how our own project got started.

Around November of each year, Muntinlupa Kiwanettes went out of their way to buy some very basic needs of prisoners which they later packed into individual packages for distribution.

The process of procuring (usually in Divisoria) and packing the items was in itself a happy opportunity for bonding among the Kiwanettes.

The day of gift-giving was usually held during the first two weeks of December as a pre-Christmas party for the prisoners.

On that day, around 300 pre-selected inmates were invited to join the Kiwanians at the NBP Social Hall where they were treated to Christmas carols, stories of hope and redemption, a

Ignacio Bunye hearty snack and a Christmas package consisting of toothbrush, toothpaste, soap, face towel and a pair of rubber slippers.

One can not imagine how happy we made the prisoners that day. We learned that many of them have not seen any of their loved ones for the last five years.

But I observed the Kiwanians and Kiwanettes came out of that experience even more fulfilled. They felt more blessed, knowing that even for a brief moment they brought joy and hope to our less fortunate brethren.

Last Friday, the Kiwanis Club of Muntinlupa, led by President Randy Garcia, and the Muntinlupa Kiwanettes led by Muntinlupa’ s First Lady, Lor Fresnedi, visited prisoners at the medium security prison compound.

The shortest day Readers Lee Magpantay, Rosalinda Limbo and Jandy Rojas Cantoy noticed that as early as 3 p.m. last Thursday (Dec. 21) the sky started to get dark. And by 5 p.m. night had fallen. Many other people started asking why.

DENR 10, partners firm up strategies on anti-illegal logging campaign for 2018 Strategies on the antiillegal logging campaign in Northern Mindanao were shared by members of the Regional Anti-illegal Logging Task Force (RAILTF) during a year-end assessment led by the Department of Environment and Natural Resources, Region 10 (DENR 10) in Cagayan de Oro City recently.

Newly-designated DENR 10 Regional Director Arleigh J. Adorable said there is a need for the Provincial and Community Environment and Natural Resources Offices to further strengthen its partnership with the military, police, Department of Interior and Local Government and local government units in the enforcement of forestry laws.

He recognized the efforts of the military, police and other partners in the crusade

to protect and conserve our natural resources. “I am thankful to our partners for their commitment and support to the DENR 10,” he added.

Director Adorable also instructed the DENR 10 offices to maximize the work of the lawyers to pursue cases against violator of forestry laws.

For her part, Assistant Regional Director for Technical Services, lawyer Florenda Lamason – Yap exhorted the PENROs and CENROs to conduct trainings to capacitate DENR partners in their work. She further encouraged DENR 10 forest protection employees to continually coordinate with their partners to have an effective forest protection campaign.

Suzuki Vitara GLX named 2017 Best Subcompact Crossover

look, and strong aerodynamic performance, respectively, complemented by the rear that gives off a stable look.

The new Vitara has an overall width of 1,775mm, height of 1,610mm, length of 4,175mm and a minimum ground clearance of 185mm, making it the longest and widest in its class with the best turning radius performance.

The interiors combine muscular contours and a sporty feel. The instrument panel conveys a youthful look with its upper linear design that includes a round clock and a round air outlet. The seats use high-quality fabric, with the GLX model featuring a combination of leather and suede-type fabric for an even classier feel. The

Vitara GLX also features a panoramic sunroof designed with two glass panels that can be both slid to provide the biggest opening in its class and added premium to the unit.

The interior design fuses comfort and utility. All variants feature 6-speed automatic transmission, paddle shifter and audio steering control.

The new Vitara’s Infotainment audio system ensures a more enjoyable ride. Besides handsfree connectivity, the system packs navigation, Bluetooth audio and a USB port. The GLX variant enable on-the-go connectivity through its Wi-Fi support while the MirrorLink function links the rider’s smartphone with the SUV’s Android based infotainment system. Avail-

able in 10 inches for GLX, the biggest in its class, while GL+ and GL variants may enjoy the same features at 7 inches.

The luggage space can accommodate up to 375L, expandable by lowering the luggage board or removing the dividers on both sides of the luggage area. To accommodate large suitcases, the rear seats can be folded to make way for up to 710L. The new Suzuki Vitara GLX delivers enhanced safety on the road. It model’s 6-point airbag system comprising of dual, curtain and side airbags for the driver and passenger provides greater protection.

The Vitara also features cruise control system and speed limiter, ultrasonic sensors in the front and rear bumpers with reverse

camera that detect obstacles during parking, an automatic light system that turns headlamps and tail lamps on and off, and automatic wipers triggered depending on the extent of rainfall and vehicle speed.

The SUV’s electronic stability program (ESP) automatically controls the engine torque and brakes upon detection of a wheelslip to ensure the driver maintains directional control. The hillhold control helps the driver to prevent the vehicle from rolling backward on an upward climb.

A Christmas party for women empowerment

MANILA -- It was like most Christmas parties around-people having fun with those they’ve spent the year with, reveling in the dances, songs, and even the new fad of self-pampering activities like haircutting, manicure-pedicure, massage, pranic healing, and other alternative healing rites like chiropractor and acupuncture.

The party was thrown by the Presidential Communications Operations Office (PCOO) and its attached agencies--Philippine Information Agency (PIA), Radio Television Malacanang (RTVM), Peoples Television (PTV4), Philippine Broadcast System (PBS), Philippine News Agency (PNA), News and Information Bureau (NIB), Apo Productions (APO), National Printing Office (NPO), and the PCOO Gender and Development (PCOO-GAD)--together

with the Department of Social Welfare and Development (DSWD).

What makes the party different is the advocacy behind it. The celebration was shared with the Marilac Hills National Training for Girls in Alabang, Muntinlupa City.

“This program is not just about bringing joy but bringing joy with a purpose for making them aware of their rights as women, what they can and cannot do to protect themselves,” said lawyer Judy Rose TugadoDimayuga, Director 2 of the House Electoral Tribunal, who gave a short talk during the program.

Lightly titled “BongGADka Day Part 3,” the party was actually the third of a series of programs meant to promote gender awareness and development, particularly of the rights under the Magna Carta for Women.

The first was in December 2016, and the second was in March 2017.

During last December 19’s program, Dimayuga gave a short lecture on women’s rights and how to avert sexual assaults and harassment. The audience was mainly the residents of Marilac Hills, who are mostly women aged five to 24 and were victims of some sorts of violence against women.

She said seeing the kids and telling them of their rights pose a unique challenge. “How do you explain to these kids the concept of rape, simplify the concept, but at the same time try to protect their innocence?” she asked. “It’s so hard to simplify the law. Sadly, you are in this position when you have this traumatic experience—how to understand, what to do to prevent further acts of sexual assault.”

The outreach program was a welcome break to the staff and 194 residents of the Marilac Hills facility— most of whom are suffering from the mental and physi-

cal trauma of their former lives as sexually abused children or victims of child pornography, exploitation, and human trafficking.

“We have a high incidence of sexual harassment.

It can happen in school, on

the street, or at work; and the problem is with Filipinos.

We have this tendency to be quiet instead of reporting, we’d rather keep the shame,” Dimayuga, a former trial lawyer, lamented. “It’s sad that the oppressors walk

away and live a normal life while the victim suffers in silence. You can’t help but feel sad because what you study and read about in law school suddenly takes on a face in real life.”

Davao needs 1,000 modern buses to decongest traffic DAVAO CITY -- At least 1,000 modern buses will be needed for the implementation of the High Priority Bus System (HPBS) in three years to decongest traffic here, City Planning and Development Office head Ivan Cortes said.

In an interview Wednesday, Cortes said the city government would tap the private sector that will procure the modern buses to replace over 7,500 public utility jeepneys.

“Kung walang balakid (If there’s no obstacle), we will see the buses running by 2021,” he said.

He added they plan to limit the number of operators to only three to six, including foreign players.

The operators will be known after the Department of Transportation (DOTr) completes its assessment of the proposal the city submitted three weeks ago.

Cortes said the DOTr asked for another two weeks to finish the review of the proposal containing the results of the workshops initiated by the city government on the project.

The proposal included the reconfiguration of existing intersections, acquisition of road right of way, construction of intermodal bus systems, and the social component of the project for the would-be displaced jeepney drivers., he said “On the part of the city See needs, page 10

DAVAO CITY -- The city government has increased its financial assistance from P6 million to P8 million for areas in Eastern Visayas affected by Tropical Depression “Urduja”.

In its special session on Thursday last week, the city council approved an ordinance authorizing City Mayor Sara Duterte to utilize a portion of the 30-percent Quick Response Fund from the 5-percent calamity fund for the victims of “Urduja”.

Of the P8 million, P1 million each will go to Tacloban City and Ormoc City in Leyte Province, Northern Samar, Samar, and Eastern Samar provinces; P500,000 each will be given to the towns of Can-Avid and Llorente in Eastern Samar, Sta. Fe Barugo in Leyte, Zumarraga in Samar, and Biliran in Biliran province.

Based on the report released by the National Disaster Risk Reduction and Management Center (NDRRMC), 281,902 families or 224,725 persons were affected by “Urduja” in MIMAROPA, Bicol, Western Visayas, Central Visayas, Eastern Visayas, and Caraga regions.

The tropical depression destroyed 171 houses in Bicol, Eastern Visayas, and Caraga and caused P543.2 million in damages to public infrastructure such as national roads and P475.3 million in agriculture.

Ochotorena said the town proper of Sibuco remain inundated by two meters deep flood “as of this morning.”

Ochotorena said that fully equipped joint Philippine Coastguard (PCG) and policemen emergency response unit had been dispatched to render assistance to the affected residents in Sibuco.

He said the provincial government had requested for aerial reconnaissance as Sibuco had been isolated from the rest of Zamboanga del Norte province as road are impassable.

He said they had sent Emergency Medical Team (EMT) to Salug, Zamboanga del Norte to provide assistance to the displaced residents in the area.

“Since last night (Friday), the first responders are moving,” he added.

Seven people were reported to have died while seven others remain missing in Salug. Six were reported wounded.

Before this Court is a petition for Cancellation of Second Birth Certificate of Birth filed by the herein petitioner.

Petitioner alleges that she is of legal age, married and resident of Cebu City.

She is duly represented by her mother CONSUELO DELA CRUZ SALCEDO, who is also of legal age, Filipino, widow and a resident of Tudela, Misamis Occidental. Respondent is sued in her official capacity as such. Petitioner was born on May 19, 1982 in Cagayan de Oro City as an illegitimate child of her mother, CONSUELO DEL CRUZ. The fact of her birth was duly registered at the City Civil Registrar of Cagayan de Oro City as CHERYL DELA CRUZ DAUG. However, her fact of birth was again registered in the Municipality of Tubod, Lanao del Norte under Local Civil Registry Number 99-687 dated September 3, 1999 as Cheryl Mainit dela Cruz, evidenced by a Certificate of Live Birth.

That she was not able to use the second Birth Certificate due to the fact that she had a prior registration of birth. Hence, this petition to cancel the second registration of birth. That the instant petition is not filed for the purpose of committing fraud, defeat or avoid any lawful obligation due to the government and other persons, nor is being prosecuted to conceal and hide petitioner’s true and real identity, and neither made in order to commit or perpetrate the commission of a crime.

Set the initial hearing of the petition to February 12, 2018 at 8:30 in the morning before the sala of this Court. Furnish copy of this Order to the Office of the Solicitor General at Makati City, Office of the Local Civil Registrar of Tubod, Lanao del Norte, the Public Prosecutor’s Office in Tubod, Lanao del Norte, to Atty.
