Slashed budgets of 24 solons reapportioned

HOUSE Speaker Pantaleon Alvarez on Thursday said the budgets slashed from several opposition lawmakers and some members of the supermajority coalition had been reallocated to fund government priorities, such as education and the welfare of cops and soldiers. In a statement, Alvarez said the removed funding will be reallocated to free college education in state universities and colleges and to augment the salaries and benefits of the military and police, “who are See budgets, page 11

Vivo gives back to Marawi soldiers with Special Outreach

Vivo Philippines, in the true Filipino Christmas spirit, gave back to the heroic soldiers who fought to free Marawi by spending an afternoon with them last December 17 at the Armed Forces of the Philippines (AFP) Hospital in V. P r e s i den t R o d r i g o Duterte has declared a unilateral ceasefire with communist rebels this Christmas season, Malacañang said Wednesday. Presidential Spokesperson Harry Roque Jr. said the President announced the suspension of military

operations (SOMO) against the Communist Party of the Philippines-New People’s Army-National Democratic Front (CPP-NPA-NDF) Tuesday night. He said the SOMO would run from December 24, 2017 to January 2, 2018 and the Palace expects the

communist rebels to return the favor. “This unilateral ceasefire would lessen the apprehension of the public this Christmas season. We expect that the CPP-NPANDFP would do a similar gesture of goodwill,”

LOCAL government units (LGUs) need to invest in the development of a climatesmart agriculture that fits the needs of the community in an effort to address the adverse effects of sustained weather fluctuations, according to a study published by think tank Philippine Institute for Development Studies (PIDS). A new policy note, authored by PIDS senior research fellow Connie Bayudan-Dacuycuy and research analyst Lora Kryz Baje, analyzes chronic food poverty and how it is affected by weather variability. It finds that chronic food poverty is higher for households that experience rainfall deviation than for similar households that do not. “Given that communitybased development of good

agricultural and livelihood practices harnesses local skills and knowledge, it instills strong ownership in the community and climate change adaptation is likely to be successful,” Dacuycuy said. They also pushed for enhanced technical assistance for LGUs, noting some adaptation funds remain untapped. The study said the Climate Change Commission (CCC) can enhance their technical assistance by providing LGUs an annual technical workshop on crafting proposals with strong climate change adaptation initiatives. It should also improve its information dissemination campaign not only to inform the public about their function, but also to increase awareness on climate change adaptation

and the various services CCC provides. The study further called on the government to explore adaptive social protection (ASP) initiatives that support pro-poor climate change adaptation and disaster risk reduction by strengthening the resilience of vulnerable populations to shocks. It said one ASP initiative that can be explored is to include environment protection as a condition to the Pantawid Pamilyang Pilipino Program (4Ps). “4Ps strengthens human capital and self-sufficiency but does not explicitly address risks associated with climate change. The program has to evolve with the needs resulting from climate change and changing weather patterns,” Baje said. (PNA)

Many times I wanted to change and get right with God, but I kept falling back into my old bad habits and lifestyle. I was scared and thought the only way to clean up my bad past was to get an abortion so no one in the church would ever know. Even my religious family told me to get an abortion and save our family name and reputation. It was then I realized I had to make this decision

alone, by myself ! I prayed and asked Jesus Christ to forgive me for living a life of hypocrisy and not really living His right way every day. So I asked Jesus to help me trust and obey Him, even though I was rejected by my friends and family. And for the first time in my life, I had real peace in my heart and mind. And God took care of me. Martial Law Mindanao II: A new call for war By William R. Adan MindaNews

NAAWAN, Misamis Oriental--Martial Law was declared in Mindanao on May 23, 2017 in response to the Maute terrorist siege of Marawi City. It was extended for five months or up to December 31, 2017 to finish off the Maute uprising. By October or a month after the siege, Marawi was liberated and not a single Maute combatant was left standing. However, while the Maute guerrillas in the battlefield were wiped out, the ISISinspired and supported terrorist group was far from being defeated, the reason why the Commander-inChief had sought Congress for another extension of military rule for one year. The official reason for the extension is no longer confined to the actual uprising in Marawi but expanded to “ensure total eradication of DAESHInspired Da’awatul islamiyah Waliyatui Masriq, other like-minded Local/Foreign Terrorist Groups and Armed Lawless Groups, and the

Turning point communist terrorists and their coddlers, supporters, and financiers.” Congress on Wednesday, 13 December 2017 granted the request of the President, thus, Martial Law will remain imposed and operational in Mindanao up to 31 December 2018. A constitutional issue is likely to reach the Supreme Court. Article 7 Section 18 Paragraph 5 of the 1987 Constitution explicitly provides that “Upon the initiative of the President, the Congress may, in the same manner, extend such proclamation or suspension for a period to be determined by the Congress, if the invasion or rebellion shall persist and public safety requires it. Martial Law was declared in Mindanao on May 23, 2017, because of an actual invasion or rebellion staged by the Maute terrorists in Marawi City. It was constitutionally justified then. Its extension for five months was still legitimate

because the battle against the rebels was still raging; the uprising was not effectively suppressed within the two-month constitutionally prescribed duration of Martial Law. The parameter of an actual occurring uprising to suppress is absent in the third and longer request for extension. The Marawi siege was long over. The prime justification comes out as a new war objective, not a compelling reason to continue a fight on an ongoing uprising which reads, to repeat – To “ensure total eradication of DAESH-Inspired Da’awatul islamiyah Waliyatui Masriq, other likeminded Local/Foreign Terrorist Groups and Armed Lawless Groups, and the communist terrorists and their coddlers, supporters, and financiers.” Bands of terrorists to include now the NPA are all over Mindanao both in its urban centers and in the countryside. Are we,

thus, to expect new Marawilike wars in some cities in Mindanao where some Moro extremists are embedded, and running battles in the countryside with the Bangsamoro Freedom fighters and the NPA guerrillas, in the Cotabato marshlands and in the Caraga and Davao areas, respectively? The war may need to soon start to give unquestionable justification for the extended Martial Law before the Supreme Court could rule on a petition. Considering the expanded target, the war is likely to escalate to Luzon and the Visayas. Certainly, the NPA in these areas will not just be sitting pretty while their comrades in Mindanao are being hunted and liquidated by the security forces of the State. There will be fighting or uprising in various fronts. When this happens, expect another request for extension, this time to expand the coverage of Martial Law throughout the land. Davao Oriental Gov orders preemptive evacuation in preparation for ‘Vinta’ DAVAO CITY -- Davao Oriental Governor Nelson Dayanghirang on Thursday noon ordered a preemptive evacuation of residents in flood-prone and landslideprone areas and those living along the shorelines on the northern part of the province which has been placed under storm signal number 2 along with Agusan del Norte, Agusan del Sur, Surigao del Norte and Surigao del Sur, as tropical strom ‘Vinta’ moved towards Eastern Mindanao. In a statement emailed to the media at 12:39 p.m. Thursday, Dayanghirang said they face yet another challenge due to ‘Vinta’ which is “threatening to bring heavy torrential rains and floods especially on the northern parts of the province, particularly the towns of Boston, Cateel, Baganga, and Caraga. The province has 10 towns and one city. He urged residents in the affected towns to “do their fair share of the preparation as the government cannot do it alone” and to also “look after themselves and their families by preparing ‘Go Kits” or survival kits packed with food and basic necessities.”

He appealed to the public to be calm. “Let us coordinate and cooperate with the authorities and not be a burden to them. To those who know they are in a danger zone such as in the coastlines, evacuate as soon as possible. For fisherfolk and owners of small seacrafts, do not venture out to sea,” he said. BSP Sets Out Standards on Stress Testing Exercises The Monetary Board (MB) approved the Guidelines on the Conduct of Stress Testing Exercises, which provide the overarching governance standards and risk management expectations on stress testing practices in the banking industry. Stress testing is defined as a tool to evaluate the potential effects of specified changes in risk factors on a bank’s financial position under a severe but plausible scenario. In this respect, banks are expected to develop sound assumptions generally depicting events or scenarios that may result in significant losses and to assess the impact of these scenarios on the bank’s performance or capital and liquidity positions. For instance, banks may assume 50 percent default in the loan portfolio and assess its impact on capital adequacy ratio (CAR) and level of available funds. The BSP is issuing the stress testing guidelines as part of its continuing initiatives to further strengthen risk governance and contribute to the sustained safety and soundness of the industry. Stress testing allows banks to prepare for events with severe financial impact. In particular, based on the results of stress testing, banks may adopt proactive measures such as the implementation of capital build up initiatives or enhancement of risk management practices all aimed at improving their resilience in times of actual crisis. Related to this, the issuance provides that the board of directors should consider the results of stress testing exercises in capital and liquidity planning, in

setting risk appetite, and in planning for business continuity management, and, in the case of domestic systemically important banks (DSIBS), in developing recovery plans. These expectations are consistent with the earlier issued guidelines on corporate governance under Circular No. 969. Banks are expected to employ a combination of different approaches for stress testing. Methodologies may range from simple sensitivity analysis to the more complex tools, such as scenario analysis and reverse stress testing. Following the principle of proportionality, simplified requirements are set out for stand-alone thrift, rural and cooperative banks. The fundamental requirements for system and model capabilities for the conduct of effective stress testing exercises have been laid out in Circular No. 971 on risk governance. Specifically, the principles of accuracy and integrity; completeness; timeliness; and adaptability, are the same underpinnings of robust stress testing exercises. The approved guidelines are applicable to all types of banks on solo and consolidated bases. Banks that are part of group structures shall conduct stress testing exercises on a consolidated basis or at the parent bank’s level, covering all institutions considered as material entities in the banking group. The Bangko Sentral is giving banks a period of two (2) years from the effectivity date of the issuance to gradually progress from their existing stress testing practices to fully meet the expectations in the Circular.

SURIGAO City--The luxury yacht used by the three Australians rescued off Siargao Island over the weekend was found shipwrecked in Dinagat Islands after its occupants abandoned ship reportedly because of Tropical Storm “Urduja.” S/V Katerina, an 18-meter long Camper & Nicholson registered in Sydney, was found with no crew aboard on a beach in Loreto, Dinagat Island last Saturday, said Johanne Jake Miranda, of the 1004th Aux Squadron of the Philippine Coast Guard Auxiliary (PCGA) based here. The PCGA is composed of volunteers assisting the Philippine Coast Guard (PCG). S/V Katerina was manned by three accomplished sailors – Anthony “Johnny” Mahoney, 73; Laurie Miller, 68; and Lionel Peter Ansselin, 74 – who were rescued by fishermen off Siargao Island. Mahoney, however, did not make it as he was already unconscious at that time. The three were supposed to deliver the luxury yacht from North Queensland to its new home but Urduja interfered, causing them to abandon ship last Thursday, said Miranda, a Philippine Military Academy graduate who once served in the Navy. He said the Coast Guard in Surigao sought the assistance of Research Vessel Petrel, which is currently docked at the Surigao port, to help out. RV Petrel, the vessel owned by Microsoft billionaire Paul Allen that recently found World War II warships that sank in the Surigao Strait, then served as communications coordinator to link the

He said that a relative of one of the crew told authorities that the yacht had three passengers and two dogs aboard. Loreto Mayor Nena Ladaga-Quijano has reportedly posted sentries to secure the wreck while waiting for relatives of crew. Last Sunday, the three Australian crew of Katerina were rescued by two local fishermen off Siargao Island and brought the sailors on their way home to Tandag City in Surigao del Sur. Fishermen Junifer Piosang and Albert Murillo saw the Australians clinging on to an inflatable boat and waving their hands with cloths when the fishermen passed by. “They were extremely exhausted, thirsty and shivering,” Piosang told MindaNews in a mobile phone interview. The Australians asked the fishermen to give them water and food. The 28-year-old Piosang, who hails from Claver in Surigao del Norte, said they rushed back to Tandag City when he noticed that one of

the foreigners was unconscious. “I put him on my chest to warm him as we dashed to Tandag,” he said. Piosang, who was the first to spot the sailors, thought the blob from afar was a fish aggregating device locally called “payaw.” It took them six and a half hours to reach Tandag aboard their twin engine pumpboat. By then, it was already too late to save Mahoney, Piosang said. It was learned that the wife of Mahoney also died in a freak sailing accident in Malaysia over three years ago. Shannon Grasso, a stepdaughter of Mahoney, posted a message on her Facebook wall on Monday evening: “Our darling Johnny is back with Mum. We are just devastated. He died living and doing what he loves but it still doesn’t feel right. To Johnny…. Thanks for joining our family and being a beautiful man throughout. You loved us like your own and we did likewise. You grieved right next to us only 3.5 years ago when all our lives got turned upside down and will we love you and will miss you so much.” The Queensland-based newspaper The CourierMail said in its website that Katerina refuelled in Davao before proceeding to the yacht’s new owner in Subic in Zambales.
