CAGAYAN de Oro City--The Xavier Ateneo Sports Centre (XASC), the newest facility of Xavier University - Ateneo de Cagayan, has officially opened to provide the academic community a venue for athletics programs and recreational activities, located in Pueblo de Oro. Bukidnon plans to build sports complex By Walter I. Balane MindaNews
MALAYBALAY CITY – An amount of P250 million from the 2018 funds of Senator Juan Miguel Zubiri has been allotted for the construction of a provincial sports complex in Bukidnon, Gov. Jose Ma. R. Zubiri Jr. said. Gov. Zubiri made the announcement to members of the Sangguniang Panlalawigan during their regular session on December 12. He said they are still choosing from two sites, one each in Malaybalay and Valencia cities. The provincial government would need at least P500 million to build a standard sports complex, so the provincial government will allot another P250 million in its budget next year, he said. He said land acquisition alone, which could be achieved next year, is estimated at P150 million at P1 million per hectare for 15 hectares. “Finally, we’ve been dreaming about that,” said
Maite Abellanosa, head of the tourism cluster of the Bukidnon Chamber of Commerce and Industry Inc. Her group had organized sports events in the past. She said the sports complex should be in Malaybalay because it is home to world-class athletes who have performed well in international competitions. “This is going to be the biggest step that the province can make in terms of its war on drugs and alcoholism. The community needs a place wherein they can work out, run, swim and even take boxing lessons,” she said. She added [building the complex] will enable the city to get rid of its reputation as the home of many alcoholics. Kenneth Amiel M. Taylor, a sports coach and triathlete, said it will hopefully become a reality so that Bukidnon can compete well in national events.
“We can’t compete due to lack of sports facilities. The sports complex will level the playing field,” he said, adding it is also good for the health of the citizens. Taylor said Bukidnon is probably the only province in Northern Mindanao without a sports complex. Albert Celebran, sports coordinator of Bukidnon State University, said it is important to have a sports complex. “This is one way to develop athletes, sportsmanship and discipline for everyone,” he said. Former television reporter Roy Perfuma, a graduate student, said the sports complex will be a big boost for the province to host national sporting events. “This can serve as show window of the of the province’s unprecedented growth over the years,” he added. farm to market roads and construction of more classrooms. This is not the first time a plan to build Bukidnon’s sports complex was announced. In December 2008, it was also announced in the SP that P150 million has been earmarked for the project from the President’s Social Fund of then president Gloria Macapagal Arroyo. Board member Oliver Owen Garcia mentioned the funding then when he expounded on the city government of Valencia’s plan to donate a lot to the provincial government for the sports
complex. He said they are willing to enter into an agreement with the provincial government over an eight-hectare lot in Barangay Bagontaas, Valencia which was offered as site for the facility. Back in 2008, the provincial legislators deliberated on whether it would be proper to arrange for a donation or usufruct scheme renewable for 25 years. Garcia told MindaNews on December 12 that the project did not push through. Another source said a site in Barangay Laguitas, Malaybalay has been considered, too.

Can Filipinos still be merry this Christmas 2017?

Can Filipinos still greet one another “Merry Christmas, Happy New Year” in the face of the calamities and tragedies that struck them this 2017? Indeed, many died from typhoons that came even if it is already December (the month which, from my younger days in Tarlac, was certified typhoon-free already), and from increasingly gruesome and unsolved murders across the country. What is more, becoming rude and unruly and possessing a grossly defective character on the part of many Filipinos, which was highlighted by the recent incident of a woman matterof-factly slapping a driver in public, in the middle of a busy road yet due to a very minor traffic altercation, is a fact of life that can no longer be denied or hidden under the rug nowadays. And, even supposedlylofty government officials continue to be shamelessly engaged in endless brawls,
just like the recent verbal tussle between two top officials of the Philippine Charity Sweepstakes Office, on the matter of “small town lottery”, a numbers game, being illegally operated. Capping all of these, of course, was President Duterte’s statement he is in favor of same sex marriages in the Philippines. -oooMANY FILIPINOS STILL FACE A DARK FUTURE: We should not forget likewise the controversy hounding opposing groups on the projected increase of prices of basic commodities this coming new year, on account of the recently-approved tax reform law. So, the question really is, can Filipinos still say they will be merry this Christmas 2017, and that their new year in 2018 would still be prosperous and happy? As I see it, the Philippines and all Filipinos would face gargantuan problems as the new year ushers itself in. For one, despite the fierce and deadly campaign against illegal drugs and shabu of the Duterte government, it cannot be denied that trading and pushing or peddling of drugs continue to be a nationwide phenomenon. This is the reason why the future continues to look
dark and grim, as well as foreboding, for many of our countrymen. Indeed, if there were people linked to drugs who have been “neutralized” and killed as of now, new replacements have come as fast as the batting of an eyelash. If we are to believe reports that are circulating hereabouts, these new drugs bosses are more ruthless and far greedier than the liquidated drug lords or couriers. This is why many believe that no change has really come on the issue of drugs. -oooFILIPINOS DESCENDING TO SINFULNESS NON-STOP: If we add to the ongoing problem of drugs the unending and unceasing descent of Filipinos towards personal sinfulness which is even carried over by them to their official duties and responsibilities if they get appointed to government, it would become very clear that nothing truly changed in the country by the advent---and, after six years, by the end---of the Duterte government. Is there still a solution? Yes there is, but it would require a truly dedicated action, starting Christmas 2017. man this year, we can start real change. Change that is not dependent on one man or one group alone, but on God. We must do this by changing our minds, or the way we think. WE are Mindanawons who are deeply troubled by the decision of President Rodrigo Duterte to seek for a second extension of Martial Law and the suspension of the privilege of the writ of habeas corpus in Mindanao, which was first declared through Proclamation 216 s. 2017. We are unconvinced of the need to continue Martial Law beyond December 31, 2017. Rule of law demands that we satisfy the Constitutional provision that Martial Law can only be declared when there is actual rebellion or invasion. Military reports, the pronouncements of national leaders, and the letter of Pres. Duterte to Congress cited what could be described as unfinished business and potential threats. But they did not factually point to any actual rebellion or invasion in Mindanao. We find it disquieting that the President consistently defers to the military on the matter of Martial Law. While the security sector should provide information that can help government in making vital decisions, the ultimate decision-making should rest with civilian authority. Despite many reforms in the security sector, there are hawkish elements and agenda that need to be reined in. The democratic mandate given to this administration by the results of the 2016 elections is also an expectation that civilian rule be upheld by those we voted into office. We are confident that even without Martial Law, government has sufficient will, capacity and support to continue to address the problems of Mindanao. Although facing many challenges, most of the local governments in Mindanao have not been incapacitated and are functional. Governance challenges are best resolved through civilian, rather than military and adventurist, means. This is not the first time that the words “rebellion” and “terrorist” were used in describing the country’s circumstances to rationalize drastic and heavy-handed changes. Marcos’s Proclamation 1081, which mentioned Mindanao at least 13 times, also used those as justifications.
Proclamation 1081 cited Mindanao in association with the terms “lawlessness,” “fear and panic,” “chaos and disorder,” “armed clashes, killings, massacres, arsons, rapes, pillages, destruction of whole villages and towns and the inevitable cessation of agricultural and industrial operations, and “state of actual war.” Rather than prevent the escalation of those troubles, Proclamation 1081’s arguments became a self-fulfilling prophecy for Mindanao under Marcos’s Martial Law. History shows that considerable hurts and harms were caused by Marcos’s proclamation that started out as a promise to “maintain law and order,” “suppress all forms of lawless violence as well as any act of insurrection and rebellion and to enforce obedience to all the laws and decrees, orders and regulations.” We fear that the avowed intentions of an extended Martial Law—to “quell completely and prevent same from escalating to other parts of the country,” for “public safety” and to “enable government and the people of Mindanao to pursue the bigger task of rehabilitation and the promotion of a stable socio-economic growth and development”—would lead to an eventual return to the same repressive conditions, if not worse, that Mindanawons encountered under the time of Marcos. We are also disturbed by the issuance of Proclamations 360 and 374 that respectively terminated the peace negotiations between the Philippine Government and the groups represented by the National Democratic Front of the Philippines and designated the Communist Party of the Philippines-New People’s Army (CPP-NPA) as a terrorist organization. These, along with the extension of Martial Law, are ingredients for exacerbated armed conflicts in Mindanao. With the peace process abandoned and with majority of the CPP-NPA’s forces said to be in Mindanao, we can only expect more wars that tragically would See NO, page 11

Significance of Social Interactions to Education

Social interactions is very substantial in the field of education. Its importance is not only for the students, parents, teachers, and school officials but equally in the whole organization. The student’s social interactions with others are important for their personal development. Through social interactions students begin to establish a sense of self-confidence and enjoy being similar to others or learn what other students expect from them. When the students are playing with the classmates and other students, he learn right social behaviors, like sharing, loving, caring,
cooperating, and respecting playmates, elders, and property of others. In addition, while the students are interacting with their peers, the student learn communication, cognitive, and motor skills. Students who learn the suitable social skills often have a higher self-esteem and show a greater willingness to interact with the environment as they grow. They performed well in different school activities and achieved higher honors compared to those students who are lack of social interactions at school. Social interactions not only enhance personal development in the early years, but maybe also in the future of the student. The ability to
interact with others is a skill that is required throughout his life and very helpful for his future educational opportunities. On the parents’ side, these proper social behaviors acquired by their children will bring bigger advantages in nurturing their children to become responsible, loving, and caring children to them. These positive traits and attitudes will also bring comfort and joy to the teachers at school. Students whose character was developed through good social interactions among others were scientifically proven to be participative in the different school activities. They work as leaders with compassion
and understanding to their peers or classmates. They bring honors and fame to theirs parents, teachers, and school through cocurricular activities inside and outside the school. Another important value of social interactions on the part of the schools is the public private partnership program (PPP) of the Department of Education. In the recent years, we witnessed the expansion and broadening of private sectors role in financing some of the education services in the Philippines. The pooling and managing of resources as well the mobilization of competencies and commitments by business and civil society as partners of Department of Education in improving the quality of education was made possible because of the social interactions among Department of Education and other school officials to the business sectors and other civic societies. The public private partnership plays an important role in improving the quality of education which is of great help to the teachers, parents, students, and school system.

Before this high technology existed, people were taught through traditional method of teaching. In other words, it was “teachercentered.” The teacher controls everything that is being done in the classroom. However, when the technology started to make some major improvements in our lives and since majority of the students are exposed to this, the method of teaching also had to change. Developing the skill in the understanding of culture is important in teaching. Teachers must also help students improve students on cultural literacy. Even though I am exposed to people of different beliefs and practices. I still need to know more of others because in this way I will understand my students who have different beliefs and values. There is a need to have some way of recognizing my students in my class. In my class, I have students who are diverse in many ways. I recognize each of them as my student and everybody must be taken cared of with equal
footing as a learner in my class. My biggest challenge is that some students are undesirable, I am trying my best to be fair in dealing with them. When there understanding of culture in the classroom and in the society, then there is peace and harmony and learning will come in because it is accessible and available. It is important that we also teach and encourage our learners know their classmates’ background, beliefs and practices so they will understand their values and priorities in life. The student’s misbehaviour which are not acceptable in our norms must be corrected by the teacher so they will be good citizens.

Signal number 1 is up over southern Leyte, Bohol, Dinagat Island, Camiguin, Misamis Oriental, Bukidnon, Lanao del Norte, Lanao del Sur, North Cotabato, Maguindanao, northern Davao Oriental, northern Davao del Sur, Compostela Valley, and Davao del Norte. Davao City Mayor Sara Duterte-Carpio issued Proclamation No. 7 Wednesday night declaring the suspension of classes. However, there is no suspension of work in all government offices. She also advised schools with scheduled Christmas parties during Dec. 21 to Dec. 23 to exercise prudence in their planned activitiesfor the safety of their students and personnel.
Duterte-Carpio has encouraged private companies to prepare a plan for their respective employees. “Everyone is encouraged to stay home and postpone outdoor activities,” she said, urging residents in flood and landslide-prone areas to be on the alert and prepare for preemptive evacuation. The city will deploy buses and trucks for those who will be possibly stranded if flooding occurs. Meanwhile, Davao City through Central 911, the provincial governments of Davao Oriental, Davao del Norte, and Compostela Valley have activated their Incident Command System (ICS). Governor Nelson Dayanghirang has ordered the activation of the province’s Incident Command System (ICS) during the meeting of the Provincial Disaster Risk Reduction and Management Council. She added that they needed support to gather materials to produce herbal products for demonstration purposes and family use. “The herbs can be made available in the front yard if people learn to plant it,” she said. But Ayoc said she decided not to make a business out of her knowledge and products. “We learned from our elders that being a herbalist in the community is a gift. If you sell it, you may not be effective anymore,” she explained. But she admitted that they would accept donations from people who return and thank them for benefiting from her herbal products. She said she needed support because the craft has become less attractive among women, who are enticed to rely right away on drug stores and medical doctors. For the tertiary level’s Central Student Government, the Sports Centre stands as “colossal option” for athletic events. “We are looking forward to holding some events in the university’s annual Intramural games here,” incumbent CSG president Ian Caezar Abadies said. The Xavier Ateneo Intramurals is organized by CSG each year. “Swimming has often been held at the Pelaez Sports Center, but with the Xavier Ateneo Sports Centre now open and accessible, we are hoping to use it as our venue,” he said. Active cooperation The construction of XACS, from planning to completion, took more than three years and was made possible with the trust and active cooperation of various organizations and companies that have partnered with Xavier Ateneo. “It involved a significant number of consultations,” XU vice-president for basic education Dr Dulce Dawang recounted. Also engraved on the ceremonial plaque were Xavier Ateneo’s partner companies that aided the university to realize and fulfill this dream facility. From the time Proclamation 216 was issued on May 23, 2017, we noted incidents that indicate worsening disregard for civil and political rights in the guise of counter-insurgency and counterterrorism. These include the reported food blockade in indigenous communities in Surigao del Sur, the deaths of indigenous leaders in South Cotabato legitimately fighting for their ancestral domain, and arbitrary arrest and torture involving the Bangsamoro in Davao del Sur and other places. Civilian voices from Lanao del Sur pointed out that a continuing state of Martial Law is unnecessary after the “liberation” of Marawi City had been declared by no less than the President. We share their belief that Marawi will be rebuilt by the hard work of its peoples with the assistance of partners who are respectful of the choices of the Meranaws and with a view to resolving the causes of the conflict—and not by the direction of one dominant sector wielding special powers. We cannot support an extraordinary measure that is based on flawed premises and dangerous promises. We cannot gamble on 365 more days of Martial Law which Pres. Duterte himself described as a situation where “the military runs supreme… because when you declare Martial Law it is really an implicit admission that the police alone or the law enforcement agencies of the country which do not ordinarily include the military is called upon to help restore order.” We call on our legislators to block a second extension of Proclamation 216 in Mindanao and any moves to declare a nationwide state of Martial Law.
