THE Commission on Higher Education (Ched) - the governing body for tertiary learning institutions in the country - has recognized the proposed offering of PHINMA-Cagayan de Oro College, the Doctorate of Philosophy in Criminal Justice Education with specialization in Criminology.

The approval was contained in a one-page document issued by Ched chairman Prospero de Vera and

CAGAYAN DE ORO CITY: Six people were killed, 5 others were injured when an 18-wheeler trailer truck carrying a bulldozer, mowed people attending a vigil along the highway in Aplaya, Jasaan, Misamis Oriental Tuesday evening.

ILIGAN CITY, Dec. 1 (PIA) - Secretary Noel K. Felongco of the National Anti-Poverty Commission underscored the importance of equality in sustaining peace in Lanao del Norte province.

“I believe that the root cause of insurgencies is not entirely poverty but that lack of equal opportunities among our countrymen.

Revolts are emerging in places where government services are less, or worst are not being felt,” Felongco emphasized during the Regional Inter-Agency Convergence Initiative Towards Inclusive Development in the Province of Lanao del Norte.

As such, Felongco appealed to government agencies in the province who are mandated to provide basic social services to prioritize impoverished, unserved, underserved people in farflung areas.

“It is high time that we solidify our efforts and focus on putting an end to insurgencies by efficiently providing our poor brothers and sisters in the province with basic social services and equal opportunities,” the anti-poverty czar pointedout.

DAVAO CITY – The threeday “aggressive community testing” (ACT) in areas classified as high-risk for coronavirus disease 2019 (Covid-19) started Tuesday (Dec. 1) here, local health officials said.

TFBM chief: All projects in Marawi’s MAA, funded by national government MARAWI CITY, Dec. 1 (PIA) -- Task Force Bangon Marawi (TFBM) Chairperson Sec. Eduardo del Rosario clarified in a Laging Handa Briefing that implementing agencies utilized government funds for the construction of all projects undertaken inside the most affected area (MAA) of the city.

Del Rosario, also the country’s housing czar, belied allegations that the agency only depended on donations and official development assistance to fund the rehabilitation of the war-torn city.

DA-ATI urges public to be riceponsible; recognizes rice achievers CAGAYAN DE ORO CITY – Department of Agriculture - Regional Field Office 10 (DARFO 10) and the Agricultural Training Institute - 10 (ATI10) capped the National Rice Awareness Month on November 27, 2020 at ATI, El Salvador City.

DA-RFO 10 Regional Technical Director Carlota S. Madriaga stressed the need to patronize locally produced rice at a reasonable price.

“Let us be reminded, there will be no food on the Filipino people’s table if it were not for the farmers,” she added.

DA has provisions of seeds, farm machinery, equipment to different farmers cooperatives, associations aside from other

programs that could help them in attaining food security.

She also emphasized DA’s implementation on programs and projects that will result in an increased agri productivity, competitiveness and profitability and sustainability.

Meanwhile, ATI NorMin Center Director Ma. Lydia A. Echavez said, “We take time to honor our farmers as well as encourage every Filipino to be one of us, to do our small share of being riceponsible by valuing every grain of rice that our rice farmers produce.”

The celebration is in support to the Filipino rice farmers for their hard work in producing the most important staple in the country – which is rice.

Northern Mindanao National Rice Achievers awardees were recognized for their invaluable contribution to food security.

Outstanding provinces are the Provincial Local Government Unit (PLGU) of Lanao del Norte del Norte for Category A and the PLGU Bukidnon for Category B, with an award of P4 million worth of livelihood projects each related to rice production.

Category A is for provinces with production performance greater than or equal to 250,000 metric tons per hectare (MT/ha)

and area harvested of 500,000 ha.

Meanwhile, under category B, provinces with a production performance less than 250,000 MT/ha and area harvested of 25,000 ha are included.

The City of Valencia in Bukidnon is one of the Outstanding cities for its support and efforts in addressing the plight of smallholder rice farmers and for contributing largely to rice productivity. They received an award of P1 million.

SOME of you, my dear readers, might think, may think that this is a little early. We are in the first week of December right now. A review of the year belongs to the end of the year, right?

Maybe you feel the same way. Somehow, we all want this year 2020 to end as soon as possible. Well, honestly, in my case, it really doesn’t mean that everything was bad in my business- and family life in 2020. So really not. The personal and business success was really impressive. If it hadn’t just been this virus... .

Well, the 2020 annual review can be very short and precise. And so this annual review will be more of an annual outlook for 2021.

Or should I say a wish list for next year? At the turn of the year, I always liked to write a wish list “between

the years”. I wrote about peace. I wrote about (more) blessings. I wrote how we can get a better grip on climate change in the following years. Yes, and I wrote about health.

What is, of course, first on this year’s wish list 2021?

Well guess what? Health, of course, health for the whole world! A world with this virus! And everything else then comes automatically as if by itself !

Declaring war vs self-indulgence

THAT’s right. We need to declare an unrelenting war against our self-indulgence which has become a very formidable problem we all have. Yes, this has always been a problem to us, but these days it is much more so.

With the many new wonderful things that can instantly give us convenience, comfort, pleasure and satisfaction, many of us are trapped into the very sticky web of obsessions, addictions and the many other forms of self-indulgence that feed on our weaknesses, like lust, pride, conceit, gluttony, unhinged curiosities, envy, etc., etc.

We just have to give a cursory look around to see how bad this problem is. Many people are just

looking at their cellphones most of the time. There are reports saying that many young people often forget their meals and lose sleep because of what they do in the Internet. It’s clear they are terribly hooked there and it seems it’s now next to the impossible to get them out of there.

MANILA - The Department of Trade and Industry (DTI), in partnership with the United Nations Development Programme (UNDP) in the Philippines, inaugurated the Enhanced Manufacturing of Protective Wear and Equipment for COVID-19 Response in the Philippines (or EMPOWER PH) project, a collaborative online platform that will connect various stakeholders and manufacturers to facilitate and accelerate the production and distribution of personal protective equipment (PPE) in the country.

Ayala CEO: Vaccine acquisition is great news; robust healthcare system is long-term solution HOPES are up as the country’s public and private sectors work together to acquire the much-awaited vaccine, which is expected to resurrect people’s confidence and resuscitate the economy after months of recession.

In a virtual T3 partners update held last week, the procurement of vaccines and the supply chain management of its sourcing, delivery, and administration challenges as well as possible solutions were eagerly discussed. Unilab, Zuellig Pharma, AC Health (the healthcare arm of Ayala), and Philippine Disaster Resilience Foundation are working closely with vaccine czar Carlito Galvez, Jr. and his team to organize a “Vaccine Logistics Summit” with the national government, local government units, private sector, and other stakeholders in midDecember. The summit, to be organized by the Boston Consulting Group, will focus on a multi-vaccine, multiyear vaccine procurement and distribution plan for the country.

“The procurement of vaccines and the administration of a large-scale vaccination program will be one of the most important and challenging undertakings for the next few years. I believe this can only be done

through a public–private partnership looking at a multiple vaccine, portfolio strategy. Our commitment extends, beyond our employees and their dependents, to the community at large, prioritizing those most in need. Our task extends, beyond procuring vaccines, towards helping optimize the end-to-end supply chain and distribution logistics,” said Ayala Corporation Chairman and CEO Jaime Augusto Zobel de Ayala, a founding member of T3.

To date, through the alliances under T3, the country’s testing laboratories increased from 17 to 162.

T3 has also helped build isolation centers, procure testing equipment and PPEs, launch the One Hospital Command Center, and assist with data management requirements.

Zobel, at the annual “Pilipinas Conference” of Stratbase ADR Institute held recently, said the vaccination program will boost consumer and investor confidence.

“All of these things that address healthcare issues will go a long way in creating the kind of atmosphere that we need—the progressive economic restart that will be useful for all of us,” he said.

Emperador sees expanded growth of brandy business across the Americas next year MANILA, Philippines, December 1, 2020 – The world’s largest brandy company Emperador, Inc. is further expanding its brandy business across North and South America next year as its brandy portfolio continues to dominate market shares in several countries in this part of the world.

In the United States, volume of Don Pedro and Presidente have been growing in the last five months even as the country faces the challenges of the coronavirus pandemic. Both brandy products are part of the Casa Pedro Domecq portfolio in Mexico, which is now under Grupo Emperador Spain and currently controls 57% of the Mexican brandy market.

Don Pedro recorded ‘double digit’ volume growth particularly in Nevada, New Jersey, and Illinois while Presidente also enjoys rapid growth in Arizona, New Mexico, and Oklahoma.

“We see brighter prospects in further growing our brandy business across the United States in 2021. Our products are now readily available in several states.

Aside from Don Pedro and Presidente, we are also selling our imported brandies – Spanish-made Fundador and Philippine-made Emperador – across the US. In Latin America, another brandy product under Grupo Emperador Spain, Brandy Domecq, is already dominating the brandy market in Colombia with a 91% market share.

“Pandemics will be with us as a new form of crisis in the future,” he said. “As the world becomes denser and pandemics become part of our reality, I really believe that one area we have to reinvest in is our whole healthcare system.”

Zobel has consistently called for an increased investment in the healthcare sector. AC Health announced that they expanded the COVIDdedicated bed capacities of the Sta. Rosa and San Jose Del Monte hospitals to 75 and 30, respectively. To date, the two hospitals have admitted over 400 confirmed cases, triaged more than 21,000 suspect cases, and conducted nearly 41,000 COVID-19 RT-PCR tests.

Teachers’ Digital Competence During Pandemic

GLOBAL school shutdowns in the wake of the COVID-19 pandemic have pushed online education and virtual schooling to the forefront of the political agenda.

Millions of young people being educated through Zoom tutorials, Google Classroom, and Microsoft Teams was soon touted as a significant tipping point in the evolution of educational technology use. After this – it is reasoned – we’ll have to seriously consider the prospect of online education taking on a more prominent role as school systems adjust to the post-pandemic world.

At this point, it’s important to push back against the hubris emanating from some in the EdTech community, as well as the equally strong dismissals from their detractors.

It certainly is not ap-

propriate for leading EdTech figures to talk excitedly of “the genie being let out of the bottle”, or there being a technological “silver lining” to the COVID-19 disruptions.

What teachers, students and parents have been doing over the past few weeks is certainly not comparable with the sophisticated and deliberate forms of online education covered in the research literature.

Nevertheless, there are plenty of lessons that can be taken from our ongoing experiences of what happens when technology-based remote teaching is enacted at scale. These range from issues of data privacy and security that arise when students are learning exclusively at home, through to the networks of commercial interests that quickly spring up to gain advantage.

How to transform school systems

Even before COVID-19 left as many as 1.5 billion students out of school in early 2020, there was a global consensus that education systems in too many countries were not delivering the quality education needed to ensure that all have the skills necessary to thrive. It is the poorest children across the globe who carry the heaviest burden, with pre-pandemic analysis estimating that 90 percent of children in lowincome countries, 50 percent of children in middle-income countries, and 30 percent of children in high-income countries fail to master the basic secondary-level skills needed to thrive in work and life.

Analysis in mid-April 2020—in the early throes of the pandemic—found that less than 25 percent of low-income countries were

providing any type of remote learning, while close to 90 percent of high-income countries were.3 On top of cross-country differences in access to remote learning, within-country differences are also staggering. For example, during the COVID-19 school closures, 1 in 10 of the poorest children in the U.S. had little or no access to technology for learning.

Yet, for a few young people in wealthy communities around the globe, schooling has never been better than during the pandemic. They are taught in their homes with a handful of their favorite friends by a teacher hired by their parents. Some parents have connected via social media platforms to form learning pods that instruct only a few students at a time with agreed-upon teaching schedules and activities.

53rd Shell NSAC Awards: hope during this pandemic year Through Filipino art students from all over the country

AS audiences reckon with art’s essential place in providing comfort and positivity during difficult times, an environment of support is essential for young struggling artists to thrive—so that they may continue to spread messages of hope and shine a light on the future.

Founded on its mission of empowering the young artists of tomorrow, Pilipinas Shell’s National Student Art Competition (NSAC) held its 53rd run this year, with the timely theme of “HOPE IN OUR ART.” For the first time in history, the longest-running Philippine student art competition was held completely online, its platform reaching out to more young artists around the country.

The 53rd NSAC concluded with an awarding ceremony held last November 27 via Zoom, with entries totaling 1,500—a testament to the art sector’s rapid growth and potential and the vibrant enthusiasm of young Filipinos towards art.

“For young Filipino artists, NSAC has been a platform to learn and grow by harnessing personal experiences and transforming them into works of art,” said Cesar Romero, President and CEO of Pilipinas Shell. “May we work together to reinforce art’s place in a post-pandemic society — one that deserves to be cultivated for many years to come.”

“The importance of art has never been clearer during the months we spent in isolation when art was used to express feelings—from fear and gratitude, to trying to make sense of what the world is going through,” stressed Tourism Secretary Bernadette Puyat, who was a guest speaker at the event.”

“Our young artists will tell the story of how our people overcame this crisis—drawing on our spirit of bayanihan, talent for innovation, and desire for a just society,” she added.

Of the 1,500 entries submitted from all over the country, three winners were chosen for four categories : Digital Fine Arts, Sculpture, Watercolor, and Oil and Acrylic.

The following are the winners and their respective schools: Digital Fine Arts Category

3rd Place: “One by One, Whole Body” by Victor Nadera from the University of the Philippines, Diliman. The piece references the quintessential 1x1 ID photos taken for school admission, but it also reflects how the education system has had to change because of the pandemic—which has robbed many students of the chance to enjoy this period of their youth alongside their friends, classmates, and teachers.

Despite this, many students around the country continue to persist through their studies in the hope of fulfilling their education and one day improving the nation .

2nd Place: “MHM (Mental Health) Matters”

by Bea Therese Musni from the University of Rizal System, Angono Campus. The artwork depicts a cry to recognize the rise of mental health amid this turbulent year.

With catastrophes and crises going on everywhere, mental health often gets put on the backburner, but the young artist Musni reminds us that taking care of one’s health is integral before becoming a beacon of hope for other people.

1st Place: “Wala Akong Choice Kundi Magdasal” by Rianne Abucejo from the University of San Carlos. The winning entry is a powerful expression of the power of prayer as a source of strength as the world attempts to make sense of the uncertainties surrounding them. Although there are often more questions than answers, faith and a spiritual connection in the grand scheme of the universe

can be a lifeline of hope.

Sculpture Category 3rd Place: “Ako Ay May Lobo” by John Lirio from the University of the East, Caloocan. The artwork utilizes elements of youth, particularly toys, to portray a picture of beginnings that can signal hope for humanity. At first look, Lirio’s artwork may appear like random objects attached together, but the rising balloon signifies that we, as humans, can go beyond our suffering and emerge stronger and wiser.

2nd Place: “PagAsa Bldg. Room 50/50” by Jao Pelaez from the Polytechnic University of the Philippines, Manila.

The sculpture speaks of the tragedy that occurs when lack of education paralyzes the youth. Composed of one-half of a school chair and another half of a wheelchair, Pelaez puts together two unlikely objects to assert the message that the youth are indeed our hope for the future—but they must first be supported and empowered to thrive.

1st Place: “Ayuda”

by Bea Cortez from the University of the Philippines, Diliman. The piece, the title of which translates to “help” in English, depicts camaraderie and the Filipino spirit of community which sustain our countrymen during the hardships. Cortez makes use of cans, which alludes to canned food products—the standard type of relief goods received by Filipinos in need. To some people, canned food products may not be a big deal, but it is a significant symbol of hope---and a literal lifesaver---for others.

Watercolor Category

3rd Place: “I Am Genuinely Optimistic”

by John Magbuhos from the Polytechnic University of the Philippines, Manila. It is inspired by the adage “just be positive.” From mere catchwords, these words have taken on new meaning amid the pandemic. While tribulations threaten to bring people down, staying positive becomes an energizing act of hope.

2nd Place: “Pag-usbong ng Binhi” by Mark Lagrana from the Polytechnic University of the Philippines, Manila. The piece symbolizes the inevitable challenges of life, and how they can be used as fuel for resilience and rising together once more. In the context of COVID, the pandemic revealed numerous cracks in the system, but on the other side of the coin is a chance to repair these cracks and start anew.

1st Place: “Rep-Leksyon” by Wendel Candawan from Eulogio “Amang” Rodriguez Institute of Science and Technology.

The artwork explores how people can lift each other up in this time of the pandemic. Through solidarity and trusting each other, communities may unite and find collective strength.

Oil and Acrylic Category 3rd Place: “Plantito/ Plantita” by Gyles Abac from the University of the Philippines, Diliman. It is an ode to nature and its importance to humanity. The piece references the activity of gardening, which has become a source of respite for many over the lockdown period. But more than a hobby, plants depict growth, hope, and new beginnings.

2nd Place: “Back n Front” by Ranier Bolivar from GK College. The piece talks about the balance of life—how every moment of difficulty comes with another side of hope. This hope is depicted through an image of a medical frontliner holding the earth in her hands, as their dedication to their work has become a source of hope amid all the darkness.

1st Place: “Foresight” by John Santos from Bulacan State University. The artwork expresses the role of the youth as harbingers of hope for the future. In this piece, a student wearing a mask is seen holding an astronaut helmet. It shows that despite how bleak the future may look, it is still important to hold on to hopes and dreams.

Similar to previous competitions, Pilipinas Shell also tapped various veteran artists and esteemed community members to serve as judges for the 53rd NSAC, namely: Lex Kabigting, Jose Tence Ruiz, and Ross Capili for Digital Fine Arts; Edgar Fernandez, Renato Habulan, and Nemi Miranda for Watercolor; Jan Leeroy New, Toym Leon Imao, and Ram Mallari, Jr. for Sculpture; and Nestor Olarte Vinluan, Kenneth Esguerra, and Mark Justiniani for Oil and Acrylic.

MisOr LGU urges residents to save up for COVID-19 vaccine MISAMIS ORIENTAL, Dec. 2 (PIA)--With the worldwide news circulating on the availability of coronavirus disease (COVID)-19 vaccine, Misamis Oriental Provincial Inter-Agency Task Force (PIATF) chief Dr. Jerie P. Calingasan urges residents of the province to “save some for their health.”

“The vaccines will be coming out, as it had been reported in the middle of December. I am looking forward to buying for ourselves, and we must not depend on the government that it will be given for free. That is why I said save

some for our health” said Calingasan during the virtual flag-raising ceremony, December 1 at Provincial Capitol.

Calingasan said the news on the discovery of the vaccine is the ultimate hope during this pandemic and while people are mainly concerned on cost and quality, the doctor primarily considers safety, value saving and effectiveness.

There are three patterns in the clinical trials of the vaccine, he said. During the first phase, the vaccine is tested on a small number of people to check if it is safe.

Observance of Safety Protocols in the New Normal Education System

The implementation of safety protocols in schools help everyone to condition their minds in adapting the New Normal. It keeps everybody safe and have less chance to acquire the Covid-19 virus.

Safety protocols is according to the guidelines set by the Inter-Agency Task Force (IATF), DOH, and LGU. It includes teachers’/stakeholders’ wearing of face masks, wearing of face shields, applying alcohol (most of the time), presence of footbath before entering schools/classrooms, handwashing facilities, wearing of gloves, and disinfection of modules.

safety protocols is not only followed by schools but also in other establishments, offices, or even at home. Every person is mandated to strictly follow the guidelines and protocols for health safety reasons. In addition, schools never allow children and adults to enter the premises for their protection since they are the ones who have weaker immune system.

In every school, teachers are instructed to wear face masks, face shields, and gloves during the distribution and retrieval of modules.

Parents and guardians are also instructed to wear face masks and face shields upon entering the school, they are

informed also to bring their own pens because borrowing is not allowed. Alcohols and other disinfectants is placed inside and outside the classrooms. Teachers close their windows and doors to ensure their safety but they provide a small opening in which they can give the modules to parents.

Safety signage are posted outside each classrooms to guide the parents and guardians on what and how to do the module retrieval by themselves. During retrieval, parents place the modules in the boxes outside the classrooms. After the modules are returned, teachers will disinfect each module through the heat of the sunlight.

In phase two, safety tests are done on more people to check for signs that the vaccine is producing and the experiences of the requirement, and assess if it is effective and safe.

Phase three trial is conducted on approximately 30,000 people.

Calingasan said the most important component to look into is how long the vaccine can protect an individual after being immunized.

In response to the demands of this era of scientific concepts and journalistic skills, Dologon NHS aims to produce scientifically and globally competitive graduates. With this vision, the implantation of a Science Class Curriculum for advance and scientifically inclined students was now offered this SY 2020-2021. The aim of said curriculum is to enhance the mathematical abilities, science skills and English proficiency of the learners.

What makes the curriculum different from the regular class? It is the additional elective subjects like Research and for Journalism curriculum added subjects like Journalism (English) and Pamamahayag (Filipino). This unique distinction primarily aims the stand out differences from the regular class and to enrich the scientific abilities, sharpen the journalistic skills and competencies of student-writers, and strengthen free and responsible journalism in secondary schools.

The development and upgrade of the school curriculum will eventually adapt to the changes of the new programs for Science and English.
