Normin church leaders dispute pro-LGBT bills

CAGAYAN de Oro City-Renewed calls opposing two new legislations that support the advocacies of the country’s lesbian, gay, bisexual and transgender

(LGBT) communities were made anew by leaders and members of evangelical churches in Mindanao through a protest action over the weekend.

The Mindanao Evangelical Leaders Council (MELC) has expressed its objection

to the two bills approved recently by the Lower House.

Counterpart version of these legislations will be discussed and deliberated on in the Senate soon.

MELC is a broad coalition of evangelical bishops, faith-based organization

leaders, and pastoral group heads in Mindanao.

DU30 vows protection of LGBT community from discrimination

President Rodrigo Duterte assured on Sunday that the lesbian, gay, bisexual and transgender (LGBT) community would not suffer from discrimination, oppression and bigotry under his administration.

Duterte gave his assurance as he graced the 7th LGBT Davao’s Year-end Gathering at the Tent Azuela Cove here.

“Let me just say thank you for the celebration and you have my guarantee that everybody, at least during my term, will be protected and nurtured as a human being,” Duterte said.

“There will be no oppression and we will recognize your importance in society,” he added.

The President said he is willing to accept members of the LGBT community to become part of his administration as long as they are qualified.

He then encouraged the LGBT group to nominate a representative who will serve as one of the commissioners of the Presidential Commission for the Urban Poor (PCUP).

The women of Kape Maramag

MARAMAG, Bukidnon--A petite woman with nimble feet, that’s how some people see Lilibeth Puerto Galendez, 49, this empowered woman of the Rural Improvement Club (RIC) Kape Maramag, Inc. as she energetically guided a number of guests among coffee producers from other regions.

It could be this trait that has endeared her among her peers in the only women’s organization that has set Kape Maramag above the rest among coffee-producers in this region.

Being the second highest

official of Kape Maramag women’s organization, Ms. Galendez knew by heart the beginnings of their organization and how, since 2012, their members have been reaping not only sure income from the bountiful harvests but also some kind of assurance for their community to continue producing the now-known coffee branding Kape Maramag.

One of Ms. Galendez’ painstaking contributions to the development of Kape Maramag is her untiring advocacy among coffee farmers, encouraging them to

upgrade their approaches in coffee farming. In 2015, she related that the Department of Agriculture, in collaboration with Nestle Corporation, provided a budget for training of Coffee farmers in the Region. She was one of the lecturers/ facilitators of the School on Air that was aired on a radio station.

up to three months. For 30 minutes, from 6:00 up to 6:30 in the morning three times a week, the farmers listened to radio station DXMU-FM with dial 88.9 for their day’s lesson.

The 18 modules covered in this one of a kind training helped encourage and inspire coffee markers to the point that many of them have succeeded to improve the yields of their coffee farms, and became showcases for other coffee farmers from other regions to see.

later produce more bountiful harvests for the farmers and ease in the harvesting process. In this process, the coffee plant which usually grows three meters high would instead grow up to three to four feet in height.

Showing some pictures of her own farm, Ms. Galendez enthusiastically shared that she also grew not only coffee but other plants and vegetables as well in between coffee “hills” or trees, which have sustained the family’s daily needs. She has been engaged in diversified farming including raising hogs and other farm animals such as ducks and chicken that not only answers the day to day nutrition needs of her family but which she also sells when these are in abundance.

Flagship crop in Maramag Few years back, the coffee industry in Maramag was almost dying after coffee farmers could not even sell their produce to local traders. Ms. Galendez related that they were almost giving up, and then their coffee farms were given a perk.

C onsidered a milestone for the Department of Agriculture-High Value Crops Development Program (DA-HVCDP), in 2012, it established a coffee roasting facility in the municipality through the Rural Improvement Club (RIC) Federation of Maramag, the mother organization of Kape Maramag that was part of its initiative in reviving the coffee industry in the region.

The facility contained a coffee roasting system, commercial grade coffee grinder, foot sealer, cutter, weighing scale and foil for packaging, which was granted by the DA-HVCDP to the RICFM in collaboration with Kaanib

Foundation. Initially, the Federation was composed of 1,050 members most of whom have been engaged into coffee farming and production of other agricultural crops from the 20 barangays in the municipality.

Ms. Galendez and other officers of the federation also went through a Training of Trainers on Coffee Production initiated by the Agricultural Training Institute (ATI) and even became one of the Philippine delegates to the Association of South East Asian Nations (ASEAN) Training Course on Intensive Cultivation Technique of Coffee held in Thu Dau Mot City, Binh Duong, Vietnam sometime in 2013.

Thus, with the brand name “Kape Maramag”, the Federation started their business operations on coffee roasting, grinding and brewing in April 2012 with only a hundred kilograms of coffee beans, said Ms. Galendez. By September 2013, the facility had already processed a total of 1,271.10 kilograms coffee beans.

Hence, with only a starting capital of P11,500, Kape Maramag had grossed a total of P297,039.90 in the same year. It was said that the coffee blends they were producing sold at P350 per kilogram, while its 250, 100 and 50-gram packs have been sold at P125, P55, and P27, respectively up until at present.

Members’ incentive Kape Maramag has been following the prevailing market price in purchasing coffee beans for their coffee roasting operations.

Christmas spirit: blessed are those who trust God

LIFE’S INSPIRATIONS: “…But these are written that you may believe that Jesus is the Messiah, the Son of God, and that by believing you may have life in his name…” (John 20:31, the Holy Bible).

-oooNOTHING IS IMPOSSIBLE WITH THOSE WHO BELIEVE IN GOD: Here are two Biblical accounts of two events that Christians the world over today celebrate as Christmas. The fist event is found in Luke 1:26 to 38.

In this verse, we see the Angel Gabriel, “who stands in the presence of God”, coming to Mary, a virgin pledged to be married to a man named Joseph, a descendant of David.

Gabriel told Mary, who was greatly troubled by the angel’s statement that she was highly favored in the

eyes of God and that “the Lord is with you”, that she will be with child and give birth to a son, whose name will be Jesus and will actually be called the Son of the Most High and will be given the throne of King David.

Mary was incredulous, and actually asked the angel how could she give birth when she had not known a man. The angel told her that the Holy Spirit will come upon her and the power of the Most High will overshadow her “so the holy one to be born will be called the Son of God.” The angel then assured Mary: “For nothing is impossible with God.” In reply, Mary uttered “I am the Lord’s servant, may it be to me as you have said.”

-oooCHRISTMAS SPIRIT: BLESSED ARE THOSE

WHO TRUST GOD: The second event is an account of Mary, the Virgin Mother of Jesus, visiting her ageing and barren, but miraculously pregnant cousin Elizabeth, wife of Zechariah, just after Mary had an encounter with Gabriel, the Angel of God. This is narrated in Luke 1:39 to 45 of the Bible, and there we will see that upon Mary’s arrival at the house of Elizabeth and Zechariah, the baby which was in the womb of Elizabeth leaped inside her, with the Holy Spirit coming down upon mother and baby.

In a loud voice, Elizabeth exclaimed to Mary: “Blessed are you among women, and blessed is the child you will bear”, confirming Mary’s status as someone blessed

by God, as well as the holy status of her child.

Aboitiz Equity sets 2018 capex at P50-B

Signing of a Memorandum of Understanding on Banking Supervision between the Bangko Sentral ng Pilipinas and Bank of Thailand Governor Nestor A. Espenilla, Jr. and Governor Veerathai Santiprabhob of the Bank of Thailand signed on 17 December 2017 in Bangkok, Thailand a Memorandum of Understanding (MOU) on Banking Supervision. The MOU serves as a solid foundation for effective supervision of banking institutions operating in both countries in accordance with the principles set out in the Basel Core Principles for Effective Banking Supervision.

The MOU sets out in greater detail the two authorities’ commitment to fostering greater information exchange and cooperation in the areas of licensing, on-site examinations, supervisory colleges, and crisis management.

MANILA -- Conglomerate Aboitiz Equity Ventures Inc. (AEV) will spend up to P50 billion next year, same level as this year, as it eyes growth in power and infrastructure.

AEV Senior Vice President and Chief Financial Officer Manuel Lozano told reporters this week that its subsidiary, Aboitiz Power Corp., will be completing several power projects next year, bringing its attributable capacity close to 3,500 megawatts (MW).

Its power initiatives include the Pagbilao expansion project in Quezon province, the Therma Visayas coal-fired power plant in Cebu, and the Manolo Fortich hydropower facility in Bukidnon.

Lozano said the GNPower coal-fired power plants in Bataan will also come on stream next year.

“So there will a lot of new capacity coming in for

us in 2018,” he said.

Apart from power expansion projects, Lozano said AEV’s joint venture with J.V. Angeles Construction Corp., the Apo Agua Infrastructura Inc., will also need financing for the P13 billion water supply project in Davao City.

“Our cement plant (also) begins either in 2018 or early 2019 to also expand potentially,” he said.

“Hopefully, we see demand picking up, it looks like some of the ‘Build, Build, Build’ projects will start in 2018, that will help the industry,” he added.

Lozano also said the conglomerate is actively looking for projects here and abroad.

“We are focused on water, but we are also looking hopefully at airport (projects) if they are available and some of the rail projects.

But right now, nothing is imminent, still exploratory yet,” he said.

MANILA -- All working Filipinos will benefit from the approval of the first tax reform package and its recent ratification, Finance Secretary Carlos Dominguez III said it is an achievement since the country is not facing any crisis right now.

In a recent briefing, Dominguez said last week’s ratification by the Bicameral Conference Committee of the proposed measure “is an important milestone in our history (because) it’s the first time we have done a tax reform without any pressure from the outside, no crisis.”

“I think it’s a sign of maturity for our country. It is

also the first of five packages that will, once and for all, start fixing the structural problems of the tax system that has become unfair, complex and inefficient.

This tax reform will also raise the revenues needed to make a real positive change to each Filipino’s lives,” he said.

The Finance chief said the first package of tax reform aims to address the inequality of the current tax system as it will reduce income taxes for 99 percent of taxpayers.

He said this is a change that should have been addressed early on since the last tax reform was done 20 years ago.

DAR sends home protesting farmers to Mindanao for Christmas QUEZON CITY – More than 91 farmers from Mindanao who have been staying at their campsite in front of the Department of Agrarian Reform (DAR) for more than two months will be going home on Monday, December 18 to join their families for Christmas.

DAR Acting Secretary John Castriciones said it is time to listen to the reasons why poor farmers go to the streets to ventilate their grievances and issues.

The idea to help the protesting farmers go home for Christmas was first raised

by Castriciones during his first meeting with top DAR officials earlier this month.

L ast week, the DAR received a solicitation letter from Pedro Arnado, chair of Kilusang Magbubukid ng Pilipinas (KMP) in Southern Mindanao asking for support to farmers who wish to go home for Christmas.

The letter was addressed to Acting Secretary Castriciones and other top officials of the agency and was coursed through the office of Director Leomides R. Villareal of the Public Assistance and Media Relations Service (PAMRS).

To address the concern of the farmers, Castriciones immediately convened a team to plan out the program for the send-off ceremony.

Other agencies and the local government of Quezon City also signified their support to the send-off program for the farmers.

The Technical Education and Skills Development Authority (TESDA) through Deputy Director Diosdado Padilla will also distribute scholarship certificates that

will be part of the package the government will provide for the farmers while the Office of Vice Mayor Joy Belmonte of Quezon City supply the farmers with food and boxes of bottled water for their days of travel.

At 10:00 a.m. on Monday, Castriciones, together with his team will personally visit the campsite of the farmers outside of the DAR office, after which, he and the

farmer-leaders will proceed to DAR’s HRD room for a brief meeting.

The acting secretary will also join the farmers for a meal dubbed as “boodle lunch” at the flag ceremony area inside the DAR compound.

At around 4:00 p.m. on Monday, the farmers themselves, to be assisted by the administration of DAR will start the dismantling of the camps and tents outside

the DAR office.

Reconciliation between them had already been diligently employed but all proved futile.

Duterte, dated June 20, 2017 provides for the regulation and control of the use of firecrackers and other pyrotechnic devices; WHEREAS, it is a Filipino tradition to use firecrackers and other pyrotechnic devices to celebrate events of personal, religious, cultural and national importance;

SECTION 3. DEFINITION OF TERMS. As used in this ordinance the following terms shall mean.

A. Firecrackers-is a cracker, noise maker, banger, or bunger which is a small explosive device primarily designed to produce a large amount of noise, especially in the form of a loud band; any visual effect is incidental to this goal; they have fuses, and are wrapped in a heavy paper casing to contain the explosive compound, which may include the following:

(1)

Baby rocket — A firecracker with a stick so constructed that lighting of the wick will propel the whole thing to lift a few meters before exploding. The firecracker is about 1 ½ inches in length by 3/8 inch in diameter while the stick is about a foot in length;

(2)

Bawang — A firecracker larger than a triangulo with 1/3 teaspoon of powder packed in cardboard tied around with abaca strings and wrapped in shape of garlic;

(3)

Small triangulo — A firecracker shaped like a triangle with powder content less than the bawang and usually wrapped in brown paper measuring ¾ inch length in its longest side;

(4)

Pulling of strings — A firecracker consisting of a small tube about an inch in length and less than ¼ of an inch in diameter with strings on each end. Pulling both strings will cause the firecracker to explode;

(5)

Paper caps — Minute amount of black powder spread in either small strips of paper on a small sheet used for children’s toy guns;

(6)

El diablo — Firecrackers tubular in shape about 1 ¼ inches in length and less than ¼ inch in diameter with a wick; also known as labintador;

(7)

Watusi — Usually reddish in color about 1 ½ inches in length and 1/10 inch in width usually ignited by friction to produce a dancing movement and a crackling sound;

(8)

Judah’s belt — A string of firecrackers consisting of either diablos or small triangulos that can number up to a hundred or thereabout and culminating in large firecracker usually a bawang;

(9)

Sky rocket (kwitis) — A large version of a baby rocket designed to be propelled to a height of forty (40) to fifty (50) feet before exploding;

(10) Other types equivalent to the foregoing in explosive content.

B. Fireworks-means manufactured goods intended to be used for pyrotechnic effect that are classified as low hazard fireworks used for amusement and recreation.

C. Pyrotechnic Devices:

(1)

Sparklers — Pyrotechnic devices usually made of black powder on a piece of wire or inside a paper tube designed to light up and glow after igniting;

(2)

Luces — Any of several kinds of sparklers;

(3)

Fountain — A kind of sparkler conical in shape which is lighted on the ground and designed to provide various rising colors and intermittent lights upon being ignited;

(4)

Jumbo regular and special — A kind of sparkler similar to a “fountain” but bigger in size;

(5)

Mabuhay — Sparklers bunched into a bundle of a dozen pieces;

(6)

Roman candle — A sparkler similar to a “fountain” but shaped like a big candle;

WHEREAS, Local Chief Executive are likewise authorized to promulgate the necessary rules and regulations on firecrackers and other pyrotechnic devices within their territorial jurisdiction in conformity with the national standards, rules and regulations;

(7)

Trompillo — A pyrotechnic device usually fastened at the center and designed to spin first clockwise and then counter-clockwise and provides various colored lights upon being ignited;

WHEREAS, firecrackers, fireworks and pyrotechnics are hazardous materials that may destroy our environment and can cause injuries, destruction and even death;

(8)

Airwolf — A kind of sky rocket shaped like an airplane with a propeller to rise about forty (40) or fifty (50) feet and provide various kinds of light while aloft;

WHEREAS, in the furtherance of public safety and order in so far as firecrackers, fireworks and pyrotechnic devices are concerned, there is a need to have a stricter policy to regulate the use of firecrackers, fireworks and pyrotechnics.

(9)

Whistle device — Any of the various kinds of firecrackers or pyrotechnic designed to either simply emit a whistle-like sound or explode afterwards upon being ignited;

(10) Butterfly — Butterfly-shaped pyrotechnic device designed to lift above ground while providing light;

(11) All kinds of pyrotechnic devices (pailaw); and

(12) Other types equivalent to the foregoing devices.

WHEREAS, Republic Act (RA) No. 7183 contains illustrations list of what comprises firecrackers and other pyrotechnic devices, and provides for the regulation and control of their manufacture, sale and distribution and use consistent with and in furtherance of public safety, order and national security, as well as the enhancement of cultural traditions; WHEREAS, DILG Memorandum Circular No. 2013-147, dated December 17, 2013, DILG Memorandum Circular No. 01, s. 2014 dated December 4, 2014 and DILG Memorandum Circular No. 2016-176 dated December 14, 2016, reiterated in informing the public the rules and regulations on the sale, manufacture, distribution and use of firecrackers and other pyrotechnic devices in pursuance to RA 7183; WHEREAS, the PNP are directed to confiscate types of firecrackers and pyrotechnic devices that are prohibited by RA No. 7183 and its 2012 Revised IRR;

SECTION I. TITLE. This ordinance shall be known as “Regulation on the use of firecrackers, fireworks and pyrotechnic devices in the Municipality of Kabacan, Cotabato”.

SECTION 4. LEGAL BASES.

Republic Act 7160. The Local Government Code: Section 16, General Welfare “promotion of health and safety and general welfare of the people”.

Republic Act 7183: “An Act Regulating the Sale, Manufacture, Distribution and Use of Firecrackers and Other Pyrotechnic Devices.”

DILG Memorandum Circular No. 2013-147:”The Municipal Government through the Mayor, shall cause the enactment of an ordinance, as may be necessary or if justified, which totally prohibits the manufacture, sale, distribution, and use of any firecracker and pyrotechnic devices, if there is reasonable ground to believe that radical groups may take advantage of the holiday season’s merriment for their lawless designs, and promote an alternative form of revelry”

Joint Memorandum Circular No. 1, series of 2014 which enjoins Municipal Governments to cause the enactment of ordinance which regulates the manufacture, sale, distribution, and use of any firecracker and pyrotechnic devices and promote an alternative form of revelry.

Local Ordinance of Davao City: ORDINANCE NO. 060-02 Series of 2002 “AN ORDINANCE PROHIBITING THE MANUFACTURE, SALE, DISTRIBUTION, POSSESSION, OR USE OF FIRE CRACKERS OR PYROTECHNIC DEVICES

SECTION 2. OBJECTIVES. This ordinance aims to:

a. prevent injuries, destruction, and even death, resulting from irresponsible use of firecrackers, fireworks and pyrotechnics during celebrations and occasions;

b. Regulate the sale, manufacture, distribution, and use of firecrackers as it pose great danger to the life and health of the people of Kabacan;

c. Prevent and avoid misunderstanding and misinterpretation that intense firecrackers’ sound may be misconstrued as armed attack in certain areas of Kabacan and may result in escalation of more violent incidents; and

d. Provide rules and regulations in the use of firecrackers, fireworks and pyrotechnics during events and occasions.

Also, the group said the penalty stipulated in the SOGIE bill is “too much and without any justifiable basis which [is] tantamount to injustice and oppression.”

In the SOGIE bill, those found guilty of discriminating against an LGBT will be fined not less than P100,000 but not more than P500,000, or be imprisoned for less than one year but not more than six years or both.

On the issue of samesex marriage, MELC said the bill attacks the moral, social and spiritual conviction of the majority of the Filipinos as they insisted that the state- and churchsanctioned civil union must only be between a man and a woman.

However, some local traders and multinationals like Nestle, only buy in bulk and not in small quantity to get a higher price. Thus, farmers who have smaller volumes to sell have since delivered their coffee beans to Kape Maramag especially during offseason.

Kape Maramag roasts an averaged 30-50 kilograms of coffee per week to ensure that their products sold in the market are fresh. Its kiosk that is located at the municipal bus station which was funded by the Catholic Relief Services (CRS) continues to attract customers as cups of Robusta coffee are available at an affordable price.

Perennial problem on farm-to-market road With its small vehicle that collects coffee farmers’ produce in uphill areas, Kape Maramag has been able to provide assistance with the assurance of transport facility farmers could ill afford, Ms. Galendez related.

The lack of an affordable transport system that could deliver the green coffee beans to local traders was one factor that had earlier discouraged coffee growers from pursuing their business.

In addition, the road network has posed as an age-old problem among coffee farmers as these are still not developed by the local government. Dirt road that gets impassable and treacherous during rainy season continues to be a major stumbling block for small coffee producers in this region.

Thus, even with all the technical and capacitybuilding support afforded by the Department of Agriculture and other line agencies of government in the municipality, Kape Maramag is still facing tough times even as it has been forward-looking with more expansion of its coffee areas

and business operations.

Moreover, with the continuous support from the RICFM members and its farmer-suppliers that has over 300-hectares planted to coffee, the growth of Kape Maramag is already assured in the coming years.

It has been working for the aspiration of getting into exporting coffee in the not so distant future.

For this year though, Kape Maramag has secured financial support from Peace and Equity Foundation (PEF) for “working capital, capacity building, and product packaging improvement. Its track record of financial stability for the past three (3) years from 2014 to 2016 and its growing assets which have reached over two (2) million already owing to the increase in income that tripled over the years have assured PEF and partner communities of its potentials.
