CDO ranks 7th as Most Highly Urbanized City THE City of Cagayan de Oro retained its ranking this year as the 7th Overall Most Competitive Highly Urbanized City (HUC) in the 2020 Cities and Municipalities Competitiveness Index.

The DTI Competitiveness Bureau conducted the 8th Regional Competitiveness Summit on16 December 2020, via Facebook Live.

will handle the deployment.

Half of the donations will be for government frontline workers, while the other half will be for private sector employees—both regular and contractual—provided they follow the government’s priority sectors for distribution.

“With all these announcements, our Filipino people can be assured that we will not be left behind. With the efforts of Sec. Galvez in bringing the vaccine to this country, we will soon see this pandemic disappear,” said Concepcion, adding that he expects the vaccines to arrive by May or June 2021.

“We are working closely with regulatory authorities across the globe, and we really hope to be able to bring a solution here to end the COVID-19 pandemic,” said Ramin.

AstraZeneca has a zero-profit program in 2021, which means the vaccines are priced as low as possible.

The vaccine is expected to cost around P500 ($10) for two doses.

A Better Education for All During - and After - the COVID 19 Pandemic

FIVE years into the sustainable development goals (SDGs), the world is nowhere near to ensuring a quality education for all by 2030. Impressive gains in enrollment and attendance over recent decades have not translated into corresponding gains in learning.

The World Bank’s metric of learning poverty which refers to children who cannot read and understand a simple text by age 10 is a staggering 80 percent in low-income countries.

The COVID-19 crisis is exacerbating this learning crisis. As many as 94 percent of children across the world have been out of school due to closures. Learning losses from school shutdowns are

further compounded by inequities particularly for students who were already left behind by education systems. Many countries and schools have shifted to online learning during school closures as a stop-gap pressure. However, this is not possible in many places as less than half of households in low- and middle-income countries have Internet access.

Many education systems around the world are now reopening fully or in a hybrid format, leaving millions of children to face a radically transformed educational experience. As COVID-19 cases rise and fall during the months ahead, the chaos will likely continue.

PRETTY soon, this pandemic will be a thing of the past.

Vaccines of different make will help kill Covid-19, leaving behind an endlesss trace of human sufferings.

After this turbulent ride, there is one thing bothersome.

The world badly needs to get back to its toes and exigently address hunger, poverty and all the economic dislocations that Covid-19 has left behind.

These interwoven challenges must be responded with a sense of urgency because we are all in this together.

Indeed, the damage seems irreparable, but what is there to thank about is that we are alive and kicking (bless all the souls that went ahead. May they rest in peace!)

Meanwhile, we are still in a highly precarious state as far as leveling off the spread of Covid-19 pandemic, yet it seems we are back in our daily, normal grind.

And sadly, a see-saw thing with the pandemic continues to creep in every inch of our dear lives.

Having said that, there is possibility of a surge of the pandemic midway through the holidays.

Never before we have had this kind of health crisis on a global scale.

Covid-19 has turned our way of life completely upside down — from the economic side of it to the adjustment disorder we are now facing on a global scale.

In fact, an unprecedented level of anxiety has been spreading like wildfire for over 10 months now with no exemption in sight — rich or poor, the healthy and the weak, young and old alike are all easy victims of the pandemic.

The lifting of restrictions would likely result to a dramatic and devastating effect as vaccines are still in

Indeed, the pandemic has now incited the worst economic slump since the Great Depression.

And here is the takeaway and why: the economic impact of the pandemic may last a little longer even if the underlying cause is contained quickly.

Undeniably, the spread of Covid- 19 had maneuvered a protracted economic downturn globally.

We are not over on this yet.

The task ahead is unbearable indeed.

Kim’s Dream Justice for Datu Sumael & Datu Alim

Two courageous IP leaders killed

DATU Sumael called me 10 o’çlock in the morning last Satuday. He was requesting me to give him time, at least 30 minutes, to share the Indigenous People’s painful experience and the no-ending death threats against them. Yes, during the Pre-IP Summit a week before, we have decided that Datu Sumeal should be one of the Presentors on the Topic on How Oppressed are the Indigenous Peoples? This National Event, the first of its kind IP National Virtual Summit is to be held on Dec. 15 in CDA Compound, Cagayan de Oro. With firm commitment, I assured him that he would have that time, even for one hour, to share the truth on how the IPs are being oppressed.

All were set for him to divulge the truth.

But the following day, Datu Winefredo Sumael and Raffy Saway Alim were brutally murdered in Don Carlos, Bukidno. Now that they were killed, have they been silenced?

NO!!! Unknown to the killers, Datu Sumael had emailed to me the issues and the detailed information narrating how their 23,200 hectare-Ancestral

BARMM immunize 94% measles-rubella across the region COT—Officer-in-charge health minister Amirel Usman rep or te d t hat Bangsamoro Government completed 94.55 percent of the total measle-rubella immunization target across the region as of Dec. 11.

Ministr y of Health (MOH) said they have immunized 470,308 out of 497,414 children under five years old against measles-rubella.

Tawi-Tawi on October 21, and it was originally set to end on October 26.

DavSur town gets P15-M for IP housing project

DAVAO CITY – The municipality of Magsaysay in Davao del Sur received initial funding of PHP15 million from the National Housing Authority in Region 11 (NHA-11) Monday to build the 100 Indigenous People’s (IP) houses for the members of the B’laan tribe in Barangay Maibo.

During the turnover ceremony, NHA-11 manager Zenaida Cabiles said the site development will start next week, while the construction of the houses would begin next month.

“When the construction reaches 80 percent, we will release the second and final tranche amounting to PHP5 million,” Cabiles said.

Mayor Arthur Davin thanked President Rodrigo Duterte and NHA-11 general manager Marcelino Escalada Jr., for providing adequate shelter for the IPs in his town.

In an interview at the sidelines during the turnover, Alfonso Pandoy, one of the beneficiaries, said the houses would help shield them from the impacts of natural calamities.

Pandoy said his family lives in a landslide-prone area.

“We are temporarily sheltered in a makeshift house in relocation area since last year after the series of an earthquake,” he said.

NHA-11 also turned-

over 65 houses in Barangay Tacul and 106 units in Barangay Tagaytay San Miguel in the same town.

Cabiles said a total of 2,002 permanent housing units amounting to PHP573 million was allotted to Magsaysay town.

“The housing units are only intended for earthquake-affected families from 11 sites. Of the 11 sites we awarded, 423 units are ready (for occupancy), and another 171 units are ready for another three sites,” she added.

Cabiles said NHA is set to complete the 2,002 units by next year.

Davin said the 2,002 families were prioritized since their homes are situated in a “no-build zone,” based on the assessment of the Mines and Geosciences Bureau (MGB).

“We prioritized them because they are living in the upland area where their houses are prone to landslides during earthquakes. They also stayed one year in the evacuation centers” he said.

Between July and December last year, Magsaysay and neighboring towns were hit by five strong earthquakes.

Davin said the Municipal Agriculturist Office has distributed planting materials to allow the residents to go back to farming, which was their primary livelihood before the earthquakes. (PNA)

Provincial and regional health workers conducted rapid coverage monitoring to trace unimmunized children and vaccinate them against measlesrubella.

The monitoring aimed at identifying possible causes and challenges faced by health workers in the immunization process and to plan and execute actions to correct them.

In August, MOH vaccinated a total of 803,516 children against polio virus, reaching its 95 percent target all over the region. (Bureau of Public Information)

MANILA – The government and private institutions are ready to help micro and small business enterprises in giving the 13th month pay to their employees by providing them with soft loans.

In a press briefing Tuesday, Labor Secretary Silvestre Bello III said the Department of Trade and Industry (DTI) and the rural banks in the country are willing to give them loans with minimum interest and no collateral.

“I’m very happy to say that I just received a letter from Secretary Mon Lopez of DTI, my partner, that they have a fund of PHP10 billion in the Small Business Cor-

More than 23,000 marginalized and displaced workers tapped for the TUPAD initiative are expected to receive financial aid, while around 3,000 beneficiaries will receive livelihood packages during the December 16-18 event.

ORDINANCE NO.45-2020 (63rd Regular Session)

AN ORDINANCE AUTHORIZING THE PROPOSED BORROWING OF THE CITY GOVERNMENT OF VALENCIA, BUKIDNON IN THE AMOUNT OF THREE HUNDRED FIFTY MILLION PESOS (PHP 350,000,000.00) TO FUND THE VARIOUS PRIORITY PROJECTS OF THE CITY OF VALENCIA, BUKIDNON. Author: Hon. Oliver Owen L. Garcia

BE IT ENACTED, as it is hereby enacted, by the Sangguniang Panlungsod of Valencia City, in a regular session assembled that:

SECTION 1. The City Mayor, in representation of the City, hereinafter referred to as the “City”, is hereby authorized to enter into a loan agreement/credit facility with Land Bank of the Philippines in accordance with Section 297 of Republic Act No. 7160 or the Local Government Code of 1991, in the amount of Three Hundred Fifty Million Pesos (PhP 350,000,000.00) under the terms and conditions herein set forth and such other terms and conditions as may be agreed upon with any person, corporation or entity for the purpose of funding priority project/s, and subject to the requirements under Section No. 123 of Republic Act No. 7653 as implemented by the Bangko Sentral ng Pilipinas Circular No. 402.

In this connection, the City Mayor shall have full power and authority to represent the City in negotiating the terms and conditions for the said borrowing and in signing, executing and delivering such agreements, contracts, deeds, papers, and documents as may be necessary and proper for the full and total implementation of the authority herein granted.

SECTION 2. The said priority projects indicated in Section 3 hereof are hereby certified to be a local infrastructure and/or other socio-economic development projects in accordance with the approved local development plan and public investment program for the current year 2020 of the City and is supported by a project description prepared by City Planning and Development Coordinator’s Office.

SECTION 3. Consistent with the covering loan agreement contract, deeds and assignment, mortgage contracts, and as such other agreements as may be entered into by the City in connection with the borrowing, the features, terms and conditions shall be as follows and are hereby approved: 3.1

Loan Amount : Three Hundred Fifty Million Pesos (PhP 350,000,000.00) (breakdown of amount per project subject to supporting documents of approved building plans / cost estimates / specifications)

Credit Facilities : Permanent Working Capital (PWC) Term Loan (TL)

Term For infra / construction projects – Maximum of 15 years.

For acquisition of machinery & equipment – Maximum of 7 years.

For permanent working capital – Maximum of 5 years.

Availability : One (1) year from date of loan signing

Grace Period : Maybe granted up to one (1) year on principal payment

Interest Rate : Fixed at 4.0% until 31 December 2022 inclusive of the interest rate subsidy under the Bayanihan Act 2.

Interest Rate after 31 December 2022 – At prevailing LBP rate subject to annual repricing

Penalty : 24% p.a., in case of non-payment, to commence on the day immediately after the due date of loan amortization/credit accommodation up to the date of settlement

Mode of Release : Staggered or lump-sum depending on the project

Loan Collateral : Deed of Assignment of Internal Revenue Allotment (IRA) equivalent to the loan of the LGU but not to exceed 20% of the IRA

Fees and Charges : Standard fees shall apply except for the following which shall be waived:

• Handling;

• Commitment; and

• Pre-payment fees (A 2% pre-payment fee shall be charged on the principal loan to be pre-paid, if the loan is taken out by another bank/financial institution)

SECTION 4. The City hereby appropriates the entire proceeds of the borrowing exclusively to finance the said projects and other financial obligations relative thereto.

SECTION 5. Any Ordinance or parts thereof, inconsistent with this enactment is hereby repealed or amended accordingly.

SECTION 6. This Ordinance shall take effect upon its publication and compliance with all procedures required under Republic Act No. 7160 of an ordinance for its validity, including the affixation of signatures of the Sangguniang Panlungsod members, in concurrence thereto, composing at least a majority thereof, out of the total of 14 members, on all pages of this Ordinance.

Building the Community with IDC & PAF TOG-10

CAGAYAN de Oro City - Green builder Italpinas Development Corporation recently partnered to support the Executive Order 70, “Whole of the Nation Approach” and in accordance with the “Development Support and Security Plan: Kapayapaan” of the Armed Forces of the Philippines, together with the Philippine Air Force’s Tactical Operations Group-10 (PAF TOG-10) in the inauguration ceremony of the tribal hall or “tulugan” for the Higaonon Indigenous People (IP) in the upland village of Bayanga Lumbia, Cagayan de Oro. The tribal hall of the Higaonon Indigenous People stands overlooking

the Higaonon community in the hinterland barangay of Bayanga, Cagayan de Oro City. The Philippine Air Force’s Technical Operations Group-10 led the construction of the hall as a way of making government services more accessible to tribal communities in the area.

Italpinas has been a consistent ally with PAF TOG-10 in building a better community in Cagayan de Oro. Gisselle L. Mantilla, IDC’s HR & Admin Manager, said that the company started its corporate social responsibility projects by helping the IP communities, and the construction of the tribal hall in Pigsag-an last December 2019.

We should continue to support activities which focus on community unity and improvement as much as we can.

Young Learner and its thirst to School Setting

“I want to go back to school again. I miss my classmates.

I miss my teachers’ care,” EJ Mahinay said.

This is the line that broke my heart when I met my learners during the distribution of our Self – Learning Materials ( SLMs) in Purok Houses. The line that catches my entirety as a teacher. I wanted to hug him while he is still shouting the line.

EJ Mahinay , a Grade 2 learner of Balatacan Elementary School, Division of Tangub City lived in Purok Humayan Balatacan Tangub City.

When I interviewed her previous teachers, they said that EJ is a sweet and loving learner. He is very respectful and attentive learner. While in the class, he was a leader and responsible to all his learning tasks. to the Province’s citizens, like improving its education system amidst the new normal.

The Cities and Municipalities Competitiveness Index is an annual ranking of Philippine cities and municipalities developed by the National Competitiveness Council through the Regional Competitiveness Committees (RCCs) with the assistance of the United States Agency for International Development.

The ranking is based on overall competitiveness scores, the sum of scores on four (4) main pillars: economic dynamism, government efficiency, infrastructure, and resiliency.

Cagayan de Oro ranked 5th among HUCs in Infrastructure, 6th in Resiliency, 9th in Government Efficiency, 12th in Economic Dynamism.

Everytime, I reproduce, distribute and retrieve the learning output of our learners, I came to realize that these strategies and other teacher related tasks manifested sacrifices and endeavors of our learners yet there is lacking for the learners. These would be the social skills that somehow give emphasis for them to develop while they are in their elementary years.

It is true that the learners’ attitude at home is different from the school. The happiness that these children felt at home is different from the

school.

EJ’s life in the last school years reflect him while he is learning at home.

This would show that he thirst of learning while in the school setting is very necessary to EJ. And that sentiments mark a history of his elementary years.

“Pero sige lang sir kay magtagad ra ko sir kay excited na kaayo mo eskwela sa atong school. Nalingaw ug nagkat – on man sab ko gihapon sa Radio Based Instruction ( RBI)”, he added.

Living the Best Life Amidst Pandemic

What does living the best life mean? Is it having a fat bank account? Being at the top of the corporate ladder?

Traveling around the world in style? While we cannot discount the fact that position and possessions can contribute to a good- even better- satisfying life, they are not the ultimate factors to having the best life.

Life is what we make it.

What we become is what we toil. Be it a failure or success, it will always be our responsibility. The best life then is living a life that is generous, that cares about people, tries to help them achieve their goals, a life that is quite fulfilling because GOD is the center of everything.

In this new normal way of living brought by Covid-19, it is very human to miss the old ways along with many changes. It’s like living a sense of loss. We are now embracing the changes of routines and plans for the weeks and months ahead and it’s more important than ever to acknowledge the challenges and difficulties that we face in light of pandemic.

Remember, these are challenging times so rise up and live life as if pandemic is not existing. Journal your experience, create a space inside your space, stay connected in new ways, find pockets of joy, give yourself a break and stay informed but not alarmed.

Living the best life is enjoying optimum health by practicing a healthy lifestyle.

As they say, “health is wealth” Healthy people are wealthy and happy. Therefore, forget about stress, forget about pandemic. Live as if everyday is the last day for the rest of the days. Be happy and choose to be happy.

CLARK FREEPORT ZONE – Clark has again secured its title as a prime sports tourism destination in the country during the recently concluded 4th Philippine Sports Tourism Awards held in Clark Marriott Hotel.

With full support from Smart Communications, Universal Robina Corporation, and Coca-Cola Beverages Philippines, the 4th PSTA sought to once again recognize and celebrate the movers and shakers of Philippine Sports Tourism. This year’s awarding ceremony bestowed a total of 16 awards to public and private organizations and personalities who have championed sports tourism

in 2019.

Now in their 3rd streak, the Clark Freeport Zone has been hailed as the top sports tourism destination of the year after hosting over 200 sporting events in 2019 including the renowned 30th South East Asian Games.

The Freeport Zone saw a total of over 340,000 participants last year for its sporting initiatives with 4,000 athletes coming to compete in the SEAG. Moreover, over 150,000 local and international tourists visited Clark to witness the international event.

Despite the pandemic leaving a strain on hosting of sporting events in the Freeport Zone this year,

Clark Development Corporation (CDC) has expressed confidence in eventually getting its sports tourism sector back on track in the coming months.

“We are honored to be part of this (PSTA). We think that more than ever, this event is very meaningful because it comes in the event of the challenge of COVID-19 pandemic.
