ILIGAN CITY--Vice President Leni Robredo is leaving the decision of not extending Martial Law in Mindanao to the military who made the recommendations based on the information they accessed from the ground.

Robredo believes that the security sectors have the information, that the public do not know, which was the bases of the lifting of Martial Law in Mindanao which was declared in 2017 during the heights of Marawi siege.

Over 28K IP families in PNP vows safety of Caraganons Caraga benefit from 4Ps during holidays

BUTUAN CITY – The indigenous peoples (IPs) are among the priority sectors that the Department of Social Welfare and Development in Caraga Region (DSWD-13) has given attention to, particularly in the provision of support programs and services of the agency.

As of October 21, 2019, a total of 28,615 IP households have already availed of the aid from the agency through the Pantawid Pamilyang Pilipino Program (4Ps), said DSWD-13 Director Mita Chuchi Gupana-Lim. Lim told reporters on Friday (December 13) that the provision of support to the IPs in the region was coursed through the regular 4Ps program and the Modified Conditional Cash Transfer (MCCT) program.

BUTUAN CITY -- The operational guidelines and procedures to secure the entire Caraga region during the Christmas season have been set.

“Ninety percent of our (police) forces in Caraga will be deployed to conduct various security measures to ensure the safety and security of residents during the Yuletide season,” Police Regional Office (PRO) 13 (Caraga) Director, Brig. Gen. Joselito T. Esquivel Jr. said in a statement on Thursday.

Esquivel said the operational guidelines include procedures on the conduct of security coverage, public safety measures, contingency plans, and other support services.

Deployment of troops include the conduct of strengthened checkpoints, mobile patrols, foot patrols, police presence, focused law enforcement operations, border control operations, and

manning of Police Assistance Desks that will be established in different areas in the region, he added.

Esquivel said the Explosives Ordnance Disposal and the K9 Teams of the police will be positioned in strategic areas, especially in locations where a heavy influx of people is expected.

“Police units and mobile forces are ready to keep the Christmas celebration peaceful and orderly,” he added.

Contingency plans are also in place as simulation exercises are regularly conducted by police personnel to promote preparedness, he said, noting that simulation exercises are meant to test policies and plans, standard operating procedures, and personnel training in case of eventualities. “(PRO)-Caraga will provide maximum security coverage and public safety services during the season to ensure a peaceful and meaningful celebration of the occasion,” Esquivel said. DOH-Caraga eyes zero firecracker injury

BUTUAN CITY – The Department of Health in the Caraga Region (DOH-13) is eyeing zero injuries from firecrackers during the celebration of Christmas and New Year.

D OH-13 on Friday (December 13) launched a stakeholders’ forum on fireworks-related injuries that was also participated by representatives from different line agencies of the government.

“We must aim for zero firecrackers related injuries and accidents during the holiday season. We must practice a safe celebration,” said DOH-13 Assistant Director Dr. Ernesto Pareja.

Pareja led the launching together with representatives from the Department of Trade and Industry (DTI), Bureau of Fire Protection (BFP), Department of Interior and Local Government (DILG), and the Philippine National Police (PNP).

Data provided by Rowena Pabia, the nurse coordinator for the DOH-13 injury program, showed a decrease of firecrackerrelated injuries in the region for the last three years.

Pabia said 37 cases of firecracker injuries were recorded in 2015; 22 cases in 2016; 13 cases in 2017; and 4 cases in 21018.

“There is a significant decrease of 69 percent in firecracker injuries from 2017 to 2018. We will try to achieve zero injuries for this year,” Pabia added.

The data is based on the sur veillance made

by DOH-13 in hospitals and Municipal Health Offices (MHOs) in Caraga Region, she said.

To attain the goal, Pabia said DOH-13 will intensify its information drives on the Executive Order No. 28 series of 2017 that provides for the regulation and control of the use of firecrackers and other pyrotechnic devices in the country.

“We will intensify the information drive on Executive Order No. 28,” Pabia added.

She said DOH-13 is discouraging residents in the region to use firecrackers.

“If they want their Holiday season to be merry, then we are encouraging them to use fireworks display, based on the provisions of EO 28 and the standards set by concerned authorities and the PNP,” she added.

Army denies coercing Bukidnon villagers

CAGAYAN DE ORO CITY – The military on Friday denied intimidating members of an indigenous peoples (IP) community in Bukidnon into admitting that they are supporters of the New People’s Army (NPA).

Lt. Col. Franklin Fabic, commander of the Army’s 88th Infantry Battalion (88IB), said there was no coercion on the residents of Barangay Sta. Filomena but only to “plea with some of them to stop supporting the communist rebels”.

“There is no truth to

that,” Fabic said in a phone interview, referring to the allegation that elements of the 88IB went around Sta. Filomena--particularly in Sitio Dumasilag--and told them to return to the fold of the law.

Fabic issued the denial following the allegation

made by Wilboy Lay-um, spokesperson of the leftist Movement Against Tyranny in Bukidnon.

Courteous, accessible BDO employees

I’ ve been busy but still I would like to take this time to personally thank Banco de Oro (BDO) at SM City Cagayan de Oro Uptown for their assistance in what appears to be a complicated process of opening a bank account for purposes of retirement. Yah, retirement.

Thanks of course to the customer friendly attitude of the BDO employees especially Sam Sazon and her supervisor Aley or Fredeley Timpad. I would also like to thank Gian James Gamones Maagad also of BDO at Cogon Branch.

I personally knew him since he was a baby and he is still ‘Jajang’ to me, having that very serious look among the Maagad brothers.

It was Gian who vouched for my personhood, stating that he knew me personally too. I don’t blame the BDO employees for their strict compliance with the bank’s rules since they are only doing their job.

I can only imagine BDO management being proud of their three employees for balancing compliance to their rules while maintaining courtesy and accessibility to their clients.

Just a little background on what happened to my papers so the parents and guardians may know even if we do live in different times.

I go by the name Susan after high school and in fact I use it in all my other

public documents. But my name is Susana on my birth certificate and I find the extra A heavy so I dropped It and it was okay to my mother.

My nanay told me that my name was really Susan but the clerk told her that it should be Susana. Wow I never expected that clerks have a say on what to name one’s children and I question that, but then again this practice may have been dropped already.

The second problem I have with my birth certificate concerns my birthday.

I usually celebrate my birthday on November 8 but my birth certificate stated thsat I was born in December 12.

I learned about this back

in 2002 when 12 members of the Cagayan de Oro Press Club went to Australia for benchmarking on how to report on corruption. For me to get a visa, I have to secure the entry on my birth certificate. That’s it.

And this caused do much problems on my retirement application at the Social Security System (SSS) and Pagibig.

Of U2’s Bono, truth and fiction

PAUL David Hewson, alias “Bono” is an Irish celebrity who made millions trying to sell poverty and human rights by sugar-coating this with emotional blackmail in his concerts worldwide. He is the front act of U2 a rock band. I must admit that I like the message of the few songs I heard which he had composed until I got wind of how he evaded paying taxes in his own native land. The millions that he made he parked in the Netherlands, a tax avoidance center, and then later in Malta because of its low tax policy and tax rebates. Bono’s worth had been placed at close to a billion dollars but to avoid paying taxes in Ireland he moved this to the so-called

“tax havens”.

What he does to evade paying taxes in his country and how he invests his money is none of my business but staging concerts in other countries, the Philippines included, to raise funds and insults governments for not giving more to charity to help the poor is another story. For one, Ireland could have extended additional assistance to countries that it gives aid to if Bono pays his taxes in his homeland.

There is so much pretense and hypocrisy there.

Fame has gone to his head. Before he can start with his concert in the Philippine Arena in Bulacan, he dished out snide remarks like he does not think he

will see President Duterte.

He also lectured about press freedom and human rights and being a poster boy of Amnesty International (AI).

Later in his concert, he flashed across the screen the faces of Cory Aquino and Maria Ressa maybe to put a message for women empowerment and whathave-you.

The problem with Bono is that he carries his prejudice against the Philippines where he is being received with dignity, hospitality, and his fans’ unbridled fanaticism. Bono’s infidelity to his country is not known to his swooning fans but who cares. Bono moreover is as famous as he is an ignoramus when it comes

to the Philippines. Maybe, he believed what AI had declared before the start of the ASEAN Summit in 2017 in Manila that there were 30-million Filipinos killed via extra-judicial killing.

Bono might have believed what European Parliamentarians claimed that Leila de Lima was incarcerated not because of her involvement in big-time drug syndicate operating inside the state penitentiary but as persecution for being an outspoken critic of President Duterte. Our best link with Christ

I’M referring to the sacrament of the Holy Eucharist.

That is where we get in direct contact with the living and redeeming Christ. We become contemporaries of his and join him in his redemptive work, sanctifying ourselves in the process and helping in the sanctification of everybody else.

In the Holy Mass, which makes present the culminating love of Christ for us by going through his passion, death and resurrection, we are invited to offer with him the supreme sacrifice to God our Father. It sacramentalizes the fullness of Christ’s redemptive work on us.

In so doing, we obtain forgiveness for all our sins and achieve our reconciliation with God from whom we come and to whom we belong. We cannot achieve

this without Christ doing it for us and with us. He is the one who does it for us.

On our own, we cannot achieve that end because the creature cannot fully repay the debt he incurs from his Creator who is infinitely above our nature and capabilities. It can only be God who is also man who can perfectly mediate between God and man.

But our part is to act, in a manner of speaking, as laborers in the field. As St. Paul said in his First Letter to the Corinthians (3, 6-9), we are “God’s fellow workers” and we ourselves are “God’s field.” Ours is to till the soil, water the plants, but it is “only God who gives the growth” to the plants.

Just the same, we need to do our part as best that we could because the effect

of God’s mercy and grace in the Eucharist would depend on how we prepare ourselves to receive that divine mercy and grace.

Yes, it’s true that the objective effect of the Eucharist can still take place with our mere virtual intention to receive it, but it would be much better if we receive its effect with the best of our intentions and effort.

We need to realize more deeply what a tremendous reality we have in the Holy Eucharist! We have Christ himself in his real presence, he who is the Son of God who became man to save us. And we have him as the main food and sustenance in our arduous spiritual journey here on earth. And most of all, we have him in his supreme act of love for us by bearing all our sins

These truths about the sacrament should move us deeply to correspond to God’s love with our own generous love. We can do this by participating more actively in the Holy Mass and in going to Mass for often than just on Sundays.

By active participation in the Mass, we mean that we really should enter into the spirit of the Mass, realizing as vividly as possible the very sacrifice of Christ on the cross and his glorious resurrection, feeling the See CHRIST, page 11

The Philippines’ External Debt Ratios Remain at Prudent Levels even as External Debt Rises in the Third Quarter 2019

BANGKO Sentral ng Pilipinas Governor Benjamin E. Diokno, announced that the Philippines’ outstanding external debt stood at US$82.7 billion as o f end-September 2019, up by US$1.4 billion (or 1.7 percent) from the US$81.3 billion level as of end-June 2019.

The rise in the debt stock during the third quarter was due to net availments of US$2.2 billion attributed to bond issuances of the National Government and private local banks. Increase in residents’ investments in Philippine Debt Papers issued offshore amounting to US$426 million, negative foreign exchange revaluation of US$211 million, and prior periods’ adjustments of US$114 million partially offset the uptick in the debt stock.

Year-on-year, the debt stock increased by US$6.3 billion (or by 8.2 percent) brought about by: (a) net availments (US$5.0 billion); (b) FX revaluation adjustments (US$1.2 billion); and (c) prior periods’ adjust-

ments (US$812 million).

This upward impact on the debt stock was partially offset by the transfer of Philippine debt papers from non-residents to residents (US$843 million).

External debt refers to all types of borrowings by Philippine residents from non-residents, following the residency criterion for international statistics.

External Debt Ratios The Governor further stated that key external debt indicators remained at prudent levels despite the rise in external debt.

Gross International Reserves stood at US$85.6 billion as of end-September 2019 and represented 5.4 times cover for ST debt under the original maturity concept.

The debt service ratio (DSR), which relates principal and interest payments (debt service burden or DSB) to exports of goods and receipts from services and primary income, is a measure of adequacy of the country’s FX earnings to meet maturing obligations.

DTI SMART program to support manufacturing growth MAKATI CITY - Trade Secretary Ramon M. Lopez unveiled the Securing Manufacturing Revitalization & Transformation (SMART) Program to business leaders and manufacturers present at the Manufacturing Summit 2019 held at Manila Peninsula Hotel, Makati City, early this December.

Speaking at the Summit, Secretary Lopez supported the program’s objectives of revitalizing the manufacturing sector to continue its high growth trajectory and help transition the industries to Industry 4.0. He explained that the projects to be supported under the program would have to be performance-based, targeted, time-bound, and transparent.

The “SMART program will support the adoption of Industry 4.0 technologies, upgrading processes, upgrading products, upgrading services, and development of new business models,” Sec Lopez announced, “For this, we are proposing to

spend Php25-30 Billion to support small, medium, and even large companies for a period of 3 years,” he furthered.

The program will support the industry through soft loans, grant vouchers, incentives (through the SIPP), standards, safeguard measures, fund support (similar to the CARS program), and reduction in trade barriers.

The following criteria will be considered in the selection of firms under the SMART program: (a) Global Value Chain upgrading; (b) Social Benefits and externalities (EV: E-PUV, Ejeepneys, E-trikes, E-buses); (c) Adoption of Industry 4.0 technologies to catalyze manufacturing growth & the economy; (d) Innovation, R&D, commercialization of market-oriented research; (e) Emerging industries, clusters & activities that would address gaps in supply/value chains; and, (f ) Industrial development in rural areas.

At present, DTI is eyeing the following programs for funding support under SMART: The ECO-PUV Program – this includes the manufacture of jeepneys using both ICE & EV technology, Parts & components of OEM platform & Eco-PUV body, and Production volume & fixed investment support.

DTI-National Development Corporation Coinvestment Program – this program identifies Co-fund innovation projects to develop new products, new capabilities, provides funding assistance for developing & testing technology projects, and bestows Matching Grants.

EV Incentive Scheme (EVIS) Program – this program provides CARSlike incentives (fixed and production volume incentives) to electric vehicle production. Examples are E-jeepneys, buses, trikes, motorcycles.

PCC clears circuit-maker’s buyout of shares in Hitachi PH MANILA -- The Philippine Competition Commission (PCC) has approved the acquisition by circuit boardmaker Mikuni Toyo Co., Ltd. (Mikuni Toyo) of 100 percent of shares of ATM module assembler Hitachi Terminals Mechatronics Philippines Corporation (Hitachi), seeing the transaction as not likely to result in substantial lessening of competition in the Philippine market.

The acquisition is in consideration of Mikuni Toyo’s bid to expand its portfolio and increase its presence in the manufacturing and assembly business for new customers in Subic.

The buyout is considered due to Hitachi’s plan to streamline its production sites to optimize global production strategy.

In a Commission decision issued Dec. 10, the competition authority affirmed the Mergers and Acquisitions Office’s findings that the acquisition is unlikely to result in substantial lessening of competition.

Both firms were found to produce different electronic products used for varying applications, thus

no horizontal overlaps between the products of Mikuni Toyo and Hitachi in the Philippines.

With no direct relation of products between the firms, no vertical overlaps also exist as neither parties’ products are considered as inputs for the other.

Moreover, parties operate only as manufacturers or assemblers of their respective products, all of which are exported to their foreign parent entities and third parties outside of the Philippines.

Mikuni produces and assembles parts for various products, specializing in electronic boards in airconditioning units, elevators, remote engine starters and security systems in Batangas.

On the other hand, Hitachi manufactures and assembles in Subic components, such as card readers, and banknote/coin cassettes for ATM machines which are all exported to Japan.

To date, PCC has received 201 mergers and acquisitions for review and approved 188 of these local and global transactions, with a combined worth of PHP3.28 trillion. (PR)

PH gov’t, ADB sign 3 new loans to support domestic economy

MANILA -- The government’s growth strategy received another boost Friday after the signing of three loan agreements amounting to USD623.3 million between the Philippine government and the Manilabased Asian Development Bank (ADB).

These agreements are the USD400-million loan for Facilitating Youth Schoolto-Work Transition Program, Subprogram 2; the USD23.3-million loan for Capacity Building to Foster Competition; and additional financing of USD200 million for the Infrastructure Preparation and Innovation Facility.

In his speech after the signing of the loan agreements at the Department of Finance (DOF) office, Finance Secretary Carlos Dominguez III, who signed for the government, said the loan packages “complement vital aspects of our overall development strategy.”

For one, Dominguez said, the loan for the infrastructure preparation and innovation facility would be

utilized for engineering and feasibility studies for major projects under the “Build, Build, Build” program.

Specifically, projects that will benefit from this particular loan include the Bataan-Cavite bridge, the Samal Island-Davao City connector bridge, Mindanao Railway Project, Metro Manila Subway, Subic-Clark Railway, and the NorthSouth Commuter Railway System, he added.

On the other hand, the

youth employment facilitation program will enhance the government’s ability to “carry out policy reforms and government initiatives aimed at improving the employability of our talented young workforce.”

“As you may know, the Philippines is poised to reach what has been coined as the ‘demographic sweet spot’. As the populations of some of the more mature economies in Asia begin to age, we are looking forward

to the entry of millions of young Filipinos into the workforce. We must invest in them and ensure that they are globally competitive,” Dominguez said.

Monetary Board Maintains Monetary Policy Settings AT its meeting on monetary policy today, the Monetary Board decided to maintain the interest rate on the BSP’s overnight reverse repurchase (RRP) facility at 4.0 percent. Accordingly, the interest rates on the overnight deposit and lending facilities were kept unchanged at 3.5 percent and 4.5 percent, respectively.

The Monetary Board’s decision is based on its assessment of a benign inflation environment. Latest baseline forecasts indicate

that the future inflation path remains within the target range of 3.0 ± 1.0 percentage point in 2020-2021, with well-anchored inflation expectations. Meanwhile, the balance of risks to the inflation outlook continue to lean slightly toward the upside in 2020 and toward the downside in 2021. Upside risks to inflation over the near term emanate mainly from potential volatility in international oil prices amid geopolitical tensions in the Middle East as well

as from the potential impact of the African Swine Fever outbreak and recent weather disturbances on domestic food prices. However, uncertainty over trade policies in major economies continue to weigh down on global economic activity and demand and could thus mitigate upward pressures on commodity prices.

Notwithstanding the weak global growth outlook, prospects for the Philippine economy continue to be robust on the back of firm

domestic demand. Sustained policy support from increased fiscal spending, as well as improved domestic liquidity conditions owing to recent monetary adjustments, is also expected to support growth in the coming months.

The city government will lead the countdown on Saturday (December 14) for the historic milestone remembering Philippine hero Lapu-Lapu whose warriors defeated the Spanish force fighting for Rajah Humabon of Cebu, led by Portuguese explorer Ferdinand Magellan.

Winnie Rose Bulig, Museo Dabawenyo head said on Thursday the 500day countdown will simultaneously take place here, in Metro Manila, and in Lapu-Lapu City in Cebu.

4Ps not a dole-out Lim clarified that the 4Ps program of the government through the DSWD is not a dole-out as what the critics of the government claimed.

“The 4Ps program is addressing the health and education needs of poor families in the country and there are conditions set the beneficiaries. By addressing the health and education issues and the setting of conditions to the beneficiaries, then we can say that the 4Ps program is not a dole-out, as others claimed,” she said.

Lim added that among the conditions set to the beneficiaries include the regular attendance of their children to school, the prenatal for pregnant mothers, and the immunization of their children.

She said that for 2019, a total of 174,192 households in the Caraga Region have already benefited from the 4Ps program.

Aside from the IPs and the other sectors, included in the count are the 18,010 senior citizens that continue to take care of their grandchildren, 4,254 persons with disabilities (PWDs), and 6,909 solo parents.

“For this year, DSWDCaraga is already 98.46 percent compliant on the education aspect of the program and 99.57 percent compliant on health,” Lim said.

The weighted average maturity for all MLT accounts increased to 17.1 years, from 16.8 years during the previous quarter, with public sector borrowings having a longer average term of 21.0 years compared to 8.5 years

for the private sector. This means that FX requirements for debt payments are well spread out and, thus, more manageable.

Against this background, Duterte waged a total war against drugs. He had dismantled all drug laboratories nationwide and ran after members of the syndicates.

Big-time drug lords, some of whom were untouchable politicians, were neutralized. The network of distribution dismantled.

Close to 8,000 suspects were killed while over a million victims of drug-dependents were rehabilitated. You only heard of the exaggerated figures of drug pushers killed which the local and western media contrived.

You only read about sad stories of victims killed either in a crossfire or mistaken identity. Your press gloss and gloat over these few unfortunate events. The western press dubs thousands of those innocent civilians killed in carpet bombings as “collateral damage” but the few unfortunate victims in my country call “victims of extrajudicial killings”.

They even attributed it to the so-called Davao Death Squads which they claimed were organized by Duterte.

That too is a blatant lie that the “noble” western press propagates as truth.

While today, there are still incidents of street crime it is a rarity and often involved foreign nationals themselves.
