Investments in Normin rise dramatically in Q3

INVESTMENTS in Northern Mindanao have skyrocketed by over a thousand fold compared to the same period last year.

According to figures monitored by the Department of Trade and Industry in Region 10 (DTI-10), Northern Mindanao generated P15.9-billion (B) in investments for the third quarter of 2017, recording an astounding 1,197.34 percent rise compared to the third quarter of 2016.

Cortes town in Surigao del Sur has country’s cleanest coastline Friday, December 15, 2017

IT is a sunny morning in the fishing village of Burgos, and the narrow banca is gliding past a maze of fish corrals towards a guardhouse in the middle of lush beds of seagrass. Colored flags flutter in the cool breeze, marking the boundary of the marine sanctuary. In the depths of the clear waters are healthy coral reefs, and thick mangrove forests line the shore.

For the third year in a row, Barangay Burgos has won the best marine sanctuary award in the town of Cortes, and it is easy to see why. The 67-hectare protected area is a no-take zone, which means fishing is only allowed outside the boundary, and the community organization Kaampaka(Kadagatan Ampingan Pagmata Katawhan) is vigilant in conserving the resources.

“Dagko man gud ang isda sa sulod sa sanctuary, mao nang mokawat gyud sila,” (The fish inside the sanctuary are really big, that’s why illegal fishers come and steal them) says Mary Jean Pame, who is in charge of fish processing and marketing projects.

Commercially valuable species inside the sanctuary include danggit and lapu-lapu. On a good day, licensed fishers can catch up to 30 kilos outside the sanctuary, she says.

The group’s members take turns at the guardhouse, on the lookout for fishers who encroach inside the sanctuary. They take photos of violations and record everything in a logbook, which is submitted to the municipal government’s Civil Society Development Office. Dialogue with erring fishers is the preferred mode of resolving conflicts, and the guards don’t carry guns.

Kung daghan sila moatake unya gamay lang mi, mapildi mi,” (It’s not good to quarrel with or reprimand them because they will harbor ill will. If many of them attack us, we’re going to lose because we’re only a small group) says Inocencio Cabuga, the 70-year old manager of Kaampaka.

The fishers’ group started with five members in 1998 and reached a peak of more than 60, but their numbers dwindled after they were threatened by illegal fishers, who burned down their watch tower in 2001. Kaampaka founder and chairman Benjamin Dellosa wrote about the incident in a poem displayed prominently inside the guardhouse, a constant reminder of the challenges they have overcome. Sharing a meal of freshly caught crabs and squid with journalists, Pame says local residents credit the transformation of Cortes from a sleepy coastal town to national winner on their youthful leader, Mayor William Angos. He has vigorously championed marine conservation since taking office in 2013, and doesn’t like to see garbage on the shoreline or the coastal waters, so fishers like Pame and Cabuga strive to keep their surroundings clean.

Angos left his previous life as a corporate lawyer, certified public accountant, and college teacher in Davao City to embark on an adventure in local governance in his hometown. Trading his suit and tie for T-shirts and open sandals, he cuts a maverick figure with his long hair and reserved demeanor. The more I look around, the more people I’m able to observe: stranded people, still having the optimistic smile on their faces. Some people, who are losing more and more of their bearings and are getting muddled in their lives.

If political leaders confuse us more instead of leading us on the right way, we cry out for a satisfying answer through the institutional church.

Modesty will never get them what they actually deserve. Charity and brotherly or sisterly love, as the bible teaches us, are becoming foreign terms. Moral and human values are badly needed to drive out our energy and vigor in our daily life as we stroll into painful indiffer-

ing to study the Bible, that was the same translation of John 3:16 that I accepted, to expound on God’s love for all of us. However, when God started giving me an inspiration that He wanted me to work for Him, my understanding of John 3:16 slowly changed, compelling me to adopt a completely different translation of the verse.

-oooTHE ACCURATE VERSION OF JOHN 3:16: What is the translation of John 3:16 that I have come to accept now? THINK a minute.

Do you know some people who just have all the luck? They seem to get all the breaks. And you ask yourself: “Why don’t I get lucky? Why don’t I get a great education? A great job or business? A nice house? A wonderful wife or husband?” But the real reason most people are successful or lucky is that they’ve learned how to put themselves in a place so they can be lucky. They’ve learned how to, in a way, create their own luck!

I’m not talking about dishonest or illegal ways. I’m talking about hard, honest work. But successful people

don’t just work hard, they also work smart.

They keep improving and making the most of their assets and abilities. Yet they also learn to ask for help in things they themselves are not that good at doing.

As the famous Olympic athlete, Eric Liddle, said: “You can’t put in what God left out.” So we not only must make the most of our own special abilities, we must also learn our limits and weaknesses.

A man recently got his lucky big break-a promotion in a large company.

Everyone said, “That guy’s so lucky!” But that man created his own luck by

always arriving at the office early. He apologized and admitted when he was wrong. He even shared the credit and reward with others when he had done much of the work. He was never satisfied just to get by and do average work.

He always made the extra effort to do his very best.

He kept working hard when others slacked off.

We have to work hard and do what it takes to be in the way of luck and success when it comes. Otherwise, we’ll miss it because we weren’t ready.

The journey to national recognition for Cortes did not come easy, says Angos, as he narrates a litany of basic needs that had to be addressed before the town’s fishers and farmers latched on to the sustainable fisheries bandwagon. From providing school buses and dental kits for children, to vocational training for jobless youth, the 42-year-old mayor went through a trial-and-error process until he

managed to get Cortes on a path that would balance environmental protection with economic productivity.

“I thought it was going to be a vacation,” he recalls with a laugh, saying he was attracted by the ecotourism potential of Cortes. The fourth-class municipality has become a popular destination in recent years because of Laswitan waterfalls, a natural rock pool on the coast that attracts hordes of selfie-seeking visitors during the peak season from November to January. Angos was concerned that unregulated tourism

development, including a toilet and concrete structures built right on the craggy shoreline that are buffeted

by Surigao’s famous surfing waves, would destroy its natural beauty.

Right after his election, Mayor Angos started working on his vision, spending five million pesos in rehabilitating Laswitan Falls. With very few jobs in town, training centers for skills like carpentry and masonry were set up for some 2,000 out-ofschool youth. Law enforcers went after illegal fishers, with almost 700 giving up banned gear like beach seine and dragnet.

“The good thing was that I started on the first day,” the mayor says.

“After two years, we were able to produce results.”

Fish abundance increased in nearshore waters, and coastal residents soon found fishing a lucrative source of income to supplement coconut farming. Out of 600 registered fishers in 2013, the number soared to more than 3,000 and the mayor realized that this was what the youth of his town really wanted to do, instead of getting technical education.

“Culturally, mao lang gyud ilang naandan, panagat lang gyud,” (They have really been into fishing for a long time) Angos says. Drawing on this insight, he is trying to utilize the town’s boat-building tradition and local skills so fishers could make vessels that can go out to deeper waters. This would reduce fishing pressure near the shore, and allow the population of the most vulnerable fish species to recover and grow to adult sizes.

Mayor Angos also found interest among high school students in dragon boat racing, a natural fit for kids who grew up paddling boats with their parents in the vast coastal waters. With a fiberglass boat costing P200,000, the municipal rowing team has to be content with a wooden boat for practice runs.

Angos is raising funds to develop a strong team, seeing this strategy as a “fighting chance for locals to get varsity scholarships” if they want to go to college.

From conservation to economic security Cortes has benefited from marine conservation projects for many years now, resulting in high environmental

awareness among residents. However, illegal fishing persists, and Mayor Angos believes this is due to lack of financial resources and basic services.

“Unless you address their hunger pangs, they will keep abusing our environment. When they have to attend meetings, they worry about their children going home from school in a habal-habal,” he says, referring to the overloaded motorbikes that serve as the main form of transport in rural areas.

The municipal government’s campaign to provide basic needs and look at “conservation as a social problem” won the nod of the judges in BFAR’s search for outstanding coastal community, giving a windfall of P20 million to Cortes for its livelihood projects.

The competition is the brainchild of Vincent Dueñas, who wears multiple hats as the head of the coastal resource management, tourism, and civil society offices in the local government.

During the celebration of the Araw ng Cortes last October 1, the municipal government used some of the funds to provide organic fertilizer for coconut farmers as well as rice subsidies. Cash prizes also went to the winners of the Ultimate Fishers’ Champion, an innovative contest that tests practical skills and environmental awareness. The competition is the

brainchild of Vincent Dueñas, who wears multiple hats as the head of the coastal resource management, tourism, and civil society offices in the local government.

As one of the first conservation fellows of Rare, an international NGO that promotes sustainable fisheries in the Philippines, Dueñas designed a local campaign that encouraged appreciation of marine resources through creative means such as festivals and contests. He realized, however, that his town mates were looking for tangible rewards.

“Social marketing is only effective if it has benefits,” he says. “The problem with some environmentalists is that they only look at natural resources and not people.”

Dueñas has been working in tandem with Mayor Angos to find solutions to the challenges of addressing the basic needs of Cortes residents, while persuading them to protect the sources of their livelihood.

“We have very little resources.

When I started, collection was only P1 million and it’s now around P5 million, in addition to our internal revenue allotment of P60 million. We can stretch our budget as long as we use it properly. It really depends on how you prioritize your expenses,” says Angos.

Selling, buying of relief goods punishable by imprisonment of up to 12 years - DSWD The Department of Social Welfare and Development (DSWD) today reiterated that selling and buying for consumption or resale of the Department’s family food packs (FFPs) and other relief supplies that are intended for distribution to disaster victims is prohibited under Republic Act No. 10121 or the Philippine Disaster Risk Reduction and Management Act of 2010.

“The DSWD does not tolerate and strongly condemns the selling and buying of the Department’s relief goods. We would like to inform the public that those who commit such acts will be held liable and will be penalized under the law,” DSWD Officer-in-Charge Emmanuel A. Leyco said as he responded to reports

that the Department’s relief goods were seen being delivered and sold in a sari-sari store in Iligan City.

Section 19 of RA10121 prohibits the selling of relief goods, equipment, or other aid commodities intended for distribution to disaster victims. It also prohibits buying, either for consumption or resale, of relief supplies both from disaster relief agencies and from the recipient disasteraffected persons.

Other prohibited acts include preventing the entry and distribution of relief goods in disaster-stricken areas; diverting or misdelivery of relief goods; forcibly seizing of the goods intended for a specific group of victims or relief agency; and, accepting, possessing,

using or disposing of relief supplies not intended for nor consigned to a person.

The prohibited acts further include misrepresenting the source of relief goods either by covering or replacing the labels, repacking the goods into containers with different markings, or by making a false verbal claim that the goods came from another agency or persons; and, substituting or replacing relief goods, equipment or other aid commodities with the same items of inferior or cheaper quality.

Under the law, those who commit any of the prohibited acts face a fine ranging from P50,000 - P500,000 or imprisonment of six years up to 12 years.

Ramos, who is also the Assistant Program Manager for Special Operations in Marawi and other Affected Localities, has earlier warned that evacuees from Marawi City who will be proven guilty of selling the relief goods provided to them by the Department will be disqualified from receiving future aid from the government.

“We understand that

they are in need of money, that is why they sell relief goods. But we also have to realize that based on our guidelines, selling these relief goods is prohibited.

These goods are meant for their own consumption,” Dir. Ramos earlier said.

Davao mayor now open to Waste-To-Energy Plant DAVAO CITY – Mayor Sara Duterte-Carpio is now open to having a Waste-To-Energy (WTE) Plant in the city after getting an assurance that the local government will not be allocating funds for its construction.

During a press conference at the launch of the Chocolate Tours Overload at the SMX Davao on December 5, DuterteCarpio said a delegation from Davao City has discussed the project with their counterparts from Kitakyushu City, Japan.

Davao City has inked a “green sister city agreement” with Kitakyushu City located in Fukuoka prefecture. The agreement bound the two cities to cooperate in green city initiatives such as resource cycling, capacity building and other green endeavors.

The mayor said the project will continue without the financial participation of the city government as the funds will come

from the private sector and the Japanese government.

Duterte-Carpio has earlier nixed the idea of building a WTE as the city has other priorities for the budget.

The Mayor added that representatives from the Ecowaste coalition joined the Kitakyushu trip to input their observations, recommendations and objections to the proposal.

The Kitakyushu City WTE converts 70% of the city’s 1,300 tons of solid waste per day into energy. Increased waste generation coupled with lack of land for use as new sanitary landfills are pushing local government units (LGUs) like Davao to look for alternative solutions to solid waste management.

DOT sees more tourist arrivals in Davao in 2018

DAVAO CITY –The Department of Tourism in Region 11 (DOT-11) is looking forward to 2018 with more tourist arrivals and higher tourist receipts.

This, as 2017 performance indicates a positive trend in tourist arrivals, said DOT11 chief operations officer Zuhairah Abas.

Abas said that with the 2017 performance, DOT is optimistic that growth would continue in 2018.

Abas reported that tourist arrivals from January to September 2017 increased despite the declaration of martial law in Mindanao.

The arrivals of foreign travelers hit 113,305 for the first nine months of 2017 compared to 96,902 for the same period last year.

In the same period, the arrival of overseas Filipinos accounted for 31,482 compared to 17,573 in 2016.

Domestic travelers only recorded 1,918,355 in 2017 compared to 2,046,627 in 2016, Abas said, as travelers from affected areas related to the Marawi incident were not able to travel.

With these figures, Abas said the total volume in 2017 for the first nine months was pegged at 2,063,142 visitors for domestic, foreign, and overseas Filipinos compared to 2,161,102 in 2016.

She, however, remains bullish the performance will still improve at the end of the year.

Meanwhile, Abas said DoT has lined up activities that would open Davao’s destinations for foreign markets.

She said by January 2018, the tourism sector here would join an international and a domestic travel expositions.

She said DoT is coordinating for a big delegation

that would join the Malaysia Travel Fair from January 19 to 21 organized by the Malaysian Inbound Tourism Association (MITA) with 650 booths and some 75,000 visitors expected.

“We want to be part of this travel fair because many travelers check the different offerings showcased in this exposition,” she said.

She said a team would join the largest Travel Fair in Cebu slated on January 27 to 29 to promote Davao destinations in the Visayas market and international travelers because Cebu already has several international flights.

Abas said that while DOT’s goal is to make Davao’s presence known to other international markets by highlighting selected places like the Camp Manuel in Tuburan, Mawab, Compostela Valley province where visitors can witness

“The big difference for the third quarter’s investments is due to the upsurge in investments generated from Misamis Oriental which posted the highest investment growth at 2,648.02 percent, bringing up the province’s investment level to P13.3-billion, and 83.56 percent of the regional total,” Clarete said. “Among the new and big investments were new large agri-business projects in Tagoloan, Misamis Oriental.”

Last April, San Miguel Brewery, Inc (SMB) broke ground for its second brewery in Mindanao at the Phividec Industrial Estate in Tagoloan, Misamis Oriental, which is expected to be completed within two years, with a production capacity of three million hectoliters.

In late August this year, Purefoods-Hormel, also broke ground for a new meat processing plant in the same area.

The “AAA” plant facility will be constructed to comply with National Meat Inspection Service (NMIS) standards, with all packaging of its line of hotdogs, ham, bacon, chicken nuggets and canned beef to be transferred here once operations start.

Christmas consumerism combined with high dependence on electronics and planned obsolescence of these devices contribute to the spiking of e-waste after the yuletide season. Electronic devices that are discarded, whether they are still working or not, are all considered e-wastes.

Various parts of electronic products contain a cocktail of toxic chemicals. Mercury, lead, phthalates, brominated flame retardants (BFR) and polyvinyl chloride (PVC) are some of the toxic ingredients found in the gadgets, from the plastic housing to the electrical wiring.

Aside from possibly damaging the liver, lungs and kidney, phthalates are also suspected to cause infertility in males. Both BFR and PVC are cancer-causing substances. Poisonous metals like mercury and lead, both of which damage the nervous system and cause developmental disorders, are found in some television and computer screens.

“E-waste is an urgent topic of concern, especially for countries such as the Philippines, where discarded electronics from developed countries are often exported as secondhand goods,” commented Myline Macabuhay, Ban Toxics’ Policy and Research Senior Specialist.

Macabuhay further noted that “e-wastes contain toxic substances which may be released through improper use and recycling. It’s our responsibility to make sure that we don’t add to the growing mountain of ewaste in the country by buying gadgets which may potentially harm both human health and the environment.”

According to the United Nations Environment Programme (UNEP), there would be a 500 percent increase in e-waste by 2020. The shorter life span of electronics has contributed to the rapid growth of e-waste.

The Gardenia plant will be capable of producing 130,000 loaves and buns a day, to be distributed with an expanded fleet of trucks all over Mindanao in line with the company’s

thrust to bring fresh and quality products closer to consumers.

new one, she recommends having old gadgets repaired, which is more practical. Her ultimate advice is to always think about the environment and health when making a purchase.

“Always think of the added environmental and social cost of upgrading to a new gadget or electronics and ask yourselves if it is worth it,” she said.
