Robredo visits Marawi

ILIGAN City--Vice President Leni Robredo is leaving the decision of not extending Martial Law in Mindanao to the military who made the recommendations based on the information they accessed from the ground.

Robredo believes that the security sectors have the information, that the public do not know, which was the bases of the lifting of Martial Law in Mindanao which was declared in 2017 during the heights of Marawi siege.

“Marahil, iyong recommendation (ay) naka-base

sa information na nadiyan sa kanila, kasi it’s the same process na iyong idi-deklara pa lang iyong Martial Law, ganoon din, wala tayuong access sa information kung bakit kailangang ideklara,” Robredo said during her visit in Marawi City on Thursday, December 12.

“Alam ko iyong iyong sentiments ng iba na gusto nila ipagpatuloy dahil iyong pakiramdam mas protected (sila). Tingin ko, iyong desisyon ng Pangulo (ay) naka-base din sa kung anong information na available,” she added.

Once the modernized PUVs will become the pre-

ferred mode of transportation in Cagayan de Oro, Abella said the cooperative may add more units once the demand will increase.

He said the their income will be systematized as “tap cards” will be made available to passengers so they will no longer pay cash as fare. These cards will be reloadable in

The cooperative’s drivers, he added, will now be paid weekly instead of the daily rental or “boundary.”

fundamental human rights – the right to information, the right to participation, and the right to the highest attainable standard of health,” said Mary Joy Maraat, BAN Toxics Human Rights Specialist.

BAN Toxics’ continued experience in reducing mercury use and related environmental risks inthe artisanal and small-scale gold mining (ASGM) sector pushed the idea that socially-responsible business practices are formidable tools towards promoting human rights.

The introduction of business practices and principles designed to protect the interests of ASGM communities is considered an integral part of improving working conditions, providing valuable economic opportunities, and reducing the risks faced by mine workers on a daily basis.

Toxic chemicals impact on human rights focus of national workshop IN celebration of Human Rights Week, environmental justice group BAN Toxics conducted a two-part workshop focusing on the human rights implications of toxic chemicals pollution in the environment.

The workshop has two main parts: the morning session focused on children’s rights in the context of chemical pollution, and the afternoon session focused on the role of businesses in protecting and promoting human rights and environmental integrity.

The workshop’s outputs will be included in the finalization of the “Mainstreaming Children’s Rights in Environmental Law” guidebook and a white paper on Human Rights and Business.

“Environment and human rights are very much connected. However, in the pursuit of environmental protection, human rights

can sometimes be subsumed and vice versa,” said Reynaldo San Juan, executive director of BAN Toxics.

San Juan added: “The workshop hopes to establish the need to speak the language of rights in defending the environment, especially with the growing threat of chemical pollution.”

The workshop gathered key human rights stakeholders who are working on children’s issues. In response to the growing issue of children’s exposure to

Cotabato mayor wants martial law to continue

OTABATO City--Amid calls to lift Martial law in Mindanao before the year ends basing from security assessment that terror group threats have weakened, the Cotabato City Mayor Cynthia Guiani-Sayadi wanted martial law to be retained.

“Retention of martial law we want, because of the atrocities in the nearby municipalities,” the mayor said.

Sayadi recalled that on the first week of November, the city was alarmed over reported sightings of suspected ISIS armed men roaming in the nearby town that have stepped inside the city perimeter.

Cotabato City was also a victim of mall bombing during on New Year’s eve last year blamed by authorities on the ISIS-inspired Bangsamoro Islamic Freedom Fighters that killed two persons and maimed

dozen other shoppers.

Cotabato City has been strictly implementing curfew starting 10:30 p.m. until 4 a.m., locking down the entry and exit of the city.

25by2025 gains momentum with 59* airlines joining the campaign THE International Air Transp or t Asso ciation (IATA) announced that 59 airlines have committed to the 25by2025 campaign which seeks to address gender balance in civil aviation.

The 25by2025 campaign was launched last September with participating airlines making a voluntary commitment to: • Increase the number of women in senior positions (to be defined by the member airlines) by either 25% against currently reported metrics or to a minimum representation of 25% by 2025 • Increase the number of women in under-represented jobs (e.g., pilots and operations) by either 25% against currently reported

metrics or to a minimum representation of 25% by 2025 • Report annually on key diversity metrics Collectively the 59 airlines that have currently committed to 25by2025 represent 30.24% of passenger traffic, covering both traditional and low-cost airlines.

The initiative has resonated around the globe, with signatories coming from all continents; Europe (36), followed by Asia-Pacific (10), the Americas (7) and Africa & Middle East (6).

“Our passengers come from all walks of life, represent different cultures and genders and yet, the industry itself does not represent the diverse world we live in today. We know this

needs to change. I welcome the 59 airlines that have committed to 25by2025.

It’s an encouraging step forward in this important journey and I look forward to many more joining the campaign,” said Alexandre de Juniac, IATA’s Director General and CEO. The next phase of the campaign will focus on collecting data on the key areas signatories have committed to: the number of women in senior positions (as defined by the airline), the number of women in underrepresented areas within the airline (e.g., Pilots, Maintenance & Engineering), and the number of nominations and appointments to IATA governance groups. That said, the past six months leading to the implementation of the country’s Public Utility Vehicle Modernization Program (PUVMP) on June 2020 have been contentious and confusing as it were.

As observed, the road on the way to the realization of this transport program is punctuated by raised

eyebrows from the transport sector.

For instance, a PUVMP drawback was the recent launching of OROTSCO’s 15 brand new units to ply in a route already serviced by five other existing and old transport cooperatives.

To the affected transport groups questioning the favored OROTSCO, the launching came too fast for a decision handed down by LTFRB .

Assigning routes are the sole responsibility of Local Government Units.

Goverment regulators like the Department of Transportation must “go back to the drawing board” and revisit the public utility vehicle modernization program (PUVMP) as transport groups are lukewarm to its full implementation next year.

Already, the DOTr had

announced earlier that the old jeepney units that will pass roadworthiness tests will be allowed to continue serving their routes beyond 2020 despite the government’s push for the full implementation of the public utility vehicle (PUV) modernization program.

Accordingly, DOTr will now make roadworthiness the standard for allowing PUVs to remain in operation.

Meanwhile, the franchise consolidation aspect of the modernization program will be upheld.

I am writing this while living in the Philippines - a country hit most by climate change.

Ministers from all over the world have arrived in Madrid for the high-end negotiations that will determine the final outcome of this conference. Despite a huge climate demonstration on the streets of the Spanish capital last Friday, hopes of an ambitious declaration at COP25 have smacked straight into the realities of politics and

entrenched positions.

ANILA--Thecountry’s chief economist on Thursday called for the participation of volunteers on the response to disasters and other immediate needs, as well as on development programs and agenda.

“In times of disasters, volunteerism is always at the front line, ensuring that help is available to meet the urgent needs on the ground,” Socioeconomic Planning Secretary Ernesto Pernia said during the 55th anniversary of Philippine National Volunteer Service Coordinating Agency (PNVSCA).

He said the volunteer sector provides support to other target groups, including basic social services and technical assistance to marginalized communities.

Pernia,Director-Generalofthe National Economic and Development Authority, also underscored the potential and opportunities for volunteerism brought about by global convergence, innovative technologies, and new social structures.

“Infact,PNVSCA’spartnership with international and foreign volunteerserviceorganizations,asI have mentioned 30 of them, facilitated the convergence of people in a borderless world, and promoted

technical cooperation and global understanding,” he said.

Pernia further said it is also imperative for the volunteer sector to actively collaborate with the government in the country’s developmentprogramsandagenda as stipulated under the Philippine Development Plan 2017-2022.

SSS reminds members: salary loan application now online The state-run Social Security System (SSS) on Friday reminded its members who wish to avail of their salary loan privilege that they should register and apply through the pension fund’s online facility My.SSS. “In line with our commitment to make our services readily available to our members anytime and anywhere right at their fingertips, we are reminding our members that the salary loan is now available via online application through the My.SSS facility,” SSS President and Chief Executive Officer Aurora C. Ignacio said.

“For our members who have been availing of the salary loan since 2011, especially for employed members, it is not a new thing for them as they already have the option to apply for this privilege through their My.SSS account or through any SSS branch nationwide,” Ignacio added.

As stated in SSS Circular 2019-014 and approved by the Social Security Commission (SSC), the policymaking body in SSS, all members who wish to avail of the salary loan are now required to register on the My.SSS online facility and submit their application online.

“Our members need not visit the physical branch just ​to file their

loan application. All they have to do is register on the My.SSS facility if ​t hey are not registered yet and select the salary loan application.

For self-employed, voluntary and Overseas Filipino Workers (OFWs), the processing of the loan starts right after the submission of the application while for employed members, their employer must certify t​ he loan application through My.SSS facility for the loan to be processed,” Ignacio explained.

Ignacio said once the loan application was approved, the member will immediately receive a confirmation text and email from SSS notifying him of the status of his application.

At present, the salary loan proceeds will be released to the member thru check but as soon as the new system of the pension fund is in place by mid-December, the loan proceeds will be credited to their UMID-ATM with EMV capability​ or to their nominated saving​s account.

“The salary loan is one of our most popular programs in SSS that is why we have decided to enhance its features, allowing our members to maximize their time doing other things while waiting for their loan approval without the hassle of queu-

ing in SSS branches,” Ignacio said.

“They also need not worry about the inconvenience of encashing their checks once their loan is approved. All they have to do is to withdraw their loan proceeds at any automated teller machine f a​ t their convenience,” she added.

Based on available reports, more than 1.46 million members availed of the salary loan from January to September 2019 with P29.98 billion worth of loans released to memberborrowers.

The salar y loan is the most availed loan program of the SSS. Under the program, members may borrow up to twice the average of their 12 latest posted monthly salary credits.

It is payable in 24 monthly installments with an interest rate of 10 percent per annum based on its diminishing principal balance.

To qualify for a salary loan, the member must be under 65 years old at the time of application, has not been granted any final benefit such as permanent disability, retirement or death, and has not been disqualified due to fraud committed against the SSS. In addition, the employer of an employed member-borrower must be updated in the payment of contribution and loan remittances.

Deceased organ donation in Davao Region on the rise

AVAO CITY (PIA) -The list of recipients for organ donation is steadily increasing with the improving organ procurement programs of the Southern Philippines Medical Center-Human Advocate and Retrieval Effort (SPMC-SHARE).

This improvement is due to the implementation of the Spanish

method in organ procurement where the number of hopeful recipients has increased from 8 in 2017 to 22 in 2019.

The said model requires medical professionals and hospital staff to undergo training to better cater to the increasing demand for organ transplantation.

Currently, a total of 586 personnel composed of physicians,

nurses, and allied health care professionals who have gone through training under the Spanish model of organ procurement by the SPMC since 2018.

As a result of the training, there have been a total of 34 kidney transplants performed from 2018-2019.

Despite these successes, Doctor Dennis Benjamin Geli, the

Donor Management Physician for SPMC-SHARE is still campaigning for the general public to keep an open mind about organ donation.

“At SPMC we have the deceased donor programs and we need everybody’s help to sign up as an organ donor and tell the world: give life – go share,” Geli said.

She is looking forward to being able to finally undergo kidney transplantation.

DAVAO CITY (PIA) -- A film which tells the myth of a Davao City barangay was the big winner in the recently held 17th Mindanao Film Festival.

“Trabungko” written and directed by Joshua Medroso won the Best Film alongside awards for Best Cinematography, Best in Production Design and Best Director plum for Medroso.

Trabungko is the name of a mythical creature, a giant snake who is said to

reside in the place during ancient times. The film follows the journey of a prince seeking to avenge his princess. The film was produced with the help of the Sangguniang Kabataan of Barangay Tibungco.

Meanwhile several films from Mindanao received several awards from the film festival.

“Maglabay Ra In Sakit” A documentary about a Tausug Rapper won best documentary it also won

the best original song award, “Anggulo” a film from Iligan won best editing, April Jay Caraballe won best actor awards for Alindahaw, a short film shot in Nasipit Agusan del Norte, Quebradura and animated short from Zamboanga City won best student film, another animation from Zamboanga City “Luminous” won best animated film award, “Asaddi” from Zamboanga City won best screenplay, Juvy Ann Clarito won best

actress for her performance in the Davao de Oro shot short “PikPik”.

Best musical score went to Davao City film “Bootleg”. The full-length action film from Sarangani province “Bahad” was given special citation for pursuing

the action genre in regional film. Also given citations were Pikpik (Special Jury Citation) and “Bootleg” (special jury prize).

The jurors of the 17th Mindanao Film Festival included film actress Maxine Eigenmann, who is the

It was initially considered that there were four basic flavors that made up the sense of taste: sweet, sour, salt and bitter. These are common childhood tastes most adults can spot and name. However, a fifth basic taste, classified as savory and regarded as umami, was certified and is now accepted internationally as a basic taste.

Since studies confirmed that our mouths contain taste receptors for this tasty, sharp metallic taste.

Umami is why the Pinoys love Patis seasoning, the fermented shrimp sauce that we splash as liberally as we do ketchup today. It is integral flavor to the hearth warming gravy

made from a good stock, juices from browned meat and vegetables. It is also why the tinapa is the umami factor to the mongo guisado.

Food scientists have identified the common denominator of umami ingredients: a high concentration of certain amino acids. It is like a broth or a soup- something that has been slow-cooked for a long time.

Raw meat isn't umami. You need to release the amino acids by cooking it, or hanging it until it is a little dehydrated like ham or bacon, or can be like a very good, expensive steak. Fermentation also releases umami – soy sauce, cheese; cured meats have it a lot. In the vegetable

Lately, the pleasure of cooking at home is making a wisecrack. Whether it is for well being or for the changing economy, I noticed there is a bandwagon that is actively out there to get better, faster and motivated to cook at home. Noticeably, re v ie ws shows t here’s much greater interest in the market for purchasing cookbooks, particularly those about slow cookers, value meals, bulk cooking, canning and preserving.

Money saved by eating at home has given some the means and justification to invest in kitchen tools, too.

Home cooking doesn’t require fancy copper pans or a big stand mixer; we don’t have to make a mess or trail the city for pork fat.

All we have to do is to focus, if only for a few minutes, on the food right in front of us.

Eating home-cooked meals is Eating Right.

By cooking from scratch, I know where my food comes from and control what oils and fats go into it, and that I am assured it is made in a clean kitchen. I free myself all these chemicals by home cooking, hence eating becomes generally healthier.

It’s my stake for Mother Earth.

By choosing to grow my own veggies and herbs in the backyard and in my window sills, I know I am protecting the environment; by trying as much as possible to get back into the rhythms of the wet streets of weekend farmer’s market for seasonal fruits and vegetables I give my share to the grassroots of the of the industry; by making our food from scratch, the amount of true garbage we produce is not even half a bag a week. The rest is all compostable or recyclable.

Home cooking allows me to experiment and try a new recipe when I want something different to eat.

Adiong said keeping martial law would help ensure the smooth implementation of rehabilitation work in Marawi because increased military and police presence reduces the threat from violent extremists.
