KIDAPAWAN City--The city mayor’s office has padlocked close to a hundred small town lottery booths (STL) for various violations.

Mayor Joseph Evangelista said these booths stood along road-right-of-way and within 100 meters away from places of worship and educational institutions, in addition to not having business permits.

An inspection team from the mayor’s office, city legal officer and city treasurer started padlocking the booths on Monday.

“More booths, because they’re more than a hundred, which are located in private lots, would soon be padlocked,” the mayor said.

According to Supt. Jay Baybayan, chief of police of Surigao City, alleged New People’s Army (NPA) rebels ambushed a police patrol car of the municipality of Claver in Surigao del Norte

The said police vehicle was traveling from Claver town to this city to undergo repair and maintenance.

DB Schenker opens first office in Cagayan de Oro mark francisco, Section Editor

THE Philippine affiliate of German logistics giant DB Schenker is looking south of the country to enhance its corporate growth targets in the medium term.

Schenker Philippines and North East Asia CEO Jonathon Kottegoda-Breden said this was a key factor in locating their first office for Mindanao in Cagayan de Oro. “DB Schenker has targeted The Philippines as a country with significant growth potential. And we realized in order to meet our customer demands, we couldn’t just do that by focusing on Luzon,” Mr. Kottegoda-Breden said following the recent inauguration of the firm’s Cagayan de Oro office.

“Many of our key customers were already in Cagayan de Oro, so we just followed where our key customers were. We decided to invest in a branch office immediately, so our customers have the support structure on the ground and a place to go.”

“It was a combination of strategic analysis and gut feel, speaking to our customers here, speaking to locals here, it just felt like Cagayan was the place to invest,” he added.

The local affiliate is already serving many large fashion and retail clients on

their shipments from Manila to Cagayan de Oro, as well as international shipments from abroad such as coffee from Indonesia to Cagayan.

“In Visayas and Mindanao now we’re doing a huge amount of inbound ocean freight and domestic transportation. Air freight is currently more focused in Manila, Clark and Cebu where most of our customers are technology based companies,” Mr. KottegodaBreden said.

Medium term focus While Schenker Philippines sees Mindanao as a green field for its logistics and supply chain solutions and a major contributor for its medium term revenue targets, it is focusing on servicing specific industries to start with.

“We’re trying to focus on a target number of industries,” Kottegoda-Breden said. “So for Cagayan for example we’re really focusing on the power industry: the importation of coal, spare parts and infrastructure is a key capability Schenker has already aligned with.”

“Additionally within the next month we’re opening new warehouses in both Cagayan de Oro and Davao to support one of our petrochemical customers, which already has five distribution centers around the Philippines,” he added.

Besides petrochemicals, consumer retail and power plants, other markets that Schenker Philippines expects to grow in the next 3 years are telecommunications and perishables, specifically in Davao and General Santos.

Senate, Lower House ratified P3.7-T national budget for 2018

THE Senate and the House of Representatives on Tuesday ratified the proposed P3.7 trillion national budget for 2018 and is now set to be transmitted to President Rodrigo Duterte for his signature.

Before the budget was ratified in the Senate, Senator Panfilo Lacson questioned why the P50.7 billion budget cut in the Department of Public Works and Highways (DPWH) was restored and given an additional P11 billion.

Senator Loren Legarda, chair of the Senate Committee on Finance, promised to give Lacson a copy of the breakdown of the budget.

Lacson did not object when the Senate voted to ratify the budget.

Legarda, in a statement, said the budget prioritizes education, healthcare, livelihood, shelter and sustainable growth.

It provides for free tuition in state universities and colleges (SUCs), support for farmers, increase in teachers’ allowance and base pay of military and uniformed personnel, and the rehabilitation of Marawi City, among others.

Here is a breakdown of some allocations in the 2018 national budget: *P40 billion for the Universal Access to Quality Tertiary Education Actwhich will provide free college education in all of the country’s state unviersities and colleges (SUCs), local universities and colleges (LUCs) and staterun technical-vocational institutions; *P10 million for capital outlay for each SUC to address their infrastructure and equipment needs; *P327 million for free Wi-Fi in SUCs and public places; *P250 million funding

under the Commission on Higher Education (CHED) for free tuition for medical students enrolled in SUCs; *P5 billion for PhilHealth Plus to provide for the health insurance of government employees under the executive department; *P89 billion for the Conditional Cash Transfer (CCT) Program; *P80 billion in the budget of the Department of Social Welfare and Development (DSWD) for the rehabilitation of social welfare and activity centers and Bahay Pagasa juvenile detentions; *P669 billion for the construction, restoration or improvement of small-scale irrigation projectsunder the Department of Agriculture; *P281 billion for the construction of facilities and procurement of agricultural machineries and equipment; *P800 million in the Department of Trade and Industry’s (DTI) Shared Service Facilities (SSF)to support the growth of micro, small and medium enterprises (MSMEs); *P10 billion for quick recovery, reconstruction, and rehabilitation of wartorn Marawi Cityunder the National Disaster Risk Reduction and Management (NDRRM) Fund; *P60 billion for the increase of base pay of military and uniformed personnel; *P35 billion for the PNP and Armed Forces of the Philippines (AFP) Housing Program; *P647 billion for unpaid pension that the government owes surviving spouses of World War II veterans *P334 million for the acquisition of body cameras of police officersunder the Department of Interior and Local Government (DILG) budget; *P100 million for closed circuit television (CCTV); *P451 million for the purchase of two helicopters;

Cong. Rodriguez demands quarterly military reports

With the ruling party in control of Congress, it is expected that President Rodrigo Duterte would get his plea for a one-year extension of Martial Law in Mindanao.

Voting 14-4 in the Upper House, 240-27 in the Lower House, the one-year extension of Martial Law in Mindanao would take effect January 1, 2018 to Dec. 31, 2018. The extended Martial Law imposed in Mindanao in connection with the Marawi siege expires on December 31, 2017.

With the approval of the extension of the military rule in Mindanao, the unpredictable apprehension among the Mindanaoans seems inevitable. While most islanders appreciated the Duterte style Martial Law in Mindanao, some

More than rules

THINK a minute.

A hotel sign in Tokyo, Japan had this rule on it: “Is forbidden to steal towels please. If you are not person to do such is please not to read sign.”

Someone said that rules are like a fence around us.

We need them to keep us inside so we won’t break out and hurt ourselves or others.

We have rules at home, at work, at school, in sports, and for driving on the road.

And if we move to another country and culture, we must learn to follow their rules.

Many p e ople t hin k Christians are a group of people who just try to follow

strict, boring rules that are old fashioned and definitely not cool!

They think Christians can’t have any fun or freedom in life. We can’t do this or that, can’t go here or there. So they think being a Christian is like living inside a fence or prison wall that won’t let you out to have fun and enjoy life. But that’s not true Christianity!

Jesus Christ Himself said He did not come to bring more rules to build a tighter fence around us so that we become prisoners. It’s just the opposite!

Jesus said He came to set people free, so we won’t need rules to keep us honest or force us to love and

forgive others.

Jesus isn’t nearly as interested in rules as He’s interested in YOU. He knows that if you’ll just let Him take full charge of your heart and character every day, He can start changing your life. Then you and I won’t be like children who need a lot of rules to tell us what and what not to do.

For example, if you truly love your neighbor, then you don’t need a rule to stop you from stealing from him, since you never steal from someone you really love and care about.

Jesus’ love and power starts to set us free from being a prisoner to our selfish greed and dishonesty.

So won’t you ask Jesus to forgive you for your wrong, self-centered heart? Then ask Him to start changing you, so you can enjoy the success and freedom of having Jesus’ character and life yourself, which is so much more than rules.

pitiful victims of the war against insurgency.

With nothing to lean on, the tribal communities would be given no option – join the insurgency or capitulate with the military. Both choices

are critical to the survival of the indigenous people.

Thus, Rodriguez was right in demanding a quarterly report of the military activities in Mindanao as a way of check and balance. However, Rodriguez

MANILA -- Finance Secretary Carlos Dominguez III on Tuesday personally witnessed the destruction of cigarettes with fake tax stamps confiscated from the warehouses of Mighty Corp. in Bulacan and Pampanga last March.

The event, held at the Norzagaray cement production plant of LafargeHolcim, was the first for the Philippine government after implementing a strong drive against tax evaders.

In a briefing, Dominguez said some 229,428 boxes or 114.714 million packs of cigarettes worth PHP3.316 billion had been delivered to the cement company’s geocycle compound in Bulacan.

These cigarettes included Mighty Menthol 100s, Marvels Menthol and Marvels FK. Dominguez said destruction of the cigarettes through a process called co-processing is being done to ensure that none of these go back to the open market and deprive the government of the necessary taxes.

“More importantly we want to deliver the message that tax evasion does not pay. Our revenue agencies are alert, adepth and empowered to ensure that taxes due specially sin taxes are properly collected,” he said.

“We are totally focused on our mission to raise revenues for the government that the government needs to build a vibrant and inclusive economy for our people,” he said.

Discovery and confiscation of the said cigarettes allowed the government to run after Mighty Corp. and required it to pay billions worth of unpaid taxes.

The cigarette company has entered a settlement deal with the government to pay its tax obligations amounting to PHP25 billion. Its initial payment of PHP3.44 billion was made last July.

The remaining amount will be paid by Japan Tobacco Inc. (JTI), which bought Mighty Corporation’s manufacturing assets and other properties.

Total trade grows 10.4% in October

MANILA -- The country’s total trade grew by 10.4 percent in October 2017 from 4.6 percent in the previous month after exports recorded its 11th consecutive month of positive growth, the Philippine Statistics Authority (PSA) reported on Tuesday.

The PSA, an attached agency of the National Economic and Development Authority (NEDA), said exports increased by 6.6 percent to USD5.37 billion, while imports posted a double-digit growth of 13.1 percent to USD8.21 billion.

The deficit in the total balance of trade in goods amounted to USD2.84 billion in October 2017, higher than the USD2.22 billion deficit during the same period last year.

“We are encouraged by the performance of Philippine trade in recent months, especially with the consistent positive performance of exports. Cooperation and trade initiatives are integral to sustaining these gains,” Socioeconomic Planning Secretary and NEDA Director-General Ernesto M. Pernia said in a statement.

Pernia is optimistic that exports of agricultural products and semiconductors, which continue to comprise a huge portion of Philippine exports, would improve further in 2018.

MANILA -- Listed agribusiness firm Vitarich Corp. is earmarking PHP130 million in capital expenditures (capex) next year in an effort to expand its production capacity and achieve a target revenue growth of more than 30 percent.

The company allotted about PHP80 million in capital spending in 2017.

Vitarich President and Chief Executive Officer Ricardo Manuel Sarmiento said next year’s capex would be spent primarily on warehouse and support for its feed mills.

“Our capacities are full.

That is why we are excited with the new feed mill (in Davao) that we just inaugurated and automation of the feed mills in Iloilo, plus the doubling of the capacity of our Davao dressed plant.

All of which were completed end of third quarter so we are quite excited and ready for next year,” he told reporters on Tuesday.

Sarmiento said its poultry and animal feed segments would continue to drive business growth next year.

The pioneering food, animal feeds and livestock company booked a net income of PHP107 million in the first three quarters of 2017 from a measly PHP5 million during the same period last year.

Sarmiento attributed the three-quarter profit growth to robust performance of the company’s poultry and animal feed business, as well as lower input costs, due to enhanced efficiency of poultry operations and lower prices of raw materi-

als.

Meanwhile, the company announced it will undertake another round of debt-to-equity conversion and undergoing quasireorganization.

Vitarich pursued a debtto-equity conversion agreement four years ago that wiped out a substantial portion of its debt, a process which led to its complete and successful rehabilitation.

MANILA --Manufacturing industry’s production volume and value slowed down in October this year, the Philippine Statistics Authority (PSA) reported Tuesday.

Volume of production index (VoPi) for October this year declined by 6.5 percent, from a 9.9 percent growth in the same month in 2016.

Likewise, value of production index (VaPi) went down by 6.3 percent in October 2017 from 4.5 percent growth last year.

PSA data showed that production of chemical products significantly contributed to the decline of VoPi, which the sector fell by 61 percent last October.

Four major sectors also contributed to the decline of production volume includ-

ing tobacco products, down by 39.4 percent; textiles, down by 28.3 percent; footwear and wearing apparel, down by 27.5 percent; and paper and paper products, down by 18.9 percent.

On the other hand, factory output of constructionrelated manufacturers remained robust in October.

The National Economic and Development Authority said that the production of construction-related materials is attributed to higher demand for industrial and commercial buildings coupled with higher government infrastructure spending and capital outlays.

President Ro drigo Duterte has asked Congress to further extend the declaration of martial law in the whole of Mindanao for another year, or for the entirety of 2018, in order to totally eradicate terror threats posed by remnants of Islamic State (IS)-linked terrorists and by communist rebels in the region.

The House of Representatives and Senate are set to hold a joint session today (Wednesday) to deliberate on the extension of martial law in Mindanao before they go into a congressional recess, Majority Leader Rodolfo Fariñas said.

In his letter to Congress dated December 8, Duterte said extending the martial law for another year will help state security forces to crush the rebellion in Mindanao and ensure public safety.

“A further extension of the implementation of

Martial Law and suspension of the writ of habeas corpus in Mindanao will help the AFP (Armed Forces of the Philippines), the Philippine National Police (PNP), and all other law enforcement agencies to quell completely and put an end to the ongoing rebellion in Mindanao and prevent the same from escalating to other parts of the country,” Duterte said in his letter.

“Public safety indubitably requires such further extension, not only for the sake of security and public order, but more importantly to enable the government and the people of Mindanao to pursue the bigger task of rehabilitation and the promotion of a stable socio-economic growth and development,” he added.

Sara Duterte asks DOTr to spare DVO from PUV modernization DAVAO CITY – Davao City Mayor Sara DuterteCarpio will seek the consent of the Department of Transportation (DOTr) not to implement the jeepney modernization here in view of the city mass transport program.

The city mayor said it would be pointless to require the modernization of the public utility vehicles (PUVs) when the city is embarking on the High Priority Bus System (HPBS), which is one of her priority programs during her term.

Duterte-Carpio said she wants to shift to the bus system as one of the modes of mass transport system in Davao City. The other two projects are the monorail and the Mindanao Railway System of the national government.

“I am preparing to talk to the national government not to implement the jeepney modernization in Davao City,” Duterte-Carpio said.

The city mayor said she wanted to link the bus system to the project of the Regional Development Council

According to reports, the ASG was behind 43 acts of terrorism this year, which included bombings, kidnappings and beheadings.

Lastly, Duterte accused the NPA of taking advantage of the Marawi siege to intensify their decadeslong rebellion against the government and “stepped up terrorist acts against innocent civilians and private entities, as well as guerilla warfare against the security sector and public and government infrastructure.”

He said the NPA’s objective was to “purposely seize political power through violent means and supplant the country’s democratic form of government with Communist rule.”

The President said the NPA has perpetrated at least 385 atrocities in Mindanao since the year started that resulted in the deaths of 41 state forces and the wounding of 62 others.

He said these atrocities also resulted in the deaths of 23 civilians, including a four-month old infant, and the wounding of six others.

In the meantime, at least 59 arson incidents against private business and establishment have been carried out by the NPA in Mindanao this year that resulted in the destruction of an estimated PHP2.2 billion worth of properties.

The President said that he was constrained to terminate peace talks with the National Democratic Front-Communist Party of the Philippines-New People’s Army (NDF-CPPNPA), and later on to tag

the CPP-NPA as a terrorist organization, as a direct result of the atrocities on the part of the NPA. “These recent developments involving the NDFCPP-NPA forebode another year of intensified armed hostilities which, together with other security concerns and described above, continue to make Mindanao the hotbed of rebellion,” he said.

“For all these reasons, I ask the Congress of the Philippines to fur ther extend the proclamation of Martial Law and the suspension of the writ of habeas corpus in the whole of Mindanao for a period of one year, from 01 January 2018 to 31 December 2018, or for such period of time as the Congress may determine, in accordance with Section 18, Article VII of the 1987 Philippine Constitution,” Duterte said in his letter.

Duterte-Carpio said there are many opportunities for the jeepney drivers under the HPBS project.

If drivers and operators do not want to become entrepreneurs, the city will

launch retraining programs to become mechanics in the government-run bus depots.

They can also work in the office for the bus system or engage in livelihood.

Under the HPBS project, jeepneys and tricycles will not be phased out as they will be used in feeder lines.

Tricycles can ply in areas which cannot be served by jeepneys. The units which will not be registered anymore can be sold as scrap.

The PUV modernization program is touted to meet safety, energy efficiency, and emission standards in order to enhance commuter convenience.

Under the modernization program, jeepney units that are 15 years old will be replaced with Euro 4 engines or electrically-powered engines with solar panels for roofs. The units will also be equipped with closedcircuit television (CCTV) cameras, a GPS navigation system, an Automatic Fare Collection System (AFCS), speed limiters, dashboard cameras and Wi-Fi. The community of Datu Danyan in Datal Bonlangon is a mission area of Hesed Foundation for more than a decade now, helping the tribal members in their struggle against coffee plantation and coal mining as well as providing them farming livelihood alternatives.

Bolanio, who conducted a fact-finding mission in the area, said 10 other tribal members were missing following the encounter between the military and NPA rebels there.

“According to community members, there was a series of shellings of 105mm Howitzer cannons, followed by gunfire from different directions in Datal Bonlangon. This resulted to chaos that forced the community members to run for their lives,” the nun said.

Five community members were also wounded, including an eight-year-old child, during the alleged encounter that also displaced more than 200 residents, she said.

Bolanio said that a ranking NPA leader was killed during the military operation, but his remains was found distantly from where Datu Danyan was slain.
