UP Mindanao presents expansion plan to contribute to Mindanao development

HILIPPINE Senator Juan Miguel Zubiri, Davao City congressman Isidro Ungab, and Department of Science and Technology secretary Fortunato de la Peña, representing President Rodrigo Duterte, led the legislative and executive branches of government in pledging their support to the University of the Philippines (UP) Mindanao’s expansion plan encapsulated in eight resolutions presented at the 44th UP Regional Alumni Institute (RAI) held on 22-23 November 2019 at the Grand Regal Hotel, Davao City.

The theme of the twoday event was “Attaining inclusive and sustainable

development in Mindanao through investment in UP Mindanao’s programs.”

Davao City mayor Sara Duterte-Carpio sent her warm welcome to the delegates through her representative Davao City planning officer Ivan Cortez. In his message, UP Alumni Association president and alumni regent Reynaldo Laserna recalled the alumni’s efforts towards the establishment of UP Mindanao.

In turn, UP president Danilo Concepcion offered his vision for UP Mindanao: “Ano po ba ang balak natin sa Mindanao? Nahulí man ang Mindanao sa pagkakalikha nito-pang anim ata siya na campus na ating naitatag outside Diliman-

OWWA Davao Region releases over 2.0 M for OWWA Rebate Program IN COMPLIANCE to the provision of the Republic Act (RA) 10801 otherwise known as the OWWA Act which sets to implement the grant of rebates to longtime members of OWWA, the Regional Welfare Office (RWO) XI has released a total of Php 2,015,969.25 to 857 OWWA members who availed of the OWWA Rebate Program (ORP) from the date of its implementation on September 10, 2019 up to November 29, 2019.

Qualified beneficiaries of the ORP are OFWs who have been members of OWWA for at least ten years with at least five or more contributions as of December 31, 2017. These OFW-members or his/her family should not have availed of any program or benefit from OWWA. The computation for the Rebate Program is based on an actuarial study commissioned by OWWA which

determined the capability of the OWWA Fund to implement the rebate program without negatively affecting the regular programs and services of the agency.

Qualified OFWs may be able to claim Php 941.25 up to Php 13,177.50 based on the number of their contributions. The amount will be deposited to their respective bank accounts.

One of the qualified beneficiaries of the program in Davao Region is Jose Aguilar Jr., a Payroll Analyst of a cruise ship for 17 years now. He felt glad that he qualified for the rebate program. “I appreciate OWWA for giving its members a benefit like the rebate program. Digal said that the establishment of UP Mindanao twenty-four years ago has given the University of the Philippines “the first-mover advantage.” He added, “Today, various universities from the National Capital Region and Luzon are opening campuses here in Mindanao, perhaps lured by the promise of vast opportunities. Hence, UP has been afforded a twenty-fiveyear head start to establish itself in Mindanao, and we need to take advantage of this opportunity.” However, he notes that the university will be highly dependent on government to spur the university’s expansion to address Mindanao’s diverse needs.

Senator Zubiri stated, “I support your resolutions for a science and technology park, your botanical garden, the college of medicine, and your sustainable agribiosystems research and development. I will provide additional funding from the Senate and let’s make our dreams happen.”

Congressman Ungab, in turn, said, “I can already foresee that you will achieve your goal with the combined support of able delegates from the legislature, the local and the national executive departments up to the chief executive. It may not be easy to implement your strategic plan for it takes measures of patience, tolerance, and understanding as you go along the fiveyear plan but it is timely, considering that the budget call for fiscal year 2021 is near approaching. Be in time for the budget call so that you can include in your budget proposals the implementation of programs and projects.”

“Let us compete!” said Secretary de la Peña in his response after receiving the resolutions on behalf of President Duterte from Mr. Sebastian Angliongto, chairman of the UP Mindanao Foundation Inc. (UPMFI).

“UP Mindanao should aim to be a comprehensive university. A comprehensive university is highly justified because UP Mindanao has only one campus. The new programs will determine what will be necessary to build and the research to undertake,” he said.

WITH the external threats reportedly gone with the wind, Martial Law in Mindanao is no longer relevant and therefore the lifting is well justified.

Martial Law has to end but not without its downside.

That petitioners are husband and wife respectively in a marriage performed under Civil rite on JANUARY 8, 2005, CAGAYAN DE ORO CITY both petitioner’s had been converted to Muslim and thereby embraced Islam Religion as their new found faith, by virtue of their respective intellectual choices which were duly registered with this court, both of them can be served with summons and other legal process relative to this case at their residents at CAMAGUE HIGHWAY. PASIGA 2019 The 3rd Kaadlawan festival in the town of Villanueva in Misamis Oriental started with the PASIGA 2019, the lighting of giant “Sulo” (torch).

Ruel Gayoso, municipal administrator of Villuanueva town, said the switchon ceremony of the giant “Sulo,” a vernacular term for torch, served as one of the highlights of “Fiesko 2019” or the “Happy Fiesta and Pasko celebration of the municipality of Villanueva.”

“It was an annual activity of the local government of Villanueva,” said Gayoso adding, “what was added this year is the lighting of the giant torch apart from the usual Christmas trees and lanterns.”

He said ceremonial switch-on of the Villanueva High Mast Tower (SULO) with accompanying music and dancing Christmas lights was spearheaded by Mayor Jennie Uy. Although second district Rep. Juliette T. Uy, who is still attending the session in Congress, failed to attend the activity, Gayoso said the congresswoman sent second

She also led the official opening of the Inter-school Christmas Tree Contest designed by the various schools within the municipality using recycled materials.

“This Sulo shall serve a practical purpose in our community that goes beyond a symbolic landmark,” said Mayor Uy. “In this tower, a blinker and emergency siren will be set up that will serve as an early warning device to alert our constituents of impending calamities that have been predicted to strike such as typhoons and tsunamis,” she said. In addition, Mayor Uy said a public address system will be set up in this tower for important announcements concerning the safety of our community, peace and order and cleanliness.

For her part, Congresswoman Uy said: “SULO for me, simply signifies that The municipality of Villanueva aide its constituents to move FORWARD to the RIGHT PATH to achieve a holistic development and a direction to be the more progressive municipality of Mindanao.”

“This case involves children that the state has a special responsibility to protect. Republic Act 7610 makes it clear that children must not be put at risk. This is what the law says. But military reports showed that the area in Quezon where the bakwits left was not affected in the operation.

Online views, thus, implied that the incident bolsters public suggestions that these bakwits must have been deceived by the alleged NPA organizers who carried out this exodus just to further the NPA’s cause.

In an interview, Quezon town mayor Pablo M. Lorenzo III said the local government distributed relief goods on several occasions since the bakwits started arriving at IFI in Kitaotao.

“We gave them food packs and other relief goods, especially medicines because these things were most needed as our RHU reported that there were sick children inside the campsite,” the mayor said.
