CAGAYAN de Oro City-Police have zeroed in on a lone person of interest in the killing of University of Science and Technology of Southern Philippines (USTP) president Ricardo Rotoras.

Chief Insp. Mardi Hortillosa, spokesperson of the Cagayan de Oro City Police Office (Cocpo), said that from four persons of interest, the number is now down to one as police have uncovered several strong links connecting that person to the December 2 murder that took place in a highend gated village here.

Although refusing to divulge whether that person is male or female, Hortillosa said that person could be categorized as the mastermind behind the crime.

CAGAYAN de Oro City-Residents of Barangay Mandangwa in Balingasag, Misamis Oriental will need to prolong their inconvenience in dealing with the ashfall coming from Minergy Coal Corporation’s 165MW power plant there.

This, after Misamis Oriental Vice Governor Jose Mari Pelaez confirmed on Monday that Minergy still needs approval to build an ash disposal unit despite the fact that the plant has been in operation since September.

The ash disposal unit, which will be constructed kilometers away on a bigger 20-hectare property in neighboring barangay Quezon, will still need an environmental compliance certificate (ECC) coming from the Environmental Management Bureau (EMB) before it could be built.

Pelaez said a Minergy representative told him during a December 6 fact-finding mission in the vicinity that the ECC is currently being processed at EMB. 'Bots Legis' founder trains junior high students on artificial intelligence, shares on chatbot’s new features CAGAYAN de Oro City, Philippines — In the culmination of this year’s Maker Faire of Xavier University Junior High School, Bots Legis founder Albert Daba III conducted a workshop on chatbots and artificial intelligence technology, Friday, December 1.

Daba, who is also a fourth-year Xavier Ateneo Law student, hopes that the lessons from this workshop will be applied by the participating junior high school students in their future projects and careers.

A chatbot is a conversation software done via auditor y or textual methods, typically used in dialog systems for various purposes, including customer service, polls, or information acquisition.

Simple AI chatterbots, like Bots Legis, use scanning systems for keywords within the input, and then pull a reply with the most matching keywords, or the most similar wording pattern, from a database.

As their output from the workshop, each of the 12 participants now has a Facebook page with a basic working chatbot.

Online libel guide While the workshop was going on, the handpicked students who have previously undergone the training helped in programming the libel diagrams developed with the help of lawyers Ernesto Neri, Kristine Ravanera, and Jayfrancis Bago into Bots Legis, which can be accessed via Facebook Messenger.

The said diagrams served as the blueprint for the Online Libel Guide, one of the new features of Bots Legis.

“The libel diagrams prepared by the high school students in consultation with lawyers were turned into a Bots Legis feature to help inform people about libel,” Daba said.

This feature asks the user the nature of the conversation or the context in which the words were said to help determine whether

it would qualify as libel or not. This part, according to Daba, is particularly relevant considering the influx of heated exchanges and accusations of libel on social media.

Consumer complaint feature Daba also shared that Bots Legis has grown a lot since its inception in April.

Another new feature of the artificial intelligence chatbot is the Consumer Complaints Guide prepared in consultation with the Department of Trade and Industry (DTI).

“The consumer complaints feature asks about the nature of the item and the nature of the purchase to help people determine if an ‘implied warranty’ still exists. It also provides information on the legal options which a consumer can take and to which appropriate government agency to file consumer complaints,” Daba shared.

ARMM agencies cited for smoking ban compliance COTABATO CITY -- For religiously banning smoking among its employees, two regional agencies in the Autonomous Region in Muslim Mindanao (ARMM) bagged the 2017 Red Orchid Award from the Department of Health, officials said Sunday.

ARMM Education Secretary John Magno said he received Friday the “Red Orchid citation plaque” from Health Secretary Francisco Duque III during ceremonies at DOH-Manila.

It was a citation from DOH central office to government agencies that actively and religiously support health programs aimed at making every Filipino healthy.

The DOH conducted nationwide surveys on the implementation of DOH’s anti-smoking campaign in all government offices and DepEd-ARMM earned a rat-

ing of 91 to 100 percent in its compliance with the advocacy.

Magno, a non-smoker, told reporters credit should go to all employees of DepEdARMM across the region.

“We would not have achieved this feat if not for the support of our rank-andfile personnel,” Magno said.

Magno said Regional Governor Mujiv Hataman is a non-smoker so it was not difficult to implement the ban, not only inside ARMM compound here but also in all schools and educational institutions in Maguindanao, Lanao del Sur, Basilan, Sulu and Tawi-Tawi, the provinces composing ARMM. Regional Secretary Myra Mangkabung of the Department of Science and Technology also received a 2017 Red Orchid Award for strictly observing the non-smoking policy in work areas. (PNA)

CAGAYAN de Oro City, Philippines — Select students from five big high schools in Northern Mindanao went through an intensive three-day trainingworkshop on photography, videography, journalism, and civil society campaign at the American Corner of Xavier University - Ateneo de Cagayan.

More than 30 students, who are mostly members of their respective student publications, along with their coaches, spent their days, from November 27 to 29 at the XU American Corner, polishing their creative and technical skills on the said fields.

The participants were from Kapatagan National High School in Lanao del Norte, Bukidnon National High School, Clarin National High School in Misamis Occidental, Gusa Regional Science High School, and Cagayan de Oro City National High School.

Making a difference The first workshop, conducted by Xavier Ateneo’s Development Communication department chairperson Evans I. Yonson, provided a venue for the participants to learn more about how to take quality photographs.

In his lecture, Yonson showed historical and iconic photographs, such as the “Migrant Mother” (1936)

by Dorothea Lange and “Leading the March” (1963) by an unknown photographer, among others, and in turn, students identified their elements and social significance.

He encouraged the young participants to continue their photographic practices in their own localities and consider how they can use it as a tool to make a difference.

On the afternoon of Nov 27, writer Stephen Pedroza shared on how to weave a story about their communities. In his discussion, he imparted ten points: 1. Begin with a picture.

2. Insert hard facts into your story.

3. Use literary devices.

4. Hit the right word.

5. Quotations.

6. Attach quality photos and videos.

7. Express your biases subtly.

8. Obey the grammar rules.

9. Write the story. No more excuses.

During Pedroza’s workshop, the participants were asked to compose a sample story applying what they have learned from the ten leads.

Building their own social media campaigns On the event’s second day, representatives from the “I Am Mindanao” team shared their experiences in building a social media campaign against violent

extremism.

Run by DevCom students and faculty of Xavier Ateneo, “I Am Mindanao” aims to educate the youth on building peace and interreligious dialogue, strengthen our sense of pride as Mindanaoans, and empower young people to take part in countering violent extremism.

Last July, the “I Am Mindanao” was among the top four campaigns in the Peerto-Peer Facebook Global Digital Challenge participated in by 114 universities around the world.

The talk was followed by a workshop on videog-

raphy by Yonson, wherein the participants reviewed various documentary-style and broadcast videos.

Yonson, who teaches Film at XU, also discussed with the young storytellers the different facets of video production, such as angles, types of shots, camera movements, script, and focus.

The curricula used in the photography and videography workshops were written by ARTLAB+, a digital art studio for teens at the Smithsonian Institution's Hirshhorn Museum and Sculpture Garden. The overarching pedagogy used in the programming is

HOMAGO, which stands for “hang out, mess around, and geek out.”

Digital campaigns At the end of the program, each team set up their social media campaigns on Facebook. They applied what they have learned from the lectures and workshops to build the contents of their digital campaigns.

During the last day of “Storytellers in the Making: A Workshop on Digital Photography, Videography, Journalism, and Civil Society Campaign,” each group, together with their coach, launched their social media campaign and calendar of activities. Extending Martial Law gets mixed reactions

Congress would deliberate today (Wednesday) the proposed extension of the military rule in Mindanao amid apprehensions of the people of Mindanao.

With the exception of Davao, the place where President Rodrigo Duterte gets an overwhelming support for the extension of Martial Law to another year, some opined that the extension is unnecessary.

Duterte wrote a letter to Congress, asking the legislative body to extend the implementation of Martial Law in Mindanao effective January 1, 2018 until December 31, 2018.

CAGAYAN DE ORO CITY – The Cagayan de Oro City Police Office (COCPO) will have a budget of P34.5 million next year.

This is based on the proposed budget submitted

by Mayor Oscar Moreno to the City Council for review.

The proposed budget of the local police office was thoroughly discussed and approved in principle by the 18th City Council headed

by Vice Mayor Raineir Joaquin V. Uy during budget deliberations presided over

by Councilor Teodulfo E. Lao. The COCPO’s budget includes the procurement of office equipment, handheld radios and closed circuit television.

The amount of P2 million is earmarked for financial incentives to 1,100 police officers assigned in the city.

AID The proposed aid of the city to the Cagayan de Oro Fire District (COFD)

for 2018 is P8.2 million, P10 million to the City Jail-Male Dormitory, P10 million and P1.4 million to the City Jail Female and Juvenile Dormitory is P1.4 million.

The budget includes the city’s aid to Philippine Drug Enforcement Agency (PDEA) in the amount of

P3 million.

The total aid of the city to public order and safety is P75 million.

The Committee of the Whole completed its budget deliberations on Wednesday.

The proposed 2018 budget will be acted upon by the legislative body during its next regular session. (SP)

DSWD-12 opens satellite office in Marawi City GENERAL SANTOS CITY -- The Department of Social Welfare and Development (DSWD) in Region 12 has opened a satellite office in Marawi City to enhance service delivery for residents affected by the five-month conflict in the area.

Gemma Rivera, DSWD12 assistant regional director, said Monday the move is aimed to ensure the “efficient and effective” delivery of various basic services and properly address the needs of the displaced residents.

She said the satellite operations center, which is manned by a core of DSWD12 personnel, is based in Tampilong, Marawi City.

“It is now operational and has started processing the

needs and concerns of the IDPs (Internally Displaced Persons),” she said.

Although a part of the Autonomous Region in Muslim Mindanao (ARMM), Marawi City is under the operational jurisdiction of DSWD-12 based in Koronadal City.

The regional office handles the implementation of various flagship programs of the agency and spearheaded the relief operations during and after the siege of Marawi by members of Islamic State-inspired Maute and Abu Sayyaf groups.

Rivera said they were tasked by their central office to open the satellite operations center to complement with the ongoing rehabilita-

tion efforts there.

“The satellite office currently handles the grievances of the affected residents,” she said.

An advisory released DSWD-12 on Monday said the operations center is currently assisting IDPs under the first batch with pending claims for financial assistance and family food packs dubbed “Kambalingan Package.”

Gov’t steps up ongoing Marawi recovery efforts - Sec. Andanar The government’s efforts to restore Marawi City and other war-torn areas continue to move forward, Presidential Communications Secretary Martin Andanar announced last week.

“As more IDPs (internally displaced persons) come home, we strive to keep our hopes up that they would go back to a peaceful and prosperous Marawi,” Secretary Andanar said in the Bangon Marawi press briefing in Malacanang.

The Sub-Committee on Business and Livelihood of the Task Force Bangon Marawi, headed by the Department of Trade and Industry (DTI), continues to provide sari-sari store kits, sewing equipment, and carpentry and electronic technician tools to the IDPs in different evacuation centers and to those who have already returned home to Marawi.

Moreover, DTI’s Small

Business Corporation (SB Corp.) provided a maximum of P10,000 worth of loans to each 100 eligible IDP borrowers to help them start businesses.

Aside from these livelihood opportunities, the local government of Marawi conducted community mappings in barangays under cluster number 3 in preparation for the next batch of “Kambalingan” or IDPs’ homecoming.

“The latest count of returnees, as of yesterday, December 7, 2017, are, in 19 barangays, 14,319 families or 71,595 persons,” Andanar reported.

Andanar added that 54.12 percent of Marawi City has been restored with electricity.

The Department of Social Welfare and Development, (DSWD), on the other hand, has already given 10,576 returning families from clusters 1 and 2 access to its support and maintenance services worth P116,530,934, which included financial assistance, food packs, and hygiene and kitchen kits.

Further, the Department of Education (DepEd) will mobilize its resources and various units through the Brigada Eskwela sa Marawi (BESM), set to launch on December 13, in an effort to help students displaced by the crisis.

RCBC to BB: Share results of cyber heist probe

MANILA -- Rizal Commercial Banking Corp. (RCBC) has again called on officials of Bangladesh Bank (BB) to make public the results of its own investigation on the 2016 bank heist, wherein it lost a substantial amount, instead of blaming other entities.

In a statement Tuesday, lawyer George dela Cuesta, RCBC Legal Affairs head and first senior vice president, said RCBC had been used as a scapegoat for BB’s inefficiency to ensure that its funds with the New York Federal Reserve were fully secured.

In February last year,

about USD81 million of the stolen funds ended in four dollar accounts opened with the RCBC Makati branch in May 2015.

The Philippine government exerted efforts to recover the funds, part of which ended in the hands of casino operator Kim Wong, who returned a total of USD4.63 million and PHP488 million worth of cash to the AntiMoney Laundering Council (AMLC).

Dela Cuesta said BB “has been quite active in media, accusing everybody but itself ” regarding the stolen money.

“BB had blamed the New

York Fed for releasing the funds but never mentioned that ‘someone’ in BB helped clear the withdrawal. BB also targets RCBC every now and then, asking it to return the whole amount which is factually and legally baseless,” he said.

The lawyer pointed out that Bangladesh’s former finance chief had dubbed the incident an “inside job”, thus, it had no right to ask other entities to return the stolen funds.

MANILA -- The Senate on Monday approved on third and final reading a measure that would allow restaurant and hotel employees 100 percent access to service charges collected from customers.

Once Senate Bill No. 1299 is enacted into law, restaurant and hotel workers, whether regular, contractual, or agency-hired, would be entitled to a 100 percent service charge as long as they would directly deliver the service to their customers.

Senator Joel Villanueva, principal author, and sponsor of Senate Bill No. 1299, said the proposed measure seeks to “address the injustice brought upon our hardworking workers in the service industry who provide the actual service but rarely get their proper share in the collection.”

At present, restaurant and hotel workers are given only 85 percent of the total tips collected from customers while management retained the remaining 15 percent.

Management gets 15 percent of the service charge proceeds to answer for losses or breakages. However, if there were no losses or breakages, the 15 percent was the management’s prerogative for disposition or distribution among managerial employ-

ees.

Villanueva, chairman of the Senate Committee on Labor, Employment and Human Resources Development, filed his measure saying sharing distribution had not changed since it became law in 1975.

“The bill does not make the collection of service charge mandatory to avoid interference with the right to management to exercise discretion in the operation of their business. The proposed 100 percent service charge for our workers would benefit both the workers and the employers,” Villanueva said in his sponsorship speech.

Philippine Qualifications Framework Act of 2017 Also approved on third and final reading is Senate Bill No. 1456, or the Philippine Qualifications Framework Act of 2017, which was also authored and sponsored by Villanueva.

This bill seeks to institutionalize the Philippine Qualifications Framework (PQF) to address job mismatch and align training and education of Filipino workers with actual industry standards and needs.

The Philippine Qualifications Framework (PQF) is defined by the bill as “the national policy which describes the levels of educational qualifications and set the standards for qualification outcomes.”

Villanueva said that under SBN 1456, the PQF would “adopt national standards and levels of learning outcomes of education, and as well as support the development and maintenance of pathways and equivalencies that enable access to qualifications and assist individuals to move easily between the different education and training sectors and the labor market.”

“The PQF will pave the way for every Filipino to become a lifelong learner by allowing him or her to start at the level that suits him or her and then build-up his or her qualifications as his or her needs and interests develop and change over time,” Villanueva said.

He said that under the PQF, school curriculums would not be fixed, as these “should correspond to the progress of technology and development of new work especially in Information Technology, Robotics, Logistics, Renewable-Energy, Travel and Hospitality, etc.”

To accomplish this, the bill said that training and educational institutions would now have to conform to standards and qualifications set by the Philippine Qualifications Framework-National Coordinating Council (PQF-NCC) mandated “to harmonize and promote a seamless education and training system.” (PNA)

Castriciones to DAR employees: ‘Let’s work as a team’ QUEZON CITY – Newlyappointed Acting Secretary John Castriciones has called on the officers and personnel of the Department of Agrarian Reform (DAR) to work as a team to achieve the mandate of the department and realize the thrusts and programs of the administration of President Rodrigo Roa Duterte.

“It is with great honor that I am here to be working with you as my team.

I look at you as members of my family in my official capacity as the secretary and I enjoin everyone to please work with me as a team,” Castriciones said during the flag ceremony on Monday morning, December 11 at the DAR Central Office in Quezon City.

Castriciones emphasized that working as a team is the key to an efficient and successful organization.

The new acting secretary also pointed out the marching orders of President Duterte, “that we should

observe and implement his advocacy.”

DAR, he added, is mandated to help the poor farmers.

“A lot of our problems in the country have emanated with the social injustices and the most affected are the farmers,” Castriciones said, as he took note that around 70 percent of the Filipinos are still connected with agriculture.

“Farmers are victims of the long-standing injustice in our history. And because of this uneven distribution of lands, it has resulted in a lot of rebellions in the past,” he said.

Such injustice, he added, has also fueled the problem of insurgency in our country today.

Amidst the social injustices and the pressing problems that the Duterte administration and the Filipino people face, Castriciones urged the employees to move on and bring the programs and services of

DAR to its clientele.

“Our role in the Department of Agrarian Reform is very important in the sense that we will have to give solutions to these longstanding problems.”

Working with the DAR and its workforce, he stressed, is the unbending and total support of the President in order to provide dignity to the landless and poor farmers.

He also challenged DAR employees to perform their duties, emphasizing that “we must do it, we must accomplish it because that is our mandate.

The acting secretary also acknowledged of the complicated problems that DAR is facing nowadays and encouraged DAR personnel to “balance our position because we are not only dealing with farmers, not only with pressure groups, interested people but also with landlords and people with the government.”

“Many of our problems

today which is being addressed by the advocacy of our President like the illegal drugs, insurgency, poverty, criminality, and corruption stem from the fact that the basic reason or the underlying reason for all of these is poverty,” he said.

Poverty, he added, is caused by the fact that there a lot of social injustices happening in our country.

“The real solution is to address the issue of poverty

and we will play our vital role in this because we are the Department of Agrarian Reform. You are lucky and fortunate because in the history of our people you will be recognized as having played a role in order to solve the problems of our society,” Castriciones emphasized.

Castriciones also asked DAR employees to go away with graft and corruption and that his leadership will fully implement the thrust

Cimatu challenges DENR 10 personnel to work harder In his first visit to Northern Mindanao after his assumption as head of the Department of Environment and Natural Resources (DENR), Secretary Roy A. Cimatu has called on all regional officials and personnel to work harder to accomplish the mandate of the department.

Secretary Cimatu made this challenge to employees in Cagayan de Oro City where he officiated the turn-over of responsibilities of regional chief of DENR 10 from OIC, Regional Director Edwin B. Andot to Regional Director Arleigh J. Adorable.

He further said that DENR 10 should concentrate on environmental protection such as clean air, clean water, solid waste management and protection of water systems.

DOT eyes Davao as Muslim-friendly city DAVAO CITY – The city government and the tourism industry players have strengthened partnership to transform Davao as premier destination for Muslims, especially that the Davao–Kuala Lumpur direct connection begins on December 21.

Department of Tourism (DOT) 11 Director Roberto Alabado III said DoT, the city government, and other stakeholders have been working hard to put in place the availability of facilities and services to meet requirements for Muslim tourists.

This move, he said, has been doubled or even tripled

now that there is a direct route to Malaysia frequented

by Muslim tourists.

DAVAO CITY -- A food manufacturing firm is offering “chocolate bonus” to Davao cacao farmers starting this month as its way of giving back to their clients.

Guadalupe Ocial , Kennemer Foods International (KFI) area manager for South Mindanao, said the company would plow back to the farmers the amount of PHP4 for every kilo sold to the traders.

The traders will get a PHP2 share per kilo delivered to them. She said this is

the company’s way of giving back to their clients and that the company’s international buyers also want the farmers to share the benefit of what they earned.

Ocial quoted KFI chief executive officer Simon Bakker , who said: “We want the farmers to get the right price.”

Ocial said pass on price to traders are regulated.

For instance, if the buying price is at PHP34 per kilo for wet beans the traders’ price to the farmers must be at PHP32 and they cannot

go beyond the ceiling price.

She added that international buyers want farmers, as main producers, would benefit from the profit of the industry and not only the consolidators like Kennemer and their respective companies and traders.

Without the farmers, Ocial said there are no grinding companies and chocolate makers.

“They want to take good care of the farmers by also sharing the profit as a way of encouraging them to produce more quality beans,”

‘Sara’ sees transformation of farmers’ lives through cacao DAVAO CITY -- Mayor Inday Sara Duterte is hopeful that the lives of small cacao farmers in the city will transform as the local government aggressively pushes for the development of cacao industry.

On Monday, the mayor led the formal opening of ‘Cacao City’ at the Pasalubong Center on Palma Gil St. here Monday. It is a project undertaken by the LGU, through the City Agriculture Office, and the private sector.

The Cacao City would serve as a show window and a retail outlet for cacao products, including chocolates. Davao City has been aiming to become the country’s chocolate capital.

It is like a ‘chocolate cafe’ -- where one can drink

hot sikwate and buy cocoa products like tableya and ready-to-eat chocolate bars.

“We envision that this is the venue for the buyers and suppliers together,” she said. “This is a venue where we can help more SMEs and more small farmers get into cacao farming and cacao processing.”

The objective, she said, is for cacao farming to become a profitable venture -- eventually transforming lives of farmers.

“We hope in the end, it will help uplift the lives of fellow Filipinos. This is one of our projects under our program on poverty alleviation,” she said.

For Davao City to become the ‘Chocolate Capital of the Philippines,’ there is a need to provide the opportu-

nity to small entrepreneurs, marginal farmers, upland farmers, and the indigenous people to become major players in the cacao and chocolate industry.

“We want our farmers to become producers of globally-competitive quality chocolates,” she said.

Leo Leuterio, head of the Davao City Agriculture Office, said the LGU is serious in helping the cacao sector.

He noted that Davao City has already made a mark as a destination for cacao enthusiasts -- as it now boasts of the “tree to bar production chocolate experience”.

One of the popular tourist destinations in Davao now is the Chocolate Museum in Malagos.
