Drop plan on Chinese telco, group tells DU30 UNRELIABLE services including slow internet connection amid high costs will not necessarily be solved by allowing a foreign player in the country’s telecommunication (telecom) industry, a research group IBON Foundation said. The group made the statement following Malacañang’s announcement last week that the President has invited China to field in its own telecommunication company (telco) to supposedly challenge the duopoly of the Philippine Long Distance Telephone Company (PLDT)-Smart Communications and Globe Telecom.

IBON urged President Rodrigo Duterte to reconsider the plan pointing out that the poor services that consumers of telcos endure today arise from the defective policies of privatization and deregulation of the telecom sector in the past three decades. These paved the way for the consolidation of market power by PLDT and Globe. It said further liberalization of the industry by letting China or any other foreign entity, for that matter, to operate a third telco could only create additional problems for consumers and even complications for national security.

Despite their very high profit margins, the group said the reigning telco giants are apparently not investing enough in infrastructure development to meet the growing needs of consumers and improve their provision of telecom services, especially in the country’s remote areas which are less commercially viable. From 2000 to 2015, it said the average profit margin of PLDT is 40.2%; Smart, 50.4%; and Globe, 46.5 percent. Ma Chung University tackles scientific writing THE Ma Chung University in Malang, Indonesia invited two speakers on December 7, 2017 to discuss strategies on how to write academic journal articles published in international journals. The topic is actually now discussed by all the universities throughout the world. All universities request their faculty members to do research and publish it in the academic journals. During the occasion, the Rector of Ma Chung University, Dr. Chatief Kunjaya, realized that writing academic articles is needed. He suggested that his faculty members can write the articles in English for international publications. The head of the international journal publication and selection, Dr. Leny Yuliati, M.Eng, invited two speakers for the event. The first speaker is Prof.

E. Sadtono, PhD, a professor of linguistics and language teaching. The absence of humanity in politics CAN we find pure humanity in Politics? The answer is No. Humanity is like water while politics is the oil. These two substances can never be in the same ingredients. They tend to separate each other though they may be in the same glass. The water in the glass—when poured with the oil— won’t’ dissolve each other to be one new substance. The analogy above has been proven in reality between the political affairs and humanity consideration. Politics focuses strongly on the goal while humanity on the way how to achieve the goal. In that situation, in politics, the most important thing is to achieve the goal, using whatever strategy. So, it is power-based. Humanity is on the other hand. It

tries to find the best way— Rights-based. In a resolution, there are commonly well-known ways: power-based, interestbased, and rights-based. The power-based strategy tends to be in politics. The powerful tends to dominate in any consideration. The most dangerous one is when the power is absolute. Everything done is absolutely powerful and therefore, not human. Everything is based on what power tells the people. Policies are made because of the powerful says that they are true. Again the truth is based on who is the most powerful. The absolute power is dangerous. So, never be proud of the most powerful leaders in any organizations, includ-

ing in any nations. They are dangerous. What they say is always true while what others say is always wrong. Power dictates everything. Interest-based is a little a bit better than power-based. Interest-based provides a dialog. The leaders in this strategy are still communicative— two-way communication. They talk with the people. They talk with the opponents (balancers). They discuss the conflict or any matter with the whole parties. They finally get a solution but still based on the bigger consideration: bigger-interest group. In that situation, the other groups or opponents or balancers will lose. Thus, we still find the losers and the winners. Though it is win-win solution, it is a

pseudo winner. The last one that is the humanity tends to be Rightsbased solution. The human rights values should be crystallized from the whole parties, interests but absent power. There is no power in this consideration. Power is part of the rights but not dominating. In this situation, human rights values are the values attached in all the people concerned. prize. Hahaha! Just a piece of advice, it is very important that we should not store vital information on our e-mail account, mobile phone, or any other device online. Not even a good idea to write down your username and password on a piece of paper and placed them in your pocket. Here’s another form of phishing I received from my yahoo mail account: “Dear User, Yahoo received your request to shut down your account We will process your request within 24 hours. To retain your account, kindly Cancel Request to continue using our services.” The same modus, I am instructed to click a URL, then provide my username and password. To counter this kind of phishing scam, better not open any e-mail message that you don’t even know the sender and do not attempt to click any URL asking you to provide your username and password. A URL is a Uniform Resource Locator, colloquially termed a web address, is a reference to a web resource that specifies its location on a computer network and a mechanism for retrieving it. Tripwire, a software company based in Portland, Oregon, listed six common phishing attacks on its website. These are: DECEPTIVE PHISHING. The most common type of phishing scam, deceptive phishing refers to any attack by which fraudsters impersonate a legitimate company and attempt to steal people’s personal information or login credentials. Those

emails frequently use threats and a sense of urgency to scare users into doing the attackers’ bidding. For example, PayPal scammers might send out an attack email that instructs them to click on a link in order to rectify a discrepancy with their account. In actuality, the link leads to a fake PayPal login page that collects a user’s login credentials and delivers them to the attackers. The success of a deceptive phish hinges on how closely the attack email resembles a legitimate company’s official correspondence. As a result, users should inspect all URLs carefully to see if they redirect to an unknown website. They should also look out for generic salutations, grammar mistakes, and spelling errors scattered throughout the email. SPEAR PHISHING. Not all phishing scams lack personalization – some use it quite heavily. For instance, in spear phishing scams, fraudsters customize their attack emails with the target’s name, position, company, work phone number and other information in an attempt to trick the recipient into believing that they have a connection with the sender. The goal is the same as deceptive phishing: lure the victim into clicking on a malicious URL or email attachment, so that they will hand over their personal data. Spear-phishing is esp ecially commonplace on social media sites like LinkedIn, where attackers can use multiple sources of information to craft a targeted attack email.

To protect against this type of scam, organizations should conduct ongoing employee security awareness training that, among other things, discourages users from publishing sensitive personal or corporate information on social media. Companies should also invest in solutions that are capable of analyzing inbound emails for known malicious links/email attachments. CEO FRAUD. Spear phishers can target anyone in an organization, even top executives. That’s the logic behind a “whaling” attack, where fraudsters attempt to harpoon an executive and steal their login credentials. In the event their attack proves successful, fraudsters can choose to conduct CEO fraud, the second phase of a business email compromise (BEC) scam where attackers impersonate an executive and abuse that individual’s email to authorize fraudulent wire transfers to a financial institution of their choice. Whaling attacks work because executives often don’t participate in security awareness training with their employees. To counter that threat, as well as the risk of CEO fraud, all company personnel – including executives – should undergo ongoing security awareness training. The supporters of the winner will clap their hands and shout loudly yelling the victory. What happens to the supporters whose football team loses in the game? They bite their forefingers and hopeless. That is living in the absolute power dominating the whole nation. There is no humanity consideration. Politics is power based, even seldom touches interest-based strategy. Let alone, they think of rightbased strategy. There is no dictionary talking about right strategy when they are absolute. via email. PHARMING. As users become more savvy to traditional phishing scams, some fraudsters are abandoning the idea of “baiting” their victims entirely. Instead, they are resorting to pharming – a method of attack which stems from domain name system (DNS) cache poisoning. The Internet’s naming system uses DNS servers to convert alphabetical website names, such as “www. microsoft.com,” to numerical IP addresses used for locating computer services and devices. Under a DNS cache poisoning attack, a pharmer targets a DNS server and changes the IP address as-

sociated with an alphabetical website name. That means an attacker can redirect users to a malicious website of their choice even if the victims entered in the correct website name. To pro t e c t a g a i n s t pharming attacks, organizations should encourage employees to enter in login credentials only on HTTPSprotected sites. Companies should also implement antivirus software on all corporate devices and implement virus database updates, along with security upgrades issued by a trusted Internet Service Provider (ISP), on a regular basis. DROPBOX PHISHING. While some phishers no longer bait their victims, others have specialized their attack emails according to an individual company or service. Take Dropbox, for example. Millions of people use Dropbox every day to back up, access and share their files. It’s no wonder, therefore, that attackers would try to capitalize on the platform’s popularity by

targeting users with phishing emails. One attack campaign, for example, tried to lure users into entering their login credentials on a fake Dropbox sign-in page hosted on Dropbox itself. To protect against Dropbox phishing attacks, users should consider implementing two-step verification (2SV) on their accounts. PH pushes for inclusive globalization in WTO meet By Kris Crismundo

MANILA -- The Philippines will be pushing for three key agenda for inclusive globalization during the 11th World Trade Organization (WTO) Ministerial Conference from December 11 to 13 in Buenos Aires, Argentina. Department of Trade and Industry (DTI) Secretary Ramon Lopez cited the country’s priorities in the WTO meeting which include eliminating tradedistorting domestic support and export subsidies, special safeguard mechanism (SSM) for agriculture, and a Ministerial decision on micro, small, and medium enterprises (MSMEs) work program considering development levels of countries. Lopez said in order to have a global fair trade, trade-distorting domestic support by developed and developing countries retaining domestic support entitlements as well as the elimination of all forms of export subsidies must be substantially reduced, if not, eliminated. As the country’s chief negotiator in the WTO, Lopez will bat for inclusive global trade that will encourage participation of MSMEs in the global value chain. “The Philippines places great importance on the role of MSMEs in promoting inclusive growth. However, we believe that even among

MSMEs, competition needs to be fair among them -- as what may be medium-sized enterprises in a developed country, may already be a large company in a developed country,” he added. “Thus, we are pushing for a discussion on a

Mayor Sara: No transport of firecrackers thru Davao DAVAO CITY -- Traders of firecrackers and pyrotechnics have to think again about bringing in these small explosive devices through Davao City to nearby provinces. Davao City Mayor Sara Duterte-Carpio maintained that the ban on transporting of firecrackers and pyrotechnic devices through Davao City. “It is not allowed in the law,” she said adding that the city cannot even issue a permit to transport because the law prohibits transporting firecrackers in Davao City. Earlier, the Police Regional Office 11- Regional Civil Security Unit (PRO 11 –RCSU) bared there have been inquiries whether they can get a permit to transport firecrackers and other devices for Christmas and New Year’s revelries passing through Davao City. RCSU 11 chief, Supt. Cydric Earl Tamayo, said he has to follow the ordinance. If a trader from Tagum wants to sell firecrackers in Davao del Sur, he has to go through other areas where firecrackers are not totally banned. Tamayo said the city has an existing ordinance banning firecracker and the local government has the right to strictly implement it within its territory. He said traders may go to Davao del Sur through Butuan City, Cagayan de Oro, Bukidnon then Kidapawan.

He said traders have to spend more on freight or, Tamayo said, firecrackers and pyrotechnics may be transported by sea crafts to Panabo City. The Police Regional Office (PRO) XI has reminded local government units (LGUs) on the enforcement of the firecracker ban, saying they are required to identify designated areas for the fireworks display. Tamayo warned the public not to use firecrackers and pyrotechnics in nondesignated areas as set by Executive Order No. 28 issued by President Rodrigo Duterte. Davao City and the towns of Bansalan and Sta. Cruz in Davao del Sur are not required to identity fire-

works display sites because of their local ordinances ban all firecrackers and pyrotechnics. “Anybody who will use firecrackers outside the community fireworks display areas will be apprehended,” he said, adding that anyone who violates the order will be penalized up to PHP30,000 and up to six months imprisonment. He said the provincial government down to the barangay level will identify the places where the people can use their firecrackers

and pyrotechnics. “The LGUs will be the ones to identify the area that will be used as community fireworks display areas,” he said. Tamayo said the LGUs will also designate the areas for selling firecrackers and pyrotechnics. The order entitled “Providing for the Regulation and Control of the use firecrackers and other pyrotechnic devices” aims to lessen the firecracker-related injuries during the yuletide season. (PNA)

Japan’s Kitakyushu City eyes Davao’s cacao beans DAVAO CITY -- Kitakyushu City in Japan could be the next destination of Davao City’s cacao beans. Kitakyushu City officials hinted on the possibility of sourcing cacao beans from the city for its chocolate industr y duting Mayor Inday Sara Duterte’s visit there. During her November 28 visit to Japan, Mayor Inday and Kitakyushu City Mayor Kenji Kitahashi also signed a Memorandum of Understanding (MOU) for a Green Sister City Cooperation. “The mayor of Kitakyushu is interested in Davao’s cacao beans as a source for their chocolate industr y. They are familiar with the Malagos Chocolate as it has won various awards internationally and want to check out the possibilities in that area,” Mayor Inday said. Kitakyushu City has offered to help Davao with its solid waste management. In turn, Davao City could supply the Japanese city with quality cacao beans. Mayor Inday said the Kitakyushu mayor is familiar with the cacao produced by Malagos AgriVentures Corp. Malagos cacao beans was recently chosen as one of the best 50 (out of the 166 bean

samples submitted) cacao beans samples during the International Cocoa Awards held in Paris. Mayor Ind ay, w ho spoke before delegates of the Kakao Konex 2017 held here from December 5-6, narrated how Kitakyushu City produces peculiar chocolates. “They produce chocolates formed into nuts and bolts and you can play with it while eating; it’s not sweet and a little bitter,” she said. Kitakyushu City is also known as the City of Iron because of the large ironwork companies in the area. Because of this, the Neji choco, which is 57 percent made of cacao and shaped like nuts and bolts, became the most sought after souvenir from the city. Mayor Inday said she is hopeful that the popularity of Davao’ cacao beans in the international market would allow micro and macro farms and farmers to maximize their production. Mindanao accounts for 90% of the Philippine cacao production, with Davao identified as the country’s chocolate capital. SECTION 3. DEFINITION OF TERMS. As used in this ordinance the following terms shall mean.

A. Firecrackers-is a cracker, noise maker, banger, or bunger which is a small explosive device primarily designed to produce a large amount of noise, especially in the form of a loud band; any visual effect is incidental to this goal; they have fuses, and are wrapped in a heavy paper casing to contain the explosive compound, which may include the following:

(1)

Baby rocket — A firecracker with a stick so constructed that lighting of the wick will propel the whole thing to lift a few meters before exploding. The firecracker is about 1 ½ inches in length by 3/8 inch in diameter while the stick is about a foot in length;

(2)

Bawang — A firecracker larger than a triangulo with 1/3 teaspoon of powder packed in cardboard tied around with abaca strings and wrapped in shape of garlic;

(3)

Small triangulo — A firecracker shaped like a triangle with powder content less than the bawang and usually wrapped in brown paper measuring ¾ inch length in its longest side;

(4)

Pulling of strings — A firecracker consisting of a small tube about an inch in length and less than ¼ of an inch in diameter with strings on each end. Pulling both strings will cause the firecracker to explode;

(5)

Paper caps — Minute amount of black powder spread in either small strips of paper on a small sheet used for children’s toy guns;

(6)

El diablo — Firecrackers tubular in shape about 1 ¼ inches in length and less than ¼ inch in diameter with a wick; also known as labintador;

(7)

Watusi — Usually reddish in color about 1 ½ inches in length and 1/10 inch in width usually ignited by friction to produce a dancing movement and a crackling sound;

(8)

Judah’s belt — A string of firecrackers consisting of either diablos or small triangulos that can number up to a hundred or thereabout and culminating in large firecracker usually a bawang;

(9)

Sky rocket (kwitis) — A large version of a baby rocket designed to be propelled to a height of forty (40) to fifty (50) feet before exploding;

(10) Other types equivalent to the foregoing in explosive content.

B. Fireworks-means manufactured goods intended to be used for pyrotechnic effect that are classified as low hazard fireworks used for amusement and recreation. C. Pyrotechnic Devices:

(1)

Sparklers — Pyrotechnic devices usually made of black powder on a piece of wire or inside a paper tube designed to light up and glow after igniting;

(2)

Luces — Any of several kinds of sparklers;

(3)

Fountain — A kind of sparkler conical in shape which is lighted on the ground and designed to provide various rising colors and intermittent lights upon being ignited;

(4)

Jumbo regular and special — A kind of sparkler similar to a “fountain” but bigger in size;

(5)

Mabuhay — Sparklers bunched into a bundle of a dozen pieces;

(6)

Roman candle — A sparkler similar to a “fountain” but shaped like a big candle;

WHEREAS, Local Chief Executive are likewise authorized to promulgate the necessary rules and regulations on firecrackers and other pyrotechnic devices within their territorial jurisdiction in conformity with the national standards, rules and regulations;

(7)

Trompillo — A pyrotechnic device usually fastened at the center and designed to spin first clockwise and then counter-clockwise and provides various colored lights upon being ignited;

WHEREAS, firecrackers, fireworks and pyrotechnics are hazardous materials that may destroy our environment and can cause injuries, destruction and even death;

(8)

Airwolf — A kind of sky rocket shaped like an airplane with a propeller to rise about forty (40) or fifty (50) feet and provide various kinds of light while aloft;

WHEREAS, in the furtherance of public safety and order in so far as firecrackers, fireworks and pyrotechnic devices are concerned, there is a need to have a stricter policy to regulate the use of firecrackers, fireworks and pyrotechnics.

Whistle device — Any of the various kinds of firecrackers or pyrotechnic designed to either simply emit a whistle-like sound or explode afterwards upon being ignited;

(10) Butterfly — Butterfly-shaped pyrotechnic device designed to lift above ground while providing light;

(11) All kinds of pyrotechnic devices (pailaw); and

(12) Other types equivalent to the foregoing devices.

WHEREAS, Republic Act (RA) No. 7183 contains illustrations list of what comprises firecrackers and other pyrotechnic devices, and provides for the regulation and control of their manufacture, sale and distribution and use consistent with and in furtherance of public safety, order and national security, as well as the enhancement of cultural traditions; WHEREAS, DILG Memorandum Circular No. 2013-147, dated December 17, 2013, DILG Memorandum Circular No. 01, s. 2014 dated December 4, 2014 and DILG Memorandum Circular No. 2016-176 dated December 14, 2016, reiterated in informing the public the rules and regulations on the sale, manufacture, distribution and use of firecrackers and other pyrotechnic devices in pursuance to RA 7183; WHEREAS, the PNP are directed to confiscate types of firecrackers and pyrotechnic devices that are prohibited by RA No. 7183 and its 2012 Revised IRR;

Be it ordained by the Sangguniang Bayan of Kabacan, Cotabato, that:

SECTION I. TITLE. This ordinance shall be known as “Regulation on the use of firecrackers, fireworks and pyrotechnic devices in the Municipality of Kabacan, Cotabato”.

SECTION 4. LEGAL BASES.

Republic Act 7160. The Local Government Code: Section 16, General Welfare “promotion of health and safety and general welfare of the people”.

Republic Act 7183: “An Act Regulating the Sale, Manufacture, Distribution and Use of Firecrackers and Other Pyrotechnic Devices.”

DILG Memorandum Circular No. 2013-147:”The Municipal Government through the Mayor, shall cause the enactment of an ordinance, as may be necessary or if justified, which totally prohibits the manufacture, sale, distribution, and use of any firecracker and pyrotechnic devices, if there is reasonable ground to believe that radical groups may take advantage of the holiday season’s merriment for their lawless designs, and promote an alternative form of revelry”

Joint Memorandum Circular No. 1, series of 2014 which enjoins Municipal Governments to cause the enactment of ordinance which regulates the manufacture, sale, distribution, and use of any firecracker and pyrotechnic devices and promote an alternative form of revelry.

b. Regulate the sale, manufacture, distribution, and use of firecrackers as it pose great danger to the life and health of the people of Kabacan;

c. Prevent and avoid misunderstanding and misinterpretation that intense firecrackers’ sound may be misconstrued as armed attack in certain areas of Kabacan and may result in escalation of more violent incidents; and

d. Provide rules and regulations in the use of firecrackers, fireworks and pyrotechnics during events and occasions.

IBON noted that the 2017 report of the United Nation’s (UN) International Telecommunication Union (ITU), which it released this month, shows that the Philippines’ Internet and Communications Technology (ICT) Development Index (IDI) ranked 101st out of 176 countries, a slot lower than its 2016 ranking (100th). IDI measures the level of development of, among other indicators, ICT infrastructure in a country. The Philippines has fallen substantially in IDI ranking in the past two decades while the telcos are reaping high profit margins. In 2002, for instance, it ranked higher at 79th out of 154 countries surveyed by the ITU. This means that other countries are developing their telecom sector much faster than the Philippines does. Another aspect that must be considered in allowing a foreign company to operate a telco is the issue of national security, IBON said. According to a 2006 study on the US telecom industry published by the US National Academy of Sciences, telecom “provides vital infrastructure for national security” covering natural disaster, homeland security, and communication of vital intelligence, among others. The study added that there are “potential risks associated with a reliance on overseas sources for innovation, technologies, applications, and services”. To prepare the policy environment for greater telecom liberalization, the Duterte administration is about to issue the 11th Foreign Investment Negative List (FINL) that will ease restriction on foreign investment in public utilities, including the telecom sector, among others. Malacañang also identified as one of its urgent and priority legislative measures the amendment of the Public Service Act that will exclude telecoms from what are considered as public utilities and thus be exempted from the existing constitutional restriction on foreign ownership. This will lead to increased foreign participation in the supposedly “national” telecom sector with already existing limited foreign shares in the duopoly of PLDT (Salim group) and Globe (Singapore Telecom, Inc.). Liberalization of the telecom sector is inconsistent with the stated goal of the Duterte administration to make ICT infrastructure and services “available, accessible, reliable, trusted, and affordable,” IBON stressed.
