CAGAYAN de Oro City – A drinking session led to a death of a Philippine Air Force (PAF) personnel who was shot by his fellow serviceman in Barangay Lumbia here late Friday night, authorities said Saturday.

Police report identified the victim as Staff Sgt. Renante Blanco, 39, married, and a resident of Barangay Pulung Maragul in Angeles City, Pampanga.

Airman 2nd Class Reymart Jayme Noquera, 26, married, from Quezon City, was tagged by law enforcers as the suspect in the killing of Blanco.

Investigators said Blanco and Noquera were having a drink when the shooting started.

It was not yet determined if the two were with a group of Air Force servicemen when the incident happened inside the PAF’s Tactical Operations Group-10 (TOG-10) headquarters at the city’s old airport facility in Barangay Lumbia, at about 10:45 p.m. on Friday.

Think a minute.

A king was offering a prize to the artist who could paint the best picture of peace. Many artists from around the country tried.

The king looked at all the pictures and there were only two he really liked. But he had to choose between them.

One picture was of a calm lake. The lake was surrounded with peaceful, towering mountains. Above them, was a blue sky with fluffy white clouds. Everyone who saw this picture thought that it was a perfect picture of peace.

The other picture had

mountains too. But these were rugged and bare. Above was a dark, angry sky and heavy rain with flashes of lightning. Down the side of the mountain roared a huge, powerful waterfall. It did not look peaceful at all.

But when the king looked closely at the second picture, he saw behind the waterfall a tiny bush growing in the crack of the rock. A mother bird had built her nest in the bush. There, in the middle of all the noise of rushing water and scary, thundering skies, that mother bird sat—in perfect peace.

think won the prize? The king chose the second picture because He said: “Peace does not mean you must be in a place where there is no noise, trouble, pain, or pressure from work. The real meaning of peace is to be right in the middle of all those difficult experiences, and still be calm and confident in your heart.”

To further boost its implementation performance on programs/projects, the Department of Agriculture - Regional Field Office 10 (DA-RFO 10), through the Provincial Operations Center (POC) in Misamis Oriental and Camiguin, gathered all Agriculture Extension Workers (AEWs) in the two provinces fora Year-end Assessment Review Meeting on Dec. 6-7, 2017 in Cagayan de Oro. With a total number of 250 AEWs, the agency made it possible to evaluate the agency’s progress and performance this year, specifically in the provinces

of Misamis Oriental and Camiguin through the comments and insights discussed by the participants which were lobbied for recommendations and solutions.

Apparently, DA-RFO 10 Field Operations Chief Carlota S. Madriaga and OIC-Regional Executive Director Carlene C. Collado, CPA graced the gathering to listen and present solutions on their issues and concerns.

Some of the said concerns were: inclusion of AEWs who are employed in a Job Order basis on the incentive benefits, the low quality of seeds distributed

to requesting parties, and on-time release of incentive benefits to all AEWs. In response, Director Collado explained that incentives were only given to AEWs (who are regular employees) as of the moment since it’s what has been stipulated on the memo promulgated by DA Central Office. Thus, considering the request of the majority, he encouraged them to create a resolution so he can present it to the Agriculture Secretary Emmanuel F. Pinol, himself.

Student filmmakers featured in 15th Mindanao Film Festival

DAVAO CITY – Out of the 97 competitions and 3 showcase films in the 15th Mindanao Film Festival, many of the films featured were mady by students from across Mindanao.

Ateneo de Zamboanga entered 14 animated films created by students from their Bachelor of Science in New Media and Computer Animation course.

In Davao, St. Mary’s College of Tagum City, the University of Mindanao and Colegio de San Ignacio in Davao City joined the Film Development Council of the Philippine (FDCP) Interschool Film Competition.

The different filmmaking teams endorsed by their respective schools to produce films will vie to represent the region in the National Interschool Competition organized by FDCP. Several student filmmakers from schools such as Ateneo de Davao (Junior High School, Senior High School and College), Philippine Women’s College, Davao City National High School, Davao Merchant Marine Academy and the University of Mindanao, also participated in the competition.

15th Mindanao Film Festival said that the active collaboration between the schools, FDCP, National Commission for the Culture and the Arts (NCCA) and the Mindanao Film and TV Development Foundation Inc. contributed to the huge turn-out of school-based films.

“There were many activities such as the Guerrilla Filmmaking Workshop for schools; regular Guerrilla Filmmaking Workshops were well-attended by student filmmakers,” Tadena said.

He said this goes to show that there is huge untapped pool of creative talent in schools.

“The Mindanao Film Festival will serve as a platform to inspire these potential filmmakers to come out and make their films,” Tadena said.

Now on its 15th staging, the Mindanao Film Festival screens films made in Mindanao or by Mindanaoan filmmakers, will be featured in a one-week theatrical run at the Gaisanao Mall cinema in Davao City.

These filmmakers will also compete for awards as the films were deliberated by a jury.

Anti-drug body to undergo retraining

DAVAO CITY -- The Police Regional Office (PRO XI) will conduct reorientation seminars for its drug enforcement teams while awaiting guidelines on illegal drug operations.

FDC Misamis intensifies its local IEC campaign FDC Misamis Power Corporation (FDC Misamis), owner and operator of the 405-MW Circulating Fluidized Bed (CFB) coal thermal power plant located in Villanueva, Misamis Oriental, recently concluded the second leg of its Information, Education and Communication (IEC) Campaign.

The IEC, tagged as “Pakighimamat sa Barangay,” was conducted from October to November 2017. The campaign targeted barangay council members in the towns of Villanueva and Tagoloan, as well as teachers from Tambobong-Balacanas

Elementary School and National High School.

The purpose of the IEC is to keep local stakeholders informed about the operations of the plant and its impact to the environment amidst positive economic changes. NPC aims for privacy resiliency

MANILA -- The National Privacy Commission (NPC) wants the country to be privacy-resilient to prevent violations on data privacy and security.

During the FintQ on Q Session Thursday, NPC Chairman and Commissioner Raymund Enriquez Liboro said the agency’s end-goal is to build data privacy resiliency in both public and private sectors, and establish trust among stakeholders.

“My goal is to create resilience in the companies that routinely process personal data so that our countrymen are protected and secure,” he said.

With the recent data privacy violations in the country such as data breach-

es in the Commission on Elections and Uber where personal information of Filipinos were stolen, making data privacy and security more resilient is crucial.

“Ultimately, we are called to realize that the only real answer to such threats is resilience—establishing policies, structures, and protocols that work, providing means to data handlers to prevent damage, and to respond quickly and efficiently once any threat to data privacy emerges,” said Liboro.

“Privacy resilience is a concept that we in the NPC have been exploring as we try to contribute to the global discourse on data privacy and security,” he added.

ELEMENTARY students are now taught basic in coding. In principle, it means us telling technology what to do because the computer is basically dumb if people don’t put the stuff in it.

It’s a long way from two decades ago when we were learning about Word and PowerPoint and doing all those basic things. You never considered what was behind that like how the Word program worked or what it meant to go on the Internet or how the websites you were on are created. And it was this type of process, this mindset, was never really

introduced.

No w t h i n g s h a v e changed and even elementary graders are now taught the basics in coding. Banking on the ideal that every child deserves a robot, educators intend to provide robots that support the 21st century learners and educators.

Sessions as short as two hours are executed, engaging both kids and parents in learning introductory coding concepts and discovering meaningful journey with robots.

Anyone at any skill level can participate or simply observe in the remote pair programming sessions and planning meetings as we develop solutions for real customers.

DOLE awards P20-M to informal economy workers in Central Luzon MALOLOS CITY – The Department of Labor and Employment (DOLE) awarded yesterday P20 million worth of livelihood assistance to more than 1,000 informal economy workers from seven local government units in Central Luzon.

Coinciding with its 84th founding anniversary celebration at the Bulacan Capitol Gymnasium here, DOLE’s assistance is among the government programs meant to augment incomes of families of workers in

the informal sector of the economy.

For the local government unit of Hermosa, Bataan, livelihood assistance amounting to P560,000 was awarded to the 86 farmer-members of Hermosa Bataan Eagle Farmer’s Association for the procurement of farm equipment and supplies and to the 15 housewifemembers of the Katipunan ng mga Bagong Filipina for the procurement of six bangka and six motors.

Meanwhile, 25 members of the Coco By-Products Association in Balanga, Bataan received an assistance worth P500,000 as additional working capital for their Barangay Pasalubong Center.

The local government unit of Baler, Aurora received P1,762,600 for the establishment of a retail store for motorcycle parts and other related services that would cater to the needs of tricycle drivers and operators. The project

will be managed by Baler Trike Association, which is composed of 27 members.

In Zambales, the Women’s Association of Candelaria received P250,000 as additional working capital to the existing rice retailing store of its 30 members.

For t h e P rov i n c i a l Government of Tarlac, P10,000,000 was provided to 763 beneficiaries of Kabuhayan Starter KITS and to 160 beneficiaries of Negosyo sa Kariton (Nego-Kart) selling fish

ball, banana cue, barbecue, smoked fish, and siomai.

The 176 members of the Pagkakaisa ng Kababaihan ng Guimba MultiPurpose Cooperative in Nueva Ecija, meanwhile, re ceive d P780,000 for the enhancement of their mushroom production and handicrafts-making using dried water lily stalks.

Lastly, for the local government unit of Subic, Zambales, livelihood assistance worth P240,000 was given as additional capital

for the existing Nego-Kart of 24 ambulant vendors and sari-sari store owners; and another P6,000,000 was given for the provision of Nego-Karts and Kabuhayan Starter KITS to 300 beneficiaries who are mostly ambulant vendors, carpenters/furniture makers, and sari-sari store owners.

Positive developments await for the Philippine Halal industry as the Philippine Accreditation Bureau (PAB) of the Department of Trade and Industry (DTI) formally signed on 6 December 2017 a full membership agreement with the International Halal Accreditation Forum (IHAF). With the USTP’s expansion in full swing, a lot of construction is already going on in Alubijid. With one of the largest state universities in Mindanao, it would only take a few years before Alubijid becomes the town capital in

Misamis Oriental.
