‘Strike or lose franchise’ THE Department of Transportation (DOTr) warned that jeepney operators and drivers may face cancellation of their franchises and licenses if they join the transport strike that will be conducted by militant group PISTON on December 4 and 5 to protest the public utility vehicle modernization program (PUVMP).

“To be clear, we are not prohibiting jeepney operators and drivers from staging a protest rally and exercis-

ing their right to organize and assemble. What we are against is when their protest is in the form of ‘tigil pasada’ where they inconvenience the riding public,” Quiambao said in a text message to reporters.

DOJ forms task force to probe cases vs. rogue cops THE Department of Justice (DOJ) has created a task force to handle the criminal charges filed by Philippine National Police- Counter Intelligence Task Force (PNP-CITF) against policemen reported to be involved in illegal activities.

In Department Order No. 697 dated October 25 but was released to media this week, DOJ Secretary Vitaliano Aguirre II has designated 14 prosecutors to conduct the preliminary investigation on the cases filed by PNP-CITF. Criminology student nabbed in drug raid

KIDAPAWAN City--Operatives of the Philippine Drug Enforcement Agency (PDEA) in the Autonomous Region in Muslim Mindanao (ARMM) arrested a Criminology student in a buy-bust raid near Cotabato City on Wednesday.

PDEA-ARMM regional director Juvenal Azurin identified the suspect as Rocky Usama, 23, resident of Barangay Bagua and fourth year student taking up criminology in one of the colleges in Cotabato City.

Priest held captive in Marawi City given warm welcome by townmates

NORALA, South Cotabato--Fr. Teresito “Chito” Soganub was feted a warm welcome by his townmates here Tuesday after surviving a 116-day ordeal in the hands of the Islamic Stateinspired Maute Group in Marawi City.

Clad in all-black slacks, long sleeves and a hat, the 57-year-old priest was paraded around the poblacion area in a motorcade organized by the local government unit.

Residents along the route of the motorcade went out of their houses and stores to see and to take pictures of their bearded townmate who smiled and waved to them in return.

An estimated 500 residents, including students of

private and public schools in the bucolic town, gathered at an open gymnasium where the priest detailed his ordeal that began on May 23 after the Maute Group abducted him and five others from the Catholic church compound.

Soganub arrived from Manila on Monday but proceeded first to Sto. Nino town, also in South Cotabato, to see his bestfriendpriest before going home to Norala.

Oro council creates ‘task force coliform’ IN aid of legislation, the City Council as a Committee of the Whole presided over by Councilor Maria Lourdes Gaane created a task force to conduct an investigation regarding alleged leakage at the sanitary landfill in Sitio Buracan, Barangay Pagalungan.

This is in response to the special report of Councilor Nadya Emano-Elipe, who quoted media reports that the sanitary landfill is causing pollution of the river near Barangays Pagalungan and San Simon.

The Committee of the Whole appointed Councilor Suzette Magtajas-Daba as

chair of the task force with the representative of Environmental Management Bureau (EMB) of the Department of Environment and Natural Resources as vice-chair.

Members of the task force are representatives of the City Health Office, Department of Science and Technology (DOST), Xavier University, Liceo de Cagayan de Safer River Foundation, Solid Waste Management Division of City Local Environment and Natural Resources Office (CLENRO), Department of Health (DOH) and barangay chairmen of San

CONTAMINATION During the meeting Thursday, barangay chair Rodolfo Nacario of San Simon reported about the alleged leakage coming from the landfill. He alleged that this caused the skin diseases of some residents.

A day after the Senate approved on final reading its version of the 2018 national budget, a senator on Thursday asked the Senate Committee on Finance to justify the substantial additions and reductions that the committee proposed under the PHP3.767trillion 2018 national budget.

“We cannot leave our people in the dark as it would only fuel speculations that pork barrel is still thriving despite the Supreme Court’s decision declaring it unconstitutional,” Senate Minority Leader Franklin Drilon said in

a statement.

Drilon made this call after noticing that the budget of some agencies next year significantly increased while the others decreased.

He said that it would also help shed some light on the budget following concerns of the public regarding the alleged presence of pork barrel.

The Senate minority leader asked Senator Loren Legarda, chair of the Senate Committee on Finance, to submit in plenary the justifications for the amend-

ments that are over PHP1 billion “in the spirit of transparency.”

Moreover, he also wanted that the proponents of the amendments to be specified and spread into the record.

Today is December 1.

Certainly, the onset of the Holiday Season gives us a profound insight of the year ahead. Que sera, que sera, so speak. Following the signs of the year 2017 – a chicken – was not a good sign. The old belief had it that the year 2017 was a year of economic struggle – that living was likened to a chicken, which simply survives “one day at a time.”

But, there are those who really face the challenged with equal zeal that no matter what the signs of the times would be because winning is the only option.

There is this apprehension that when pushed to the walls, the government might impose the “revolutionary government” under pretext of protecting its gains. A measure to employ a nationwide “cleansing” process. A cleansing process that would provide the shortest way to destroy all public officials who are perceived to be corrupt and “untouchables.”

Now, everyone’s looking at an hourglass that outlines the future of the people and its country. For the incumbent government, the remaining four years ahead means a stiff deadline to accomplish its unfinished business. The signs on the walls are becoming obvious as the moments start to move forward.

One could see a tumultuous year ahead. A reminiscent of the late 60s as it moved toward the 70s. There is the perception of history repeating itself. Thus, the political cycle appears to be blending with the changing cycle of the season. The first quarter storm in the 70s now loomed like a dark cloud in

cases. The majority of the 440,000 lives claimed by the mosquito-borne disease were young children in subSaharan Africa.

WHO Director General Tedros Adhanom Ghebreyesus said “progress appears to have stalled” in the fight against the tropical disease.

“Although there are some bright spots in the data, the overall decline in the global malaria burden has unquestionably leveled off,” Ghebreyesus said. “And, in some countries and regions, we are beginning to see reversals in the gains achieved.”

Fewer people are dying from malaria, but the rate of progress has slowed — especially in Africa.

One such exceptional government worker is lawyer Abigail P. Castro Zapata, the deputy clerk of the Calamba City Regional Trial Court, Office of the Clerk of Court. From what I have seen and experienced, Abigail is greatly worthy of her position, and of being promoted in her work, or to be installed as a fiscal or prosecutor, or even as a judge or justice in the judiciary.

The reason is that, she has a heart that eagerly responds to people who write to her office to ask for assistance, even if helping others would mean spending her own money in the process. This was what she

showed in response to a letter I sent her involving a man who wanted to verify if he had cases with the Calamba City Regional Trial Court.

-oooSERVING THE GOV’T WITH A GOOD HEART AND LOYALTY: To my great amazement, Abigail answered and wrote back to me, and disclosed what she came across with, in her search for the man’s records.

She saw that the man has eight criminal cases that are all pending in one branch of the Calamba City Regional Trial Court.

What stumped me more was that, Abigail likewise decided to be the one to shoulder the fees for the required certification fee

and other fees necessary so the certification about the man’s cases could be officially released by the Calamba court. I was floored by what she did, because as someone whose help was merely sought, she even went one step further and showed compassion by using her own money to help a complete stranger.

all their efforts in improving the lot of the ARMM residents.

Leadership is not an easy feat against the backdrop of protracted conflicts, skepticism over a regional government prejudged as a failed experiment and the emergence of violent extremism. It is true that in the minds of the people we often expect perfec-

tion; but in reality, we just have to salute those giving their best in a challenging situation.

As Muslim, we have an obligation to pray for our leaders. Their success is our success. Their failure is ours, too. May Allah SWT bless them according to their intention and may the fires of reform that began during this administration continue

Alsons teams up with GBP to pursue Mindanao power projects

MANILA -- Listed Alsons Consolidated Resources Inc. (ACR) on Wednesday said it has formally started its partnership with Global Business Power Corporation (GBP) to undertake energy and power projects through Mindanao power generation holding company, Alsons Thermal Energy Corp. (ATEC).

The two companies signed a shareholders’ agreement this month wherein GBP, the leading power producer in the Visayas, will have a 50-percent stake in ATEC, the holding company for ACR’s baseload coalfired power plant assets.

An investment agreement between the two parties was signed last June and the Philippine Competition Commission (PCC) subsequently gave its approval to the partnership in September.

Peso surge continues, PSEI down anew

MANILA -- Senate’s approval of its version of the proposed tax reform bill on Tuesday night further boosted the Philippine peso Wednesday while geopolitical tensions overseas hurt the local equities market.

The local currency ended the day at 50.27 from the previous day’s 50.35, which a trader pointed to positive sentiments after the pro-

posed tax reform hurdled the Senate.

It opened the day flat at 50.40 but improved to as much as 50.24 amid a pull to 50.44, resulting to an average of 50.346.

Volume for the day reached USD728.9 million, higher than the USD696.45 million a day ago.

The currency pair is seen to trade between 50.20 and 50.40 Thursday.

Annual car sales seen to reach 1-M mark by 2025 MANILA – The Philippine automotive industry is expected to breach the one-million annual unit sales starting 2025, a trade official said Wednesday.

“The growth of the industry has continued to increase with sales reaching 400,000 units in 2016, four times the sales a decade ago,

while growth rate is at 24 percent,” Department of Trade and Industry (DTI) Assistant Secretary Rafaelita Aldaba said during the Manufacturing Summit 2017.

“By 2025, 2026, 2027, forecasts show that the Philippines will be reaching one million units (in sales),” Aldaba added.

troduced by the DTI to support the local manufacture of vehicles is the Comprehensive Automotive Resurgence Strategy (CARS) Program, which targets to revive automotive manufacturing, increase employment in the sector, attract investments, make the country a regional car production hub, and build

addresses, and mobile phone numbers of 57 million Uber users around the world.

Uber assured that the incident did not breach its corporate systems nor was there any indication that trip location history, credit card numbers, bank account numbers, or dates of birth were downloaded.

Filipino data subjects were affected, but there was no indication that any driver’s license was downloaded, it said.

LTFRB sets probe into Uber data breach

MANILA -- The Land Transportation Franchising and Regulatory Board (LTFRB) will conduct its investigation on the data breach involving personal data of users of ridesharing firm Uber in the Philippines.

This comes following the admission of Uber that information of Filipinos were exposed in a massive breach involving 57 million users worldwide dating back to October 2016.

“The Board will be calling Uber’s attention on the matter of its alleged admission on the breach of data

privacy and will conduct its own investigation,” LTFRB board member Aileen Lizada said in a text message to reporters on Wednesday.

“The board needs to hear Uber’s side to allow us to judiciously resolve the matter,” she added.

The National Privacy C ommission (NPC) is currently conducting its investigation on possible criminal and civil liabilities that the transportation network company may face under the Data Privacy Act of 2012.

BSP cuts 28-day TDF offering

MANILA - - The Bangko Sentral ng Pilipinas (BSP) has cut to PHP40 billion the offering for its 28-day Term Deposit Facility (TDF) for the Dec. 6, 2017 auction from the previous PHP90 billion offering after the government was able to sell more than PHP100 billion worth of retail treasury bond (RTB) last week alone.

During the rate setting auction for the RTB last Nov. 20, the Bureau of the Treasury (BTr) auction committee accepted PHP130 billion worth of tenders, way higher than the PHP30 billion initial offering due to strong demand.

Offering for the debt paper, intended for small investors since minimum placement is PHP5,000, is until Wednesday this week, Nov. 29.

BSP Deputy Governor Diwa Guinigundo clarified that the cut in the 28-day TDF offering next week has been “on the table” and does not mean that monetary officials now consider that domestic liquidity is tightening.

“It’s something that we consider moving forward,” he said.

Guinigundo said that while the BTr was able to get more than PHP100 billion from the RTB sale “that will be deposited with the BSP and depending on their needs, that will have to be disbursed which means that liquidity will also move out of the BSP and that can be used again by the system.”

“One should be very careful when we say that because the Treasury was able to get more than PHP30 billion, the market becomes tight. It will still move out of the BSP once the government starts funding its various projects or even to settle some of their payables. There will be liquidity going around the system,” he said.

“Changes in the volume offering either for the seven days or 28 days is something that can be announced one week before the actual offering. We need to be market-based depending on the liquidity forecast of See cuts, page 9

Dad eyes condoms in vending machines DAVAO CITY- The Davao City Council is looking into the possibility of including condoms in the vending machines inside public restrooms.

This was revealed by Councilor Mary Joselle Villafuerte, chair of the City Council Committee on Health.

“I will study the matter and consult an expert, especially that Davao City is included in the top 10 list of cities with highest HIV cases in the country. Other countries already have condoms in public restrooms, so that if the need arises, you can have an easy access,” said Villafuerte, a medical doctor.

She added easy access to condoms could eliminate the risk of acquiring HIV. “I will have to study on it and consult my colleagues and probably pursue it,” she said.

From January to June this year, 230 people tested positive for HIV and undergoing treatment at the Reproductive Health and Wellness Center (RHWC) under the city government.

Villafuerte said that the city needs new strategies to help lessen the chances of acquiring the virus.

On December 1, the City Health Office together with Dr. Emmanuel Baja of the University of Mindanao will launch a game app which will advocate awareness of HIV. “The game has a story which will tackle on the different things that you can do if you tested positive for HIV. This will teach you that life doesn’t end there,” Baja said.

The game, named Battle in the Blood, has 90 levels.

Each level will help people understand about HIV and what you can do to stay healthy.

The game also has different stories about the different ways of acquiring the virus such as same sex relationships, mother and child transmission and more.

“This game app is a new strategy that opens our hopes of probably lowering the number of those people who acquires the virus,” Villafuerte said. PNA

Poverty drives kids into ‘prosti’, labor’ DAVAO CIT Y -- Coming from Davao City and different municipalities of Davao del Norte, and Davao Oriental, 40 children see poverty as top driving force that pushes them into prostitution and labor.

Child prostitution and child labor, they said, are the top problems in their respective areas. The other concerns affecting children are rape inside homes by their own family, friends of their family and relatives, gangsterism, and peer pressure.

They expressed their sentiments during Tuesday’s Fish Bowl Discussion of Children Proteksyunan, mga Isyu Solusyunan (Fish Bowl Discussion of Children Protect and Address Issues) at Grand Men Seng Hotel.

The activity was convened by child advocates – Talikala and Child Alert Mindanao.

A teenager from Boulevard, Davao City, said child prostitution and child labor are increasing in their area.

She said children need to work to help their parents earn a living.

She said they are forced to do this even if it means degrading their dignity.

She said government should look closer into child prostitution problem.

“Dili siya makita kay patago man labi na kung bata ang ginabaligya (It is not visible because it is discreetly done especially if a child is being sold – for sex),” she added.

A rejoinder from another teenager said that once children earn money, there’s no more stopping them until they stop going to school.

A lumad child from Talaingod also aired her sentiments that lumads are being discriminated especially when they come down to the city.

She said some people would tell them lumads are only in the hinterlands.

According to another child, parents should be educated about child issues and how to be responsible parents to keep their children away from abuses.

Ready versus renewed ‘drug war,’ cops told

When she heard that there will be a WHAPEE Caravan at the ARF Gym on November 23, she found it very convenient for her as the venue is close to her home. She went with the hopes of receiving a clear diagnosis on the aches she is

experiencing in her body.

“Senior citizens like me, who can’t spare money for check-ups and medicine can truly benefit out of this caravan,” Elizabeth says.

The WHAPEE Caravan provides services aimed at giving aide to the constituents with

ailments and health concerns regardless of their age. Physicians are present on site to conduct check-ups and medicines were given right after.

The caravan is currently on its second year of giving service to Panabo’s citizenry.

DAVAO CIT Y -- The Davao City Police Office (DCPO) has ordered all police station commanders to prepare for the possible return of anti-illegal drugs campaign to the Philippine National Police (PNP) from the Philippine Drug Enforcement Agency (PDEA).

This after President Rodrigo Duterte said he was thinking of returning the task to curb illegal drugs to the police.

Alcantara said the two organizations hoped to bring their technical expertise and strengths in ensuring power security in Mindanao.

He noted the partnership will provide ACR the opportunity to pursue its other energy-based projects outside of the ATEC umbrella, particularly its renewable power generating plants in Mindanao and Western Visayas.

“It will likewise allow ACR to accelerate its foray and entry in other energyrelated enterprises in Southern Philippines, including the smaller islands with promising growth in power demand,” he added.

ACR currently holds a 75-percent stake in the 210-megawatt (MW) Sarangani Energy Corporation (SEC) baseload coal-fired plant in Maasim, Sarangani Province. ACR’s Japanese partner Toyota Tsusho Corporation (TTC) will still hold 25-percent equity in SEC. The largest power investment in Sarangani province and the entire Region 12, the USD600-million SEC power plant is expected to reach its full capacity in the first half of 2019.

The power plant will be servicing over six million people in key population centers of Mindanao, such as General Santos, Cagayan de Oro, Iligan and Butuan.

ATEC at present holds 100-percent equity in San Ramon Power Inc. (SRPI), which is developing a 105MW baseload coal-fired plant in Zamboanga City. It is scheduled to commence commercial operations in 2021.

Outside of the ATEC umbrella, ACR operates three diesel plants with an aggregate capacity of 258 MW in different parts of Mindanao to provide peaking and backup power.

ACR will start next

The Department of Education division of Bukidnon conducted a Philippine Educational Placement Test (PEPT) orientation last November 20, 2017 at the division Training Center. PEPT is an equivalency test wherein learning experiences gained out of school are given equivalency and placement in the formal school system by grade level that is appropriate for the examinee’s age and ability.

The orientation was conducted by Gladys Jean D. Quijada, Senior Education Program Specialist and was attended by School Heads, Guidance Counsellors and teachers who will serve as room

examiners on the day of the examination. Mrs. Quijada discussed important things the School Heads and examiners must do before, during and after the PEPT examination which will be administered on December 3, 2017 in the different testing centers identified by the division office.

Students who are qualified to take the upcoming PEPT examination are those who registered/applied in the past two years.

The examinees will take Mathematics, Araling Panlipunan, Science, Filipino, and English subjects and will answer different test item in each subject based on their age and last level completed.

Second, let us reflect on our institutional challenge.

Yes we have sultanates that predate the birth of this country and hobnobbing with the powers of the day.

So while this country just came out of its first centennial, Sulu can boast of more 600 years of governance. But what has happened since then? Where have all the competencies, accomplishments and lessons gone?

The political institution of the sultanate may have gone, today we have these institutions we can call ours – one regional government comprising five provincs and two cities — the only of its kind in the country. We have at least seven provinces where Moro politicos are at the helm — in the ARMM provinces and the provinces of Sultan Kudarat and Lanao del Norte.

We have hundreds of municipalities and thousands of barangays under dominated by Moros. Yet we are mostly at the bottom of development indices. If Moro leadership does not matter, then tell me what matters to lift us up and out of the bottom ranking?

ARMM is just two years shy of its Pearl jubilee. If ARMM were a person, we expect this person to be in his/her prime of health; had gone to school, is skilled, employed or owns a business; married and financially independent.

Is this what we can say of the ARMM as a regional institution?

Looking forward, what of the Bangsamoro government to come? How many anniversaries do we have to go through in order to get out of the quagmire of poverty, ill-health, insecurity, poor governance and dependency? This is a challenge to our leaders as much as to ourselves as citizens. We are all together in this enterprise.

Finally, one thing we Moros are good at is fighting to get what we want.

We have so far succeeded up to an autonomy and the expanded Bangsamoro Basic Law (BBL) holds a promise of more powers, more resources and better institutions. No other cultural group can equal our fervor for ethno-nationalism. We fought in battles, and we roar in politics, but not in the delivery of public services and development. Yes, we have improvements here and there. But all of these taken as a whole, where are we? We are still at the bottom.

This is not to downplay the leadership commitment because we do have it here and there who are truly committed to lead the change and reforms need to

But it is this lingering frustration among us over the slow process of development that is forcing us to ask the question, how long and how much power and resources do we really need to be out of the quagmire and be among the most developed and prosperous communities in the world, where we think and aspire as our right. Advance release of the 5-Piso new generation currency coins The Bangko Sentral ng Pilipinas (BSP) today announced that of the New G ener ati on Currenc y (NGC) Coin Series, it will release in advance of the other denominations, the 5-piso NGC legal tender coin for circulation, starting December 2017.

The 5-piso NGC coin features on the obverse, Gat. Andres Bonifacio. The BSP’s advance release of the 5-piso NGC coin highlights the 120th death anniversary of the Filipino patriot this year and his 154th birthday on November 30.

Widely regarded as one of the Philippines’ greatest heroes, Bonifacio was a fearless leader who founded the Katipunan, the secret society that ignited the flames of the revolution which finally led to the declaration of Philippine independence in 1898.

Bonifacio died on 10 May

1897.

Thus, considered as the Father of the Philippine revolution, Bonifacio’s portrait is etched on the obverse of the coin, along with the markings, “ANDRES BONIFACIO”, “5-PISO” and “REPUBLIKA NG PILIPINAS” in bold font and in microprints, and the mint mark. The reverse side, meanwhile, features the Tayabak, a Philippine endemic plant that climbs tall forest trees, the BSP logo and “Bangko Sentral ng Pilipinas” in microprint. The 5-piso NGC coin is 25-millimeters in diameter and weighs approximately 7.4 grams.

The NGC Coin Series adopts the latest technology in minting coins. The security features of the NGC Coin Series are enhanced to deter counterfeiting, improve wear and corrosion resistance capabilities, saves the BSP

minting costs, avoids risks arising from unexpected volatile swings in metal prices, and also deters the illegal hoarding of coins

for melting and shipment to other countries.

Coins in the NGC Series will feature the BSP logo, national heroes and

endemic flora, consistent with the design of the NGC Banknote Series, launched in 2010, which also highlights Philippine fauna.

MB Approves Sanctions on MBTC

The Monetary Board (MB) approved the imposition of sanctions on Metropolitan Bank and Trust Company (MBTC) in connection with the examination conducted by the Bangko Sentral rig Pi!ipinas (BSP) relating to the PI. 75 billion fraud alleged Iy perpetrated by one of its officers. In determining the appropriateness of the sanctions, the MB took into consideration MBTC’s strong financial condition and immediate corrective actions to contain further financial damage.

Together with medium to long term initiatives that will serve to improve governance, controls, and gompliance, the MB re-affirms the safety and soundness of M BTC. • The sanctions imposed ranged from reprimand to suspension of directors and officers who failed to perform adequate oversight and/or have been complacent/reiniss of their duties and responsibilities.
