MARAWI CITY, Lanao del Sur (PIA) -- Vice Governor Mohammad Khalid “Mujam” Adiong has called for the stricter enforcement of laws and ordinances on solid waste management (SWM). The vice governor made the call during the 2nd quarter Provincial Disaster Risk Reduction and Management Council in response to recommendations for incentives to compliant individuals, organizations, barangays, and local government units (LGUs). He underscored the need to prioritize first the enforcement of regulations and ordinances before incentivizing compliance. “Ok siya [ang pagbibigay ng reward], yung nga lang ang problema dyan ay nasasanay tayo palagi na may incentives. SAN FRANCISCO, Agusan del Sur--Exactly after four years and 343 days of serving his six-year jail sentence at the Agusan del Sur Provincial Jail, Tatay Bals,68, was set free as a beneficiary of the Good Conduct Time Allowance (GCTA). The same fate was also shared by Pareng Ben, 42, whose four-year jail term was cut short by four months and 28 days. On that fateful day of July 21, Tatay Bals and Pareng Ben walked their way to freedom and went home to reunite with their respective families.

Republic Act No. 10592 which created the GCTA law shortened jail time sentences of inmates or Persons Deprived of Liberty(PDL) after a thorough assessment of the conduct of their behavior inside the detention centers. The Management, Screening, and Evaluation Committee (MSEC) of the Provincial Correctional and Security Management Office (PCSMO) evaluates the excellent conduct of PDLs and recommends the grant of GCTAs. Tatay Bals was a jail trustee who regularly cleaned the jail premises, guitarist at religious masses at the

chapel jail and at times delivered sermons during mass worships. “He was also active in almost all activities of the jail, including the rice production at the ricefields at the provincial capitol,” said Mary Ann Gresola, information officer of PCSMO, assigned as jail nurse. Gresola said a trustee is a PDL trusted by the jail management to initiate any activity that will help the development of the jail as part of the PDLs reformation program. Marcos, India PM vow improved ties, cooperation By FILANE MIKEE CERVANTES

MANILA – President Ferdinand Marcos Jr. on Saturday vowed to deepen the bilateral ties between India and the Philippines. Marcos made the commitment a day after he spoke over the phone with Prime Minister Narendra Modi, who congratulated him for his election as the 17th President of the Philippines. “Nagagalak naman tayo na makausap sa telepono ang punong ministro na si (I am glad to have talked to) Narendra Modi. Tiyak natin na mas iigting ang ating magandang relasyon sa bansang (I’m sure it will mean improved relations with) India,” Marcos said in an Instagram and Facebook

post. During the phone conversation, the two leaders reviewed various areas of bilateral engagement and “expressed satisfaction at the rapid growth of cooperation between the two countries in recent years,” according to the press statement released by India’s Ministry of External Affairs. Modi also committed to support the development programs of the Philippines under the Marcos administration. “The Prime Minister also assured President Ferdinand Marcos Jr. of India’s full support in his plans and projects for the Philippines’ development,” it read. QUEZON CITY, (PIA) -The Department of Education announced Thursday, August 04, that they will launch a command center to handle concerns that may arise on the day of opening of face-to-face classes on August 22, 2022. As part of the preparation, DepEd Spokesperson Atty. Michael Poa said their staff is already undergoing training on how to address concerns and queries. “We’re also setting up a command center here at the Department of Education para po pwede niyo kaming tawagan kaagad, our

staff is already undergoing training at the moment for encoding and ticketing of all these concerns,” he said. When asked the general status of the department’s preparation, Poa said that it is without challenge but they are confident. “We’re getting there, we are very confident, pagdating po ng opening of classes, handa na po tayo,” Poa answered. DOLE’s livelihood program benefits Pangasinenses By APRIL BRAVO

DAGUPAN CITY, (PIA) – The Department of Labor and Employment-Regional Office 1 (DOLE RO1) has poured in livelihood assistance to marginalized and disadvantaged informal workers in Pangasinan, as various livelihood projects were awarded to beneficiaries recently. DOLE Ilocos information officer Justin Paul Marbella said that through the DOLE Integrated Livelihood Program (DILP), lowincome workers are given livelihood support to boost their economic activities, thus empowering them as productive members of the society. In Aguilar, Pangasinan, DOLE-RO1 awarded Curambing Pao Farmers Association with a farm mechanization project

amounting to P1 million. The group livelihood undertaking will benefit 91 members of the farmers’ group. During the turnover of check on July 29, DOLE RO1 regional director Atty. Evelyn Ramos expressed hope that the farmers may now see greener pastures through the livelihood support. “President Ferdinand Marcos Jr. and DOLE Secretary Bienvenido Laguesma emphasize that government programs should strongly impact the farthest of the communities, and so we are happy that we are able to bring this government aid to you,” said Ramos. In Dagupan City, DOLERO1 distributed FreeBis (free bicycles) to 30 lowincome workers on August 1.

The beneficiaries are persons with disabilities, and those belonging to the LGBTQIA+ community. A component of the DILP, the FreeBis project helps ease unemployment by providing livelihood opportunities to workers in the formal and informal sectors displaced by the COVID-19 pandemic. Meanwhile, the DOLE’s emergency employment program continues to foster labor among disadvantaged and displaced workers in Pangasinan. BOCAUE, Bulacan – The installation of a 50-kilowatt (kW) on-grid solar energy system at the office of a church-based credit cooperative here could be the first step to the switch to renewable energy for cost savings and a cleaner community in the province of Bulacan. The statement came from former chief justice Reynato S. Puno, chairman of GenWATT Energy Solutions, which installed

the solar energy system on the building of the St. Martin of Tours Credit and Development Cooperative (SMTCDC) that was inaugurated Saturday. GenWATT chief executive officer, Wendell R. Tamayo, said the system, which has a 50-kW inverter with 40-kW solar panels installed on the building’s roof, could produce 180 kW to 200 kW of electricity on a normal sunny day, covering 60 percent to 80 percent of the building’s requirements

during office hours. “It has the potential to save PHP45,000 to PHP70,000 in electricity bills every month at a price of PHP11 per kilowatt hour. Over the 25-year guaranteed production efficiency of the solar panels, it is projected to generate 1,500 megawatts of electricity,” Tamayo said. VERY often, we asked ourselves this question. That’s normal. That’s human. Even though you didn’t get the job I think you’re on the right track because you’re getting lots of callbacks for interviews. Don’t worry, you’ll get a job offer soon. We’re on track for completing the prototype by the end of the month. Looking positively. I just had my performance review and my boss said I’m on the right track for a promotion next year. Congratulations. You deserve it. “Help! I can’t finish this algebra equation!” “Calm down and keep thinking, you’re on the right track.” My mathematics professor mentioned this a thousand times. Many times we compare our life with a way. We talk about a “human life way”. We describe a determined human such as, “He’s on the right track (way)”. We must make our tracks, but we will take a path across a rice-field. We learn that there are many ways to solve problems. We also don’t want to stand in other people’s way. Sometimes we prefer to keep out of someone’s way. Sometimes, we already plan to get someone out of our way. It just happened in my surroundings. Most of all, we do try

to find the golden middle course. “Hay nako” - that’s the hardest task in life! Many different ways have been offered to us during our whole life. Whole life? I am 69 now. Whole life? Mmmmh, let’s wait and see and have a cup of tea! How can we be able to choose the right way? The correct one? Which signs can be trusted blindly? These are urgent and vital questions for all of us, and, during this time, important like never before. In the past traditions and custom demands have been produced our ways unquestionably. Nowadays permanently, constantly and continually we must think about decisions and look for the correct plan - but, more and more alone! Today’s man is like a ship’s captain.This ship contains solid iron. The compass needle is no longer able to show the Northern direction as expected, because of the ship’s iron inflexible body. You only have one choice: look up to the stars and study their guiding support. A very wise idea by German atom-physicist Werner Heisenberg (19011976). We are all happy and proud while having the perfect means at our disposal. On the other hand, our blindness allows us to intricate and confused destinations in life, aims, goals

and objectives. We all know the headlines of our daily life, which always turn us away and distract our views to the stars - means to say: to God. I am the way - not only a traffic sign or a shepherd without responsibility or a “mailbox-doctor a la Doctor Love. I am the way - the only right way. His deeds colored our fates. Let’s keep our eyes open for the most important signs at our way, such as - Ready to help the unprotected and defenseless weak; - Struggle for freedom and justice; - Commitment of peace; - Most of all: Love, which doesn’t calculate and count love without measurements, boundaries and limits. THAT’S “strong in the faith” in English. The expression comes from the First Letter of St. Peter (5, 9) and is made also in the First Letter of St. Paul to the Corinthians (16, 13) Both passages are made in the context of our need to be always on guard against the enemies of our soul and to be trusting of God’s will and ways. We need to make our faith strong and operative because that is how we can start and maintain our life to be a life with God as it should be. With faith, we start to share God’s knowledge of things and his power, and that is how our life should be since we are God’s image and likeness, meant to share in the very life of God. At one point, Christ lamented the common phenomenon of our lack of faith. “This generation is an evil generation,” he said. “It seeks a sign, but no sign will be given it, except the sign of Jonah.” (cfr. Lk 11, 29-32) If there is no faith, we will never see the things of God and the rich reality of the truly spiritual and supernatural world, no matter how much we spin our human powers to capture this reality. Not even our

powerful sciences and technologies can enter into the spiritual and supernatural reality of our life. We have to realize that our faith should not remain only in the theoretical, intellectual level. It has to be a functioning one, giving shape and direction in our thoughts and intentions, our words and deeds. In fact, it should shape our whole life. The ideal condition is for us to feel our faith immediately. Indeed, it should be like an instinct such that whatever we think, say or do, or whenever we have to react to something, it is our faith that should guide us. We have to understand that it is our faith that gives us the global picture of things, since it is God’s gift to us, a gratuitous sharing of what God knows about himself and about the whole of creation. It is meant for our own good, for us to live out our true dignity as children of God. It is a kind of knowledge that will lead us to our eternal life. It will make us relate everything in our earthly life, both the good and the bad, to this ultimate goal in life which is to be in heaven with God, a state that is supernatural. But it

Do we really look for him, in the manner spelled out by Christ himself, that is, with constancy and determination? Christ said: “Ask, and it shall be given you. Seek, and you shall find. Knock, and it shall be opened unto you.” (Mt 7, 7) Of course, we have to understand that a functioning faith is also the result of being actively guided by the Church which has been given full powers by Christ to keep and teach the faith with his very own authority.

D UM AG U E T E C I T Y – The Negros Oriental Provincial Police Office (NOPPO) on Sund ay called out a netizen over a social media post accusing a woman of kidnapping a child in Tanjay City, saying that this was fake and that the supposed suspect was mentally challenged. Lt. Col. Roland Lavisto, Police Community Affairs and Development Unit (PCADU) chief of NOPPO, asked the help of the media to shed light on the post of a woman believed to be a resident of Tanjay who posted pictures on Facebook of a woman being led away in a police car. The Facebook account owner, whose name is being withheld pending further investigation, identified the supposed kidnapper and in the dialect urged the public to protect their children.

Tanjay City p olice received a call around 8:15 a.m. that an alleged kidnapping of a child transpired at a comfort room of the public market. Initial investigation revealed that based on the mother’s testimony, the suspect went wild and tried to grab the child away from her, but did not succeed. The suspect is now in the custody of the Tanjay City police station. The Facebook post has been taken down and police are still considering proper legal action against its owner. (PNA)

July Inflation Rises to 6.4%

HEADLINE inflation increased to 6.4 percent yearon-year in July from 6.1 percent in the previous month. This was within the BSP’s forecast range of 5.6-6.4 percent for July. The resulting year-to-date average inflation of 4.7 percent is above the Government’s average inflation target range of 2.0-4.0 percent for 2022. Meanwhile, on a month-onmonth seasonally adjusted basis, inflation slowed down to 0.6 percent in July from 1.0 percent in June. Inflation continued to increase in July owing mainly to faster price increases of food items. CAGAYAN DE ORO CITY: The suspect in the killing of the son of Cagayan de Oro City Mayor Rolando Uy vehemently denied the accusation saying he was incapable of committing the crime. Edgardo O Gaabucayan,59, of Lala, Lanao Del Norte, was charged with two counts of murder on the shooting to death of Roland Sherwin “Tawee” Uy, son of Mayor Uy, and Samuel Pabalan, 73, in a quarry site in Pagatpat, this city, on Nov. 21, 2021. Gaabucayan, arrested on the strength of warrant of arrest, at his house in Lanao de Norte on June 30, 2022, has denied the accusation saying he could not even walk properly to commit the alleged crime. During Saturday’s sendoff ceremony for law graduates of Liceo de Cagayan University (LD CU) in Manolo Fortich, Bukidnon, Lee said there are three areas to strengthen in preparation for the exams: physical, mental, and spiritual. “Recent studies have shown strength of the leg muscles is directly connected with brain power. If there’s anything you need to exercise, that must be your legs,” he said in his pep talk. Lee said taking care of one’s health includes avoiding activities that may infect them with Covid-19. Some Bar examinees this year failed to take the exam because they tested positive for the virus. On mental preparation, Lee said graduates must take at least a day off each week while reviewing and during

the month of the Bar Exam itself, allot relaxation time after each Sunday. “If you doubt yourself or if you want to quit, just don’t. Go back to thinking that you are already a law graduate. Teachers have already helped you possess the basic knowledge of the laws,” Lee said. He said Bar Exams are the physical manifestation and actual confirmation of the basic legal knowledge they already have. Training Strong-Minded Citizens Training a Mindstrong Country Ozamiz City National High School

President Rodrigo Duterte has signed into law Republic Act No. 11036 or the Philippine Mental Health Law that would secure, among others, the rights and welfare of persons with mental health needs. It seeks to change such attitudes and reassure those suffering from mental health disorders that professional help is available, and there is no shame in consulting a psychiatrist. It is alarming that many youth today are contemplating on hurting themselves and ending their lives, even using drugs to forget their problems, when they should be planning for their future. Under the new law, such services will even be covered by the Philippine Health Insurance Corporation. The law also helps to counter deep-seated misconceptions and biases many Filipinos have towards this “state of wellbeing.” as defined by the World Health Organization (WHO). The law would secure the rights and welfare of persons with mental health needs and mental health professionals; provide mental health services down to the barangays, integrate psychiatric, psychosocial, and neurologic services in regional, provincial, and tertiary hospitals; improve mental healthcare facilities; and promote mental health education in schools and workplaces. According to the WHO, neuropsychiatric disorders are “among the leading causes of worldwide disability” among children and teenagers. These also affect adults, the elderly, all economic classes. This is made worse by many families’ lack of resources to allocate for mental health needs, including access to a psychiatrist. The WHO’s main concern on mental health is the connection between substance abuse, mental disorders, and disability. WHO emphasizes the need for community-based rehabilitation programs for former drug dependents. Also, suicide, depression and other mental health issues are common around the world, but the stigma attached to such problems has discouraged many Filipinos from seeking professional help. A record of consulting a psychiatrist can be a political issue and doom an election bid. Mental health problems can mean rejection for a job application or dismissal from employment. In 2014, the report “Health for

the World’s Adolescents” by the WHO revealed that depression is the predominant cause of illness and disability for both boys and girls aged 10 to 19 years old. Suicide is the third leading cause of death among adolescents. In 2012 alone, an estimated 1.3 million young people worldwide died because of suicide. Furthermore, the report stated that half of all the people who develop mental disorders show their first symptoms at the age of 14. If adolescents with mental health problems get the care they need, their deaths or suffering throughout life can be prevented. Mental health is not just about addressing disorders, but first of all, promoting health and preventing these disorders from leading to self-harm and death. In order to build a mentally stable nation and be armed with socio-economically and psychologically competent citizens, we must know the fact that there are already programs and policies designed to protect the mentally ill, prevent mental illness, and promote mental health in the country at present. We are calling on the WHO, Department of Health (DOH), and other agencies concern, to help us in raising awareness on strengthening the holistic well-being of the citizens. We are making these interventions to save the lives of those who suffer from depression, anxiety and all other forms of illness, better through proper care and acceptance of their difference. Even without the implementing rules and regulations of the Mental Health Law, families, educators, health professionals, and civil society must work together to address one of the most pressing issues confronting our society. Every Filipino should be entitled to mental health programs and services. Mental health problems in the country has long been dismissed and not given any priority at all. We must think of the urgency on the need to mental health services in the country and make pragmatic measures now. We must not let the citizens continue their lives, bearing the emotional and psychological burden not just on their shoulders but also in their worn out minds. The problem has been long overdue. It is now time to move and foster a healthy well-being. Be aware. A sound mind is a sound body.

What do we mean by quality of education?

THE meaning of quality education is one that is pedagogically and developmentally sound and educates the student in becoming an active and productive member of society. A quality education is not one that is measured purely by a test score or by how many words per minute a five-year-old can read. The 17 sustainable development goals (SDGs) serve as benchmarks for every nation to ensure global prosperity, protection of the planet and an eradication of poverty. This agenda is a plan of action for people, planet and prosperity. It also seeks to strengthen universal peace in larger freedom. We recognize that eradi-

cating poverty in all its forms and dimensions including extreme poverty is the greatest global challenge and an indispensable requirement for sustainable development. All countries and all stakeholders acting in collaborative partnership will implement this plan. Goal 4 of the SDGs was a unique goal focused purely on education. This is the first time such a standalone education goal has been set and ratified. It ensures inclusive and equitable quality education and promotes lifelong learning. For those who agree with the role that the United Nations plays, it is hard to disagree with any of the goals or much of the wording.

CAGAYAN DE ORO CITY – The Department of Agriculture Regional Field Office 10 (DA-RFO 10) through

the Agribusiness and Marketing Assistance Division (AMAD) administered a market matching between local

farmers, cooperative associations (FCAs), and potential buyers. DA-10 Regional Executive Director

Carlene C. Collado shared, that the activity aims to help farmers and fisherfolk sell their harvest and catch, to prospect

clients, benefitting both parties as producers can directly market while buyers can avail them at reasonable prices.

Among the salient discussions include the agri-fishery products to be delivered, volume, price, frequency of deliveries, and other specifications. Potential buyers present were the Cagayan de Oro Hotel and Restaurant Association (COHARA) and the Department of Education (DepEd) Region 10 for their School-based Feeding Program. DA-10 AMAD Assistant Chief Ferdinand F. Caraballe conveyed, that they will facilitate the transactions between the FCAs and their potential clients to ink a marketing agreement. The PCSMO is still reviewing the records of potential PDLs for possible granting of GCTA. The GCTA initiative will continue as it is one of the successful strategies to decongest our detention facilities and an opportunity for PDLs to once again re-entry a free life outside jail premises.

We were never prepared for a pandemic like this. Our daily lives, both personal and professional, were upended. Many public and private employees and teachers have felt isolated, disconnected, or alone in the dark as a result of the implementation of alternative work arrangements. This situation has taken its toll on the workers’ entire being. Blended education has replaced face-to-face interactions with my students. I was one of those teachers who taught modular classes. Students were not permitted to leave the house to retrieve their modules. The parents are the ones who receive their modules on a weekly basis. I also gave them instructions for their children. I also made a Google Meet link where we can connect with one another. I called

them on their cell phone to check on their situation and even had a one-on-one oral reading via messenger. I know it’s difficult, but there are ways and means for me to connect with my students during this difficult time. I also hold regular sessions, either in groups or one-on-one, to help my students understand and discuss their concerns to their parents during our PTC (Parent Teacher Conference.) A simple message from our Facebook page once a day can also help. These activities aim to keep my students connected even when they are not together at school. As their adviser, I must also inquire about and validate my parents’ various emotions regarding all of this. And, most importantly, I am always available to listen, empathize, and support one another.
