Open gov’t dialogue seeks to address NorMin issues CAGAYAN DE ORO CITY -- Presidential Communications Operations Office (PCOO) Secretary Martin Andanar enjoined participants and stakeholders in Northern Mindanao to participate in nation-building during a town hall meeting here on Thursday. The PCOO chief said the confab is an avenue for the national and local government, and its constituents, “to communicate, clarify, and converge” on inputs for further improvement of public programs and services. “This time you have the national government really going in aggressively and assertively to bring the services of government to the people. That is Duterte legacy in action,” Andanar said in his speech.

“Our task here is to gather all of your stories and take them to desks where programs and decisions are made. It is here in the town halls where questions are to be answered,” he added. Andanar likened the Dagyaw 2019 to the traditional bayanihan spirit of Filipinos. “Like the traditional bayanihan of able-bodied persons carrying a nipa hut on their shoulders in unison to get from one place to another, everyone in the movement altogether are carrying their desires, their ideas, and their dreams towards a national action plan for the rest of this year and beyond,” he said. CAGAYAN DE ORO CITY-Jeepney drivers and operators in Northern Mindnanao are awaiting the approval of their petition for increase in minimum fare once the Land Transportation Franchising and Regulatory Board (LTFRB) approves it. National Confederation of Transport Union regional coordinator Joel Gabatan, in a separate interview, said they submitted their petition to the LTFRB for a P10 minimum fare sometime on July 16, 2018. “We are still waiting for the approval of our petition,” Gabatan said. CAGAYAN de Oro City Mayor Oscar Moreno will increase the monthly allowance of Barangay Nutrition Scholars (BNS) from Php3,000 to Php3,000 starting next year, a report reaching the Mindanao Daily News online said. IT is good that Rep. Rufus Rodriguez is back in Congress. With someone, like Rufus, the people in the second district of Cagayan De Oro will always be represented in Congress. During a live radio interview last week, Rufus disclosed that he would work for the expansion of the Northern Mindanao Medical Center (NMMC) to a 1200-bed hospital. Presently, the NMMC is one of the most advanced public hospitals in Northern Mindanao. With highly trained medical personnel and state-of-the-art medical equipment, the NMMC is a hospital that a patient could be assured of prompt and efficient service. One thing important ‘though is for the NMMC to hire more medical personnel, like nurses and doctors, to be able to meet the demand of the growing

patients in the region. Rufus sees the growing medical services in Northern Mindanao in the coming years that he has been working to upgrade the hospital facilities to be able to meet the demands of the time. The Cagayanons were not wrong in choosing Rufus as the representative in Congress. One also remembers that it was Rufus who worked hard to improve the level of the educational standard of the state-owned University of Science and Technology in Southern Philippines (USTP). Rufus authored several laws in Congress, which elevated the status of the USTP to upgrade it into one of the centers of excellence of education in Mindanao. With a government official who worked hard for the constituency, everyone expects so much of Rep. Rufus Rodriguez to accom-

plish more his term. Of course, the Cagayanons could say nothing less but be proud of Rufus – a true public servant in its true sense of the word. Well, we have seen a number of public servants who really worked hard for the constituents. More often, these public servants are the object of “personal attacks” by the cynical political adversaries. Whenever a good politician cum public servant delivers the need of the constituents par excellence, the political protagonists are always drowned with jealousy and anger. For instance, it makes us wonder why political adversaries attack the public servants who deliver most for the common good. Eid’l Adha celebration: Duterte declares August 12, 2019 in PH as national holiday PRESIDENT Rodrigo Duterte has issued a proclamation that Monday, August 12 is a regular holiday nationwide in observance of Eid’l Adha (Islamic Feast of Sacrifice). The proclamation, which Executive Secretary Salvador Medialdea said would be released by Thursday noon, is based on Republic Act No. 9849 which was signed into law on December 11, 2009 under President Gloria Macapagal-Arroyo. RA 9849 declared Eid’l Adha as a national holiday but with a “movable date.” The law provides that the implementation shall be supervised by the Office on Muslim Affairs (now National Commission on Muslim Filipinos or NCMF) and that if it falls on a Sunday “the holiday will be observed on the Monday that follows.” Eid’l Adha is one of Is-

MANILA -- The country’s economy expanded by 5.5 percent in the second quarter of 2019 but slower than the 6.2 percent growth during the same period last year. The Philippine Statistics Authority (PSA) said services had the fastest growth with 7.1 percent, followed by industry with 3.7 percent, and agriculture, hunting, forestry and fishing with 0.6 percent. In a press briefing Thursday, Socioeconomic Planning Secretary Ernesto Pernia said last quarter’s figure was the country’s lowest growth outturn in 17 quarters. “The weak economic performance during the second quarter of 2019 is the continuing effect of the delay in the passage of the 2019 budget, coupled within the election ban,” he said. The country’s gross domestic product (GDP) growth rate averaged 5.5 percent in the first semester. Pernia said the GDP needs to grow by an average of at least 6.4 percent in the second half to reach the low-end of the government’s full-year target of 6 to 7 percent. (PNA)

In a briefing, AboitizPower president and chief executive officer Emmanuel Rubio said they agree to provide 50MW on the first year of the tie-up and 30MW each in the second and third year. He said they have tapped part of the 50MW but declined when this will be fully utilized. Investment Incentives Matter for Industry Development and Jobs generation WITH rising globalization and economic integration through free trade agreements, competition for foreign direct investments has heightened. Even within regional groupings like the EU and ASEAN, countries compete and reinforce their tax and other incentives to attract and influence the decisions of investors especially if all the basic infrastructures and investment climate are relatively similar to each other. In countries like Thailand and Vietnam, investment incentives contributed to achieve rapid growth. Developing countries would even increase incentives to make up for certain infrastructure handicap or disadvantages. As DTI Undersecretary Ceferino Rodolfo said, “Not all incentives are wasted, not all incentives are bad. Incentives are able to attract investments into the country which would not have come in considering the advantages of other countries in terms of infrastructure, cost efficiencies, labor costs or resource availability. Incentives can help compensate for the disadvantages in locating in our country.” Usec Rodolfo added “At this point, and following President Duterte’s mission to make lives of the Filipinos comfortable, we need all the jobs we can generate, to help uplift their lives out

of poverty. “Investors who have availed of incentives have likewise paid revenues on other tax dues coming from their operations. Based on TIMTA data from 2015 to 2017, the top ten PEZA enterprises paid total taxes of P45.3B while income tax incentives availed amounted to P45.1B resulting in a net revenue position of P0.2B. MALALAG, Davao del Sur -- Authorities here warned residents to take extra precaution against snakes lurking in the grasslands following the death of a farmer due to snake bites. This came after a certain Rico Cabañero Canoy, 27, a resident of Purok 5, Barangay Bolton, here, was found lifeless with multiple snake bites. Dr. Teresita GolingayEmphasis, the municipal health officer who conducted the post mortem examination of the victim, confirmed Tuesday that the bite marks on Cabañero’s left forearms and left portion of the body could have been inflicted by a King cobra. The King cobra (Ophiophagus hannah) is a venomous snake endemic to forests from India to Southeast Asia. Police Senior Master Sergeant Gherson Guerrero, the officer-on-case, said Bolton Barangay Captain Melvin Cabije called the authorities after the cadaver of Canoy was found by relatives in his farm.
