Muslim clerics to issue fatwa against terrorism Ulamas or Muslim clerics based in the province of Lanao del Sur, where Marawi City is situated,, are mobilizing to convene a national Ulama conference to issue a fatwa or Islamic ruling against terrorism. Uamilodin Sharif, deputy mufti of the provincial Darul Ifta of Lanao, on Tuesday said the main objective of the conference is for the Ulama across the country to have a fatwa against terrorism amid the ongoing armed conflict in Marawi City. “Terrorism is one of the major problems the country is facing. Yes, it is true that there are already two existing fatwas issued by the regional Darul Ifta of
Armm and from the Moro Islamic Liberation Front (MILF). Our purpose here is to bring to the national level or the scope of the Fatwa. That’s why we are convening a national conference on this,” he said. “We want to widen the scope of the fatwa to cover all areas in the country so that all Muslims should be aware of our fight against terrorism. Radicalism does not reflect to the true teachings of Islam. That’s our objective,” he added. CAGAYAN de Oro City--An inmate died in a fire that gutted several government offices, including the city’s police station, in El Salvador City, Misamis Oriental, early dawn Tuesday. Police identified the lone fatality as Rey Fuentes, an alleged mentally deprived person, who was detained in the city’s police station for safe keeping. “The relative requested the temporary detention of Fuentes because he has turned violent,” the police said. Police investigators said that aside from Fuentes two other inmates were rescued just in time as the
fire quickly spread to the nearby offices. Fuentes , who was not found immediately, was found dead, apparently hiding inside a barrel filled with water, investigators said. Fire investigator Renante Lorono said that the fire, tapped in 12 midnight Monday, was placed under control at 1:30 Tuesday dawn. Firemen and police who responded to the fire scene were held at bay as they cover for safety as grenade and ammunition exploded in the storage of the city’s police station as the fire swiftly spread to the adjoining offices made of light materials. Superintendent Jerry Tambis, the city’s police chief, said that two M16

assault rifles and a 9mm Glock pistol were burned in the fire. Aside from the city’s police station, the city’s post office, city jail, the social welfare department, the Bureau of Internal Revenue and the city council which houses the city vice mayor’s office were razed to the ground. The offices were housed in and adjacent to the 60-year-old city government building, which was the original municipal hall building before El Salvador became a component city of Misamis Oriental in 2007. Lorono said that there was an initial report that the fire started in the ceiling and storage of the old city jail building.

“We are still investigating the cause of the fire and is not discounting the possibility that it could be due to faulty electrical wirings,” Lorono said. He said that there were no other report of casualty and the initial damage to properties was placed at Php 500,000.

The SAF humanitarian relief items were donated to the National Disaster Risk Reduction and Management Council, Office of the Department of National Defense, and were flown in by SAF C-130 aircraft to Laguindingan airport. The humanitarian relief items included 5-man tent (30 sets) worth S$ 25,620, field ration (3,120 packets) worth S$ 21,840, medical supply (3 sets) valued S$ 25,000, blankets (200 pieces) - S$3,770, bottled water (1080 bottles) - S$ 324, dynamo lights (64 pieces) - S$ 5,120, water filtration units (3 units) - S$ 12,270. The month of August is something that mystifies any person who is aware of the events around him. Ordinarily, one simply thinks of August as the customary eight months of the year. A month between July and September. August was named after Augustus Caesar, the first Roman Emperor and the grandnephew of Julius Caesar. The month of July was named after Julius Caesar, too. Anyway, it appears that some “intriguing” events usually occur in the month of August. These events are not the ordinary or the routine daily chores. Many cultures around the world described August as the “Harvest Month.”

The description “Harvest Months” has a lot of implications, so to speak. For instance, if could mean disastrous or victory. The month of August is also the favorite season for the doomsayers . In many instances, prophecies about the “end time” is associated with the month of August. This is the reason why The Cynosure considers the month of August as a “mysterious” month. Anyway, the Cynosure wishes to emphasize that it has no extra power to predict or visualize the future like a seer or a fortune teller in the flea market. There is, however, this weird feeling about the month of August. In 2016, Pope Francis
made his decision to visit and speak before the Joint Congress in the United States in the month of August. The Pope’s actual visit was in September. It was the first time in the history of the United States that a Catholic Pope spoke before the joint session of the US Congress. In 2015, Michael Parker, a Bible teacher, said the end of the world in August of that year. This year, Parker is at it again. For Parker, the month of August is the reckoning of the “end time.” In other words, the start of the various catastrophes that would lead to the end of the world would be in August. The last is incompetence. As a government employee, I can say that some of the state workers are incompetent. Many state workers do not know how to deal with their clients and think that they are to be served by the public. The reason for this regretful situation is that they have entered the organization just because of the so-called padrino system.
They are close friends of the appointing authorities in that they are appointed to the positions even without possessing the needed qualifications. Thus they cannot perform effectively and efficiently the functions, duties and responsibilities entrusted to them. The result: the office operation is messy. As I cited earlier, these sad realities are curable. And the cure is very much available, only they sleep or lie in silence inside office cabinets or bookshelves. ANDY MAY YET AMOUNT TO NOTHING: There is an interesting legal issue that may yet nullify the expose or disclosures made by Patricia Tish Bautista against her estranged husband, Chairman Andres Bautista of the Commission on Elections. It is the prohibition against spouses against testifying against each other.
This prohibition is found in Section 22, Rule 130 of the 1989 Amended Revised Rules on Evidence. It is stated this way: “During their marriage, neither the husband nor the wife may testify for or against the other without the consent of the affected spouse, except in a civil case by one against the other, or in a criminal case for a crime committed by one against the other or the latter’s direct descendants or ascendants.” As is clear from that Section 22, there are two rules there. First is the rule on disqualification of the husband or the wife from testifying for or against each other, without the consent of the affected spouse. The second is the rule on the
right of the husband and the wife to testify against each other, but only in a civil case or a criminal case by one against the other. -oooCOUPLES ARE DISQUALIFIED FROM TESTIFYING AGAINST EACH OTHER: On account of this disqualification, it would appear that Patricia cannot be a witness against Chairman Bautista in any civil or criminal case that would involve graft and corruption, and the possible forfeiture of the billions in cash and assets that he supposedly amassed during the two years he has headed the Commission. In fact, the prohibition in the Rules of Court would also appear to prevent Pa-

tricia from testifying in an impeachment complaint against him, should any such impeachment complaint be filed and/or tried with the House of Representatives and by the Senate. And, since Patricia’s disclosures about the hundreds of millions of pesos allegedly deposited in banks in the name of her husband apparently come from official bank documents, the Chairman would clearly be protected by the Bank Secrecy Law. Obviously, not the poor students of poor parents but the students of the middle if not upper middle class families. The really poor would be sidelined by the well-intentioned but less-thought-out legislation. Come to think of it, the great issue in Philippine education is not so much affordability or access but quality and the right and fitting correspondence between the supply (knowledge and skills) provided by the educational system and what is critically needed by the economy. As it is, the supply is aplenty but is grossly inappropriate to various industry needs. This should be what our educational planners should look into. The K-12 program ought not to stop simply at adding rungs to the educational ladder but should guide, shape and prepare the interest and

NAAWAN, Misamis Oriental--The grant of free tuition in state colleges and universities is probably one of the most interesting developments that ever happened to tertiary education in this country. But without being cynical about it, what is really the percentage slice of tuition in the overall cost of college education? In some state universities and colleges (SUCs) the total charge for miscellaneous fees could be much bigger than the tuition. Miscellaneous is a blank check that school management could write anything to raise more revenues from poor students – developmental fee, whatever that means, medical fee, dental fee, insurance fee, athletic fee, library fee, computer fee, internet fee, publication fee, journal fee, Intramurals fee, student manual, ID, NSTC/ ROTC fee, etc . Ang pagkakaroon ng sariling wika sa isang bansa ay sumisimbolo ng iyong pinanggalingan. Hindi maipagkakailang marami tayong iba’t – bang wika sa ating bansa, katulad ng Cebuano, Bicolano, Ilocano at iba pa. Kaya’t hindi madali ang pagpili sa ating pamban-

The school administrator has distinct qualities, prescribed job description both in the school and in the community or environment. He or she must have the vision, courage, passion, emotional intelligence, judgment, persuasion and curiosity. The functions of the school head include shaping a vision of academic success for all students, creating a climate hospitable to education, cultivating leadership in others, improving instruction and managing people, data and processes. He/ she plays an important role in the school environment such as to ensure that it is safe and healthy, productive, progressive, pleasant, positive school climate in decision –making and maintain consistency in planning amidst group interaction. My experience with the different school administrators brought me into some realizations. They have discretionary power that comes
along their work. They can be an instrument for teacher’s promotion. They can give you a task which will prepare you to be like them in the future. It’s quite challenging yet can be considered as an edge over the other teacher. Some decisions may be liked or disliked by their subordinates, may be obeyed or dis obeyed but that is part of their work. As school administrators, they are entitled to enjoy the privileges of which are meant for them. They owe the respect because that’s what they ought to have. They have applied and been qualified for that position. Having learned the qualities and functions of principal is a good point to ponder. This serves an avenue to widen my perception and understanding towards their job, its scope and limitations. They may have committed flaws but those are human tendencies. Beyond the call of duty, the other side is still prone to scrutiny and imperfection.

Well-organized and the lectures were easy to digest!” From the millennial’s perspective, his favorite part about the writeshop was the lecture by writer Stephen Pedroza on how to tell a story using literary journalism. “The writeshop was sharp, concise, and insightful. I initially expected it to be a run-of-themill workshop where the basics would be taught (which is really perennial already), but it was not. I learned a lot; by that, I mean: a lot. My friend, who was supposed to be in the SciTech writing, accidentally joined the feature writing writeshop and said he didn’t regret making that mistake. On a more personal level, I just hope I get to do justice in telling other people’s stories so that they’d be heard properly, accurately, and finally,” Lagamon wrote to the organizers of the event. He also shared a few takeaways from the writeshop: “It definitely made me realize just how taxing and bold being a journalist or a writer is. It made me realize how I took writing for

Andanar opens Task Force ‘Bangon Marawi’ forum CONRAD HOTEL, MANILA - “We are gathered here to present the reality of a place where its people immediately and rapidly fled from their homes because of the actual, unexpected occurrence of a violent terrorist invasion,” PCOO Secretary Martin Andanar said in his welcome remarks during the forum with Task Force Bangon Marawi, held Friday, August 4. The Presidential Communications & Operations Office (PCOO) with Task Force Bangon Marawi, organized the forum to raise public awareness for the government’s commitment on rebuilding Marawi City. The forum gave updates and discussed the comprehensive inter-agency effort to re-build Marawi and nearby localities. “(W)e intend through this forum to make the public more seriously aware of the government’s work on the recovery, rehabilitation, and reconstruction of Marawi City,” Secretary Andanar added. Marawi City sustained significant damage to its public infrastructure as
well as private properties, and thousands of residents were displaced following weeks of armed conflict between government forces and the Maute terror group. Due to the widespread destruction of properties and loss of lives, President Rodrigo Roa Duterte created last June the inter-agency Task Force Bangon Marawi (TFBM) through Administrative Order (AO) No. 3. Among the functions of Task Force Bangon Marawi is to develop and implement a comprehensive rehabilitation and recovery program based on a post-conflict needs assessment. Composed of 23 various government agencies and offices, the AO directed Task Force members to form themselves into five sub-committees, namely, Reconstruction, Housing, Health and Social Welfare, Business and Livelihood, and Peace and Order for the effective implementation of President Duterte’s order. Additional sub-committees were formed to serve as support groups. They

Davao Oriental drug abuse council clears four villages MATI, Davao Oriental– The Davao Oriental Provincial Anti-Drug Abuse Council (Padac) has declared four more barangays as drug-cleared communities. This developed after Padac, the Philippine National Police (PNP) and the municipal governments and the barangays strongly collaborated to make Sibahay and San Jose in Boston town, Campawan in Baganga town, and San Antonio in Caraga town, as drug-cleared. Karen Lou Deloso, provincial information officer,
said the four villages are the second batch areas declared as drug-cleared. The first were two villages in Tarragona town. According to Deloso, there are 14 drug reformists from Sibahay, 35 in San Jose, 8 in Campawan, and 17 in San Antonio, who vowed their full cooperation to the province’s fight against illegal drugs. PRDP continues to aid Mindanao farmers coop DAVAO CITY – The Philippine Rural Development Program (PRDP) has continued to provide aid to farmers cooperative in Mindanao for the enhancement of their facilities and improve production. Sherwin Manual, the head of the PRDP Information Unit revealed that one of the cooperatives recent grantee is the Subasta Integrated Farmers MultiPurpose Cooperative in Barangay Subasta, Calinan this city. The cooperative was granted PHP9.5 million fund for the development of its PHP34-million Marketing of Dry Fermented Cacao Beans. The rest of the fund requirement was covered by the cooperative for the land, facility and other structures. Manual said the fund will be used to enhance their production capacity since they need to purchase trucks and consolidator facility for the
hauling of the products of nine cluster member cooperatives of Calinan, Malagos, Marilog and Paquibato. PRDP also granted fund assistance to the Farmers Cooperative Marketing Association of Zamboanga del Norte for Cacao Production and Marketing which has a project cost of PHP13.4 million. Manual said the Lanao del Norte Integrated Coconut Base Enterprise got an assistance of PHP8.8 million for its project with a cost of PHP13.4 million. The local government unit of Lanao also gave its
counterpart funds to help the farmers. On the other hand, Manual said there is still PHP212 million which can be accessed up to 2018 under the PRDP’s Enterprise Program. He said the objectives of this program is to increase smallholder groups operating viable enterprises; to enhance producer productivity through formalized arrangements for marketing and technical services; and to increase smallholder and fishery resilience to climate change and adverse weather condition. Teacher’s often feel frustrated about their student’s lack of progress after long weeks of discussing and repeating the lesson. This situation makes teachers question their self-efficacy. However, the knowledge on ‘silent period’ that a student undergoes gives us feeling of relief. According to Ann E. Oliveri, there are five different stages in the second language acquisition – the silent Period, the Early Production Period, the Speech Emergence Period, the Intermediate Production Period, and the Advance Production Period. Of these five, the Silent Period is often the most misunderstood or even unknown both by teachers and students. The Silent Period is a stage in the second language acquisition where a student does not attempt to speak. In this phase, he/ she understand much more
than he/she can produce. This is best illustrated in two- year old baby. They understand whatever you speak or tell them to do but they cannot speak the words as much they want to. This idea explains the comprehension preceded production. In other words, when a student does not respond our discussion, it does not mean that they do not understand our lesson, they may understand but just can’t express their ideas in a similarly organized way. Thus, providing a truly communicative settings, doing drills and repetition and giving them enough time would be our best option because in due time, they will start to produce what they cannot do right now. Knowing this simple fact gives us a feeling of relief that we are heading somewhere and our efforts are not in vain.

Bullying is defined as aggressive behavior that is intentional. It can be physical (such as pushing or hitting) or verbal (such as hurting someone with insults or malicious gossip). In younger children, bullying can also frequently include exclusion (a child telling another she doesn’t want to play with her and urging others to join her in excluding the victim of the bullying behavior, for instance). Bullying can affect children of any age, from kindergarten and elementary school years to high school. Studies show that as many as 15 to 20 percent of kids are bullied “sometimes or more often,” and 15 to 20 percent of kids admit to bullying others with some frequency, according to studies made. How are we going to resolve this prevalent condition in school? The best and most obvious way to stop bullying in schools is for parents to change the way they nurture their children at home. Bullies, however, come from homes where physical punishment is used and children have been taught that physical violence is the way to handle problems and “get their way.” Early intervention and effective discipline and boundaries truly is the best way to stop bullying, but parents of the victims or therapists cannot change the bully’s
home environment. Some things can be done at the school level, however. First is to get the children’s parents involved in a bullying program. Stopping bullying in school takes teamwork and concentrated effort on everyone’s part. Bullying also should be discussed during parent-teacher conferences and PTA meetings. Parental awareness is key. Second,in the classroom setting, all teachers should work with the students on bullying. Oftentimes even the teacher is being bullied in the classroom and a program should be set up that implements teaching about bullying. Children understand modeling behaviors and role-play and acting out bullying situations is a very effective tool. Have students role-play a bullying situation. Third, schools need to make sure there is enough adult supervision at school to lessen and prevent bullying. A child who has to endure bullying usually suffers from low self-esteem and their ability to learn and be successful at school is dramatically lessened. Schools and parents must educate children about bullying behaviors; it will help all children feel safe and secure at school. Children who bully need to be taught empathy for others’ feelings in order to change their behaviors and the school must adopt a zero-tolerance policy regarding bullying.

The evacuees, who were loaded into dumptrucks provided by the Opol municipal government Monday afternoon, reported to their respective barangay chairmen the presence of the rebels in the morning. “According to the residents, the rebels are grouped into 50 people each and they loiter around alternately. Some even attempted to recruit the residents to join their group,” Seno said. Seno said that the evacuation was triggered after the village residents expressed fear of a possible firefight after the military conducted combat operations in the town’s hinterlands on receiving reports of the presence of the armed communist rebels in the area. He said he would also appeal to the municipal council to declare a “state of calamity” so that the evacuees could be taken care of. A state of calamity would enable the municipal government to release the calamity fund intended for emergency situation. The local government unit (LGU) allocates 20 percent of the Internal Revenue Allotment (IRA) of the LGU. Seno said that the evacuees are now temporarily housed in the town’s gymnasium. “They need food, medicines and other basic services while at the evacuation center,” Seno said. He said that the municipal government would do everything to provide the basic services to the evacuees, particularly the school children who should not be disrupted in their studies. “Classes are not disrupted because the evacuees are confined to one area only,” Seno said. “They are afraid because it was the first time that they experienced lawless persons roaming freely in their barangays.” The farmers and village residents in Tingalan, Nangka-on, and Kauyonan, all of Opol, started the evacuation Tuesday after about 100 heavily armed NPA rebels were reportedly sighted in the area. “Ka . More than 250,000 Overseas Filipino Workers (OFWs) residing in the western provinces of Canada may now visit the newly opened Social Security System (SSS) foreign extension office located at the office of the Philippine Consulate General (PCG) in Calgary to inquire, file, or avail themselves of the services offered by the pension fund. The SSS Calgary foreign extension office, the second in Canada, was opened last June in line with the Calgary PCG’s celebration of Philippine Independence Day. SSS President and Chief Executive Officer Emmanuel F. Dooc said the newly-opened extension office will serve about 270,000 Filipinos located in Alberta, British Columbia, and other western provinces of Canada. “We are expecting to reach more Filipinos for their continuing social security coverage under our programs with the opening of the new extension office in Calgary. Considering that the Filipino population in Canada now stands at more than 660,000 based on its latest census data, the newly-opened office will cater to the SSS needs of around 40 percent of our kababayans in the area. We are very thankful to the Consulate for sharing an office space for our operations,” Dooc said. The remaining 60 percent of Filipinos in the eastern provinces of Canada will continue to be served by the SSS Toronto

The apprenticeship program is something the Department of Education (DepEd) and the Technical Education and Skill Development Authority (TESDA) may jointly examine to realign and integrate their programs. As for tertiary education, the Commission on Higher Education (CHED) ought to tighten the screw on unnecessary course offerings. Admission to degree programs should be strictly controlled. For the purpose, the CHED may hold national admission examination for degree programs. It may also conduct competitive scholarship examination for entry to state universities and colleges, especially for degrees in the sciences and engineering. Successful examinees should receive government support for school fees and living allowances. In this regard, the competitive scholarship grant offered every year by the Mindanao State
University in the 60s and early 70s to the upper 5 percent of the graduating classes in Mindanao, Sulu and Palawan is a very good model on free education to poor but deserving students. TO foster breastfeeding and provide immediate aid to mothers and children affected by the crisis in Marawi City, the Modern Nanays of Mindanao held the Hakab Na Para sa Marawi on August 4 to 5 at SM City Cagayan de Oro. The activity is also the group’s way to celebrate the World Breastfeeding Week slated annually on August 1 to 7. This is a global movement for action to promote, protect and support breastfeeding by anyone, anywhere and
at anytime. During the first day of the celebration, about 106 members of the Pantawid Pamilyang Pilipino Program from the different barangays of Cagayan de Oro City joined in the simultaneous breastfeeding of mothers from various parts of the world or the so-called Big Latch On. There were also discussions on the importance of breastfeeding which was led by the well-known obstetrician-gynecologist in the city, Dr. Rico Borromeo.
