DOH sounds clarion call vs Dengue in North Mindanao C

AGAYAN DE ORO CITY - The Department of Health (DOH) unleashed a clarion call as Dengue cases in Northern Mindanao have surpassed the five-year “epidemic” threshold with a total of 15,095 cases and 60 deaths from January 1, 2019 to Aug. 3, 2019.
Dr. Adriano P. Suba-an, acting regional health director, said that the province of Bukidnon with the highest number of cases totaling 6,406 cases followed by Misamis Oriental with 2,384 cases and Lanao Del Norte with 2,066 cases.
He said that the province of Lanao Del Norte recorded the highest number of deaths with 15 deaths followed by Misamis Oriental, 13, and Bukidnon 10. As far as the cities are concerned, Iligan City with See DENGUE, page 11

WENTY-seven conflict-affected barangays in Northern Mindanao are set to focus their development plans and their implementation towards sustaining peace and development to finally End Local Communist Armed Conflict (ELCAC) in their respective areas.
These efforts are in line with the operationalization of Executive Order 70, otherwise known as the “Whole-of-Nation Approach,” aimed to addresses the root causes of insurgencies and other armed conflicts and threats by prioritizing and harmonizing the delivery of basic services and social development packages by the government. The identified 27 barangays, scheduled in two batches, will undergo an action planning workshop on the formulation and updating of Local/Barangay Development Plans. Facilitated by the Department of the Interior and Local Government (DILG) Region 10, this activity aims at strengthening the capacity of these local government units to develop, market, and manage local development projects that will address basic needs of their communities. “Through our invited barangays, what we want to happen is for the constituents to feel that the government is for them and with them,” DILG 10 Regional Director Arnel M. Agabe said. He urged barangay functionaries to participate in the “Whole-of-Nation Approach” saying that they have important roles to attain its goals, and one way is
by anchoring their Barangay Development Plans in the said Executive Order. The first set of barangays from Bukidnon and Misamis Oriental that underwent said capacity program, July 31-August 2 in Cagayan de Oro City, include Brgy. Patpat, Malaybalay City; Brgys. Umagos of Lagonglong. Meanwhile, the second set of barangays from Misamis Occidental that will undergo training, August 5-7 in Ozamiz City include Brgys. Roxas and Macubon of Aloran; Brgys. Dalingap and Pinacio of Clarin; Brgy. Small Potongan of Concepcion; Brgys. Lampasan, Tuno, Mara-mara, Mansawan, Leboron, and Lake Duminagat of Don Victoriano Chiongban; Brgy. Carmen of Jimenez; Brgy. Duterte won’t impose martial law on Negros Island By AZER PARROCHA
Despite the spate of killings on Negros Island in the past weeks, President Rodrigo Duterte will not impose martial law there, at least for now, Malacañang said on Tuesday. Presidential Spokesperson Salvador Panelo made this assurance nearly a week after he said Duterte can declare martial law to quell lawless violence in Negros Oriental. Panelo, who is also Chief Presidential Legal Counsel, explained that martial law can only be declared in case
of invasion or rebellion or when public safety warrants it. “Martial law will only be imposed in accordance with the Constitution. TEACHERS can’t actually control their students’ behavior. Make expectations clear. Kids feel more in control when they know exactly what’s expected of them which is why teachers must begin each new school year by establishing clear behavioral expectations. Begin by asking the class to help you devise a list of rules to keep everyone’s attention focused on learning. Be sure to state the rules in a positive way whenever possible to give children positive behavioral goals. “Raise your hand and wait to be called on before speaking” is better than “don’t speak unless you’re called on.”
Have a predictable daily schedule. Kids also feel in control when teachers post a clear, easy to follow schedule for everyone to see. For younger kids, the schedule may include pictures – an image of a book to represent quiet reading time for instance. For olde4r kids, it may include homework specifics and main objectives of the day’s lessons. Teachers must check off or erase items as the day progresses to help slow learners manage their time and prepare for upcoming transitions – a common trigger for bad behavior. Explicitly teach routines and be consistent.

The contemptible senior high schools
Concerned educators and adamant Filipino students have expressed apprehensions over the implementation of K12 in the country in 2015. By the way, K12 includes kindergarten and 12year education (six years in the primary, four years in high school and two years in Senior High School). The Department of Education (DepEd), the government’s implementing agency of the K12 and Senior High School (SHS) program, has expressed the optimism that the K12 curriculum could enhance the learner’s basic skills and prepare graduates for a “lifelong learning and employment.” After the SHS was ad-
opted four years ago in 2015, the skeptics remained as skeptics as they were. While the K12 or SHS is one of the best educational curricula in many countries, it is the worst in the Philippines. Is it because the schools, who got an accreditation from DepEd, were having sub-standard curriculum? After four years into K12 since 2015, the future of the K12 students remains obscure. In fact, the high expectations for the graduating K12 students in March next year is doused frustration and uncertainty. What gives? Everyone expects that the Senior High graduates in the Philippines deserved to become an accredited NC2
graduates. NC stands for National Certificate issued by the Technical Education and Skills Development Authority (TESDA). NC is also called Certificate of Competency (COC), which could be obtained by students with no formal qualifications, but has been trained in specialized skills. With NC2 accreditation, the Senior High graduate is presumed to have developed specialized skills for some specialized for work. In some instances, graduating the SHS provide access to a higher level program such as the capability to complete a college degree. In a nutshell, SHS graduate would be ready to work after obtaining an NC2 from

the TESDA. Unfortunately, parents and students alike are complaining because most of the K12 subjects offered by schools in the country, did not meet the TESDA requirements. Doubt? Ask a Senior High student who purportedly enrolled in electricity in an accredited SHS school. It is shocking for an SHS student does not know the difference between Alternating Current and Direct Current. What is happening Mr. DepEd? How the hell that See CONTEMPTIBLE, page 11

Stop abusing land now!
Scientists are poised to deliver a stark condemnation of the damage we are wreaking on the land surface of the planet. We have degraded soils, expanded deserts, felled forests, driven out wildlife, and drained peat lands. In the process, we have turned the land from an asset that combats climate change into a major source of carbon. The scientists will say we must stop abusing the land if we hope to avoid catastrophic climate heating. That’s how BBC environment analyst Roger Harrabin expressed his worries. And not only his. Many people think the same way. I learned it from experts: uncultivated land covered with vegetation protects us from overheating because the plants absorb the warming gas
CO2 from the air and fix it in the soil. But the scientists meeting in Geneva, Switzerland, will say the way we farm and grow timber often actually increases emissions of carbon dioxide. Between a quarter and a third of all greenhouse gas emissions are now estimated to come from land use. The scientists will warn of a battle for land between multiple competing demands: bio fuels, plant material for plastics and fibres, timber, wildlife, paper and pulp - and food for a growing population. Their report will say we need to make hard choices about how we use the world’s soil. And it will offer another warning that our hunger for red meat is putting huge stress on the land
to produce animal feed, as well as contributing to half of the world’s emissions of methane - another greenhouse gas. Following BBC expert Roger Harrabin the document’s being finalized this week among scientists and government officials on the UN’s Intergovernmental Panel on Climate Change (IPCC). It will become the most authoritative report yet on the way we use and abuse the land. Scientists hope it will give the issue of land use greater prominence in negotiations on climate change. The question is how we use it. But each and every one of us can still (!) help our Mother Earth and its climate. We need to protect as much natural forest as we can, particularly in the tropics! eat less red meat and more vegetables. Safeguard peat lands and restore them w he re p o ss ibl e. Grow plants and trees to produce energy… but only on a small local scale. Do more agro-forestry, where food crops are mixed in with trees. Improve crop varieties. Farmers in some parts of the world will be hit harder by climate change - also in the Philippines. There’s still some debate. One option is to concentrate intensive farming into the smallest possible area of land, in order to leave as much natural land as possible to soak up CO2. See STOP, page 11

Bangkok to Hong Kong, the world’s second most popular flight Based from the latest International Air Transport Association (IATA) report , the world’s top five flying routes are all in the Asia Pacific region . One reason for the growth can be attributed to the number of flights being operated by low-cost carriers in the region. Passenger traffic between Bangkok (Suvarnabhumi) and Hong Kong airport is Number Two on the list of the airports with the world’s busiest air traffic. However flights between Hong Kong and Taipei Taoyuan, Taiwan, is still the most popular route in the world carrying
5.4 million passengers per year. While traffic between Suvarnabhumi and Hong Kong reached 3.4 million in 2018, up 9% from 2017. In the report from IATA world airline traffic for 2018 also shows that airlines in the Asia Pacific carried the largest number of passengers in the world. Global passenger traffic results for 2018 showed that demand rose by a healthy 6.5% compared to fullyear 2017. Although this represented a slowdown compared to the 2017 annual growth of 8.0%, it was another year of above-trend growth. Full year 2018 ca-
pacity climbed 6.1%, and load factor edged up 0.3 percentage point to a record 81.9%, exceeding the previous high set in 2017. “Airlines are connecting more people and places than ever before. The freedom to fly is more accessible than ever. And our world is a more prosperous place as a result,” said Alexandre de Juniac, IATA directorgeneral and CEO. MANILA -- The Philippine economy likely expanded by 6 percent in the second quarter and is poised to accelerate further all the way until yearend, supported by strong consumer, government, and investment spending. A joint report by the First Metro Investment C orp. (FMIC) and the University of Asia and the Pacific (UA&P) said the “tri-star domestic demand engines” are positioned to “speed up the Philippine economic machine” starting April to June, boosted by plunging inflation and the national government’s (NG) catch-up spending plan. In the latest issue of the Market Call, FMIC and UA&P pointed out they expect a renewed sharp fall in headline inflation to below 2 percent by August, and even below 1.5 percent especially with base effects, due to lower rice and other food prices. “The 13 consecutive months of over-20 percent growth in infrastructure spending (from October 2017 to November 2018) should constitute sufficient evidence that the NG can ramp up spending for the rest of 2019,” it added. The countr y’s gross
domestic product (GDP) slowed down to 5.6 percent in the first quarter, which the FMIC and UA&P considered a “blip” as it was mainly driven by the decline in public construction due to the delay in the 2019 national government budget approval. “Private investments look robust as well with major Public-Private Partnership (PPP) projects in full swing, and bond yields (and interest rates) moving down to 4.5 percent should renew residential construction and durable goods spending,” they added. The report further said lower interest rates and the slight improvement in the external trade data should likewise further drive growth to a higher trajectory. FMIC and UA&P expected a minimum 25 basis points (bps) cut in United States Fed’s policy rate in July. The additional trimming of Bangko Sentral ng Pilipinas’ policy rate by 50 bps and the required reser ve ratio (RRR) by 200 bps in second half of the year will “add fuel to growth --in the real economy and financial markets”, they said. ANILA -- Property giant Ayala Land Inc. (ALI) is in the process of launching PHP111 billion worth of projects in this year’s second half, after delivering a 12-percent increase in net income in the first six months. “The economy continues to be quite supportive of the property industry. The GDP (gross domestic product) continues to be quite healthy… As we move forward, we are gearing to continue to expand our footprint nationally, (and) also to introduce more products in the market,” ALI President and Chief Executive Officer Bernard Vincent Dy said in a press briefing Monday. ALI Chief Finance Officer Augusto Cesar Bengzon said they targeted to launch PHP130 billion worth of new inventory in the property market this year. The property firm already launched 13 projects worth PHP19.5 billion in the first half of the year. ALI recorded a 12-percent increase in net income to PHP15.2 billion in the first
six months of 2019 from PHP13.54 billion during the same period last year. Its revenues also rose by 4 percent to PHP83.2 billion from PHP80.4 billion, driven by the sustained growth of property development business led by office sales, complemented by the strong topline growth of its commercial leasing businesses. The company’s extensive portfolio has allowed it to maximize the demand for residential, office and commercial properties, generating real estate revenues of PHP81.9 billion. MANILA -- A herbal supplement developed through a loan from the Department of Science and Technology (DOST) will be available by mid-August. DOST Secretary Fortunato dela Peña, in an interview with the media on Tuesday, said the supplement was made from “tawatawa” (Euphorbia hirta), but instead of drying the leaves, the manufacturer focused on its extracts. The supplement was developed by Herbanext, a company that specializes on natural products such as vegetables and fruits. “They prioritize plants or fruits that are known to be associated with illnesses based on folkloric literature,” he said. Dela Peña added that Herbanext conducts studies on herbal plants that may cure headache, fever, problem in urination, among others.
“Tawa-tawa was proven to have anti-viral properties. They (Herbanext) made this into capsule or tablet,” he continued. The DOST chief emphasized that this is just a supplement, and not a medicine. Herbanext have yet to conduct clinical trials for this supplement, which means testing this on humans. “They’re done with the pre-clinical trial. They used a mice to see (the supplement’s) effect, and they found out that it has caused the platelet count to increase,” dela Pena shared. The product was already registered and approved by the Food and Drug Administration (FDA) as a supplement. “It is not considered a medicine until it’s not tested on humans. Hedcor plants 15000 trees at the onset of the rainy season AS THE rainy season is underway in the Philippines, over 15000 trees were planted in Northern Luzon and Mindanao by Hedcor volunteers, including its stakeholders, partners from the local government agencies, and media practitioners. “Seedlings have higher survival rate if planted during the rainy season,” Cranep Udan, Hedcor’s Environmental Initiatives Officer, said. Up the North in Luzon, 8200 assorted tree seedlings were planted: 3700 trees were planted in Tuba and Bineng, Benguet; 2200 in Bakun, Benguet; 1500 in Sabangan, Mt. Province and 1000 in Ilocos Sur. Trees planted include
that of lemon, rambutan, guyabano and coffee among others except in Ilocos Sur wherein mahogany seedlings were planted. All these were made possible through some 300 volunteers who covered 4.24 hectares of land. Down the south in Mindanao, volunteers were as proactive in reforesting the environment. A total of 7000 seedlings were planted, where 3500 seedlings were planted in Manolo Fortich, Bukidnon and another 3500 in Davao City. To cover a total of 5.30 hectares of land area, 200 volunteers worked together in planting falcata, narra, and durian seedlings.

From an entry-level position, an administrative aide ultimately aims to become an administrative officer at the division level and into the regional office. From there, his or her career goes upward. That is why educational management is defined as both a field of academic study and a collective group of professionals that includes principals, teachers and other education professionals. Sometimes known as educational administration, educational management is commonly associated with elementary and secondary schools as well as institutes of
higher learning like colleges and universities. They can also be found in government agencies, private companies and even non-government organizations. They will ultimately become policy makers, researchers and consultants to help evaluate and develop ways in enriching the educational system in the country, the K to 12 curriculum notwithstanding. To do that, they may either proceed with a master’s degree or take up a CESO exam. Teaching professionals who are aiming to go up the career ladder must mind their performance. They must make sure that the schools that they are in charge are populated with students who are academically excellent.

ompostela Valley Province- The Provincial Health Office of Compostela Valley visits Lubi Beach Resort at Kopiat Island Mabini Comval to conduct Bloodletting activity on August 2, 2019. This is part of the province’s Blood Sufficiency Program (BSP) spearheaded by the Provincial Health Office which has since been espoused by the former Governor Arturo T. Uy. Through his governance, the BSP was sustained and the Blood Collecting Team (BCT) was created doing everything to gain targets. Challenged with the World Health Organization and Department of Health national standards of 1% of the total population, the province has exceeded its target

Every blood donor is a hero.” Staff of the Lubi Beach Resort and the 71st battalion comprised the group of heroes who willingly donated their blood that could save the lives of many and more than 30 bags of blood were collected during the activity. In 2018, donation count reached 18,628 and continuously rising every year. “Ang pinaka-main purpose is matabangan ang atong mga katawhan na blood is always available para sa tanan,” explained PHO Asst. Head Dr. Mary Cyrel G. Pasaol.
The bloodletting was also mentioned to be conducted twice every year at Lubi Beach Resort. “Mao na among gina project dire sa Lubi at least twice every year and in fact naa pa pod lain nga ga-conduct like the Red Cross.” said Rey Edward Bullecer, the head security of Lubi Beach Resort. Through the initiative and the leadership of Governor Tyron Uy, the Blood Sufficiency Program (BSP) of Compostela Valley will continue to sustain and provide service and volunteerism in blood collection. That said marriage did not last long due to lack of love and affection until the relationship manifested incompatibility and sustained misunderstanding between petitioners and reached the point of irreconcilability and they separated for two (2) years now, they decided to separate live physically in bed and board, thereby, executed Memorandum of Agreement in order to formalize their separation. Since there separation, they had never been communicating or supporting either financially or emotionally to each other, neither minding each other affair’s; Petitioner’s seek judicial decree of divorce, thereby, severing their marriage bond on March 14, 2014, so that they will have free hand to do what a single man or woman could do without marital burdens. Reconciliation between them has already been diligently employed but all proved futile. WHEREFORE, finding this petition to be sufficient in form and substance, set the initial hearing of this case on August 23, 2019 at 9:00 a.m. at which time, date and place. Any interested party may appear and show why the petition should not be granted. Representative Iris Lenore Monterona currently maintains her residence in Kapatagan, Lanao del Norte, then it would be legally suitable for the convenience of both parties that this Complaint be filed and be heard in the Court within the Judicial Region nearest the available Philippine address of either parties, that is in a Regional Trial Court located here in Kapatagan, Lanao del Norte; 1.6 The filing of and trial for this Complaint is proper within this local judicial region as this circumstance only constitutes the venue for the case. Jurisdiction over this complaint is properly within the premises of the Regional Trial Court. II. Nature of the Complaint 2.1 The foregoing complaint is one for the Judicial Recognition of a Foreign Divorce Decree filed by the Complainant, a Filipino Citizen (and therefore governed by the Philippine Law) against the respondent, an Indian National, pursuant to Article 15 of the New Civil Code and Article 26 of the Family Code, and the Complainant herein seeks to be approved so that said decree, in turn, may be recorded in the Local Civil Registry because she is a Filipino citizen, and she was once married to the respondent and their marriage record or marital status remains as “married” in the records of the Embassy of the Republic of the Philippines in Singapore per Certificate of Marriage under Registry No. 321/2008 dated 17th of November, 2008, copy of which is appended as Annex “B” and made as an integral part of this Complaint. Thus, Complainant seeks for the recognition of foreign divorce decree and the same be recorded in the Local Civil Registry;
III. Factual Antecedents 3.1 The Complainant and private respondent Kailash Bhatti, entered into a contract of marriage on said date which is recorded as Registry No. 321/2008 (See Annex B hereof). 3.2 Subsequently, sometime in 2012, the parties, initiated by the private respondent, obtained divorce decree No. D3572/2012/V issued by the Subordinate Courts of the Republic of Singapore, copy of which is herewith appended as ANNEX “C” and made as an integral part hereof, the original of which was duly authenticated by Zaharah Ramli, Registrar of the Family Courts of Singapore on October 11, 2018; IV. Legal and Procedural Bases 4.1 Pursuant to Sec. 48, Rule 39 of the Rules of Court and the Supreme Court ruling in conjunction with the dictum in Republic vs. Orbeciso III, judgments/ orders rendered by the foreign courts must be passed upon judicially by Philippine Court to prove its validity; 4.2 Filed before this Regional Trial Court, is this instant Complaint for recognition of a foreign decree of divorce that it may be recognizd in this jurisdiction, pursuant to Rule 39 Sec. 48; 4.3 As for the venue of this special proceeding, it is not merely for convenience that Complainant opted to file this Complaint here in Kapatagan, Lanao del Norte, as this right to choose the venue is provided for by the rules. The propriety of venue in civil vis-a-vis criminal case is enunciated in another case where it was held that: It is elementary that objections to venue in CIVIL ACTIONS arising from libel may be waived since they do not involve a question of juisdiction. The laying of venue is procedural rather than substantive, relting as it does to jurisdiction of the court over the person rather than the subject matter. Venue relates to trial and not to jurisdiction, matter. It relates to the place of trial or geographical location in which an action or proceeding should be brought and not to the jurisdiction of the Court. It is meant to provide convenience to the parties, rather than restrict their access to the courts as it relates to the place of trial. In contrast, in criminal actions, it is fundamental that venue is jurisdictional it being an essential element of jurisdiction. 4.4 As the Complaint shows, its filing is properly made with respect to jurisdiction. As for the venue, the Complaint sufficient cited that the parties are now based abroad. To strictly require that the Complaint should be filed and tried in Singapore would now amount to restricting the parties access to the courts, in contravention of the rule that venue is not jurisdictional. The DepEd also offers a subsidy of P 20,000 per school year for every K12 student enrolled in private schools. Aside from getting the P20,000 annual subsidy per student, the school collects an additional P11,000 per school year for every student. On the contrary, the high school teachers are treating these students as “ordinary high school” students. Bull! If these high school mentors are no cretins, then, they are morons! Did you not know that the K12 students are supposedly second year college in the tertiary level? Why treat them like knotty kids? Well, it only shows that the teachers in the K12 or Senior High school level are not qualified at all. When teachers in Senior High are supposedly highly trained in their field of specialization, most teachers who were hired have not even passed the Licensure Exam for Teachers (LET). In other words, the K12 students get nothing in return and could not even pass the TESDA accreditation. Time has come for Mr. DepEd to review the eligibility of all SHS in the country today, especially in Cagayan De Oro City. Otherwise, the spirit of the K12 students would be a waste of time, effort, and money. Enough of the commercialized educational system! The government has adopted the K12 to prepare the students to carry out the responsibility of a trained and skilled person. It is expected that after completing the K12, the student would beready to face the future in its practical sense. If Mr. DepEd will allow the undeserving schools offering K12 or Senior High to continue to operate, we will produce useless Senior High graduates, as useless as incompetent SHS teachers of contemptible schools. OCIAL Anthropologist and Local Historian Antonio J. Montalvan II recently cited the historical basis why the planned sale of portions of Xavier University (Ateneo de Cagayan) to finance its “Campus of the Future” has ways to go before it can move forward. In an opinion column published at a local daily last week entitled “Is the XU Sale the High Road?”, Montalvan cited the historical basis for the process of approval. “The plan cannot be a done deal, for historical reasons unknown to many. Here is where a working knowledge of the history of XU Ateneo is necessary,” Montalvan wrote. As an official apostolic undertaking of the Society of Jesus (the Jesuits), Mon-
talvan cited how Xavier Ateneo is a Jesuit Institution under its responsibility when it was granted this status on May 5, 1940 by then Jesuit Father General Most Rev. Fr. Vlodimir Ledochowski. Thus, the proposed plan to sell four of six hectares of its Divisoria campus, and 14 of 63 hectares of its Manresa campus to a land developer Cebu Landmasters Inc. (CLI) would not prosper without the imprimatur of the current Jesuit Father General Most Rev. Arturo Sosa. Superior General Arturo Sosa, S.J. as the Superior General of the Society of Jesus ( the official title of the leader of the Society of Jesus, the Roman Catholic religious order better known as the Jesuits), is generally addressed as Father General.

He wrote, “Even more important than discussion and dialogue with the different sectors is a true discernment, which would involve spiritual conversation, and which would require a profound spiritual freedom and an authentic desire to search for the will of God for such an important decision.” The discernment process involving spiritual conversations about the XU campus of the future will be conducted by the XU President’s Council; the XU Board of Trustees; the Ateneo Presidents; former XU Presidents with Archbishop Ledesma; and Fr Provincial and his Consult during the next few weeks, according to Fr. Yap. To date, XU has conducted consultations with parents of grade school, junior and senior high school students, college students and their leaders, college and high school alumni (including an exclusive consultation for XU Aggies), faculty, deans and chairs as well as stakeholders in government and civic society.
