Mindanao solons back budget for Marawi rehab

CAGAYAN de Oro City--Some Mindanao lawmakers have expressed their support for the rehabilitation of the besieged Marawi City through allocation of funds as the Lower House has started deliberating the budget for next year.

Remnants of the Maute terrorist group, now pocketed in two villages in Marawi City, have slackened resistance, Armed Forces of the Philippines (AFP) spokesperson Brig.

Gen. Restituto Padilla said Saturday.

ILIGAN City Mayor Celso G. Regencia applauded the Iligan City Police Office for winning the Best City Police Award this year, the award of which will be given on August 8.

Regencia was elated after he learned that Iligan City Police Office won an award. There are 82 provinces and 86 cities in the country vying for the award, it was learned.

During the 22nd PCR month celebration held at Camp. BOC-10 surpasses Q2 collection target

CAGAYAN de Oro City--A remarkable collection performance was registered at the Bureau of Customs, Region 10 (BOC-10)under the auspices of District Collector Jamael Marahombsalic.

Based on the cumulative results, from April to June, BOC -10 collected the actual amount of P3,612,675,535.29 billion, against their assigned target of P2,830,552,000.00, having an increase of P782,123,535.29 million or an average of 27.63 percent.

For the second quarter collection from January to June, BOC collected the actual amount of P7,753,625,043.77 as against their target of P6,430,728,000.01 having a surpass of P1,322,455,299.05 or an average of 20.56%.

BOC-10 has four district offices: Port of Cagayan de Oro, Sub-Port of Iligan, Sub-Port of Ozamiz, and the MICTP port of Tagoloan.

It was learned that MICPT port of Tagoloan, Misamis Oriental has the biggest collection assigned, covering 80 percent of entire BOC-10 annual target.

In an exclusive interview, newly installed District Collector Jamael Marahombsalic said “that this second quarter outstanding performance resulted to our good effort and excellent efficiency, likewise, virtuous team work, constant supervision to our co-employee and above all, establishes a good relation to the importers.”

Wherefore, we can’t deliver a good collection,” Marahombsalic categorically explained.

In another development, District Collector Jamael Marahombsalic revealed the other day that they will confiscated 2 container vans 40 footers loaded of questionable red onions from China with an estimated cost of P5.million pesos.

He said that the consignee has no permit to show from the department of agriculture, prompted them to hold the cargo and open it.

Marahombsalic said that he will issue a Warrant Seizure and Detention (WSD).

Recently, Vice Governor Pelaez authored a Resolution in the Sangguniang Panlalawigan of Misamis Oriental expressing its fervent support to all education programs of the Department of Education in the country and in the province.

Elected in 2001 as City Mayor of Ozamiz, Parojinog was in his fifth term when he met his untimely death early dawn Sunday.

During a rare interview, on the occasion of launching Ozamiz as a tourism destination in Mindanao last year, Parojinog shared his dream of turning the city as the trading hub in Northwestern Mindanao.

He said that the construction of the Ozamiz coastal highway has just started with an initial cost of Php 100 million. Parojinog said that the coastal highway would connect to the Panguil Bay Bridge.

The Panguil Bay is a Php 4.9 billion project that would connect the municipal town of Tubod in Lanao Del Norte to the City of Tangub in Misamis Occidental.

The Depar tment of Public Works and Highway (DPWH) said that the construction of the 3.6 kilometers, two-lane bridge would take three to four years, when the construction starts.

Once completed, the travel time from Tubod to Tangub City would only take 7 minutes from the usual 2.5 hours, which includes the waiting time and queueing at the port.

coastal highway would stretch to the city’s east and west coast along the coastal line, passing to the city’s major port area.

“The coastal highway would make it easier to transport goods and agricultural products from Northern Mindanao to Western Mindanao area,” Parojinog said.

According to Parojinog, the coastal highway was one of his administration’s flagship program designed to perk the economy of the city’s 141,000 people.

How politics becomes ‘Dunamis’ power

POLITICS can be a dynamite. Ply it and one unlocks the gates of hell. Or wield it and one opens a door for Yamashita treasures. This is the essence of dunamis power, the root word for dynamite: strength, power or ability.

We have seen how the dynamite could explode when the oligarchs pulled the strings in our society.

For decades, they opened the portals for plunderers, thieves of public coffers and drug lords. No wonder these riff raffs flourished.

The reason: they are the pillars of the haut monde’s reign; the oligarchs could not rule without these building blocks. The upper ten had wielded their kind of politics by letting them loose. We must not be surprised.

In several administrations, the marauders and thieves in the government had simply been transferred to another office or won posts in several elections without feeling real penalty from their evil wages. That is why they brandished power and wealth, and their kind multiplied like Ebola virus.

There really was a leadership gap because many were intimidated by the moneyed and powerful.

And what about drug lords? They stealthily hide under the legitimate offices of mayors, barangay captains, and even higher.

Like the case of mayor Parojinog at Ozamis, they use an honorable position to hide what many in the town know about without media exposes. I have not gathered primary evidences about Parojinog but the Philippine Drug Enforcement Authority has had.

Farmers, residents reap benefits of new FMR in “Lala land” Lala, Lanao del Norte – Farmers and residents of this town are now enjoying multi-benefits of a new farm-to-market road (FMR) completed under DA’s Philippine Rural Development Project (PRDP).

The 4.1-kilometer concreted FMR has started to benefit rice farmers in the rice-dependent barangays of Pinuyak, Simpak, and Maranding.

According to barangay kagawad Arturo Arceñas, farmers used to traverse a much longer route just to deliver their produce to the market.

“Before this road (in Maranding) was concreted, it is not being used by farmers and residents due to its poor condition,” he said, adding that not only their barangay has benefited from the project but internal barangays of Pinuyak and Simpak as well. “ This ne w ro ad has

brought convenience to the people here,” he said.

Around 4,100 households along the road’s influence area will benefit from the P33-million project, which was completed last August 2016.

“For now, there is a huge change because the buyers are the one who get our products and we can command a higher price due to its accessibility,” farmer Diogenes Sapatos said, who used to deliver their products using horses or carabaos to reach the market.

Before, farmers incur a hauling cost of P50 per sack. But it has been reduced significantly, according to farmer NerissaGantalao.

“Now, hauling only costs us P15 per sack, and when it is time to deliver our products during rainy season, it does take us too much time because the road is easier to access unlike before,” she

added.

Students have now a more convenient walk or ride to school with the new road, said Pinuyak barangay captain Myrna Pama.

“During rainy days, students would find it difficult to walk through the road without getting their uniforms soiled. But with the concreted road, they can just ride motorcycles going to and from their schools,” she said.

To maintain the good condition of the road, barangay officials like Pama said they have issued a local ordinance that will allocate a budget for maintenance and repairs.

“This road has ushered in progress to our barangay and changed our lives for the better,” she said.

Region 10 has seven other completed FMR projects under PRDP with a total cost of P215 million.

Residents and farmers in the town of Lala, Lanao del Norte are now enjoying the benefits of a 4.1-kilometer farm-to-market road (FMR) concreted under DA’s Philippine Rural Development Project (PRDP). BSP conducts successful anti-counterfeiting operations

The operatives of the Currency Issue and Integrity Office (Cl 10) of the Bangko Sentral ng Pilipinas conducted two (2) successful anti-counterfeiting operations during the first semester of 2017 that led to the arrest of four (4) suspects involved in counterfeiting activities.

Under Section 50 of Republic Act No. 7653, otherwise known as “The New Central Bank Act”, the BSP is vested with police authority to investigate, make arrests, and conduct searches and seizures in accordance with law, for the purpose of maintaining the integrity of the currency.

In coordination with other law enforcement agencies (OLEA), the BSP has conducted a total of 117 successful anti-counterfeiting operations since 2005 until the first semester of this year. These operations led to the arrest of and filing of legal cases against 199 suspects involved in counterfeiting activities as well as confiscation of various counterfeit currencies i.e., Iraqi dinar, Japanese Yen, Malaysian Ringgit, Philippine Peso and US Dollar. Various equipment and paraphernalia used for counterfeiting such as desktop computers, printers, scanners, press machine, ammunitions and motorcycle vehicles were also seized/confiscated.

Other pieces of evidence such as ammunitions and motorcycle vehicles used in illegal activities were likewise seized/confiscated.

In accordance with the BSP Revised Reward System, 81 individuals have received monetary reward for giving information on counterfeiting activities of unscrupulous individu-

als resulting in their arrest, seizure/confiscation of counterfeit currencies and counterfeiting paraphernalia and the filing of appropriate charges in court. On 12 February 2009, the coverage of the BSP Revised Reward System was expanded to include information involving the hoarding and mutilation/

destruction of Philippine currency coins.

The volume of documented counterfeit banknotes in the Philippines in the first semester of 2017 remains low at 6.3 pieces per million (PPM).

KUALA LUMPUR—As ASEAN celebrates its 50th founding anniversary, 2017 marks an opportune time to reflect on what ASEAN has achieved over the past five decades and what it seeks to accomplish ahead.

Speaking at the ASEAN@50 Conference in Kuala Lumpur on 4 August before an assembly of audience representing various stakeholders, ASEAN 2017 Economic Ministers chairman and Philippine Trade Secretary Ramon Lopez said that collaboration and communication are two essential elements to keep ASEAN moving.

“The region has to focus on two Cs, Collaboration and Communication. By engaging multistakeholders, ASEAN develops a win-win solution in ensuring that economic opportunities will be equitably felt by all ASEAN citizens,” he said.

Since its inception in 1967, the 10-member regional organization has transformed into a global economic powerhouse, with a population of 622 million and has become one of the world’s fastest

growing investment destinations.

ASEAN’s total trade increased

by USD 700 billion between 2007 and 2015, with intra-ASEAN trade comprising the largest share. In 2015, ASEAN attracted USD 121 billion of FDI with intra-ASEAN constituting the largest share of inflows. .

Sec. Lopez said that ASEAN should aim to communicate its programs and priorities to the ASEAN citizens, providing them with the right platform to know how they can contribute to the region’s growth story.

“Our communication must be sustained and intensified if we want to reap the benefits of the ASEAN Economic Community (AEC), working towards a deeper regional integration in 2025,” he added.

The trade chief made reference to the ASEAN 2025: Forging Ahead Together as a forwardlooking roadmap to prepare the region in the next phase of evolvement, and which charts the pathway for strengthening the ASEAN Community over the next 10 years.

As one of the three pillars of the ASEAN Community, the AEC is a realization of ASEAN’s goal to have an integrated and prosperous economic region with a single market–where there is free movement of goods, services and investments.

“ASEAN’s continuing economic transformation remains an example of how regional integration and cooperation is plausible despite challenges and diversity in size, geography, political background, and culture,” the trade chief said.

AEC reflects connectedness and translates diversity into strength as ASEAN’s variety becomes a source of attraction to global investors, mindful of the region’s stake in open global markets.

According to Sec. Lopez, promoting complementation and cooperation is at the heart of ASEAN integration efforts. Closer trade and enhanced economic cooperation, combined with continued engagement with Dialogue Partners, provides the region with a solid platform to continuously bolster the region’s growth and See future, page 10

In order for us to be successful in life especially in our

work, personality development is essential. To stand out and be noticed, we should groom and improve inner and outer personality to bring in the positive change of life. The technique includes mastering the art of conversation, interacting with people and developing a positive attitude.

The secret to being successful in any job is to strive to be the best employee your company has ever seen. Don’t just do your work, but really strive to do your work well. Knowledge is power so once, you master the skills of your work, start taking the time to learn other skills especially jobs that are the next step up from your position. If you ask in the right way, many of your co-workers will be happy to show off their skills and show you what they do.

And above all be patient, success in life may take time so plan for the future and concentrate on your goals.

As stipulated in DepEd Order No. 8,s 2015, classroom evaluation is an integral part of curriculum implementation. It provide the teachers, student and parents the information on student’s progress and activities and keep track of the update and development in the curriculum.

In one’s desire to comply all the necessary requirements and documents needed for a classroom evaluation, too much time, money and effort has to be devoted in doing all the structures in the classroom. This would even mean interrupting classes and sacrificing countless nights and days- including weekends –to prepare for the evaluation. A family day or a simple rest day seems

imaginary that sometimes becomes a root for a problem to arise in the family.

Further, a slice of a family budget would often be diverted into the classroom materials and expenses.

These are just few among the many issues faced by the public school teachers.

On Tuesday, MindaNews asked Bai Sandra Sema, House Deputy Speaker for Mindanao and Maguindanao’s 1st district Representative if the draft BBL had been filed in Congress.

“Wala pa” (not yet), she replied.

Also on Tuesday, MindaNews asked Ghazali Jaafar, chair of the Bangsamoro Transition Commission (BTC) if the draft BBL had been filed in Congress, when was it filed and who was its principal author. His reply: “hindi ko pa alam” (I don’t know).

Jaafar, also 1st Vice Chair of the Moro Islamic Liberation Front (MILF), heads the 21-member Commission

composed of 11 representatives from the MILF and 10 from the government (GPH). The BTC was asked to draft the BBL based on the 2014 GPH-MILF Comprehensive Agreement on the Bangsamoro, to pave the way for the creation of the Bangsamoro, a new autonomous political entity that would replace the 27-year old Autonomous Region in Muslim Mindanao (ARMM).

MindaNews asked Presidential Spokesperson Ernesto Abella why the Executive Branch has not sent the draft BBL to Congress.

“Copies of the draft BBL were given to the leaders of Congress in the presence of PRRD (President Rodrigo Roa Duterte) on July 17 during the BTC event in Malacanang. It is now up to Congress to find members who will sponsor the bill,” he replied.

“Basin gapangita pa sila ug sponsor” (they’re probably still looking for a sponsor). Anyway, am sure they have sensible reason for this,” he said.

Presidential Adviser on the Peace Process Jesus Dureza told MindaNews that he checked with the Office of the President and “I was told that they are working on the transmittal to Congress.”

“Transmittal and maybe urgency certification. There is the usual staff work so let the process take its usual course,” he said.

Second draft The draft BBL is the second that will be submitted to Congress.

On September 10, 2014, the then 15-member BTC submitted its draft BBL to President Benigno Simeon Aquino III in the presence of Senate President Franklin Drilon and House Speaker Feliciano Belmonte.

Aquino assured that the draft BBL was crafted to be “fair, just, and acceptable to all, whether they are Moros, Lumads, or Christians.”

He urged Congress to examine the draft bill and asked that it be passed “sa lalong madaling panahon” (as soon as possible).

The next day, September 11, the draft BBL was stamped received at the House of Representatives as House Bill 4994, sponsored

by Speaker Belmonte and 16 other representatives.

At the Senate, the draft BBL was stamped received as Senate Bill 2408 on September 15, sponsored by Senate President Drilon and 12 other senators.

The congressional committees that tackled HB 4994 and SB 2408 filed, after its committee hearings ended in mid-2015 substitute bills, both titled “Basic Law for the Bangsamoro Autonomous Region” that the MILF and even the GPH panel criticized for rendering the future Bangsamoro less autonomous than the ARMM that it sought to replace.

The 16th Congress under the Aquino administration

Monday, August 7, 2017 adjourned without passing a Bangsamoro law.

“Bangsamoro country” On August 2, President Duterte told the audience at the 113th anniversary of the Bureau of Internal Revenue that if the number of violent extremists like the ISIS-inspired Maute Group and its allies will increase in Mindanao, “probably we will have a dismembered country.”

“I’m warning you,” he said, as the Marawi Crisis entered Day 72 that day.

He reiterated the need to “reconfigure at least an arrangement where we can accommodate our Moro brothers in Mindanao,” to address the historical injustices committed against them.

Immediately after Jaafar handed to President Duterte the 114-page, 18-article draft BBL on July 17, Duterte committed “in front of everybody, my covenant with you that I will support and husband this instrument as it goes (to) the legislature for its consideration. And there will be no objections of the provisions of all that is consistent with the Constitution and the aspiration of the Moro people.”

“I am for this — within the context of the Republic of the Philippines, there shall be a Bangsamoro country,” Duterte said.

One week later, however, during his two-hour State of the Nation Address (SONA) on July 24, Duterte, who was expected to call on Congress to immediately pass the Bangsamoro law, made no such call.

Priority bills Pimentel and Alvarez during their opening speeches at the opening of the Second Regular Session of the 17th Congress on July 24 mentioned the BBL at the latter part of their calls for passage of priority bills.

“We will pursue a path to lasting peace in Mindanao by addressing the valid concerns of our Muslim brothers and sisters through the Bangsamoro Basic Law,” Pimentel said.

Pimentel also called on the Senate to “empower our regions to determine their development plans, their overall direction, through the shift to Federalism.”

Alvarez cited the need to “concentrate our efforts in passing two legislative measures that hold the key to lasting peace and prosperity for our country — BBL and federalism.”

He said the draft BBL had been submitted to the President “and will soon be on its way into our chambers.”

The Bangsamoro law, he said, “will be the basis for creating a homeland for our Bangsamoro brothers and sisters.”

Yearend, a month or two A Philippine Star report on July 19 quoted Alvarez in a DZMM interview as saying he is optimistic the House can pass the Bangsamoro Law by yearend “if there is no problem with the Con-

stitution.”

In a sit-down interview on March 27, Alvarez told MindaNews that if the Bangsamoro bill is certified by the President as urgent, they would pass it “conservatively, sa House, give me a month or two.”

He said he hopes to pass the law before the body deliberates on the 2018 budget “because during the budget deliberations, talagang naka-focus halos kami lahat diyan because you know, we take care of our districts.”

Pimentel on the other hand told MindaNews in a sit-down interview on February 28 that “we will accommodate and we will cooperate” with the Executive branch, to pass a law that would address the concerns of the Bangsamoro given the four peace agreements with the MILF and Moro National Liberation Front (MNLF) in the last four decades.

On July 18, a day after the handover of the BBL to the President, the MNLF faction under founding chair Nur Misuari said they will no longer submit their proposed amendatory law to enhance the ARMM. (The other MNLF factions are represented in the BTC, which worked on a draft law that would replace the ARMM).

“In line with conversations between President Rodrigo Duterte and MNLF Chairman Nur Misuari in the previous five meetings which among others touched on federalism, the MNLF will no longer submit a draft New Autonomy Law to avoid complications. The Depar tment of Budget and Management (DBM), in its website, said the release of the P20 rehabilitation package will be on the “multi-year scheme,” with P5 billion to be downloaded this year, another P10 billion for 2018, “and an additional budget yet to be determined for 2019.”

DBM Secretary Benjamin Diokno in the same article said the initial fund of P5 billion for 2017 “will be sourced from the 2016 and 2017 NDRRM [National Disaster Risk Reduction and Management] Fund with a combined remaining balance of around P7.4 billion and the 2017 Contingent Fund with a balance of almost P3.35 billion, both as of July 2017.”

Speaking to reporters during a forum related to the rebuilding of Marawi here recently, Hernandez said that since all the government agencies have already received and utilized their allocation for this year, Congress can approve more funding for Marawi in the 2018 budget.

“In c i d e nt l i ke t h i s [Marawi crisis] is so big a

problem that should require allocation of a big budget,” he said, although he has yet to divulge the exact amount allocated for Marawi.

Hernandez clarified the actual assessment of the magnitude of the destruction in Marawi can only conducted after the conflict has ended, but some national agencies can now make an estimate based on the number of evacuees and how much the government has already spent for the humanitarian assistance.

For his part, Rep. Maximo Rodriguez Jr., of the city’s 2nd district, said there should be a continuing study on how to rebuild Marawi, specifically on the housing of its civilians and the establishments of the business sector.

In a separate interview, Sultan Nasser Sampaco, chairman of the Marawi Sultanate League, said the physical rehabilitation of Marawi is not enough as he urges the Duterte government to also consider providing financial aid to business owners who had lost their investments in the conflict.

Deputy House Speaker Ferdinand Hernandez, of the 2nd district of South Cotabato, said some items in the 2018 budget will be dedicated to the rebuilding of Marawi, adding the assessment of the damage may have to come later as the conflict is still ongoing there.

Davao Oriental embarks on program for sustainable peace MATI, Davao Oriental -- The provincial government of Davao Oriental, in collaboration with the Philippine Army and other government agencies, is embarking on a comprehensive program to hasten delivery of basic services and sustain peace especially in hard-to-reach areas in the province.

Dubbed as the “Nagkakaisang Lingkod-Bayan ng Davao Oriental Barangay Outreach Caravan,” the program is aimed at putting premium on social services to address deep-seated poverty and insurgency problem.

Karen Deloso, provincial information officer, said it is a program initiated by Governor Nelson Dayanghirang for the people in areas identified as Geographically Isolated

and Disadvantaged Areas (Gidas). These are areas far from vital government and private resources and mostly people in the communities are vulnerable to harassment and recruitment of communist insurgents.

Deloso said the government and its partners already reached 65,000 residents in 27 villages through the holding of caravans.

She said the government conducted eight caravans wherein 40 local offices and national agencies pooled resources to deliver services.

The program also earned support from the private sector.

The caravan included giving of free medical, dental, legal services plus distribution of food packs, school supplies, farm tools and materials, medicines

and livelihood assistance.

There is also insurance registration and employment.

Deloso said legal aid for farmers, issuance of civil registry documents are crucial services which are also available in the caravan.

“The caravan has now become a perfect venue to hold advocacy campaigns, such as anti-drug abuse, road safety, and environmental protection,” she said.

Deloso added that it is gearing communities towards disaster resiliency because the caravan also serves as platform for Disaster Preparedness Campaign.

Advocacy campaign on the Prevention and Countering Anti-Violent Extremism is also conducted during the caravan.

Davao Light brings cheer to 240 Lumad kids with a new set of school supplies. Davao Light and Power Co., Inc in partnership with the Aboitiz Foundation formally turned over school supplies to the National Commission of Indigenous Peoples (NCIP) last July 31, 2017 at the Davao Light Admin office.

The donation is in support to NCIP’s “Tabang Pa-Eskwela” project, which Davao Light has been supporting since 2015.
