Police to probe bomb storage explosions in Cagayan de Oro

CAGAYAN de Oro City - The police are now investigating explosions of the police regional office bomb storage facility in Barangay Indahag, this city.

Police Major Evans Viñas, spokesperson of Cagayan de Oro City Police Office (COCPO) told reporters no one in the vicinity was hurt during series of explosion, except for a responding fireman which was hit by a shrapnel in his finger.

Viñas said “there was smoke and then seconds later a series of the explosion was heard. The explosions happened around 2 p.m.”

The local police organization also added they are proving whether the

facility caught fire which had caused explosions later, or an incident may have triggered the explosion of the storage facility.

Those that were kept in the storage facility, Viñas said, include more than 50 pieces of ordnance, vintage mortars, from 2nd World War, court evidence, and unexploded bombs from the Marawi City siege.

The facility was made of wood and galvanized iron sheets, it was learned.

Viñas said it is very fortunate that said storage facility was far from the city or it dangers the lives of many residents.

An investigation is now underway spearheaded by a team from the Explosive and Ordnance Disposal unit.

Crime rate is minimal and manageable says Police Major to Mayor Relampagos O n July 31, 2019, City Mayor Jose E.Relampagos convened the City Peace and Order Council at the Mayor’s Conference Room, 3rd floor, Panabo City Hall, to discuss the plans and updates of the public safety and order in the City of Panabo.

Police Major.Ernesto M. Gregore OIC said that the crime incidents within the area of responsibility are minimal and manageable.

However, to maintain peace and order, several undertakings are to be conducted such as religious conduct of checkpoints, implementation of Oplan Pukot Sasakyan, Oplan Bakalista, operation KAPKAP at videoke houses, night spots and other establishments, serving warrant of arrests, curfew on minors and other police operation to prevent crime groups, individual criminals from conducting their notorious activities in the area of responsibility.

Hernandez presented Executive Order No.70 or the “End Local Communist Armed Conflict (ELCAC)” wherein it is institutionalizes the Whole-NationApproach as a government policy for the attainment of inclusive and sustainable peace. In recent years, DepEd has introduced a number of measures to improve the standard of teaching, revising professional benchmarks and providing more on-the-job training. It has also made a concerted effort to attract the brightest and the best by raising compensation and making the selection process more competitive.

In the past, teaching was poorly paid and often seen as the fall-back course for university applicants who did not get onto their preferred course. Studies found teacher knowledge in both elementary and high school was low, and that the professional de-

velopment programs were insufficient. Because of the fall down of the educational system, the government insisted that the educational system must be more appropriate to the needs of the country including its economy.

To achieve these goals, the government is overhauling the curriculum to establish a “spiral” approach, which is designed to challenge and stimulate pupils so that they develop critical thinking skills.

DepEd consulted industry during the development of the new curriculum, although the final design was the work of DepEd alone.

The Philippines has embarked on education reforms that it considers crucial to its economic development, bringing its school system into line with international standards while supporting Research and Development that will raise its academic profile and bring lasting benefits to the country. The government had to overcome substantial opposition to introduce K-12, a sign of its determination to bring lasting change, but sustained funding to support the increased demand on resources will be crucial if these bold reforms are to be a success.

Army seizes CPP-NPA hideout in Bukidnon

M PA S U G O N G , BUKIDNON- Army troopers of the 8th Infantry “Dependable” Battalion, 4th Infantry Division, Philippine Army while conducting military operation figured in an encounter against more or less one hundred NPA members of Sentro De Grabidad Dario, Peddler and Compaq, North Central Mindanao Regional Committee led by @Gab, @Kaloy and @Jary/Reds respectively at an uninhabited place of Barangay Bolonay, Impasugong, Bukidnon, 1 August, 2019.

The security forces upon receiving the information on the presence of the CPPNPA from concerned citizens immediately responded with a deliberate plan.

A twenty-minute firefight occurred in the NPA’s hideout prompting them to scamper in different directions. The troops were able to occupy the NPA lair (60mx200m) that can accommodate one hundred

They were chosen to lead not because of popularity sake but because they serve the CCS community. In fact, we produced 3 (three) SPG President already. They were the trained CCS Bookworm Presidents in their younger years. Evidently, the efforts aren’t wasted.

BARMM to install easy access S&T educational materials

CCS BOOKWORM CLUB (Project PAIR) The City Central School Reading Coordinators created an organization called CCS Bookworm Club since 2013 up until now. It is a group of fast readers who will help non-readers able to read. They were recommended by their respective teachers as recipients of the leadership training provided by the moderators namely: Mrs. Elizabeth M. Daño, Mrs. Mary Ann L. Soberano, Mrs. Juvy A. Alaba, Mrs. Wilma A. Aruelo and Mrs.Analiza V. Sabello with Ms. Jane H. Nambatac, the trainer who tried to instill good leadership qualities to individuals engrossed to become future leaders.

They are the school children from Grades One to Six who has the passion to help thru peer teaching.

We call them as “CCS Little Teacher”, so eager enough to serve and be trained to be a man of others. Engraving on their hearts the social responsibility that anyone can help thru public service without expecting anything in return.

To mention some of the activities done by the club: we visited house of hope, home for the aged, home for girls, we visited museum and school libraries which the public school like CCS don’t have, we cleaned up

The common belief that a strong organization would propel the weak political candidate to victory in any electoral exercise is true.

However, measuring or determining the strength of the organization is a subject laced with superficiality.

In what instance can an organization, albeit political can be considered strong and formidable? What makes a political organization different from other civic organization? What is a political base? Emphasis should be given to these questions in order that a concrete organizational framework could be figured out. A political organization without a concrete structure is likened to a vine that

could not stand on its own.

Based on the premise that an organization must have a concrete framework means that it could stand on its own and withstand the test of time. One must remember that an organizational structure or framework could be easily adopted.

However, if the structure is weak the organization would die a natural death.

It is, therefore, very important that an organizational structure must be supported a strong foundation.

In this case, the foundation is the members. Thus, the subject is shifted on the quality of members that an organization must have. If the nature of the organization is political, it follows

that the members must be indoctrinated according to the political objective of the organization.

Considering that the mission objective of the political organization is to be understood and appreciated, it must be presented in general terms. The point is to make the political objective acceptable to all, regardless of personal belief, creed or status in life. Thus, the requisite of organizing a political base rely on the acceptability of the political objective.

When the political objectives are acceptable by the people from all walk of life, organizing a political base is made easier. Once a political base is created, it becomes

incumbent upon the organizers and the stakeholders to galvanize it into a cohesive and strong organization.

How? It would now depend on the quality of members that the organization have recruited to its fold.

Obviously, while the rule of admission to the political organization is open to all, the dictum: “The more, the merrier is not all times acceptable.” The fact that the membership to a political organization is open to all, a set of rules must be adopted in order to prevent “spies” and “infiltrators” to join its rank and file.

In short, some people are having Roman holidays with the income from Lotto and STL while the government is helping them promote the games on all media outlets.

Duterte loathes gambling but tempered this because of the national proclivity of Filipinos to gamble. Cockfighting is a nationwide delight, “jueteng” a favorite pastime in Luzon, “masiao” a poor man’s sweepstakes in the Visayas while “Last Two” is an opiate in Mindanao.

NEDA-10 Regional Director Myrah Faye B. Cariño appraised the PPOC and PDC members that included the presence of 18 municipal mayors of the strategic development significance of Lanao del Norte to Northern Mindanao’s growth.

She also articulated the need to include the province in the CAPDev areas in the operationalization of EO 70.

Other significant policy actions during the meeting include the passage of a joint council resolution creating Lanao del Norte’s ELCAC Task Force, the adoption of the ELCAC provincial work plan and the favorable endorsement to multi-level development councils of the priority programs and projects identified in the CAPDev workshops.

PAGADIAN CITY, Zamboanga del Sur -- Government troops have rescued a sick member of the New People’s Army (NPA) who was abandoned by his comrades in the hinterlands of the nearby town of Midsalip, this province, a military official said on Saturday.

Lt. Col. Marlowe Patria, Army’s 53rd Infantry Battalion commander, identified the rescued NPA rebel as a certain John, a teenage member of the

Main Regional Guerrilla Unit (MRGU) of the Communist Party of the Philippines.

Patria said his troops from the Alpha Company were on foot patrol Monday when they found John with high fever inside a nipa hut in Barangay Pisompongan, Midsalip.

He said troops recovered from the possession of John a pistol with ammunition.

“Gibiyaan ko nila, wala ko nila gitabangan kay nagkasakit

na ko (“They abandoned me, they did not help me although I was sick),” John said.

Patria said John, who was taken by the troops to a hospital in this city, was later found positive for dengue.

“Our soldiers were wellbriefed on how to treat the members of the NPA lalo’t higit doon sa wala ng kalabanlaban, either may tama [ng bala] o may sakit (especially those helpless who are either wounded or sick),” said.

John said he was thankful

Patria said John will be assessed and processed if he could avail of the government assistance under the Enhanced Comprehensive Local Integration Program (E-CLIP).

John vowed not to return to the NPA organization realizing he will not have a good future in joining the rebel group.

BPI posts P13.7 billion net income in early 2019

HE Bank of the Philippine Islands (BPI) reported a net income of P13.7 billion in the 1st half of 2019, 24.6% higher than the P11.03 billion registered in the same period last year.

BPI also disclosed to the Philippine Stock Exchange on Thursday, August 1, its P7 billion net income in the 2nd quarter, a 46.8% higher year-on-year.

Its total revenues for the 1st half reached P45.9 billion, which was 23.3% higher, driven by net interest income which reached P32.4 billion.

BPI reported that its total loans as of June 30 reached P1.4 trillion, 10.8% higher

year-on-year and this was boosted by corporate loans (11.6%) and consumer loans (10.3%).

Davao 8 First phase of Mindanao railway project to connect three cities Monday, August 5, 2019

AVAO CITY -- The first phase of the Mindanao Railway System will connect initially three cities namely Tagum, Davao and Digos in Davao Region at a distance of 102 kilometers.

Patmei Ruivivar, spokesperson for the Mindanao Railway System Project in her audience with the Sangguniang Panglungsod of Dabaw said that President Rodrigo Roa Duterte intends to have the initial bulk of the project in Davao Region connecting the cities of Tagum, Davao and Digos from 2018 to 2021.

She said the segment will have eight station wherein three will be located in Davao City.

“It will initially start as a passenger train, but there will also be provision for cargo later on,” Ruivivar said.

She said the railway system will have its main depot in Tagum City and an ancillary depot in Davao City.

Ruivivar said that the original plan of the project was to make a single track for a diesel-fueled train, but due to the changes, the project will now cost P90-

Billion from the original P35-Billion-budget.

She said the project was approved by the National Economic and Development Authority in July 2017, but the railway system will be dual tract and powered by electricity.

“We need the NEDA approval at this time,” Ruivivar said.

She said that based on the plan, the Tagum train station will be located in Barangay Mankilam, Tagum City, where the Davao del Norte Provincial Capitol is located.

He also said that the culture of security is very strong in the city, where the residents are very supportive in their participation in drills and simulation exercises.

HOW do I know if my child’s behavior is normal? Parents often have difficulty telling the difference between variations in normal behavior and true behavioral problems.

In reality, the difference between normal and abnormal behavior is not always clear. Usually, it is a matter of degree or expectation.

A fine line often divides normal from abnormal behavior in part because what is normal depends upon the child’s level of development which can vary greatly among children of the same age. Development can be uneven too with a child’s social development lagging behind his intellectual growth or vice

versa.

In addition, normal behavior is in part determined by the context in which it occurs – that is, by the particular situation and time as well as by the child’s own particular family values and expectations and cultural and social background. Understanding your child’s unique developmental progress is necessary in order to interpret, accept or adapt his behavior as well as your own. Remember, children have great individual variations of temperament, development and behavior.

Some kinds of behavior are wanted and approved.

They may include doing homework, being polite and doing chores.

Is government losing its sense in its battle to combat the spread of HIV? Giving contraceptives particularly condoms in high school could only trigger an arousal of curiosity and experimentation of a group of people at too young of age.

Instead lecturers and seminars be given to them.

Sex education in High School be given emphasis to these teenagers to comprehend self control and the application of core ethical values.

Teach these kids sex education sans condom distribution.

Let them buy them anywhere they can procure them legally.

W hy d u r i n g H i g h School? Why not in the tertiary level where students are already more mature and responsible?

These minors –teenagers in High School are not by law allowed to buy condoms in pharmacies and every stores?

If ou r gove r n me nt wanted to distribute free condoms at school, government might as well legiti-

mize these teenagers to buy condoms at any counter.

But do you know that condoms are available at some 24/7 convenient store?

Distributing these prophylactics is tantamount to a tacit approval of having sex in an early years of their life. Sex education in high school is also bit questionable. Can an Algebra teacher competent enough to properly discuss sex and its practices? Will they be able to give sound advice and guidance about it?

Giving condoms is not the answer to teen pregnancies nor is it the solution to the spread of HIV? During the days when schools are closed: semestral breaks, weekends and holidays. Do government suppose to give a week long supply of condoms to cover for the entire duration on semestral breaks?

It is through series of lectures, seminars, and classroom discussions that these teenagers be protected from the spread of HIV. It is through proper information dissemination that might work wonder on this.

‘Falcon’ destroys P277-M in Lanao Norte

CAGAYAN DE ORO CITY – Some PHP277 million worth of agricultural crops, structures, and properties were damaged in five Lanao del Norte towns when Tropical Depression Falcon swept through Northern Mindanao last month, according to reports by two government agencies.

The Office of Civil Defense-10 (OCD-10) and the Provincial Disaster Risk Reduction and Management (PDRRMO) said Wednesday the July 16 storm damaged a total of PHP277.8 million in Lanao del Norte, affecting 5,532 families who were displaced by flooding.

The flood inundated 41 villages in the municipalities of Kapatagan, Sapad, Lala, Salvador, and Sultan Naga Dimaporo destroying houses, roads, water systems, electrical posts, and bridges, the OCD-10 said.

supply to provide for the town’s growing needs.”

The two projects entail the construction of pipelines and storage (reservoirs) which would require a capital outlay of P100120 million for each barangay, Batar said.

“We already have an existing 800 cu.m. reservoir at Indahag which may need rehab and waterproofing but it was designed by LWUA/COWD and is of sound construction and workmanship,” he added.

“Balubal may also need its own reservoir.”

The main challenge for the completion of the two projects are the total funding requirement which could reach P220-230 million but Batar is confident these could be attained with the apparent support of the city government.

“I’m looking at utilizing our own City Funds to finance certain priority and high impact projects of COWD (which could hardly be funded in a timely manner by COWD’s regular sources) subject to COWD’s reimbursement over a 5-7 year period,” City Mayor Oscar S. Moreno said.

Batar also expressed confidence the COWD will have an adequate supply to provide the two additional service areas with the twin tracks the water is now focusing on.

“We will have enough water for these two areas and even improve service to existing concessionaires through the additional 20 Million Liters Daily (MLD) of treated water bulk water supplier Cagayan de Oro Bulk Water Inc. (COBI) aims

to deliver in the next two years, and another 40MLD COWD aims to gain when it reduces its Non-Revenue Water (NRW) to 30% over this time,”Batar disclosed.

NRW is water produced by the water district but is not accounted for and therefore results in a revenue loss.

Although COWD has already managed to reduce NRW to 49% at present, Batar said they aim to further reduce this to 30% over the next 3 years, the benchmark set by LWUA and which he considers the most economical level for NRW. “Our NRW reduction efforts are now focused on three areas: the Poblacion, and Barangays Carmen and Lapasan,” Batar noted.

“Our Poblacion still has pipes dating back to NAWASA time before COWD in the 1950s while Carmen is our most populous barangay, and Lapasan has experienced tremendous development these past few years resulting in many disturbed pipes,” he added.

Batar said with the additional 20MLD of COBI has committed to deliver and the NRW reduction to 30%, COWD would have sufficient water to provide the city’s needs over the next three years.

“If we can reduce NRW to 30%, this can result in approximately 40MLD additional water supply for COWD,” Batar noted. “ The current LWUA NRW benchmark for water districts is 30% of total production, although it is now reportedly considering reducing this further to 20% .

“COWD’s present total daily production approx 180MLD (including 80MLD bulk water from COBI) of which 40% is lost to NRW,” Batar said. “Thus both NRW reduction plus additional 20MLD from COBI would boost COWD production to 240MLD.”

In this case, Catherine Pajaron was born on June 06, 2003. Besides, it is doubtful if the instant case is covered by R.A. No. 10172 as the correction or change sought does not involve the first name or nickname, day & month of the birthdate or sex of Catherine. Hence, since an entry in the civil registrar could not be made without a judicial order, and to provide Catherine, through his father Wenefredo, a remedy to her predicament, the Court considers this petition.

“After World War II, the Cagayan Waterworks was taken over by the National Waterworks and Sewerage Authority (NAWASA). It was virtually a twoman operation. In 1954, then Mayor Justiniano Borja had a well dug at the end of Pabayo Street, a reservoir built on the Bontula Hill in Macasandig and a pump installed at the Mabulay Subdivision where the COWD Administration building now stands. Even with these efforts, it was still difficult to cope with the city’s rapid expansion.”

Recalls long-time resident Amadeo “Tatoy” V. Neri, Jr., “When our old house was built in 1948 along the corner of Apolinar Velez and Hayes Sts. it already had water piped in.

The source was the old water tower and water was supplied by the city waterworks.”

“In the 50’s if you were living in Lapasan, many relied on rainwater for drinking, via water tanks that collected during rains.

Many areas had artesian wells that were opened to the public for their common use,” he added.

Even during the 1960s, with water already piped directly to houses in the old poblacion, potable water remained scarce and residents still went to the Cagayan River for most of their water needs.

“I remember it was NAWASA during our time in the early to mid 60s, I guess I was in Grade 4,” said Lealyn Abellanosa-Ramos whose family lived along Tiano Brothers Street. We had running water from a faucet in our residence but the flow of water was very slow. It was only at night when water pressure rose that water could be had in the second floor. We stocked water in the first floor where we had our bathroom, toilet, laundry area because the flow of water was intermittent. If the water was insufficient for our washing, we had our laundry done at the Cagayan River in that area below the Carmen (now renamed Ysalina) Bridge.”

During those halcyon days, piped-in water from NAWASA cost a flat rate of PhP 40.00 a month, recalls Jocelyn Velez, whose family resides along present day J. Gaerlan Street.

“One time I noticed the bill had reached PhP 100! I investigated and found out our helpers often left the water hose open overnight so they didn’t have to water during the hot days!

I warned them that if the next water bill goes over PhP 40.00 I would take the difference from their wages! Needless to say, it never happened again.”

Along Marcelo H. Del Pilar Street about a kilometer from the city poblacion, the kids of Severino and Ruth Ramos were fortunate to have an atabay (deep well) where they could draw clean water for their laundry, watering the plants and general use. Drinking water was drawn from a common public faucet along nearby Magsaysay Street.\ “Ang tayam-tayam nga tubig sa Calamian (Mabulay) gave way to deep wells in several areas,” recalls former city mayor Constantino “Tinnex” G. Jaraula. “Ang Malasag source na monopolize sa Sta. Cecila and Capistrano Complex, and ang water tank sa Gaston remained the main source of the fire trucks

until several fire hydrants were erected in several areas.”

According to Jaraula, the Calamian District deep well was within the properties of the Mabulay family or were surrounded by their lands. The area used to be known as Calamian District and later renamed “Mabulay Subdivision.

When Atty. Reuben Canoy became City Mayor in 1971, he created the Water Development Commission and soon after, President Ferdinand Marcos created the Local Water Utilities Administration (LWUA) which was charged with organizing water systems throughout the country.

On August 1, 1973, Mayor Canoy converted the Water Development Commission into the Cagayan de Oro City Water District (COWD) the first ever water district in the country.

On January 4, 1974 COWD was issued Conditional Certificate Conformance (CCC) No. 001 by the LWUA. COWD started with only 3,500 service connections when it took over the management of the defunct NAWASA or Water Development Commission in 1973. This was expected from an average water production of only 12,200 cubic meters per day distributed to consumers through transmission lines only 39 kilometers long.

In 41 years COWD has grown around 24 times more in service connections, 10 times more in water production and as much 12 times more in pipeline length.

The safe potable water COWD distributes to the its concessionaires is periodically tested by a laboratory in Bgy Macasandig and drawn from twenty-eight (28) wells distributed in six (6) well fields at Barangays Macasandig, Balulang, Calaanan, Bugo, Tablon and Agusan.

There spring sourced from Malasag which originally served the city’s first water system at the old water tower is still in operation. Production major facilities include three (3) major Booster Pumping Stations and eight (8) reservoirs.

During its 46th anniversary last August 1, COWD attained another milestone with over 100,000 service connections in its service area cover the city and the adjacent municipality of Opol, Misamis Oriental.

COWD, which became a government-owned and controlled corporation (GOCC) in March 1992, was highly recognized for its remarkable success. In 1993, former mayor, Pablo P. Magtajas, has acknowledged it as being instrumental in fueling the city’s growth by leaps and bounds. He likewise commended COWD for its efficiency, competence , responsiveness to the needs of the people and sensitivity to public opinion, referring to the affordable rates (which have been multiplied only 11 times from P20 in 1973 to P218.40 for the first 10 cubic meters per month as of 2016, compared to other water districts around the country.

COWD also reaped laurels in the national scene as the Most Outstanding Water District in the Philippines in 1986,1987 and 1999 before being elevated to the LWUA-WD Hall of Fame on January 28, 2000.

The objectives of the 3-day national assembly aims to strengthen the Philippine National Coalition for Artisanal and Small-Scale Mining to have a legal personality, to present the different good practices of the different miner’s association in the entire country, present DENR – Mines and Geosciences Bureau (MGB) revised implementing rules and regulations of Republic Act 7076, updates and initiatives on the Artisanal and Small-Scale Gold Mining (ASGM), as well as the presentation of the ASGM draft national action plan and proposed amendment of RA 7076 and to promote compassionate gold business model and certification as an innovate solution to address policy gaps, formalization, child labor, working conditions, and transparent supply chains.

ASGM refers to gold mining conducted by the individual miners or small enterprises with limited capital investment and production depending on country-specific criteria. ASGM may employ “rudimentary techniques in extracting minerals, most commonly gold, by miners working in small-sized operations.”

Approximately 70% to 80% of ASGM operations worldwide is

considered informal, or lacking standards and compliance to government regulations.

The Philippine National Coalition for Artisanal Small-Scale Miners was organized in June 2016 to achieve progressive, healthy and sustainable ASM community through responsible mining, good governance, and unity.

The organization also hopes to be the advocates and stewards of toxic-free society, community and responsible small-scale mining that enriches and uplifts the lives of the marginalized Filipinos.

U S T R A L IA N - b o r n Hollywood makeup artist David Willis will hold a two-day seminar on basic proper makeup for the general public this August 16 and 17 at Kagay-an Coffee Cartel.

The seminar – simply billed as Understanding The Skin You Live In – is Willis’ collaboration with Cagayan de Oro-based renowned makeup artists Mary Trego, stylist Duane Abadilla and event organizer Leigh Rioux.

There will be two seminar batches (or a one-day activity for each batch.) The whole day seminar will kick off with a lecture the whole morning that will start at 9:00 a.m. and a workshop in the afternoon that will wind up at 5:00 p.m.

“I want to teach proper

makeup for all Filipinos. Here in the Philippines, they usually combine hair and makeup.

But you need to focus on one specialty,” Willis said.

In his more than 20 years in the industry, Willis has mastered everything from traditional makeup to beauty makeup, wedding makeup and horror makeup.

For the latter, he is the creative director of Scream Park Manila which will open in October 2020.

Beyond that, Willis has worked for quite a few Hollywood films which luckily had their production in his native Australia.
