CAGAYAN de Oro City--The Commissions on Human Rights (CHR) in Northern Mindanao have started probing on the circumstances during the serving of the search warrants in Ozamiz City that turned into a bloodbath killing City Mayor Reynaldo “ Aldong ” Parojinog and 15 others.

CAGAYAN de Oro City-Ozamiz City Vice Mayor Nova Princess Parojinog has urged President Rodrigo Duterte to investigate the series of raids carried out by the joint team of police and the Criminal Investigation and Detection Group (CIDG) agents in the family’s residences that led to the death of her parents and 11 others on Sunday.

Killed by law enforcers in what was supposed to be a simple police operation were Reynaldo “Aldong” Parojinog Sr., his wife Susan, his sister Mona, and brother Octavio Jr. Eleven others also lost their lives during the raid.

“I am asking President Duterte to investigate this… he should look at it thoroughly. He knows my father,” Parojinog said, referring to Reynaldo Sr., the late mayor of Ozamiz.

Lawmen arrest suspected NPA bomb-maker, seize IEDs in B’non

CAGAYAN de Oro City-Authorities arrested suspected members of the New People’s Army (NPA), one of them believed to be an expert in bomb-making, in an operation conducted by the police and military.

The military identified the suspects as Ruel Calolot, who is believed to be an expert in assembling

improvised explosive device (IED), and his brother Ramil.

The Calolots are said to be members of the NPA, said Captain Joe Patrick Martinez, the spokesperson of the Philippine Army’s 4th Infantry Division (4ID).

They were arrested in Purok 8, Barangay Kiburiao, in Quezon town, Bukdidnon on Wednesday, August 2.

Church focuses ‘peace’ on its 115th anniversary

CAGAYAN de Oro City-More than 4,000 parishioners from the 26 mission churches of the Iglesia Filipina Independiente (IFI) in Northern Mindanao converged Thursday in Cagayan De Oro City to bring the message of peace on the occasion of the IFI’s 115th anniversary this year.

SAN Francisco, Agusan del Sur—At least 11, 550 households in the far-flung areas of this province will finally enjoy the benefits of electricity in their homes after many years of deprivation.

Lighting up the homes in the hinterland communities was made possible after Agusan del Sur Electric Cooperative (ASELCO) received some P43.3 million budget allocation from the Department of Energy to implement the National Intensification of Household Electrification (NIHE) program.

NIHE is a government initiated program under the Department of Energy (DOE) in cooperation with the Department of Social

Welfare and Development (DSWD) geared towards providing basic electricity services to the remaining 450,000.00 poor households in 46 selected provinces which are still unable to be access on-grid electricity.

In line with the 2014-2017 Household Electrification Development Plan (HEDP), the program is expected to achieve 90 percent household electrification by 2017.

NEDA: Macro, regional metrics auger well for PH sustainable growth

CAGAYAN de Oro City--The Philippines’ socioeconomic planners at the national and regional level see a bright future ahead for the country’s medium term growth.

Socioeconomic Planning Secretary and National Economic and Development Authority Director General Ernesto M. Pernia said starting off in the right foot given the country’s present socioeconomic metrics is a good start.

In his keynote address during the July 18 regional launch of the Philippine Development Plan and the Northern Mindanao Regional Development Plan held at a local hotel here, Pernia cited three key messages on the Philippines current economic status.

“First, our country’s economic trajectory has been on a sharp, consistent uptrend for the past 3 decades and a half,” Pernia noted.

“Second, our economy is undergoing structural transformation or qualitative change. No longer just driven by consumption, but increasingly driven by investment. Not just driven by the service sector, but increasingly driven by industry and manufacturing.”

Not the least, Pernia said total factor productivity, which is a measure of the economy’s ability to grow based on a better organization of capital and labor, with technology (i.e., total factor productivity) is increasing sharply and is now the highest in the ASEAN. “Altogether, these three messages suggest strongly our economic growth is sustainable. It will no longer be a flash in the pan, or just be a boom-bust syndrome

Northern Mindanao The NEDA Chief said the 2017-2022 Regional Development Plan for Northern Mindanao represents the fulfillment of the PDP’s main thrust for regional development, geared to the long term development of Ang AmBisyon Natin, crafted through intensive, multi-sectoral, multi-level consultations to ensure it is the people’s plan.

“The Northern Mindanao RDP adopted the national development framework, which stand on the pillars of Malasakit, Pagbabago, and Pagtuloy na Pag-unlad. This is expressed in the region’s vision to be a major gateway and leading industrial core and trade center in Southern Philippines.”

“These interventions, supp or ted by s cience, technology and innovation, will firmly drive the development of the region,” Pernia said. “While some may question the region’s capability to attain this goal, it is important to note that the region contributes an average of four percent to the country’s gross domestic product, and about 26 percent to Mindanao’s gross regional domestic product (GRDP).

The region also has the highest contribution to agriculture, hunting, forestry, and fishing in Mindanao, and is second to Davao in contributions to industry and services sectors in Mindanao.

“The region’s economy is mainly made up of manufacturing, agriculture, forestry, and trade sub-sectors. This confirms the potential of Northern Mindanao to be a major industrial hub, and

trade center in Southern Philippines.”

Metro Cagayan de Oro The PDPs national spatial strategy foresees Metro Cagayan de Oro becoming the country’s fourth metropolitan center by 20205 after Metro Manila, Metro Cebu and Metro Davao, based on its population growth and functional role as a principal gateway and transshipment hub in Northern Mindanao, and as a key industrial center in the region.

Pernia also noted the plan of the University of Science and Technology in Southern Philippines (USTP) based in Cagayan de Oro to make region a center of science and technology as a very promising and challenger specter, considering how it challenges the government’s plan to set up a techno-hub in Clark’s Green City.

The PDP further highlights the region’s potential particularly in the industries of banana, rubber, bamboo, cacao, coco coir, coffee, agribusiness, and tourism.

A big boost from E.O. No. 27

In a press conference following the PDP/RDP presentation, Pernia said he foresees projected growth would be further boosted by the President’s issuance of Executive Order No. 27, last June 1, 2017, directing all government agencies, and instrumentalities at the national and local levels, including GOCCs, to align their plans, programs and budgets, with the PDP. “This means that the national government and LGUs need to closely work together, towards common goals,” Pernia noted. “With all these plans and programs aligned, and efficiently laid out, I am confident that Northern Mindanao will not only be the gateway, but also a leader in regional development in the country.”

“Let us work together to make sure that the socioeconomic progress of each region, can seamlessly contribute, to a vibrant and self-sustaining, inclusive development of the country,” Pernia stressed. “Then and only then can the Filipino have a matatag, maginhawa and panatag na buhay.”

Even Senator Franklin Drilon was taken by Duterte’s disclosure and has expressed the apprehension that the ISIS terrorist might strike in any part of the country.

Duterte asked the Senate’s full support in his fight against the terrorists elsewhere in the country, particularly in Mindanao where three cities are reportedly in the list of possible terror attack.

“In a news report carried by various national papers Thursday, Duterte asked for an addition 30,000 troops to be deployed in various areas

Except for past intelligence reports, the intelligence community has no idea about the alleged “target cities.” In the past, there were reports on specific cities in Mindanao that would be subjected to terror attacks – notably, bombing attacks.

One of the lady preachers of the Anak ng Diyos Kadugo Ni Kristo (AND KNK or the Children of God Blood Kin of the Christ) Church told me and the other preachers and deacons of the AND KNK who were gathered for their regular Wednesday Bible immersion and administrative deliberations while she was profusely crying, that one

of her grandsons had become the latest victim of kidnapping.

The lady preacher said the incident happened at Payatas, Quezon City, a squatter colony near the La Mesa Dam complex, just this week, as her grandson walked home from school at about 1 p.m. The mother of the grandson, one of the preacher’s daughters, was with the child and two other kids of hers who were also going home when, literally, at the batting of her eyelashes, the grandson was gone.

THE 16 people dead in Ozamiz City during a battle with the combined policemilitary in a raid in relation with the drug war is really a big incident--it hit several international media organizations. What made it even bigger is the fact that the victims included a city mayor and top public officials and relatives tagged as drug lords of sorts. Judging from the story of a survivor, the incident must really be big because a hand grenade was lobbed to defeat the victims. If all the reports in the media were true as I think they were, I would say the government is making some breakthrough in its fight against drug lords.

No less than President Rody Dutete had earlier declared the Ozamiz top officials are having good business in the illegal drugs.

While my heart bleeds for the victims, my mind wishes to commend the authorities for its relentless war against the proliferation of illegal drugs in the country. Some drug lords have used their power and influence in the business and they thought they cannot be touched because of such stature. The victims were said to be good people in their community without saying they have inflicted heavy damage to the youth and all those who were recipients of the illegal drugs.

Sad to state Ozamiz has hit the headlines many times for its criminality and criminals that operate throughout the country. I hope the firefight in the city should scare other drug lords scattered in our country that always claim to be religious and the only Catholic state in all Asia. My

Being a teacher is a noble profession. In fact, teaching is more than a profession.

It is a way of life one has chosen to dedicate itself. An average teacher teaches and explains, but a great teacher inspires. A great teacher isn’t look up only as a source of knowledge, but one who brings inspiration to her/ his students. She/he has the true passion to impart knowledge to its students with much care and love.

A teacher may look so simple and ordinary, but to their students, they are he-

roes. They are behind every student’s success thus they deserve to be recognize for the work they do. Looking back, I’ve been a teacher for almost 10 years, and watching my students grow in knowledge and character.

I am proud to say that I’ve been a good teacher if not a great one. I believe I still have more years to go to become a great teacher, but I leave that to my students to tell.

Whether one is a good or great teacher, the important thing is one has a HEART for learning and the passion to impart that learning to its students. A strong character that impose discipline and great respect and care for his/her students. Indeed, teachers are our modern day heroes.

Rehabilitation projects for the conflict-ravaged Marawi City in Lanao del Sur Province has started as government forces are getting closer to ending the offensive against remnants of ISIS-linked Maute and Abu Sayyaf terrorists.

“Initially, the ground works of the relocation site and the construction of the houses (for evacuees) started a week ago. The models are expected to be done after a week of work,” Capt. Jo-Ann Petinglay, spokesperson of the Western Mindanao

Command and Task Force Marawi, announced in a statement issued to reporters here in Zamboanga City on Monday.

Petinglay said the Army’s 54th Engineer Brigade, the Department of Public Works and Highways Region 10 and the Office of the City Engineer of Marawi City are working closely to finish two model houses that will be used as a template for about 5,000 houses for the evacuees.

According to her, the soldiers with the city engineer of Marawi, which supervises the construction

of the model houses, is speeding up the reconstruction despite the high-risk among those involved in the construction, since stray bullets reach the site every now and then.

The military said the 11-hectare housing project in Barangay (village) Sagonsongan near Marawi’s boundary with Lanao del Norte will have five phases and feature three to five thousand houses.

The first 40 coco lumber houses and 300 steel shelters will be built at the first two phases cleared by the project. Refugees contracted by the local government will build the shelters for three to four months along with the Engineering Battalion of the Armed Forces of the Philippines.

Officials of Marawi City said they will focus on the massive reconstruction efforts needed to restore the city’s commercial district once the temporary facilities are finished.

Maguindra said that what was more depressing was the loss of ancient documents written in Jawi, a pre-Spanish form of writing derived from the Arabic alphabet then prevalent in Malaysia, Indonesia and the Islamic areas of the Philippines.

Mis Occ farmers gain from SOA on Mushroom Sinacaban, Misamis Occidental – About 200 farmers from Misamis Occidental graduated from the School-on-the-Air (SOA) Program on Mushroom Production and Value Adding on July 25, 2017 at Sinacaban, Misamis Occidental.

Through the efforts of the Regional Agriculture and Fisheries Information Section (RAFIS) of the Department of Agriculture – Regional Field Office 10 (DA-RFO) and the provincial government of Misamis Occidental, farmer-graduates from Misamis Occidental were able to benefit from the three-month long SOA Program.

The program ran from April to July 2017 where farmers were given lessons and quizzes through the radio. An actual final exam was then given to see what the farmerstudents have learned

RAFIS chief Mary Grace B. Sta. Elena congratulated the farmers for completing the program. She also stated that through the radio program, farmers do not have to walk their way to school and that it could also develop their listening, writing and analytical ability as well. She is also

hopeful that this would be the start of mushroom enterprise in the province.

First honor Gicelle Lou N. Gamboa, from Jimenez, shared that she was able to learn a lot from the program, not only on its production and value adding, but as well as the health benefits that one can get from mushrooms.

FOR years, the Dy daughters had grown in Cagayan de Oro. But they have never forgotten their childhood roots in the sleepy town of Misamis Oriental.

Thus, the Dys have decided to give back what the town deserves – something that travellers will notice again and again.

Fortunately, the family has a property along the national highway and the Dys did what any enterprising individual would do – erect a restaurant.

Being of Chinese descent, the Dys decided to create a Chinese-themed resto. And so Royal Panda was born.

Yet Royal Panda is not just your ordinary sleepy town food joint. Its amenities and services – from the menu to the meticulous interiors – are something that one usually experiences in a highly urbanized city like Cagayan de Oro.

Up on enter ing, t he popular Chinese panda collage is the first artistic greeting with Chineseinspired lanterns dangling above the ceiling.

Islamic Values Education in ALS

THE importance of Madrasah education for Muslim ALS enrollees was first noted in the 1970s.

But the actual design and development to mainstream Madrasah education started only in the early 2002 with the inception of ALIVE or Arabic Language and Islamic Values Education or ALIVE.

Just like its formal education counterpart, ALIVE is designed to improve the life of Muslim OSYs and adults with an added plus: Entrepreneurship Development. It was also conceptualized as one of the avenues for peacebuilding between Muslims, Christians and the indigenous peoples (IPs), known local as Lumads.

The teaching of Arabic as a second language in

the Muslim areas of the Philippines is anchored on a statement of then President Ferdinand Marcos who said that “our Muslim brothers are offered all the opportunities to serve the nation so that they truly become part of the national community.” It’s also anchored in Al-Qur’an 43:3 which states that “indeed we have made it an Arabic Qur’an that perchance you

will comprehend.”

Hence, the implementation of ALIVE in ALS has much benefited the Muslim learners. First, integration of Islamic subjects into the secular curriculum is a good concept which opens a knowledgeable discussion. Second, the integrated Islamic knowledge has the potential to address Muslim children’s educational needs.

ALS for differently-abled persons

THE ALS for DifferentlyAbled Persons (ALS-DAP) is a project which aims to deliver Basic Literacy Program to the special/differentlyabled children/OSYs/adults hearing-impaired learners who have not availed of/ have no access to the formal school system through specialized approaches.

The issue of economic independence for the dif-

ferently-abled persons is focused on how to survive on a day-to-day living. Having impairment keeps them trapped in the doorway of poverty. For all these times, all they’re asking is a break.

The purpose of ALSDAP is for these persons, once graduated, to provide gainful livelihood and employment opportunities to its members and promote technologies that would allow greater mobility to

persons with disability, provides essential services for the start-up livelihood and promote welfare of persons with disabilities, avoid social discrimination and social insecurity and live a normal life to struggle against the cycle of poverty.

Learning lessons take place in the community using ALS learning modules for at least three months or until such time that the learners have become lit-

erate (for Basic Literacy Program) or has acquired necessary competencies (for Accreditation and Equivalency Program).

Aside from regular ALS, ALS-DAP features a Family Basic Literacy Project wherein literate family members are tapped to help their differently-abled relatives upgrade their literacy skills and improve the educational opportunities of poor families.

in a steamer. Bring it to a boil. Meanwhile, arrange the chicken siomai in the steamer. Make sure that you grease the steamer using a cooking spray or by rubbing with cooking oil. This will prevent the wrapper from sticking. Steam the chicken siomai for 15 to 20 minutes.

Transfer to a serving palte.

Serve with your favorite dipping sauce and chili.

ALS for inmates

THE Alternative Learning System (ALS) is a parallel learning system in the Philippines that provide a practical option to the existing formal instruction. Inmates who did not graduate from elementary or high school have the option to enroll in ALS while incarcerated under its Accreditation and Equivalency program.

The A&E Test is a paper and pencil test designed to measure the competencies of those who have neither attended nor finished elementary or secondary education in the formal school system. Passers of this test are given a certificate bearing the DepEd seal and signature of the Secretary, certifying their competencies as comparable graduates of the formal school system. Passers are qualified

to enroll in secondary and post-secondary schools as their respective cases are.

This goes to show that the government is sincere in its commitment that even behind bars, inmates are still given the chance to be morally upright, endowed with academic excellence so they can participate in nation-building once they are free again.

That’s because allowing for behavioral changes inside prisons necessarily implies education. Detainees are made aware of the fact that they still belong to a community of values despite their incarceration.

Non-formal education such as ALS allows the necessary flexibility to an individual approach of training that must take into account the particular needs of learners.

The general concept of ALS

ALS or Alternative Learning System is a parallel learning system in the Philippines that provides a practical option to the existing formal instruction. When one does not have or cannot access formal education in schools, ALS is an alternate or substitute. ALS includes both the non-formal and informal sources of knowledge and skills.

We understand that there are some Filipinos who do not have a chance to attend and finish formal basic education grades (Grades 1 to 12) due to many reasons.

Since the Philippine Constitution explicitly mandates the government to support a complete, adequate and integrated system of education despite these realities, ALS was created.

ALS happens outside the classroom, barangay-based, usually conducted at community learning centers, barangay multi-purpose halls, libraries or at home managed

by ALS learning facilitators such as mobile teachers, district ALS coordinators and instructional managers at an agreed schedule between the learners and facilitators. Some of these teachers are volunteered by a private non-government organization (NGO).

Just like its formal counterpart, ALS has two levels: elementary and secondary.

Students have to start from elementary level then proceed to high school level.

It follows a uniform lesson modules for all academic subjects covering sciences, mathematics, English, Filipino, social studies, current events among others.

The Senate should not have publicly divulged the information shared by the President. Senators Lacson and Drilon should have been discreet knowing that the President’s disclosure involved national security.

Well, the phrase national security has always been cited by public officials in keeping with highly confidential information.

The problem is these public officials do not actually know what is “national security.” On the contrary, most public officials invoke “national security” as a means to cover up anomalies and scandals that might incriminate them.

But as recognition came back to the child he embraced his mother in a tight grip, crying. The mother tried to talk to him, asking

him questions, but the boy kept quiet all the time. Even today, the lady preacher said the kidnapped boy doesn’t want to talk at all. He has refused going out, even to go to his school, indicating that he is still suffering from deep psychological turmoil, which may take a long time to heal.

Indeed, this experience of the grandson of the lady preacher confirmed, beyond reasonable doubt, that there are people out there, whether organized or not, who are engaged in snatching away or kidnapping of children, mostly to take their internal organs so they could be sold to rich patrons.

Since no one in government appears capable of stopping this, parents and elders can only rely on God to take care of their children.

The approval of the project came timely for ASELCO since only few more distant areas in its franchise area are on the process of being energized. “Now, we will go back to the places we have previously energized and if possible, continue energizing the households which are not yet connected to the grid,” said ASELCO board president Corazon Cullantes said.

Last year, ASELCO started with an information-dissemination in cooperation with local government units by informing the public on the requirements for application to qualify as recipients of the project.

Verification and Validation of the submitted applications were done to catch up with the deadline of submission last December 2016.

ASELCO will start its

full-scale implementation of NIHE on the third quarter of this year.
