CAGAYAN de Oro City-Controversial Ozamiz City Police Chief Inspector Jovie Espenido belied insinuations that he would run as Mayor of Ozamiz City in the next local election in 2019.

Espenido issued the denial amid reports that he has reportedly registered with the Commissions on Elections in Ozamiz City in preparation for the local election in 2019.

Military says Marawi siege over in 2-3 weeks; journalists decry ‘restrictions’

MARAWI City--The already three-month long armed hostilities between government forces and the Islamic State-inspired Maute group will be over in two to three weeks, a military official said Monday.

Lt. Gen. Carlito Galvez, chief of the Armed Forces’ Western Mindanao Command, said he expects “normalcy” to return to the city in two to three weeks,

citing the conflict area had been reduced to “400 to 600 square meters”.

Galvez said government troops killed five of 10 Maute militants who tried to reinforce their comrades via Lake Lanao on Monday.

He said only around 60 Maute gunmen were left and were stepping up use of improvised explosive devices.

He said clashes had been confined to areas near the lake.

But on Tuesday, military planes continued to drop bombs over the downtown area, the scene of heavy fighting since the early days of the siege which enters its 100th day on Wednesday.

Galvez admitted that government troops were finding it difficult to fight in an urban setting.

Ex-DSWD secretary Taguiwalo denies giving 4Ps funds to Reds FORMER social welfare secretary Judy Taguiwalo denied accusations she channeled funds from the government’s Conditional Cash Transfer or Pantawid Pamilyang Pilipino Program (4Ps) to the New People’s Army for the rebel group’s purchase of arms and ammunition.

“For the record and for the President’s own awareness, not a single peso of the 4Ps program passed through my hands. The program funds are directly coursed through the Landbank and its conduits who then make direct payout to the Pantawid beneficiaries. These transactions are recorded and COA (Commission on Audit) regularly audits this program,” Taguiwalo said on her Facebook account Tuesday.

pointment was rejected by the Commission on Appointments on Aug. 17, was reacting to President Rodrigo R. Duterte’s statement Tuesday that the NPA used money coming from the poverty alleviation program to acquire more arms.

Duterte issued the statement during the oath-taking of new presidential appointees in Malacanang.

He said he would not mind such money “reaching the hands of the NPA especially if that money bought something to eat” and even admitted sending food and medicines to the communist rebels in the hinterlands during his time as mayor of Davao City.

in the House of Representatives and the Commission on Appointments.”

PH reports decline in online hiring for the first time in 2017

THE Philippines said goodbye to its six-month positive growth streak in online hiring this July, as the country reported a 2% year-on-year decline – its first decline in hiring activity in 2017.

This is according to the latest Monster Employment Index (MEI), a monthly gauge of online job posting activity in the Philippines, recording the industries and occupations that show the highest and lowest growth in recruitment activity.

The Philippines’ Retail industry exhibited the steepest growth in online hiring, recording 8% year-on-year increase in July.

On the other hand, the Advertising, Market Research, Public Relations, Media and Entertainment sector fared the worst, with

a 17% year-on-year decline – falling 16% from the 1% year-on-year decline reported in June.

Looking specifically at the occupational groups, Customer Service talent remained the most in demand with a 5% year-onyear growth in online hiring in July. The group is also the only occupation seeing positive demand amongst employers.

HR & Admin continued to exhibit the steepest decline across all occupational groups, at a 16% year-on-year decline.

Wage Board-13 conducts training to Filipino Chinese Chamber members BUTUAN CITY – In partnership with the Filipino-Chinese Chamber of Commerce of Agusan, Inc. (FCCCAI), the Regional Tripartite Wages and Productivity Board (RTWPB) in Caraga conducted an ISTIV Productivity Awareness Program on August, 29, 2017 at Hotel Karaga here.

Thirteen members of FCCCAI participated in the activity.

The event is in line with the Memorandum of Understanding signed between the National Wages and Productivity Commission and Employers Confederation of the Philippines.

Under the MOU, the Productivity Toolbox and Two-tiered Wage System will form part of the package of assistance to be offered by the ECOP local chapters to

its members through the RTWPBs. ISTIV-PHP is a values-driven human resource intervention for quality and productivity improvement that is rooted in the five ideal attributes of a productive individual. I stands for Industrious, S for Systematic, T for Time-conscious, I for Innovative, and V for Strong value for work.

The objective is to instill positive work values (ISSTIV) which result to positive change in the behavior of people and impact on productivity of the enterprise.

Director Chona M. Mantilla, RTWPB-13 chairperson, stressed the importance of partnership between the government and private sector especially with the Department of Labor and Employment (DOLE).

She said the “agency is bringing the programs and services closer to the people and doing its best to serve the public to its fullest. This is why we have this partnership and cooperation, to build relationship towards harmonious and peaceful working environment.”

Mr. Jorge G. Uy, president of FCCCAI, expressed gratitude with this development.

He said, “Through this agreement, it will provide opportunities to our members to explore more the programs and services of DOLE and how it will help business to grow and be competitive.”

Mr. Earl Dela Victoria, Board Secretary VI, said, “Engaging Productivity in every business endeavor will create positive results to the business and to the workers. These tools will help business grow,

sustain, and enhance workers’ capacity to be more productive.”

City Mayor, 8 others face 18 criminal cases with graft

City Mayor Oscar Moreno, of Cagayan De Oro City, obtained a permanent Writ of Preliminary Injunction (WPI) involving six counts of anti-graft cases – all bear a dismissal order of service.

The WPI carries six antigraft charges, which were consolidated into one.

But, just as Moreno won another round of battle to hold in abeyance his dismissal order - as far as one could remember, the Cagayan De Oro City Mayor has been dismissed from government service not once, but twice involving anti-graft cases – Moreno faces 18 other criminal cases involving 18 counts of anti-graft cases with the Sandiganbayan.

The 18 criminal antigraft cases were filed by the Office of the Ombudsman with the Sandiganbayan, the court that hears criminal cases involving anti-graft cases filed against public officials. The Ombudsman, also an anti-graft court, hears the administrative cases of public officials charged violation of the anti-graft and corrupt practices.

Once the Ombudsman found the public official guilty of graft and corrupt practices, it would subsequently file the criminal case with Sandiganbayan.

This is what happened to Moreno’s cases. It means that the Ombudsman has already found Moreno guilty of the 18 anti-graft cases

and that the Cagayan De Oro City Mayor has been dismissed 18 times more as City Mayor.

Considering that Moreno was able to get a restraining order of six consolidated anti-graft cases from the Court of Appeals (CA), he is still technically dismissed because the 12 other antigraft cases also called for his dismissal from service.

The Ombudsman’s order reads: “In the event that the dismissal can no longer be enforced due to separation from service, the penalty shall be converted into a fine in an amount equivalent to their one-year salary. The Secretary of the Department of Interior and Local Government was directed

to implement the dismissal order.”

By the way, it is not only Moreno, who was ordered dismissed from the government service for being criminally charged with 18 counts of violation of Section 3 © of the Anti-Graft and Corrupt Practices Act (Republic Act No. 3019).

Don’t follow your conscience THINK a minute.

Some young children were asked this question: “What is a conscience?”

A 6-year-old boy said he thought it was “the bad feeling you get when you kick girls and puppies.”

A 9-year-old said your conscience is “a voice inside that says ‘No’ when you want to beat up your little brother.”

A guy was giving his friend advice on how to make a decision. He said: “You’ve got to follow your conscience. It’s like the little man inside you telling you what’s right and wrong. Just do whatever your little man

tells you to do.” His friend answered: “No, that won’t work for me. My little man’s an idiot!”

It’s like the popular song about a person who’s committing adultery that says: “How can this love be so wrong if it feels so right?

If lovin’ you is wrong, I don’t want to be right!” Our feelings and conscience are NOT always a good guide to show us what’s right and wrong.

Since everyone one of us has the tendency to be self-centered in one way or another, we’ve damaged and confused our conscience.

So we often tell ourselves

that certain wrong things are right, so we won’t feel guilty about doing them. A person can be very wrong, even though he doesn’t feel wrong or guilty.

For example: Adolph Hitler had 6 million Jews tortured and murdered just because of their race! But he did not show any guilt for all the evil he did. Does that mean he was not guilty of all those wrongs, just because he didn’t feel guilty?

Of course not! You and I can tell a small lie, cheat on our taxes, school exams or customs duty, or get away with a little stealing. But that does not mean it’s right, or

that we will never be caught and punished. The fact is we’re still guilty of doing those wrong things, even if everybody else is doing it.

So because we cannot depend on our conscience or feelings every time, we need Jesus Christ to be our guide Who can clearly show us what’s right and wrong every day.

WPP Permit holders/operators encouraged to organize Acknowledging that the government cannot do it alone, Department of Environment and Natural Resources (DENR) Region 10 OIC, Regional Director Edwin B. Andot encouraged the Wood Processing Plant Permit (WPPP) holders/operators in Region 10 to organize and convene into a federation to police the industry against illegal operations.

A meeting with Provincial and Community Environment and Natural Resources Officers (PENROs) and the WPPP holders/operators in Region 10 was conducted on August 24, 2017 at the DENR 10 conference room. RD Andot, in his message, reiterated that the WPPP holders/operators are the best people to police their own industry because they are assumed to know the illegal players operating in their areas.

Operators from each province appointed interim representatives for the federation. Misamis Occidental operators appointed Ms. Alicia Camunay and Mr. Winston Catane. Mr. Mario Huervas, Mr. Juanito Nasara, Mr. Oscar Obial, Mr. Eduardo Suarez, Jr. and Mr. Raul Carlito Gentallan were named as representatives

for Bukidnon province.

Mr. Margarito Jaque, For. Darsky Irigian and Ms. Perlita R. Salac were appointed as representatives for the province of Lanao del Norte while Rev. Prodencio Plaza, Mr. Jay Yap, Mr. Nilo Micabalo and Mr. Ating Co were appointed to represent Misamis Oriental.

During the open forum, RD Andot answers issues and concerns of the operators. He assured them that the DENR is a partner of the private sector and all stakeholders in working for the advancement of the wood processing industry.

RD Andot also gave emphasis on the stand of the DENR against corruption, further challenging the operators to stop unnecessary handouts and to report directly to his office any employee who displays unethical conduct in their transactions.

The federation is expected to assemble for an election and to establish its structure and guidelines that will be anchored in the aspirations of advancing the interest of the WPPP holders/operators and all stakeholders of the industry. Ana Mae Sumalinog RSCIS No. 08270-2017

Since their separation, they had never been communicating or supporting either financially or emotionally to each other,neither minding each other affair’s; Petitioner’s seek judicial decree of divorce, thereby, severing their marriage bond on June 1, 1994, so that they will have free hand to do what a single man or woman could do without marital burdens. Reconciliation between them had already been diligently employed but all proved futile.

WHEREFORE, finding this petition to be sufficient in form and substance, set the initial hearing of this case on September 20, 2017 at 9:00 a.m at which time, date and place. Any interested party may appear and show why the petition should not be granted. PRESIDENT Rodrigo Roa Duterte on Monday, August 28, vowed assistance for poultry raisers who were affected by the bird flu virus in Pampanga and Nueva Ecija.

“To help the industry recover, the government, through the Department of Agriculture, will assist in the affected poultry raisers in Pampanga and Nueva Ecija to defray their losses through interventions such as loans and capacity building trainings,” the President said in his speech at the Heroes Hall here.

At the same time, the President said the government will also strengthen awareness drives to the public and poultry raisers nationwide on avian influenza and find ways to mitigate such virus to avoid speculation and confusion.

To stamp out the outbreak and minimize its impact to the country, the Chief Executive said the government is undertaking efforts such as the culling of affected fowls, which was completed on August 24.

The President, who joined a boodle fight here, assured that poultry products are safe for consumption.

During his speech, the President also expressed gratitude to the local officials and people of Pampanga and Nueva Ecija for their solidarity and cooperation in quickly stamping out avian flu in the affected areas.

“I thank everyone here today for playing their respective roles in the implementation of isolation and quarantine measures towards the eventual elimination of avian flu in the country,” he said.

President Duterte also commended the Department of Agriculture officials for their quick and

decisive action in squarely confronting and containing the avian flu outbreak.

The President also acknowledged the assistance of more than 300 soldiers and police officers for their help and valuable assistance.

“Your timely and rapid response on this outbreak is truly praiseworthy,” he said.

The President meanwhile sought for the full cooperation and assistance of both the poultry industry and the general public to “make sure that disease outbreaks such as this are reported to authorities at the onset of its occurrence.”

According to President Duterte, the goal is to put the industry firmly back into the path of high growth and progress so that it can continue to contribute to the nation’s food security and to our economic growth.

The Chief Executive also said he would seek for additional funds to augment the government’s support for the poultry raisers.

“Let us find out magkano ‘yan and maybe we can add more. But ‘yung kaya lang.

Tanungin ko si Andrea ng PAGCOR kung meron ba siya,” he said, adding that his administration will raise the money.

“I’ll try to find out in a few weeks and maybe… at the end of the month, kung may makuha ako. Just to add a little bit to the amount that you have already received,” he said in a media interview.

During the event, the President led the awarding of indemnity checks to poultry raisers whose farms were depopulated to prevent further spread of bird flu virus.

Certificates of appreciation were also given to agencies and local government units who worked together to stamp out bird flu.###PND

DA-13: Caraga needs more coffee nurseries to meet production goals

Blessed with suitable climatic condition plus available farm technologies, coffee industry in Caraga looks promising.

According to the Philippine Statistics Authority (PSA), coffee production in Caraga had an average growth rate of 12.8% from 2010-2015.

Yet, coffee supply was not enough to meet demand.

“Nestle Philippines, the biggest coffee buyer in the country was able to source out only 25% of local coffee requirement.The remaining 75% had to be imported,” Eddie Baylin, Nestle Area Agronomist for Caraga, said.

During the crafting of Caraga’s coffee industry roadmap in 2016, the lack of quality materials was identified as among weak points of the industry.

Currently, there is only one accredited coffee nursery in the region, the Mabuhay Kahayagan Coffee Growers

Cooperative nursery in Tagbina, Surigao del Sur. Accreditation of plant nurseries ensures quality planting materials that are free from pests and diseases. On the other hand, accredited plant nurseries will have access to technical assistance and supervision, access to government programs in terms of marketing, and are entitled to identified scion/plant propagules from government-registered scion groves.

Among the requirements of the Bureau of Plant Industry (BPI) for nursery accreditation is the establishment of the nursery at least one year prior to application. It should also have a minimum area of 1,000 sq.m. with a stock inventory of planting materials valued at P100,000 per crop applied.

It should also have a scion grove and garden planted with National Seed Industry Council (NSC) approved and registered Varieties/cultivars of fruit, plantation and root crops established at least a

The victims were all in the house of Parojinog in Baybay Lawis, San Roque when the incident took place.

Espenido , who still remain as the police chief of Ozamiz City, said that he has still a mission to eradicate all traces of the Parojinogs in Misamis Occidental.

As of press time, Mayor Parojinog’s brother, City Councilor Ricardo Parojinog remained at large and is an object of manhunt with a Php 2 million on his head.

The Mayor’s daughter, elected Vice Mayor Princess Parojinog Echavez , and Reynaldo Parojinog, Jr. whose lives were spared during the raid were arrested and are currently detained in Manila on alleged charges with illegal drug and illegal possession of firearms.

In a phone interview Tuesday, MARBAI vice chair Salvador Barcebal Jr. said they hope the CA would confirm Mariano, who helped them reclaim the 145-hectare banana plantation from the management of Lorenzo-owned Lapanday Foods Corporation on May 18, after two failed attempts.

Barcebal said that although they had been installed, the farmers feared they would be displaced again if the CA rejects Mariano.

“We hope they would confirm Ka Paeng Mariano because he was of great help in pursuing agrarian reform. He helped us, MARBAI farmers, return to our property as legitimate owners,” he said.

He said they demand Mariano’s confirmation because there are still several displaced farmers who need his help to be installed and recognized as owners of their lands.

Around 200 farmers held a rally at the Freedom Park along Roxas Avenue to call for the confirmation of Mariano.

Barcebal said farmers from Hijo Employees Agrarian Reform Beneficiaries Cooperative and Gagmayng Maguuma Agrarian Reform Beneficiaries Inc. Joined MARBAI in the protest action.

He said they are calling on President Rodrigo R. Duterte to support the confirmation

of the DAR chief, following the rejection of former Social Welfare secretary Judy Taguiwalo.

Last May 9, Duterte met with around 200 farmers of MARBAI who held a picket from April 29 to May 12 on Chino Roces Avenue in Manila. Farmers returned home on May 13.

Anakpawis Rep. Ariel Casilao said in a statement that Mariano’s confirmation is “crucial to President Rodrigo Duterte’s promise of an inclusive governance and for fundamental reforms.”

“The School Leaders’ use of 21st Century Technology”

As we prepare students to become increasingly competitive in a consistently evolving global job market, there is a critical importance for school principals to fully utilize practices and processes to support the development and use of 21st century technology skills in elementary and secondary schools in school districts across the country.

This 21st century approach to teaching and learning enforces building skills associated with computer literacy, problem solving and innovation. In order to create and continuously develop these learning environments, school principals must not only have of drug war specialist Espenido to Ilo-Ilo City after his stint in Leyte and Ozamiz where killings of suspects are ordinary, I expect the mayor who was rumored to be a drug protector has reason to be scared for his life. And I think all local officials engaged in the illegal drugs should be afraid too, one of these days the killing machine of President Duterte will reach them. I have always been opposed to extra judicial killing, but looking at the problems of drug in our country makes me furious of its extent and damage to society.

Still, I am not supporting the killings, but definitely I wish the problem is solved. I hope scientists will discover something new to avoid the mess and eradicate the devastation of our civilization.

Manila, Philippines – Community Volunteers from Northern Mindanao participated in the first National Community Volunteers’ Congress in Quezon City, Manila, August 17-18, 2017. The said congress, dubbed as Bukluran: Sama-samang Lakas ng Mamamayan, is the first national community volunteers’ gathering hosted by the Department of Social Welfare and Development’s (DSWD) community-driven development program - the Kapit-Bisig Laban sa Kahirapan-Comprehensive and Integrated Delivery of Social Services National Community-Driven Development Program (Kalahi-CIDSS NCDDP).

Bukluran (to unite) saw a gathering of community volunteers under the Kalahi-CIDSS NCDDP from all over the Philippines. The delegates engaged in a series of collaboration works and focus-group-discussions during the two-day event that focused on the track towards advocating for the adoption of the Community-Driven Development (CDD) approach in handling infrastructure projects in the local communities.

Community-Driven Development (CDD) programs operate on the principles of transparency, participation, local empowerment,

demand-responsiveness, greater downward accountability, and enhanced local capacity.

Experience has shown that when given clear and transparent rules, access to information, appropriate capacity, and financial support, poor men and women can effectively organize to identify community priorities and address local problems by working in partnership with local governments and other supportive institutions to build small-scale infrastructure and deliver basic services.
