Husband stab wife to death

DAVAO DEL NORTE -- A wife was stabbed to death by her husband while having sex with another man in barangay Gupitan, Kapalong town, this province, a sketchy report from police authorities said. The police said, the man whom the wife was having sex, was also stabbed to death by the wife’s husband who caught them while having sexual intercourse. The police withheld the identities of the victims and the suspect at press time pending thorough investigation. But according to initial police investigation, the couple went to their friend’s house reportedly to get potatoes but since there was no cellophane or an old sack of rice to place the potatoes, the husband went home and got a basket. PRRD arrives in China for a five-day official visit PRESIDENT Rodrigo Roa Duterte arrived in Beijing Wednesday night for a fiveday official visit to China upon the invitation of the Chinese government. President Duterte will meet with President Xi Jinping in Beijing to discuss developments in bilateral relations of the two countries as well as other regional issues. It is his fifth visit to China and the eighth bilateral meeting between him and President Xi. “The leaders are expected to exchange views on further deepening and broadening bilateral engagement in areas of interest to both countries, such as defense and security, infrastructure and development cooperation, and energy in order to strengthen the Philippines and China’s Comprehensive Strategic Cooperation,” said a Palace statement released on Wednesday. The two leaders will

witness the signing of key agreements aimed at increasing the breadth and depth of Philippine-China cooperation. A dinner banquet will be hosted by the Chinese leader for President Duterte and the members of his delegation. De Oro City Crown THE commemoration of the feast of St. Augustine in this seaport capital of Cagayan De Oro City culminated Thursday with a mixture of merriment and sorrows. Overall, the month-long celebration, which started August this year, was generally peaceful -- credit goes to the untiring and dedicated efforts of the men and women of the Cagayan De Oro City Police Office (COCPO). In spite of the strict enforcement of the security measures in and around the city’s periphery, the residents and visitors gladly cooperated. The Task Force Cagayan De Oro, a combined team

of the elements from the Armed Forces of the Philippines and the local police force also contributed in attaining a peaceful, orderly, and stable peace and order as the city celebrate the Feast of St. Augustine. There were isolated cases of road mishaps, which led to the death of three persons and the injury of another. The car mishap took place in the morning of the feast day on August 28. A sports car and a pick-up truck collided in the highway of Gusa in Cagayan De Oro City. More disturbing was the death of many important persons, some of them close friends, who succumbed to

a stroke and cardiac arrest. The incidents a day before or after the fiesta celebration. Perhaps, some of them might have already suffered some kind of illnesses, especially hypertension. At home with the ‘last things’ WE NEED to be familiar with the doctrine of the ‘last things.’ In fact, we need to feel at home with it, since it would certainly play an important role on how to arrange and direct our life. The doctrine of the “last things” refers to what would happen to us at the end of our life here on earth. These ‘last things’ are death, judgment, hell and heaven, with purgatory as a transitory state. With death, I suppose we cannot question that anymore. It is a daily occurrence. But we may have to exert some effort to believe in the Christian faith about judgment, hell and heaven. Yes, there are truly such things. Even if we are to go by our human reasoning alone, we would find our life here on earth completely useless and meaningless if there would be no judgment, hell and heaven. But we have to be careful with tackling this matter with our reason alone. Without the light of faith, our

reason can give us all sorts of explanations. It can lead us to some exciting insights but in the end, it can lead us nowhere. It can only give us so much light. It cannot capture everything. The gospel is full of references to these last things, and we are always encouraged to be watchful in this life so that we tread the right path to our destination. Yes, our life here is like a journey, a pilgrimage to our definitive home which is actually in heaven where God is, from whom we came and to whom we belong. Said in another way, our life here on earth is all about the ongoing creation of our own selves with God as the Creator and us as our own co-creator with God. That’s because God wants us to be like him, to be his image and likeness, to be his children, meant to share in his divine nature and life. In a sense, our creation is a joint venture between God and us, and the completion of this venture would be at

our death and at the end of time when, hopefully, we can, with God’s grace and our effort, truly become God’s image and likeness and the dignity of being God’s children definitively achieved. Yes, our creation is still a work in the making. We are still under construction. But we have to look forward to its completion. Thus, St. Paul in his Letter to the Romans said: “For the creation waits with eager longing for the revealing of the children of God.” (8, 19) This should be the basic attitude to have in life. We are still a work in progress, and we should be doing our part in our own creation, fully cooperating as much as we can with God’s work of creation of us. For his part, God has given us everything we need to attain our definitive status. Even if we mess up his plan, he has given us means to correct our mistakes. But we need to do our part as best as we can. Thus, we

have to be wary of how we use our time and the many things that we have. It would be good that every moment of our life, we ask ourselves if what we are doing is what God wants us to do. This can only happen if we seek to identify ourselves with God through Christ in the Holy Spirit who now works in the Church. Let us always remember that we are supposed to be patterned after God who makes himself fully available in Christ, who in turn makes himself alive in us through the Holy Spirit that now inspires the Church. Yes, we have to revisit regularly this important doctrine about the ‘last things’ so we would be helped in know what we ought to do at every moment of our life here on earth.

Flood displaces 545 families in Davao DAVAO CITY--A total of 545 families from six barangays of Davao City were displaced after the Talomo River overflowed following heavy rains Wednesday evening, according to the Regional Disaster Risk Reduction and Management Council (RDRRMC)-Davao Region. The families from the flooded portions of Los Amigos, Tugbok, Talomo, Bangkal, Ulas and Matina Pangi sought refuge at Los Amigos Evacuation Center, barangays halls and barangay gymnasiums, RDRRMC said. It added the City Disaster Risk Reduction and Management Office imposed forced evacuation in Baran-

As palay harvests start to peak later next month, he said the agency will also open buying stations in the towns of Banga, Surallah, and Sto. Nino--all known for their vast rice plantations. NFA currently buys palay at PHP17 per kilogram (kg), with additional buffer stock incentive of P3.00/kg, trucking incentive of P0.20/kg, drying incentive of P0.20/ kg and cooperative incentive fee of P0.30/kg. “This means NFA will buy the palay products of individual farmers at a maximum buying price of P20.40/kg and P20.70/kg for members of cooperatives and associations,” he said in an interview.

To encourage more farmers to sell their palay to NFA, Masa said they have already eased the procurement requirements. To prove their legitimacy, individual farmers who want to transact with NFA are required to show their farmer’s passbook and while those under cooperatives will need to show their master’s passbook. NFA South Cotabato is targeting to procure around 150,000 bags of palay this year, and can be increased depending on the harvests. “Rest assured that we have enough funds to buy the palay produce of our farmers,” Masa said. MANILA -- A business group is optimistic that newly-appointed Mindanao Development Authority (MinDA) chair Emmanuel “Manny” Piñol can make the agency more relevant given his connections as former Agriculture Secretary. In an interview, Philippine Banana Growers and Exporters Association (PBGEA) Executive Director Stephen Antig said he is hopeful that Piñol’s connections will “make a difference” in MinDA. “Personally, I have not seen a concrete contribution of the MinDa to Mindanao. Maybe I am not privy to their accomplishments,” he said. Created in 1992, MinDA was eyed as the primary agency to promote and coordinate the active participation of all sectors to affect

BACOLOD CITY -- Tanduay Distillers Inc. (TDI), the diversified beverage company of taipan Lucio Tan, will release Bacolodlabeled rum for markets abroad, including the United

States. This was announced by the country’s top rum maker in the just-concluded firstever Rum Festival, institutionalized in an ordinance to be held every third week of August in Bacolod. Mayor Evelio Leonardia

said Bacolod is honored to be included in a brand being distributed worldwide. “This would strike the interest of the people in other countries,” Leonardia said in a statement on Tuesday. The export product, which will bear a label stating it is processed and bottled in Bacolod, is expected be out in the market next year. TDI will release an initial of 50 cases of Tanduay rum with the name of Bacolod in the label. It will be processed and bottled in one of the company’s distilleries located at the boundary of Bacolod City and Murcia town in Negros Occidental. The rum maker has markets in at least five states in the United States, aside from the recently penetrated markets in Guam, China, and Australia and soon in some parts of Europe. Leonardia said anything or everything that will positively project Bacolod City in the international level is “good”. He noted rum festivals are celebrated worldwide, especially in rum-producing countries, thus it is high time for the Philippines to do the same. “That was why, Bacolod took the plunge and staged its very own Rum Festival. Power outage in flooded areas explained DAVAO Light & Power Company shut down facilities that were serving heavily flooded areas at around 7:00 p.m. last night, August 28. This procedure was undertaken in order to avoid electrocution incidents as waters already submerged houses and their electrical outlets. DAVAO CITY--The Davao City Water District (DCWD) has allocated PHP300 million for a septage project that would address the improper disposal of human waste in the city. This was according to DCWD spokesperson Bernardo Delima, Jr. on Tuesday, adding the project was “urgent” and requires the approval of the City Council. “The Council still has to pass a resolution allowing Mayor Sara (Duterte) to enter into an agreement with DCWD before we can proceed with the construction,” Delima said. Currently, he said the local water utility is coordinating with the legislative body on fees that consumers will pay as well as the revenue share of the city government from the project. Mark Clinton Chavez, the FRX leader who is also one of the five board of directors of FRX Rice Trading registered at the Securities and Exchange Commission, has disclosed in an exclusive interview that Celis has been on a lavish spending spree buying cars and properties before the fallout of the investment scam on June 24. “She bought many properties in other places. But what I only knew were the two new Toyota Fortuner SUVs, a beach resort in Buenavista town and the house in tBahbah poblacion in Prosperidad town ,” Chavez said. Rowena Goloran, another FRX leader, said Celis recently bought a Ford Raptor and Ford Everest used for the operation of her investment scheme business apart from several other vehicles she gave to her relatives. “Many of her properties she bought when the business has boomed were not named after her but to her relatives,” Goloran said. The money scam which has lured thousands of victims in this province and other neighboring areas because of its 70 to 80 percent weekly return of investment abruptly stopped its operation after the crackdown by the police’s Criminal Investigations and Detection Group (CIDG). Last June 24, CIDG operatives confiscated P23 million from Celis’ safe house in Nasipit town in Agusan del Norte after a car chase from Talacogon town of this province where the payouts were expected to be held. The money, log books and documents were recovered from the alleged safehouse of FRX Rice Trading at around 7:30 p.m. Prior to the raid on the safe house, a pickup owned by the trading firm collided with a motorcycle driven by a barangay official along

the highway in Buenavista town. “It turned out the pickup was heading toward the safehouse to pick up the money... We suspected the owner or owners of the money are planning to escape,” Lt. Col. Cholijun Caduyac, police CIDG-Caraga chief, said. Celis managed to escape in another vehicle. She is facing charges for syndicated estafa and violation of Republic Act 8799 or the Securities Regulation Code. Hundreds of leaders of the investment scheme were waiting for Celis to distribute the payouts patiently waiting for hours outside the town hall but to no avail as they learned the Forex owner hurriedly left with the convoy of cars sensing the CIDG lawmen were already there to conduct the raid. The CIDG said the raid was in line with President Duterte’s order to close companies tagged in investment scams. Chavez has already sensed danger two days earlier during the gathering at the Almont Resort Hotel in Butuan City when she left unnoticed upon learning that only five leaders have brought in pay-ins which is not enough to supplement the boxful of cash she brought for the payouts. “I believed she was making a scenario to escape from her obligations to the leaders since she don’t have enough cash and was expecting millions of pesos from pay ins to defray the money shortage and continue operations,” Chavez confided. Celis has assured close to 500 investment leaders that the payout will resume on June 24 after two weeks break at the extravagant birthday and baptismal party she and her child celebrated at LMX Convention Center in Butuan City on June 19. Chavez who attended the party as a godfather of Celis’ daughter revealed she spent at least P2 million for the event aside from the cash rewards of P5000 for each game winner and the giveaways of expensive perfumes. At the peak of FRX operations in the middle of May up to June 10, pay-ins received by each leader from investors could reach as much as P50 million a day. Chavez admitted the accumulated cash he received from pay ins had reached more than a billion pesos since he joined in May 15.

RA 11203 or the rice tariffication law passed in February this year mandates the NFA to maintain a buffer stock good for 15-30 days of daily consumption requirement (DCR) to meet contingencies during calamities and emergencies anywhere in the country. The NFA currently holds about 4.5 million bags of rice and 6.4 million bags of palay or a total rice equivalent of 8.5 million bags of rice good to last for 13 days based on national DCR of 651,860 bags. “We abide by what is dictated by our mandate. We store and handle our stocks following good warehousekeeping protocols in all our warehouses across the country so that we can immediately respond to any need for rice supply during calamities and emergencies,” NFA administrator Judy Carol Dansal explained. Meanwhile, NFA continues to buy palay from farmers to provide them a ready market for their produce at reasonable price. “We conduct procurement operations on a year-round basis. We have more than

300 buying stations across the country that are open daily where farmers can deliver their produce and avail of our support price and incentives,” Dansal said. The NFA currently buys palay at P17/kilogram support price plus P3/kg buffer stocking incentive (BSI), P0.20/kg drying incentive; P0.20/kg delivery incentive, and P0.30/kg as cooperative development incentive fee (CDIF). This brings NFA’s maximum buying price for clean and dry palay to P20.70/kg for farmer cooperatives and P20.40/ kg for individual farmers. Meanwhile, the NFA Council had approved an increase in NFA’s selling price to government relief agencies and local government units (LGUs) to P37/ kg for the agency to recover from further losses as the Implementing Rules and Regulations (IRR) of RA 11203 also requires that the agency should operate with financial stability. It is estimated that NFA spends an additional P12.30/ kg to mill, transport and market the local palay it procures plus P2/kg overhead costs. At the agency’s palay buying price of P20.70/kg and, considering the 65-percent milling recovery rate, processing fee, trucking fee and other fees, break-even cost would be at P35 per kg including overhead costs. “We assure the public that NFA is compliant with its mandate of maintaining a safe and sufficient buffer stock for any emergencies our countrymen may face anywhere in the country. We will never allow our stocks to rot or deteriorate beyond what is fit for human consumption.
