Quijano confirms body retrieved from river was his missing wife I

LIGAN CITY – Philippine Veterans Investment Development Corporation (PHIVIDEC) administrator and former Iligan City Mayor Atty. Franklin Quijano has confirmed that the body found floating in a river near their house was that of his missing wife Salma Theresa Gerona – Quijano.

Ordoñez said there were financial literacy workshops conducted in schools here such as the University of Mindanao and Ateneo de Davao University and in other cities like Tagum, Digos, General Santos, Cagayan de Oro, and Cotabato. BARMM prepares for disaster, conducts earthquake drill MARAWI CITY, Lanao del Sur--In line with the observance of the National Disaster Resilience Month (NDRM), the Bangsamoro Autonomous Regional Government conducted an earthquake drill and simulation, Tuesday, July 30, inside the Office of the Chief Minister (OCM) Compound in Cotabato City. With the theme, “Kahandaan sa Sakuna’t Peligro Para sa Tunay na Pagbabago,” the NDRM celebration is spearheaded by the Bangsamoro Government through its Humanitarian Emergency Action Response Team (HEART). The activity was sup-
ported by the Ministry of Interior and Local Government (MILG), Ministry of Social Services (MSS), Ministry of Health (MOH), Ministry of Science and Technology (MOST), Regional Planning and Development Office (RPDO), Internal Security Services (ISS), Philippine National Police (PNP-BARMM), Bureau of Fire Protection (BFP-BARMM), and the Office of the Civil Defense - BARMM. MILG Minister Lawyer Naguib Sinarimbo said, “The earthquake drill is a means of measuring our state of readiness to deal with this type of disaster
and, at the same time, instill the culture of readiness and preparedness to our people.” He also looked back on the events during the 1976 powerful earthquake, which was followed by a tsunami, that greatly devastated Cotabato City and many parts of the region, causing many casualties. “This is the reason why we always have to be prepared,” he added. SSS Runs After Delinquent Employers in Luzon Nearly 250 employees will now have the chance to be fully protected from the hazards of abrupt loss of income due to sickness, death, maternity or involuntary separation from work as the state-run Social Security System (SSS) on Tuesday held its fifth simultaneous Run Against Contribution Evaders (RACE) campaign in three key cities in Luzon. The SSS RACE team visited 28 employers from San Pablo City in Laguna, Tuguegarao City in Cagayan, and Legazpi City in Albay to further instill awareness on their obligations under Republic Act 11199 or the Social Security Act of 2018, and to ensure that their employees will be protected in times of contingencies. “We have been conducting simultaneous RACE operations nationwide for more than two months now. This campaign is for all employees whose lives were put in danger by their employers who failed to report them and remit their SS monthly premiums on time. We’re hoping that these show cause orders will serve as a warning to employers to abide by the SSS law,” SSS President and Chief Executive Officer Aurora C. Ignacio said. The SSS RACE team posted show cause orders to establishments that have
willfully neglected their duties as employers under the SS Act of 2018 through non-registration of their businesses with SSS, nonreporting of their employees within 30 days from the first day of their work, non-submission of records to SSS and non-payment of monthly premiums of their employees. Of the 28 employers subjected to the RACE campaign, 12 were from Tuguegarao in Cagayan, six from San Pablo City in Laguna and 10 from Legazpi City in Albay. These employers failed to remit their workers’ SSS premiums, register their businesses with SSS, and produce employment records of their workers. All employers who were subjected to the RACE operations are required to respond to the show cause order within a non-extendable period of 15 days from posting to be submitted to the nearest SSS branch and explain why no legal action should be taken against them. Employers who will fail to respond to the show cause order within the given period and continue to neglect their duties under the law will face criminal charges. They could be sentenced to a maximum of 12 years im-

Alleged henchman’ of Bin Laden family arrested in Zamboanga City
A
MAN believed to be a former “henchman” of Osama bin Laden’s family has been arrested by authorities in Zamboanga City and will be deported, the Bureau of Immigration (BI) announced in a statement yesterday. Mahmoud Afif Abdeljalil, 51, was arrested by authorities from the BI, military, and police in Zamboanga City on July 4, Immigration Commissioner Jaime Morente said. Abdeljalil was allegedly the henchman of Osama’s brother-in-law. According to Morente, the Jordanian national is considered an illegal entrant because there are no records that show his arrival to the Philippines after being arrested and deported in 2003. Sixteen years ago, Abdeljalil was arrested in the Philippines and was identified as a suspected Al Qaeda operative with links to Osama’s brotherin-law Mohammed Jamal Khalifa, The Los Angeles Times reported. At that time, authorities said that Abdeljalil was trying to sell Philippine properties that Khalifa acquired. According to the BI, authorities back then also
said that Abdeljalil managed several charity organizations in the southern Philippines that allegedly funneled money to Al Qaeda and the Abu Sayyaf Group, a jihadist group based in the Philippines. He allegedly continued to support the Abu Sayyaf financially even after Khalifa was killed in 2007. This, after the Philippine Central Bank froze Khalifa’s bank accounts and financial assets three years after Abdeljalil was
deported. The BI’s Morente said that Abdeljalil managed to live in the Philippines by using a fake name and falsifying public documents. Authorities started to monitor the suspect after he and an Algerian companion were flagged down a military checkpoint in Zamboanga in August last year. They later confirmed that Abdeljalil had been illegally staying in the Philippines, which led Morente to order his
arrest. Abdeljalil said during questioning that he had been back in the Philippines since 2007 and admitted his arrest and deportation in 2003. News of Abdeljalil’s arrest comes the same day United States officials announced that they have reason to believe Osama’s son Hamza bin Laden is dead and was killed some time in the last two years, The New York Times reported. Move over, millenials: Gen Z travelers on the rise
Many marketers may have millennials on the brain when it comes to target audiences to attract to their destination. But, hot on the heels of this generation is the Gen Z traveler. Though only a few Gen Zers are old enough to travel on their own (the oldest age is 24), many are making travel decisions for their families, or are beginning to plan their own vacations. Here are 10 facts about this up-and-coming demographic and how to attract them to your destination. 1. YOLO mindset. According to a report by Expedia Group Media Solutions, Gen Zers embrace the YOLO (you only live once) mentality, crossing adventurous items off their bucket list as they go.
2. Gen Z travelers take 2.8 leisure trips per year. Meaning, travel is top of mind for this generation. Millennials average 3 leisure trips a year. 3. They are the vacation planners (with mom and dad’s help). Many DMOs target the parents, but did you know that it’s often their Gen Z children who map out family travel itineraries? 4. Not your boomer’s baby: The parents of Gen Zers are typically from Generation X, who have raised their children to be more self-sufficient, as opposed to the millennial generation who were raised by baby boomers with different life experiences. 5. Technology is a way of life. While many millennials remember a time
when smart phones weren’t attached to their day-today life, Generation Z has always been connected, and their travel habits will follow. 6. International travel is on the list. Gen Zers are the most likely generation to travel internationally, according to a Travel Weekly article. 7. Experience over material goods. Gen Zers are more frugal travelers and appreciate a good deal. They are more likely to travel for experiences rather than material goods and prefer to “travel like a local.” 8. Social media presence is key. Unsurprisingly, Gen Z looks for travel inspiration via digital and social channels, using the internet for research. DMOs should prioritize having

a clear marketing strategy for digital channels to reach this group. 9. Taking the road less traveled. Many Gen Zers prefer outdoor destinations. According to Groups Today, 83% prefer active, outdoor travel exploration. 10. Conscious travel. Gen Z travelers are more often to seek out sustainable experiences, with human rights and the environment top of mind. Often, decisions on where to travel are based on whether or not the destination has a positive environmental impact.

Helping build a better Philippines
As Bank of the Philippine Islands (BPI) marked its 168th anniversary last week, BPI President and CEO Cezar P. Consing, reaffirmed BPI’s goal of continuing to play a constructive and meaningful role in nationbuilding. BPI aims to do its part by “nurtur(ing) every Filipino’s future with a trusted approach to managing money and innovation that makes life easier every day.” Consing said the BPI of the future will be “best described by four phrases: digitalized, financially inclusive, providing delightful customer experience, and sustainable.” Consing assured that BPI will be “Ready today,
ready tomorrow.” Consing spoke after a thanksgiving mass, officiated by the Most Reverend Broderick S. Pabillo, Auxilliary Bishop of Manila, and attended by officials and rank-and-file of the first bank in the Philippines. Among those in attendance were BPI Chair Jaime Augusto Zobel de Ayala, former Chief Justice Artemio Panganiban (former director and now advisor to the chairman), and incumbent BPI directors Dolly Yuvienco, Gerry Ablaza and this writer. Earlier, BPI announced to the market the bank’s first half financial and operating results. The results, Consing said,
“demonstrate the early returns of the initiatives that we have embarked upon in the last few years. The results also demonstrate the hard work and laudable achievement of many unibankers”. Consing took the opportunity to announce the promotion of 846 unibankers, including 138 new managers, 67 new senior managers and 66 new AVPs. Consing waxed nostalgic and traced the history of the unibank. In BPI’s early days, Consing said, BPI acted as the de facto central bank and printed the currency notes. Later, BPI was central to the growth of agriculture, most notably with the financing of the sugar

industry. Before and after the second world war, BPI financed the country’s industrialization, including the Philippines’ first mass transit. In the 1980’s, BPI introduced the country to selfservice banking by rolling out the first ATM. With the acquisition of BPI Family Bank, the unibank powered the growth of consumer lending. Saved in the storm THINK a minute. In England during the 1700’s, it was fairly common for boys to spend several months in boarding school before heading out to sea. And so it was for John. He was 11-years-old when his father, a master of a trade ship in the Mediterranean, took John on the journey with him. This prepared John for his service in the British Navy. Yet sadly, while John learned his skills of sailing from his father, he did not learn self-control and discipline. John was soon arrested, publicly whipped and demoted to just a common sailor for deserting his duty on ship. Later, while still a teen-
ager, John sailed on a ship bound for Africa. By now young John was wilder than ever. He did not choose his friends wisely and continued to sink deeper into immoral living. In Africa John ended up in the service of a slave dealer. The slave trade attracted John as a profitable business and way to get rich; but before he knew it John was put to work on the dealer’s plantation laboring with the other slaves. Finally at age 21 John escaped on a ship called the Greyhound, where he continued his uncontrolled living. He again chose the wrong friends who made fun of the God-worshipping sailors on board, including
the captain. One night John’s ship, the Greyhound, was caught in a violent storm. The boat’s side caved in and it began to sink as the water came flooding in. One of the sailors yelled, “We’re all going to die!” At that moment, for the first time in John’s life, he prayed and cried out to God: “Lord have mercy on us!” Amazingly, the ship did not sink! John never forgot it. In fact, God’s mercy that night in the storm not only saved John, but so completely changed him for the rest of his life that he wrote a song about it which is sung by millions around the world today: “Amazing grace! How sweet the sound,

that saved a wretch like me. I once was lost, but now I’m found—was blind, but now I see!” John Newton’s song and story can become yours too, because God is offering His full and free grace to you today. Won’t you ask Jesus to forgive you for your wrong heart and sinful living? MANILA -- The Department of Tourism (DOT) is open to reviewing the implementation of the visa on arrival policy for foreign visitors amid concerns that the influx of undocumented foreigners might pose security risks to the country. “The Department of Tourism is open to review and reevaluate the issu-
ance of Visa Upon Arrival (VUA) in the country to foreign visitors of certain nationalities with both the Department of Foreign Affairs (DFA) and the Bureau of Immigration (BI), the duly designated government agencies with respect to visa issuance,” the DOT said in a statement on Friday, in reaction to the proposal of
Foreign Affairs Secretary Teodoro Locsin Jr. to remove the privilege for foreigners. The DOT also clarified that VUA is only granted to Chinese tourists that have passed the screening of tour operators accredited by both the department and the BI. They will be allowed entry after submission of all pertinent documents, subject to BI’s review and approval.

DTI strengthens inclusive MSME dev’t through the NSB Program Consistent with the 10-Point Socioeconomic Agenda of the Duterte Administration and the 2030 Sustainable Development Goals to leave no one behind, the DTI launched the Negosyo Serbisyo sa Barangay (NSB) Program to reach out to the underserved communities and bring business development where they are most needed. The NSB Program extends ease of doing business to barangays within the 4th, 5th, and 6th income classification municipalities in the country. It is aimed at promoting a more inclusive MSME development that will ensure stronger value chain linkages of our industries, encourage dynamic entrepreneurial activities at the barangay level, and capacitate more entrepreneurs to scale up their operations. It supports whole of government approach wherein public agencies related to supporting inclusive business ecosystem work across portfolio boundaries and mandate to encourage entrepreneurial activities and integrated government
assistance. Through this initiative, DTI field offices will capacitate the Barangay Development Councils to be able to assist clients in the locality in availing services provided by DTI. The strategic objectives of the program include promoting awareness on DTI Negosyo Center services to the barangay officials, identifying MSMEs operating within barangays preferably from the 4th, 5th, and 6th income classification municipalities, and conducting business development assistance and services in the ident i f i e d b ar ang ay s . Latest data from the Department of Health (DOH) revealed that from June 30 to July 6, there were 5,744 reported cases of dengue. This is 22 percent higher compared to the same period in 2018 (4,703). A total of 115,986 dengue cases were recorded from January 1 to July 6, according to the DOH data. In a statement, dela Peña said the agency has funded a number of research projects and programs related to diagnosing and treating dengue. Meanwhile, DOST Undersecretary Rowena Cristina Guevara said on Thursday the DOST will give funding to the Biotek-M developer to produce units that will be distributed to DOH regional hospitals. She, however, could not yet to disclose the amount of funds. The DOST is also funding clinical trials for the evaluation of a possible herbal medicine for dengue. Currently, there is no available cure for dengue, the DOST noted. The possible
herbal medicine apparently has an anti-viral activity against the dengue virus, and can elevate the platelet levels which are seen complicated cases of dengue responsible for bleeding and reduction of plasma leakage. The DOST said the agency has supported development of herbal supplements “that could help patients affected with dengue”. Construction will start next year with a PHP50million outlay. Another PHP50 million is needed to procure the needed equipment, Andanar told reporters in a press briefing at XYZ Hotel in Tacloban City, Thursday afternoon. “One thing I noticed is the lack of uniformity in government communication paradigm. Each department on the national level has different ways to do media relations and public relations. In the local government, it depends if the mayor is competent and media savvy,” Andanar said. “For the government to solve this problem, we need a communications academy in the government to help do things properly.” The facility will house an auditorium, large classrooms, meeting rooms, canteen, newsroom, and laboratory. The center will also maintain a community television, radio, news agency, and social media page. Andanar said the local government of Manolo Fortich donated a two-hectare lot for the new center near a pineapple plantation and a state-run university campus. The Bukidnon town is a strategic place to set up this communications center considering it is the gateway to major cities such as Davao City and Cagayan de Oro City, Andanar said. Trainees from the new
center will be toured in the Mindanao Media Hub in Davao. The facility is now 80 percent complete, according to Andanar. The hub will house the People’s Television, Radyo Pilipinas, News and Information Bureau, Philippine News Agency, the Philippine Information Agency, the National Printing Office, Apo Production Unit, and other attached agencies under the PCOO. “In a world where technology has impacted the news deliver and in the world with so much information and disinformation, the government should be ready to explain issues to the public,” he added. The PCOO chief said he would talk with lawmakers to support the operation of the strategic communications center. Lanapan. In pushing the measure, Datu Lanapan, a member of the Higaonon tribal community, said many of their tribal leaders were killed when they refused to support the rebels. “They deceived us and it is but appropriate to declare them as nuisance in Buenavista,” Lanapan said. In a press conference, Buenavista Mayor Norbert Pagaspas said this declaration is a parallel effort to the military operations in the affected areas. “The LGU will focus on insuring the constant and continuous delivery of basic social services and livelihood opportunities in the hinter areas. In partnership with the Provincial and National Leadership, we will build road networks to inaccessible Brgys and Sitios to get rid of the presence of armed group hiding in the area,” Pagaspas said. He named barangays Olave, Simbalan, Sangay and Guinabsan as among the rebel-infested in the municipality. Pagaspas pointed out that frequent encounters between government soldiers and the rebels have become detrimental to the welfare of our people in the hinterland barangays. “This hindered our efforts to deliver basic services in those areas and it defeated our aim of establishing a total of five Economic Zones within the municipality of Buenavista,” he said. The Quijano family decided to request for the exhumation of the cadaver after Salma’s brother who arrived from United States asked if the body found floating in the river was possibly that of Salma. “That question brought us into requesting for an exhumation, having a second look of it and performing a DNA matching with the family members, if that is the only assurance and to find closure,” Franklin said. Roberto said it took them a week before their request for exhumation was approved. On July 30, a government medico legal made an examination and found out that the dental examination result of the body matched with Salma’s dental record. On July 31, the family sent the DNA samples that the Scene of the Crime Operatives (SOCO) took from Salma’s parents and one of her children and from the cadaver and sent it to Manila for matching according to Roberto. The result normally comes out after a month but the family requested that it will be expedited. “Even as dentures may have matched that of the dental record of Titatit (Salma’s nickname), we still cling to that chance that it could not be her, we decided to have a DNA test of the body,” Franklin said. The exhumed cadaver, however, put in a closed brown casket is now laid at a funeral chapel in Iligan beside the remains of Salma’s uncle, Rafael Maristela Gerona, who died on July 30, the same day the cadaver was exhumed.
Franklin said, Gerona, who died due to old age, was close to Salma. What went before? Franklin last saw Salma on June 26 when he went to office in Tagoloan, Misamis Oriental, around two hourdrive from Iligan City. Their last moment was the usual “banters and jokes”. Franklin said their last conversation was when he shared his conversation with their youngest daughter whom he sent to school before going to work in Tagoloan on that day. While in the office at 10:40 AM, Franklin said, Salma texted him about a cheque to be replaced because she lost it. Franklin said he was not able to respond because he was busy. Still on the same day, while he was on his way to Manila, he called Salma, the phone rang but was not answered. “I just called my children to tell their Mama that we may not be able to talk because I will already be in the plane and when I’d arrive Manila she would already be asleep. She has a routine sleeping at 7:00 o’clock in the evening,” Franklin recalled. In the morning of June 27, it was their daughter who saw Salma last as she embraced her mother before she went to school. Franklin said he called Salma’s phone at 12:00 o’clock at noon, the phone did not ring. He called their son and asked where their mother was and answered she was in the other house. “That was his impression even if he did not see her because he heard there was conversation at the other house,” Franklin recalled. The Quijanos are living inside a compound owned by the Geronas where some Salma’s siblings are also living. Depression and anxiety In his previous posts on social media, Franklin said Salma is experiencing anxieties due to her menopausal syndrome. “She has hot flashes as well as other pains and symptoms that usually accompanies menopause,” Franklin wrote on her facebook timeline. On July 28, the couple marked their 29th wedding anniversary, with Salma not around. Two weeks before Salma’s disappearance the couple attended a prayer meeting of the Couple’s for Christ
where they are members for 25 years. “She was in a happy mood,” Franklin recalled. Investigation “I think the findings of the SOCO may be sufficient saying there were no bruises, no wounds and that her skin is intact; there are no signs of violence. The conclusion of the (government) doctor is drowning,” Franklin But Franklin said, they will not prevent anyone to make investigation because it is the obligation of the state to do so. “At the same time we are trying to explain on the context of her condition, the condition of the family and the situation where we are in. We are living beside the river and also defining it from our happy moment,” he added. Their eldest son, Xerxes, said his mother used to be in that river, where the body was found, during her childhood. Franklin also said, there were times that when the two of them wanted to do some walking exercise, they go to the said place. Now that the family is grieving, Franklin asked the public, to refrain from making negative comments and speculations, especially on social media that will not help them cope up with their sorrow and grief. “I hope that the public will be more introspecting in making statements so that we will have some elements of dialogue in society more than some amount of prejudgements,” he said.
