Duterte orders probe of Phividec-Misor tax scam

CAGAYAN DE ORO CIT Y: President Rodrigo Duterte has ordered a probe on the alleged Php 2 billion tax anomaly in the government-run industrial economic zone in Misamis Oriental, former Congressman Benjo Benaldo said Wednesday.

Benaldo, who was appointed member of the Board of Directors of the Philippine Veterans Investment Development Corporation (Phividec), has exposed

the alleged non-payment of taxes by multi-national companies currently operating in the Phividec Ecozone in Misamis Oriental.

In an interview Tuesday, Benaldo said that President Duterte, through Secretary Bong Co, has given the go signal to conduct a probe of the alleged tax anomaly in an effort to recover the taxes due to the national government.

He said that President Duterte was glad that the issue was exposed in order that a no non-sense investigation of the probe could be effectively done.

“Some top officials, who once served the Phividec in Misamis Oriental Ecozone, might be summoned to shed light on the alleged tax anomaly in the industrial zone,” Benaldo said.

Benaldo made mention of the Steag Power, a coal-fired power plant, the Mindanao International Container Terminal (MICT), and the Philippine Sintering Corporation as among the multi-national companies with a tax deficiency amount to a total of about Php 1 billion.

The Steag belied the accusa-

tion in a press statement, saying that the 220-megawatt coal-fired power plant has been religiously paying the taxes to the government since the company started its operation about 10 years ago.

Benaldo, however, asked the Steag Power plant to show proof of payments since the records at the Phividec in Misamis Oriental proves otherwise.

He said that the Phividec accountant and legal department is now collating the various unpaid taxes involving rentals and properties of about 80 companies

operating in the 3,500 hectares Misamis Oriental Ecozone.

Benaldo said that the Phividec would not hesitate to filed antigraft charges against Phividec officials found to have neglected the mandate to collect taxes against the tenants doing business in the industrial zone.

The state-run Phividec industrial Ecozone was created in 1974 in various areas in the country to operate, administer, and manage attractive economic zones in collaboration with the local government units.

For the second quarter alone from April 1 to June 30, 2017, net income grew 32% from year-ago level to P2.43 billion, keyed by a 24% rise in net interest income to P4.9 billion.

In the first half of 2017, the increase in net interest income was driven by a 27% growth in the loan portfolio to P340 billion and a 26% growth in deposits to P380 billion. Given all these, necessary support was afforded to NEA thru the passage of Republic Act No. 10531.

Recently, the DOE together with the DPWH signed a Joint Circular providing uniform guidelines and procedures for the proper payment of compensation and/or recovery of cost in the event of the need to relocate the Electric Cooperatives’ distribution or sub-transmission facilities for the primary purpose of the Government.

The circular was published last 28 July 2017, and it is now in effect. It is expected that with this Joint Circular, we will be able to efficiently accelerate and expand access to electricity services.

Recent developments require the DOE to introduce resiliency in the planning and construction of distribution facilities brought about by natural and manmade calamities.

Given that calamities like earthquakes and typhoons are of increasing frequency and intensity lately, we encourage NEA and the Electric Cooperatives to develop and implement comprehensive vulnerability risk assessments to identify disaster preparedness and mitigation measures to protect the distribution assets of the ECs. It is also important at this point to note that most Electric Cooperatives are doing well while some have governance and financial problems.

However, what concerns us are the ECs that are classified as “ailing". I urge NEA to exert all efforts to help these ECs by identifying which remedies are available under Republic Act 10531 and its IRR so that they can become more viable.

Furthermore, I encourage NEA to take the initiative to reach out to these ECs, do thorough investigations on their operations and find out what has gone wrong.

In so doing, NEA can recommend to DOE policies that may be adopted to address their needs.

While many have been served by NEA, its work continues to grow in line with the electrification targets laid down by the DOE. From a 90 percent household electrification level by 2017, the DOE is looking at attaining 100 percent electrification of targeted and identified households by 2022.

The 100 percent electrification of identified households accessible to the grid is targeted to be attained by 2022 based on the 2015 census.

By the way, as regards to the targeted 90 percent

household electrification by 2017, we are happy to announce that we met our target a year earlier, by end of 2016, our household electrification stood at 90.65 percent, which means that we were able to provide electricity services to 20.59 millions out of 22.72 million households.

With this achievement, we congratulate all of you as we would not have been able to meet this target without your support and perseverance.

I must emphasize, however, that this is not the time to be complacent as we still have to do more towards achieving the 100% electrification of targeted, identified un-electrified households in all the three major islands of the country.

With NEA at the forefront and with all of us working together, I believe this is doable.

TAGO, Surigao del Sur— Armed Forces of the Philippines chief of staff Gen. Eduardo Año has reiterated the warning of President Rodrigo Duterte to bomb lumad schools in this province saying these educational institutions were only used by New Peoples Army to teach children on subversion.

“These should be destroyed so that they (NPA) could no longer use the structures,” Año said in an ambush interview here by local journalists after his speech as guest speaker of the 43rd anniversary of the Army’s 36th Infantry Battalion on Monday afternoon.

The AFP chief was singling out the Alternative Learning Center for Agricultural and Livelihood Development (Alcadev) located in the hinterlands of Lianga town of this provinxw since 2004 run by Tribal Filipino Program of Surigao del Sur (TRIFPSS).

TRIFPSS has been also operating some 20 lumad elementary schools in the neighboring tribal hinterland communities in the area, once a large logging concession area of American owned Lianga Bay Logging Company, Inc. in the 1960s until the early 1970s.

Perhaps, Senate President Koko Pimentel has already smelled something fishy that he reportedly ordered a review of all the incumbent PDP members.

In a news report, Pimentel has allegedly expressed disappointment that most politicians were given no choice, but join the PDP for political convenience.

For a scoundrel, the

phrase political convenience means a lot. It could mean being protected and being exonerated of various anti-graft cases in court.

Pimentel knows that there are politicians who have already joined the PDP with the sole desire of protecting themselves against various graft cases already filed against them in court.

Pimentel also found out that there are names of some incumbent PDP members who are in the “illegal drug list” of President Rodriguo Duterte.

Light on the darkness of Corruption of Electric Cooperatives in Mindanao In 2104, 16 electric cooperatives (ECs) in Mindanao entered into long term power supply contracts with the 405-MW coal power plant of FDC Misamis Power Corporation located in Villanueva, Misamis Oriental, at a price of 5.40 pesos per kilowatt-hour.

These power supply contracts were anomalous, having been entered into by the ECs by violating the requirement of the EPIRA for distribution utility companies to carry out least-cost acquisition of power supply for their consumers.

This requirement for least-cost acquisition entails that the distribution utility (DUs) companies should carry out public bidding for their power suppliers. No public bidding for power

supply was carried out by any of the ECs that entered into the anomalous power supply contracts.

In the same period when the miscreant ECs entered into power supply contracts with the FDC coal power plant, two other coal power plants, the 405-MW coal power plant of GNP in Kauswagan, Lanao del Norte and the 300-MW coal power plant of San Miguel (SMCPC) in Malita, Davao del Sur were also offering long-term power supply contracts at prices of around 4.00 pesos/kWh and 4.20 pesos/kWh, respectively.

Thus, the deviant ECs would be defrauding their member-consumer-owners (MCOs) in the amount of at least 1.20 pesos per kWh of power supply from the FDC

coal plant, and enabling the FDC Misamis Power Corp to earn exorbitant profits in the same amount per kWh. The estimated additional profits of FDC-MPC from the anomalous contracts would have been at least ninety (90) billion pesos over the 25 years of commercial operation of the coal plant.

Upon learning about the anomalous power supply contracts, the Mindanao Coalition of Power Consumers (MCPC) carried out a campaign, from 2014 to 2016, to stop the exploitation of consumers by the electric cooperatives in connivance with the FDC-MPC coal plant. We first implored the officers of the corrupted ECs to renegotiate the contracts, and then sent petitions to

government agencies in the power sector (DOE, ERC, and NEA) and to some local government officials to investigate the illegal power supply contracts.

Only one electric cooperative (SOCOTECO II) had the anomalous power supply rescinded, while the other 15 did not do anything . None of the government regulatory agencies and none of the LGUs acted on the complaints submitted to them by consumer groups.

For the unforgettable commendable community participation and involvement, the science teachers, staff, SSG officers and students were conducted and extended God’s blessing with the Theme: Uniting, Celebrating and Becoming Instrument of Gods’ and Compassion. That was held at Purok 5-A Barangay Poblacion, Municipality of Kitatao as the priority community last December 20, 2016.

Celebrated Christmas was the proper time to share blessings to other people most particularly to the little kids who always seek the unconditional love and care, support, attention and understanding. As molding citizen in the Department of Education and as model to the community, is our main responsibility to lead any services not only inside

the school campus but most specially outside the school as part of the community involvement.

The said activity was materialized and fully accomplished without the full support of the students.

SSG officers, the faculty and staff club and of course with the help of Mr. Jhanny L. Cuyan for accepting the offer during that time and day as Municipal Tribal Chieftain, and above all to a very humble and approachable Barangay Captain Hon. Rey M. Ochigue.

Physics plays an important role in our lives. They deal with matter and energy.

That is both important to us. It interacts in heat, light, electricity and sound.

In our generation, electricity is very important and necessary to all of us.

It is our source to lighten our homes in order that we could operate equipment’s and other resources which are very necessary in our daily life and most specially to enhance our mind in terms of education so that we can contribute additional knowledge and could teach any important things which are closely related most likely in Physics. We need electricity also to function or our appliances can be used wisely. Able for us to make work easy also when current is available. Light

brightens our day and night, when there is no electricity (brown out or black out) such as sun that radiates and gives energy.

Without Physics are lives are complicated. We need Physics further in the way we do. From the day we are born, physics has been part of our journey. Without it, life is so full of sacrifices in the since that in a global situation we need to be updated and competitive enough in terms of education most specially in the K-12 curriculum. That is why trainings, seminars, and other actual demonstrations which are closely related in Physics is highly emphasized in the Department of Education in order that the Philippines education will become competitive enough not only in the country alone but surely we can compete education globally.

Although a term less estranged to many due to depictions in entertainment outlets such as Hollywood movies, human-trafficking is an ongoing hazard closer to home than most people expect and realize.

UNDOC (United Nations Office on Drugs and Crime) recognizes trafficking in as simple a situation as the recruitment of a person for a false job within or across national borders with the intention to trap them into forced labor. More often, however, the deception and abuse does not stop there. It leads to prostitution, sexual exploitation, slavery, and removal of organs.

Some common destinations for victims are Hong Kong, Kuwait, Singapore, Qatar, China, Japan, United Arab Emirates, and Malaysia – places popular to the general

public as tourist destinations. Ninoy Aquino International Airport and Mactan International Airport become exit points for workers expecting real jobs abroad only to be met instead with real threats. They are also smuggled and trafficked in ports in Ilocos Sur, Zamboanga del Sur, Davao del Sur, Misamis Oriental, Bicol, and Dagupan City with 30% transported by sea.

These victims – a large number of whom originate from areas within Metro Manila and in the provinces of Laguna, Rizal, Pampanga, Cavite, Batangas, Cebu, Zamboanga, and Davao – are the same people who contribute to the Philippines 180 billion pesos in total remittance which lead to the amassing of foreign reserves and the rise of the national savings rate. They sacrifice their comfort, health, marriages, children, and often their pride, to improve their recipient households and, in the process, the national

economy. These are the people stripped of their human rights by predators operating under pretense of recruitment agencies and other aliases.

Anywhere in the country or even other nations of the world have considered these situations to be rampant and like a contagious disease that cannot be treated.

In the Philippine setting,

what is more alarming is that only few have been found guilty and jailed and many are still enjoying their freedom and power.

And they will continue to prosper when opportunity is always with them.

As citizens of this country, can we just allow ourselves to be unmindful and complacent to what is happening before us? Definitely not. A lot of things can still be done. It’s never

too late. Why not do some point of self-assessment on our criteria of electing public officials?

Let us do our share by being prudent and wise to whom we shall give our vote. We are always accountable in all our decisions. By doing so, we can therefore say that we have grown and matured in the execution of our right of suffrage for a better future and the future generation.

DA extends emergency loans to Marawi farmer and fisherfolks

Iligan City – The Department of Agriculture (DA) extended emergency loans through its SURE (Survival and Recovery) Assistance Program on July 22, 2017 to farmer and fisherfolks affected by the ongoing clash between government troops and the Maute group in Marawi City, Lanao del Sur. Undersecretary for Special Concerns Atty. Ranibai Dilangalen and ACPC Executive Director Jocelyn Alma R. Badiola turned over the Php10-million worth of cheque to the Mindanao Consolidated Cooperative Bank (MCCB) which serves

as the conduit bank for distribution of the amount to identified beneficiaries.

During the turn-over, the first batch of recipients, comprising of eighty (80) displaced farmer and fisherfolks were each given on-the-spot Php5,000 in cash for subsistence.

Aside from the survival package, they can also avail an additional recovery loan amounting to Php20,000, which will be used to rehabilitate their farming and fishing activities once the city’s situation will be stabilized.

House to end ‘endo’ soon The House committee on labor and employment moved a step closer towards the passage of the much-awaited bills seeking to end the practices of contractualization and de-regularization of workers by approving the creation of a technical working group (TWG) that will consolidate all 25 measures pertaining to “endo.”

In a hearing held this week which was presided by committee chairman Rep. Randolph Ting (3rd District, Cagayan), the panel approved the creation of the TWG that will consolidate House Bills 55, 76, 170, 341, 556, 563, 709, 712, 895, 916, 1045, 1208, 1351, 1563, 1837, 1857, 1910, 2389, 3556, 3769, 3802, 4443, 4444, 5130 and 5264 which seek to strengthen the security of tenure of workers in the private sector by ending the practices of contractualization and de-regularization.

Ting said the TWG will use as reference in the TWG discussions House Bill 4444 authored by Rep. Raymond Democrito Mendoza (Party-list, TUCP), HB 556 by Rep. Ariel Casilao (Party-list, ANAKPAWIS) and HB 3556 by Rep. Mark Go (Lone District, Baguio City).

As to the composition of the TWG, Ting said this will include the authors of the bills, representatives of the different labor groups, the Department of Labor and Employment (DOLE), Department of Trade and Industry (DTI), and other concerned agencies.

Mendoza said his bill aims to totally prohibit contracting, sub-contracting, manpower agency hiring, outsourcing, including those undertaken by so-called service cooperatives engaged in manpower supply.

“All workers must be treated as regular employees, doing away with other types or definitions of employment. Moreover, contractualization clashes with the principle of social justice enshrined in our Constitution and must therefore be criminalized. Thus the bill provides penal provisions against violators,” said Mendoza.

Duterte suspends GOCC compensation scheme PRESIDENT Rodrigo Roa Duterte signed Executive Order No. 36 on July 28 suspending the implementation of the compensation and position classification system (CPCS) and the index of occupational services (IOS) of government-owned and -controlled corporations (GOCCs).

This is “to eliminate any excessive, unauthorized, illegal and/or unconscionable allowances, incentives and benefits,” EO 36 added.

In the interim, the compensation framework of GOCCs, including their subsidiaries, will be covered by the new measures under EO 36, subject to the approval of the Governance Commission for GOCCs (GCG)--- the central policymaking and regulatory body that monitors and oversees GOCCs’ operations.

For GOCCs under the Salary Standardization Law (SSL), the GOCC will adopt the Modified Salary Schedule.

But for those SSL-covered GOCCs who have insufficient funds, partial

Government to provide transitional shelters for displaced Marawi City residents The government is already developing an 11-hectare location in Marawi that will accommodate transitional shelters for persons displaced by the armed conflict in the city, an official from the Office of Civil Defense (OCD) said on Monday, July 31.

During the Mindanao Hour press briefing in Malacañan, OCD Assistant Secretary Kristoffer James Purisima said the proposed

area is located in Barangay Sagunsungan, Marawi City.

He said his office is in full coordination with internally displaced persons (IDPs) whether they prefer to live in tents or in transitional shelters in respect of their “cultural sensitivities.”

RDC-11 endorses project for MSMEs

DAVAO CITY (MindaNews) – The Regional Development Council of Region 11 has endorsed for funding a project that will support the growth of micro, small and medium enterprises.

Endorsed by RDC-11 is the Rural Agro-Enterprise Partnership for Inclusive Development and Growth (RAPID Growth) project of the Department of Trade and Industry to the Investment Coordination

Committee of the National Economic Development Board.

The council resolution approved last month said that the DTI requested it to endorse the project for funding under the International Fund Agricultural Development, a specialized agency of the United Nations dedicated to eradicating poverty and hunger in rural areas of developing countries.

agriculture-based Micro, Small and Medium Enterprises (MSMEs) that have strong backward linkages to farmers and generate employment in the target value chains.”

However, authorized salaries of incumbent officers and employees and collective bargaining or negotiation agreements in the GOCC sector will not be affected.

Status of DepEd Education in CDO Against Marawi Siege

TODAY there are a total of 408 elementary students and 169 high school students who are internally displaced persons (IDPs) and enrolled in Cagayan de Oro. Here in South City Central School where I am teaching, there are more or less 350 pupils from Lanao del Sur who are integrated here. In fact, City Schools Division superintendent Elena Borcillo has already issued a memorandum in the submission of daily report to track these students.

Borcillo underscored the importance in tracking these students every day, saying it is important and timely. All schools must likewise report on the respective response

initiatives that they have taken. The report will be signed by the school DRRM coordinators.

Our honorable secretary Leonor Briones has already instructed all public schools to accept the students regardless if they can present the pertinent documents. As long as we can verify them as one of the evacuees, they are automatically accepted.

Anyway, each student has already his/her record up and running at DepEd’s Learner’s Information System which is of course centralized nationwide. This will allow the new school to know if the evacuee student has been enrolled and has completed his or her marks in the last academic year in Marawi City.

Other regions have accepted IDP enrollees as well.

How to be an effective teacher?

T h i n k back to when you were in school. Who was your favorite teacher? Who was the teacher you dreaded having? Almost everyone will instantly be able to answer these two questions. We’ve all had terrific teachers, and unfortunately, most of us have had teachers that were not effective. S o what qualities does an effective teacher have that an ineffective teacher does not? The short answer is that it takes a perfect blend of several qualities to create a truly effective teacher who can have a lasting impact on every student virtually.

There are five qualities that virtually every effective teacher will possess based on study.

• An effective teacher loves to teach. The single most important quality that every teacher should possess is a love and passion for teaching young people. Unfortunately, there are teachers who do not love what they do. This single factor can destroy a teacher’s effectiveness quicker than anything else. Teachers who do not enjoy their job cannot possibly be effective day in and day out.

• An effective teacher demonstrates a caring attitude. Even teachers who love their job can struggle in this area, not because they don’t care, but because they get caught up so much in the day to day routine of teaching that they can forget that their students have lives outside of school.

• An effective teacher

can relate to his or her students. The best teachers work hard to figure out how to relate to each of their students. Common interests can be hard to find, but exceptional teachers will find a way to connect with their students even if they have to fake it.

• An effective teacher strives to be better. A teacher who has grown complacent in what they do is the most ineffective kind of teacher. Any teacher who is not looking for new and better teaching strategies is not trying to be an effective teacher.

No matter how long you have taught, you should always want to grow as a teacher.

• An effective teacher understands the content that they teach and knows how to explain that content in a manner that their students understand. There are teachers who do not know the content well enough to teach it effectively.

There are teachers who are truly experts on the content but struggle to explain it to their students in a manner that they will understand it. The highly effective teacher both understands the content and explains it on their students’ level.

The qualities examined above are the essential requirements for any effective teacher. It is important to note that there are additional wonderful qualities that may not be included in this list. An effective teacher takes the abilities they have been given and utilizes them to maximize student potential on a daily basis.

Youtube is the most popular search engine with 14 billion video views per day; 65 thousand videos uploaded every 24 hours and over 800 million users worldwide. It has revolutionized everything from politics, business, and entertainment and even to education. It has opened new doors for talented individuals aspiring to be discovered, and brought people together from across the globe. discover This trending invention was created by the three young American men Chad Hurley, Steve Chen, and Jawed Karem on February 14, 2005. They were former employees of Online Payment Company Paypal. The idea behind the site came to them after they became frustrated at not being able to find video clips online. Later, it became both an archive for storing favourite video clips, songs, and jokes as well as a marketing site for companies to promote their products.

One of the most amazing things about YouTube is its ability to make the world smaller. It has given us the power to travel the world with just a single click. Before YouTube existed, we could

learn about distant countries and cultures by reading books and articles online, watching documentaries and looking at published pictures.

Another good thing about YouTube is that it helps people get discovered. YouTube has opened new doors for talent discovery. Never before has it been so easy for talented singers, dancers, actors and artists to achieve instant fame.

Today, a person can upload to the site a video of himself singing and, if it gets seen by the right person, he could receive millions of views, get a record deal and begin a whole new life overnight.

A famous Filipino singer Charice Pempengco started her road to stardom when her avid fan Davis Duenas uploaded her singing performance on Little Big Star in Youtube.

Her videos were racking up millions of hits online which caught the eye of the Starking, a Korean variety show. She was then invited to South Korea to perform. Her video of that Starking performance went viral on youtube, garnering millions of views which caught the attention of the The Ellen Degeneres Show host. As a result, she was invited to come to her show. Charice then became an instant international celebrity and turned out to be one of the youngest millionaires worldwide.

Another Filipino singer Arnel Pineda who is now the vocalist of the American rock band “Journey” started his road to success when one of

his fans uploaded his video on Youtube. It was on June 28, 2007, Neal Schon was about to give up searching for a new vocalist on the site when he stumbled upon a clip featuring then-unknown Arnel Pineda performing with his cover band at the Hard Rock Cafe in the Philippines. The incident commenced Pineda’s international career.

Moreover, YouTube has also revolutionized and changed the face of entertainment. Before, we used to watch television, go to movie houses and read books for amusement. But today, we can spend hours on YouTube, watching all these stuffs and other forms of entertainment for free.

Additionally, YouTube has modernized education. YouTube offers a lot of ‘how to videos’ tutorials and lectures about education and documentaries. One’s question about how something is done can be easily and quickly answered.

It truly offers learning opportunities which are virtually limitless.

It is an amazing and awesome fact that Youtube changes human lives in extraordinary ways. However, too much exposure and improper use of the site can lead to unfavourable situations. Everything being uploaded on Youtube can be viewed by thousands of people.

This may invade one’s privacy.

Also, some videos being uploaded show violent and explicit content which might influence the behavior of the young viewers. According to

a research, teens tend to do what they have watched or viewed without considering the risks and consequences.

Therefore, it is not advisable for youngsters to watch Youtube videos without parental consent and control.

Another research found out that a lot of teenagers devote their time in surfing on the site. This has caused health and other problems. Health experts reported that too much exposure on Youtube can lead to negative and harmful health effects .These are eye strains, back and muscle pain, as well as getting obese due to lack of exercise and worst is brain cancer. Besides, according to an educational survey, spending long hours in Youtube takes students’ time in doing their studies resulting to poor academic performance.

In summary, Youtube has both positive and negative effects to humanity. It could be our best friend and without any doubts, it can give us numerous benefits. It helps a talented individual get discovered and become famous and popular across the globe in just a night. Definitely, it changes our lives in extraordinary ways. Nevertheless, Youtube can be our worst foe; it has negative effects to one’s health, education and privacy if not used properly. Youtube is like a double-edged sword.

What comes along with these modernization are the problems arising in our quest for quality education. This is evident based on the students’ result of achievement test. Some students tend to become passive and negligent in

their studies. Likewise, they have poor study habits and seen oftentimes in the net café’s playing online games.

As a result, they become low performers in school.

Their performance as well as in the school had been sacrificed.

The government and the educational leaders of our country have seen the current condition. Additional year for the basic education might resolve this problem. That is why, we now have the k to 12 program.

Aside from that, this program enables the students to compete globally since our country is the remaining country in Asia who has a ten year basic education.

Although there have been many issues and attempts to stop this program but let us remain hopeful for the fullest implementation and success of this endeavor.

A group of MCOs of the Bukidnon Second Electric Cooperative (BUSECO), mostly based in Malaybalay City, were the first to volunteer to file suit at the RTC against their EC officials.

The BUSECO consumer group scheduled the filing of the petition for July 2017.

Unknown to most of us in the Mindanao power sector, Edgardo R. Masongsong, after his appointment as Administrator of the National Electrification Administration (NEA), convinced the NEA Board of Administrators to act on a complaint against the BUSECO General Manager on the anomalous power supply contract with FDC Misamis.

The complaint was submitted to the NEA in 2015 by E.R. Masongsong himself in behalf of MCOs of BUSECO, when he was congressman of the 1-CARE party list.

But the NEA Administrator at that time did not act on the complaint.

In June 2017, the NEA

issued a “Notice of Decision” on the complaint against Deiter Arellano, OIC-GM of BUSECO; and in the first week of July 2017, the NEA ordered the removal from office of OIC-GM Arellano, finding him guilty of “grave misconduct, dishonesty and conduct prejudicial to the best interest of the electric cooperative and its memberconsumer-owners” in connection with the anomalous power supply contract with FDC Misamis coal power plant.

In addition to being dismissed as OIC-GM, Arellano was penalized with: (a) perpetual disqualification from employment by any electric cooperative; (b) perpetual disqualification membership in the Board of Directors of any electric cooperative; and (c) forfeiture of all retirement benefits.

The basic finding of the NEA concerning the anomalous power supply contract was that OIC-GM Arellano concealed from his Board of Directors the fact that there were other power suppliers who were offering long-term power supply contracts at prices that were lower than the price of 5.40 pesos per kWh that was contracted with the FDC-MPC coal power plant.

This resulted in the Board approving the power supply contract, thereby forcing their MCOs to pay higher rates for their power supply.

The NEA also found that Arellano did not invite other power suppliers to submit proposals to supply the long-term power supply requirement of BUSECO that was eventually contracted with FDC Misamis.

In other words, BUSECO did not carry out the least-cost acquisition process that is required by the EPIRA. It is for this criminal offence that the consumer groups were set to file (and may yet file) petitions in the RTCs against their EC officials.

The decision of the NEA Board of Administrators in the BUSECO case has opened the way to finally getting justice for the consumers of the 15 electric cooperatives whose officials have been defrauding their own MCOs in the amount of ninety (90) billion pesos in 25 years, through an anomalous power supply contract.

The MCPC will continue to work with consumer groups of the fifteen electric cooperatives in Mindanao in order to: 1. Get the regional trial courts or any competent regulatory agency in the electric power sector to nullify the anomalous power supply contracts of the electric cooperatives with the FDC Misamis coal power plant, and to refund to consumers all amounts that have been paid by the consumers for consumption of electricity under the anomalous power supply contracts.

The book value per share is P134.94 as of June 30, 2017, up 7% from year-ago level.

Road projects to connect remote areas to market in Davao Oriental

DAVAO CIT Y -- The provincial government of Davao Oriental is embarking on three major alternate road projects that will connect far-flung communities in the area to the market centers.

This was announced by the provincial information office, saying the government is set to transform marginalized areas to economically thriving and developed communities through the opening of these roads.

The alternate roads, with a total stretch of 31.4 kilometers, will traverse in nine villages in the city of Mati and town of Lupon.

“These concreted alternate roads, if completed, will pave way for the develop-

ment in the hinterlands by boosting agricultural productivity and trade as well as provide alternate routes in times of disasters,” information office added.

The project is considered a brainchild of Governor Nelson Dayanghirang dubbed as the “Provincial Road Network Development Plan” and is also considered as among the most ambitious development projects under Dayanghirang’s administration and are seen to create connection loops across villages and towns in Davao Oriental.

Transwoman solon bats for LGBT rights

DAVAO CIT Y- Bataan Representative Geraldine Roman was in Davao City last Friday (July 28) to push awareness on LGBT (Lesbian, Gay, Bisexual, Transgender) rights.

Rep. Roman who represents the first district of Bataan is the first transwoman member of the Philippine Congress.

Roman said that LGBT rights are also human rights as the community is facing discrimination and unjust treatment on its members.

The luncheon press conference with Rep. Roman was held at the Xavier Hall of the Ateneo de Davao University and is hosted by the Ateneo Public Interest and Legal advocacy Center (APILA) and the Mindanao Institute for Research and Police Studies (MIRPS).

Roman said she wants to talk with Davao City Mayor Sara Duterte-Carpio regarding the discrimination against the LGBT community.

Roman said she plans also to talk to President Rodrigo Duterte to push for her anti-discrimination bill.

The congresswoman said she is hopeful of the President’s support as he has taken good care of the LGBT community during his time as Davao City Mayor.

“If not now, when?” Roman said as to the bill’s pressing urgency.

Roman’s Social Expression and Gender Identity or Expression Bill (SOGIE) aims to end discrimination against persons based on their sexual orientation or gender identity. PIA
