GENERAL Santos City–– Residents here will get free public transport rides on selected routes for the entire month of September courtesy of the city government.

Restituto Facurib Jr., city terminal manager, said Friday the free rides are in line with the city’s annual treat dubbed “Libreng Sakay Para Sa Mga Heneral.”

He said that from Sept. 1 to 30, commuting residents will have a chance to avail of free bus, van and tricycle rides.

AGAYAN de Oro City--The townspeople of Villanueva in Misamis Oriental were in festive mood after their newly crowned beauty queen, Nellza “Ella” Bautista, finally returned home on Friday (August 25, 2017).

Ella was among the “Top 5” big winners during the search for Miss Philippines Earth 2017 held at the Mall of Asia Arena in Pasay City in July.

She arrived via Laguindingan airport at dawn on Friday where she was met by her parents, local

officials and supporters; and was accorded a “hero’s welcome.”

Ombudsman indicts Surigao del Sur mayor for graft

The Office of the Ombudsman has ordered the filing of graft charges against Bislig City, Surigao del Sur Mayor Librado Navarro before the Sandiganbayan for the anomalous purchase of a hydraulic excavator in 2012 worth P14,750,000.00.

This developed after the Ombudsman found probable cause to charge Navarro with one count of violation of Section 3(e) of the AntiGraft and Corrupt Practices Act (Republic Act No. 3019).

Aside from Navarro, also facing trial for violation of Section 3 (e) of R.A. Speaker warns of illegal recruitment by erring PDP members KORONADAL CITY -House Speaker and Partido Demokratiko Pilipino (PDP) Secretary General Pantaleon Alvarez warned Friday of rampant illegal recruitment activities for membership into their party in exchange for money.

Alvarez, who led a mass oath-taking here of around 3,000 new party members, said they have received reports that some individuals claiming to be PDP recruiters have been visiting sitios and barangays to enlist new members.

He said the “illegal recruiters” were administering oaths and were issuing supposed party identification cards for undisclosed fees.

The recruits were promised of appointment as barangay officials, he said.

The official admitted that some of these recruiters were legitimate PDP members. “ They were recruiting members without the knowledge of the party leadership. They don’t report how much they charge

before taking their oaths, to monitor such activities and warn their residents in their respective barangays.

The new PDP members were composed mostly of barangay chairs and councilors in South Cotabato and the second district of Sultan Kudarat.

The oath-taking ceremony, which was also joined by Davao City 1st district Rep. Karlo Nograles, was facilitated by Deputy House Speaker and South

Cotabato second district Rep. Ferdinand Hernandez and Sultan Kudarat Rep. Horacio Suansing Jr. Hernandez, formerly with the Nationalist People’s Coalition (NPC), transferred to the ruling party in May last year.

Alvarez credited the recruitment of South Cotabato’s local leaders to the push made by Gov. Daisy Avance-Fuentes.

But Fuentes remains a member of the NPC, which

is coalition partner of PDP and part of the House majority.

“We’re not recruiting Gov. Fuentes to join us.

That was requested by the NPC leadership and we’re respecting that,” he said.

KORONADAL CITY– Police operatives arrested two alleged “big time” drug pushers and recovered around P1 million worth of illegal drugs in a buy-bust operation in a village here on Friday afternoon.

Supt. Ronald Allan Penaverde, Koronadal City police chief, identified the suspects as Ver Gil Subaldo Hurtado, 35, alias “Benje; and Mark Palma dela Cruz, 37, alias “Intsik.” Both are residents of Purok Twin River East in Barangay Sto. Niño.

Penaverde said they were nabbed at Hurtado’s house around 4 p.m. after selling a sachet of suspected methamphetamine hydrochloride or shabu worth P500 to a police officer who posed as a buyer.

In a subsequent search, he said they recovered from the possession of the two suspects two small packs, two medium packs, three large packs, five big packs and a jumbo pack of suspected shabu, a “wrap” of dried marijuana leaves, five open plastic sachets with traces of suspected shabu, four empty transparent plastic sachets, disposable lighter, bamboo sealer, improvised tooter, stainless scissor, multicolor pouch and aluminum container box.

The police official said the recovered shabu was estimated at a market value of around P1.062 million.

Penaverde said they earlier got wind of the illegal activities of the suspects based on a tip from an informant.

He said they subjected the two to surveillance operations and a “test-buy” that turned out positive.

Dr. Glorio Sandig, City Anti-Drug Abuse Council action officer, said the volume of the seized shabu shows that the suspects are high-level targets.

“They were into repacking of shabu based on the recovered evidences,” he said.

The operation was witnessed by Sandig, Sto. Niño barangay chair Norberto Banaria, and a media worker.

Penaverde said they sent the recovered evidences to the provincial police crime laboratory for proper examination and valuation.

He said the suspects, who are currently detained at the Koronadal City police station lockup, would be charged with violation of Sections 5 and 11 for selling and possession of dangerous drugs under Republic Act 9165 or the Comprehensive Dangerous Drugs Act of 2002.

Peace, harmony with St. Augustine’s day

About 28,000 individuals are expected to join the grand fiesta parade today (Aug. 28), the feast day of St. Augustine in Cagayan De Oro City. The security of the participants has been already a headache, minus the spectators and bystanders w ho mig ht swarm the streets and alleys of the parade route.

With a ver y limited logistical support, even the deployment of the less than 3,000 Cagayan De Oro City police force (including the non-commission and office workers), securing a crowd of over 50,000 people is an enormous challenge. We pity the law enforcers of the Oro Task Force who is tasked to secure the city sans the necessar y logistical support.

However, Col. Roylan M. Orquia , the Oro Task Force commander, has no option but accept the gargantuan task of making the city residents and visitors secure during the annual fiesta celebration.

A tr ue gentleman and an officer, Orquia have expressed the optimism that everything would be all right. He is also lucky to have a very close ally in the person of Police

Senior Supt. Robert Roy Bahian, the city’s chief of police.

Un k n ow n to m any, Orquia and Bahian are boyhood buddy. Both are classmates in the elementary and high school days.

A bond that could not be easily altered. A brotherly relationship that goes beyond personal rapport. In other words, even with the limited resources, both Orquia and Bahian could work together in harmony amid insurmountable ordeals.

A few days ago, somebody asked the CYNOSU R E a b o u t h ow t h e C ag ay an D e O ro C it y police is getting the necessary support from the local government unit (LGU). Sorry, it was only during the term of the late City Mayor Pablo “Ambing” Magtajas and former City Mayor “Dongkoy” Emano that the Cagayan De Oro City police was never left out.

In times of reported threats and emergencies, both Magtajas and Emano always see to it that the needs of the local police are taken cared both financially and materially. And, to think of the limited approved “intelligence

funds” that both Magtajas and Emano have.

A n ot h e r i n f or m a nt confided that the police in Iligan City is the most well-oiled police force in Mindanao. Perhaps, in the entire country today.

No wonder, the Iligan City Police Office gets the most awards every time a nationwide performance rating is conducted among local police commands in the country. Of course, the Iligan City Police deserve the accolade because of the city government’s full support – logistically and materially.

Perhaps, it is only the City of Iligan that has a helicopter for its police force.

Aside from the helicopter, the Iligan City police has a fleet of brand-new police cars, strategically posted around the city to be able to quickly respond to emergency calls. The Iligan City police has also a 4X4 pick-up truck with a 50 caliber mounted and two Armored Personnel Carrier (APC). By the way, an APC is a combat ready vehicle ready for deployment in a short notice.

Some, however, said that it is usual for the Iligan City police to be

equipped with the necessary armaments because of its proximity to the strife torn Marawi City. After all the armed conflict between the government troops and the ISIS inspired terror groups are still going on in Marawi City. Iligan City has just adopted a precautionar y measure to prevent the possible escalation of armed hostilities in the city’s turf.

How much is Mayor Celso Regencia’s annual “intelligence funds?” Perhaps, it pale in comparison to C ag ay an D e O ro C it y Mayor Oscar Moreno’s alleged Php 140 million “intelligence funds” this year – a disbursable fund that is not subject to auditing .

Well, at a distance of about 134 kilometers and a two-hour drive to Marawi City, Cagayan De Oro City is safe and has nothing to worry at all. These are the penalties: first, to suffer hardship in life, dissension, and rebuke and failure in everything he does; second, he will be among those who will be burned during the day of the Great Tribulation; and third, he will be among those who will to go to hell, where he will be burned and eaten by worms forever.

But God’s love for mankind is awesomely great.

So, He himself came down to e ar t h f rom he aven,

in human likeness and form as Jesus, and received in Himself the penalties that man should receive, so that whoever accepts, receives, and believes in Him as God and Savior, will be given the right to become a child of God, blood kin of the Christ, no longer to perish but have eternal life.

Phoenix Petroleum wins in LANDBANK’s Gawad Kaagapay Awards Phoenix Petroleum won second place as Outstanding Large Corporation II under the non-agri-based category in Land Bank of the Philippines’ Gawad Kaagapay Awards 2017 held on August 14 at Pasay City.

The company was represented by Phoenix Petroleum Vice President for External Affairs, Business Development, and Security Atty. Raymond Zorrilla, Chelsea Shipping Vice President for Finance Igna Braga, and Phoenix Treasury Manager Karen Almacen.

The award was given to Phoenix Petroleum for its investment in rural advancement through supporting its priority sectors such as small and medium enterprises.

Part of the selection process included a visit to the oil company’s terminal in Davao City by a panel of experts and judges from LANDBANK to determine if parameters on operations, sustainability, relationship with the bank, community service, performance, and direction of the business were satisfied.

CAGAYAN de Oro City--As part of the intensified antiterrorists and counter-terrorists operations of the 4th Infantry Division, Philippine Army’s Martial Law Special Action Group (ML-SAG), 52 of its members have undergone an intensive Explosive Ordnance Reconnaissance Agent Training (EORAT) which started in August 14 and was concluded today at Camp Evangelista this city.

The training has focused on the identification of various kinds of explosive ordnances, methods of detection of improvised explosive devices and response operations to bomb alerts and incidents.

The necessity for the

ML-SAG to conduct the said specialized training is to deny the spill-over of terrorist activities in 4ID area.

It can be recalled that since the incident in Marawi City, neighboring cities like Iligan and Cagayan de Oro City have been targeted for the conduct of atrocities by local terrorist group (Maute)

as part of their original plan.

Off-road athlete - Suzuki Grand Vitara SE Not everyone who buys an SUV plans to take it off-road.

For most of of us, just the thought of owning a vehicle that can take you through some rough spots is enough to justify spending the additional premium. Well, why not? Most of our roads, even in urban areas, are anything but smooth anyway.

The Suzuki Grand Vitara may be classified as one of those “softroaders”. It is a step up from the common sedan but not as cumbersome to drive in congested areas as a chunky 4x4. It may not compare to the capability of a full-on off-roader but it has ample grunt and ground clearance to take on quite a few obstacles in its path.

The Grand Vitara is propelled by a 2.393 cc, 4-cylinder gasoline engine that produces 168 hp @ 6000 rpm and 227 Nm @ 3800 rpm. With a ground clearance of 200 mm, it may not be designed to cross rivers and streams but it can certainly traverse flooded city streets during monsoon rains. Make no mistake though, this machine still allow a resonable amount of fun when you decide to wander off the beaten path.

I’ve spent around 80% of the time in heavy traffic and I was able to achieve an average of 8.3 kilometers to a liter.

With a fuel tank capacity of 66 liters, you would be able to do a great deal of exploring before worrying about running out of gas.

In the concrete jungle,

driving the Grand Vitara is a blast,handling is light and precise. Squeezing in through narrow gaps in traffic won’t be a problem, just be mindful of the large side mirrors.

The ride is a bit on the firm side but the trade-off is the excellent composure when taking corners. You’ll find driving on twisty mountain roads quite entertaining.

Speaking of which, this elegant compact SUV is loaded with technology to keep your passengers from boredom when stuck in traffic. It comes with an android-ready touchscreen entartainment system which not only plays music from multiple sources, you can also watch movies via

Geared towards sustainable fisheries management, the Bureau of Fisheries and Aquatic Resources in Caraga (BFAR-XIII) has intensified fishery protection and law enforcement against illegal, unreported, and unregulated fishing (IUUF) activities in the region’s coastal waters.

The bureau formed the Fisheries Protection and Law Enforcement Group (FPLEG) to serve as law enforcers in combating IUUF in the region.

The group has conducted regular seaborne patrols jointly with the Philippine National Police (PNP) –Maritime Group, Philippine Coast Guard, Philippine Navy,

local PNP and local government units.

According to FPLEG’s semi-annual apprehension report, a total of seven cases had been filed from July to August 17, 2017 including five administrative and two criminal charges.

Among the reported violations were the use of push net (sud-sud), scaring device, ring

net (likom), and drift gill net (pamo) along municipal waters. It also included the operation of commercial fishing vessel employing unregistered fisherfolk and the use of unlicensed gears.

In an interview last August 14, 2017, FPLEG member Johnrey Elifane said: “Our team has been eager to conduct patrol with the fresh

leadership of FPLEG Officer Roselito D. Jamero.”

“We are maximizing our coverage as much as possible. Actually, we are also conducting seaborne patrol during weekends and holidays because basically, most illegal fishers operate during this period. In fact, two fishing vessels had been caught last August 5 and 11, 2017

for violation of Sections 86 and 95 of RA 10654 and Sections 86, 113 and 121 of RA 10654, respectively,” he added.

Through the initiative of its training divisions, the bureau had deputized fish wardens in the local government units. From March to July this year, 303 local fisherfolk had been deputized in six coastal municipalities.

Gensan eyes regulating trikes to solve traffic woes GENERAL Santos City officials are pushing for the passage by next month of a proposed comprehensive ordinance that would regulate and manage traffic and public transportation in the area.

City Councilor Dominador Lagare Jr., chair of the city council’s committee on transportation, said Wednesday they have already finalized the provisions of the measure, which aims to address the glut of tricycles and city’s worsening traffic problem.

He said his committee is only waiting for the final recommendations related to the ordinance from the City Legal Office.

“But the city mayor (Ronnel Rivera) already gave his go-signal regarding its provisions so we’re hoping that it will be finally passed next month,” he said in a radio interview.

Lagare first introduced the proposed ordinance last year but it remained pending due to studies made by the committee and the delayed submission of recommendations from the City Legal Office.

Mayor Rivera vowed last year to support the enactment of a comprehensive transportation code, which he described as “bible” for the city

government in terms of addressing the city’s public transportation concerns.

The proposed ordinance, which is dubbed the “Comprehensive Land Transport and Traffic Code of the City of General Santos,” took off from the results of a transport study for the area in 2014 conducted by the League of Cities of the Philippines and funded by the World Bank.

Lagare, author of the proposed transportation code, said around 42,000 tricycles are currently plying various routes within the city’s 26 barangays.

He said around 30,000 of these are “trisikads” or scooters that were attached with sidecars and the remaining 12,000 are standard six-seater tricycles.

But he said the 2014 study, which was facilitated by the City Economic Management and Cooperative Development Office, showed that the ideal number of tricycles in the city should only be 9,000 units.

Through the proposed code, Lagare said they will regulate the number of tricycles to the recommended 9,000 units and rid the city’s streets of the “oversupply” or excess 33,000 units.

He said the tricycles will be divided into three clusters and color codes — red, green and white — based on existing routes, each allotted with 3,000 units.

The official said all tricycle drivers and operators, including those of the excess units, would be organized into cooperatives through the assistance of the local government.

He said the city will help the cooperatives to go into income-generating ventures and avail of subsidies and grants for electric or e-jeepneys to support those who will be affected by the regulation.

He added that the other affected tricycle drivers would be trained for deployment as drivers and conductors of the Department of Science and Technology’s (DOST) Hybrid Electric Road Train (HERT), which will be deployed in the city by October.

The HERT is a “40-meter train-like bus” launched by DOST in 2015, and was designed and made by Filipino engineers with locally available parts.

It can run at a maximum speed of 50 kilometers per hour and is mainly powered by hybrid diesel fuel and electric-powered battery.

Wife of cop held captive by NPA appeals for his safe return KIDAPAWAN City––The wife of a police officer still being held captive by the New People’s Army (NPA) has appealed to the group to release him unharmed.

Jessa Catalan, wife of Police Officer 1 Bristol Catalan of the Makilala Police, said two weeks after her husband’s abduction by NPA guerillas, she has yet to hear updates from the group.

“No calls, no text, no message whatsoever. I face a blank wall,” said Jessa.

Catalan is the family’s

sole breadwinner, according to Jessa.

“We have no other source of income, except his salary as being a policeman. I don’t know how to make both ends meet,” she stressed.

The trauma brought about by the abduction made Catalan’s children to decide to stop going to school, Jessa said.

On August 14, Catalan was driving his motorcycle with two of his children on board when six armed men, who introduced themselves as NPA members, flagged him

down at Purok 4, Barangay Katipunan in this city.

The Catalan children saw their father being spirited away by the armed guerillas and told that the NPA members were bringing their father somewhere to undergo interrogation.

Catalan was believed among the policemen who joined the Army in arresting on August 1 an NPA leader whose operations include the town of Makilala and Bansalan in Davao del Sur. The Makilala PNP and the

Cotabato Provincial Police Office (CPPO) refused to confirm such report.
