DPWH completes 3 isolation facilities in one week ILIGAN CITY -- After starting the much-needed COVID-19 healthcare projects last week, the Department of Public Works and Highways (DPWH)- Lanao del Norte 2nd District Engineering Office recently turned-over three (3) newly-completed isolation facilities to the City Government of Iligan. The record-setting feat was driven by Iligan City’s need for additional quarantine facilities following a steep spike of COVID-19 cases that started in the early weeks of August due

PSA-10 urges cooperation for 2020 population, housing census CAGAYAN DE ORO CITY -- To provide government executives, policy makers, and planners with population and housing data as guide to social and economic development plans, policies and programs, Philippine Statistics Authority (PSA)-10 urges the public to support and cooperate in the conduct of the 2020 Census of Population and Housing (CPH), September 1-29. PSA-10 Regional Director Ruben Abaro said the census, which can be completed within 15-30 minutes per household, will be administered through face-to-face interview, but he assured that minimum public health standards will be strictly adhered by the enumerators and supervisors. “There are 1,120,348 target households for the 2020 CPH in the region,” Abaro said.

VIRAC, Catanduanes – Pursuing a great vision requires a leap of faith. This proved to be true for a small group of Catandunganons when they resigned from their day jobs at a rural bank 10 years ago to start the People’s Livelihood Development Cooperative, which eventually became the Pinoy Lingap-Damayan Multi-Purpose Cooperative (PLDC), now one of the biggest cooperative in the province of Catanduanes and the Bicol region, with more than 12,000 members. PLDC, a cooperative engaged in microfinancing, and abaca processing and trading, was formed because 22 rural bank workers believed in their vision of improving the livelihood of their community. But it was a hard start-up for PLDC as a cooperative which had very limited funds to lend to its members. Due to financial problems, new members hesitated to join, while existing ones had to leave. “Even my fellow founding members almost lost hope in our cooperative. But I made them realize that giving up would waste all our hard work and efforts for PLDC. I asked them for a little more patience, which eventually paid off,” said Antonio A. offered a helping hand, granting them a rediscounting line to finance livelihood projects of its members, a lifeline that kept PLDC afloat, and helped it flourish. Soon, its members and capitalization continued to grow, and PLDC started expanding its operations, from offering micro-financing services to abaca processing and trading. The co-op’s venture into the
abaca industry offered an alternative market for abaca farmers in the province to sell their produce, which challenged the monopoly of traders who set prices too low. Because PLDC offered higher prices, traders were also forced to increase theirs to be at par with what the co-op was offering, thus helping stabilize and even increase the market price of abaca in the province.
For over 10 years, PLDC goes around the barangays to buy and haul abaca, saving farmers time and transportation expenses in going to the town proper to sell their produce. To date, the cooperative assists around 4,260 abaca farmers, and generates employment to more than a hundred locals, proving that the co-op is as resilient as the fibers of abaca. Aside from abaca processing
and trading, PLDC still offered financial services to their members, financing projects such as family-managed micro-businesses, low-cost housing construction and improvement, education of their children, and family emergency needs. “We want to thank LANDBANK for trusting our cooperative. Who can buy or sell the sky?
AS I touched-based with the Indigenous Peoples in Mindanao, I discovered why many of them are going Left. There were outpourings of reports how their rights have been violated that include their rights on their ancestral domain, their water rights and all their rights embodied in the IPRA Law. When one Bae Lea (Lady Datu) of San Fernando, Bukdnon dared to stop the taking away of their water right, she was murdered. In the same breadth that the water right of Datu Benjamin Anoos in Miarayon, Talakag, Bukidnon was tampered upon without even informing them when in 2006 the ancestral domain’s watershed was transformed into a water system that is providing some 300 gallons of water every hour to the thousands of residents in Talakag. In Musuan, Bukidnon, the IPs in Sinilayan reported to me how their ancestral domain became a part of the Central State University in utter disregard to their ancestral domain right. The
water-system that provide them water has been closed including a bridge above a creek. their passage-way from their barangay. Recently, a group of chieftains came to see me to narrate that many of them cannot sleep anymore as they are branded as NPAs so that they will leave and sell their lands at a very low price. That will give way to global corporations to transform their lands into plantations. Let us pause for a while and reflect on what’s happening not only locally but globally. Let’s go back to history. Chief Seattle, a popular Chieftain in the USA, is now proven absolutely right when he and the natives of America, whom he then led some four centuries ago, questioned the economic system that was uprooting them from their native land and their culture as well. For a while they resisted but “might was right,” so it came to pass that by virtue of conquest, it was another culture that prevailed over the land. That gave way to the imposition of the

colonizers’ economic system that provided titles to everything that could be owned or sold. Today, that kind of economic system has gone berserk in pursuing the growth-at-all cost strategy even sacrificing mother nature to the altar of greed and profit. All because individual ownership gives one the absolute right of exploitation, even if devoid of any sense of morality as long as there is profit. This is res ipsa loquitor (the thing speaks for itself) considering the global state of the environment. Highly attached to Mother Earth, the Indigenous People then of the North American Continent were puzzled why everything was the subject of commerce especially the land and all the natural wonders found in it. THIS early there is a perceptible move and movements all geared towards 2022 regular elections. These rumblings bring together the political oppositions of varied ideological persuasions, rightists, and the radical left in what looks like they are having a sweetheart deal. This strategy brought Cory Aquino to power. Prof. Nur Misuari, leader of the Moro National Liberation Front had opted to cool his feet in Saudi Arabia following the surrender of his top field commanders led by Commander Roni while Communist Party of the Philippines - New People’s Army chief Jose Ma. Sison was comfortably issuing orders to his combatants from the comfort of his Utrecht, Netherland. Joma got his part of the bargain while Professor Nur his Autonomous Region for Muslim Mindanao enshrined in the Cory constitution. The only biggest loser in the political mafia was Salvador “Doy” Laurel. But that’s another story altogether. I brought these images of the past to what is obtaining in the present. Marcos dictatorial government was hounded by power struggle from within and he was losing control because of his debilitating sickness the economic environment
was likewise hostile. This was aggravated by civil unrest incited by his political adversaries who had been waiting he will kick the bucket and to their disbelief accepted the challenge for a snap election instead. Cory had to declare a revolutionary government to quickly quash the talks she lost that election. Fast forward to 2020. Pres. Rodrigo R. Duterte. A little more than halfway in his 6-year term, this man from the boondocks of Mindanao, being looked down by the well-heeled opposition for being far from their decency standard, consistently enjoys an unprecedented approval and trust rating described by the acerbic BBC HARDtalk journalist Stephen Sackur as a record wished for by any world leader. Duterte has an economic team headed by Carlos G. Dominguez which rev the economy to the country’s best and Asia’s wonder. But that was not enough, the Duterte government earned for the country its investment-grade and stable status from the prestigious rating agencies. In the mid-term elections, despite their posturings, the Liberal Party was totally routed. And then came the new coronavirus we now know as Covid-19. Quickly it became

a pandemic hitting mostly the 1st world countries and crippling their economies and the nations’ health never imagined can happen in a digital age. The Philippines, of course, was not spared. It is unfortunate that we responded late as Health Sec. Francisco Duque was paralyzed to inaction in the first salvo. In retrospect, the eruption of Mt. Taal was a blessing in disguise as international flights were suspended giving Duque another lead time. But even with the provisioning of personal protective equipment, he was sluggish. IATF absorbed most of his duties and he was reduced to just reporting the numbers of people infected, recovered, and dead which could have just been done by a clerk. What really took us in disbelief was when suddenly he reported 64,000 recoveries in just one day. MANILA – The death of four military intelligence operatives in the hands of Jolo police officers last June 29 disrupted ongoing operations against the two suicide bombers involved in Monday’s twin blasts, Armed Forces of the Philippines (AFP) chief-of-staff Lt. Gen. Gilbert Gapay said on Thursday. “Aside from missing the opportunity of capturing these two suicide bombers, it has caused disruption in our intelligence operations in the area, so this disruption in our intelligence coverage for these suicide bombers and activities of Abu Sayyaf in Jolo and in other parts of Sulu somehow led to this incident,” Gapay said in an interview with CNN Philippines’ The Source. Gapay is requesting that
charges be immediately filed against the policemen involved in the shooting of their intelligence operatives “to ensure swift dispensation of justice so that it could prevent or preclude anymore speculation as to the motive of the incident.” Earlier, Philippine Army (PA) commander Lt. FORTIFYING efforts for its Animal Health program and African Swine Fever (ASF) prevention initiatives, the Department of Agriculture - Regional Field Office 10 (DA - RFO 10) turned over a total of more than P1.8 million worth of drugs and biologics to the provinces of Bukidnon and Misamis Oriental (MisOr). Early this week, key officials of the agri department handed over the interventions amounting to P992,100 for Bukidnon at the Provincial Operations Center in Malaybalay City and P833,650 for Misamis Oriental at DA-RFO 10 Compound in Cagayan de Oro City. Leading the turnover were DA-10 Regional Executive Director Carlene C. Collado and Regional Technical Director for Operations Carlota S. Madriaga in Bukidnon, while Regional Technical Director for Research and Regulations Carmelita T. Bajarla in Misamis Oriental. Being at the frontline in the delivery of veterinary-related activities, MisOr Provincial Veterinarian Dr. Benjamin S. Resma lauded the agency’s efforts as it strengthens their initiatives in curbing potential outbreaks of highly contagious diseases of livestock animals
which poses a challenge to enhanced livestock production. “On behalf of the provincial government thru Governor Yevgeny Vincente Y. Emano, we are very thankful for the Department for the assistance we have received such as antibiotics, biologics, vitamins, and disinfectants which will be distributed to the different municipalities and cities of MisOr,” Dr. Resma said. He added, the department has ongoing studies on the development of sorghum varieties through its research stations, namely: Northern Mindanao Agricultural Crops and Livestock Research Complex, Research Center for Upland Development and RCHD. With the latter being the site for the field day, participants
were guided on a tour that featured the 505 x 5 and 506 x 15 sorghum varieties, which originated from Texas, USA. These provisions were provided to the DA regional field offices across the country after select DA officials were sent to a sorghum company based there. Of which, the planting materials were then distributed in March at Davao City, and planted mid-May, of this year. Particularly, the station has six components for its sorghum production technology demonstration project. This includes the Varietal Evaluation of Grain Sorghum in Different Production Environments; Site Specific Nutrient Management of Grain Sorghum for Better Yield and Income; Influence of Biomass Management for the Fertility and Yield of Grain Sorghum; Tiller Management for Ratooned Grain Sorghum; Performance of Ratooned Crop in Different Production
Environments; and Population Density for Optimum Yield of Grain Sorghum. For this year, Lachica also bared that the Region targets to establish six techno demo farms, ideally having at least five hectares, that would serve as demonstration site and learning center for farmers who wish to engage in sorghum farming. “Should any group be interested, the department will be providing seeds and fertilizers while farmer/project partners will shoulder the labor as their counterpart,” he explained. Reportedly, a giant agribusiness company guarantees to buy P14 per kilo of sorghum or even higher, depending on prevailing prices. With generated results from research, farmers can make informed decisions which appropriate sorghum varieties and production technologies to choose from that are best suited to their agro climatic condition.

During the virtual 8th RCEP Intersessional Ministerial Meeting (8th RCEP MM) held on 27 August 2020, the trade ministers of the Association of Southeast Asian Nations (ASEAN) and its five partners—namely, Australia, China, Japan, New Zealand, and South Korea—, advanced significantly the negotiation, which paves the way to its signing in November 2020. “While there were many challenges along the way, we
kept our focus on the value and importance of RCEP and the merit of fostering regional cooperation,” Sec. Lopez said. A two-day capacity building and forum was recently conducted with the Bureau of Customs (BOC) in Davao City, attended by personnel belonging to customs intelligence, enforcement and security, assessment and examiners. Davao Port Collector Dino Austria said the discussion boosted the region’s customs intelligence in watching out for illicit products, especially on smuggled and fake ciga-
rettes, citing that the illegal activities heightened even during the pandemic period. Austria extended his full support in curbing illicit cigarettes, saying he will not allow the entry of spurious products that deprive the government of customs duties and taxes. He is looking forward to more partnership with the private sector particularly on intelligence and technical support in curtailing entry of illicit cigarettes. During the current lockdown period starting in March, there were a total of 38 law enforcement actions through raids, seizures, confiscation of smuggled and counterfeit cigarettes, including the closure of illegal warehouses and factories and destruction of machines and equipment used by the unlawful traders. A similar event was held in Butuan City in collaboration with the Criminal Investigation and Detection Group (CIDG) led by Caraga Regional Chief Choli Jun Caduyac. (Smart) and ePLDT have signed an agreement with the Philippine Air Force (PAF) to help improve its cybersecurity capabilities. Many are pushing for the education sector to skip this school year so no student gets left behind while a lot of parents are also still willing to try how remote learning is going to work. It’s no secret that remote learning poses a lot of challenges for many Filipino students. Buying a laptop, computer or even a tablet or mobile phone plus securing an Internet connection aren’t
something that all Filipino parents can easily do for their children no matter how much they would like to. Many lost their livelihoods due to the pandemic. The education sector understands this. So they ‘re taking this opportunity to reshape the way we teach our children. The pandemic is far from over and who knows what other crises we may still be facing so though it’s a laborious task, this is a way for the Philippines to build the schools of the future. THE start of the school year in the Philippines has been delayed again. When COVID-19 lockdowns were imposed in March across the country, classes in most schools were already ending. Thus, the disruption caused by the pandemic to the learning of most students was minimal. As the public health crisis intensified, the traditional June opening of classes was moved to August. This was seen by almost all stakeholders as necessary to ensure the safety of students, teachers and other school personnel. But they also expected the government will use the postponement to strategize and implement programs
that will make it possible to resume classes without triggering further COVID-19 outbreaks. While this debate was taking place, the COVID-19 situation deteriorated. By early August, the Philippines toped the ranks of positive cases in the Southeast Asian region. On August 14, President Duterte finally directed DepEd to prepare for an October opening of classes. COVID-19 did not create the school woes that are under discussion today but the virus has made it more urgent to resolve these problems before they further undermine the education of Filipino children.

Professional development for educators may include teacher training and is usually considered pre-service or before beginning teaching. However, faculty development and professional development may both be used to refer to ongoing professional learning for educators. Such learning may take place during work hours such as in service within K-12 settings or it may be beyond work hours. These learning pursuits may be for credit or noncredit, therefore, they may be with a school through a school district. Additionally, educators may pursue selfdirected learning professional development although the
term faculty development is less commonly applied to this scope of activity. K-12 faculty development and professional development also takes place online. Faculty development has been defined as that wide range of activities that institutions apply to support faculty members’ roles. This includes programs designed to improve the performance of faculty members in education, research and administration as well as augmenting organizational capacities and culture. Faculty development programs have proven to be successful for improving teaching skills in basic education. It has long believed that the most important resource that any institution of K-12 learning has is its faculty members who teach knowledge and skills to students.

A good example is air. Just imagine one entrepreneur who is able to develop a technology that can capture all the air available, then, start selling it. Only those with money will survive, isn’t it? This is also true to water and to electricity, without which we are all doomed. It was unimaginable in the past to sell our water as it is beyond comprehension now to sell air. But in a land where there is the propensity to subject everything to business, who knows? In fact, we have lost our ecological integrity because we have subjected our forest, our seas, our rivers, our agricultural lands and our minerals to be exploited to earn dollars – not for the common good but for a few capitalists. Didn’t you know that we have the finest timber in the world that had commanded high price abroad? I got an information that one shipment alone of logs would earn the loggers about three hundred sixty million pesos. What a bonanza for one whose only capital was the Timber License Agreement issued to him as political patronage during the past administrations, as disclosed by Ms. Marites Vitug in her book, “Power from the Forests.” If, at all, we have to own these essentials, i.e., land, forest, water, etc. it must follow the moral tenet that the users should be the owners. Our lumads had “owned” the forest for hundreds, if not, thousands of years, and have used them sustainably with high reverence to nature. Our agricultural lands, when not owned by the communities, are subjected to tremendous amount of poisonous chemicals which have destroyed their natural fertility. It has become imperative for all of us to rectify social wrongs which are being inflicted upon the people. Following the principle of transparency and accountability, the people have the right to know. Why have we lost our ecological integrity which is now causing horrible environmental disasters? Who were those who have amassed so much from selling the bounty of the forests? All told, we have to question the dominant development paradigm that subject everything, including those which are means to life, to
the commerce of men or women and even to greed, moderate or otherwise, Just like the Indian Chief Seattle, we have to start asking questions, poetically or otherwise. Listen to the problems of our Indigenous Peoples so that they will not recourse to armed struggle!

And then VP Leni Robredo, who had always something opposite to say, suddenly had a makeover. A new hairdo that came along with a new pair of eyeglasses. Nice. Whether or not the socalled research is garbage, it makes up for good material to incense people in times of crisis and all the way to 2022. Funny, how talks about a revolutionary government is tweaked even suggesting it’s seditious. No matter how the opposition spice up the propaganda dishes to make them a viable alternative, the sad truth is that they are hard stuff to swallow. An initial police investigation disclosed that during the chase, the suspect who was driving a car, rammed the service vehicle owned by the Manila Bulletin on corner Osmeña and Ramonal Streets here, which resulted in his arrest. The suspect, whose name is withheld, is now in the custody of the law enforcers while a probe is going on about the alleged kidnapping. A police officer told the MDN that the alleged kidnapping victims have been recovered and are in good condition.
