4 dead, 1 missing in Maguindanao boat collision

SULTAN, KUDARAT, Maguindanao – The bodies of four of five reported missing during a boat collision along the Rio Grande de Mindanao Saturday night have

been retrieved on Sunday morning.

C OTABATO CIT Y -- The Philippine Dr ug Enforcement Agency in Region 12 (PDEA-12) is closely monitoring four areas in North C otabato where marijuana plantation sites reportedly exist.

In a report on Mond ay, PDEA-12 Director Naravy Duquiatan said they are closely watching over the p eripheries of Arakan, Pikit, Aleosan, and Carmen as possible sites of the illegal plantations according to t heir field assets.

through the use of either motorcycles or public utility vehicles for easy transfer.

She said the region’s prevailing selling price for dried marijuana leaves ranges between PHP25 and PHP250 per gram.

Felicito Gumapac, a c t i ng j ai l w ard e n , said Monday the illegal drugs were found hidden inside several pipes that were used as clothesline by inmates in cell number 16 during a surprise “greyhound operation.”

Gumapac said they conducted the inspection in coordination with Philippine Drug Enforcement AgencyRegion 12 after receiving information from several inmates regarding the presence of shabu at the cell.

“We located them at the same spot identified by our sources,” he said in an interview over Brigada News FM in Koronadal City.

The inspection started at 5 p.m. and lasted for two hours, he added.

Gumapac said they are investigating the 118 inmates of the cell to determine the owner of the seized shabu and how it was sneaked into the facility.

T h e “g r e y h o u n d operation” on Sunday was the second at the

provincial jail in the last two weeks.

In the first operation, jail p ers onnel conf is cated at least three sachets of shabu in cell number 09 while 58 inmates turned out positive for drug use in random tests.

Gumapac, who was appointed acting warden last month by newly-assumed South Cotabato Gov. Reynaldo Tamayo Jr., said the illegal activity might have been going on at the jail for some time now.

5-year old with heart problem needs financial help

Kyla has another two younger siblings aged three and one year old.

Meralyn’s siblings and friends are now asking every kind-hearted persons who could help Kyla Shin’s heart surgery.

United Airline cuts some Hong Kong flights due to weak demand

United Airlines has announced it will be susp ending f lig hts on its Chicago-Hong Kong and Guam-Hong Kong routes beginning early September. The “decline in demand”, was citing amidst increasing unrest in Hong Kong . .

United Airlines yesterday announced cut backs on its routes to Hong Kong

from September, due to ongoing difficulties.

Flights into and out of Hong Kong have been severely disrupted over the past month as a result of widespread protests against a proposed extradition bill.

The protests have forced airlines to cancel hundreds of flights that led to the resignation of Cathay Pacific’s CEO Rupert Hogg after a backlash against his stance on the demonstrations.

United Airlines will still operate multiple services to Hong Kong each day.

Hong Kong flight suspensions will be a significant blow to the total capacity on those routes.

Alongside the existing daily flight to Hong Kong from both Newark and San Francisco, United will add an additional daily service from San Francisco. This means United will remain the leading US carrier in ter ms of inter national

flights to the city.

At the moment these susp ensions are just a temporary measure and fe a s i bly, prov i d e d t h e situations in Hong Kong improves, could be reintroduced at a later date.

Are you ‘bread crumbed’ at work?

If we talk about work life and career development and if we carefully asked the question, if the boss commitment-phobic, we should try to find answers.

When I started writing my regular column at this corner in this publication almost six years ago, I talked about trust in business, careers doubts, the forgotten attitude to say thank you, what makes a great leader, worries,differing in opinion, aggression’s hotbed and war at the work place.

Stop bread-crumbing me, I told my boss! Can you please help me, Sir. That’s an email, I got several days ago.

Our modern dating vocabulary is making its way into our work lexicon, and it’s bringing more life and color to the way we describe our experiences. Have you ever been ghosted by a potential employer? Or have you ghosted them? Now, thanks to the latest series of the reality TV show Love Island, we do have a new word for an old practice:

bread crumbing. That’s what I learned from a BBC-article.

“Bread crumbing is when you leave little bits of bread for someone. It’s a way of saying when you lead someone on,” explains Love Island host Caroline Flack. These small amounts of communication, encouragement or rewards ultimately might leave the recipient emptyhanded.

Whether you’re being strung along in a drawn-out hiring process or your existing employer is leading you on, bread crumbing gives you “just enough” to keep you on the line. You can see it when your manager drops hints about new projects, raises or promotions that may – or may not – ever materialize.

“Bread crumbing is really a modern term for what we used to call intermittent reinforcement, which is one of the strongest ways to develop someone’s behavior,” says B Lynn Ware, an industrial/organisational psychologist and the CEO of a leadership consultancy

in California. She explains that successful managers use behavioral reinforcement to develop their staff through appropriate and proportional recognition and rewards.

But what if they’re not actually using it for employee development? It may be because employers are not aware of the range of opportunities available for top talent. The 2018 Employee Retention Report by the Work Institute, an employee research company, found that in the US, 40% of all turnover in 2017 was of employees who quit within their first year of employment. This was up from 34% in 2016. According to the report, the rise in turnover shows that employees have greater flexibility to find better employment elsewhere.

Alternatively, “it could be that the employee is not considered top talent,” says Ware. “Those people don’t get recognition when they deserve it, because the employer is hoping they leave on their own.” The Work

Institute report identified that turnover costs employers, on average, 33% of the employee’s base pay. Perhaps this is why it seems better to string along a less-thanperfect employee rather than immediately undergo the costs of replacing them.

In a healthy workplace, feedback comes readily and regularly. Take stock of when you receive rewards or encouragement; is it only during times of peak burnout, or right when you’re ready to call it quits? An employer who only offers encouragement or rewards in response to challenges may be more concerned with avoiding turnover than actually developing you as an employee.

SSS urges employers to avail of the penalty condonation as deadline nears

T

he state-run Social Security System strongly advised the more than 100,000 delinquent employers to avail of the Contribution Penalty Condonation Program (CPCP) as its September 6 deadline draws closer.

The transitory clause of the Republic Act No. 11199 or the Social Security Act of 2018 provides that a Contribution Penalty Condonation Program will be implemented for six months from its effectivity in March 2019.

“Instead of waiting for the last day, we strongly urge all delinquent employers to immediately apply for the condonation program to settle the unpaid premiums of their employees and have the incurred penalties waived. You have until September 6

to avail of the program and bring back your records to good standing,” SSS President and Chief Executive Officer Aurora C. Ignacio said.

As of July, the SSS has already collected P795.97 million unpaid premiums from 31,774 employers benefiting 307,578 employees. The pension fund has also condoned P1.67 billion worth of penalties.

“Only a few weeks are left before the deadline, yet more than 70 percent of delinquent employers who have not yet availed of the CPCP. We are urging employers to take advantage of this big opportunity to avoid facing criminal liability and help their employees claim the benefits due to them without any delay. Employers have the option to pay their unpaid contributions in full amount or through

installment payment with only six percent interest per year,” Ignacio added.

SSS warned employers who continue to violate the SS Act of 2018 that they will be obliged to pay the corresponding penalties and will face imprisonment ranging from six to 12 years and will have to pay a fine ranging from P5,000 to P20,000.

Under the new law, the penalty imposed on unpaid contributions was reduced to 2 percent.

or approved applications under the program for acceptance of properties through dacion en pago; employers with cases pending before the Social Security Commission, Courts or Office of the Prosecutor; and employers who have settled all contributions before the effectivity of RA 11199 but with unpaid penalties as well as those who were given a Warrant of Distraint/Levy/Garnishment (WDLG) or encumbrance “We always stress the importance of availing of the CPCP to avoid paying penalties that are sometimes higher than the actual unpaid premiums that they have to pay. When you settle your financial obligations with SSS, your employees can maximize their benefits and privileges as SSS members,” Ignacio said.

SSS advised delinquent employers to go the nearest SSS branch to have their account assessed first if they are qualified under the CPCP. For those who want to pay through installment, they may submit an installment proposal to the Head of the SSS Branch/ Office or Large Account Department.

“The pension fund shall only require a minimum down payment equivalent to at least 5 percent of the total contribution delinquency. The employers must also submit a promissory note indicating their intent to pay the balance of the delinquency in equal monthly installments within a maximum period of four years. The first monthly installment must be paid within 30 days after the date of approval of the proposal,” Ignacio said.

People-to-people exchanges fortify Asean-China ties B

EIJING -- The 10 member-states of Association of Southeast Asian Nations (Asean) and China shall continue people-to-people exchanges to strengthen relations for further cooperation, Asean-China Center Secretary General Chen Daihe said.

During the Asean-China Fair in Beijing Wednesday (August 21), Chen attributed the strong relationship between Asean and China to people-to-people exchanges between the two sides.

“People-to-people exchange is one of the most important pillars of Asean-China relationship.

Strengthening cooperation in culture, education, tourism, and media between two sides is important to promote cultural learning,” he added.

China’s Ministr y of Foreign Affairs Counselor Liang Jianjun said Asean

and China shall seize the opportunity of deepening people-to-people and cultural exchanges as these become the driving force for continuous progress in the region.

He noted that there were 37 million people who either visited China and the 10 Asean member states in 2018.

The number of visits for education is also increasing, Liang added.

“This year, as we celebrate the Asean Culture Year and Asean-China Year of Media Exchanges, it is a prime time to further our people-to-people and cultural exchanges, culture, education, and media,” Liang said.

SSS offers calamity assistance package for quake-hit members and pensioners in Batanes THE state-run Social Security System (SSS) on Friday said members and pensioners who were affected by the earthquake in Batanes late last month, may now avail of the calamity assistance package.

SSS President and Chief Executive Officer Aurora C. Ignacio said the SSS will provide financial assistance to its members and pensioners in Batanes following the approval of the Social Security Commission of Resolution No. 550-s.2019.

The SSS is extending its calamity assistance package to its members and pensioners who are residents of areas in Batanes which were declared by the National Disaster Risk Reduction and Management Council (NDRRMC) as under state of calamity after being hit by an earthquake last month.

Under SSS Circular No. 2019-013, the pension fund opened its Calamity Loan Assistance Program (CLAP), three-month advance pension and Direct House Repair and/or Improvement Loan to affected members and pensioners.

“We are expecting to disburse more than P16.7 million to over 1,600 members through the CLAP. We hope that the program will provide our members with the financial assistance for their short-term and immediate needs,” Ignacio said.

Through the CLAP, qualified members may be granted a loan amount equivalent to their respective average monthly salary credit (MSC) which is computed based on the average of the last 12 MSCs. Members must have at least 36

monthly contributions, six of which should be posted within the last 12 months before the month of filing of the application. If employed, the member’s employer must be updated in the payment of their SS contributions and loan remittances, as applicable, to qualify for the program.

The loan amount will be pay-

able in two years in equal monthly installments and has an interest rate of 10 percent per annum. Late payments will bear a penalty of one percent per month until fully paid.

However, members who have outstanding loans under the SSS’ Loan Restructuring Program, previous CLAPs, or have been granted any final benefit such as total permanent disability or retirement are not qualified to avail of said program.

Members may file for CLAP in any SSS branch. Qualified members who are overseas Filipino workers or seafarers may apply through a representative, provided that an authorization letter will be presented upon application.

Together with the application form, applicants must submit a Barangay Certification as proof that they are residents of the NDRRMCdeclared state of calamity areas.

“We’ve already waived the 1 percent processing fee for the calamity loan. It may be a small amount, but we know that every single centavo is important for our members who were stricken by disaster,” Ignacio said.

On the other hand, Social Security and Employees’ Compensation pensioners whose residence are in the said earthquake-hit areas may apply for a three-month advance pension.

Applicants will be required to submit an accomplished Application for Assistance Due to Calamity or Disaster duly certified by their respective Barangay Chairman as proof that they reside in the area.

“As much as we wanted to provide immediate assistance to all affected pensioners, we regret to inform the public that those pensioners who have existing loans under the Pension Loan Program (PLP) are not qualified to avail of the program,” Ignacio said.

Aside from the CLAP and threemonth advance pension, SSS members with damaged or destroyed houses may apply for the Direct House Repair and/or Improvement Loan.

In commemoration of the National Heroes Day, soldiers of the 43rd Infantry Battalion (IB) based in Lope de Vega, Northern Samar lighted candles to remember the heroism of two fallen soldiers.

“Heroes will never be forgotten. As we raise our national flag today, we pause a while for commemorating the deeds of our fallen heroes for their ultimate sacrifices,” 43rd IB commander Lt. Col. Raymundo Picut said.

Two soldiers and two rebels were killed in a clash Friday morning in an upland Olera village in Calbayog City. Killed during the encounter were 2nd Lt. Geroe Jade Nicor and Cpl. Joelito Canico.

The gunbattle lasted for two hours after soldiers of the 43rd Infantr y Battalion chanced upon seven members of the communist terrorist group extorting money and food from residents.

“This celebration commemorates the most important historic event of the country in giving due recognition for gallantry

and heroism of our troops and the heroes of our country who made way for the freedom of our nation that will never be forgotten and will remain in the hearts of ever y Filipino people,” Picut added.

Picut encouraged soldiers to be more conscious and be technically proficient in neutralizing their enemies during combat.

“We have techniques, tactics, and procedures, past experiences and lessons learned. By this, we should improve our strategy in order to deliver more results in our campaign in ending the insurgency problem,” he added.

Meanwhile, the Philippine National Police (PNP) regional office in Palo, Leyte renewed their commitment “to serve and protect” as they paid tribute to all other known and unknown men and women who sacrificed their lives for freedom.

“It is high time to continue emulating our gallant forefathers in defending and protecting what they fought and won for.

May the blood of bravery runs towards our Filipino spirits and proudly wave the Philippine banner to all nations,” PNP Eastern Visayas regional director Brig. Gen. Dionardo Carlos said.

POLLUTION is the introduction of contaminants into the natural environment that cause adverse change. Pollution can take the form of chemical substances or energy such as noise, heat or light. Pollutants – the components of pollution – can be either foreign substances/energies or naturally occurring contaminants. Pollution is often classed as point source or nonpoint source pollution. Major forms of pollution include air pollution, light pollution, littering, noise pollution, plastic pollution, soil contamination, radioactive contamination, thermal pollution, visual pollution and water pollution.

Air pollution comes from both natural and human-made sources.

However, globally humanmade pollutants from combustion, construction, mining, agriculture and

warfare are increasingly significant in the air pollution equation. Motor vehicle emissions are one of the leading causes of air pollution. Principal stationary pollution sources include chemical plants, coal-fired power plants, oil refineries, petrochemical plants, nuclear waste disposal activity, incinerators, large livestock farms, PVC factories, metals production factories, plastics factories and other heavy industries. Agricultural air pollution comes from contemporary practices which include clear felling and burning of natural vegetation as well as spraying of pesticides and herbicides.

About 400 million metric tons of hazardous wastes are generated each year. Humans have been the primary cause of global warming since 1950.

According to the Official Gazette website, the National Heroes Day celebration began during the American colonial period.

The Philippine legislature, then dominated by proindependence Filipino leaders, first enacted the holiday into law through Act No. 3827 on Oct. 28, 1931, the government’s official website added.

Mr. Earl D. Dela Victoria, Board Secretary VI stressed the vital role and importance of Productivity in every business venture. He said that “with the speedy increase of tourist arrival in your area and with the high competition between the

business industries, you must be competitive in every aspect of the business. And in order to be competitive, you have to include Productivity as part of the business system, to be able to provide better and quality service to every costumers and the survival of your respective businesses.

The resource persons are Ms. Julie C. Llorente, Senior Labor Employment Officer and Mr. Francis Michael Atangan, Labor Employment Officer III both from Technical and Training Service Division of National Wages & Productivity Commission.

Ms. Llorente and Mr. Atangan actively shared their skills and knowledge on the abovementioned trainings. Likewise, participants are cooperative and participative in all the activities and workshops given during the training.

OWWA XI holds orientation on ISP Business Plan competition IN ORDER to intensify information dissemination on the 2019 NRCO-ISP Business Plan Competion, the Overseas Workers Welfare Administratio (OWWA) through the National Reintegration Center for OFWs (NRCO) held orientation activities in Davao City and in the provinces of Davao del Sur and Davao del Norte last August 13-15, 2019.

With this year’s theme: Harnessing Seafarers’ Capacities for Business Enterprise Development, the competition is a special project for seafarers and their families in partnership with the Integrated Seafarers of the Philippines (ISP) which aims to help potential seafarers and their families in seeting up their own businesses. They are assisted in developing viable business plans and ideas and turn them into profitable enterprise in their localities.

Now on its 5th year, the province-wide orientation aims to provide details on the competition objectives, mechanics and its process.

It also encourages seafarers and their families to join the competition and engage in business that would help not only their families but also the community.

Three new buildings for DavOr’s Happy Home D AVAO OR I E N TAL – Key officials turned over on Monday, August 19, three newly-completed one-storey buildings at the Provincial Governmentrun Happy Home, providing former members of the Communist New People’s Army residing here a safer, cozier, and more comfortable place to live in while undergoing rehabilitation.

Worth a total of P 6 million, these newly-built structures were funded by the Department of Interior and Local Government which provided the P 5 million fund and the Department of Labor and Employment which shelled

out P 1 million for the labor component. The Provincial Government, on the other hand, provided the remaining counterpart fund for the landscaping and additional labor costs.

With a 48-bed capacity, these concrete buildings house six spacious rooms intended for the male residents and couple residents. The handful female residents who will be staying at the old building will now enjoy larger spaces for themselves.

Equipped with basic amenities such as comfort rooms and shower rooms, the new buildings will also serve as an activity area and extension office for

New facilities boost Army troops’ morale, commitment to peace-building

AVAO OR I E N TAL – Apart from being highly-recognized for its effective peace strategies, the Provincial Government of Davao Oriental is also known for providing generous support to its peace and development partners who have been helping push the province’s peace and development agenda.

On Monday, August 19, Governor Nelson Dayanghirang led the inauguration and turn-over of new facilities at the Philippine Army’s 701st Kagitingan Brigade Headquarters in Sitio Magay, Barangay Don Martin Marundan in the City of Mati.

These Provincial Government-funded facilities include a spacious multi-purpose building cum evacuation center and an officers’ quarters with eight rooms and a fully-furnished function room.

On the other hand, 701st Brigade Commander Brigadier General Manuel Sequitin expressed his overwhelming thanks to the Provincial Government for its generosity to the military, saying these facilities have not only boosted the morale of the soldiers but further strengthened the military’s commitment to perform its mandate to deliver services to the people and safeguard the peace.

“We commit that we will continually give our best. The army sacrifices everything. And for you Davao Oriental, we will sacrifice everything. We can do sleepless nights; we can operate nonstop just for us to reach that stage that Davao Oriental becomes peaceful and well-developed,” said Brig.

Brig. Gen. Sequitin, who also celebrated his 53rd birthday during the

turn-over and inauguration ceremony, said the occasion is a double celebration for him. “I haven’t had a birthday like this. I am sincerely overwhelmed by the projects coming in,” he said.

“I am one fortunate person and commander to be assigned in a brigade that has a counterpart provincial government just like Davao Oriental,” he added, noting that in his years of military service, he hardly ever encountered and experienced a local government as supportive as Davao Oriental.

“In the past, the military was an underappreciated organization. The dream of achieving peace was a thing that was only owned by the military. But now, the pursuit for peace and development has shifted to the provincial government leaders and heads.”

He lauded Davao Oriental for the proactive

leadership of its officials which made the province “a benchmark of how to do things, how to govern, how to deliver services and how to pursue peace and development.”

The new multi-purpose building which costs P 3 million will be utilized not only for various functions and recreational activities but also for other operations like bloodletting activities, packing of relief goods, disaster operations, and evacuation center.

The officers’ quarters, on the other hand, which costs P 3.5 million is now ready for occupancy with the arrival of additional furnishings.

For his part, Governor Nelson Dayanghirang hopes that the new facilities will further enhance and deepen the partnership and camaraderie between the Provincial Government and the Philippine Army.

and 10 minutes for the Q & A portion.

One of the participants was Jay Bano from Monkayo, Compostela Province and a dining staff of a cruise ship for nine years. He planned to submit a business plan on organic fertilizer using Indigenous Micro Organism (IMO). With the ideas he learned from the orientation, he was able to acquire ideas on how to enhance the content of his business plan to be more competitive.

Finally, one of the biggest red flags is when a company routinely dangles promotions or promises title changes without following through. If they communicate messages, pay rises and promotions without discussion, it can show a lack of interest in employee development.

I am a member of Linkedin. Here I learned the following: workers continue to expect more from their employers in terms of engagement and development. And savvy employers know that developing their employees’ careers cultivates loyalty.

According to LinkedIn’s 2018 Workplace Learning Report, which surveyed over 4,000 employees, managers, executives and talent developers, 94% of employees would stay at a job longer if it invested in their career.

So if you’re expecting your employer to go beyond empty promises and to facilitate your career development, set expectations. Ask your manager for feedback, discuss areas for improvement, and share your career goals with them. If you’re on track for a promotion, outline a clear track and timeline with your manager.

And allow me to quote the BBC-article again: If the discussion is stalling, share specific examples of your contributions to the team. Explain how your personal skills development will benefit the company as a whole, so your manager can clearly see how it relates to the big picture.

Ultimately, your employer should keep their word and remain engaged in developing you as an asset. Frequent, transparent communication and commensurate rewards are a must – breadcrumbs, but the right kind.

“I don’t think bread crumbing is necessarily a bad thing. As long as the manager follows through on it,” says Ware. “Managers are trained to recognize talented employees and help them grow, and it should always come with follow through.”

Members granted any final SSS benefit, refunded SSS contributions, or previously granted with a Direct House Repair and/ or Improvement Loan are not qualified to avail of the said program.

Members can borrow a maximum loan of P1 million under the program. It has an interest rate of eight percent per annum for loan amounts of up to P450,000 and nine percent per annum for over P450,000.

the conduct of our various events,” ViceMayor Biruar said.

The theme for this years celebration is, “Patuloy na Pagkakaisa tungo sa IBAYong KAsaganahan ng Parang, MagandaNow!.

Parang is a 1st class municipality in the province of Maguindanao. It is politically subdivided into 25 barangays.
