Rising HIV/AIDS cases alarm health exec in GenSan By MDNN GenSan News Bureau

GENERAL SANTOS CITY – A top-ranking health official in this city has sounded alarm bells on the rise of human immunodeficiency virus/acquired immunodeficiency syndrome (HIV/ AIDS) cases. Zyrnx John Octavio, HIV/AIDS C ore Team (HACT) nurse and HIV counselor of the City Health Office (CHO) said the data was based on detected cases since last year. Octavio revealed the youngest person who contracted HIV is a 16-year-old male, whose identity is kept confidential due to the very sensitive issue of HIV/AIDS. The city health official said the male victim is now undergoing antiretroviral therapy (ART) through the city’s Social Hygiene Clinic. “Our cases are getting younger and this is really a concern for us right now,” he said in an interview with the media Based on their initial investigation on the rise of HIV/AIDS cases, the health official blames social media and dating sites as contributory factors in the fast rise of the disease in General Santos. Debunking Dominant Development Paradigm

IT is business as usual and the consequences are fatal because such is anchored on a wrong development paradigm that calls for increases in GNPs (Gross National Domestic Products) yet destroys life support systems. Indeed, the word development has been abused and mangled beyond recognition. Everything is done in its name and everyone claims to be doing just that, yet, the day to day life of the people speaks that it is not so. That kind of development can be likened to the workings of an autoimmune disease syndrome (AIDS), where no less than the body’s defense mechanisms are attacking vital organs. We decimate our forest, we pollute our rivers and bays, we produce food yet contaminate our water table following costly agricultural technologies tied up to the heavy use of toxic chemicals, modern living means adopting lifestyle that what makes of a throwaway-society – all done in the name of development. That kind of development can only be described as ruthless and futureless

which has made the impossible now possible, which is the end of life on earth. Biodiversity embracing the billions of life forms has tremendously decreased as these life forms which have evolved on earth for billions of years are now extinct. As the earth warms and the oceans rise, we are now confronted on how to feed, clothe and house the exponentially growing earthlings that will reach the 9.3 billion mark in 2050. That kind of development must now be debunked. There is now the increasing call to replace it with one that is sustainable, holistic and communitybased that puts the people at the center and at the mainstream of development processes. This is what is called Sustainable Development which is defined as one that is responsive to the needs of the present generation without jeopardizing the capability of the future generations to meet their own needs. In agriculture, we must now ask: WHO CONTROLS? WHO DECIDES? WHO PROFITS? The truth is, “cash-crop production

Caraga farmers get P39.6-M infra; land from DAR

EFFORTS to improve the economic condition of farming communities in Caraga region got a big boost as the Department of Agrarian Reform (DAR) recently turned over infrastructure projects worth P39.6 million. DAR Secretary Brother John Castriciones turned over two bridges constructed under the Tulay ng Pangulo para sa Kaunlarang Pang-Agraryo (TPKP) in Bayugan, Agusan del Sur. “Roads are vital components in the department’s drive to spur rural development in farm communities,” said Brother John. The bridges located in Barangays Bingay and Saguma, costs P17 and P20 million, respectively. The DAR funded the construction of the TPKP project and implemented by the Department of Public Works and Highways. “This road would make transporting agri-products faster. We expect the trade and commerce here to greatly improve,” said Brother John. Seven (7) solar tunnels were also turned over to seven (7) agrarian reform beneficiaries organizations (ARBOs) in Tagbina, Surigao del Sur. “The solar tunnels will be used for coffee processing specifically for drying green coffee beans. The facility is designed to dry coffee beans even on rainy days. It’s made for all types of weather so that farmers can produce good quality dried beans,” Brother John said. DAR-Caraga Regional Director Leomides Villareal, who assisted Brother John in the turn over ceremonies, said the solar tunnels worth P2.6 million was provided under the Convergence on Value

Chain Enhancement for Rural Growth and Empowerment (ConVERGE). Under project ConVERGE, the DAR conducted a series of consultations with farmers belonging to the seven (7) ARBOs. “We found out that our farmers often experience losses for lack of proper coffee drying facility. They also need to have access to cheap but high-quality coffee seedlings for their farms,” Villareal said. He said farmers use canvas, in lieu of a flatbed drier or a concrete drier to dry their coffee beans. “This drying procedure lessens the quality of the coffee beans and low-quality beans will fetch a low price from coffee traders.” “The project’s aim is to increase the income of more than 1,000 agrarian reform beneficiaries by providing them with a facility to dry their harvested coffee beans,” Villareal said. “Right now, this will greatly help them with the proper drying of the coffee beans. Our longterm goal is to help our farmers establish a coffee enterprise and this facility is the start,” Villareal added. Before leaving Tagbina, Brother John also distributed 12 certificates of land ownership award (CLOAs) to 12 agrarian reform beneficiaries (ARBs) here. Two of which were personally delivered by Brother John to the beneficiaries’ doorstep. “With the pandemic still in our midst, we need farmers to continue producing more for the country’s food supply. A job that requires emotional intelligence and flexibility (in adapting lesson plans on the fly to a particular group of students for example) is not one particularly well suited to robots. Artificial intelligence however still deserves a role in the classroom. This is not as a replacement for teachers but as a tool or an assistant that can aid them both in trying to close the gap in achievement between the rich and the poor and in making up for lost teaching time during the pandemic. In other countries, school closures to stop the spread of

the coronavirus have helped to accelerate the adoption of AI-based learning platforms as teachers seek new online methods to keep students engaged and to track their progress. These new approaches – where they have been seen to work during the pandemic – will continue when students return to something that looks more like a normal education. The right approach to such technologies is to see them not as substitutes for human labor but as a way of improving its quality and productivity. Machine learning may be more sophisticated than a shovel but the principle is the same: tools enhance humans’ existing capabilities.

SSS unemployment benefits up by 407% to P732.15M THE Social Security System (SSS) released P732.15 million in unemployment benefit disbursements to 54,282 members from January to June 2021, higher by 407 percent from the same period of last year. Number of member beneficiaries also rose from 11,917 to 54,282 by 355 percent. SSS President and Chief Executive Officer Aurora C. Ignacio said that the steep jump of benefit releases is associated with the increase in members’ awareness on the availability of the said benefit for those who were involuntarily separated from work mainly due to the COVID-19 pandemic. “We’re glad that this program was able to assist our workers in the private sector especially during these times that majority were left jobless due to the pandemic. Aside from that, the safety and convenience of our on-

line services and checkless disbursements helped our qualified members to get their benefits on time which really served their purpose,” Ignacio said. The Unemployment Benefit is one of the landmark provisions of Republic Act No.11199 or Social Security Act of 2018 effective March 5, 2019. Qualified are covered employees, including kasambahay (household helpers) and Overseas Filipino Workers (OFWs) who were involuntarily separated from employment due to economic downturn, natural or human-induced calamities/disasters, installation of labor-saving devices; redundancy; retrenchment or downsizing; closure or cessation of operation; and disease or illness of the employee whose continued

employment is prohibited by law or is prejudicial to his or her co-employees’ health. Moreover, members must not be more than 60 years old at the time of involuntary separation. In the case of underground or surface mineworkers and racehorse jockeys,they should not be more than 50 and 55 years old, respectively. Members must have also paid at least 36 monthly contributions, 12 months of which should have been paid within the 18-month period before the involuntary separation. Qualified members will receive a monthly cash benefit which is equivalent to 50 percent of member’s average monthly salary credit (AMSC) for a maximum of two months. For example, member-applicant with an

AMSC of P16,000 will receive a two-month unemployment benefits worth P16,000 (P8,000 for each month). Benefit claim should be filed within one year from the date of member’s involuntary separation. However, if the one year deadline for filing falls on March 5, 2020 up until the last day of Enhanced Community Quarantine/General Community Quarantine, the involuntary separated member may still file their claims until 60 days from the declaration of the government of the end or the last day of the ECQ/GCQ.
