We strongly denounce the twin blasts that transpired in Jolo, Sulu today that led to the death and injury of a number of individuals, including our soldiers. Grave acts against humanity, such as these, have no place in our society, especially as we continue to respond to the COVID-19 pandemic. As an investigation is being conducted on the matter, the government ensures that the perpetrators of such horrible crimes will be held accountable and prosecuted by our laws. We extend our condolences to the families whose loved ones died from the blasts and are with them in seeking justice for those they have lost. Our thoughts also go out to many others that have been affected by this morally reprehensible event. We ask all residents of Jolo to remain vigilant and to report and coordinate with our law enforcement agencies any suspicious occurrences, actions, or personalities that come across their way.

He also maintained that the Duterte administration will continue to strengthen the protection of civil society. The Internet has created new markets and is profoundly changing the way people interact, express themselves, relax, find leisure, explore the world and think about their contribution to it. As made possible by technological advances in computer hardware, software, and telecommunications, people often have cyber lives in addition to their offline lives. At the dawn of the 21st century, social networking sites were launched. These sites enable users to share information, photos, private journals, hobbies and interests with networks of mutual friends. They provide friends with the ability to email and chat online, connect and reconnect between past and present classmates and game partners. Social networking sites also open ventures by providing forums where business people and co-workers can network and interact,

people find love and romance, and families map their family trees. While social networking is often page used 10 for See OPENS, pro-social activities, such networks might also be abused for negative, anti-social purposes and provide a platform for online bullying. Adolescents are particularly vulnerable as they are not fully capable of understanding the relationship between behavior and consequences (Ang, 2015). It is argued that many adolescents lack adequate ability to weigh dilemmas, evaluate choices and make reasonable decisions. Consequently, they take more risks. Adolescent decision-making capacity is lacking especially in emotionally salient situations. They need the support of adults who have a mature prefrontal cortex. It is argued that all relevant stakeholders -- parents, schools, governments, NGOs and Internet companies -- have a societal obligation to protect adolescents from bullying and cyberbullying as

human lives are at stake. Modern technology facilitates easy and quick dissemination of hurtful and humiliating messages to one or many people. The anonymity of the Internet facilitates disinhibition and is most convenient for spreading malicious unfounded allegations and for backstabbing. Cyberbullying has desensitizing effect. Anonymity facilitates bullying as it helps aggressors to hide their identity, diminishes accountability and increases the level of moral disengagement. Anonymous victims may be more likely to incur unethical treatment. Moreover, the online bullies may remain oblivious to what they do and are not moved to stop tormenting the victim. Indeed, cyberbullying can be relentless. Images of bullying events can be posted on the Internet on multiple sites thus having lingering painful effect on the victim. Technology can be abused to increase the scale, scope and duration of bullying. The audience for the bullying can be very large and reached rapidly, and the bullying can follow the victims

into their home, expressed on the screens of their personal electronic devices. Bullying can now take place around the clock, 24 hours a day, seven days a week, without refuge. With the increased popularity of social networking sites such as Facebook, Twitter, Instagram and Snapchat, cyberbullying has been on the rise. Lack of social responsibility norms harms the bullies as well as the bullied. Both the bully and the victim may suffer from depression - the number one cause of suicide. Youth who bully others are at increased risk for substance use, academic difficulties, and violence later in life. Early and appropriate psychological interventions are necessary and may be effective for the proper management and prevention of the serious consequences that the youth psychopathology can generate in terms of rising mental suffering, long-term problems in socializing and trust building, and lingering feelings of shame. Clear procedures to report and investigate reports of all forms of bullying should be established.

DA-10, CMU calls for hybrid rice, mechanization adoption MUSUAN, MARAMAG, BUKIDNON - In increasing farm efficiency to attain rice sufficiency through the use of hybrid rice and farm mechanization, the Department of Agriculture - Regional Field Office 10 (DA-RFO 10) in partnership with Central Mindanao University (CMU) pushes the ceremonial planting for hybrid rice derby amidst the ongoing pandemic. DA-10 Regional Executive Director Carlene C. Collado and CMU President Jesus Antonio G. Derije showcased the use of mechanical rice transplanter (riding type) and mechanical direct seeder (riding type) on August 17, of said town with the seven participating seed companies. The 50-hectare rice area will boost rice productivity through the intensified use of quality seeds, appropriate inputs, modern technologies, and mechanization to ensure food productivity for farmers to adopt. It aims to contribute in increasing the 87 percent rice sufficiency level of the country, including the farm mechanization rate of 2.31 horsepower per hectare, based on the 2011 study conducted by the DA- Philippine Center for Postharvest Development and Mechanization (PhilMech). With the use of the mechanical

direct seeder, farmers can plant 2-3 hectares per day compared to manual labor which takes 20 man-days per hectare. It has a capacity of 40 kilograms inbred rice seeds per hectare, while 18 kilograms hybrid seeds per hectare. Meanwhile, the mechanical rice transplanter requires only 1 person to finish 1 hectare compared to manual labor with around 20 farmworkers. The 5 hectares will be utilized by DA-10’s Research Division for a study on nutrient management on the application of the right amount of fertilizer to optimize productivity and reduce production cost. RED Collado shared, said the project is in line with Agriculture Secretary William D. Dar’s instruction of conducting technology demonstrations in strategic areas in the country. He also expressed his gratitude for the support of the seed companies, the SL Agritech, Bayer, Long Ping, Sygenta, Seedworks, Ramgo and Bioseed. For his part, Pres. DA: Don’t bring pork, by-products to NorMin from ASF affected areas CAGAYAN DE ORO CITY - The Department of Agriculture in Northern Mindanao and the Regional Inter-Agency Task Force for African Swine Fever (ASF) harmonizes its operational plan on ASF prevention and preparedness in a meeting on July 28, this city. Carlene C. Collado, Regional Executive Director of DA-10 and chair of the task force appeals to consumers to refrain from bringing to region 10, pork and its by-products from ASF affected areas. Collado’s call is in line

with the confirmed ASF cases in some areas in Region 11 and 12 which is bounded by the province of Bukidnon. The increasing online selling of pork by-products which include chorizo, longganisa, kekiam, tocino among others, raises concern among the task force member agencies in ensuring food safety from its origin. The Food and Drugs Administration (FDA) reminded the public to ensure products sold online are coming from registered

manufacturers. Similarly, the National Meat Inspection Services (NMIS) issued a Public Advisory to all consumers buying meat online. On the other hand, Carmelita T. Bajarla, Regional Technical Director for Research and Regulations of DA-10, said there is a need to prepare on ASF cases, come up with specific guidelines and enabling mechanisms to implement the orders. Camiguin, Misamis Oriental and Misamis Occidental provided updates on the status of ASF prevention and preparedness in their respective areas. AS the country prepares for the ‘re-starting’ of the badly beaten economy due to Covid-19 health crisis, the government needs more clarity in policy direction to lure foreign investors. First and foremost is the pandemic of corruption happening elsewhere in almost all instrumentalities of government. Cases of corrupt practices are terribly all over, latest of which is the megadeal of Philhealth officials in salivating people’s money to the max, the SSS excessive salaries of its key personnel by the millions of pesos on their monthly take home pays. While its members and pensioners are feed with only a loaf of bread on the table, and so many other misdeeds in all fronts of the bureacracy. The poor investor had to face-off upfront the ‘for the boys’ mantra of corrupt

local officials even before the first nail of the project hits on the ground. Added to these misdemeanors are the loopholes in the corporate income tax rate, widely seen as less attractive and ‘unfriendly’ tax policy. That said, the country has faced the pandemic with declining foreign direct investments from the previous year and triggered by the uncertainty in corporate tax reform. What is needed perhaps is the clarity of purpose for foreign investors to make long term direct investments. Coronavirus has created economic uncertainty as it were, and investors do not want more to see a niche of corruption in investment climate, tax and policy uncertainties included. What the government should address in earnest are concerns on corrupt practices, and the excessive corporate income tax rates seen as ‘unfriendly’ compared to the country’s

Now in cobwebs in Congress is the Corporate Recovery and Tax Incentives for Enterprises Act (CREATE), formerly known as CITIRA, which seeks to cut the corporate income tax rate to 25 percent from 30 percent. Moreover, lawmakers should likewise help businesses recover from the pandemic by approving the proposed economic stimulus programs. The issues on corruption must be addressed on a whole-of -nation approach. Second is the passage of several packages geared towards helping businesses adapt to the ‘new normal’, including the recalibrated corporate income tax package, and the much needed Economic Stimulus Act. In a highly skewed pyramidal societal order, social change has become imperative in a “republican and democratic State where sovereignty resides with the people and all governmental powers emanate from them,” as stated in the Constitution’s Declaration of Principles. Indeed, when economic dictatorship of the oligarchs is grafted unto representative electoral democracy, a toxic growth of religious fundamentalism and right-wing extremism is the result. Thus oligarchical control leads not just to the death of democracy, but to the democracy of death, in which exclusion, hate, fear and cash become the political means to mobilize votes and power. Thus, the imperative need of social change. For those who have dreamt, struggled, advo-

cated, sacrificed and even died for it, social change has been so elusive all these years despite 14 years of martial law and two peoplepowered revolutions. The ingredients, systems and structures that perpetuate poverty and social injustice are still as formidable as ever. BUT NOT ANYMORE UNDER THE PRESENT DISPENSATION OF PRESIDENT RODRIGO ROA DUTERTE. No one can stop the growth of cooperatives as cooperativism is an idea whose time has come not only in our country but in the whole world. Why is this so? First of all, it behooves upon all of us to examine the present development paradigm which is based on the growth-at-all-cost development strategy aptly called Neo-Liberal Capitalism. That kind of global economic system that is only successful in sacrificing humanity and Mother Earth to the altar of greed and profit is like a giant off-balance. So as not to fall, it has to run and in running, it steps on communities, forests, rivers, seas, agricultural lands, the ozone layer, the iceberg and even on people themselves, leaving havoc on its path. That AIDS-like development strategy that kills the Earth’s vital organs, advances unbridled materialism and consumerism based on an individual pursuit of selfaggrandizement and wealth where money is used not to enhance the quality of life but to make more money. DSWD now uses e-transfer mode for SAP distribution TACLOBAN, CITY, Leyte, Aug. 23 (PIA) -- The Department of Social Welfare and Development (DSWD) has shifted to electronic payment mode where payouts for the Social Amelioration cash subsidy are made through electronic cash transfers. DSWD Undersecretary Rene Glen Paje said this during the Laging Handa Network Briefing on Friday hosted by PCOO Secretary Martin Andanar. Usec Paje said a large percent of SAP distribution is now done through electronic platforms and through the financial service providers of the agency to lessen personal contact of DSWD personnel during payouts. DSWD has tapped the services of some financial service providers to fasttrack the distribution of the financial assistance for the qualified beneficiaries.

However, he admitted that they cannot totally do away with manual payouts particularly in geographically isolated areas without internet access or wi-fi connectivity. But he assured that personal protective equipment (PPEs) are being issued to frontliners for their protection and safety during payouts. MANILA – Malacañang on Monday denounced the two successive bomb explosions in downtown Jolo, Sulu that killed at least six soldiers and five civilians, and injured 40 others. “We condemn in the strongest possible terms the explosion incidents in Jolo, Sulu today, which left scores dead and wounded, including soldiers,” Presidential Spokesperson Harry Roque said in a statement. Roque also offered his condolences to the families and loved ones of those who died in the tragic incidents. AS we approach school opening 2020, what is on everybody’s mind is how distance learning will be carried out in fact. Distance learning is completely new to all but a handful of private schools already attuned to online learning using the Internet. Most schools and students however have connectivity and bandwidth limitations. Distance learning using school packets delivered and collected weekly will have to be the immediate solution because face to face contact carries with it the risk of spreading the coronavirus. The learning curve for distance learning will be steep. So in this new normal,

the drivers of distance education must not be DepEd, rather it must be the school divisions and the schools themselves. Five modalities for meeting students have been identified: face to face, online classes, online-offline modular, offline modular using digitized learning resources and modular using printed learning resources. The world is rapidly changing and along with it comes new innovations and technologies. Education has to evolve to keep pace. The teacher’s role is not to be the sole provider of learning. He or she has to be a guide, motivator and facilitator of learning.

In this trying times that we are currently facing, employment of learning modality is deemed as imperative for institutional resilience. This massive shift in education is perhaps one of the great challenges for today’s new normal learning. As such, there are four different Learning Delivery Modalities namely: Face-to-Face, Distance Learning (including online and modular distance learning), Blended Learning, and ADM Homeschooling. Apparently, Face-to-Face Learning is the traditional learning environment where the students and teachers are both physically present in the classroom in which lessons are delivered through opportunities for active engagement with immediate feedback and socio-emotional development of learners. More so, Blended Learning allows for a combination of face to face, online, and modular learning wherein it limits face to face learning delivery, affords social distancing, decreases the volume of people outside the home at any given time. Homeschooling provides learners with equal access to quality basic education at home to be facilitated by qualified parents, guardians, or tutors who have undergone relevant training. Thus, policy is under review wherein families can educate according to their personal faith, philosophy, and values. Such that learning schedules may adjust to fit family schedules and circumstances. On the other note, Online Distance Learning uses learning management system, availability of resources online with laptop, mobile phone, or any digital device with internet connectivity.

Upon consolidation of Learner Enrolment and Survey Forms (LESF) from the registration of pupils, parents prefer modular distance learning out of these mentioned learning delivery modalities. Likewise, Teachers take the active role of monitoring learner’s progress and must always make themselves available to provide assistance/remediation/enhancement and enrichment activities. Availability of parateachers (term used for parents/guardian acting as a teacher) at home and community, is possible. Created online chat groups consist of teachers and parents in every grade level to prepare for further instruction and concerns about the activity based on a given exclusive schedule. Also, every learner will be provided with complete set of learning package such as self-learning modules and study guides for tasks that will be done at home. Activity sheets per learning area will be distributed in a particular time to ensure adherence of health protocols. Additionally, these modules are designed to enable learners’ understanding of key concepts, sufficient practice to master learning contents, and flexibility in finishing each module. It is important to note that safety and health of teachers, pupils, parents, and other involved personnel will be the top priority in ensuring the implementation of the said learning delivery modalities. Therefore, observance of health protocols (like wearing of face mask, social distancing, washing of hands, etc.) is a must during the upcoming distribution of the said modules.

Gone to highly industrialized countries as the country still maintains an exclusive and a neo-colonial status, having been a colony of imperial powers for hundreds of years. Based on these realities, there must be a change now being championed by the present dispensation. An increasing number of people want change but how? “We expect to have more modernized PUVs by the end of the year,” he said, adding that starting January next year, LTFRB will only issue franchises to new PUVs owned and operated by either a transport cooperative or a corporation. Per records from the Office of Transportation Cooperatives, Northern Mindanao has 51 transport cooperatives, most of them based in Misamis Oriental, particularly in Cagayan de Oro. Misamis Oriental has 28 transport cooperatives; Bukidnon, seven; Lanao del Norte, 10; Misamis Occidental, four; and Camiguin, two. One of those groups is the Bukidnon Transport Multipurpose Cooperative (Buktramco), based in Quezon town, Bukidnon, with a branch in this city. Melvin Erederos, the Buktramco chairperson for Cagayan de Oro, said they are just waiting for the approval of the PHP130 million loan from Land Bank, which the transport coop will use to purchase 52 modernized PUV units priced at PHP2.5 million each. Erederos said that of the 52 units, 37 will be for Buktramco’s Cagayan de Oro operations, while 15 will be for Bukidnon. Buktramco plies the Bugo-Cogon route in the city, but he said they will be adding two more routes based on the local public transport route plan. The transport coop has more than 3,000 members in this city and in Bukidnon. Teofredo Soquiño, Buk-

tramco general manager, said that based on their business plan, the coop can afford to pay off the loan within the seven-year period, despite the coronavirus disease (Covid-19) pandemic. Under the PUV modernization program, drivers will be receiving monthly salaries. Rolina Morales, QSJ Motors Philippines Inc. national marketing coordinator, has confirmed that Buktramco has made a purchase order for 52 modernized PUV units. She said they can assemble at least 80 units in a month, but added they can increase production quota to 120 if not for the pandemic. “We are expected to deliver to Buktramco within this year. They have already submitted their purchase order to us,” she said during the public viewing of the QSJ-made modernized PUVs in Barangay Puerto recently. Morales said they were given by Buktramco three months to deliver. Lawyer Gil Cembrano, QSJ Motors marketing consultant, said that aside from Buktramco other transport cooperatives in Mindanao, specifically in the Caraga region, have also signified their intent to order from the PUV manufacturer. “Some transport coops have taken an interest in QSJ because of our reasonable price. We are cheaper compared to other brands,” Cembrano said, adding that while the present fuel standards required at present is Euro 4, they are now into manufacturing Euro 5-calibrated engines to comply with the Clean Air Act. The resolution to organize was submitted and approved during the District Assembly held on June 13-14, 1969 in Iloilo City under the term of DG Pafs Mejia. The Board of Directors of Rotary International approved the Charter on February 16, 1970. Subsequently, the Charter presentation was held on June 23, 1970 at the Villa Hermosa Hotel with PDG Cocoy Velez as President and the former Congressman Luis Taruc as Guest Speaker. The charter members
